Tables based on 1985 data, which were not available in time for publication of the "1985 Minerals Yearbook," are included in this chapter; corresponding tables for 1986 are not yet available. Raw nonfuel minerals produced in the United States during 1986 had an estimated value of $23.5 billion, an increase of $0.25 billion over the 1985 value. This is the fourth consecutive year that the value has increased, and except for a de- crease in 1982, the value each year has increased since 1971, or 14 out of 15 years. Industrial minerals growth slowed from a 3% increase in value in 1985 to a 1.5% increase in 1986, reflecting the slow growth in the domestic economy. The value of industrial minerals, more than three times larger than the value of metals, easily offset the less than 0.5% decline in the value of metal mine production. Although the decline was small, this decrease makes 1986 the fourth year in the past 6 years in which a drop in the value of metal mining production occurred in the United States. U.S. production continued to lag behind the growing world production. Overall, the estimated raw nonfuel mineral production rose 1% over that of 1985. Domestic mine production of ferrous metals declined as follows, in decreasing order of production: nickel, iron ore, tungsten, and molybdenum. All remaining domestic primary nickel and tungsten mines had closed down by yearend. Nonferrous metals that similarly declined included titanium, rare-earth metals, lead, silver, zinc, and magnesium. For the second consecutive year, aluminum, produced predominantly from imported bauxite, declined in production, while imports reached record-high levels. Somewhat modest gains were made in beryllium and copper. As has been the case for a number of years, gold was a bright spot in the domestic and internation-al metal mining industry. Gold production was spurred on by the increasing usage and development of heapleaching techniques that make lower grade ores, which were previously uneconomical, profitable. Additionally, various mining companies, the U.S. Mint, individual States, and a number of foreign countries began production of gold bullion and commemorative coins. Gold output in the United States increased from 2.43 million troy ounces (revised) in 1985 to about 3.73 million troy ounces in 1986, a dramatic 54% rise.

The domestic mining industry continued to be strengthened and revitalized in 1989. The healthy conditions and the industry comeback that began in 1987 continued to spread and became more established for many commodities. Relatively comfortable and stable commodity prices, still found predominantly in the metals sector, reinforced other operational factors in bringing vitality to the mining and mineral processing industries. New streamlined business practices, mine and plant modernizations, and the progressive use of new technologies successfully helped lower operating costs and increase efficiency during the past 5 to 7 years. An element common to these three factors of industry renewal and growth was the ever-increasing infusion of and growing dependence on constantly advancing computer technology applications. This trend of increasing computerization was occurring throughout the mining and mineral processing business while it similarly was in most facets of modern business and culture. Some commodities and companies still struggled to outlive sluggish prices and other unstable market conditions or to modernize their businesses, but increases in productivity and profits were more common. A trend toward increased mechanical excavation in nonsoil materials was beginning to surface as a substitute for standard cyclic mine development techniques, such as drill-and-blast and surface shovel-and-truck routines. More continuous mechanical excavation offered the potential for increased production, fewer people at the working face, better ground control, and generally improved safety. The main limitation was rock hardness. The construction industry had already recognized the benefits of tunnel-boring machines for long underground drives and mechanical planers for pavement removal. The Colorado School of Mines held a short course during the year entitled, "Mechanical Excavation Techniques in Mine Development and Production,'" which was at-tended by nearly 100 engineers from 12 countries. The consensus of attendees was that for the most efficient use of these machines and techniques, new mining plans needed to be developed beyond the simple adaptation of those excavators to existing mine plans.1

The recession that took hold of the domes-tic mining industry in 1981-82 finally abated somewhat in 1987, resulting from increases in many commodity prices, especially in the metals sector, and from continuing success in lowering operating costs. By no means was the work finished; the mining industry was in a sense entering a new era. The struggle for survival was still very evident for many companies and various commodities, but increasing productivity and profits were accompanied by indications that these trends were more long term than short term. Raw nonfuel minerals produced in the United States during 1987 had an estimated value of $26.3 billion, an increase of $2.9 billion over the 1986 value. This is the fifth consecutive year that the value has increased. Except for a decrease in 1982, the value each year has increased since 1971, or 15 of 16 years. The value of raw metals production increased by an estimated 28%, an impressive improvement since the drastic fall in 1982. Industrial minerals growth was comparatively flat, with an estimated in-crease in value of 0.1 %, continuing a trend of the previous 2 years. Metal mine production dropped considerably in 1982 and maintained its resultant lower level until 1987, when production significantly recovered.

The raining and quarrying trends data shown in this report were reported to the U.S. Bureau of Mines (USBM) by mining and quarrying companies on the Mine Information Supplement survey, as well as by mineral producers on 58 annual USBM production and consumption surveys covering 59 nonfuel mineral commodities. The 1993 data presented in the tables of this chapter, were processed for the first time using the USBM Automated Mineral Information System. Domestic mining of nonfuel mineral materials totaled 3.7 billion metric tons in 1993, including 2.2 billion tons of crude ore nun& or quarried and 1.5 billion tons of mine waste and ore from development. This \vas an overall increase of 11% over that of 1992. These data do not include construction sand and gravel which until 1993 has been surveyed biennially. Starting in 1994, construction sand and gravel and the stones, which were also surveyed biennially, will be surveyed annually.

In the first half of 1990, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in August led to the Persian Gulf War in January and February 1991. The subsequent oil shock contributed to a dampening of the U.S. economy, and the U.S. gross national product rose only 0.9 % to $5,463 billion (U.S. billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The U.S. Department of Defense continued to review stockpile goals and upgrade several mineral materials. In addition, the U.S. Bureau of Mines continued to maintain the standby Emergency Minerals Administration. After the Defense Production Act, which authorizes priorities, allocations, and supply expansion, lapsed on October 20, 1990, the Selective Service Act of 1967 became the authority to ensure that orders of the Armed Forces and defense atomic energy programs were given priority treatment.

The year 1991 recorded unprecedented change throughout the world; war in the Middle East, economic recession in key industrial nations, upheaval in Eastern Europe, and the disintegration of the former U.S.S.R. These issues and growing environmental concerns will affect the entire world mining industry. Environmental issues continue to have an ever greater effect on industrial minerals. In the United States, major issues involving the Clean Air Act, Clean Water Act, and the recent Stormwater Rule by the U.S. Environmental Protection Agency (EPA) affect many types of mineral operations. Significant developments include an important decision in 1991 by a Federal Appellate Court to overturn EPA's asbestos ban on certain products, partly on environmental grounds, and proposed legislation that would overhaul or abandon the 1872 Mining Act. On a global scale, prominent issues include environmental concerns over mining in the Antarctic and Arctic regions and a cutback in plans to clean up the Kola Peninsula in the Commonwealth of Independent States (C.I.S.).

The year 1992 recorded unimpressive economic growth and uncertainties over what changes would occur for the financial market. Falling interest rates in the United States and elsewhere tended to exert a number of positive influences on financial markets and, indirectly, the mining and quarrying industry. The interest rate declines during 1992 were no exception. Lower rates prompted many investors to turn their attention to long-term investments such as stocks that offer potentially greater rates of return, causing large cash inflows into the equity market. Lower rates made it easier for businesses to finance growth and for consumers to finance the purchase of products businesses made. Also the rates enabled many companies to increase their health and profitability by refinancing their existing loans at lower rates. Falling interest rates were not confined to the United States. With Japan and Western Europe in the midst of economic slumps, marketing authorities in many countries overseas lowered rates in an effort to stimulate business activity. True to form, that contributed to stock market rallies abroad. Stabilizing inflation and lower interests stimulated the industry during 1992 and will likely influence favorably the industry for the next few years.

THE Lepanto Consolidated Mining Company is the largest copper producer in the Philippines, and the only one that makes a concentrate valuable principally for its copper; also, it has the only productive copper mine situated at considerable distance from the sea, and is the only one in the islands operating its own smelter. The Lepanto mine is in the Municipal District of Mankayan, sub-province of Benguet, near the heart of the Mountain Province of Northern Luzon. It is 165 km. from its shipping point at San Fernando, Province of La Union, on the shore of the China Sea. Elevations at the property range from 3200 to 4500 ft. The climate is very mild; temperatures are seldom below 50° or above 80°F. Annual rainfall approaches 170 in. and is mainly confined to a rainy season lasting from May to October. The months from December to April, inclusive, are usually extremely dry. This climatic pecularity entails the problems of landslides on the roads during the rainy season and water shortage during the dry season. The Mountain Trail, an improved rocksurfaced toll road maintained by the Commonwealth Government, gives access to the property. The 105 km. over this road may be traveled in about 4 ½ hr. during the dry season. Very few sections of the road are straight for more than 100 meters, and about one third of it is a one-way road controlled by gates. All freight for the property is delivered by the Manila Railroad Company to Bauang, La Union, 45 km. west of Baguio and at sea level, where it is picked up by freight trucks and hauled via Baguio to Lepanto. Granulated matte is hauled in bulk from Lepanto in four-ton lots on freight trucks to the storage bins at San Fernando. Freight rates from Bauang to the property amount to [P]8.oo per ton, and from the property to San Fernando the rate is [P]16.00 per ton. The company pays the road toll, [P] 1.00 per truck, each way. THE CAMP The company maintains a modern camp, well separated from the mine and reduction plant. Comfortable and sanitary living quarters, water, and light, as well as free medical service are provided all employees. A hospital staffed by a doctor and two nurses takes care of all medical treatment. Considering recreational facilities of great importance, the company has provided two tennis courts, two basketball courts, and badminton courts for employees. Bowling alleys and a motion picture theater are operated by the company, the profits being expended for other recreational purposes. Can mining promote sustainable development? What is sustainable development? Is sustainable development good for corporate sustainability? Does it work in practice? If so, is it good for business? This paper does not seek to provide definitive answers to these issues. Rather, it is presented in the interests of sharing information and contributing to the pool of collective experience. The discussion will draw on the experience of Placer Dome in Papua New Guinea (PNG). Sustainable development means development that is maintained at a steady level without exhausting natural resources or causing ecological disturbance. The term æsustainable developmentÆ is often linked to the concept of ecological equilibrium, development that is self-replenishing. While its essential meaning remains the same, in practice, and for todayÆs complex and industrial world, different people will interpret sustainable development in different ways. Given the dynamics of development and the competing social, political and economic interests, sustainable development must be seen from a much broader perspective. This is the point that this paper will attempt to make. Mining, an activity that uses non-renewable resources, can promote sustainable development. The 1987 Brundtland Report (also known as the Report of the World Commission on Environment and Development), defines sustainable development in a broader manner - as development that meets the needs of the present world without compromising the ability of future generations to meet their own needs (Elkington, 1997). This definition calls for inter-generational equity in the development and use of resources by many organisations, including multinational corporations. Corporate sustainability, on the other hand, is about developing strategies that guide a corporation to stay alive and, more importantly, to stay ahead of its competitors. It is basically about survival in a competitive social and commercial environment. In a corporate world, profitability is survival. In this context, corporate profitability, the main ingredient of corporate sustainability, is important for sustainable development. Without profits, corporations will find it difficult to practice sustainable development or indeed any development. Sustainable development can integrate mining activities with the rest of the community, add value and, in the long-term, profits to the bottom-line. Ultimately, sustainability will force corporations to adopt strategies based on a longer time scale to survive. In the mining sector, corporate sustainability depends on a close relationship with all stakeholders, particularly landowners for whom sustainable development is critically important. Increasingly, there is an acceptance of the view that success is not achieved simply through competition in price, cost and technology but, more importantly, through creating social infrastructure which support community ethics, norms and values essential for trust and partnership. Needless to say, mining companies that engage in appropriate community-based development in support of inter-generational justice recognise the true value of sustainability. This is sometimes called the æhuman sustainability approachÆ which underlines the critical significance of trust in relationships with stakeholders and continuous improvement of corporate capabilities directed towards the future (Dunphy and Griffiths, 1998). In the long-term, such development will enhance corporate public image and acceptability. In practice, both concepts can be built on the principles of economic viability, environmental quality and social justice -what, in todayÆs parlance, is increasingly becoming known as the ætriple-bottom-lineÆ approach to business (Elkington, 1997). Underpinning this approach is a process of continuing dialogue and co-operation between governments, non-government organisations (NGOs) and business.

The Red Dog Mine is the world’s largest zinc mine. It is located 145 km (90 miles) north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called the Northwest Alaskan Native Association (NANA) Development Corp. NANA acquired surface and subsurface title to this resource as part of its settlement lands under the Alaska Native Claims Settlement Act. In 1982, NANA entered into a lease agreement with Cominco. Cominco is an international mining company focused on zinc. It built and operates the Red Dog Mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language and traditions are as important to the NANA people today as they were in the past.

In formulating its strategic plan in 1998 the New Zealand Minerals Industry identified two related critical issues facing it. These are, broadly speaking, the issues of access to minerals; and the perception the public has towards the industry and its behaviour towards the environment. This presentation will report on the Industry's response to the public perception issue. The Industry has, through the NZMIA Council, and its Communication and Website Committees, developed and implemented strategies covering: communication through the print media, and through its website www.minerals.co.nz, a long-term educational outreach programme with schools, focussing on the significance of minerals, their contribution to community wellbeing and the negligible long-term environmental effects of the Industry's activities.

Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

For decades many of us who are associated with the mineral industry have tried to show the public its economic and strategic importance. Some of the mineral industry's proponents have been politically powerful figures and have been widely quoted. Yet, as measured by public opinion, legislative support, or almost any other standard, our efforts have been inadequate. It is apparent that a set of environmental beliefs that discredit industry, firmly held by a number of idealistic persons, has had wider coverage in the media and in schools than has the mineral industry's message. Although the fervor of our idealistic friends is often unfounded and, their stands unscientific, they must be considered seriously. Unless we address the issues in terms the idealists will understand, the mineral industry will have little influence on them or on the general public. A. striking thing is that, quite often, translation of idealists' views into action has been counterproductive. The reason is obvious. Excessive amounts of money and energy have been spent on relatively minor problems. The common result is that larger problems have been created. It may be possible to help anti-industry idealists understand their own dependence on minerals, and thus render their views more realistic, if they are shown more effective ways to reach their stated goals. If those goals can be shown to be held in common by all sensitive human beings -- including those in business and industry - the dialogue becomes one of how to achieve common ends. Individual mining companies acting by themselves have little possibility of success, and companies working in unison through trade associations have not been successful. Further, it is unlikely that industry in general can be successful in changing minds unless it seeks outside help. But friends among those who influence public opinion have been hard to find. Historically, help from media has proven difficult to get. Nor has enough help from educators been forthcoming. Yet, a war is going on in the technological, philosophical, and political trenches, even though much of the public is not aware of it. For the first time in years, there is row a significant and growing number of eloquent and brilliant thinkers on the side of free enterprise and industry, many of them environmentalists, but without the anti-industry mind-set. They have had remarkably little help from the private sector or even from the present administration. Industry may do far more for itself in the long run by encouraging these brave but bruised individuals and their organizations than by trying to work alone. These friends of free enterprise are working against a seemingly stacked deck relative to much of the media, the bureaucracy, and the educational system. However, despite their problems, their success to date has been remarkable. With more cooperation from industry they should do even better.

Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

This paper discusses the social and economic impact of mining, and in particular goldmining, on New Zealand. The range of topics covered and their complexity has confined us in this paper to highlighting the main points of concern û a detailed report is under preparation. A major problem in undertaking this study was the lack of hard data on important environmental, economic and social issues and if there is to be effective planning in the area of natural resource use this situation must be rectified. The following conclusions were drawn: Goldmining was very important in shaping New Zealand's early social and economic development, providing wealth, employment and impetus for social change.Foreign investment and technology has been an essential element in New ZealandÆs economic development.Mining is a small industry at present by this must not be allowed to obscure its potential to broaden New Zealand's economic base and provide foreign exchange.With modern methods, development of mineral resources and environmental protection are not incompatible but certain unique and irreplaceable areas must be preserved.There are problems in evaluating mining and other projects because different groups hold different values, and arguments often hinge on the valuation of costs and benefits rather than the technical aspects of the analysis.Mineral exploration is a high risk business and the potential returns must be sufficient to attract capital if New Zealand's mineral resources are to be developed.A resurgence of goldmining will clearly have obvious benefits for Waihi but the local community must plan carefully for their future. New Zealand will also gain valuable foreign exchange required for higher levels of economic activity.

IN the early days of mining in the Anthracite field, only the thicker and better seams of coal were mined, because of the limited mining and coal-cleaning facilities, therefore many of the thinner and less productive seams were permitted to remain unmined. With improvements in mining methods, the introduction of modem preparation plants, and the increased market demand for small-size coal, the thinner and more laminated seams have now become assets. In many instances these seams overlie the mined-out beds of the thicker and better seams, from which all recoverable coal was removed by the conventional breast-and-pillar method of mining. Some collieries in certain sections of the Anthracite field are now relying on these thinner and laminated seams. For the purpose of illustration, a large area in the Hickory Swamp-Ridge Basin of the western middle coal field has been selected, where as early as 1898 the No. 4, or Little Buck Mountain, seam was mined and pillars removed. The No. 5, or Buck Mountain, seam lying on a comparatively light pitch and with intervening strata of but 55 ft. of rock was not mined until 1935. Farther east, in the same basin the Nos. 8 and 9 seams, which are two splits of the Mammoth seam, have been mined and robbed and the workings have been abandoned since 1896. The overlying No. 9 ¾ seam, or the upper split of the Mammoth, and the No. 9 ¾ or 4-ft. seam remained virgin, with only an interval of 50 ft. of rock separating them, and with 40 to 50 ft. of rock strata separating the No. 9 ½ seam from the completely mined area of the Nos. 8 and 9 seams. These seams lie on a pitch of 45° on the south side of the basin and on 75° on the north side of the basin. Mining has been carried on in the 9 ½ and 9 ¾ seams for 3 years on both dips of the basin, for a distance of 3500 ft. In some sections the overlying strata of the thicker seams previously mined have settled without any apparent breaks in the upper strata, as indications have shown in the top split of the Mammoth; while in other areas the roof and bottom of this top split of the Mammoth have settled unevenly, thereby causing the bottom and roof to break into blocks. In attempting to mine over a large area of the No. 5 or Buck Mountain seam, a similar settlement has been encountered; the roof of the seam has been broken and a considerable amount of timbering has been necessary in order to make the mining of the seam possible. The conventional breast-and-pillar method, using shaker conveyors, has been used in the No. 5 seam, and a slant-breast method in the mining of Nos. 9 ½ and 9 ¾ seams. Until 1956, drill and blast was the only way to excavate rock. In that year, a tunneling machine using disc type cutters economically bored a small Toronto tunnel. Its amazing 105 ft/day set a new world record and set the stage for a new industry. The Disc Cutter Role in Excavation Mechanical excavation of hard rock is by now deeply ensconced in the heavy civil construction industry. All over the world, from the Swiss Alp Melange to Hong Kong Granite, to New York Gneiss, huge Tunneling Boring Machines (TBMs) create transportation, water and sewer tunnels. Powerful machines, boasting as much as 6000 hp, bore through rock, excavating in excess of 1400 tons per hour. The tool that makes this tunneling phenomenon possible is the single blade, rolling disc cutter. These hardened steel discs, from 15 1/2 to 19 inches diameter are arranged on a rotating cutterhead, to cut concentric circles in the rock. As the machine is propelled forward under great pressure, rock below each cutter is crushed. But the efficiency of the cutterhead is derived from the science of cutter spacing (distance between cutter paths). The majority of the rock excavated is not crushed, but flakes off in chips and chunks. No pick, tooth, or drag type cutting tool can duplicate the performance of a disc cutter. The economic use of drag type tools is limited to as low as 5,000 psi UCS rock strength in massive formations. In weakly bonded, foliated rock, drag tools do better, but are still limited to rock generally less than 15,000 psi.
