Owing to an upsurge in export earnings. Cameroon made substantial economic Progress in 1978 and 1979. With a real growth estimated at 6%, the gross domestic product (GDP) for 1979 surpassed $5 billion.2 Crude petroleum production was providing a new potential in 1978 and 1979 for achieving national self-sufficiency. Among other benefits, crude petroleum exports were helping to offset the escalating costs of refined petroleum imports and to reduce the 14% to 17% annual rate of inflation. Over the 4 years prior to 1978, Cameroon's petroleum imports increased by 12.1% in volume annually, while the import cost increased by 24.5% annually to about $105 million. Total export earnings for 1978 were $805 million,3 to which crude petroleum contributed $25.3 million and crude aluminum product exports contributed $25.9 million. Petroleum exports had increased to about $240 million in 1979 and were in third place after coffee and cacao. Total imports for 1978 were valued at nearly $1 billion. The volume of petroleum imports decreased in 1979 to 552,000 tons, compared with 622,000 tons in 1978. The European Economic Community (EEC) countries purchased over 75% of total Cameroonian exports and provided most of the Nation's imports. The United States purchased $12.4 million in petroleum exports from Cameroon in 1978. The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. The Government operated its own shipping line with six oceangoing freighters. France was the dominant trading partner, accounting for 25%

Cameroon continued to enjoy sustained economic growth that began with its independence in 1960. Growth in the gross domestic product (GDP) averaged 2.8% per year during the 1960's and the first half of the 1970's. Starting in 1976 and for the succeeding 10 years, the GDP accelerated rapidly owing to the coming on-stream of Cameroon's small but domestically significant offshore oil industry. In 1985, the GDP grew by 7.8%, but in 1986, it was only up 5.5%. The country's sustained economic growth in dollar terms of gross national product (GNP) per capita reached $1,075 in 1986. The ranking in GNP per capita by the International Monetary Fund put Cameroon in the middle-income category for developing countries. The sustained economic growth rate up to 1986 was due to the injection of income from oil into the economy, but crude oil price reductions in 1986 brought a slowdown. In 1986, crude oil production grew to 200,000 barrels per day, an increase of 8.2% from that of 1985. Most of the oil came from the Société Nationale Elf Aquitaine (SNEA) wells in the multifield Rio del Rey complex. Additional output came from the Moudi Field operated by Compagnie Française des Pétroles S.A. Proven oil reserves in Cameroon were 540 million barrels. At 1986 production rates, and in the absence of further discoveries, Cameroon will have exhausted its recoverable oil reserves by the year 1995. Owing to worldwide crude price reductions, the country's oil income fell 60% between 1985 and 1986, from $1.82 billion2 to $0.72 billion. Cameroon's refinery operator commenced operating the Sonara refinery in 1981 at Point Limboh. Sonara's capacity of 43,000 barrels per day was small by most standards. In 1986, natural gas reserves, estimated at 100 billion cubic meters, were not produced commercially because there were no domestic users. Proposals for a multibillion-dollar liquefied natural gas plant at Kribi had been submitted; however, work on the plant had not commenced.

Cameroon's mineral industry continued to be dominated by crude petroleum. The country's economic development depended on the production and export of crude oil. Oil output was estimated to be 56 million barrels in 1984 compared with 47 million barrels in 1983 and 39 million barrels in 1982. The country's only refinery processed approximately 16,000 barrels per day of crude oil in 1984, operating at slightly over 50% capacity. This volume, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economy continued to expand despite problems and setbacks stemming from the attempted coup of April 6, 1984. Gross domestic product (GDP) growth in 1984 was 6.5%, the same rate as in 1983. Offshore crude petroleum production was the chief factor in the sustained economic growth. The country also maintained a relatively strong balance-of-payments position through oil exports. Investment, ranging up to 25% of the GDP, greatly contributed to sustained growth. The oil sector contributed approximately 14% to Cameroon's GDP in both 1983 and 1984.

Cameroon's mining industry continued to be dominated by crude petroleum. The value of petroleum output was estimated at $1 billion.2 The 1982 gross domestic product (GOP) was approximately $8.4 billion. During 1981, crude oil export revenues increased in value 30%, comprising approximately 56% of Cameroon's total export earnings. The 1982-87 5-year plan emphasized, hydrocarbon and agricultural development and targeted the exploitation of bauxite and clay deposits. New petroleum legislation was promulgated on November 26, 1982. Public Law No. 82-20 detailed hydrocarbon companies' obligations concerning oil and gas discoveries and exploitation. In general, the Cameroon Government has participated in joint ventures with private companies and has levied a 57.5% petroleum tax plus adjustable royalties. Exploration expenses were paid by concession holding companies, and the Government in the past has reimbursed 50% of expenses under certain conditions.

The mining industry of Cameroon continued to be dominated by crude petroleum. Crude petroleum production has become the most important facet of Cameroon's economic development. Oil production was estimated to be 6.3 million tons in 1983 compared with 5.2 million tons in 1982 and 4.3 million tons in 1981. Over two-thirds of its export income was attributed to crude oil. The country's only refinery, dedicated in 1981, has a production capacity of 2 million tons. Cameroon has become self- sufficient in petroleum products since commissioning the refinery. The oil sector contributed approximately 13.5% to Cameroon's gross domestic product in 1982-83. Oil production was expected to rise from 125,000 barrels per day in 1983 to 156,000 barrels per day in 1985 when output peaks. Cameroon's ultimate recoverable reserves have been calculated at 100 million tons, or 750 million barrels of oil.

The mineral industry of Afghanistan improved substantially in 1976 as asbestos production was begun and feasibility studies were made of possible copper and iron and steel industries. The remarkable event of the year was the introduction of Afghanistan's 7-year economic and social development plan which covered the years 2976-82. The 7-year plan established ambitious goals for a gross national product (GNP) annual growth rate of 6.3% during its duration. To achieve this target, large increases in expenditures for economic development were programed in virtually every sector of the economy. Foreign assistance, in particular, was expected to finance a large share of new development projects. The major components of the plan were the development of transportation (highways and railroads), oil and gas exploration, construction of a copper smelter to exploit the copper deposits near Kabul, and development of an iron and steel industry to exploit the rich iron ore deposits in the central part of the country. Exports during the plan period were to continue to be principally agriculture products and natural gas to the U.S.S.R.

A year after the Soviet Union invaded Afghanistan and replaced President Amin with their choice, President Karmal, Afghanistan remained in turmoil. In some respects, the political and economic situation in Afghanistan was no better by the end of 1980 than it was preceding the December 1979 invasion. The Government faced widespread and growing alienation and resistance, virulent factionalism within the ruling party, and an acute shortage of material. The mining sector of the country did not fare better either; the only raw material produced in a significant amount was natural gas, which was exported mainly to the Soviet Union. No statistics on production of other minerals and materials were available by yearend. Most of Afghanistan's gas production was from the Hodja-Gugerdag Field, southeast of Shibarghan. The gas flow from this field had been about 300 million cubic feet per day since 1961. An estimated 230 to 250 million cubic feet per day of Hodja-Gugerdag's production was moved by pipeline across the Amu-Darya River into the Soviet Union. Most of the remainder was transmitted eastward to a 105,000-ton-per-year fertilizer plant and an electric power station built near Mazar-i-Sharif with Soviet assistance. After the Soviet invasion, the second gasfield, Djar-Kuduk, in the Shibarghan area, was brought under production. This field, which will produce about 200 million cubic feet per day, consists of four gas zones in the Jurassic and lower Cretaceous zones between 3,000 and 8.500 feet deep. The gas has a high hydrogen sulfide content, with considerable carbon dioxide, A new treatment plant was built at Djar-Kuduk by Soviet technicians under a turnkey contract at the end of 1980. It is believed that most of the Djar-Kuduk's initial flow will be sent to the Soviet Union.

Bahrain's oil revenue increased from $337 million2 in 1916 to $378 million in 1977. Despite the increase in value, petroleum receipts made up only 584 of all Government income in 1877, compared with 74% in 1976 and 83% in 1975. Bahrain became an oil producer in 1932 with the discovery of the Awali oilfield, and since that time, the Awali oilfield has produced over 600 million barrels of crude oil. Awali production in 1977 was 21.2 million barrels. Bahrain shares the revenue from the Abu Safah oilfield, located in the Persian Gulf north of Bahrain, equally with Saudi Arabia. Revenue from the Abu Safah oilfield was approximately $179 million or 47% of oil revenues in 1977. Output from the Abu Safah oilfield was 48 million barrels, an increase of nearly 30% over 1976 output. The Bahrain Petroleum Company (BAPCO). the nation's only oil-producing company, was owned 40% by California Texas Oil Corp. (CALTEX and 60% by the Govern¬ment. The Government established Bahrain National Oil Co. (BANOCO) in 1976 to administer the Government's share of BAPCO, oversee exploration concessions, and manage domestic marketing of petroleum products. The Government announced its intention to acquire 100% control of crude oil and natural gas production. CALTEX was to retain complete control of the 250,000-barrel-per-day oil refinery near Sitrah.

The petroleum industry continued to be the most important mineral activity in Bahrain during 1978-79. Revenues generated by the petroleum sector increased from $378 million' in 1977 to an estimated $419 million in 1978 and approximately $522.5 million in 1979, despite decreasing production over the 2 year period. There were two oilfields that produced revenues for Bahrain, the Awali oilfield, the nation's only onshore producer, and the Abu Sa'fah oilfield, located in the Persian Gulf, north of Bahrain, The Await oilfield has been decreasing output from a high of 27,973,000 barrels in 1970 to 19,000,000 barrels in 1979. Bahrain shared the revenues from the Abu Sa'fah oilfield with Saudi Arabia, as settlement of an ownership dispute. For the first time, in 1978, revenues from the Abu Sa'fah oilfield represented over 50% of the total receipts from the petroleum sector. The years 1978-79 saw the gradual takeover of the Bahrain Petroleum Co. (Bapco), formerly a subsidiary of the California Texas Petroleum Co. (Caltex), by the Government-owned Bahrain National Oil Co. (Banoco). By yearend 1978, Banoco owned 60% of Bapco, and Caltex the remaining 40%. The Government-owned company controlled exploration concessions, managed domestic marketing of petroleum products, and controlled natural gas production and marketing. On December 15, 1979, the Bahrain Government completed full takeover of the Bapco operations. Bapco will continue to own and operate the 250,000-barrel-per-day oil refinery located near Sitrah, as well as handle foreign marketing of petroleum products.

Burundi, a small central African republic located between Tanzania and Zaire, remained essentially a nation of small family farms in 1978-79 with approximately 95% of the population engaged in subsistance agriculture. Coffee and tea continued as the nation's major export commodities. Mineral exports, small tonnages of cassiterite, wolframite and bastnasite, accounted for an estimated 3% of total exports in 1978 and 2% in 1979, or $2 million2 in both years. Burundi's major mineral imports in 1978-79 were cement, iron and steel, and refined petroleum products. Abnormal weather conditions, a drop in world coffee prices in 1978, and the conflict in neighboring Tanzania and Uganda in late 1978 and early 1979 combined to re-strict economic growth in Burundi during 1978-79. The gross domestic product (GDP) posted a gain of 6.7% in real terms for 1978 and an estimated 2.5% for 1979 which was significantly less than the 13.7% recorded in 1977, a time of high world coffee prices. The manufacturing and construction sectors were hard hit in 1979 by the conflict between Burundi's eastern neighbors because of transport disruptions which made building materials and manufacturing inputs almost unobtainable.

During 1986, the Government continued with efforts to ease the country's almost total reliance on coffee exports for trade revenues by allocating 45% of the Government's budget to commerce and industrial projects. The collapse in coffee prices in 1985 continued to exacerbate the country's growing trade deficit, weakened currency, and dwindling reserves of foreign exchange in 1986. Amoco Burundi Petroleum Corp., a subsidiary of Amoco International Oil Co., continued with plans to drill at least two exploration wells in Lake Tanganyika in 1987. Both offshore and onshore drilling exploration was planned by Amoco Burundi. Any oil or gas finds were expected to have substantial impact on the Burundian economy, as a major portion of the country's trade deficit was directly attributable to petroleum and gas imports.

There was little change during 1988 in the production of minerals in Burundi. The Government of Burundi, which banned all commercial mining operations in the country in 1979, lifted the ban on mining of alluvial gold deposits and started a program of small-scale artisan gold mining in October. Along with the legal mining of gold, licensed gold trading counters were established. Other mineral commodities produced were kaolin clay, lime, and peat. In compliance with the Government ban, the only mineral wealth exploited for commercial sale and export was alluvial gold. Through financial assistance from the International Bank for Reconstruction and Development (World Bank) and the United Nations Development Program (UNDP), a study to inventory the country's mineral resources continued throughout the year. As part of this study, during the year, a West German company undertook a drilling program to further outline the nickel reserves of the Musongati area in central Burundi. Results of the work as of yearend were disappointing, with only 12 million tons of ore identified with better than 2% nickel content proven. Investigations also continued during the year regarding the centrally located deposits of vanadium-bearing titaniferous magnetite. A Norwegian company contracted to prepare a prefeasibility study for developing the deposit. The British Sulphur Corp. Ltd. was nearing completion of its $1.2 million2 study of the phosphatic limestone deposit at Matongo-Bandaga at yearend. Ore reserves of about 17 million tons grading 11% phosphorus pentoxide (P2O3) had been identified. The phosphate zone overlies a carbonatite rock, which could provide the basis for a cement industry. Additional drilling was planned for 1984. Exploration for gold was underway in 19S3 in northern Burundi through UNDP funding. Several primary deposits of shallow semimassive sulfides with gold values ranging from traces to 11 grams per ton had been discovered. Development of the mineral and energy resources of Afghanistan appeared to be a top priority of the Soviet-controlled Government in the country. In the Afghan Government's plan for 1980-81, the largest allocation in the development budget was for mines, industry, and energy (46.7%). In contrast, only 23.1% of the budget was allocated for agricultural development, despite the fact that the great majority of the population was dependent on farming. The mineral industry of Afghanistan consisted of the production of natural gas, cement, coal, fertilizer materials, and rock salt. Production levels for all of these commodities were down an average of 45% from those of 1978, before the Soviet invasion. Prior to the invasion, small quantities of asbestos, barite, and talc had been produced along with about 6,000 to 7,000 kilograms per year of lapis lazuli, a semiprecious gem stone. Afghanistan had supplied about 80% of the world's output of lapis lazuli. Following direct Soviet intervention, production of these minerals declined to near zero.

Detailed comprehensive assessment of the performance of Afghanistan's mineral industry during 1987 is virtually impossible, owing to the paucity of reliable published information. It was evident, however, that the level of civil disorder, now in its eighth year since the arrival of significant numbers of Soviet troops, was in actuality little removed from open civil war. Insurgents controlled substantial areas of the country and imperiled any industrial activity in many places. Assistance programs by the U.S.S.R. and other Eastern European nations were directed at developing the country's meager mineral industry, but the economy was generally viewed as chaotic. The inflation rate was somewhere between 20% and 30%; major food shortages contributed to the discontent of the population, and numerous villages were devastated by Soviet and Afghan Government campaigns to destroy the insurgents and cut their supply routes. Moreover, proposals by the Soviets and the Kabul Government aimed at reducing tensions with the rebels and scaling down the warfare seemingly were taken by the opposition as signs of weakening by the Soviet-backed Government, and rather than reducing aggressions, seemed to heighten insurrectionist activities. Efforts to entice the substantial number of Afghans who have fled to nearby areas of Pakistan and Iran to return to their country seemingly were failures, and indications near yearend that the Soviet Union might soon begin withdrawal of its occupation force of nearly 120,000 did little if any to reduce disorder.

The Soviet-controlled Government in Afghanistan continued to emphasize development of the country's mineral resources, primarily to supply raw materials and fuel to industrial areas in the Soviet Central Asian republics. In addition to expanding production of natural gas for export to the U.S.S.R., a $600 million2 Soviet-Afghan cooperation project, 1 of 167 such projects established since 1981, was devoted to exploiting the Ainak copper deposit, south of Kabul in Logar Province. Also being developed was the large Hajigak iron ore deposit in the Hindu Kush Mountains, 100 kilometers northwest of Kabul. In addition to these minerals, Afghanistan already produced small quantities of barite, cement, coal, gypsum, salt, and possibly some lapis lazuli. Afghanistan was the world's leading producer of lapis lazuli, a semiprecious gem stone, prior to the Soviet invasion in 1978, but production, although no longer reported, has probably been significantly reduced. It was also reported that Soviet mining engineers and technicians have commenced producing uranium from Lashkangah in the mountainous Khawaja Rawash area near Kabul.3 The Government was also considering mining chromite from Herserak and Mohammed Agha Kulanger, near the border with Pakistan.4 Afghanistan's overall economy remained stagnant in 1983, a result of continuing armed resistance to the Soviet-installed government. The gross domestic product (GDP) was estimated at about $2.8 billion, only marginally higher than the 1982 level. The value of exports was estimated at $720 million, up less than 2% over that of 1982, while imports rose approximately 8% over the same period. Natural gas was by far the leading export, earning about $295 million, up 4% over that of 1982. Approximately 90% of Afghanistan's natural gas production was exported to the U.S.S.R. Gas exports were used to pay the country's debt to the U.S.S.R., and also to pay for its supplies of petroleum products and other goods, which were imported almost exclusively from the Soviet Union. Some of Afghanistan's petroleum products were supplied by the U.S.S.R. as grants in aid, as Afghanistan did not have any domestic petroleum refining capacity.

The British Solomon Islands Protectorate continued developmental work on bauxite deposits on the Islands of Rennell and Vaghena. A feasibility study was completed by Mitsui Mining & Smelting Co., Ltd., and Pacific Aluminum Ltd. (a subsidiary of Conzinc Riotinto of Australia Ltd,), and negotiations with the Government were in progress. The Government will receive a 25% share if the project is realized. It was estimated that the Islands contain 60 million tons of bauxite with an alumina content of 45% to 50%.

The only reported mineral production in 1977 was small output of alluvial gold, valued at an estimated $54,320.2 In addition, marine shells are gathered for use in lime manufacture, although output was not reported. Proposed development of a bauxite mine and smelter, involving Rennell and Vaghena Islands, was deferred in June. Conzinc Riotinto of Australia Ltd. (CRA), in partnership with Mitsui Mining & Smelting Co. Ltd., and the Solomon Government, with- drew from the project, and Mitsui, which conducted a feasibility study and metallurgical testing of the bauxite, decided to defer further work because of slack demand for aluminum in Japan and difficulties in arranging financing. The Mitsui feasibility studies reportedly indicated that the project could be viable despite technical difficulties and relatively high initial investment costs. The project was to produce 1.5 million tons of bauxite and 600,000 tons of alumina per year from reserves totaling 60 million tans at 45% to 50% A1203.

Mineral production in Fiji, a group of 322 volcanic islands and atolls of Melanesia in the southern Pacific Ocean, continued to be dominated by gold. However, the Fijian mineral sector remained a minor factor as a source of export earnings, Government revenues, and employment, generating only 1% of the gross domestic product (GDP), estimated as $1.2 billion.2 The largest and most important mining operation was the Vatukoula gold mine on the north side of Viti Levu, the main island. The Vatukoula Mine has been in prduction since 1932, producing about 3.8 million troy ounces of gold and 1.3 million troy ounces of silver to date. In April 1983, the large Australian mining firm, Western Mining Corp. (WMC), assumed operation of the mine in a joint venture with Emperor Gold Mining Co. Ltd., which operated the mine previously. The WMC takeover of the mine management was expected to bring in additional capital and technological expertise in order to modernize operations, increasing both efficiency and output. During the year, rate of recovery was only about 75% of the gold contained in the ore and only 40% of the contained silver. Mining at the Vatukoula Mine was done using bath opencut and underground methods, with about 60% of the ore mined attributed to the underground operations.

In 1980, gold, silver, and pit and quarry construction materials were the principal minerals produced in the Dominion of Fiji. The combined value of these minerals totaled some $7.2 million,2 over 85% of all mineral production, Production of cement, sand and gravel, and quarry products continued to increase, but gold and silver production from Fiji's only operating mine declined slightly from the previous year's level. Mineral exploration has been carried out by U.S., Australian, British, Canadian, West German, and South African companies since the early 1960's, and a high level of activity was maintained throughout 1980. At the end of 1980, some 40 mineral prospecting licenses covering over 4,300 square kilometers were in force, and 19 applications were under consideration by the Mineral Resources Department. Total expenditures by mining companies on land base projects exceeded $6 million in 1980.
