A Special General Meeting of the Institute was held in Kelvin House, Johannesburg on Wednesday, 29th September, 1971. The President, Prof. D. D. Howat opened the meeting at 9.55 a.m. The President read the notice of meeting which was as follows: "In order to bring industry into closer liaison with the work of your Institute and to place the Institute's finances on a sound basis your Council recommends that companies be admitted to membership of the Institute under clause 2.6 of the Constitution, that is, as Non-Corporate members. The designation for this class of member will be that of "Company Affiliate". 2 Membership: This clause to be amended as follows:- 2.6 "Non-Corporate members shall comprise the grades of:- Company Affiliate Honorary Fellow Graduate Associate Student" 2.6.1 This clause to be added:- "Companies involved in or associated with the mining or metallurgical industries are eligible to become company affiliates" 2.14 Add:- "A special certificate shall be issued to all company affiliates". After giving the background to the recommendation made by Council the President asked for a proposer and seconder for the resolution. Mr J. K. E. Douglas proposed and Mr D. G. Maxwell seconded the resolution. The meeting agreed that the constitution be amended as proposed. The meeting closed as 10.05 a.m.

As man's need for minerals continues to grow and as the known mineral deposits become depleted, it may be expected that these increased demands will result in greater exploration for additional deposits and at continually increasing depths below the earth's surface. As labor and material costs continue to rise, the need for more economic material handling will be emphasized. The quest for heavier payloads, safely moved at faster speeds from deeper mines, will be vigorously pursued. Strenuous efforts are, therefore, being made in the wire rope industry to develop ropes with greater strength-to-weight ratios than presently available while maintaining the dependability and long life being received from the conventional rope manufactured today. For many years, high quality rope wire has been manufactured from rods of selected steel compositions. Carefully-controlled wire drawing combined with proper heat treatment has resulted in high quality wire and wire rope throughout this period. Refinements in the rod produced from specially-selected high carbon steels combined with the latest improvements in wire drawing and heat treatments have made it possible to manufacture higher strength rope wire of uniform composition and structure that is suitable for use in Special High Strength wire rope.

IN the routine examination of a wide variety of metal specimens it is sometimes necessary to have special methods of polishing in order to retain and reveal certain details in each specimen. Among such special cases is the retention of graphite in malleable and gray cast irons, the preservation of all types of nonmetallic inclusions in both hard and soft steels, obtaining a scratch-free surface with soft metals, and avoiding the usual relief effects with very hard specimens such as tool metals con-taining various carbide and nitride phases. It is the purpose of this paper to give an account of some of these special polishing methods in use at the Union Carbide and Carbon Research Laboratories. The polishing procedures outlined have been found to give uniform results. It is obvious that only general rules and the most important working details can be given here. Following these rules, the polisher can obtain satisfactory results if he possesses the necessary patience and has a sincere desire to give as nearly perfect a finish as possible to his work.

New York Meeting, October 16 and 17, 1913.-The One Hundred and Sixth meeting of the Institute for the reading and discussion of professional papers will be held in New York City, on Thursday and Friday, October 16 and 17, 1913. Headquarters will be at the Institute office in the Engineering Societies Building, 29 West 39th Street. The sessions will be held in one of the assembly rooms of the building. Because of the many valuable papers on iron and steel obtained with the assistance of the Iron and Steel Committee, which papers could not appropriately be presented and discussed at the Montana meeting, this October meeting of the Institute is held for the purpose of reading and discussing these papers, most of which will be printed and distributed in advance. The members of the following societies have been invited to attend the meeting, and several have accepted and declared their intention of taking part in the proceedings: American Society for Testing Materials, American Iron and Steel Institute, American Society of Mechanical Engineers, American Society of Civil Engineers, American Institute of Electrical Engineers, American Foundrymen's Association. The meeting will be conducted under the auspices of the Iron and Steel Committee, and the latest revised program of the proceedings will be found on page xi, under the notes of this Committee.

Sampling of CIL/CIP circuits is typically done by compositing samples of feed and tails over eight or 12 hour periods. As the residence time in the leaching tankage may be approximately 20 hours, the tails from any period being derived from material entering the circuit 20 hours earlier do not correspond to the head from the same sampling period. Moreover, mixing in the series of tanks in a circuit also modifies correspondence between input and output. A special purpose simulator has therefore been developed to allow for the mixing and delay in the tankage and permit estimation of the head assays corresponding to any tailings sample. Thus more accurate assessment of the day-to-day recoveries of gold and silver follows. The model, programmed in Excel, assumes that the tanks are perfect mixers. By inputting the sequential head grades and considering that no leaching has occurred, the head grade which corresponded to the tailings for each period could be estimated. Allowance is made for variations in feed rate over the sampling period by computing the average flow rate of slurry and thus the residence time of each increment of the tailings. This simple model and its application have been found to be subject to some limitations, which are discussed in the paper, resulting in some unresolved variability in results. However, for a typical circuit even the simple model was able to greatly improve consistency of recovery data with variations being approximately halved by eliminating much of the anomalous variation arising from the lack of correspondence between head and tail when changes in head grade are occurring. Therefore, this permits genuine variations in metallurgy to be identified with greater confidence and thus operational shortcomings can be identified and addressed more quickly.

Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. A workshop to examine recovery systems for selected strategic and critical materials in the U.S. National Seabeds for the National Defense Stockpile in the 21st Century was held in Hawaii September 26-28, 1991, sponsored by the National Science Foundation and the Marine Mineral s Technology Center. The National Defense Stockpile of critical and strategic mineral commodities is presently in a deficit position of more than 7.5 billion dollars. Current domestic reserves of some commodities are limited or nonexistent. As defined by the U.S. Bureau of Mines, "Reserves are select resources . . . which at the time of classification, can be mined at a profit." Occurrences of these minerals have been discovered offshore within U.S. jurisdiction. If the technology could be developed to convert these resources into usable ore reserves, our dependence on foreign ores could be greatly reduced. Preliminary estimates indicate that a ten-year program of ore reserves definition, with appropriate technical developments to demonstrate a recovery system, could cost less than half the amount authorized for stockpile acquisition in FY 1989 alone.

A special type of shotcrete is used to improve the performance of open-type TBM in difficult situations. The Hakamagoshi and Johana tunnels are expressway evacuation tunnels of 3.2 km and 5.1 km in length, respectively (total 9.1 km) that were excavated by one open-type TBM. The geological conditions at the sites were estimated to be good before excavation. However, 95% of the rock turned out to be two ranking orders worse than the estimated classes. Therefore, we used a special shotcrete for bad rock conditions, and succeeded in excavating the tunnel at an average rate of 270 m/month.

Close economic cooperation was established among the countries in western Europe during the seventies. As a consequence, among others, a need for harmonized technical specifications for civil engineering works arose. Technical specifications for design and execution of building and civil engineering structures exist in most of the European countries. In some countries such technical specifications are part of the building regulations and in other they are independent codes of practice and standards. The works on the Eurocodes was initiated by the Commission of the European Communities about 1976. The Eurocodes are intended as common unified design codes for different load bearing structures constructed from different materials. They are also intended to cover design of geotechnical structures. They are established with a view to promote the free movement of goods and services within the member states of the European Community - the so called Internal Market - and within the member countries of the European Free Trade Association, EFTA by removing obstacles arising from different rules for calculation and design.

MFIRE, written in Fortran 77, is a computer program for ventilation state simulation in the steady state or transient state condition. It can be applied for the calculation of normal ventilation system planning or the analysis of the dynamic state variation in a ventilation system under thermal or mechanical disturbance. The state simulator MFIRE is a useful tool for mine fire fighting. In the case of a mine fire, mine ventilation engineers want to get some help to obtain more information, such as what is happening in the underground mine and how to control the mine fire, for correct decision making. By use of program MF'IRE, forecasts can be made on the variation of airflow, temperature, and contaminant distribution in a ventilation system during a mine fire. The paths which the contaminant takes at each time interval can be traced. The program MFIRE can be of assistance in the preplanning of escape routes. It can also be helpful during a mine fire emergency and mine recovery operation. Besides of offering the information of state simulation during a mine fire, MFIRE can be applied for state control by pretesting the suitability of the selected state control measures. It is to simulate the effects of the state control measures on the airflow distribution of a dynamic ventilation system. The testing result can be used for fire fighting in a similar real case of a mine fire. By employing empirical methods or a qualitative analysis like Budryk approach, ventilation engineers can choose different combinations of locations and sizes of control devices as samples of state control for an underground mine fire. Program MFIRE can simulate the different combination samples, that consist of a certain mine fue, the corresponding different control measures, and obtain the control effects. After the different control results are compared, the state control measure, which creates the best effect among the different state control measures, will be chosen for that fire case. When a mine fire, which is similar to one of the pretested cases, breaks out, the corresponding choice of the state control measure is applied to the ventilation system. It means that the simulator MFIRE has the function of indirect state control [10]. To achieve the above two functions, state simulation and state control, the mine ventilation system condition, sometimes, should be changed in a wide range to meet the requirement of the fire fighting. These wide system condition changes, such as adding operating fans, stopping or reversing fans, changing fan characteristics, adding regulators and making airflow shortcuts are represented in the time table of the input data set When the data files are changed in a wide range, however, an iteration divergence and some other computing errors in the distribution of airflow, temperature, and contaminant may occur. More serious logical programming and flexible selection on the algorithms are wanted to meet the request of the different data sets, to achieve correct state distribution simulation and improve the iteration convergence. To enhance the reliability and common suitability of program MFIRE, it is necessary to make investigation, analysis, and modification for the formal versions of MFIRE. The version 1.29, permitting dry .calculation, and versions 2.01/v2.0, permitting dry and humidity calculation, are widely applied

The article illustrates the Hydromill technology, as applied in urban sites, and its advantages in terms of quality of the end product, mitigation of the construction impact, and optimization of the logistics at the site. Also highlighted are the main features of the excavation equipment and slurry treatment plant. Two recent urban applications of this technology in Europe are briefly described, together with the forthcoming application to the Central Artery/Tunnel Project in Boston. Introduction The Hydromill technology has been used extensively in Europe in the last decade for slurry wall construction in urban environments. In Italy, this technology has been applied by Ing. Giovanni Rodio & C., Impresa Costruzioni Speciali S.p.A. in two large projects. The first project is the construction of Stations Darsena and San Giorgio of the first metro line in Genova. The second project is the "Cut-and Cover" tunnel for the railway link in Torino. Hydromill technology will be used for the construction of the Soldier Pile Tremie Concrete walls of the Boston Central Artery Tunnel Project, contract C14C2, Utility Relocation at Fulton Street.

SOLUTION MINING Solution mining techniques present a means of extracting soluble ores, particularly such materials as salt and potash, from horizons which are not accessible by conventional mining. In the process of dissolving materials, it is evident that solution may be complete or partial. In general, the solution mining operations described in the following section relate to complete solution of the desired compound. Even though the solution of material is complete, there may be instances in which insoluble material is present to a large extent either as granular separated particles or as insoluble layers. The process required for obtaining the desired product involves access wells to reach the deposits, sufficient water supply to yield the production goals, and the development of an underground cavity. The process of solution mining, therefore, depends to a great extent on three factors: availability of a relatively pure strata or formation of salt or potash to be mined, access well or wells, and adequate control of the solutioning process so that enlargement of underground cavities can be fairly well delineated. Since halites represent the most general ores mined by this procedure, the considerations which follow are based primarily on the production of sodium or potassium chloride. The producing formations may be in the form of bedded evc~porites wherein the salt member may be some 30 to 500 ft thick or from salt domes in which great depths of salt occur. Solution mining has been carried out to depths of nearly 10,000 ft. The recovery of saturated brine from wells drilled to effect the solution-mining process leads to further processing. In many instances, the procedures are relatively simple and involve simple recrystallieation or fractional crystallieation, while in others more complex flow systems are required before a final product is obtained. The intent of this section is to provide information relative to the basic procedures for obtaining materials which are soluble in water and to acquaint the engineer with the various aspects of the overall problem which in many instances, may become quite complex and present numerous difficulties. The storage of fluids, particularly hydrocarbons, underground has proven to be a very important part of industry operations. Cavities formed in salt provide excellent storage facilities. The formation of well-defined controlled configurations of such cavities has been possible because of better understanding of the solution process, wide experience gained over nearly 30 yr, and improved technology in drilling and completing wells, surveying caverns, and the operation of numerous types of systems. Solution mining techniques will improve in the future. Many facets of the simple operation of pumping solvents and extracting valuable minerals require further study. Developments undoubtedly will occur to further the processes of mining by solution. In addition to those whose names appear in connection with the individual subjections which follow, a major role in assembling and processing the material in this section was played by Dr. D. A. Bayer-process alumina hydrate becomes in turn the source of a host of special products in addition to the calcines that feed aluminum reduction cells. Though relatively smaller in tonnage, specialty aluminas serve important industrial markets in an exciting and growing variety. Production methods and applications are discussed for: (1) trihydrate as flame retardant in organic materials; (2) high-surface-area transition aluminas as desiccants and scavengers, catalysts and substrates; (3) calcines for industrial ceramics, refractories, and abrasives; and (4) tabular alumina for refractories, bed supports and other uses.

Metallic mercury has been extensively used for gold recovery. Although the solubility and mobility of metallic mercury is low, this metal can undergo many transformations, leading to mercury contamination in humans. The complexity of Hg chemistry in the environment reflects its different possible oxidation states and species, with different physical-chemical properties. The interaction of Hg in the terrestrial system, as well as in the aquatic environment, is important to understand the mercury cycle. This paper reports data on the adsorption of Hg onto an Oxisol soil. Results show that the interaction of Hg(II) at the soil-solution interface depends strongly on ligand concentration in solution, which can affect Hg mobility. The presence of the chloride anion in solution increases the mobility of Hg(II) through the soil, due to a relative lower affmity of mercury chloride at the oxide surface. In the absence of chloride, Hg(II) form strong complexes with the surface, and its adsorption behaviour is similar to the adsorption of other hydrolizable cations.

Mining and metallurgical processing of gold and base metal ores often results in solid wastes and effluents containing high concentrations of arsenic. In addition, arsenic can be released to the atmosphere from gold roasters and base metal smelters. Speciation of arsenic in roaster products, in a stack sample from a copper smelter, in organic soils impacted by smelter emissions, and in an anaerobic effluent treatment system at a smelter site was determined in order to broaden our understanding of the nature and occurrence of arsenic in a wider range of metallurgical wastes. Micro-XANES spectra obtained from iron oxide particles forming in a gold roaster indicate preferential enrichment of As3+ species in maghemite-rich domains and microlayers. In comparison, haematite-rich iron oxide particles are dominated by As5+ species. It appears that maghemite is retarding oxidation of arsenic and its volatilisation during roasting. Arsenic occurs as both As3+ and As5+ species in a stack sample emitted from a Cu smelter, confined to fine-grained secondary product layers accumulated on the surfaces of spherical Cu particles. This is probably resulting from condensation of As species upon cooling following their volatilisation during the combustion process. Soil samples collected at various distances from the Cu smelter are dominated by As5+ species including monomethylarsonic acid and tetramethylarsonium iodide as the organic arsenic species. The presence of reduced As3+ species highlights the importance of organic material influencing the speciation of arsenic and mineralogical transformations taking place within the soil profile. The XANES spectra indicate that arsenic occurs predominantly as aqueous arsenite species in the anaerobic treatment system, contrary to the conventional thinking of As retention by the formation of secondary sulfides.

"Preg-robbing has been known for many years, where increased losses are suffered because dissolved gold is removed from solution by adsorption onto carbonaceous matter. In direct cyanidation circuits it is reasonable to conclude that the preg-robbed gold is either in a gold cyanide [Au(CN) - 2, AuCN] or metallic [Au°] form. However, in circuits with a pre-oxidation step possibilities increase and multiply even further because of water recycle streams containing apparent and not-so-apparent gold ligands. It is in these circuits where speciation of sorbed gold, i.e. the identification of the gold compound, is useful. The importance arises from the fact that proper identification of the sorbed gold species can be used to determine how, when, where and why gold was removed from solution, thereby identifying the exact cause of the problem and providing clues as to how it may be rectified.INTRODUCTIONTo the best of our knowledge, this is the first attempt ever to speciate gold preg-robbed by carbonaceous matter using a surface sensitive microbeam technique. This approach enables the direct determination of gold species sorbed on carbonaceous particulates, opening an entirely new field in the understanding of the chemistry of gold sorption on carbon. The reasoning behind this effort was to add to the current knowledge of the detrimental effect chloride ions have on gold recovery by the pressure oxidation and in particular why in the ensuing CIL step, gold is not being desorbed from the surface of the carbonaceous particles (Table 1)."

THE paper on "Specific Efficiency of the Blast Furnace" by Richard Franchot, which was pub-lished in the September issue of MINING AND METALLURGY, was presented for discussion at the Pitts-burgh meeting. The session opened with a discussion among S. P. Kinney, Mr. Franchot, and J. N. Reese as to the methods and results in sampling for cyanides in the blast furnace. This is covered in detail in writ-ten discussion below. T. T. Read objected to the use of the term specific efficiency as likely to be confusing. The blast furnace has to perform the function of reducing Fe, 03 to Fe as well as that of fusing the metal and, since the reduc-tion of Fe, 0? involves a CO equilibrium, it seems mis-leading to calculate efficiency on the basis of burning the , all carbon to CO? since it is not possible. Mr. Franchot replied that he used the term in the sense defined by Richards in his "Metallurgical Calculations;" but a subsequent search failed to reveal the term in Richards, who says (page 245, 1st edition): The practical conclusion is that a blast furnace generates in itself not much over 40 per cent of the calorific power of the fuel used, and rejects nearly 60 per cent; by using part of the waste gases to heat the blast, however, some of this rejected heat, to an amount representing net 5 to 10 per cent of the calorific power of the fuel used, is returned to and injected bodily into the furnace, thus rendering available for the purpose of running the furnace about 50 per cent of the calorific power of the fuel as a maximum. The efficiency with which the furnace applies this 50 per cent usefully to the objects of the reducing and smelting is another question for investigation.

Full-face tunnelling machines were introduced into German coal mines 12 years ago. It was aimed to utilize these highly efficient systems to drive mine tunnels in rock so that the large demand for development work in some mines could be met. A characteristic feature of coal deposits in Germany - and particularly in the Ruhr Area - is a thick overburden strata. Access is therefore only possible through vertical shafts. A network of horizontal drivages leading from these shafts open the deposits between the different mine levels. The hardcoal-bearing formations are multi-folded and heavily tectonically stressed. Apart from a few extensive fault zones there are many single faults of different natures in the carboniferous strata. During the course of decades coal mining has penetrated to ever increasing depths. Nowadays coal is mined from depths of between 600 m and 1,200 m. The effects of ground pressure in connection with extremely varying rock strengths and high temperatures are particular difficulties which have to be overcome during drivage work. The first full-face tunnelling machines to be applied in the mines had originally bee deigned and developed for tunnelling projects. Not only the machines themselves, but also the back-up equipment had to be adapted to meet the special demands of German coal mines.
