The prime movers of the Centralia Project, the surface coal mine and the power plant, private utilities are very aware of public attitudes. They have established and maintain the reputation for leadership in public service and are genuinely concerned that this project initiate the pro-grams and design the hardware to answer the question :What will be the impact of the mine and the plant on the physical environment, i.e., the air, soil and the water." So in the beginning almost as soon as the decision had been made to go ahead with the project, officials of the two private utilities, Washington Water Power and Pacific Power & Light went on record and publicly stated time and again that the overall approach of the Operators would be to do all that was reasonably possible to safeguard the environment. This attitude became part of the thinking of the project planners, part of the design of the power plant and part of the plan for the surface mine. The coal to be mined is from the Skookumchuck formation. The formation is Late Eocene and is made up of poorly consolidated marine and non-marine deposits. The major overburden removal equipment is a bucket-wheel excavator -conveyor system and a 56 yard dragline. Mining of the coal will be done with truck and shovel. The coal is processed, washed and crushed to 1 ¼ " for delivery to the power plant. The muddy water created by the washing process is chemically treated and the solids removed by a thickener-vacuum filter system.

Leaching of waste material at Kennecott's Chino Mines Division at Santa Rita, New Mexico, has been accompanied by increasing difficulty in circulating leach solutions through the dumps. As a means of recognizing existing problems and considering alternative applications of the leaching concept, a leaching research program was proposed which could be applied to a specific, typical waste dump. Conclusions derived from the area could then be applied to other leaching areas at Chino. Associated with the program was an evaluation of the physical characteristics of the area using Chino's drilling and radiation logging techniques.

A commercially available portable X-ray spectrograph, lightweight and of rugged construction for vehicle or field camp use, was used for the determination of Ba, Cu, Fe, Mn, Pb, Rb, Sr, and Zn in stream sediment geo- chemical samples. Investigations showed a relative standard deviation of 1-3 percent, detection limits of approximately 100 ppm; and significant matrix effects. Coefficients of correlation greater than 0.9 were obtained between portable X-ray and emission and atomic- absorption spectroscopy analyses. A geochemical map of a known mineralized area showed good agreement with maps prepared by other methods of analysis and sample media.

"This study presents the results of three laboratory experiments on pressure balancing carried out at the University of Utah’s coal mine ventilation model. The model includes simulations of two working areas, one longwall mine gob, and a set of stoppings and seals. It also includes a pressure chamber between the longwall face and the gob. The model is ventilated by one main fan and one bleeder fan. A carbon dioxide injection system, equipped with flow control valves operated by a microprocessor, is used to pressurize the chamber and to maintain the pressure in the chamber slightly higher than that of the gob. During each experiment, fan pressures and stopping resistances were changed, the carbon dioxide injection rate was regulated, and the differential pressures across the stoppings were monitored so that the chamber pressure is always kept slightly higher than that the gob pressure. Result of these experiments are reported in this paper. INTRODUCTION Spontaneous combustion (Sponcom) is a safety hazard in underground coal mines. The history of coal mining in the US is replete with mine fires and explosions. Sponcpm accounts for approximately 17% of the total number of fires recorded in the U.S. since 1990. In the U.S., by law, worked out areas in coal mines must be either ventilated by a bleeder system or isolated by explosion proof seals. Experience has shown that seals are not airtight structures and that they allow some leakage of air into or out of the gob. In fact, seals “breathe in and breathe out” with changes in barometric pressure (Francart 1997, and Chalmers 2010). These changes in pressure affect not only the methane emission rate but also the ingress of oxygen to the gob, the lower the pressure behind seals is, the higher the ingress of oxygen. In mines ventilated by a U-tube exhaust system, the gob is often kept under negative pressure. Under these circumstances, an increase in barometric pressure may cause an influx of fresh air into the gob. This quantity may be sufficient to start self-heating of the coal, which can lead to spontaneous combustion. Depending on the coal characteristics and the ventilation conditions, self-heating of coal can start at temperatures as low as 35 ºC. If the heat is not removed it will increase the coal temperature leading to ignition and fire. The risk of Sponcom fires can be reduced by isolating the mine gob using rated seals, and implementing a suitable ventilation system. However, isolation seals are not airtight structures, thus some leakage of air is expected unless the pressure in the gob is neutralized. The alternative is to use a pressure balancing system. This requires a thorough knowledge of the ventilation system, the seal/stopping construction techniques, the airflow behavior in the gob area, and the gas build-up behind the seal line."

The growing need for development of thinner, more erratic, or less easily- mined coals in the Appalachian region requires more detailed analysis of conditions and factors controlling or influencing deposition of these seams. The value of depositional modelling in evaluation of such coals has been demonstrated in many recent studies and publications. Such modelling may be applied to allow prediction of factors varying from regional coal occurrence trends to very local areas of seam discontinuities, but requires thorough utilization of all available types of data. Mapping of general depositional energies, as derived from basic geophysical and driller's logs, can be applied to specific prediction of coal occurrence, and projection of particular facies as representative of unique depositional features or conditions often proves more applicable to coal character delineation than does mapping of the coal itself. Depositional modelling and trend projection may also serve as a guideline in reserve classification and confidence-levels in reserve estimations.

"The Mine Haul Road Optimization Alliance is an Australian industry-academia collaboration which has been developed to support mine haul road operators by fully integrating mine road design research solutions with industry end-user service providers to design, assess, implement and monitor the various equipment, materials and road management strategies required to optimize the safety, environmental and economic performance of a haul road. Initially, a broad overview of the university-industry collaborative landscape is presented, following which the current situation in the Australian mining sector is reviewed both nationally, and on a country-wide basis, internationally. This insight places realization of a collaboration between Curtin University Western Australian School of Mines Mining Engineering and Metallurgical Engineering (WASM ME2) and the Haul Road Optimization Alliance (HROA) industry members into context of opportunity. Following an overview of the HROA collaborative structure, aims and objectives, it is shown how academia and industry can collaborate to deliver a more robust solution to mine haul road design, performance or management needs, especially where integrated solutions are needed. Critically in this approach, implementation and monitoring data provided by industry and service-providers alike forms the foundation on which to develop research knowledge and innovation that is more responsive to the end-user requirements, typically represented by ‘early goals’ and implementable solutions. The paper concludes with examples of how the alliance collaborations work in practice to deliver improved mine haul road designs and optimized operational performance, together with the mechanisms used to ensure industry needs are met through focused, end-user driven research and integrated solutions implementation."

The Bureau of Mines, U.S. Department of the Interior, devised a direct flotation method for treating low-grade carnallice (KC1.MgC12. 6H20) and sylvinite (a mixture of KC1 and NaC1) ores characterized by a high content of water-insoluble impurities. The procedure consists of (1) flocculation-depression of the insoluble slimes, (2) decomposition leach (carnallite only), (3) potash rougher, cleaner and recleaner flotation, and (4) final product leaching. The technique eliminates the necessity of removing the water-insoluble slimes by mechanical or flotation desliming. Laboratory results demonstrated that the direct flotation procedure, when compared with conventional techniques, yielded equivalent or improved flotation results with equal or less reagent consumptions. The direct flotation method recovered 81.6% of the solid-phase KC1 from carnallite ore and 79.7% of the KC1 from sylvinite ore in final products containing 60.5% and 60.9% K20, respectively. A flowsheet incorporating the described flotation procedure is presented.

The responsible treatment of natural resources, including mineral raw materials, contributes to the protection of the environment. The management of resources and the environment encompasses reduction of emission through application of environmentally friendly processes, economical use of resources, recycling and substitution, application of energy saving processes, land reclamation and recultivation, as well as a well balanced regional and land use planning. A variety of materials are needed for measures to protect the environment. Many of these materials are, or to a large percentage consist of, mineral raw materials, which become effective either directly or indirectly in their natural state or after an appropriate industrial treatment. We call them environmental minerals. Although extraction and processing of these mineral raw materials destined for use in the protection of the environment, may have a negative impact on the environment on one hand, preventive or curing measures to protect the environment on the other would not be possible without them. We have to accept certain smaller burdens of the environment, which naturally will have to be kept at the lowest possible level, in order to avoid or minimize greater damages to nature. In the broad group of industrial minerals and rocks there is a wide variety of mineral raw materials, which lend themselves for countermeasures in favor of the environment. To hamper their production and processing through excessive environmental regulations would make the protection of the very environment more difficult or even impossible.

At FHC Gold Company's Paradise Peak Mine gold and silver are produced. Precious metals recovery rates are very satisfactory along with the recovery and production of a relative high volume of mercury. At Paradise Peak precious metals are recovered via the Merrill-Crowe process and delivered to the refinery area as a mercury-bearing precipitate cake. The recovery of mercury is then obtained through a vacuum retort system. The balance of the material is mixed with fluxes and then melted and cast into dore' bars for shipping. Issues of retort capacity and concerns over efficiency led to research into the retort process itself.

The purpose of this paper is to outline briefly some basic principles of ground-water hydrology that have application in mine hydrology and to suggest that an understanding of these principles can help to forestall problems that are internal as regards mining operations and external as regards damage or harm to surrounding areas. The development of a mine below the water table pleads for accurate values to answers of hydrologic problems. Such internal problems involve both an inflow of water without adequate drainage facilities and a deficiency of water for the required mining or milling use. Methods which give acceptable quantitative values for the solution of many ground-water problems depend on rather simple geologic structures, characterized chiefly by homogeneous rocks of considerable areal extent. Unfortunately, mining operations are likely to be centered where rocks are not homogeneous. Consequently, methods that attempt to show values of the storage and transmitting capacity of rocks in mining areas must be applied with caution. In spite of complex geology and apparent uniqueness of individual mines and quarries, adherence to some concepts of ground-water occurrence and movement should be helpful to mine operators. Mining operations that extend below the water table disturb the natural hydrologic regimen. Prior to development, the water table slopes away from the site of a mine in at least one direction, but as soon as development begins and water is removed from the mine, the mine becomes the apex of a depressed cone in the water table, causing a convergence in the flow of water toward the mine, The behavior of the cone of depression, as it tends to deepen and to increase in areal extent when the mine is deepened, is related to the rate of withdrawal of water necessary to keep the mine dry. The significance and nature of the cone of depression in the vicinity of pumped wells has been studied by ground-water hydrologists for years, but the cone caused by pumping water from mines has generally been less systematically appraised. Literature research is an inexpensive, yet effective tool for the direct discovery of ore deposits. Case studies abundantly demonstrate that properties with viable mineralization and *proven reserves have been overlooked, forgotten. or ignored and can be rediscovered by inexpensive literature search techniques Areal studies s as WaIlaby Enterprises Mining District Data Base Program appear to be more effective than traditional commodity studies. The success of such studies depends on the inclusion of Mineral Clairant Questionnaire Data, Mineral Ownership Data, Field Examination Data and the continual updating of all information. Such studies are valuable for proposed or existing Wilderness Area Evaluations.

The environmental status of underground mining operations is critical to the health and safety of the miners; particularly in a large mine, the multitude of interacting parameters that can favorably or adversely affect the environ-mental status makes the manpower requirement of the routine checking of specific areas and conditions a formidable one. While the concept of environmental monitoring for miners has been considered for some time, until recently the availability of sensors to reliably measure the parameters of interest severely limited the utility of such systems. The status of sensors for mine use and the evaluation of environmental monitoring systems is reviewed.

New and developing communication systems en-able underground miners to, not only connect to the surface from an increased communication coverage area, but also to be discovered in the event of an emergency. Communication and tracking systems are required by the U.S. Mine Safety and Health Ad-ministration (MSHA) regulations, aiming to enhance health and safety and routine production in underground operations. Modeling a mine?s potential communication coverage area will increase overall coverage and efficiency of the communication network itself. Modeling the propagation of wireless communications enables ideal broadcast locations to be found when designing a communications network. Strategic placement of broad-cast devices results in a reliable communication network that can better withstand disruption in daily operation and during a time of emergencies. Research on wireless communication in mines has been ongoing since 1922, when the U.S. Bureau of Mines performed experiments in its experimental mine in Bruceton, PA (Schiffbauer & Brune, 2006a). Ac cording to Dobroski and Stolarczyk (1982), ?as early as 1922, Bureau of Mines experiments showed that radio propagation in mines was possible but not practical.? In 2006, the underground communication technologies available to the mining industry had inherent problems that limited communication capabilities. Because harsh underground mine environments significantly reduce line of sight and propagation range and introduce power and safety concerns, the overall effectiveness of underground communication technologies were limited. "In underground mining, machine design is predominantly dictated by mine conditions and individual customer desires. In partnership with Foresight Energy, J. H. Fletcher & Company was tasked to design and manufacture a new roof bolting machine with six independent drilling apparatus on board capable of drilling and bolting the roof and ribs with material handling. This is the first Fletcher® six head machine to be designed and built for the mines in the United States. The machine is intended to work in the Illinois Coal Basin. The objective was to produce a machine capable of drilling and installing six bolts simultaneously with a limited number of operators. The goal of the mine is to decrease the time to bolt a cut to improve the safety level of the current roof bolting method, improve efficiency and to improve the bottom line cost of entry development. The customer wanted four mast feed drills at the front of the machine dedicated to installing roof bolts and then another two mast feed drills behind them dedicated to rib bolts. This dictated the requirement of latched controls, which would allow the operator to start drilling one hole and then latch the controls to be able to move on to the next. To accomplish this, we developed a unique hydraulic latch circuit to maintain operator safety and compliance. Guarding was added to prevent an operator from coming into accidental contact with a latched drill. The result of the design is a machine with a single platform and six independent masts with drillheads: four masts strictly for drilling and installing roof bolts on the front of the platform and then two masts on the back of the platform for rib bolts. The feed and rotation controls at each operator’s station include a latch control for drilling. The latch control will allow the operator to lock in the feed and rotation once the hole has been collared, allowing the operator to move on to the next hole. The rear of the machine is equipped with material handling. There are two material pods with winch controls as well as a mesh rack that includes mesh lift, mesh tilt and mesh sump. The six-head roof bolter allows fewer operators to drill and install roof and rib bolts, which in turn lowers the miners’ roof exposure per cut. This design reduces the operator’s exposure from the inherent pinch points and rotary hazards once he has engaged the latch drilling. Therefore the machine will help to decrease the time to bolt a cut, improving productivity while enhancing the ability to operate the machine safely. INTRODUCTION When mining underground it is necessary to support the roof quickly to prevent it from collapsing after an area has been mined. Since the 1950s, the primary method for supporting the roof has been the installation of roof bolts. Roof bolting is one of the most basic functions yet one of the dangerous jobs in the underground mining operation (1). The Mine Safety and Health Administration’s (MSHA) Health and Safety Accident Classification injury database showed an average of 660 roof bolter operator accidents per year over a 5-year period (1999-2003) (2). The numbers show that roof bolting is the most hazardous machine-related job in underground mining. It represents 39 percent of all machine-related accidents in underground coal mines. In 1993, the U.S. Bureau of Mines conducted a study that has shown the activity of drilling as the most hazardous job task performed by a roof bolter operator, accounting for 31 percent of all roof bolting injuries (3). Almost half (46%) of these drilling injuries were due to falling rocks or coal from the roof. All of these injuries occurred under supported roof. The majority of these injuries (about 99%) are not caused by a major roof collapse but from falls of smaller rock from the immediate roof. This type of roof failure has also been termed “skin fall.”"

In designing and operating underground room-and-pillar coal mines, it is always difficult to achieve a good balance between preventing surface subsidence and achieving high recovery ratio. In this paper, a design methodology applying the pressure arch theory is proposed, and the principles and mathematical models involved are detailed. A computer program was developed to carry out the design optimization process and was applied to the examination of a documented case in which a massive cascading pillar failure had occurred over a large area in a shallow coal mine. The results indicate that the proposed design method can be applied to prevent subsidence while achieving reasonably high recovery ratio for roomand- pillar mining operations.

A 200 pound per hour Magnex Pilot Plant was designed and constructed. A non-compliance Eastern Coal which would generate more than 2.0 lb of SOZ per million Btu upon burning was brought into compliance (less than 1.2 lb of S02 per million Btu) during continuous operation of the pilot plant. Approximately 85 percent of the pyritic sulfur was removed while recovering 86 percent of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex Program is reviewed.

Good afternoon gentlemen. It is always a pleasure to talk about a subject dear to our hearts--the high speed transfer of bull; materials. Specifically, today we will be reviewing the engineering approach to an age old problem of ship loading and unloading. You may be puzzled by the title of this paper and we will attempt to explain this for you--particularly the use of the words "New Era", since high speed automated facilities are nothing new to the material handling engineer. The new era in material handling designs refers to an all out concerted effort to provide custom engineering tailored to specific operations and economic requirements of the client. It shuns hardware type of engineering wherein existing machines and devices are dusted off and reapplied. It provides automation when automation can be justified and it exemplifies the application of systems engineering to solve specific problems.

One need be neither an historian nor technologist to recognize that activi¬ties related to the conversion of coal to other usable energy forms have been active for nearly fifty years. The degree of such activity and its evolution to significant commercial proportions has, however, fluctuated widely with world circumstance. For the past decade there has existed both a consistent technology evolution effort in classic R & D proportions, and a mainstream commercial acti¬vity but in rather modest proportions when viewed from the vantage point of world energy needs. But the chain of events wherein it became increasingly obvious that we were in energy trouble irrespective of world politics, spurred alternative energy source activities in the fossil fuels areas. The oil embargo of 1973-1974 made the obvious even more so and provided additional emphasis for the need of such alternatives. Yet the preponderance of these added expenditures and activities (with one notable exception which is the subject of this discussion) has been focused on the intended identification of the best or ultimate process by means of analytical and modest empirical means, whereas our circumstance dictates a bold, higher-risk effort to prove the viability of coal conversion as an industry on a real-time, real-size, real-economics basis. With such proof on hand, industry demands in all related areas will provide the stimulus, motivation and environment for all processes. There is both need and room for many who will compete for a meaningful segment of this new industry which can grow at a rate never seen before in our growth history. The single program in the world today oriented specifically toward the goal of proof of industry viability is the Energy Research and Development Administration's CBF (clean boiler fuels) Program for which COALCON is proud to be the prime contractor.

It is the task of this portion of today's session on the new meaning of regional tectonics in the search for ore districts to discuss known interactions of tectonics and ore deposition in the 'new global tectonics' context. I will speak particularly about known applications of the recent tectonic advances to ore finding. Stated yet another way, it's getting on in time toward the "put up or shut up" stage-¬and I would not be here if I thought that the new tectonics were not an effective present matrix for ore finding. Before delving into specific geologic relationships--and I propose to discuss mainly the evolution of an idea which may reveal the presence of a major copper deposit on mainland Mexico--I must note that there have been no published accounts that I know of which assert that a particular discovery has been made soley and specifically because of an interpretation based upon mechanisms directly linked to sea floor spreading or plate tectonics. It is nonetheless true" that several major exploration efforts are based upon such interpretations, and, as is normal when exploration ideas are involved, one does not wish to call attention to an advantageous position in a highly competitive business. Little might be expected to have been announced in so fast-moving and potentially lucrative an area. Another point which needs to be made is that people such as B. S. Butler (1933), Billingsley and Locke (1935 and 1941), Harrison Schmitt (1935), and more recently Mayo (1958) have been working for decades with the tectonic expressions of the emergent tectonics without recog¬nition of the driving forces or the unifying tectonic concepts

"The U.S. Geological Survey and Natural Resources Canada conducted a study on the net import reliance of each North American country, and the impact of North American trade on the net import reliance of 12 nonfuel mineral commodities that are associated with advanced technology products: cadmium, cobalt, gallium, germanium, graphite, indium, lithium, nickel, rare earth elements, selenium, silver and tellurium. The combined results for North America, using 2014 data, showed greatly reduced net import reliance for nearly all of the commodities evaluated, which is largely the result of pooling the resources of production and recovery in Canada and Mexico of materials that are consumed in the United States. This study highlights the mitigation of potential supply risk for critical materials that results from trade within the North American trade bloc. IntroductionMultiple metrics and definitions exist for what constitutes a critical material, but there is broad acknowledgment that a mineral commodity may be considered critical if, among other factors, its production is geographically concentrated, if it has few or no substitutes, or if the country of origin is politically unstable. Numerous governmental and independent researchers have proposed methods of investigating criticality, with differing priorities such as economic resilience or strategic military supplies (European Commission, 2014; Graedel et al., 2015; U.S. National Science and Technology Council Subcommittee on Critical and Strategic Mineral Supply Chains, 2016). While criticality really depends on who is asking the question, and despite the differing priorities, there are several commodities that are commonly found to be of concern. In particular, some critical or potentially critical materials are used increasingly in advanced technologies, or they have complicated supply chains because they are coproduced or are produced in controlled markets.Commodities for which imports are required to satisfy domestic demand are those for which the importing country is net import reliant. Net import reliance (NIR) in this study is calculated as the amount of imported material, including changes in stockpiles, minus exports and is expressed as a percentage of domestic consumption:"
