The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely: codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage like nuclear power generation where international cooperation is eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit their mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. Economic activity in the United States picked up in the third quarter, according to the latest estimate released by the Department of Commerce. Real gross national product (GNP)--the Nation's output of goods and services--grew at a seasonally adjusted annual rate of 4.3%, or $17.6 billion, compared with a rate of 1.9% for the second quarter of 1985 and 1.6% for the third quarter of 1984 (table 1). The 4.3% rate is one percentage point above the preliminary estimate reported in the August/September issue of Minerals and Materials. Most of the upward revision was due to the change in business inventories and Government purchases, while the figure for net exports was revised downward substantially. The 4.3% growth bettered by 1.5% the average rate of growth in GNP from 1974 through 1984 and was 1.1 % above that of the period from 1975 through 1984 and 0.7% above that of 1980 through 1984. Of importance to the minerals industry was the $14.4-billion growth in personal consumption expenditures, $10.2 billion of which was for durable goods (especially domestically produced automobiles) and the growing residential investment. The net export deficit continued to grow, however, and investment in nonresidential structures, producers' durable equipment, and business inventories declined. Prices, as measured by the GNP fixed-weighted price index, increased at an annual rate of 3.1% in the third quarter, compared with 3.9% in the second quarter. The slower rate of inflation resulted mainly from a decline in energy prices, following second-quarter increases. Fourth-Quarter Prognosis Many of the economic data available for October and November indicate that the economy is growing modestly and will continue to grow over the next 3 to 6 months. The composite index of leading indicators, designed to predict economic activity within 3 to 6 months, rose 0.3% in October, the sixth consecutive monthly advance, according to the Department of Commerce. Six of the 11 available leading indicators were positive: Stock market prices rose, as did sensitive material prices, credit outstanding, and manufacturers' new orders for consumer goods and materials; initial claims for unemployment insurance decreased, and firms were getting slower delivery of goods. Four of the indicators were negative: Business formations, homebuilding permits, contracts and orders for plant and equipment, and money supply all declined. The average hours worked per week, already at a high level, remained unchanged.

THE conservation of strategic materials during war rime gives rise to many problems not commonly encountered in times of peace. During normal times, when world trade is unrestricted, we are apt to become lavish to a point of extravagance in our use of those materials which, during rime of war, become scarce owing to inadequate transportation and production facilities or because the enemy may be in position to control sources of supply. It becomes necessary, then, to enforce rationing of available sup-plies, and in some cases, where such supplies are wholly inadequate, we find we must resort to the use of substitute materials. We are now confronted with such a problem to an extent never before experienced, with the result that many of the commodities upon which our civilization depended are now either shut off completely or, because of the heavy demand occasioned by war production, are not available in sufficient quantities to meet requirements predicated on peace-time standards and manufacturing methods. It has become necessary, therefore, to make many changes, some of them very drastic indeed, to enable us to carry on our war effort effectively. This? discussion will deal briefly with one phase of this problem, namely, the conservation of alloys required in the making of steels necessary for war production. In line with a request from the War Production Board, the Technical Committee on Alloy Steels of the American Iron and Steel Institute made a study of experimental steels embodying the !east amount of alloying constituents, with the objective in mind of substituting these steels wherever possible for the standard alloy steels used heretofore. This study embraced the following phases: (1) The availability of silicon and manganese; (2) The average quantity of alloying elements recoverable from scrap; (3) The effect of increases in manganese and silicon contents on the general properties of steel; ( 4) The elements and ranges of elements which might be used to duplicate the hardenability of the steels now in use; (5) The effect of combining several elements in small quantities upon the properties of steel at various hardness and strength levels; (6) A determination as to whether or not the steels selected would suffice for general application. Working on this basis, the Committee arranged for the manufacture of several heats of steels containing various combinations of different amounts of such elements as silicon, manganese, chromium, nickel, and molybdenum. The steels thus produced were compared by hardenability tests.

"The Companion Policy is guidance and not law. It sets out the views of the Canadian Securities Administrators (CSA) at to the manner in which the CSA interprets and applies certain provisions of NI 43-101 and Form 43101F1. The Companion Policy references the CIM Best Practice Guidelines for Mineral Exploration, and the Mineral Resources and Mineral Reserves, and that they should be followed by Qualified Persons.COMPANION POLICY 43-101CP TO NATIONAL INSTRUMENT 43-101 STANDARDS OF DISCLOSURE FOR MINERAL PROJECTS This companion policy sets out the views of the Canadian Securities Administrators (the “CSA”) as to the manner in which the CSA interprets and applies certain provisions of National Instrument 43-101 and Form 43-101F1 (the “Instrument”), and how the securities regulatory authorities or regulators (the “Securities Regulatory Authorities”) may exercise their discretion in respect of certain applications for exemption from provisions of the Instrument. PART 1 APPLICATION AND TERMINOLOGY 1.1 Supplements Other Requirements – The Instrument supplements other continuous disclosure requirements of securities legislation that apply to reporting issuers in all business sectors. 1.2 Evolving Industry Standards and Modifications to the Instrument- Mining industry practice and professional standards are evolving in Canada and internationally. The Instrument does not apply to disclosure concerning petroleum, natural gas, bituminous sands or shales, groundwater, coal bed methane or other substances that do not fall within the meaning of the term “mineral project” in section 1.1 of the Instrument. 1.4 Mineral Resources and Mineral Reserves Definitions - The Instrument incorporates by reference the definitions and categories of mineral resources and mineral reserves as set out in the Canadian Institute of Mining, Metallurgy and Petroleum (the “CIM”) Definition Standards on Mineral Resources and Mineral Reserves (the “CIM Definition Standards”) adopted by the CIM Council on November 14, 2004, as amended. 1.5 Best Practices Guidelines for Mineral Resources and Mineral Reserves - A qualified person classifying a mineral deposit as a mineral resource or mineral reserve should follow the CIM Estimation of Mineral Resources and Mineral Reserves Best Practice Guidelines adopted by CIM on November 23, 2003, as amended. "The technical report form provides the headings to be used and content required when a completing a technical report to be filed in accordance with NI 43-101. The technical report is meant to be a summary of the scientific and technical information on the mineral property. The Instrument (NI 43-101) requires that technical reports be filed with Canadian provincial or territorial securities regulators to support certain disclosure of mineral exploration, development and production activities and results in order to permit the public and analysts to have access to information that will assist them in making investment decisions and recommendations. FORM 43-101F1 TECHNICAL REPORT INSTRUCTIONS (1) The objective of the technical report is to provide a summary of scientific and technical information concerning mineral exploration, development and production activities on a mineral property that is material to an issuer.This Form sets out specific requirements for the preparation and contents of a technical report. (2) Terms used in this Form that are defined or interpreted in National Instrument 43-101 Standards of Disclosure for Mineral Projects (the “Instrument”) will bear that definition or interpretation. In addition, a general definitioninstrument has been adopted as National Instrument 14-101 Definitions that contains definitions of certain terms used in more than one national instrument. Readers of this Form should review both these national instruments for defined terms.(3) The qualified person preparing the technical report must use all of the headings of the items in this Formandmay create sub-headings. If unique or infrequently used technical terms are required, clear and concise explanations must be included. (4) No disclosure need be given in respect of inapplicable items and, unless otherwise required by this Form,negative answers to itemsmay be omitted. Disclosure included under one heading is not required to berepeated under another heading. (5) The technical report is not required to include the information required in Items 6 through 11 of this Form tothe extent that the required information has been previously filed in a technical report for the property being reported on, the previous technical report is referred to in the technical report and there has not been any material change in the information. (6) The technical report for development properties and production properties may summarize the information required in the items of this Form, except for Item 25, provided that the summary includes the materialinformation necessary to understand the project at its current stage of development or production. (7) The technical report may only contain disclaimers that are in accordancewith section 6.4 of the Instrument and Item 5 of this Form."

Recently a detailed study ?Minerals Planning Policies and Supply Practices in Europe? has been completed. The study, conducted on behalf of DG Enterprise, demonstrated that there are very few written down national minerals policies within European Union. Mineral policy elements are dispersed in many different documents and acts. The paper discusses the essential elements of minerals policies; particularly importance is placed in issues related to planning (land use planning, mineral development, etc.). A number of examples of successful and less successful mineral planning policy approaches are presented in other to support the idea of importance of comprehensive mineral policy. The main sources of information were the country reports of 26 European countries that are appendix of the study. We conclude that comprehensive written mineral policy that incorporates essential elements is crucial in order to achieve secure minerals supply.

Keeping an eye on the future while honoring the past, Frank McAllister, chief executive officer of Stillwater Mining Co., and life member of the National Mining Hall of Fame and Museum, gave the keynote address to a packed house during the 23rd National Mining Hall of Fame and Museum Banquet in Leadville, CO on Sept. 11. McAllister?s company made news just days before the induction ceremony, when it was announced that Stillwater Mining would acquire Marathon PGM Corp. for $118 million (ME, Oct. page 14).

A near-record crowd of mining history enthusiasts made the trip to Leadville, CO in September to attend the National Mining Hall of Fame and Museum’s 19th induction banquet. Dressed in Victorian garb, black tie tuxedos and formal gowns, the 268 people honored four distinguished men who made a lasting impact on the U.S. mining industry. They joined 188 other inductees. The first induction banquet took place in 1988, with about 500 people attending.

The National Mining Hall of Fame and Museum (NMHF&M) will celebrate its 25th anniversary on Sept. 22, 2012 when the 2012 class is inducted during a special ceremony in Las Vegas, NV in conjunction with MINExpo 2012. The NMHF&M will induct four men representing the equipment manufacturing, minerals exploration, copper and coal sectors of the mining industry. The diverse cross-section of mining industry giants joining the hall of fame include Glen A. Barton, J. David Lowell, Samuel Newhouse and John Cleveland Osgood. They will join 214 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 25th Silver Anniversary Induction Banquet & Ceremony. These men were selected for being visionaries, leaders and ambassadors within their own sectors and across the industry at large.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

The 17th Annual Mining Hall of Fame Induction banquet will begin with a reception at 6 p.m., followed by the dinner and program at 7 p.m. The five inductees are Georgius Agricola, David William Brunton, Herbert E. Goodman, David Ray Mitchell and Robert Peele. Georgius Agricola (1494-1555) wrote De ReMetallica, an original and valuable work that discussed everything known about mining during the first half of the 16th century. In De Re Metallica, Agricola reviewed practical means of finding ores, methods of surveying and mining, the assaying of ores, types and uses of mining machinery, smelting, mine administration and more. Barber Pavilion (Museum Convention Center) in Leadville, CO. The four inductees are James Harold Courtright (1908-1986), Dr. Howard L. Hartman (1924-2002), Charles Washington Merrill (1869-1956) and Kenyon E. Richard (1915-1993). The inductions will bring to 197 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 13, 2008 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. This will be the 21st Annual National Mining Museum and Induction Banquet. The four inductees are Lew Eklund, 76, Carrie Jane Billings Everson (1843-1914), ?Colonel? William C. Greene (1851-1911) and Arthur L. Hawkesworth (1860-1905). Lew Eklund founded Eklund Drilling that is now based in Elko, NV. He invented many designs that play a major role in today?s mining industry. His Cyclo Blower and various sampling devices he designed helped to revolutionize gold deposit exploration by allowing mining companies to effectively sample microscopic gold. Carrie Jane Billings Everson discovered and proved a method for bulk oil flotation concentration of mineral ores, the precursor to modern froth flotation methods of minerals concentration. She patented her process in 1886. In the early 1890s, coworkers built and operated demonstration plants incorporating her bulk oil flotation process. ?Colonel? William C. Greene was responsible for the development of the great copper mining properties of Cananea, Mexico. In seven years, he went from ragged cattleman and adventurer to the greatest captain of industry the borderlands have ever seen. Arthur L. Hawkesworth was a master mechanic for Anaconda Copper. He invented the detachable drill bit. His invention generated tremendous savings for the mining industry in time, in dollars and in safer operating conditions underground. His bit?s long lasting contribution to improved mine economics is immeasurable. The 21st Annual National Mining Museum and Induction Banquet will begin with an open house and reception at 5:30 p.m. followed by the dinner and program at 7 p.m. The inductions will bring to 201 the number of mining ?greats? whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Seven legendary figures of American mining will be enshrined in the National Mining Hall of Fame in ceremonies on Saturday, Sept. 7 at the Little America Hotel in Salt Lake City, UT. The 15th annual induction banquet will begin with a reception at 6 pm, followed at 7 pm by the dinner and the program. Of the seven inductees, one is living. He is Alexander Murray (Bud) Wilson, 80, of Los Altos, CA. Wilson led Utah Construction (later Utah International) to become one of the world’s most diversified and successful mining companies in the 1960s and 1970s. It was acquired by General Electric in 1976.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.
