For the past quarter century, it is fair to say that the political agenda of Western industrialized societies has been driven by those opposed to forms of economic growth providing sustenance to a growing population. They regard growth as the major threat to their social philosophy which champions a wholly "new ethic of biocentric equality" or "living as if Nature mattered." This ethic demands that "a violent, plundering humankind" must abandon its alleged rape of Planet Earth and derive its ethical norms from pre-existing harmonies and fragile, precarious balance present in Nature. A Green political agenda appeals strongly to deep longings shared among many people whose temperament seeks tranquillity in a world of wild natural beauty uncluttered by dependency on tools and experts and specialists. According to proponents of the Green philosophy, our world is pregnant with enormous problems. Armed with expanded political powers, regulatory guardians at state and local levels have mustered their forces with shotguns cocked, poised to prod an ignorant and lazy citizenry to the altar for an exchange of vows with Environmental Ethics. Social engineers have skillfully discredited the traditional role of professionals in scientific engineering who are summarily dismissed as the failed architects of an industrial system pillaging the earth. They stand accused of producing unmanageable offspring - from mining minerals and energy resources to disposing of toxic wastes - whose disputed parentage and expectant crimes against humanity must be prevented by removing them from normal custody. Green critics claim that markets cannot be given custody of industrial offspring - pollutants, wastes, land-use abuses. Markets appear to have failed to provide equity to present and future generations. The only custodian with sufficient coercive power seems to be the regulatory bureaucracy. The upshot is a stark Hobson's choice - Shotgun Wedding vs. Custody Dispute. It derives its fateful predestination from an uncritical acceptance of several preconceptions which currently undergird the altar of Sustainability characterized by its acolytes as "a new and exciting doctrine." It is significant that Limits to Growth slogans of the 1970s have been displaced in the 1990s by the more palatable language of Sustainability. As a policy recommended to forestall an impending doom, Sustainability derives its credibility from dire predictions of global warming, ozone depletion, acid rain and the like. The Rio Declaration announced to the world in June 1992 that, although energy is essential to human well-being, its production and consumption in wealthy industrialized nations is unsustainable. It called for a complete overhaul of energy systems with nothing short of a total replacement of fossil fuels, uranium fission reactors, and large hydroelectric projects by means of so-called renewable energy sources, augmented by coercive regulations to force conservation and limit consumption demands. Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. NOVA SCOTIA is sharing in the rapid advance of the mining industry that is one of the remark- able features of Canada's recent progress. The production of coal and gypsum has increased rapidly, and there has also been a marked development in the mining of gold, salt, zinc, copper and other minerals. Coal, the basis of the principal mining industry in the Province, was discovered by the early explorers on the shore of Cape Breton Island, and used by the garrison at Halifax as early as 1749. The first government record shows total annual sales amounting to 1668 long tons in the year 1785, while last year production was 6,643,000 long tons. The principal mines are discussed in a separate paper by Alexander L. Hay1.

The paper presents an overview of the mining industry of Papua New Guinea. Although the Bougainville problem is still unresolved, new mines like Ok Tedi, Misima and Porgera, which have come on stream during recent past, have raised hopes of sustained growth period in the industry. Kutubu Oilfield is also being developed in the Southern Highlands and the oil production has commenced from July 1992. Government revenue from these mega projects will increase five-fold during 1993 and 1994. A new mine which is being planned is the fabulous Lihir Deposit, on an island renowned to be full of gold. Gold occurs within a volcano which still contains high temperature ground water because the system which created the deposit is still geothermally active.In Papua New Guinea, problems of environmental management are far easier to tackle than those of a socio-political and economic nature involving compensation payments to the landowners and the distribution of royalties and taxes between the national and provincial governments. At the socio-political level, the country has not been able to resolve the problems of land rights versus mining rights. Whenever mining starts in a big way, it raises people's expectations to a very high level, which then becomes the focal point of dispute between landowners, provincial governments, national government and mining companies. A new system called 'Forum' has been tried to bring all parties together and son out the issues. The system appears to be working well in new mines like Ok Icdi, Porgera, Misima and Kutubu Oilfields.

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

The irregular shape of the Rosebery orebody, coupled with the inconsistencies in grade over short strike lengths, has meant stoping blocks have had to be small to combat dilution and stability problems. In the past, each lens was divided into regular block sizes and developed up to five years before production commenced. There were two major drawbacks to this practice; firstly, existing development deteriorated over time therefore requiring rehabilitation prior to production. Secondly, the pre-determined blocks could not be easily changed to incorporate changes in mining technology or economic circumstances. Bearing these problems in mind, it was evident that any new lens development had to be designed to allow maximum flexibility. The lens being currently developed is J lens. It represents approximately 50 per cent of the current reserves tonnes, and 65 per cent of the zinc metal. Its importance to the mine's future cannot be over emphasised. At its core the lens is up to 25 m thick at grades of over 30 per cent zinc. The practice of dividing the orebody into levels and sublevels, with consequent crowns was no longer acceptable because of restrictions in stope design and potential loss of ore. To assist in the development planning of J lens, a geostatistical block model was applied in long section to graphically represent the lens. Areas of high zinc concentration, as well as zones of uneconomic material were identified by using the model. This has meant that the development could he targeted, enabling stope delineation to occur in the lens without significant ore loss. Because of limited development resources, and the need to bring J lens on-line in the near future, the development strategy has had to focus on 'just-in-time' principles, rather than accessing the whole lens from bottom, and progressing upwards. Tight development schedules have required individual stoping block to be developed on such factors as grade and available tonnes rather than as a vertical sequence.

The last few years have been eventful ones for Manitoba in connection with mineral development. Perhaps the past year has been the most important of all. It is therefore a suitable time to review the mining situation in the Province. In order to obtain, in the following paper, a proper set ting from which to discuss the trend of recent developments, a brief review of the story of mining will first be given. This will include a summary of a few of the outstanding facts regarding prospecting, discovery, and operations in the several known metalliferous areas of the Province. Following this will come a more detailed description of activities during the past year or two. Special attention will then be paid to the outstanding enterprises, such a~ those associated with the names of Flin Flon, Sherritt-Gordon, and Central Manitoba, names which have been attracting the attention of the mining world to Manitoba. And last of all will be presented a brief summary of mineral production, which, so far, has largely been credited to non-metallics. HISTORICAL To aid a proper comprehension of the recent trend in mining, it is well not to lose sight of the history of development in the different metalliferous areas in Manitoba. This Province seems throughout to have been more or less dependent on mining interest excited by discoveries in the neighbouring province of Ontario. The first interest came as an effect of the Lake of the Woods mining boom, when small adjacent parts of Manitoba were prospected. Several discoveries were made, but no mining industry resulted.

Communities are the foundation upon which the whole structure of society rests and upon which the nation builds its hope for the future. They are not established to serve any one particular generation, nor any one element or group, but should be erected to render a lasting service to all who are to follow. They play a very vital and important role in the lives and welfare of the people, in their industrial, business, and social relations, and in the economy of the nation, of which they are the fundamental assets. Communities and civic governments are destined to be vital factors in the national welfare in the days that are to come. Any improvement in national or world conditions must have its origin within the communities. Any attempt at solution of the community problem must give some consideration to the fundamental elements which exist in every community, and to the underlying principles, and ways of life and thought, upon which community life is based. The community is, in its essence, a number of people living and working more or less closely together, sharing common rights, privileges, conveniences, and comforts, which would be impossible for the individual to obtain for himself by his own efforts alone, or in any other way than by the mutual exchange of persona! services and resources. In this way, men have increased the returns from their labour and commerce, have raised the standard of their living, with better social, educational, and recreational facilities, and enjoy a greater personal security.

INTRODUCTION. IN a paper read by title at the Washington meeting of the Institute, May, 1905,1 discussed at considerable length the geological relations, node of occurrence, and the genesis of the lead- and zinc-ores of the Virginia-Tennessee region. The present paper treats of the purely economic phases of the zinc-ores of the district; such as methods of mining the ores, their preparation and treatment. The Albemarle county mines and plant were discussed in the paper referred to above, and will not be considered here. METHODS OF MINING. Until very recently the mining of lead- and zinc-ores in Virginia was limited wholly to the surface belt of weathering. The mode of occurrence and the character of the ores to be mined were such as to demand the employment of methods used in mining secondary concentrated ores. Accordingly, a system similar to that practiced in mining brown iron-ores was employed, being modified to meet the changed conditions. Oxidized or Soft Ores.-Up to the present time practically all the ore mined in the Virginia district has been of the oxidized or soft type;-the silicate, calamine, and the carbonate, smith-sonite; largely the former, which has been localized and concentrated at only slight depths below the surface. Because of the extreme irregularity with which the limestone weathers when stripped of the overlying residual clay, it presents a roughened surface of large and small irregular "chimneys"

The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.

In the mid-to-late 1800’s the U.S. mining industry was on the threshold of nearly a century of golden times. Nearly every state had a prosperous and growing mining sector. The importance of the industry was reflected in the creation of the state school of mines. Today, with the depletion of readily available mineral reserves, much of the U.S. metals mining industry is considered to be in a sunset phase. The same is true with the mining schools that serve the industry. However, the United States is still a major consumer of the world’s minerals and requires a dependable supply of both minerals and minerals professionals. In his 2002 Jackling Lecture “You Can’t Make a Silk Purse Out of a Sow’s Ear” the author presented a list of concerns, propositions and recommendations. In this follow-up paper, the author further explores the subject through the presentation of a detailed case example focusing on the iron mining industry of Minnesota and minerals education at the University of Minnesota.

The Minto coal basin lies in the central part of the province of New Brunswick, near the head of Grand Lake. The village of Minto which is the centre of mining activity of the district, lies about 35 miles east of Fredericton and somewhat greater distances to the north and west of the cities of St. John and Moncton respectively. Although coal has been mined in the basin for a number of years, it was not until recently that the production became sufficient to warrant a thorough geological investigation. The summer of 1922 was spent, in accordance with in structions from the Director of the Geological Survey, in making a detailed study of the geology and coal resources of the Minto coal basin, which is covered by the Minto and Chipman map sheets, each embracing an area of 200 square miles. The present paper is a short outline of the principal results obtained in the field. The writer wishes to acknowledge the assistance cheerfully given him by the managers and officials of the various companies operating in Minto. He wishes especially to thank Mr. W. B. Evans, Manager of the Rothwell Coal Company, for assistance in the collection of fossils and for the generous supply of information relative to the early history of the coal field.

Structural and topographic relief in the Sangre de Cristo Mountains of northern New Mexico provides a remarkable cross section through the recently recognized 23-26 m.y.-old Questa caldera and cogenetic volcanic and plutonic rocks. Although largely eroded, remnants of an ash-flow sheet of silicic-alkalic rhyolite and associated more mafic lavas of the Latir volcanic field are preserved as far as 45 km beyond the source caldera. Within the caldera, the tuff ponded to a thickness of 2-3 km and enclosed chaotic megabreccia fragments which slumped from the caldera walls. At the time of ash-flow eruption, the volcanic field was severely deformed along northwest-trending faults related to the Miocene Rio Grande rift, with most intense deformation occurring within the caldera. Strata were steeply tilted and locally overturned along presumably listric faults. Ash- flow tuffs locally underwent secondary flowage over concurrently developing fault scarps and accumulated within structural basins as rheoignimbritic lava flows. Cogenetic batholithic granitic rocks, exposed over an area of 20 x 35 km, range from mesozonal quartz monzonite to epizonal porphyritic granite and aplite, with the shallower and more silicic phases most abundant within the caldera. Compositionally and texturally distinct granitic phases define a highly evolved resurgent intrusion within the caldera, an incomplete ring dike along its southern margin, and a large mass of less fractionated quartz monzonite south of the caldera. A negative Bouguer gravity anomaly is closely confined to the area of ex- posed granitic rocks; it also reflects boundaries of the Questa caldera. The gravity anomaly is interpreted as defining the extent of the underlying batholith, emplaced into lower parts of the volcanic sequence and underlying Precambrian rocks. Paleomagnetic determinations indicate that the granitic rocks were above Curie temperatures at the time of caldera formation and regional listric faulting, yet most are little different in radiometric age from the intensely deformed volcanic rocks. These relations indicate that the batholithic complex represents the source magma body for the volcanic rocks, into which the Questa caldera collapsed, and was largely liquid at the time of regional tectonic disruption. Compositions of the volcanic and plutonic phases changed from early calc-alkaline metaluminous rocks, to weakly peralkaline silicic rhyolite and equivalent afredsonite-acmite granite at the time of the caldera formation, then back to post- caldera calc-riebeckite granitic rocks. Maximum concentrations of alkalis and minor elements such as Rb, Th, U, Nb, Zr, and Y were reached at the time the caldera formed about 25-26 m.y. ago, but the major molybdenum mineralization of the Questa district took place when the late calc-alkaline granitic ring intrusions were emplaced about 23 m.y. ago, along the south margin of the caldera.

"In this work the dissolution, precipitation and adsorption behaviour of gold in acidic iron sulphate media containing small amounts of chloride ions is investigated via batch laboratory tests and OLI thermodynamic calculations over the temperature range 25-250°C. Chloride ions may be present in industrial pressure oxidation/pressure leaching (POX/PL) operations due to elevated water salinity levels or due to intentional addition as is the case of the CESL Copper Pressure Leaching Process. Thermodynamic calculations show that AuCl4 - may form depending on the free Cl-/Au ratio and temperature, its stability increasing with increasing Cl- concentration and decreasing with increasing temperature. On the other hand during POX/PL, we know that massive precipitation of iron in various hydrolysis products and compounds occurs. Hence of interest is the question how AuCl4 - that may form during leaching interacts with the iron precipitation products. Gold(III) chloride was found to co-precipitate with iron(III) (oxy) hydroxides and arsenates forming in the autoclave but not with natrojarosite. Upon further investigation it was discovered that activated carbon added in the autoclave (as done in CIL) acts as preferential sink for the mobilized gold, hence opening the potential for the development of a direct cyanide-free gold recovery process in acidic sulphate leach reactors.INTRODUCTIONThe recovery of gold from ores and concentrates has evolved over the years with processing routes becoming increasingly complex. Given the high value of gold, any reduction in losses during recovery operations constitutes an important economic benefit. One such loss that needs to be addressed is the potential solubilisation of gold during pressure oxidation (POX) of refractory sulphidic gold feedstocks. For example, Agnico Eagle Mines reported a loss in gold recovery due to the formation of a gold chloride complex (Garofalo, 2009). Gold is known to form complexes in solution, such as gold(III) chloride, if an excess of chloride ions are present. The fate of such soluble gold chloride during pressure oxidation and the subsequent neutralization of the acidic discharge slurry will determine if gold is lost or recovered in the downstream cyanidation operation. Thus it is of interest to know under what conditions gold chloride may stay soluble or co-precipitate along primary (formed in the autoclave) or secondary (formed during neutralization) precipitates. Furthermore, the mode of co-precipitated gold, such as adsorption on iron compounds, like goethite and hematite (Machesky et al., 1990; Nachayev, 1984); substitution in one of the precipitated phases; or finally chemical reduction to metallic state would have consequences in terms of gold recovery."

IT is a well-known fact that under similar conditions a ton of pig iron can be made from any ore with less fuel when charcoal is used than when coke or anthracite is employed for heating. The cause of this superiority is entirely undiscovered, and no explanation has yet been offered which has won even temporary acceptance. Such as they are the hypotheses heretofore presented are of two general kinds, and they come from those two divisions of the working force which are so often antagonistic in all professions, the scientific and the practical men. The theory of the scientific men is drawn from the chemical reactions which are known to go on in the furnace, and it is well expressed in a recent paper by Prof. Akerman, of the Stockholm (Sweden) School of Mines. It makes the superiority of charcoal as a fuel in the blast furnace to depend upon its quick and thorough reduction of carbonic acid. This property belongs to charcoal in virtue of its porous structure. Its cells have a diameter of only one twenty-four hundredth of an inch, and one grain of charcoal has been computed to have a surface of two and four-tenths square feet. According to the theory in question, carbonic acid is formed by the first impact of the air upon the fuel; but in charcoal furnaces the acid is immediately reduced to oxide by taking the necessary amount of carbon into combination, and the gas reaches its highest reducing power even in the near vicinity of the tuyeres. Coke, being harder, does not produce so strong a reducing gas in that part of. the furnace. The present work considers the essence of fragmentation: on the level of a simple model as a material response to the curvature accumulated by it at large deformations. It is on this basis that the correlation between curvature and fragment sizes is determined. It is shown that at deformation the area of curvature center inevitably changes. It is revealed that a specific value of variation of center surface area, i.e. ^As parameter, is numerically equal to the value of curvature acquired by a material. Minimum sizes of fragments and grains depending on ^As have been estimated, and the dependence of this parameter on strain has been established. Besides, the present paper considers the effects exerted by curvature center geometry, material distortion, directions of deformation and thermal warming up in the localization zones on structure refinement when various techniques are applied.

The term sustainable development shortly appeared in international use in the run of UNO Environmental Protection Conference held in Rio de Janeim in 1992, bears the concept, that evolution process ( associated either with a region or society) should provide mutual interests concern in three aspects - environmental, economic and social ones, admitting as well the fact , that environmental protection should become an integral part of each process and cannot be regarded separately. In this connection it seems quite reasonable to employ the principal of sustainable development, while creating the model of industrial mastering the territory constraint lands viewing their future, for a example, in rich mineral deposit's development. In Kuznetsk coal basin in Russia ( west Siberia) the development of a big coal deposit Erunakovsky is now being underway. The major part of coal will be mined with open cast method, resulting the number of local environmental adverse impacts' occurrence. In such a situation mastering of sustainable development model is given the top priority, demonstrating the essential result of its application in a form of possibility to define the best correlation between economically expedient and environmentally tolerable loads during coal mining. The given paper is an attempt to work out the main principals to approach the creation of sustainable development model in regard of the definite region case. To simplify the presentation of employed approach's main idea, the given below accepts as its component only one of many actually existing environmental profiles, that define mining pro- cess impact on environmental situation -the size of infringed (de- graded) lithosphere surface. Basically, the actually existed correlation between spheres. grounding the model of sustainable development - economic, environmental and social- is given in a form of nomogram under Fig.1. The given nomogram displays the integrity of x-f(y) type interrelations plotted on the basis of four separate dependencies, precisely a) the size (area) of infringed earth's surface as a function of coal output in the region; b) subordination of ecological comfort of people's living to the degree of lands infringement; c) interconnection of economic and environmental components of people living; d) interconnection of economic level of people's living and the amount of coal mined in the region. Linked to a single unit, these separate plain dependencies create, as seen from the graph, a more intricate system of bonds, that affords during defining or changing this or that system parameter to secure undergoing changes, that occur to other parameters of the system. The mentioned reason made it possible to consider and drive to mutual conformity ( as far as it is possible) all parameters values for the defined system's relations, that in their turn indicate the concern of other aspects of a sustainable development principal. This study aimed to remove the contaminants in quartz sand by using an eco-friendly method and to obtain high-purity quartz. For this purpose, ultrasound-assisted acid leaching was applied. Equal amounts of a mixture of diluted hydrochloric and oxalic acids were used as the solvent. Response surface methodology (RSM) was used for optimizing, modeling, and predicting the experimental parameters. The correlation coefficient ( R2) of the proposed quadratic model for the relationship between iron removal yield and test parameters was calculated as 0.9731 and it was determined that the predicted and actual values were compatible. Finally, optimization experiments were made and optimum experiment conditions were revised and determined as 83.38 °C of leaching temperature, 196.35 min of leaching time, 2.86 M of acid concentration, and 202.24 W of ultrasound power. Under the optimum conditions determined after optimization, the highest yield of iron removal was determined as 95.08%. Under the optimal parameters, the SiO2 content of the concentrates increased from 97.841 to 99.907% and the Fe2O3 content reduced from 0.225 to 0.011%.

In this study, a 3D model of the shovel motion based multi-body system dynamics in the Automatic Dynamic Analysis of Mechanical Systems (ADAMS) environment was developed. The kinematics model of the shovel was modeled as a multi-body system, which comprises the lower, upper, and the attachment mechanisms. The Euler-Lagrangian equations were employed as the computational framework to describe the dynamic behavior of the model. A virtual prototype of the shovel was built in the ADAMS software environment. This environment allows the visualization of a 3D motion of the general mechanical system and the prediction of interference of the moving components of the shovel. The numerical analysis and animation of digging, swinging and dumping motions for the shovel were performed. The superimposed display of the deployment for the shovel in three phases allows a detailed examination of the dynamic interference among assembly components. The success of a mineral separation is commonly assessed from the separation curve, a graph of the recoveries achieved versus the corresponding separator settings. Two values characterize the curve, first the "splitpoint" which is the separator setting that produces a recovery of 50%, and second a measure for the separation sharpness. The splitpoint represents the "mean" while the measure for the separation sharpness represents the "scatter". In modelling the performance of crossflow separations the mean particle behavior is calculated from the force equilibrium that determines the particle trajectory which leads to a deterministic model. The scatter is then represented by a stochastic model. This presentation discusses the modeling of a crossflow separation and some implications with separation theory. The model is shown to successfully predict the performance of a magnetogravimetric separator.
