It has long been common practice to conduct drilling and blasting operations at surface quarries in the Midwest in close proximity to near-vertical highwalls. The main reasons for such an approach, and the limited use of adequate safety controls, can be associated with higher costs, operational constraints, lithological requirements, property boundary restrictions, inadequate quarry planning, or a lack of understanding of highwall risks. Working in proximity to highwalls, without effective controls, exposes personnel and equipment to increased risk of incidents. In recent history, there have been isolated incidents involving equipment damage, or personnel injury/fatality around the United States. However, the Midwest market has largely escaped the effects of such incidents, even though the exposure rate is high. Awareness about this matter greatly increased on January 19th, 2021, when a significant incident occurred at a quarry near Green Bay, Wisconsin. As a crew was loading a typical blast near a highwall, a ground fall occurred, and multiple rock fragments struck a laborer working on the bench below. This individual sustained significant and life-altering injuries.

Published experimental data on thermodynamic behaviour of cobalt-containing slags have been reviewed and used in validating a recently developed thermodynamic model. The results from the exercise show that the model provides a reasonably good description of behaviour of cobalt in multi-component slag systems. The models for cobalt containing slags, matte and oxide solid solution phases were incorporated into CSIRO?s multi-phase equilibrium (MPE) package, which was used to calculate the equilibrium distribution of cobalt between matte and slag phases under various conditions. The results agreed well with the experimental data. Furthermore, the good agreement between the calculation and the plant data indicates that the operating conditions of industrial smelting and converting processes are close to equilibrium. Two diagrams showing the effects of slag chemistry and SO2and O2partial pressures on the distribution of cobalt between phases were generated for conditions similar to smelting and converting processes. These diagrams provide some useful guidelines for developing new strategies to improve cobalt recovery.

Introduction Despite the focus on the so-called "high-tech" and service components of the economy, the minerals industry in 1987 continued to provide the world the overwhelmingly dominant share of the total raw material supply for all manufacturing operations. And, in the form of fertilizers and other soil treatment materials, minerals also supplied indispensable raw materials to ensure continued high production of the agricultural and forestry sectors of the world's economy. Moreover, the role of minerals as a source of construction raw materials was essential to that sector. On the basis of preliminary and partial statistics on world output of crude mineral commodities, 1987 appears to have been a year of further recovery from the recessional years of 1981-1983. The value of world crude mineral industry production (all mineral commodities including fuels) apparently advanced about 5% to nearly $1.1 trillion in terms of constant 1983 dollars.' That is significantly above the recently revised 1986 level of nearly $1.05 trillion, but still considerably below the record-to-date high of $1.27 trillion set in 1980, as shown in Table 1. That growth in value took place despite relatively flat world oil prices - oil being the most important component of the aggregate, as it has been for decades. There is insufficient information available to assess the total value of processed mineral commodities (refined metals, refined oil, manufactured fertilizers and the like). But a figure of $2.6 trillion (constant 1983 dollars) would be a quite conservative estimate for those materials derived only from primary or newly mined materials. And an additional, as-yet-unestimated increment should be added for processed materials derived from secondary raw materials - scrap and other reclaimed substances. From a world trade viewpoint, minerals and mineral products dominate in terms of tonnage. For example, in 1985, on a weight basis, mineral commodities including fuels constituted more than 58% of all goods moving through the Suez Canal and 53% of all goods passing through the Panama Canal. These waterways cannot accommodate giant tankers and ore carriers. So an even larger share of total oceanic trade is composed of minerals and mineral products. Yet, in terms of value, the share of the total accounted for by these industrial essentials is much lower than that accounted for by other commodities, most notably sophisticated high-tech equipment and other goods with a relatively high per-pound value. Worldwide data on the value of mineral export trade for 1987 is so incomplete at this writing that it is impossible to assess that actual level. Indeed, the compilation of similar available data for 1986 covers only the exports of nations with developed market economies. In 1985, these countries accounted for only 67% of total world exports of all goods. They accounted for only 41% of world exports of major mineral commodities: crude nonmetals; metal ores, concentrates, and scrap; mineral fuels; nonferrous metals excluding gold; and iron and steel. For these developed-market-economy countries, the value of exports of these major mineral commodities declined by more than 10% between 1985 and 1986. The year 1988 for the minerals indus¬try was one of favorable worldwide economic conditions for continued, rationally constrained growth. There was continued improvement in relations between market economy nations and the Soviet Union and China. The "shooting war" between Iran and Iraq ended. Soviet troops withdrew from Afghanistan. And conditions were generally favorable for economic growth in developed market economy countries. These favorable conditions were darkened only somewhat by the continuing foreign debt crises discernible in some major mineral producing developing market economy countries. However, there were situations developing that became major headlines in the late spring - situations that may have pronounced effects in 1989. The most significant event is the muddled situation in China. There is a good chance of worsening international relations and consequent restraint of development projects that could prove beneficial to China and her international partners. Of only slightly lesser evident significance was the death of Ruhollah Khomeini in Iran. This could lead to a variety of paths for the new Iranian leaders. Continued outbreaks of ethnic unrest in the Soviet Union clearly presented problems to the Gorbachev regime. This unrest has raised questions of how far the doctrines of "glasnost" and "peristroika" would be extended, including extensions into the minerals field. Another area of unrest is Panama with its tainted election and the Western Hemisphere's obvious dissatisfaction with the Noreiga regime. While not a direct threat to any major mineral industry enterprise, the political situation certainly presents a potential threat to the Panama Canal. The current version of the JORC Code was issued in 2004 and since that date the Australian Securities Exchange, in collaboration with JORC, has issued a number of companies? updates to provide guidance on various reporting issues. An interim review will be undertaken during 2010 to meld these updates with the current 2004 Code. This will be followed by a full review during 2010/11 covering all aspects of the Code and focusing particular attention on: ? clauses / guidelines relating to Exploration Results1, exploration targets and the reporting of historical estimates; ? issues relating to the Public Report2, including definition, the requirements for Competent Person sign-off, level of disclosure and mandatory requirements; ? guidance on techniques to quantify resource / reserve estimation uncertainty; ? the level of study required to convert Mineral Resources to Ore Reserves, and disclosure of prices and economic factors; ? expansion of the requirements for reporting of marketable material for bulk commodities; ? the use of language and tone that anticipates new and emerging technologies and techniques for the qualitative and quantitative measurements of data; and ? linkages to valuation and the valuation code (The VALMIN Code). Although the Canadian and Australian reporting regimes for public statements on Exploration Results, Mineral Resources and Mineral (Ore) Reserves are similar in intent and coverage, they differ in detail, sometimes substantially. Canadian requirements are generally more wide-ranging and prescriptive than Australian requirements, including in the need in many situations to publicly lodge a Technical Report, a requirement that does not exist in Australia. Australian-listed companies seeking to list in Canada, and Competent Persons seeking to act as Qualified Persons in Canada, need to ensure that they are fully conversant with Canadian regulations and how they differ from those in Australia.

A study has been undertaken into mine ventilation systems currently in use within Australian modern coal longwall (LW) extraction mines. It reviews systems and discusses evolving changes being adopted to address the more complex challenges. There is a strong move to longer panels, wider faces, greater extraction heights, increased production rates, more efficient ventilation and decreased personnel. Each of these changes is motivated by improvement in productivity and generally leads to cost reduction. In addition, mine workings are moving deeper, which results in increased ventilation control issues such as higher total and respirable dust levels, greater seam gas contents in parallel with lower in situ permeabilities, spontaneous combustion and heat management issues. A comprehensive database of Australian LW ventilation practice is analysed. Currently there are a variety of LW panel ventilation circuits used in Australian underground coal mines due to various combinations of seam characteristics, gas emission rates, spontaneous combustion, geological features and surface constraints. The main issues usually addressed in the designing and planning of ventilation circuits for LW panels are airway velocity, gas concentrations, LW cutting methods (eg Bi-di, Uni-di or half web), ventilation of control devices, pressure differentials and leakage paths and understanding gas concentrations across the length and width of the goaf. If the ventilation circuit can manage the applied contaminant load (gases, heat and dust) at an acceptable cost and circuit duty, then supplementary controls, such as gas drainage, refrigeration and dust sprays and scrubbers, may not be required. "Autoclaves have been in commercial use in the mining industry since the early 1950's the initial applications included tin, uranium, cobalt, nickel and copper extraction under both acidic and alkaline conditions. These circuits varied in batch or continuous operation. The geometry has been spherical, vertical, and horizontal type with up to six agitators, with throughput as high as 1000 stpd.Presently autoclaves are a good process selection for many refractory sulphide gold bearing ores. The first application of pressure oxidation in the gold industry was at the Homestake Mcglaughlin's Mine which was commissioned in 1985. This was an acidic pressure oxidation process treating 3000 stpd in three four compartment horizontal autoclaves 14' diameter and 53' long. Since the initiation of autoclaves for the treatment of gold bearing sulphides, there are presently 16 gold autoclaves operating worldwide varying in size up to 18'4"" inside diameter. There are seven autoclaves for the treatment of refractory sulphide gold bearing ores to be commissioned in 1997 and 1998.Autoclave technology has progressed extensively since the mid-eighties. Operational experience has made rapid progress and the result is much smoother and safer autoclave operation. There have been many advances in autoclave technology design. For example, the use of exotic materials for corrosion resistance to reduce down time for maintenance. The instrumentation involved in autoclave operation is very sophisticated which allows for many safety features. The advanced design has allowed for greater availability and as a result operating costs and maintenance costs have decreased. These technological advancements have made autoclave technology more safe and this has resulted in a greater acceptance of this type of operation. Many of the gold autoclave facilities operate up to 9 months continuously without shutdowns. The advancement of autoclave technology has inspired many new applications.Because of the outstanding operation of autoclaves in the gold industry, many other applications for autoclave technology are being considered. Introduction Although mining in one form or another has existed for millennia, the use of numerical methods for mine design is a relatively recent development. The basic physics that control the behavior of rock or soil have been known for centuries, but it wasn’t until the last half of the twentieth century that analytical methods that could accurately predict the behavior of a large, irregular rock mass were developed. Before the advent of modern computers combined with differential and integral analytical methods, numerical methods available to mining engineers were limited to closed form solutions for simple excavation geometries. Today, mine-scale three-dimensional stress analyses can be performed on a relatively inexpensive personal computer. Many of the recent advances in rock mechanics modeling are the result of research funded as part of nuclear waste repositories around the world. The large scale exacting performance requirements of waste repositories are frequently very different from traditional rock mechanics projects. These facilities are designed and built under tighter control and scrutiny because of the potential hazards they present to the public. Therefore, a great deal of research towards advancing rock mechanics and numerical modeling resulted from these projects. Much of the repository research is applicable to commercial mines. The advances in modeling programs have been paralleled by advances in computer equipment. Today, a moderately equipped personal computer can handle most mine geomechanical modeling projects in a reasonable period of time. While the learning curve varies, an engineer with modeling experience can develop a medium sized model in a few days. The relatively low investment cost of geomechanical modeling today makes it accessible to most mining operations. The benefits of a solid geomechanical modeling program include reduced operating costs, improved safety, and reduced design costs.

In July of 1974 a study team comprised of the authors was formed by the Department of the Interior. It was supported in part by funding from the National Science Foundation. The purpose of this study group was to visit coal mines and research and manufacturing facilities in England and Germany, to review the status of mining in these countries, and to identify mining technology which might have application to U. S. mining conditions. The duration of the visit was 18 days. The first week of the trip was spent in England. Time does not permit a complete recitation of the team's impressions but a few of the more interesting technologic developments will be discussed. Introduction When the investigation of radioactive ores began at the Mines Branch about five years ago it was at once evident that improved chemical methods for the determination of uranium were essential. The published methods available were time-consuming and insensitive and were lacking in accuracy and precision. It was desirable to obtain methods which would be rapid, sensitive, and accurate. They should also allow for the possible presence of any interfering elements and should be adaptable to routine analysis by technicians. Chemical methods are necessary to provide standard analysed samples for counting and to check analyses by counter methods. Moreover, counter methods cannot be used, and only chemical methods are suitable, when the sample is not in equilibrium, as with weathered minerals and leach residues. As leaching processes are improved, more sensitive chemical methods are required for the increasingly lower content of uranium in the leached residues. When the leaching process reaches the plant stage, speed of analysis becomes more important, without sacrificing accuracy. The purpose of this paper is to describe briefly .the methods used at the Mines Branch for the chemical analysis of uranium in ores. These methods represent the results of investigations by a number of groups in the United Kingdom, the United States, and Canada.

"In the present study classical induction design tools are applied to the problem of heating nonmagnetic metal billets, using 50 Hz AC. As an example of great practical industrial interest, the induction heating of aluminum billets is addressed specifically. The predicted work piece power is compared with the measured work piece power for a long and a short coil, using well established methods, such as those of Burch and Davis, introduced in 1926/28, Dwight and Bagai in 1935, Baker in 1944/57, Vaughan and Williamson in 1945, and by Tudbury in 1960. A calculation methodology based on a combination of the available tools is also introduced and discussed. The method has proven to give an error of <10% of the actual work piece power. An equation for Tudbury's work piece shortness correction factor is disclosed for the first time.IntroductionInduction heating of metal billets is a practical problem, with a geometry suitable for solution using analytical methods. This paper will examine solutions related specifically to round work pieces in round coils, although the methods presented can be extended to other regular shapes of work pieces and coils[l]. The methods can also be extended to ferromagnetic materials with slight changes[2-3]. It is assumed that the coil and work piece have a consistent diameter over their entire length and that the work piece is at least as long as the coil. Correction factors can be derived for the cases where the work piece is shorter than the coil.The study of induction heating by coils began in the late 19th century with theoreticians like Heaviside[ 4]. The work of Burch and Davis[ 5-7] in the 1920' s greatly improved the theoretical understanding of induction applied to metallurgy. Many investigators in the 1930's-1950's: Dwight and Bagai[8], Baker[l-2, 9], Vaughan and Williamson[3, 10] and others[l 1-12] added to our understanding with clearer mathematics, solutions for specific applications, semi-empirical modifications and practical design tools. Much of the accumulated knowledge is available in books, such as Tudbury's practical text or Simpson's engineering guide from 1960[13-14]. Perhaps the best description and derivation of the theoretical and semi-empirical solutions can be found in Davies[15]."

"This paper indicates the extent to which Canadian coal mine operators have taken advantage of developments in the science and technology of coal that would allow them to better satisfy changing market demands through improving the properties of their products. At some mines, no attempt is made to alter the coal from its as-mined condition, but at most mines grading into various size ranges and hand-cleaning of lump sizes is undertaken.Over-all, Canada Jags behind most of the other major world coal producers in the proportion of its coals being processed in wash plants. To some extent, this is due to the fact that a high proportion of the coal production satisfies market demands without such treatment. On the other hand, a few of the coal mines in Canada, which produce about 25 per cent of the nation's total coal output, have in operation some of the most modern coal beneficiating equipment available, including jigs, flotation cells, water cyclones, centrifuges, disc filters and thermal dryers."

Coal mine operators are obligated to mitigate or plan for subsidence under the new regulations. This paper presents the types of subsidence control measures that may be employed to meet these requirements, which include: changes in mining methods, strata stabilization after coal extraction, construction of specially designed surface structures and foundations to accommodate ground movements, and comprehensive planning and coordination of surface land use with underground mining. The basic principles of these techniques, along with specific procedures that may be followed to implement them, are briefly discussed. Subsidence control methods that are currently being investigated are mentioned.

"Coal pillars are prone to scaling over time, and are progressively reduced in size and consequently subjected to increased load and reduced strength. The effective factor of safety therefore reduces. Databases of failed and stable pillars cannot, therefore, be regarded as definitive.More than a decade has passed since the first attempt to predict the lifespan of pillars. This paper presents a review based on the new database and pillar strength equations. The methodology for the analysis is based on the fact that pillars scale. The ultimate safety factor (defined as the ratio between strength and load at the time of failure) is derived, followed by an estimate of the rate of pillar scaling, which results in an estimate of the expected time of failure.It is suggested that the predicted lifespan should not be used as an absolute indicator of expected pillar life, but rather as an index – the pillar life index (PLI) – to complement the safety factor and related probability of failure when evaluating pillar stability. A pillar with a predicted lifespan of less than 500 years would be regarded as being in danger of imminent collapse, while a lifespan of at least 1 000 years should be required for long-term purposes.The differences between this analysis and that published in 2003 constitute a strong case for regular reviews of all the empirically based stability indicators, namely the safety factor, probability of failure, and the PLI. Reviews at 10 year intervals appear to be required.The constants in the proposed method are valid only for the Witbank No. 1, 2 and 4 seams and the Highveld No. 2 and 4 seams.IntroductionIt is well known that over time, coal pillars are prone to scaling, and thus are progressively reduced in size and consequently subjected to increased load and reduced strength. The effective factor of safety therefore reduces and it is quite possible for failure to occur after a long time interval. In fact, scrutiny of the database of failed pillars indicates that failure occurred after periods ranging from 2 to 49 years, and not immediately after mining.The factor of safety for pillars at the time of failure is not the same as that immediately after mining. The concept of the safety factor is based on the pillar strength obtained by statistical analysis of pillar dimensions immediately, or within a month after mining, when the surveys are conducted. Strictly speaking, the safety factor as commonly used is valid only immediately after mining, and it continues to reduce thereafter. The ideal situation would be to base analyses of pillar strength on pillar dimensions at the time of failure, but that is simply not possible because the real dimensions cannot be measured at that time."

"An attempt to review the recent literature on comminution reveals at once that the subject has many ramifications and that the applications are so diverse that there are very few general statements which can be made.It. seems reasonable to start classification on the basis of size of material as Input to the comminution process. However, we find that this can only be done in a very imprecise manner.The initial step of breaking rock from its natural state of very large pieces in geological formations into sizes suitable for processing is accomplished by blasting. This step in the process has not been ex-amined in this project except to note that great changes have been made during the last decade or so in the explosives used, and in the method of handling them. We should determine what effect changes in mining methods can have on the need for crushing.The second step in the process is usually primary crushing, performed by gyratory or jaw crushers. The largest chunk which can be fed to a jaw crusher depends on the size of the machine, and should be larger than the largest fragment produced in the miring process. It is obvious that the larger the crusher, the less care required in mining to en¬sure the absence of rocks too large to be crushed. The optimum size of crusher to minimize overall cost of mining and reduction is not at all obvious, and no information on this point has come to light in this investigation.It is rather generally accepted that size reduction is most efficiently done in small stages, and that different machines have different opti¬mum size ranges of feed. For example, crushers are preferred for sizes above about 1"", rod mills for the range between 1"" and 0.1"", ball mills are preferred from 0.1""down to perhaps 10 microns, and vibratory mills, or jet mills, below 10 microns."

Lime is one of the most extensively used chemicals in industry. Other than sulfuric acid, it is used in greater quantities than any other man-made industrial chemical. In 1974 there were 20,368,000 tons of lime used in the United States, which amounts to approximately 190 pounds for each man, woman and child in our nation. Lime also is perhaps the most diversely used of any industrial chemical. It is used in such areas as pharmaceutical, chemical, steel making, glass making, production of copper and aluminum, sugar refining, agriculture, construction, ecological endeavors, potable water treatment and sanitation. Figure I lists the major uses of lime for 1974, which is the latest year for which this data is available. The impact of the use of lime for ecological reasons did not show up to any appreciable extent in 1974, but we expect this to be a significant factor within the next few years. Fortunately, in the United States and also in most of the world, there are many deposits of high quality limestone available for the production of hood quality lime. For this discussion, we will assure that a limestone of a suitable quality and size consist will be available in a storage bin or stockpile near the kiln. Quality requirements for the lime product will be covered. We also will give a brief description of the three most popular types of lime calcining systems, how they function, and expected lime product quality from each of these. Commercial fuels and major accessory equipment will be discussed briefly.

"THE ASSESSMENT of pneumoconiosis-producing dusts in mines and other industries is usually undertaken for one or more of three reasons: (1) To compare dust exposures at particular operations with standards of permissible dustiness in order that hazards may be evaluated and preventive procedures initiated where required.(2) To study particular operations with the objective of improving dust control devices or procedures by locating dust sources. (3) To obtain data which, along with the results of medical investigations, may assist in understanding the causes of dust-induced diseases or aid in the establishment of permissible standards of dustiness. Most dust measurements are made for the first of these reasons -to evaluate dust hazards so that they may be controlled. For this purpose, four quite different assessment techniques have been in widespread use for many years. One of these is based on the konimeter, an instrument familiar to most .Canadian mining men; a second on the impinger, which is also widely used in Canada, and almost exclusively so in the United States; a third on the thermal precipitator, used extensively in Britain and South Africa; and a fourth on the tyndallometer, a light-scattering instrument used in Germany."

"SKSTM oxygen bottom blowing smelting technology was developed by SKS-ENFI at SKS Smelter, Hunan in the 1990s to replace the conventional sintering process and thus to meet the high national EHS standard for lead.Since then, two major milestones have been achieved:1. Since 2002, the SKS oxygen bottom blowing smelting-blast furnace reduction has been in operation at SKS, YGL, Chizhou smelter etc. Now in China, about 50% of the lead (4.2 millions t/year) is produced using SKS process; and2. Since 2008, the blast furnace has been replaced by direct reduction of molten rich lead slag at YGJ smelter, which is more energy-efficient since no slag cooling is required. This two stage process (SKS Oxidation- Direct Reduction) is named as the YGL process.Since 2008, numerous technological innovations have been implemented in the furnace design, process control, and maintenance at YGL. The plant has been successfully demonstrated its unique excellent performances on all aspects from processing capacity, product quality, energy reduction, cost reduction and emission reduction. The purpose of this report is to update all the improvements with proven tracks.Meanwhile, a preliminary comparison on the following aspects between the YGL process and other similar technologies has been discussed:1. Plant design and operating conditions;2. Mass and heat balances, metal (Pb, Ag) recovery;3. Consumables, oxygen gun and refractory lining life;4. Energy consumption and operating costs;5. Sulfur capture and emission reduction etc.It is concluded that the modified SKSTM process is a clean SO2-free emission process. The process is characteristic of other features such as no extra fuel addition, low capital with a small foot-print design, low OPEX, high throughput, easy operation, long refractory lining life and high productivity (95%+ on line time annually). It offers an alternative cost-effective technology for lead smelting industry."

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

The recovery of the energy inherent in coal beds throughout the world has been done through the years by methods that today may be justly regarded as primitive. While the techniques of coal mining through the application of machines and the enhancement of information and skills have advanced to an extraordinary extent, particularly during the past 20 years, the underlying means is essentially the same as when man first began to mine coal. Despite this progress in the manner of coal mining, it continues today as a hazardous, toilsome, grimy task. Coal mining per se has advanced at a greater and more rapid stride in the past 25 years than the mining of any: other mineral, but the basic method is fundamentally the same as it was the first day a miner took a pick into his hands many centuries ago.
