The main factors which influence disposal of mine waste under New Zealand conditions are identified and discussed: namely, geological conditions which produce soft weather-sensitive waste, wet and cold winters which affect productivity in such waste, elevated seismicity which affects stability and the need for water rights which involve public participation. The waste disposal scheme for the Martha Hill Project is described, thereby illustrating how these factors influence the planning of a current mine strippings and tailings disposal scheme.

The initial planning and detail design phase leading to the development of a 7.5 m internal shaft to service the deep 3000 and 3500 copper orebodies at Mount Isa, Queensland is well advanced. The choice of internal shaft access was made over alternative methods such as a decline from existing levels and borehole hoisting. The resulting access development requirements and shaft configuration for production have been determined. Several techniques are being studied for shaft development. These include the application of blind shaft drilling and large hole reaming methods as well as conventional sinking techniques. As the 3000/3500 Orebodies extend from 1000 metres to more than 1800 metres below the surface, high stress conditions and ground temperatures ranging from 45CC to 62CC are anticipated. The effect of these on the methods being investigated to create a favourable working environment will influence the final choice. Exploration diamond drilling is in progress to confirm the geology of the orebodies so that planning for their extraction including refrigerated ventilation concepts can proceed.

A case study examining the procedures and financial benefits of introducing dump leaching to augment the Mt Gibson Gold Project CIP operations is discussed. Metallurgical testwork, followed by pilot dump leach operations, confirmed that gold recoveries of greater than 60 per cent could be achieved by dump leaching Mt Gibson laterite ore. Capital and operating costs were determined. Pit optimisation using the Whittle FOUR-D optimisation program calculated an optimum cutover grade between CIP and dump leaching for one orebody. The resultant recalculation of reserves based on CIP and dump leach operating costs showed that reserves for that orebody could be increased from 329 000 tonnes at 1.9 g/t An, to 1 488 000 tonnes at 1.2 gh An. NPV for the CIP only option of $1.4 m, was increased to $4.0 m for the combined CIP/dump leach option. This technique can be applied to existing gold projects and to new Developments.

A recoverable uranium resource, shown to be suitable for in situ leaching, was discovered at Honeymoon in South Australia in 1971. Exploration of the deposit was carried out during the period from 1973 to 1979. Uranium mineralisation occurs in a coarse-grained unconsolidated sand aquifer located in the Yarramba Palaeochannel at a depth of approximately 110 m. Following initial development during 1979 to 1983 and the construction of demonstration leach facilities, the Project was put on hold. Southern Cross Resources purchased the Project in 1997. Government approval was received in March 1998 for the operation of on-site demonstration leach and recovery facilities while an Environmental Impact Statement was prepared and a 1000 tpa commercial production plant was designed. The Environmental Impact Statement (EIS) was released in June 2000 and operation of the test facility was completed in August 2000. Acceptance of the EIS by Commonwealth and South Australian state governments was announced on 20 November 2001. A Mining Lease was granted over the area of the proposed ISL operation on 8 February 2002. Operation of the Project is entirely dependent on using highly saline underground water resources to supply process and human needs. The management of discharge streams from the plant by re-injection was approved. The Honeymoon demonstration plant was the first adaptation of the solvent extraction process to highly saline in situ leach solutions. As such, it incorporated a number of unique operating and installation features. The trial period enabled optimisation of the process chemistry, additives and management and serves as an invaluable base for the proposed plant design and future operation. This paper discusses the nature of the uranium occurrence, the effect of saline water on the leach process and equipment, project design and environmental considerations, the requirements for disposal of discharge streams to minimise the impact on the arid environment and the requirements for rehabilitation following project completion.

Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. A recent headline in the Wall Street Journal declared, "trendy management schemes very often fail." Many of the management techniques addressed in the accompanying article are associated with quality management including reengineering, benchmarking, total quality management, and employee empowerment. The article made the point that executives, employees, and customers who are involved in such programs rate the effectiveness of these programs very low, and the programs often fail. Yet, we all know of companies that have made significant advances in their operations using these same quality management practices. Why do a few succeed while many fail? History has shown that the companies that successfully carry out quality management programs have two things in common: 1) Strong leadership committed to the success of the program. 2) A comprehensive plan for carrying out and maintaining the program. Stated another way -the reason many companies fail is the lack of committed leaders and inadequate planning. It is ironic that the title of the Wall Street Journal article is "The Best Laid Plans."

Without question, draglines are one if not the most effective tools available to the surface mining industry for overburden handling. With few moving parts and a two- or threeman crew, this machine silently sits and chews into millions of yards of overburden annually. A 100 cubic yard machine operating for 30 years will excavate three-quarters of a billion yards of material during that time. That is 750,000,OOO yards of material!

Land disturbed by alluvial gold mining should be restored to a capability or productivity as good as that which existed prior to disturbance.   Effective rehabilitation requires detailed planning prior to mining and must also be closely integrated with the mining operations.   The main constituents of a rehabilitation plan: description of existing site conditions, choice of final land use, establishment of final landform, water management and erosion control, soil reconstruction, revegetation and management of rehabilitated land are briefly described.

As part of a $2.2 Billion bridge project that will link Indiana and Kentucky, an interchange project northeast of Louisville will require the mining of a 6-lane tunnel system about 2,000 ft long in order to cross beneath the historic Drumanard Estate. This paper will discuss preliminary engineering that has been undertaken to compare two-bore and three-bore layouts, the planning of an exploratory tunnel facility, and the potential for including a test chamber to investigate the ability of high capacity roadheaders to mine the 22,000 psi limestones.

This paper presents the evolution of the studies and strategic plans to extend the life of operations at the Savage River iron ore project in north-western Tasmania. The current Life-of-Mine (LOM) plan for the Savage River operations is based on a series of open pits. Drilling has confirmed high-grade extensions of the magnetite resource at depths that exceed practical limits for open pit mining. Grange Resources Limited, the owner of the operation, is investigating underground options – not only to extend the LOM plan but also to maintain peak production at a reduced operating cost while reducing greenhouse gas emissions into the future. What makes this project unique is that it requires introducing a productive and cost-effective mining method to exploit a challenging geotechnical and geometrical orebody in an area of high rainfall. To support the study efforts, the development of an exploration decline, underground drilling programs, and an exploratory drive excavated into the orebody for geotechnical investigation was key to providing the necessary data for a pre-feasibility study (PFS). This paper describes the pragmatic approach and processes to developing the underground mining options study through data collection and then integrating these options into the open pit plans to optimise an overall strategic plan for the Savage River operations. The learnings for operators from this experience are how the technical and pragmatic approaches were aligned to develop the strategic plans, and the importance of timely investment in gathering the necessary data.

The objective with mine planning is to consistently deliver production conforming to quality and quantity requirements throughout the life of the mine. The complexity of the operational context of the modern mine extends far beyond the actual production actions and there is a need to find ways of analysing and managing this extended environment. A well-established approach to handling complex situations rely on the creation of representative models that use classification and visualization strategies. An example of the use of a classification scheme is the periodic table of the elements. All physical matter can be expressed as combinations of basic elements. Not only is the periodic table useful in classifying and identifying matter but it can also be used for the prediction of the properties of unknown matter and compositions of elements.

Methane has been a hazard since the beginning of coal mining and has influenced, more or less, every aspect of coal mine design. It is receiving increased attention lately because the rate of methane emission in coal mines is increasing as increasing demand for coal leads to exploitation of deeper seams and the use of higher productivity equipment. Consequently, the government and private industries have directed a great deal of effort towards understanding and solving the problem of methane emission in coal mines. In the United States, Consolidation Coal Company has pioneered research in this area since the early 1950's.1 Currently this work is being expanded by Consol through the Mining Research Division of the parent company, Continental Oil (Conoca), to find new techniques for degasification of virgin areas as well as control of methane in gob areas. Basic reservoir properties of coal seams, such as gas content, reservoir pres-sure, diffusivity, porosity and permeability are better understood today largely through the efforts of the U. S. Bureau of Minese2,3,4 It is possible now to identify and model the basic mechanism of gas emission from coal and to forecast steady as well as unsteady state emission of methane in coal mines with some degree of reliability. Combining this knowledge with any ventilation simulator should often identify problem areas in advance and permit adequate methane control measures to be planned.5 Another recent innovation in methane control is the horizontal hole drilling technology. The U. S. Bureau of 1-1ines and the Mining Research Division of Conoco have independently developed techniques for drilling horizontal holes 300 to 600 m deep6 The Bureau's method employs a rotary drill string while Conoco uses a non-rotating string with a down hole drill motor. It is the authors' view that the latter provides more positive control on bore hole deviation both vertically and laterally and appears to be faster, though somewhat more difficult to operate. Success of the Gold Line Eastside Ex-tension rail tunnels in Los Angeles, CA has prompted the Los Angeles County Metropolitan Transportation Authority?s (Metro) planning new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 27 km (17 miles) of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?potential methane zone,? which was not considered for subway construction until recently. Slurry face tunnel boring machines (TBM) will likely be specified.

Success of the Gold Line Eastside Extension rail tunnels in Los Angeles has prompted Metro?s planning for two new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 17 miles of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?Potential Methane Zone,? not considered for subway construction until recently. Slurry face TBMs will likely be specified. The Regional Connector, through the downtown area, includes one underground alternative with 1.7 miles of tunnel as well as three underground stations in soft ground and rock. Challenges will include tunnel and station construction under narrow streets. This paper will describe the alternatives, planning, geologic conditions and tunneling concepts for both planning studies.

Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

For fully effective information to be obtained from exploratory drilling for coal, drilling programs should be planned systemati- cally in successive stages, on the basis of existing geological criteria and information collated during each stage. In this way, drilling can be executed with optimum economy, aided by auxiliary geophysical techniques wherever these may be appropriate. The object- ives of the programs must ultimately include an adequate assessment of mining conditions as well as thorough evaluation of coal quality. The first of these objectives is not always appreciated by both geologists and mining engineers engaged in supervising drilling pro- grams, often resulting in the need for more additional drilling and more expense than would otherwise be required. To achieve all of these objectives as effectively as possible, the drilling should be supervised by well qualified personnel experienced in working in a multi- dicipline, professional mining, geological and engineering team.

"A hoisting plant design should satisfy two basic requirements:1. to provide the necessary materials handling capacity, including ventilation where applicable, while meeting the requirements of good practice and, as a minimum, government regulation; and2. to optimize the economics of the project. Selection of hoisting equipment to meet the first objective is a complex but logical engineering process. The necessary calculations of payloads, accelerations, speeds, rope strength, hoist size, and power requirements are very readily carried out on computers or programmable calculators. A variety of hoist options can be quickly examined to assess the effects of changes in design parameters.Meeting the second requirement involves balancing the costs of various hoist arrangements and shaft designs, together with the time cost effects of differing shaft sinking rates and potential advances to be gained by concurrent level development. The proposed mine layout is significant here, as is the possibility of future shaft deepening and/or production increase. The availability of used equipment may be significant, both as regards first cost and delivery time. The factors are interactive, with their relative effects .varying from project to project. This paper sets out the primary factors to be considered."

"The analysis of the mining laws of the different European States reveals big diversities and, often, remarkable complications. This is due, firstly, to the history and culture of different States and, secondly, to the assets of natural resources. It is therefore difficult to find a common line between the text of the various mining laws, but it can be observed that nearly all the States distinguish the mining resources in two categories: the materials whose importance is considered strategic belong to the first category; in the second category the materials whose importance (above all economic) is mainly local are comprised. The paper, analysing in detail the planning procedures in some important Countries, investigates the possible perspectives of arranging some guide-lines for a correct approach to the sustainable exploitation planning/programming of mineral resources (with particular reference to "quarry" materials, such as aggregates), considering both the environment protection and the production needs."

The increased cost of imported oil fuels, coupled with our understandable reluctance to commit ourselves to the use of nuclear energy, has resulted in a renewed reliance on coal as a primary source of energy. New Zealand is fortunate in being fairly well endowed in its coal resources, but their exploitation until now, has been on a relatively small scale. Future exploitation, whether from underground or open cast mines, must be on a very much larger scale. This paper outlines some of the factors which should be considered in planning large open cast mines.

This paper addresses the methodology of introducing risk into the development of mine plans for open pit mines. Recommendations are put forward for achieving a risk balance between mineral resource estimates and slope design. A design process identifying criteria for different stages of planning is presented. Business risk is separated from geological/geotechnical risk and procedures to address these within the development of mine plans are suggested. It is concluded that a formal design process improves communication between key decision makers and adds value to shareholders, investment.
