As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

Claims of 16 gold mining companies seeking damages from L-208 will be heard in Court of Claims starting Jan. 26. Earlier this year, judges ruled that 3 gold mining companies could sue for damages from the wartime order closing their mines. Congress later waived the statute of limitations thus permitting other gold miners to get in their claims. Despite power shortages third quarter production of aluminum exceeded that of the previous period by 2.2 pct. However, September production was 16 million lb less than in August. Hewitt-Robbins, Inc. dedicated a new $1 million addition to the company's Buffalo, N. Y. belt conveyor plant. New equipment, including a $220,000 press, will make belts up to 70 in, wide, compared with the former limit of 60 in. Charges of a tin cartel in Malaya are not backed up in the latest U. S. Government report according to the Malayan Tin Bureau. The U. S. mission reported that it "did not discover any evidence of curtailment of tin output by the mining and smelting industries." It noted that guerilla activity had halted exploration and expansion attempts by producers.

T HE Board of Directors of the A. I. M. E. held a meeting at Institute headquarters on Jan. 28, 1921. There were present 10 directors and 14 guests, the secretary and the assistant secretary. The following actions of the Executive and Finance Committees were approved: Wilkes-Barre Meeting, Sept. 12 to 17, 1921; authorization of Oregon Section; authorization of Upper Peninsula Section; appointment of Philip W. Henry and Thomas H. Leggett on special committee on Code of Ethics; and presentation of five copies of Raymond Memorial Volume to T. A. Rickard, who edited it. The By-Laws of the Ohio Section were approved. The resolutions in reference to the payment of certain contributions and assessments to the Library Board of the United Engineering Societies, adopted by the Board of Directors on June 27, 1919, were rescinded, and the resolution adopted that the income of the James Douglas Trust of $100,000 be paid over to the Library or otherwise applied by it for the purpose of maintaining the Scientific Library of this Institute in such manner as may be deemed advisable in furtherance of the purposes of such trust, and that said income shall be paid on account of and included in. the assessment levied by the United Engineering Societies on the Institute for the maintenance of the joint libraries of the Founder Societies.

QUALITY and size do not ordinarily go hand in hand, but there is good evidence that both these attributes reached a new peak at the Annual Meeting of the Institute in New York just concluded. Certainly, the total attendance of 2500 was far above any yet attained, as might be expected with the recent rapid growth of Institute member- ship. General comment indicates that the quality of the papers also was notable, though not measurable by so definite a yardstick as attendance. During the meeting 49 technical sessions were held, at which more than 250 formal papers were presented. In addition, there were some thirty special meetings of committees, Divisions, and other Institute groups. In reporting the Annual Meeting eleven years ago the statement was made that "unless the Engineering Societies should build for themselves a new building it is probable that no meeting can be larger," and "the fifth floor, where a buffet lunch is served each day, has reached its full capacity and it seems quite evident that any future development of Institute meetings must be along the lines of quality, not size." Unfortunately the angel to succeed Andrew Carnegie, who financed the building of the present home of the Institute 35 years ago, has not yet ' appeared. Sponsored by the Utah Section of AIME, the 1960 Annual Rocky Mountain Minerals Conference brought more than 500 members of the mineral industry to the conference rooms of the Newhouse Hotel in Salt Lake City during the period October 5 to October 7. Under the overall supervision of J. M. Ehrhorn, general chairman, and H. E. Wright, assistant general chairman, the Conference offered 14 papers of technical interest in four sessions during the first two days, and it culminated in the Exploration Symposium held on the morning of October 7. The opening session of the Conference, meeting on the morning of October 5, heard R. P. Work, utility engineer of the Mountain Fuel Supply Co., discuss the growth and economic factors related to the use of natural gas in Utah. In his paper entitled Natural Gas Market In Utah, Mr. Work emphasized the very good prospects of natural gas serving almost all parts of that state. He mentioned that recently the El Paso pipeline, built to serve the Pacific Northwest with gas from Texas, has permitted natural gas to be available to Eastern Utah, and a tentatively planned pipeline from Green River, Wyo. to Southern California will bring natural gas to the central and southeast areas of the state.

El desarrollo de actividades productivas, que tienen como principal insumo el recurso hídrico en la región Tacna hacen de dichas actividades un reto, debido a factores como la variabilidad climática, a la ubicación de la región Tacna en la cabecera del desierto de Atacama y la oferta hídrica disponible con que cuenta Tacna para satisfacer las demandas diversas. Las características particulares de la Región Tacna hacen que sólo se cuente con precipitaciones de importancia en sólo en tres meses del año (Enero a Marzo) y el resto del año sea de estiaje. Los diversos modelos de proyección climática establecen que las condiciones de los parámetros de temperatura y evaporación se incrementarán mientras que la escorrentía superficial disminuirá afectando a las poblaciones más vulnerables, cuyo rubro económico es la agricultura y ganadería especialmente en las zonas altoandinas.

Antes de determinar la construcción de una represa de relaves, es necesario evaluar la locación y el procedimiento a utilizar para el depósito de los mismos. En este sentido, el objetivo del trabajo describe la rehabilitación de dos represas en la zonas mineras del país, donde una ejemplifica el aspecto del lugar en que fue situada, mientras que la otra, describe el procedimiento de su construcción. La primera de las represas de relaves se sitúa en el lecho de una quebrada, donde previamente se excavó hasta encontrar una roca firme, construyéndose un acueducto de concreto que sirve para decantar las aguas provenientes de relaves y lluvias. El depósito de relaves se realizó por una tubería elevada sobre la represa, separando las arenas segregadas debajo de los pitones para formar los bancos de la represas con ese material. A diferencia de otras represas convencionales, la filtración del agua es necesaria para lograr una distribución en cantidades que no afecten la estabilidad de la empresa. Así, esta primera represa cuenta con un reservorio adecuado y un acueducto de piedra que filtra la humedad, aunque no logró filtrar completamente el agua de la represa, desequilibrando el contenido de la arena con el agua. Para subsanar dicha situación, se tuvo que perforar con brocas diamantinas la roca debajo de la represa, concluyéndose que la estabilidad de la represa es un elemento necesario para la construcción de la locación. De otro lado, la segunda represa está situada sobre una quebrada angosta, donde el terreno en el que se depositan los relaves es detrítico sobre la roca permeable. Para el procedimiento de su construcción se excavó una zanja sobre el piso de la quebrada y se colocó una tubería de doce pulgadas para tomar el agua que posteriormente se decantaría por las chimeneas de concreto. En la rinconada de la quebrada se excavó una hoya con suficiente pendiente, a fin de contener huaycos y asi evitar que la sedimentación obstruya el canal. Luego se realizó una modificación a través de la deposición de arena de los ciclones en la construcción de bancos de reservas, adoptándose la estructura de una represa sobre otra, de forma que la arena nunca descansa sobre la lama, la filtración se hace más lenta a través de ambas represas y el riesgo de roturas del banco es menor, obteniendo un mayor espacio de área para la decantación y el almacenamiento de aguas en la represa. Así, los ciclones se convierten en un elemento de ayuda para la represa auxiliar, rehabilitando a la represa anterior y permitiendo que esté activa nuevamente.

"This paper provides guidelines on performing mass and energy balance modelling involving coal and coal derivatives. Usually, the inputs to a pyrometallurgical process would be specified in terms of elements and compounds. Reliable thermochemical data is more widely available for species involving uniquely defined, relatively smaller molecules. However, in the case of coal, the molecules are extremely large and not uniquely defined. Consequently, modelling processes involving coal and its derivatives have several potential pitfalls. These are outlined in the present paper. The main findings are as follows:•,Coal proximate analysis should not be regarded as absolute; it could vary with several parameters, including heating rate •,For modelling, the use of ultimate analyses should be considered a preferable option to proximate analyses, where, ‘fixed carbon’ and ‘volatiles’ are not defined in terms of chemical composition •,Significant errors could be made if the larger molecules are neglected during calculation of the calorific value (CV) of coal gas (the gas liberated when coal is heated in the absence of oxygen) •,For elemental analyses, the oxygen content (which is calculated by balance) should be checked to ensure it is within the expected range •,For representation of sulphur in coal, double-counting due to SO3 in the ash analysis should be avoided •,Potentially, oxygen in coal could be represented as O2, H2O, CO, or CO2; however, use of some of these species without considering the experimentally determined gross CV results in significant errors in the energy balance. If coal enthalpy is calculated from elemental analyses without correction, representation of coal oxygen as H2O(l) gives reasonable accuracy (up to 6.9% error for a set of South African coals). Coal volatiles could be represented by a complex mixture of compounds, even using different oxygen-containing species than the abovementioned four, provided the enthalpy is corrected •,It is recommended that an ‘enthalpy correction value’ is incorporated in energy balances involving combustion, devolatilization, or conversion of coal and coal derivatives, e.g. coke, char, or tar. That would imply that proximate analysis, elemental analysis, as well as the gross CV would be required for all solid or liquid coal-derived substances being modelled. No other correction due to the form of carbon being different than graphite should be used, as that would imply doublecounting some effects."

This paper outlines the methodology and results pertaining to the simulation of the U.S. coal industry in the context of an integrated, time-dynamic model of Long-Range Energy Developments and Supplies (LORENDAS). By way of background we will present first an overview of the overall LORENDAS model structure. We will, then, outline the characteristics of the formulation and data used for the representation of the U.S. coal industry. Finally, a series of model results will be reviewed, with particular emphasis on the long term projections of coal production and distribution under different basic economic and/or political scenarios.

Sampling of grain, animal feeds (solid and liquid) including important mineral mixtures in the Danish agricultural sector is subject to an ongoing investigation with the objective of improving existing (suboptimal) sampling procedures. Results from the first six months are presented here; the project will continue for two more years and will include international collaborators (Australia and Canada). The Danish authorities have instituted a system of control analysis, which contains a set of mandated sampling and analysis methods. From a preliminary survey it was concluded that in fact all of the existing sampling procedures are not optimised in the light of Pierre GyÆs Theory of Sampling (TOS).

IT is apparent that repressuring of the oil measures is becoming increasingly important to the oil industry, and is a matter that warrants the best efforts of the petroleum engineer charged with applying this method of operation to a producing property. Considerable attention has. been directed to repressuring in various California oil fields, such as Dominguez and Seal Beach, which have served to sell the more progressive operator on this idea and also to keep him sold. The projects that have received most attention are in comparatively young fields where the fluid levels are high, the wells, perhaps, still flowing, where the wet gas production is of considerable volume, and where there is vital need of immediate conservation of gas, which otherwise would be blown to the air. The new State of California Gas Law, which prohibits the waste of gas, has served to interest the oil industry in -means of conserving the gas that is now being blown to the air because of lack of markets. This vitally affects the operator in the older, well-depleted oil fields of the state, because in many cases he has a limited market for gas, on account of the flush production from the more active oil fields. While the waste of gas is relatively small in these older fields, such as the Midway-Sunset area, it now attains considerable importance, since under the new State Gas Law it must be put to some beneficial use. Repressuring in the older fields of California has not received the attention of the petroleum engineers that is warranted by the present situation. This paper was prepared with the view of presenting the salient features connected with repressuring in the well-depleted oil measures of the older fields, and to show what results have already been obtained in these fields by injecting the unmarketable. gas into the sands, particularly in the Midway-Sunset field in the San Joaquin Valley of California. Other projects in the older fields of the state offer some supporting data in this connection, such as the Shields Canyon and the Brea Canyon fields.

"Compagnie Miniere Esperance operates a gold primary ore body. The ore is processed through crushing, grinding and gravity concentration generating tailings with remaining fine gold. Analyses of the tailings proved a residual gold grade sufficient for a chemical treatment.As lab tests proved the technical feasibility of a pre-concentration using flotation, an on-site pilot operation has been carried out to assess the continuous circuit performances, define the best configuration and obtain enough data for the industrial circuit sizing.Data collected during the pilot campaign have been used for calibrating a process simulator built with the USIM™ PAC software. The simulator validated the feasibility of upgrading the existing plant, including the reprocessing of tailings to obtain a good fine gold recovery in a small amount of concentrate. Compagnie Miniere Esperance (CME), a mining company based in French Guyana, operates a gold primary ore body in open pit. The ore is processed through crushing, grinding and gravity separation. Tailings are stored in a ?fine? pond. Analyses of the fine ponds proved a residual gold grade sufficient for a chemical treatment. However, direct cyanidation would require a too large installation, regarding the local conditions (accessibility, supplying and rainforest meteorological conditions). It has been then decided to test the feasibility of a pre-concentration using flotation. Lab tests have been carried out by SGS Lakefield (Canada) in March 2007, which proves the technical feasibility. Therefore, CME asked Caspeo to: ? Carry out an on-site flotation pilot campaign. ? Design an industrial flotation circuit. The tailings reprocessing will contribute to a better tailings management and a dry up of the gold resource, limiting the risk of illegal mining after remediation of the CME site. CME MINE The Esperance gold mine is located in French Guyana, in the vicinity of several gold deposits as Omaï, Rosebel or Camp Caïman, holded by Iamgold and Newmont. These main gold deposits are located on the figure 1. Esperance was put into operation in the early 90?s. The first years were devoted to the mining of alluvial gold in the gravel of the Esperance Creek. Since then, operation was led in the primary gold deposit. Annual production is on average 254kg for a total production in fifteen years of 4300kg. Geology Esperance deposit is located in the greenstone belt of the Guyana Shield. Mineralization is in tectonic contact between sedimentary basin of Maroni and a granitic massif. Clastic series, composed of conglomerate and lamina sandstone, overlie a volcano-sedimentary basement (series called "Paramaca"). The area is strongly folded by shear movements, resulting from granite deposit. Gold is in interlacing quartz veins intersecting the clastic series. Gold is present in association with pyrite. Other elements, as silver or arsenic, are in negligible quantity. Exploitation The Maroni River is the only access to the Esperance mine. Only the saprolite and a part of the transition rock are extracted in the open pit. Excavation works are done using shovels Hyundai 450 (4 units) and haulage works using articulated dumpers Terex TA35 (4 units). These two sorts of equipments are presented figure 2. Mill The mill is composed of crushing and grinding processing plants. After gravity concentration, both plants produce tailings that are stored in two ponds: the first pond contains coarse product which segregates the particles crushed to 2mm upstream and settled clays downstream; the second pond contains the fine product made of particles ground to 200µm. These two ponds, bordered by dams and diversion canals, are located on former alluvial sites of Esperance Creek (see figure 3). [ ] The CME mill is currently producing gold concentrate, with a global recovery of about 67%. The ore is crushed by one jaw crusher and two hammer crushers. The ore then passes through a Knelson KC 48 gravity concentrator, producing a first gold concentrate. The

"Goldcorp is evaluating the potential for economic reprocessing of historic tailings at several sites, including the Aunor A facility located in Timmins. The overall project is investigating the ability to recover value, remove sulphide minerals and alternative tailings re-deposition strategies. Desulphurization of tailings will eliminate potential acid generation while improved tailings re-deposition could reduce long-term liabilities and closure costs. Through a task-share project between CanmetMINING and Goldcorp, tailings obtained from Aunor A site have been characterized using mineral association analysis and diagnostic separation techniques. The selected tailing samples contain about 2 g/t of gold. Mineralogical analysis has identified coarse agglomerates bound with gypsum and significant free gold, confirmed by high recoveries in cyanide leach tests. However, despite no evidence of surface passivation on the minerals, conventional flotation techniques were found to be ineffective in concentrating gold or sulphides due to the high fines content and highly agglomerated particles.INTRODUCTION Aunor Mine is one of the historic mines that belongs to Porcupine Gold Mines (PGM) in Timmins, Ontario. PGM has undertaken an extensive mine closure program to remediate the legacy and closed mines with the funding supported by operating mines since 2006. Over the course of 100 years of operation in the Porcupine camp, it is estimated (Stevens et al., 2013) that about 130 million tonnes of tailings have been generated. Aunor Mine produced 2.5 million troy ounces of gold between 1940 and 1984, while processing over 7.6 million tons of ore. The original gold grade of Aunor Mine ores was about 10 g/t. With 95% gold recovery at the time, an estimate of 0.5 g/t of gold remains in the Aunor Mine tailings. Aunor Mine has two tailings impoundment areas: designated as Aunor A and Aunor B. The two sites are similar in size, about 7 hectares each. The amount of tailings in the Aunor A site alone is about 3.2 million tonnes. In 2017, bulk tailings were sampled from five designated locations in Aunor A. They were characterized using mineral association analysis and diagnostic separation techniques. The bulk tailings samples contained about 10% total sulphur, 10% iron, 2% arsenic and 2 g/t of gold. The prime objective of this collaborative work between CanmetMINING and Goldcorp is to facilitate the timely development and deployment of innovative tailings reprocessing solutions, specifically in the areas of desulphurization, and recovery of metals. This work targeted specific tailings of interest to Goldcorp which goals are to improve its environmental footprint and to reduce long-term liability. Thus, it is imperative to look for innovative reprocessing options that can overcome not only technological challenges but also achieve economic benefits to offset the costs associated with reprocessing the tailings. Moreover, the greater goal is to demonstrate and deploy tailings reprocessing solutions to solve one of the industry’s most difficult challenges for a sustainable mining industry in Canada."

Old, abandoned or in situ processed and storaged tailings can be a potential source of remained valuable metals and minerals. By reprocessing of tailings, it is possible not only to achieve economical profit from recovery of valuable metals, but also to reduce environmental damage caused by tailings such as generation of acid mine drainage from sulfide minerals, mobilization of heavy metals, soils and groundwater contamination. In addition, storage facilities can be successfully redesigned with modern geotechnical requirements and monitoring to avoid a dam collapse of abandoned tailings. In this case study, the processing of low grade abandoned tailings was investigated. Copper (0.15%), cobalt (0.032%) and gold (0.35 ppm) were determined as main valuable and recoverable metals. Cobalt occurs as cobaltite and cobaltiferrous pyrite, while chalcopyrite represents copper. The fine fraction of tailings below 32 μm is enriched with cobalt and copper. Preliminary test-works with initial tailings sample were aimed to recover copper, cobalt and gold. The previously tested magnetic and gravity separation could not recover the metals in a pre-concentration step. Flotation tests of the tailings sample had shown a suitability for flotation without previous regrinding of the tailings. The valuable minerals are first proposed to be recovered by collective flotation, followed by a selective circuit with production of a low grade copper concentrate and a cobalt bearing pyrite concentrate. Based on various tested collectors, amounts of sulfidisation agents and activators, a suitable reagents regime was determined and used for up-scaling by locked cycled test. The Bond grindability testing procedure has been standardized to measure the same grindability values, i.e. Bond work index (BWi), for the same ore when tests are performed in different laboratories or by different operators. This is accomplished by the standardization of mill dimensions, tumbling speed, grinding ball charge weight and distribution, sample ore charge weight in the mill and operating practice. The results of this investigation reveal that the Bond work index grindability values may differ substantially with different standard Bond ball mills. This paper will review the results.

Conventional geostatistical algorithms cannot reproduce bivariate complexities such as inequality constraint, nonlinearity and heteroscedasticity. Poor reproduction of these features may decrease the accuracy and reliability of mine planning results. For example, it is not unusual to have an inequality constraint between primary and disturbing elements in a metalliferous deposit. Implementation of traditional methodologies for such complex data sets can lead to the incorrect reproduction of a bivariate relationship, which will affect the validity of NPV results. In this paper, an iron data set containing iron and silica grades with an inequality constraint between variables is introduced as a case study. This study proposes an algorithm based on a hierarchical sequential Gaussian cosimulation integrated with inverse transform sampling. The proposed methodology considers the linear inequation between two variables in the hierarchical cosimulation process to reproduce an inequality constraint. As a comparison, conventional sequential Gaussian cosimulation is also applied to the same data set to demonstrate the difference in bivariate relationships from both models. Unlike the proposed algorithm, the conventional cosimulation cannot reproduce an inequality constraint and slightly overestimates silica grades. The modelled realisations are then used to assess the uncertainty of a plan and generate a stochastic strategy that adapts the destination of the blocks depending on the scenario. Two-stage stochastic long-term production scheduling takes extraction decisions using average information (ie e-type model) and ore/waste destinations based on geostatistical realisations. As a result, the proposed strategy is closer to the upper bound, highest possible NPV for each realisation, than to the lower bound, deterministic strategy that does not manage the risk of sending extracted material to wrong destinations. Furthermore, Comparing production schedules resulting from proposed and conventional geostatistical methodologies shows the importance of inequality constraint reproduction and more accurate long-term mine planning.

REPUBLIC Steel Corporation's iron-ore properties in the Adirondacks consist of mines, mills, and sintering plants in the Mineville and Port Henry area and at Lyon Mountain. This article will deal with the properties in the vicinity of Mineville and Port Henry. In 1938, when Republic leased the Mineville- Port Henry operations from the Witherbee Sherman Corp., these properties had just come through some hard depression years. As a result, the mine development program was far behind schedule; most of the equipment needed replacement; and above all, the entire system of mining had to be completely changed to reduce operating costs. The concentrator had been in operation for many years; the process was dry and dusty. Machinery and equipment were either badly worn or entirely obsolete. The sintering plant, also long in operation, was badly in need of repairs.

"The formation of geopolymers from mine tailings using cold-bonding processes is known to be possible. Numerous cold-bonding methods exist, but the hydrothermal processes involving high temperatures and pressures in the presence of steam have been found to be the most ideal. This paper presents the results of successful preliminary studies to apply hydrothermal bonding processes to mine tailings agglomerates. Particle-size analysis revealed the particle size of the tailings waste to be 80 percent passing at 35 µm. The compressive strengths of the tailings pellets were shown to increase with time in the curing vessel, closely approaching the 400 lbf of standard iron ore concentrate pellets. These strengths are sufficient to allow use of the tailings pellets as aggregate materials for asphalt and cement. Additional applications may be possible, including reprocessing to extract more valuable materials and usage as agglomerated road-bed materials, backfills for building foundations, and replacements for sand and lime in cement.IntroductionMine tailings are a waste byproduct of ore concentration and are available in large quantities across the world. Despite their abundance, they have received little attention or consideration for beneficial use. One reason is that the chemical nature of the material is not well known. Another factor that has hindered direct usage is the fine particle size. This raises the questions: what is the composition of the tailings, and how can such fine solids be beneficially used? Because the mining industry produces concentrates, the tailings may be treated as concentrates and processed in the same fashion, but it would be inefficient to consider full sintering or induration conditions for materials that have little ore content. To achieve sustainable operation, the development of technologies to use these tailings is necessary. Mine tailings should not be considered waste, and an “out of sight, out of mind” mentality does not represent a sustainable solution for the future.One iron ore mine in Michigan is estimated to have accumulated more than 400 million metric tons of tailings during its last 30 years of operation, with an additional 180 million metric tons accumulated before the ore body is depleted. These mine tailings currently have no practical use, largely due to a scarcity of knowledge of their true physiochemical nature. It is thought that lack of quality control of the waste material prevents its use, but variability in the unprocessed ore prevents a consistent waste stream composition. The fact that the tailings are available in such great quantities makes them an extremely attractive resource. However, developing a sustainable, low-cost means of repurposing the mine tailings waste as a construction material may only be completed once the tailings are physically and chemically understood. Due to the high silica content of the material studied, cold bonding was determined to be the most viable method for processing the tailings into a usable product."
