The Mongol-Okhotsk belt consists of detached fragments of the Circum Pacific fold belt which have been trapped within the Mongol-Okhotsk fold belt. In its western part, the structures of the belt form an east-facing loop that is not connected with the other orogenic structures of Central Asia. In the eastern part of the belt (the Mongol-Okhotsk suture zone) the terranes form a zone between the Siberian craton to the north and the Bureya composite terrane to the south, that is linked with the Circum Pacific belt. The accretionary terranes, together with their Precambrian backstops, form a series of consistently-stacked, paired units that are bounded by northwest and north trending sinistral strike-slip faults. The ages of the rocks forming these accretionary complexes vary from Late Precambrian - Carboniferous in the west to Cambrian - Jurassic in the east. The terranes developed due to a progressive westward stacking of the accretionary complexes during the process of accretionary growth. The magmatic rocks young eastward indicating that migration of the magmatic front of the arc followed the eastward growth of the accretionary complexes. The accretionary terranes may be differentiated by their Paleozoic lithological assemblages. Only the Selemdzha, Niman, and Kerbi terranes located in the eastern part of the Mongol-Okhotsk suture zone contain significant amounts of black shale, and it is these terranes that host the bulk of the hardrock and placer gold mineralisation that is present within the suture zone. Gold mineralisation is present both as vein style and disseminated mineralisation within structural duplexes.

Shear zones are tabular tructures which tend to occur either discordantly within, or concordantly along the margins of, competent rock masse uch as plutons, sill or flows. They contain deformed equivalents of their host rock and are common sites for gold mineralization localized in tructure oriented y tematically relative to the shear zones and internal linear fabric. Apan from genetic implications, hear zone analysis proves useful in exploration for this type of deposit because the zones are generally wider and more continuous than associated mineralization and because there is an element of predictability to mineralization geometry (i.e. vein orientation. plunge).

Probably no other country or coutinent has so many rich deposits of various different minerals as Australia. Long ago in the days of my boyhood in the old land the marvellous discoveries of high percentage copper at Burra Burra, Peak Downs, Yudanamutana, and other mines, was one of the principal themes of conversation in mining circles whilst the specimens of malachite, azurite, etc, brought home by returning miners were the admiration of my boyish eyes.Later on the WalIaroo and Moonta mines still further helped to heighten the reputation of Australia as a copper-producing country. During the 21 years that the writer has been resident in the Australian colonies, other mineral deposits have sprung into prominence, and with a Mount Bischoff for tin, a Broken Hill for silver and lead, and a Mount Morgan for gold, Australia can now boast that it has had within its borders the leading mines of the world, in four different minerals, and still at least maintains that pre-eminence in gold, silver and tin. To the miner from the old land, Australian mining is at first a revelation and a wonder. In very many instances he looks in vain for the regular strike and dip of the veins he has been accustomed to'Smooth hanging and foot alls are often wanting. 'Huge irregular deposits, like those mentioned above, viz., Burra Burra, Mount Bischoff, Broken Hill, and Mount Morgan, are mysteries that will take time to fathom-if, indeed, they are ever thoroughly understood and in many a smaller deposit there is much to interest alike the professor in the college and the miner in the mine.

This paper summarises the lessons learned during a recent carbon reactivation kiln upgrade project at the Sukari Gold Mine in Egypt. The kiln is being replaced to ensure that the plant achieves full value from the current throughput expansion from 5 to 10 Mt/a.The suitability of the original engineering design criteria for kiln selection and the adequacy of the original kiln are reviewed in the light of the carbon chemistry, operating experience and a site inspection of the kiln. Particular aspects of the reactivation facility are discussed including: predrying, preheating, feeding, gas seals, kiln heat transfer, steam injection, counter-current sweep gas flow, carbon cooling, fines minimisation and removal.Design criteria for a carbon predryer, reactivation kiln and cooler combination for carbon heavily fouled by high molecular weight frothers and collectors are discussed and the abridged Ausenco datasheet for the combination is presented.Responses to a request for a budget price sent to most of the worldÆs suppliers of carbon regeneration kilns are summarised.CITATION:Claflin, J K, La Brooy, S R J and Preedy, D, 2013. Ausmelt Top Submerged Lancing (TSL) Technology has gained widespread commercial acceptance in non-ferrous applications, including the processing of lead and zinc primary concentrates and secondary (post-consumer) materials. TSL is highly flexible and efficient, and is one of the few technologies which can process primary and secondary feeds, and use varying fuels, to deliver high recoveries and excellent environmental performance. With the recent high value of both lead and zinc, and an escalating awareness of the sustainable use of resources, focus on the processing of secondary feed material sources has surged. Ausmelt Technology has proven to be well suited to the economic recovery of values, with twenty-two (22) Ausmelt furnaces processing lead and zinc bearing feed sources now in operation, under design or construction. This paper describes Ausmelt's progress in the fields of lead and zinc processing, and developments in new processing areas such as EAF dust processing and linking to innovative hydrometallurgical technology. Ausmelt has recently committed to the Whyalla Zinc project as the owner/operator of a facility for the treatment of zinc bearing secondary feeds. This project is due for start up in the first quarter of 2008.

On August 22, 1966, just 20 months after writing sales agreements with Japanese steel mills, Hamersley Iron Pty Ltd made its first contractual shipment of 52,000 tons to Yawata Iron and Steel Co Ltd. As world news, the event was not spectacular. But to mining men it represented an astonishing achievement. Twenty months of feverish effort and the expenditure of more than $100 million had created a large open-pit iron ore mine, a crushing plant, storage and load-out facilities for sized ore, and a supporting township at Mt Tom Price; a 182-mile standard gauge railway; and port and loading facilities for a nominal loading capacity of 6000 tph as well as a port town, Dampier, on King Bay. The project was executed in the sparsely inhabited, arid, dissected-plateau country of the Hamersley Range in the northwest sector of Western Australia. Hamersley, 60% owned by Conzinc RioTinto of Australia Pty Ltd and 40% by Kaiser Steel Corp, holds sale contracts for ore and pellets valued at $770 million. The main contracts are with the Japanese, who are to be supplied with 65.5 million tons of ore during the 16 years from August 1966 to August 1982 and 18 million tons of pellets over a 10-yr period beginning in early 1968. Of lesser importance at this time, but presaging trends, are contracts for a total of nearly 1.5 million tons to be shipped to England and Western Europe during the years 1966-68. A pellet plant with a capacity of 2 million tpy is now under construction at Dampier and is to be on stream early next year. Another interesting project for which the plans are set, is a desalination plant for sea water to supply industrial requirements and potable water for the town of Dampier.

IT is a great honor to be asked by. the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid-to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe, was of brief duration-only one year-and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the, steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher-Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "austenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his -laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I .worked side by side with William Campbell

THE purpose of this paper is to direct attention to the lower part of the austenite transformation diagram, or TTT curves, where considerable uncertainty still exists as to the blending of the bainite and martensite reactions. The dissimilarities between these two low temperature trans- formations have been summarized recently by Troiano and Greninger.1 Of particular importance to the present work is the fact that martensite formation, unlike bainite formation, is not suppressed by the fastest quenching rates attainable. However, most of the investigations in this direction have been concerned primarily with the start of the martensite transformation [(M,)] during cooling, rather than with the quantitative aspects of the subsequent reaction on either further cooling or isothermal holding. Several years ago, Cohen2 suggested a form of transformation diagram which reconciled, at least schematically, the isothermal characteristics of the bainite transformation with the insuppressible nature of the martensite transfoi mation. In essence, the diagram consisted of a family of horizontal lines (representing the progress of the austenite-martensite reaction during quenching) which were interrupted in point of time by the bainite family of C-curves extending down from higher temperatures. This picture received later support by metallographic3 and dilatmetric4,5 studies, but the techniques employed were not sufficiently critical to substantiate some of the details. Elmendorf6 and Grange and Steward7 have shown that the Greninger-Troiano metallographic techniques may be used not only for [M,] determinations, but for studying the course of further austenite decomposition. In fact, the latter investigators have observed the amount of martensite formed as a function of temperature below [M,] in fourteen commercial steels. In the present paper, the Greninger- Troiano technique has been combined with the lineal method of Howard and Cohen9 to provide a unique, quantitative treatment of the austenite-martensite reaction. Furthermore, isothermal transformations have been similarly measured on holding at temperatures above and below M,, thus permitting a fairly detailed presentation of the lower part of the conventional austenite transformation diagram. EXPERIMENTAL DETAILS Materials The steels, listed in Table I, were selected for study because they exhibit a satisfactory range of M, temperatures and have not received as much attention as the lower carbon grades. The Australian continent possesses significant reserves of a wide range of minerals, including bauxite, coal, copper, diamonds, gold, iron ore, lead, manganese, mineral sands, nickel, phosphate, silver, tin, uranium, and zinc. Australia's identified economic resources of many minerals are very large as indicated in Table 1. A sophisticated and highly experienced mineral industry is now an established feature of the Australian economy and Australia is the world's largest exporter of iron ore, alumina, mineral sands and refined lead and amongst the leading suppliers of many other commodities such as coal, lead and zinc ores/concentrates, nickel, refined zinc, tungsten concentrates and bauxite. The industry exports 70% of its production. This is reflected in the value of Australian mineral exports which have grown from about $200m in 1960/61, comprising 10% of total export receipts, to about $1265m or 29% of export income in 1970/71 to around $7061 representing 37% of Australia's total export income in 1980/81. AUSTRALIA'S MINERAL RESOURCES POLICIES Federal and State Governments' Responsibilities Australia has a federal system of government comprising six States, a self-governing Territory and a Federal Government. Under the Australian federal system the Constitution sets down the powers of the Federal Government. All powers not assigned to the Federal Government in the Australian Constitution reside automatically with the States. Certain of these broad powers result in the Federal Government having a significant influence on resources development. For example, in being responsible for economic management, the Federal Government's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Federal Government is of direct importance to decision-makers in the resources industry. The Federal Government is responsible also under the Constitution for external trade matters; and international trade and commodity matters are increasingly important in Australia's international relationships. Foreign investment is another area where the Federal Government has a role to ensure that national interests are protected. This foreign investment power flows from the Federal Government's control of foreign exchange movements into and out of Australia. However, before enlarging on these and others of the Federal Government's powers and policies, it should be emphasized that the State governments, by virtue of their wide powers to regulate matters within their own boundaries, are more directly involved in the day-to-day administration and regulation of mining operations. For instance, the powers of the State governments include the responsibility-for the granting of exploration rights and mining leases, the approval of mining operations and the levying of royalties and other like charges. Administrative arrangements covering the granting of minerals and petroleum exploration and development titles vary from State to State. Before development rights are granted, State governments consider environment protection and rehabilitation aspects of development proposals. The provision of infrastructure within State borders is a matter primarily of State government responsibility. It is usual practice in Australia for State governments to construct and operate infrastructure services such. as railways, ports and electricity generation and transmission. The States may also provide certain public services such as electricity. and water, port and loading facilities, communications, health and education services which form part of the infrastructure of mining operations. In remote areas the mining companies themselves usually are expected to provide much of this infrastructure. However, the Federal Government is primarily responsible in some fields, such as telecommunications and parts of the railways network. State governments carry out preliminary exploration and geological mapping and some are directly involved in the mining of coal for power generation. The Federal Government's responsibilities in addition to economic management, taxation, international relations, foreign capital and investment, include regulation of exports, environmental matters and matters affecting the Aboriginals of the Northern Territory. FEDERAL GOVERNMENT POLICIES The continued sound development of the minerals and energy resources sector is regarded by the Federal Government as being of very great importance. However, the Government does not seek to participate directly in resource developments. It sees its role rather as that of establishing a sound economic and policy climate in which private companies can identify opportunities, seek out customers and marshall the necessary capital for the development of resource projects.

In Australia we usually define "resource" in purely material terms, and rarely relate it to intellect and human capacity. We look at the sheer abundance of our natural resources and are satisfied with the feeling that we don't really need-to rely on using our brains. Certainly our country is fortunate to have the mineral resources it does, but in many ways Australia's worst enemy is its "lucky country" syndrome because we tend to underutilise the great resource we have in the capacities of our people. Raw material exports will undoubtedly continue to contribute a major share of our export revenue, but to harness the riches our country has to offer most effectively we need the vision and planning necessary to bring together our material and human resources. There is a need not only to find, exploit and process our minerals economically, but to turn as much of our mineral wealth as possible into high value products before it leaves the country. In particular we must use our brainpower if we want to maximise economic benefit from and political influence over the strategic minerals which leave our shores. In the past we have been successful in finding and exploiting minerals because our mining industry has been in the forefront of private sector research and development. But if Australia is to have an advantage over other mineral rich countries in insulating itself from the effects of cyclical swings in commodity prices, then the future of the industry must lie even more in technological sophistication rather than depending. on such considerations as size and location of mineral deposits. To survive, our mineral industry must have the foresight and resourcefulness to make its own luck. There are two keys to increased efficiency in exploration and production and in further processing methods: enhancement of the skills of the workforce and continual improvement of R&D.

Australia was one of the world's principal producers of minerals and metals, and its minerals industry was a leading catalyst in promoting growth of the country. Australia was the world's largest producer of alumina, bauxite, diamond, ilmenite, monazite, opal, rutile, sapphire, and zircon. It was the premier exporter of alumina, coal, ilmenite, refined lead, monazite, rutile, and zircon, and was the second leading exporter of iron ore, after Brazil. Ranking behind China, the United States, the U.S.S.R., the German Democratic Republic, Poland, and the Federal Re-public of Germany, Australia was the seventh largest producer of coal (all grades) in the world. Australia was the fourth largest gold producer in 1988, after the Republic of South Africa, the Soviet Union, and the United States. It was the second largest producer of zinc, the third largest producer of nickel, the fourth largest producer of uranium, and the seventh largest producer of copper. 2 The country's mineral wealth was so extraordinary that it was virtually self-sufficient in most mineral commodities. Endowed with abundant resources of coal, natural gas, liquefied petroleum gas, and uranium, Australia was one of the few market economy countries that was a net exporter of mineral fuels. About 90% of Australia's consumption of crude oil was supplied by domestic production; this was expected to decline significantly about 1990, unless significant new oilfields were discovered.

The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

Between 1966 and 1976, Australia moved from being a non-producer to a position of meeting more than ten per cent of world nickel demand. New mine developments beginning the early-1990s have the promise of more than doubling the country's world market share - from around eight per cent to perhaps close to 20 per cent. This new surge in activity - the so-called `second nickel boom' - has led to several developments which seem likely to have similar economic impacts to those of the late- 1960s and early-1970s. There are, however, some notable differences this time around. The impact of long distance commuting over the past 30 years has changed the regional development scenario. The gold industry is much stronger in Australia than it was in the late-1960s and this helps to place the importance of new nickel discoveries in a more realistic perspective. As potential players have jockeyed to complete feasibility studies and move into construction and production phases of new long-life mines, established suppliers clearly seem to be taking actions to discourage the newcomers. In what appears to be a classic oligipolistic market situation, the heightening of perceived entry barriers to the industry appears to be a particularly visible strategy undertaken. In the current scenario as well, greater vertical integration among producers appears a significant influence on market power.

The long-term outlook Tor Australla's traditional mining products is for flat demand and continuing low prices. This has come about because of three far-reaching changes since earlier boom days: 1. Continuing declines in intensity of usage of basic mine products; 2. The failure of newer western and third world developing countries to realise growth expectations; and 3. Continued production pressure from third world countries (and first-world primary producers) in an effort to earn foreign exchange and rectify trade balances. These trends have led to a general situation of excess supply and weak demand. In this environment, the prerequisites for survival in the mining sector are first-class mines, modern and efficient production methods, low unit costs, aggressive marketing, and products with reasonable operating margins. Many of Australia's mines meet these prerequisites. Following the A$ depreciation and widespread unit cost reductions, most of these mines will be moderately profitable at current depressed commodity prices. They are well placed to benefit from price rises if these eventuate. A new generation of mines is concentrating on a more profitable product range (gold, diamonds, uranium, mineral sands). Australia's balance of trade remains firmly dependent on the primary mining and agricultural industries (Fig. 1). Despite optimistic talk of high-tech developments, tourism and a resurgence of manufacturing, these will remain a small component of Australia's export structure.

Australia is presently the world's principal producer of rutile and zircon, and also provides a major share of the world's ilmenite. Since 1980, Australia's share of the world's output of these minerals has fallen. Exhaustion of known resources, together with the changing composition of new deposits, is expected to result in Australia's share of the rutile and zircon output continuing to decline. Its role as a major supplier of upgraded ilmenite, that is synthetic rutile, is expected to increase. In 1994, the Bureau of Resource Sciences assessed Australia's demonstrated resources of mineral sands as follows: rutile 14.4 Mt, ilmenite 132.5 Mt, and zircon 21.0 Mt. These resources are located along the coast of Queensland and New South Wales, in the Murray Basin of New South Wales and Victoria, in the southwest corner of Western Australia, and in the Eneabba region, north of Perth. However, some 45 per cent of rutile and zircon resources along the coast of Queensland and New South Wales are not available for mining because of environmental concerns. World demonstrated resources are estimated at 40 Mt (contained TiO2) for rutile, 50 Mt for zircon and approximately 312 Mt (contained T1O2) for ilmenite. Outside of Australia, the most important resources of rutile, ilmenite and zircon are in South Africa (rutile, zircon , and ilmenite in the form of titania slag), Sierra Leone (rutile), India (ilmenite, zircon and rutile), and Canada (hard rock ilmenite). Significant resources of ilmenite occur in Madagascar and Mozambique.

Australia has large resources of rare earths -- 4.35 Mt of contained rare-earth oxides (REO) in the demonstrated category and 1.69 Kt in the inferred category. Australia's demonstrated REO resources are contained in about equal proportions in placer deposits, which also host Australia's titanium and zircon resources, and in hard-rock deposits. The largest single deposit of rare earths, at Mount Weld in Western Australia, is contained in regolith overlying a carbonatite pipe. It has a demonstrated resource of 1.73 Mt of contained REO and yttrium oxide. The largest demonstrated resources of REOs in placer deposits are in the Murray Bash, southeastern Australia -- a total of 1.90 Mt of contained RE0 in six deposits. However, the REO-bearing minerals (monazite and xenotime) are of secondary importance and their recovery will be determined by the market for titanium dioxide and zircon. The Murray Basin and other pre-Pleistocene basins offer the greatest potential for discovering more REO resources. Australia produces about 7000 t/year of REO in monazite and xenotime nearly all from Western Australia, as by-product of mineral-sand mining; monazite production is about 12 000 t/year (6600 t REO) and intermittent xenotime production is about 50 t/year (25 t REO). About 8000 t/year of monazite containing about 4400 t REO is not recovered separately, or is lost in tailings, as is an unknown but smaller amount of xenotime.

The bulk of Australia's uranium resour- ces was delineated in the last 18 years when a total of $563 million (1984 dollar values) was spent on uranium exploration. Australia's share of the low-cost Reasonably Assured Re- sources in the World Outside the Centrally Planned Economies Area (WOCA) increased from 1.5% in 1967 to 29% by the end of 1984 and its share of the low-cost Estimated Additional Resources (Category I) then stood at 25%. As of December 1984, Australia's uranium resour- ces were estimated by the BMR to be: Cost range US$80/kg U (US$30/lb U301) Reasonably Assured Resources 463 000 t U Estimated Additional Resources(I) 251 000 t U Cost range US$80-130/kg U (US$30-50/lb U308) Reasonably Assured Resources 63 000 t U Estimated Additional Resources(I) 126 000 t U The increases in Australia's resources was sustained by a group of large and rela- tively high-grade deposits which were disco- vered during the period 1969 to 1975. Austra- lia's share of the low-cost resources was also enhanced by a contraction of WOCA's low-cost resource base due to escalation of production costs for smaller low-grade deposits. Most of Australia's uranium resources are contained in the Proterozoic unconformity- type deposits of the Alligator Rivers uranium field and the stratabound deposit at Olympic Dam on the Stuart Shelf. Most of the remain- der of Australia's uranium resources is con- tained in calcrete-type deposits. Less than 10% of Australia's uranium resources are in sandstone-type deposits. Total Australian production to the end of 1984 amounted to 26 241 t U, representing 3.4% of WOCA's cumulative production. Aus- tralia's share of WOCA's annual production has steadily increased from 1.3% in 1977 to 11.2% in 1984 (4390 t U). The increases in Austra- lian production took place in the face of reductions of production in WOCA countries, principally the US, from a record level of 43 988 t U in 1980 to about 39 000 t U in 1984. New low-cost production centres, mainly in Australia and Canada, have partly compen- sated the decline in US production. The Department of Resources and Energy (1985) reported that Australian exports of yellowcake are expected to reach 10 000 t U308 (8480 t U) by 1993/94, representing an in- crease of about 13% oer annum.

Global annual gold production has been remarkably constant over the last decade at ~2500 t/a3. The major producers today are China (annual production over 350 t and rising), Australia (250 t), USA (240 t), Russia (200 t) and South Africa (190 t and falling); these figures are representative of recent years but approximate. Demand from jewellery, investment, industrial and dental uses has been in excess of mine production for the last decade, by approximately 1000 t/a.Ongoing exploration is the life-blood for gold mining, and more so than for many other metals. Explorers consider sovereign risk, security, labour costs, commercial terms, land availability and inherent geologic prospectivity to determine where to focus their activities. Exploration success over the last decade has been shared by established major producers like Australia, Canada and USA, several countries in West Africa, and many parts of the Pacific margin. Although gold-only deposits have dominated world gold production historically, the gold-plus types, especially copper-gold, are becoming more important.Australia experienced a major period of exploration success from 1979 that has led to annual gold production rising from 17 t in 1979 to 250 - 300 t/a recently. Today, Australia has economic demonstrated resources of over 9000 t Au, which has risen progressively from 220 t in 1979. The majority of production has come from gold-only deposits in the Yilgarn craton in the southern half of Western Australia, but there are a few large Proterozoic deposits in central Australia including Olympic Dam, Telfer and Starra, which are mostly gold-plus types with copper and gold. Large goldfields in the younger host rocks of eastern Australia include the gold-only deposits of Victoria and North Queensland, and gold-plus deposits of New South Wales.CITATION:Phillips, G N, 2013.
