A key issue in maintaining the mining industryÆs social contract to access community-owned resources, is the need to be able to demonstrate professional management of resource extraction and the risk associated with mining hazards. Significant failures such as disease relating to coal dust and asbestos and mine disasters such as Moura, Appin and Gretley have resulted in judicial and legislative interventions that respond to the community outcry but do not necessarily effectively manage the longer term risk in a sector driven by new technology. With the implementation of recent amendments to the Queensland Professional Engineers Act, senior engineers in all industries including the mining industry are required to be registered and to demonstrate that they have æmaintained competency in the practice of engineering in the area of engineering for which the (engineer) is ... registeredÆ. This may be facilitated through a report produced by an æAssessing EntityÆ. These entities are approved by the Minister on advice from the Board of Professional Engineers, Queensland. Engineers Australia and The Australasian Institute of Mining and Metallurgy (The AusIMM) are the two professional bodies approved as æassessing entitiesÆ charged with facilitating successful implementation of the process established by the legislation. The scope of the legislation covers engineering enterprises in Queensland and engineering activities elsewhere that may have been designed in Queensland. There is currently a challenge to determine what the necessary health and safety competencies for the mining industry are and how the maintenance of these competencies will be assessed. The different approaches taken by the two assessing entities are compared and contrasted. At the legislative level, establishing an obligation to assess professional competency is simple, but at the level of the profession, it is new ground that warrants a substantial research and development input. The challenge is to develop criteria by which the quality of such system can be assessed. The comparison is made by considering such issues as equity, effectiveness, efficiency, objectiveness and transparency. These five indicators are considered in terms of how they are applied in other sectors and how they might be applied in the mining sector.

Such a codification of our professional ethics is urgently needed, seeing how widely the views of mining engineers differ on some of the point-,. raised, for example, I have no hesitation it) performing a class of work, as to which Mr. Hammond seems to entertain some doubts, and, on the other hand, I strongly condemn a practice which he appears to recommend. I have not the least hesitation in making reports for vendors of mining properties, and am constantly doing so; . the best justification for this practice may be found in the fact that such reports have been repeatedly accepted by buyers as giving a correct representation of the facts of the case, which is all that should be demanded from any report. On the other hand, Mr. Hammond advocates that mitring engineers should take payment for their reports tin shares of a company to be floated upon the basis of such reports. I hold that this is ethically wrong, as even the most honest of men is liable to be unconsciously biased under these conditions. Indeed, I go much further, and maintain that a mining engineer who re¬ports or advises upon mining properties should never hold any-mining shares at all, or be himself interested in any mine,' and this has been my consistent practice for many years. A man who holds shares in a mine, and is called upon to report upon a neighboring property or a similar mine, can never be wholly unbiased, and even if lie could be, he would always lay himself open to the suspicion that he was giving a favorable report so as to-enhance the value of the property in which he himself is interested, or an unfavorable report so as to stifle competi-

The theme of this Conference is 'The Future of Mining in New Zealand' to be addressed at a time of deepening economic concern. To ensure the assessment and development of our mineral resources in a competitive, safe and environmentally acceptable way a modest supply of a rare commodity û the professional mining engineer û must be assured. This paper briefly' reviews the history of mining education in New Zealand, discusses relevant overseas academic concerns and actions and discusses recent local trends which have led to a most serious recruitment position in the Department of Mining Engineering at the University of Auckland. Conclusions are drawn and proposals made which may remedy this situation which could have serious economic and sociological consequences for New Zealand.

Management for mine construction and development differs from that needed for routine mine production and maintenance. An integrated approach to managing mine development projects must consider contract documents; management organization of a project; the project manager's role and the field supervisor's responsibility; and the use of scientific techniques for planning, scheduling, executing, and controlling projects. Professional project management encompasses the following: • Preparing contract documents that establish technical and financial schedules, and detail the responsibility for the physical work commitment. • Developing a project's organizational structure, to clearly define the roles of the project manager and the field supervisors. • Establishing project management and field supervisor relationships, to avoid ambiguity in assigning responsibility and to ensure desired project progress. • Using management science techniques, particularly networking techniques such as the critical path method for planning scheduling, executing, and controlling projects. Project Versus Production Management Project management differs from routine production management in the following ways: • Uniqueness: A project is unique. Production operations tend to be repetitive. The magnitude of one-time capital expenditures for many facets of mine development warrant special skills and attention. These professional project development skills must already be available by prior experience in the management team. • Personnel: In projects, personnel are usually assigned on a specialty basis and frequently change with the project activity. On the other hand, production personnel work together, more or less permanently. • Management Structure: In a project there may be several staff-line relationships that are not clearly defined and change with changing project activities. In a production situation, the lines of communication and authority are usually well defined. • Time Frame: A difference between project and routine production management is that project activities have comparatively less well defined durations and often tend to be relatively short-term. Production usually has both long-term and short-term plans and well defined long-term and shor-term goals. In project management, formal, critical, short-term reviews are frequently required. In production management, five year plans can be formally adjusted quarterly and annually. Short-term weekly or daily reviews can be informal. • Response to Delays: Delays in a development project may occur without anyone being immediately aware of their existence or suspecting the magnitude of consequence. In contrast, any delays in the production process can be easily identified from prior results comparison. Additionally, the response is quick, usually in a set routine. This can be traced back to the management structure and personnel. • Control Techniques: Measurements of project progress for control are not easily made due to the variety of activities that are carried on at the same time by different work groups. The yard-sticks of performance measurement for individual activities, let alone for the total project, are not easily established. However, due to the difficulty in detecting project delays, a workable control system is vitally important to a project manager. To apply a scientific project control technique such as "management by exception" requires specific planning and monitoring from the project manager for each activity in the project. Production and productivity are quick and effective yard-sticks of measuring performance in a routine operation. Control techniques required in production management usually revolve around these measures. Construction Contracts The construction contract is an important document that establishes contract scope, technical and financial details of the work, and achievement deadlines. It may also serve as the contract document to pay for work done and to verify field progress with planned progress. In practice, it is a good idea to develop a job-specific contract. This whole area is replete with legal precedence and procedures, and it is not the intent here to deal with the intricacies of establishing a contract document. But it is necessary to have an understanding of major contract types. Construction contracts are extremely important legal documents. They may vary in work specifications and enforcement of the provisions. Due to their nature, they must be composed with legal help and will take some time to compile. Even with all the precautions and provisions, it is not uncommon to find owner and contractor disagreeing. Therefore, it is important to include a way to resolve any difference quickly and to incorporate aspects of the contract as part of an overall management control tool for efficient project management.

Risks and abatements associated with preliminary reconnaissance, plugging and filling, and maintenance of perched mine water pool are examined. This case history showed that the initial appeal of portal plugging was replaced by concern over potential environmental hazards when details of implementation were investigated.

"When blasting is required in critical areas and anticipated shot movement and quick cleanup areessential to the success of the project it is extremely important to use the best technology available to achieve the goals expected by the customer. Wampum Hardware was given such a challenge in 2014-2015 when the PA Turnpike and New Enterprise Stone and Lime hired the company to do presplit blasting along the PA Turnpike. The face height averaged 45 feet (13.72m) and the shots had to be controlled to stop within 60-75 feet (18.29-22.86m) of the face or in this situation before they entered the travel lanes on the PA turnpike. In many if not most blasting environments, it is essential in controlling the movement of a blast, to make certain that the face holes are drilled at exactly the right place, with the proper amount and type of burden in front of and to the sides of the borehole. Profiling is an important first step to insure that the holes are drilled at exactly the right place and showing us the correct amount of burden in front of each and every drill hole."

A two-year study focused on current noise exposure levels in the South African mining industry, aimed at helping the Mine Health and Safety Council of South Africa meet its milestones for eliminating noise-induced hearing loss (NIHL). Methods A multi-task methodology was adapted from international baseline studies to determine the exposure to noise in both large-scale and small- to medium-scale mines. Results On average, 66.7 per cent of the employees sampled in year 1 and 78.4 per cent in year 2 were exposed to noise levels of above the 85 dB A legislated occupational exposure level. Conclusions Information obtained through the study could be developed into a national personal noise exposure database, including audiometric results, equipment noise emission levels and initiatives for noise engineering control by mines and equipment manufacturers to facilitate targets of eliminating NIHL. Este artículo analiza la nueva producción de cobre a partir de "minerales de desecho" de baja ley usando la tecnología de Blue Planet Strategies DEMET™ (Dynamic Electrode Mining Effluent Treatment, por sus siglas en inglés), que tiene como objetivo salvar la brecha de procesamiento entre la solución débil de lixiviación en operaciones de extracción por solventes/electrowinning (SX/EW), removiendo electroquímicamente los metales a partir de corrientes débiles y a la vez generando productos concentrados en metales objetivo en un análogo funcional de extracción por solventes (SX). Se estudió el tratamiento de la débil solución de lixiviación pregnant (PLS por sus siglas en inglés) y se usó para estimar los impactos económicos y de producción para una hipotética lixiviación en pilas de cobre brownfield y una operación aumentada DEMET usando SX/EW para tratar el "mineral de desecho." Se presenta la remoción de cobre a un 86% de eficiencia en las placas por debajo de 0,1 g/L de cobre con un consumo de energía de 0.55 kWh/lb de cobre y una concentración del producto mayor a 10 g Cu/L. El modelamiento arrojó aproximadamente $2/ lb para la producción total de cobre y costos de tratamiento menores o iguales a $1/lb con un inmediato aumento del margen bruto de operación del 12% para el brownfield incrementado. Se indicó también un aumento de la vida de la mina con un margen bruto promedio de 38% en la producción aumentada de "mineral de desecho" con valores de cobre de $3.25/lb.

THE raw material men in all industries, and copper is no exception, are accustomed to think of them- selves as the whole show, and not without justice, for if there were no copper mines the world would have no copper. Nevertheless, many different things costing money and resulting in profits must be done to their product before it is ready for the world's use. In other words, they are making the frequent mistake of Chinking in terms of partial costs. Nobody really uses electrolytic copper. Possibly that is why nobody seems willing to pay anything for it. The manufacturers, being canny, do not buy any more electrolytic than they feel that they can work up and sell profitably, although they like to make the raw material men Chink that they will take all that can be produced. This is a state of affairs that has aroused my sympathy and curiosity, and has induced me to study the financial history of the copper wire and brass industry of the country or such portion of it as publishes any records readily available to the curious minded. "Projections of demand for Alberta coal indicate a quadrupling of current production rates to some 70 million tonnes/year by the end of the century. About half of this output-comprised of subbituminous coal-will be required within the province, primarily for generation of electric energy. The remainder-roughly 70 per cent high-volatile bituminous (hvb) steam coal and 30 per cent medium- or low-volatile bituminous (mvb/lvb) metallurgical coal-will be exported, principally to Pacific Rim and Western European countries. Direct employment in mining and coal processing is projected to increase from the present ca. 3000 to at least 12,000 persons.This paper presents separate forecasts for subbituminous, hvb and mvb/lvb coal production in the period 1982-2000; notes a number of possible developments that could substantially modify these forecasts; and briefly discusses attendant infrastructure requirements. Attention is drawn to potential shortages of qualified manpower and to threatening inadequacies of transportation facilities.IntroductionDespite the dislocations triggered by the 1973 'oil crisis', energy budgets of Western industrial countries are mostly still in the very early stages of the anticipated transition to greater reliance on coal. Shift s to coal are still more often only talked about than being implemented; and the public policies which are essential for timely development of facilities for producing, transporting and using coal are in many instances not yet even broadly formulated, let alone enunciated.In these circumstances, long-range projections of coal demand and supply-even if restricted to internal requirements- are subject to greater uncertainties than usually afflict such forecasts.On the demand side of the equation, these uncertainties arise ultimately from linkages between a need for coal and the availability and pricing of OPEC oil. DESTRUCTION of the plants, machines, utilities, tools, materials, and other essentials for peacetime living penalizes not only the owners of the materials destroyed, but the world as a whole. Specifically, the fundamental fallacy of any proposal for the in- discriminate destruction of the German industrial system is that it fails to differentiate between the wartime and the peacetime economy of the Reich. We are for one simple, clear objective-an effective industrial means to keep Germany from starting another war. This objective should not be con- fused, especially before the war is even won, with the appropriate punishment of Germany or with the international arrangements for the long future to be made around the peace table by the representatives of the Allied Nations after victory is achieved. This paper, therefore, does not deal with broad, complex postwar questions of diplomacy and international policy. "Unconditional surrender" implies disarmament of the German armies, the surrender of all arms, munitions, air- planes, and other ordnance material in stock piles or in process. It also should include the elimination of all German war production facilities, such as ordnance plants, munitions plants, and submarine works, and the control of raw materials required by war industries.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.
