The simple act of taking a sample implies that someone will use the information contained in the analytical result to make a decision about a course of action. In the mining industry, the decisions may involve huge capital commitments for opening or closing a mine, or marginal tactical costs that involve deciding if a truckload of mineralized rock should be sent to the mill for processing, or the waste dump. Sampling is among the most fundamental activities in a mining operation, and this paper aims to examine some of the technical issues that can assist in ensuring that samples are representative and correct. Insights into the scale of variability require that we disaggregate sampling variance into its component parts and evaluate each one individually. The work of Pierre Gy in understanding the different sampling errors is the first step in establishing an optimal protocol. This must be followed by the appropriate measures to ensure the protocol is implemented such that minimal bias is introduced in the sampling process. Even with these insights the possibility exists for large unseen and hidden costs can accumulate in a mineral development because of sampling errors. These hidden costs arise due to misunderstanding of the principle factors that affect the size of sampling errors, such as the mass of the sample, the effects of splitting a sample to reduce the mass, and the influence of the nominal particle size. The handling of sample material without due regard to the sampling characteristics of the material being sampled is also a major source of sampling errors. The most significant problem is due to the influence of the so-called volume-variance effect. This effect is a consequence of the support effect and the information effect both of which relate to the difference in size at which samples are collected and mining blocks are extracted. The information effect is a function of the availability of data at the time that decisions are made about the destinations of mineralized rock, namely the mill or the waste dump. Implementation of appropriate sampling protocols in the mineral value chain remains a challenge throughout the industry. The growing understanding and deepening appreciation of sampling theory and methods means we stand on the threshold of a new era for implementing and understanding appropriate sampling procedures and protocols. In the interests of optimal development of the national patrimony it is suggested that standardization through the identification of structural problems and continuous improvement of mining processes be instituted at a national level.

"The San Antonio gold mine is at Bissett, Manitoba, on the north shore of Rice lake, 100 miles northeast of Winnipeg. Gold was discovered on the property in 1911, but intensive exploration was not undertaken until 1926. Milling commenced on May 1st, 1932. Total amount of ore milled from that time until the end of 1946 was 1,766,670 tons, having a value of $18,378,317.GENERAL GEOLOGYThe rocks in the vicinity of the mine are Precambrian and include three groups, namely, the Rice Lake series of volcanic and sedimentary rocks, basic and acidic intrusions, and a younger formation of sediments known as the San Antonio formation (Fig. 1). The lower part of the Rice Lake series, consisting of flows of rhyolite, trachyte, and andesite with interstratified beds of agglomerate, occupies an area extending southward from Rice lake. The lake itself and the country to both east and west of its northern end is underlain by the next succeeding beds of the series, which are chiefly tuffs, arkose, and conglomerate, but include a thin band of basalt. Northward from the lake, these are succeeded by the upper beds of the series, first a thin band of basalt and, overlying this, porphyritic andesite flows interlayered with beds of volcanic breccia or agglomerate.The Rice Lake series has been invaded on the east side of the lake by a body of basic rock ranging in composition from gabbro to diorite and quartz diorite, now much altered. This is cut by younger sills and dykes of basic rock, probably diabase, the original texture of which is largely destroyed by alteration. Numerous dykes of feldspar porphyry, quartzfeldspar porphyry, and a few of a rhyolite-like rock, occur south of the lake, but are uncommon to the north. They cut the diabase and older rocks.Extending westward from Rice lake and lying with marked angular unconformity against all of these rocks is the San Antonio formation, consisting of cross-bedded, arkosic quartzite."

NO. 3 winze, the sixth shaft to be sunk on the San Antonio property, is practically a duplicate of No. 3 shaft, which was the main shaft prior to the installation of the larger hoisting equipment in 1939. It is collared on the tenth, or 1,500-ft., level, and goes down vertically to the sixteenth, or 2,500-ft., level, with a loading pocket, spill pocket, and sump below this. It is 1,000 feet east of No. 3 shaft. All ore, men, and materials are handled through the latter. The winze location with reference to the rock formation is shown in Figure 1. (In plan, this section strikes N.30°E. and cuts most of the main orebodies of the mine normal to their strike.) It is collared eighty feet inside the footwall contact of the basalt and cuts through it before reaching the eleventh level. In this location there will be no ore tied up in shaft pillars, as the closest ore to the shaft is on the tenth level, and here it is eighty feet northeast of the collar. The winze headframe and hoist-room straddle the main haulage to the No. 3 shaft, on the tenth level (see Figure 2). At no time during the excavation for the headframe and hoist-room was the general routine work of this haulage held up.

The subsequent need for water, coupled with San Diego’s natural attractiveness, has led to significant population increases and the need for the construction of even more tunnels. This paper will provide a historical summary of the progression of mines, tunnels and trenchless technology construction projects that contributed to the advance of current technology, feasibility, and constructability. A bibliography of relevant reports and data is included.

It is nearly three years since the metallurgy of the Homestake ore was discussed with considerable thoroughness, in a paper1 read before the Institution of .Mining and Metallurgy. Certain changes have been made in this period which are perhaps of sufficient interest to justify a brief description, and it is chiefly with such details and miscellanies that this paper will deal. In the circumstances, a certain amount of repetition is inevitable, but matter treated of in the former paper will be referred to here only when it is necessary for the sake of coherency. For full descriptions of equipment and technique, the former paper should be consulted. The mineralized slates and schists which constitute the ore vary considerably in composition, but the unoxidized ore, perhaps constituting the major part of the reserves, contains either chlorite or hornblende (cummingtonite), with quartz, carbonates of lime, magnesia and iron, and arsenopyrite, pyrite, and pyrrhotite. Ferrous minerals predominate, and this fact has been an important factor in determining the metallurgical treatment. With one or two exceptions the minerals noted are of relatively high specific gravity, and the ore as a whole is exceptionally heavy, many determinations giving an average specific gravity of 3.00. This high specific gravity presents one decided advantage, when the cost of treatment is compared with operations elsewhere, in that the ton, almost universally the basic unit, represents a volume probably less by 10 per cent. than that of many gold ores. On the other hand, this high gravity renders more difficult the discharge of pulp from mortars, its distribution on amalgam tables, and its transportation in launders. In the same way, as attesting the usual balance of such variations of different ores, it may be noted that the needle-like fibers of hornblende (cummingtonite), interlacing throughout the mass, render the ore more difficult to crush than would be anticipated, but on the other hand assist

San Francisco, CA will host about 1,500 tunneling and underground construction professionals from around the world during the biannual Rapid Excavation and Tunneling Conference (RETC), June 19-22. These professionals are gathering in a city that has seen much under-ground work throughout its history. And, today, the San Francisco region has more than $4.6-billion in tunneling projects under way. The RETC will include three-and-a-half days of technical programming, complete with proceedings, two short courses, two field trips and a host of social activities. In addition, the accompanying exhibit has attracted 127 exhibitors in 152 booths, an RETC record. The following is a brief list of activities that will take place during the conference. "The sleek new air traffic control tower at the San Francisco International Airport stands at 221 feet tall and is set to replace the existing air traffic control tower by 2016. This aluminum-clad, torch-like structure and three-story Integrated Facilities Building at the base are situated between Terminal 1 and Terminal 2 adjacent to the tarmac. Berkel & Company Contractors, Inc. and Simpson Gumpertz & Heger Inc. worked in conjunction with structural engineers from Walter P. Moore Engineers and Consultants, geotechnical engineers from URS Corporation, architects from Fentress Architects, and general contractors from Hensel Phelps Construction Company on the performance-based design of a foundation to support this critical facility, which is located in a high seismic zone and situated on the very soft soil of the San Francisco Bay margin. With the loading demands and performance criteria established and Young Bay Mud thicknesses ranging from 44 to 47 feet thick across the site, the design team employed a total of 214 24-inch diameter Auger Pressure Grouted piles, which were drilled into the underlying Franciscan Formation as deep as 148 feet below existing grade. Pile reinforcement included full-length confined cages.The piles were designed to resist Maximum Considered Earthquake axial demands as high as 1,400 kips in compression and 700 kips in tension. The performance-based pile design included verification of shear capacity under double-plastic-hinge flexural mechanisms, verification of pile ductility via non-linear moment-curvature analyses, and consideration of curvatures due to kinematic as well as inertial loading.The team implemented an extensive pile load test program including a full-scale static compressive load test on a sacrificial test pile and five non-destructive high-strain dynamic load tests, four of which were performed on indicator piles that were later used as part of the foundation system. These piles were monitored with extensive embedded instrumentation throughout their length, including strain gauges and accelerometers."

A Nere record of Emmons's professional career would very inadequately represent the man. That he was eminent mc know, and our successors will realize in due time; but they must depend upon us for knowledge of a singularly ~vholesome, modest, unselfish personality, and of a character that did honor to a profession in which trustworthiness is indispensable. Those members of the Institute who met Emmons are his friends, and I never knew .one of these who was not the better for that friendship. Emmons was born in Boston, Mar. 29, 1841, the son of Xathaniel H. and Elizabeth (Wales) Emmons, and was named Samuel Frankliri after an ancestor who was of the sarne family as Benjamin Franklin. He took the degrcc of Bachelor of Arts at Harvard in 1861, and soon afterwards went abroad to complete his education. From 1862 to 1864 he attended the courses at the fieole Impkriale des Mines at Paris, Elie de Beaumont arid Daubrke being among his professors. The year 1864-1865 he spent at Freiberg under Cotta and other famous teachers; after which he spent another year in traveling through Europe. Like many other renowned geologists, he approached his ultimate profession from its economic side, and was thus from the first imbued with a sense of high responsibility in the promulgation of scientific opinions or conclusions. With hypotheses which were interesting merely because they were ingenious or even plausible, he would have nothing to do. In 1867 he joined the Geological Exploration of the Fortieth Parallel at its organization under Clarence King, serving at first as a volunteer, but soon receiving a regular appointment. This expedition was the first one of purely geological character sent out by the United States government. SacRamento Hill is a mass of granite porphyry intruded along a fault between Paleozoic sediments and pre-Cambrian schists in the Bisbee district, Cochise County, Arizona. The intrusion invaded both walls of the fault to a large extent, and the accompanying extensive mineralization of the Paleozoic limestones is the locus of the great high-grade copper orebodies of the Bisbee mines. Prior to 1909, although the presence of ore in the masa of the hill itself had long been suspected, systematic exploration had not been attempted. A few shallow pits on the surface here and there had disclosed some chal-cocite with associated carbonates as stringers in a mass of strongly brccciated, silicified, and iron-stained porphyry. The workings in the surrounding limestones had penetrated the porphyry in a dozen or SO places for some distance from the contact but had disclosed no ore. However, the rock had been largely altered to quartz and sericite and very thoroughly impregnated with pyrite and traces of the copper sulphides. A close geological study of the conditions, both surface and underground, strengthened these suspicions, and plans for prospecting the hill were made in 1909. Reference to the accompanying illustrations, Figs. 1 and 2, will give an idea of the general appearance of the surface. The mineralization is more intense in two main zones, one at the west end and the other at the east end of the hill. The outcrop of the hill is elliptical and approximately 3,000 ft. long by 1,400 ft. wide. The Sacramento shaft, which is the main hoisting shaft of the mine and situated at the east end of the hill, as shown by the accompanying map (Fig. 3), offered a convenient base for prospecting that end of the hill, while the workings from the Holbrook shaft offered a similar opportunity at the west end. The choice of level for the first work was determined by analogy with the most favorable depth for enrichment below surface obscrved in the other disseminated deposits of the Southwest.

The utilization of hydro-electriic power in electro-metallurgical industries, aside from purely mechanical operations, may be of two kinds. The electric energy may be used to supply the heat necessary for the performance of the chemical reactions of a metallurgical process, or the electrolytic action of a direct current may be employed for extraction of metals, either in a reduction process or a refining process. In discussing this subject, it is well to distinguish between established industries, which are producing metals and alloys at a, profit by use of the electric current, and the many processes which are either still in the experimental stage or have not even passed the paper stage of development of a patent. That is, we consider electro-metallurgical industries as commercial operations which are now consuming large blocks of electric energy, while processes which are not in commercial operation are only prospective consumers. Also, owing to the difliculty and risk of any attempt to foresee the effect of the European war upon electro-metallurgical industries, we have felt obliged to disregard the war entirely, and state our opinions regardless of its existence. The refinery at the San Francisco Mint takes the bullion purchased by the receiving department, and carrying Illore than 200 parts of precious metals in 1,000, or, in mint parlance, over 200 fine, and separates and refines the various metals contained therein, using electrolytic processes exclusively. Bullion containing silver is treated in cells charged with a nitric electrolyte. These cells produce fine silver and leave a residue rich in gold. The residue from the silver-cells, together with crude gold-bullion, is treated in cells having a chloride electrolyte. These produce fine gold and leave a residue containing silver chloride. The latter is reduced to the metallic state with zinc and is then treated in the silver-cells. The various waste solutions and the wash-waters, after being freed from the bulk of their precious metals, still contain copper and other metals. These are removed by scrap-iron, and are then treated in the copper-cells, having a sulphate electrolyte. These cells produce pure copper, and collect a residue containing lead, some gold and silver, and all the metals of the platinum gronp that were in the bullion. This residue is relatively small, and is melted into bars and stored until suEcient accumulates to warrant treating it for platinum, etc. The refinery occupies three large and three small rooms. The large ones are, a melting-room, 30 by 34 ft.; a cell-room, 39 by 46 ft.; and a wash-room, 30 by 33 ft. The small rooms are used as foreman's osce, laboratory, and , re- spectively. The methods here described are those in use in December, 1909, when notes for the present paper were taken.

Location, Topography, and Climate The Burro Mountains are located in the southwestern part of New Mexico, in Grant county. The group is made up of two distinct mountain masses, known as the Little Burros and the Big Burros, the former lying about 6 miles southwest of Silver City, and the latter about 9 miles farther in the same direction. They are separated by the valley of the Mangas River, a tributary of the Gila, and a stream only in name, except after a heavy downpour of rain. The Little Burros attain an elevation of 6,625 ft. above sea level, and the Big Burros 8,054 ft., with the surrounding country averaging about 6,000 ft. To the south of these mountains stretches the desert plain, while to the north are the more frequent elevations of the mountainous country.

Prior to 1908 the oil production in the State of California had been almost entirely a heavy fuel oil, with a high flash point, but changed within a short period to a large percentage of refining oil with a low flash, by reason of the heavy production of light oil coming in from the Santa Maria field, the Midway field, and the increased production of the Fullerton field. This is clearly shown in the following tabulation of California's pro- The bringing in of these high percentages of light oil with their dangerous low flash and the increasing demand for the refined products necessitated the devising of some cheap and efficient means of quickly separating the lighter elements either in the field or at the main distributing points; also it became necessary to remove the excessive percentage of water which many of the light oils carried in emulsion. Port Harford Plant Probably the first important attempt to top light oil in California by other means than the ordinary stills was tried about 1908 by the Union Oil Co., at its plant at Port Harford, San Luis Obispo County, with Santa Maria oils. The process was the invention of Hubert G. Burroughs who afterward obtained a patent for the process, No. 998,837, dated July 25, 1911. It is rather gratifying that in the field of the manufacture of refractories, in which, as a whole, foreign practice has surpassed us, the United States stands pre-eminent in the making of silica brick. In some instances European manufacturers have refused point-blank to credit the possibility of making to such specifications as are Common with us, until the actual completed shapes were shipped for inspection. But both the manufacturer and consumer in foreign lands are now frankly learning from us, and benefiting by our advanced practice in this field, as is evidenced by the orders placed here and the efforts put forth abroad to come up to the standard of American-made material. In no metallurgical operation has the employment of silica brick spread with such leaps and bounds as in the building of plants for the carbonization of coal, particularly in the byproduct coke oven. Today, in practically all types of oven, the structure above the floor level (except the facings) is of silica, while in the recuperative and in some regenerative types, its use is extended to that portion of the oven below the floor as well. By reason of the fact that there are a number of classes of refractories of higher silica content than the usual so-called fire-clay brick, there is sometimes a misunderstanding as to the class of material referred to as "silica" brick. We here refer only to a brick having a silica content of 94 per cent. or more and made usually from quartzite rock with a small percentage of lime as a binder. The term "silica" brick is sometimes rather loosely applied to brick from highly siliceous clays, or to a quartzite refractory of mingled fire-clay and quartz rock; but such products are not considered in this discussion. : Materials The rock from which practically all high-grade silica brick are made is a true quartzite or metamorphosed sandstone, variously known as

The history of the development of gold metallurgy in South Africa is divisible into two periods: That preceding the introduction of the cyanide process on a commercial scale in 1890; and the 24 years intervening between that important event and the present time. The period between the discovery of the banket reefs of the Witwaters-rand and the year 1890 was one of phenomenally rapid progress in mining development, but of no special interest to the metallurgist, There were no strikingly original or distinctly local advances in the treatment of gold ores. Californian practice in stamp milling and amalgamation prevailed, in mills ranging in equipment between 5 and 50 stamps, operating within a wide range of efficiency, and under the trying conditions usually encountered in a new and isolated field. The somewhat incomplete records of gold output of that period show that in December, 1887, there were 20 producing companies in the Witwatersrand district, of which 10 had mills, the largest being of 20 stamps. The only official record of returns for May, 1887, was that of the Wemmer mine, whose modest achievement with a 5-stamp mill was 100 tons crushed, producing 887 oz. 3 dwt. of gold. This is interesting in view of the present-day output of this field, which in 1913 reached 8,430,998 oz. The rapid increase of production during this first period (May, 1887, to January 1891) is shown by the following summary for the year 1890:1 Total tone crushed.................................. 702,828 Number of stamps in operation....................... 1,046 Average number of tons crushed per stamp per day..... 2.36 Yield of gold, ounces................................ 494,817 Yield per ton, pennyweights.......................... 13.36 The stamp duty ranged between 11/2 and 4 tons per day, according to weight of stamp, fineness of screen, and operating skill available. The prevailing weight of stamp was about 900 lb., and the screen, 900 meshes to the square inch.

Not infrequently, in the case of the failure of a metal structure, such as a bridge, tank, airplane, gun carriage, etc., a doubt arises whether the failure was due, among other causes, to the effect of an overburden or of an explosive maliciously or accidentally exploded in contact with it. As few means of discriminating between the effects of these causes have been known and these means were of a rough qualitative character, it was surprising to find in the record of an inquiry into the failure of a structure, the statement that, by observations on the Neumann bands in the structure, it was possible to determine the speed of breakage in the metal and to distinguish between a fracture caused by an explosion and one caused by an ordinary mechanical strain. Such a criterion, if well proved, was of value to the explosives experts of the Bureau of Minea, the Ordnance Department of the United States Army and the Bureau of Ordnance of the United States Navy, but search showed no record of it in the literature nor did any of the metallurgists and metallographers consulted know of any data on which such a criterion could be based having been assembled and critically studied. However, it was universally held that there was promise in the idea and that there exkted unique facilities at the Bureau of Mines Experiment Station at Pittsburgh for the preparation, under definitely known conditions, of material for study by metallographers, and that material of value might also be obtained from the proving grounds of the Army and Navy. Therefore, with the approval of the Director of the Bureau of Minea and the Chiefs of Ordnance of the War and Navy Departments, the Chairman of the Division of Engineering of the National Research Council, on April 12, 1919, appointed a Committee on the Investigation of Neumann Bands, which has since been engaged in this study and which, after some slight change in its personnel, consists now of the following: Dr. William Campbell, Advisory Metallurgist, Bureau of Ordnance, Navy Department.
