After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. Keywords: Pyrometallurgy, furnace, calcium carbide, acetylene, Newcastle The manufacture of calcium carbide in Newcastle, South Africa, was started in the late 1950s by a company called South African Carbide, at the Ballengeich site. In 1978, this operation was bought by the forerunner to the present AECI Ltd, a large producer of commodity chemicals at the time. Production continued at this site until 1992. In the meantime, Karbochem, an operating division of Sentrachem Ltd, was also manufacturing carbide in Newcastle, as a building block for the manufacture of synthetic rubber. In 1990, the Karbochem calcium carbide operation was closed down. In 1992, the AECI carbide business and the Karbochem production facility were amalgamated, and production continued under the Karbochem name. In 1997, the Dow Chemical Company bought the holding company of Karbochem, and the carbide business continued operations until 2003. In June 2003, the business was sold to a management consortium as SA Calcium Carbide (Pty) Ltd. Later, in October 2004, 100% of the shares were acquired by the Andina Group. Today, the Andina Group, consisting of SACC from South Africa, CIL from UK, and ANDINA from Argentina, has become a global leader in the manufacture and supply of calcium carbide and calcium silicon, ferro silicon 75% and derivatives, recarburizers with low nitrogen content, acetylene, carbon black, micro-silica, and silicon metal. The production facilities at Newcastle comprise a 52 MVA submerged arc furnace of a closed design, carbon monoxide gas recovery, recovery of fine raw materials via a hollow electrode system, and an extensive computer-controlled process. These all enable an efficient state-of-the-art operation. The downstream processing facilities consist of screening and drumming facilities, milling facilities, an acetylene generation plant, and an acetylene carbon black plant. Clearly, SA Calcium Carbide (Pty) Ltd has a long history of supplying quality calcium carbide to the industries that it proudly serves.

The reassessment of coal reserves has become a matter of urgency and has come as a result of the present situation of the industry, in the context of globalized coal economies, as well as new mining legislation and the advantages and difficulties of domestic coal suppliers. The de Jager report concerning coal reserves, released twenty years ago, can no longer be used as an estimate for accurately forecasting South Africa’s future coal production. The new reserve and resource study will promote the diversification of energy sources and provide a clearer view of the future of coal mining in the country. With plans to increase South Africa’s coal export capacity to approximately 84 million tons by 2005, it is uncertain whether the country really has sufficient reserves to meet this expansion, as well as satisfy the projected increase in inland demand. The face of South Africa’s coal industry and by association, the economy of our coal-dependent country, are both set to change. This is mainly due to factors such as the demise of most of the large collieries over the last approximately twenty years, growing numbers of economic empowerment producers, the emergence of strong competition in the export market, the dawn of Clean Coal Technologies (CCTs) and the Kyoto Protocol The paper will attempt to dispel some of the current myths about coalfields and reserves and highlight potential areas of high quality coal reserves, available mainly to new entrants in the industry. "Steel members of the ground support systems in underground mines are routinely exposed to corrosive environment that may range from acidic to alkaline. Corrosion of steel bolts leads to metal loss and thereby, reduction in strength and useful life. Protective coatings are commonly applied to the steel bolts to combat corrosion. However, coatings are expensive and often cumbersome in practical applications. Instead, Minova has developed an innovative technology based on sacrificial anodes. The anodes were designed from non-ferritic alloys that are inferior to steel on the Galvanic Series. This paper will present data from field testing to show significant benefit of the technology. Potential applications in current products will be discussed. INTRODUCTION Corrosion is a physical alteration of a steel material from electrochemical reaction with its environment that often results in reduction of the mechanical and physical properties of that material. Mine roof bolts, the subject of this investigation, are particularly susceptible to corrosion as they can be exposed in their working environment to ground water and air with high humidity. As other researchers have determined, corrosion increases markedly in sulfide ore bodies due to acid runoff. There are several types of corrosion that a rock bolt is likely to undergo when used for ground reinforcement in underground mines (Aziz et al., 2013). Of all the types of corrosion, pitting is particularly dangerous as it can remove capacity for the bolt to deform with subsequent strata movements. Sudden failure of a bolt is likely to occur when severe pitting corrosion is experienced. The type and nature of corrosion depend on the nature of the ground condition and bolt encapsulation. Generally, the type of corrosion and severity of the corrosion varies along the axis of bolt. Almost all of the mine roof bolts used in mines, with the exception of fiber reinforced polymers, are made from steel. The first public garage in the city of Dubrovnik has been built in highly urbanized area, on location Ilina Glavica. The excavation of the building pit has been done partly by construction machinery, i.e. by hydraulic hammer for excavations and partly by drilling and blasting. In the vicinity of the building pit there are houses, buildings and two schools. Drilling operations and blasting have been performed during the working hours while regular school classes have been held and activities in other buildings took place. The nearest structures are some 5 to 10 meters (16.4 to 32.8 ft) away from the building pit, which makes it even more difficult to perform blasting operations in the urban environment. For the purpose of determining safe and permissible oscillation velocity limits, i.e. the proportion of seismic effects of blasting, a trial blasting has been conducted. The permissible mass of explosive charge has been determined by original method respecting the requirements of existing standards (ISO 4866, DIN 4150, US BM 8507), which determine the permissible oscillation velocities in relation to their frequencies. According to measuring results of the oscillation velocity during the test blasting the design parameters of blasting field have been corrected and zones have been established within the excavation area considering the possible effect of blasting to the building pit environment. Further blasting operations have been performed in stages, in smaller blasting fields with deck charge within a blast hole while respecting the requirements of the transport possibilities for the blasted rock mass within the building pit and performance of control measurements of oscillation velocity for each blasting. Through application of all the protection measures, design solutions and systematic control of performance of activities the complete excavation by blasting has been completed without any damage on neighboring structures/buildings. This article presents these solutions and methods for reduction of seismic impact of blasting to the environment.

The closure of TSF represents a critical milestone in the life cycle of mining operations, requiring the integration of technical, environmental, and social dimensions to ensure long-term safety and sustainability. The GISTM introduces the concept of “safe closure” as a demonstrable technical condition in which there are no ongoing material risks to people or the environment. This status must be validated by an independent technical reviewer and formally approved by the Accountable Executive. This article presents a risk-based methodology to support the achievement of safe closure, aligned with the principles and requirements of the GISTM. The proposed approach emphasizes the need to identify, assess, and manage closure and post-closure risks progressively throughout all phases of the TSF life cycle: from site selection and design, through construction and operation, to closure implementation and long-term monitoring. The methodology integrates key elements of effective risk management, including comprehensive knowledge bases, consideration of climate change, credible failure modes, continuous monitoring, stakeholder engagement, and governance. The ALARP principle is applied to demonstrate that residual risks have been reduced to tolerable levels. By incorporating closure planning from the earliest stages and adopting a risk-based view throughout the entire life cycle, this methodology aims to support mining organizations in achieving a verifiable and responsible closure of tailings facilities, in line with international best practices such as those of ANCOLD and ICOLD. The proposed framework offers a practical contribution to strengthening the credibility, effectiveness, and sustainability of tailings closure processes.

By oxidizing the pyrite matrix through biological leaching of precious metals ores or concentrates, better than 90% recovery of gold and silver is achieved. The paper develops three precipitation processes that eliminates arsenic and all other toxic elements in the resulting liquor after the biological reactors. In addition, the precipitates are highly crystalline and resist resolubilization. The latter must be tested for at least six months by EPA test procedures. The three systems are temperature (must be at least 120°C or higher) lime or limestone. A continuous pilot plant was employed for all three systems and complete recommendations are given to optimize Fe/As molar ratio, reaction kinetics (detention time) pH, temperature, wt % feed solids as well as resultant reagent consumption based upon continuous operation.

1.1 BACKGROUND In many underground coal mining operations the use of electromagnetic field equipment, particularly communication systems, not only increases the overall efficiency of the mining operation but can be directly linked with mine safety considerations. The use of electromagnetic field producing equipment in underground coal mining operations can only be expected to grow. Several new communication systems have already been proposed. In addition, high-frequency producing equipments for many diverse uses in mining operations are under study. The use of these equipment in underground mining operations is hampered by the possibility of their electromagnetic fields interacting with the electric blasting cap operations commonly carried out in the mines. Such interactions can have at least two results bearing directly on mine safety: o premature initiation of the cap, either in its normal shot location or during hookup or transportation; o dudding of the cap so that normal firing operations do not cause irritation; thereby leaving unexploded high explosives after normal firing. Since the consequences of a premature initiation could, particularly in coal mines operations, result in catastrophe involving human life, the overall approach to prediction of possible hazard must be, as far as possible, of a "worst case" nature. Special foundation works is one of the most innovative sectors in civil engineering and construction. Both engineering techniques and construction machinery are undergoing continu­ous further development. These developments are providing ways to meeting the world-wide requirement for special geotechnical works even faster, even better and more efficiently. Unfortunately, accident prevention organisations have had to realise that the figures on in­dustrial accidents in special foundation works are still above average in number. The Safety & Environmental Working Group of the EFFC thereupon started to carry out a survey on acci­dents occurring in this sector and used this information as a basis for the preparation of acci­dent statistics and an accident analysis. The objective of this undertaking is to determine key accident occurrences and their causes and to consequently determine measures for improved health and industrial safety.

"Quinsam coal mine is located about 25 km west of Campbell River on the east coast of Vancouver Island, British Columbia. Using continuous miners in a fully mechanized retreat room-and-pillar operation, it produces low sulphur, “super compliance” thermal coal for domestic and international markets at a rate of about 2600 t/d. Currently, 65 people work at the site, including some corporate employees.Opened in 1993, the Quinsam mine had a dismal safety record until 1997. Lost time injuries and medical aids were unacceptably high. In 1998, a change in corporate structure brought a change in safety attitudes; a total and unequivocal commitment to safety as job No.1 by corporate and site management. This commitment was clearly spelled out in a new mission statement, circulated to all employees by the new President and CEO, David Slater: “Safety is job No. 1; Production flows from safety; and Think safety at all times.” As well as re-defining workplace safety practices, QCC tightened engineering controls and enforced strict adherence to mine plans.This paper provides a general background to the mining operation, and describes the safety practices that have resulted in an enviable safety record in recent years, reflected by provincial and national recognition."

Rapid drifting enables quicker access to orebodies, higher production rates and a resultant reduction in production cost. The Mining Innovation, Rehabilitation and Applied Research Corporation (MIRARCO) funded by the Canadian Mining Industry Research Organization (CAMIRO) has developed a methodology for safe rapid drift development within the underground metalliferrous mining industry in Canada According to industry survey, about 36% of drift development cycle time is spent on support installation. MIRARCO has developed a methodology for safe rapid drift development based on minimizing time spent on support installation. The methodology includes a critical review of the rockmass classification systems, examination of current support practices in the mining industry and civil tunneling, review of rapid drift development practice in South Africa, introduction of risk hazard procedures to account for material property variability and the development of a WIZARD as a quick decision-making tool for the implementation of the procedures. A comprehensive field data collection procedure was put in place and data collected from various mines to verify and calibrate the support selection rationale. The findings of the research programme resulted in the development of an improved rockmass classification system and showed that construction effects have drastic influence on support levels but is often not accounted for in assessing support levels. Stress effects and structurally controlled failures are the other important factors to take into account in rapid drift development. Three support classes were established for safe rapid drift development as No Systematic Support, Light Support and Strong Support. The support levels took into account cost, rate of installation and safety based on compatibility with ground characteristics. This paper describes the methodology for safe rapid drifting within the underground metalliferrous mining industry in Canada and highlights the key issues and major drivers behind their continued development at the Geomechanics Research Centre within MIRARCO.

In underground mines worldwide, a large number of short and small diameter slot holes need to be excavated. Herrenknecht has developed and built a new boxholeboring machine based on the well-proven Microtunnellingpipe jacking technology. The innovative Boxhole Boring Machine significantly increases work safety and requires only minimal drift dimensions. The high and consistent production rates that can be achieved result in enormous time savings compared to conventional drill and blast excavations. GENERAL ASPECTS In gold, copper and ore mines ventilation shafts are required to prepare block caving operations, to discharge ore onto the transportation level and to provide evacuation shafts. A high level of occupational safety and efficiency is the main objective when drilling vertical or inclined shafts. The faster and more safely shafts can be constructed, the earlier the actual production in the mine can start or be continued. Mechanized or conventional methods (drill&blast) that have been used to date only partially meet the required safety standards and fail to provide the requested production rates.

AN excerpt from the Alabama State Mining Law, pertaining to, transporting men' into and out of the mines, reads as follows: "A trip of empty cars may be operated for the purpose of taking employees into and out of the mine, where the distance to and from their work exceeds one mile." The State Mining Department of Alabama includes in its inspection the transportation of men into and out of the mines, also studying and noting improvements, or progress made, that would tend to create a greater assurance of safety in this practice. Everyone is familiar with the original safety methods employed in man-trip transportation, such as passing a rope around the trip of cars, or through the cars, fastened in the conventional manner, and with the usual "clog," commonly called a drag, on the rear end. Both the dry and the wet fluorination systems require hydrogen fluoride (HF) for the process of uranium conversion to uranium hexafluoride (UF6). The dry methods depend on the electrolysis of HF to generate the fluorine (F2) required for the high temperature pyro-fluorination. The wet methods require aqueous HF in water solutions for the low temperature hydro-fluorination (Argonne, 2019). This paper uses the available HF safety guidelines and industry information to discuss the issues of transportation, storage and utilization. Health effects and environmental considerations are reviewed. Safe practices for handling the HF (both as anhydrous and as aqueous) are considered. Proper selection of different materials of construction are discussed, for both the anhydrous and the aqueous HF.

"There are significant ground support hazards to both personnel and equipment when longwall equipment must mine through cross-panel entries. Backfilling support strategies are often cost prohibitive. Additionally, it is often very difficult to install backfill material in full contact with the mine roof in backfilled entries. This paper will demonstrate the use of fiber-reinforced concrete crib material as a method for standing support in longwall cut-through entries. Despite conceptions of poor performance in potentially high convergence environments, fiber-reinforced concrete crib material can be used in longwall support environments subject to high abutment loads and convergence. Central to the proper design of these supports is the use of yield material between crib layers and at the mine roof/crib interface. The placement location of cribs within the cut-through entry has a significant effect on the main roof behavior and associated ground conditions in the longwall abutment zones. It is particularly important to engineer the proper load displacement characteristics of the installed crib to support expected ground conditions. The cost of fiber-reinforced crib supports is less than 50% of backfilling methods.INTRODUCTIONThe design and execution of a longwall cut-through is perhaps one of the most difficult and risky endeavors in the field of ground control. The magnitude of abutment loads and potential for ground failure present a significant safety hazard to underground personnel. In addition, there is significant financial risk, with replacement costs of face equipment exceeding $200 million. Faced with these consequences, it is both advisable and common for an engineer to design ground support with a significant margin of safety. This paper outlines a robust support system that possesses a significant margin of safety along with significantly lower costs than most other support systems employed in similar conditions.SITE PARAMETERSThe mine site described in this study operates in the Herrin No. 6 seam in southern Illinois. The seam height is typically 76- 84 inches. Mining height in gateroads and mains is typically over 96 in, and typical mining height on the longwall face is 82 in. The overburden depth is 950-970 feet in the area of the longwall cutthrough."

The current and consented quarry workings at a slate quarry in North Wales {UK} intersect old long abandoned underground slate mine workings. The old underground slate mine contains the remains of World War II buildings used to house artworks to protect them from war damage. Over the past 20 years, there have been a number of roof falls in the old underground slate mine, which have damaged the buildings and make general access unsafe. From observation of the timing of these falls, they occurred in the mid 2000’s. The purpose of the exercise was to determine the possible relationship between blast vibrations experienced on the surface and those experienced on the roof of the abandoned mine caverns. Thus preventing the need to regularly monitor in the old mine workings. In order to achieve this, a rigorous geotechnical assessment of the stability of the caverns was undertaken by a fully qualified Geotechnical Engineer. Once it had been determined that it was safe to do so, 3 “MEMs based” blasting seismographs were attached to the roof, in accordance with the instruction of the geotechnical engineer. In addition, 8 “MEMs based” blasting seismographs were deployed at various locations on the surface. The trial blast comprised of 51 blastholes, with charges varying between 46kg [101lbs] and 124kg [273lbs] of bulk emulsion explosive. The blastholes were in 4 rows of holes. The blast was connected using shock tube 25ms, 33ms and 65ms delay period relay detonators. The minimum distances from the blast to the surface and underground monitoring points were 78.1m [256 ft] and 114 m [374 ft] respectively. The results from the three underground monitoring locations in terms of resultant peak particle velocity was 4.42 mm/s [0.174in/s], 3.47 mm/s [0.137in/s], and 4.69 mm/s [0.185in/s]. In line with previous research, it was determined that the underground results [when compared on a “like for like” basis in terms of scaled distance] were lower in amplitude than the surface results. In this case by a factor between 0.47 and 0.87, averaging 0.68.

SAFETY FIRST is a popular motto-most mining companies have adopted it. It is probable, however, that in the majority of cases it is only a motto and gets no further than the office stationery or the bulletin board at the mine's entrance. In but few industries is there employed a greater diversity of machinery and mechanical devices than in coal mining. The list ranges all the way from mechanical stokers to wood-working machinery and undercutters. Many of these devices, particularly those employed in wood working, are extremely dangerous. In 1913, 23 per cent. of all fatalities occurring in coal mining in the U. S. were caused by machinery of some sort or other. Although the forms of accidents occurring with mining machinery are legion, they generally arise from one or more of five causes: (a) Falls from ladders, platforms, etc.; (b) coming in contact with moving machines or parts thereof; (c) electric shocks; (d) failure of some machine part; (e) mismanipulation of valves, levers, switches or other hand-operated controlling devices. The steps which may be taken to prevent accidents from the above causes are almost as numerous as the accidents themselves. There is, and can be, no panacea for all mishaps, nor for any one class of accidents. There is no mathematical or other formula that will bring immunity under any set of conditions. Common sense is the only guide. The remedy for the first-named class of accidents is simple and generally effective-namely, make the staging, ladder, platform, or other support, abundantly strong to carry any possible weight that it may be called upon to bear; provide ample railings on platforms or runways, and non-slipping feet on movable ladders.

As underground mine operations expand, the ventilation systems supporting them become complex. Complexity increases with periodic ventilation changes. New diagonal connections require a rebalance of resistance to maintain airflow in affected splits in the system. Incidents of mine fires and explosions have occurred in U.S. coal mines when diagonal connections resulting from ventilation changes have resulted in changing airflow directions. MSHA regulations prohibit the reversal of airflow and poor ventilation practice in general, but regulations cannot stipulate or recommend proactive preventative measures because every situation is different. This paper discusses the phenomenon of diagonal branches and recommends practical precautionary measures that can be taken to prevent airflow reversal in planned ventilation changes.
