To evaluate the effects on groundwater of a proposed in-pit disposal operation at an east Texas lignite mine, the local geologic, hydrogeologic, and geochemical features were thoroughly characterized. Resultant data were used in a flow and transport model (SWIFT) to simulate migration of the ash leachate. Computer simulations indicate that the leachate plume will travel 61-152 meters from the disposal area in 100 years after resaturation of the spoils. A 61-meter buffer zone of mine spoils without ash will surround the disposal area. The proposed landfill operation received regulatory approval and is currently operating as a Class 2 non-hazardous landfill.

FOR a long time, especially in Europe, heavy pieces of forgings, such as cannon, armor plates, marine shafting, etc., have been steadily augmented in size, more particularly since steel has been substituted for wrought iron. To keep pace with these forgings several, very large hammers have been, from time to time, erected. The most powerful and thoroughly appointed of all now in operation is that designed and built by Messrs. Schneider & Co. at their works at Creusot, and it is the design of this communication to give to the members of the Institute a concise description of this remarkable piece of mechanism, which I have taken from an article published in the Annales Industrielles. (communication to the Secretary*). -I have read this paper with considerable interest and agree perfectly with Mr. Kranz that steel for castings made in an electric furnace is not necessarily, because of that fact, all good steel, and also that the qualities which he mentions, such as absence of segregation, elimination of `sulphur, great tenacity, etc., can be obtained in an electric furnace if operated under proper metallurgical conditions. An unusually low content of sulphur in steel for castings is not, of course, an absolute necessity and the range of this element usually obtained in steel made in basic open-hearth furnaces is sufficiently low to meet all physical requirements. INTRODUCTION THE electrical system associated with the mining development of the Hudson Bay Mining and Smelting Company, Limited, at Flin Flon, Manitoba, may be conveniently divided into three main parts, namely, the Island Falls power plant, the transmission line, and the distribution systems at the mine and metallurgical plants. For a description of the Island Falls power plant and the transmission line, the reader is referred to the paper, to be presented at this meeting, by R. W. Davis and M.F. Huffaker (1). The transmission line and sectionalizing combinations are shown diagrammatically in Figure 1. The present paper deals with the distribution systems at the Flin Flon mine and metallurgical plants. THE FLIN FLON DISTRIBUTION SYSTEM In the high-tension sub-station at Flin Flon, each incoming 110 kv. line is provided with manually operated, gang-type disconnecting switches. Each line is connected to Canadian General Electric type F.H.K. 39-60B-F.2 T.P.S.T. 110 kv. 400 amp. oil circuit breakers, each provided with M.K.4 centrifugal motor-operated closing mechanism. Gang-type disconnecting switches are installed on each side of incoming line breakers, and a complete ring bus system is formed through station tie breaker, which is' further provided with gang-type disconnecting switches on either side. The?bus tie breaker is of Canadian Westinghouse design, type G.22B, 110 kv., 400-amp., solenoid-operated. All three breakers are provided with bushing-type current transformers, and the two line breakers are further equipped with bushing-type potential devices. Oxide film lightning arresters (121 kv.) are installed on each incoming line and are located outside the station. Each line is further provided with interlocked gang-operated ground disconnecting switches. All disconnecting switches are mechanically connected to auxiliary switches, which provide pilot service to indicating lamps in the remote-control room, located in a separate building.

AS THE LOCAL electric generating plants increased in size and capacity and costs of producing electricity came down, it became apparent that it was no longer good economy to operate individual boiler plants at the Company's various collieries to power steam hoists and compressors. Great economies could be made by burning the Coal at central power plants and using electric power at the collieries. During the period after the end of the war, a steady and continuing programme of replacing first the smaller steam-driven units, and later the steam-driven compressors, was undertaken, and finally the larger hoists, those at No. 12 Colliery in New Waterford and No. 20 Colliery in Glace Bay, were the last units operated by steam.

THE Butte, Anaconda & Pacific electrification is of peculiar interest, in an incidental way, to the entire mining fraternity, and especially the engineering branch, not only in this great Northwest country but throughout the entire Western mining country, which is rich in minerals and water power. It is probably fair to say that the prime object of mining and smelting engineering is to reduce the cost of production, and in the case in hand the relative location of mines and smelter brings the cost of transportation of ore to the front. While some might assign this item to the railway people, it is inseparably a part and parcel of the general scheme of the production of metal from the ore. In considering the electrification of the B., A. &. P. railway the mining and smelting engineer, above all, wants to know what saving will be effected by the change in motive power. Unfortunately the new power has been in use during a very limited period and on the Smelter Hill section of the road only, and no reliable data, from actual service conditions, can be obtained until the entire electrified section has been in service for a reasonable length of time. Any remarks on this subject at the present time, therefore, must of necessity be general in nature and more or less descriptive. The railway, electrical and mining worlds and the country in general are indebted to the B., A. & P. railway for the pioneer work it is now doing, as it undoubtedly marks the beginning of the electrification, within the comparatively near future, of all transcontinental roads between the Missouri river and the Pacific coast. Together with this goes the development of an untold wealth in water power and all natural resources within the same territory. For the first time in the history of electric railway work, in this country, direct current at a potential of 2,400 volts is being used. With this potential there is a great saving in transmission of energy to the locomotives and there are only two substations, one at. either end and 26 miles apart, for supplying the power for the movement of trains of heavy tonnage over the main line and for switching movements at terminal and intermediate yards, and comparatively little feeder copper is required.

The dissolution behavior of gold and silver from Au/Ag alloys in aerated cyanide solutions has been investigated using rotating disc electrodes. The variables studied included concentration of cyanide, oxygen partial pressure and rotating speed of the disc. The dissolution potential and the rate of dissolution were obtained in view of the anodic and cathodic current-potential relationships. The results were discussed in terms of a mixed potential theory. The results showed that the dissolution rate of gold and silver from the alloys was partially controlled by chemical reaction, but largely by transport of either oxygen or cyanide, depending on their relative concentration under the experimental conditions employed in this study.

Electrochemical techniques, mainly linear sweep voltammetry and potential step chronoamperometry, were used to study the behaviour of dissolved phosphorus species in cryolite-alumina melts, The presence of AIPO4 or Na3PO4 gave rise to voltammetric current waves due to electrode reactions involving phosphorus species at potentials where dissolved alumina is stable in cryolite melts, Diffusion kinetics for dissolved P(V) species were studied, Data from industrial cells were used to determine mass balances for phosphorus, For cells being fed with secondary alumina, more phosphorus tends to end up in the produced metal, Laboratory experiments to study the effect of phosphorus in the bath on the current efficiency for aluminium were also carried out.

The electrochemical oxidation of chalcopyrite in the absence of-a chemical oxidant was studied in ammonia/ammonium sulfate solutions by anodically polarizing electrodes prepared from massive chalcopyrite. The effects of pH, cupric and ammonia ion concentration were systematically evaluated. Kinetic parameters were obtained from the anodic charge-transfer regions of the anodic polarization curves. Increasing ammonia and hydroxyl ion concentrations increased the rate of oxidation. A mechanism is proposed which explains the first order dependence of (NH3) and (OR) associated with a single electron transfer process. An empirical relationship which accurately describes the dependence of the rest potential (i.e. zero current potential) on solution composition is also given.

The cementation of gold on to copper and zinc in ammoniacal solutions has been studied using rotating disc electrodes. The cathodic reduction of aurous ammine was studied on a gold rotating disc electrode and the anodic dissolution of copper and zinc was studied in the absence of aurous ammine. The cementation rate was found to be a first order with respect to the concentration of aurous ammine and to be proportional to the square root of the disc rotating speed. Based on the results obtained, it was concluded that the cementation reaction was controlled by mass transfer of aurous ammine to the reaction surface under the experimental conditions.

In an attempt to replace the traditional cyanide process of extracting gold, a new technology using ammoniacal solutions has been developed. In this study, the electrochemical behavior of gold in ammoniacal solutions at temperatures above 100°C has been investigated. An electrochemical cell in an autoclave has been introduced to carry out this study. The system consists of a gold working electrode, a platinum counter electrode, and an external saturated calomel electrode (SCE) which is connected to the autoclave system through a Birch wood plug. Techniques used in this study included potentiodynamic polarization, galvanostatic polarization, cyclic voltammetry, and Tafel polarization. The electrochemical reaction mechanisms governing the dissolution process are presented.

"In conventional flotation, fluoride ions selectively would react with the aluminum site on the microcline surface and produce negative charged sites for amine to be adsorbed (Smith, 1976). According to this view, aluminum site is considered as a key feature in feldspar flotation. Generally, fluoride ion has been widely used as a modifying agent in silicate flotation. Since O'Meara's patent appeared on HF -amine reagent system to selectively float feldspar from quartz in 1942, relatively few contributions have been devoted in this issue. The reason might be that the process works very well, and accordingly there is no initiative to investigate in this area. However, due to the awareness of international community to restrict using of hazardous reagents like HF, sound engineering practice to search for alternative methods, not utilizing HF, has been launched. Inspection of literature, one can find several works dealing with this issue.In this contribution, the effect of ethoxylation of long chain alcohols on the quartz and feldspar flotation behaviors was investigated for surfactants of the octylphenol polyoxyethylene family. The tests were carried out with an average of 7.5 (Triton X 114), 9.5 (Triton X 100), 30 (Triton X305), 40 (Triton X 405) and 70 (TritonX 705) oxyethylene units. Electrokinetic and flotation studies on quartz have shown that at low pH values, quartz could be floated with polyoxyethylene octytlphenols. The possible mode of adsorption of these nonionic surfactants may be suggested to be due to hydrogen bonding between the oxygen of ether and hydrogen in the free hydroxyl groups on quartz surface. It was anticipated that the selectivity between quartz and microcline would decrease as oxyethylenic chain length increases."

There is no production of rare earth metals in the U.S. in spite that the U.S. is the largest consumer of rare earths in some form that includes consumer and Department of Defense (DoD) devices. The one U.S. mine has been purchased by the Chinese that even enhances their monopoly on rare earths. A research effort has demonstrated rare earth oxides can be extracted from bastnaesite ore as well as coal ash at efficiencies in the upper 90s percent. The rare earth oxide can be carbothermically treated to produce an oxycarbide which is highly electrically conductive. The rare earth oxycarbide can be used as an anode in anhydrous fused salts electrolysis to produce a highly purified rare earth powdered metal. It is also possible to electrofractionate the individual metals which can be combined with co-deposition of iron and boron to produce the highly magnetic alloy Nd2Fe14B.

Power Plant. The power for the metallurgical operations is supplied by the company's own power plant, which is centrally situated. Power is also supplied to Metal Manufactures Ltd. and Australian Fertilizers Ltd., both being adjacently situated to this company'sworks.The power supplied is direct current, 250 volts, and is obtained from direct-current generators coupled to turbines and to Belliss & Morcom triple expansion engines.The steam supply is obtained from Babcock & Wilcox water tubular boilers, the fuel used being drawn from the South Coast coal mines.Transport. - The works are connected by standard broad gauge railway to both the jetties and the Government railway. Two steam and three electric locomotives are employed in this service.In addition to its own requirements, transport is provided to Metal Manufactures Ltd. and Australian Fertilizers Ltd.The various operating departments are connected by a 2-ft. gauge railway operated by Jeffrey electric locomotives.Ore Storage and Sample Mill - These departments are connected by broad gauge line to the Government railway and jetties. All material which is railed or shipped to the works from the various centres is weighed, sampled and placed in the ore store, or outside gantries, before being treated.Since the whole of the material received is either purchased or treated on a toll charge, great care is necessary in the weighing and sampling of all the receipts.Assay Oflice--The assay office is divided into several laboratories, where analyses of the various purchased materials and works samples are carried out.

When an ore deposit is evaluated on the basis of core sampling, questions always arise as to how much weight should be given the various sample grades and how the deposit should be divided into specific volumes assigned to corresponding grades. For a tabular deposit it is customary to use the so- called zone-of-influence. This zone is usually de- fined as the polygon in the plane of the deposit having corners halfway between a given core drill intersection and each of the nearest neighboring intersections. The volume of the ore in this polygon is assigned the analysis obtained from the drill core taken at the intersection. In massive or irregular deposits, volumes of various shapes may be defined with respect to the locations of drill core samples. These volumes may be regarded as three-dimensional zones-of-influence; the theory involved in assigning the values of the central analyses to the ore in the volumes is the same as that used in the case of a tabular deposit. To demonstrate the advantages of using electronic delay detonators over pyrotechnic detonators, a trial using the DNES Dynatronic System was conducted at the KCGM Mount Charlotte operation in 1998. The trial clearly demonstrated that accurate control over the firing delay time between blastholes can lead to fragmentation improvement and ground vibration energy control which are two important issues for the Mt Charlotte underground operation. Excellent fragmentation was achieved by employing a 12 ms delay sequence. Detailed fragmentation analysis has shown a 10 to 20 per cent passing increase for the rock fragment size from 0.1 to 0.4 m compared with the pyrotechnic detonator firing. There was no increase in ground vibration level on the surface with the electronic detonator firing even though the electronic detonator firing had a much shorter blast duration than the pyrotechnic detonator firing. In fact, our energy calculation has clearly shown that much less energy had been propagated to the surface from the blast using electronic detonator firing.
