In this work, the crystallization of Carnallite from waste brine of Qaidam Basin in Qinghai province was studied based on NaCl-KCl-MgCl2-H2O phase diagram. According to this study, a new crystallization pathway to recycling waste brine was developed. The carnallite salt was formed by using this technology during the waste brine evaporation. The experiment data shows that 5 tons of waste brine was required to form one ton of the carnallite. The average grade of carnallite prepared by using this procedure was about 19.40% of KCl, 16.92% of NaCl, 28.80% of MgCl2, and 0.82% of CaSO4. This study provides an opportunity to utilization of the waste brine.

The tide has turned. Developments in China that have continued to unfold over the last four years or so have now reached a point where the supply market dynamics of certain industrial minerals have changed significantly. No more is this sea change better exemplified than by the supply market for magnesite, and in particular, its processed derivative grades of dead burned magnesia (DBM), caustic calcined magnesia (CCM), and fused magnesia (FM). But what has compounded the barrage of influencing factors impacting this sector, which include the widespread effects of energy and freight cost increases, has been rising demand from certain end use markets. Clearly, the magnesia market is experiencing bittersweet conditions. But those western producers which have monitored and responded to this market transformation, stand to taste success in the near and medium future. REVOLUTION IN WORLD SUPPLY STATUS In essence, while China, as host to a wealth of magnesite resources in Liaoning province, remains a huge producer of magnesia, its supply dominance on the global magnesia market has been considerably weakened. In future, it will mainly aim to supply domestic, and to some extent east Asian markets. Magnesia consumers outside China are now scrabbling for alternative, ?western? sources of supply. At the same time, magnesia producers outside China that weathered the storm of low cost Chinese DBM and FM imports flooding their regional markets for the last 20 years (and many did not), are busy investing in production capacity increases to meet not just demand from falling Chinese supply, but also demand from end use markets which is picking up. And it is not just a matter of expanding capacity of existing magnesia product lines. In the face of plentiful lower cost DBM and FM substitutes from China over the last couple of decades, many western magnesia producers started to switch their focus to the non-refractory markets (eg. environmental, specialities) which promised lucrative opportunities (and still do) and crucially, a lessening of sales revenue dependence on the DBM refractories market. Now we have the likes of Baymag (Canada), Bommag (Serbia/Turkey), and Kumas (Turkey) not only expanding capacities but seriously considering diversifying into DBM and FM production. Perhaps DSP (Israel), having ceased its famous high purity DBM activity as recently as 2005, might even reconsider a return to the ?other side?. But it?s not all DBM and FM. The CCM and specialities markets are also demanding a response, and so Baymag, DSP, Martin Marietta (USA), Premier Chemicals (USA), Qmag (Australia), MGR (Spain), and Magnifin (Austria) are also stepping up to the market on the non-refractory side. From most accounts, the situation with regard to Chinese supply has been described as one of turmoil, with prices rising, leading to improving opportunities for western producers. The majors are conducting huge expansion programmes, such as Qmag, Magnezit (Russia), and the new look Magnesita (Brazil). Even smaller players such as Causmag (Australia) and Dalmia (India) are looking to increase production. In short, the western magnesia supply sector is witnessing a landmark event in capacity investment and market share penetration as China?s previously dominant role begins to weaken (for a review of western capacity expansions see Industrial Minerals, September 2008, p.28). MERGER & ACQUISITION ACTIVITY Another response of course has been a raft of mergers and acquisitions in order to secure resources and supply outside China. These have included private equity groups taking over Magnesita and Qmag; Imerys entering the FM business through UCM; Peñoles further consolidating the electrical grade FM market by acquiring Minco; Martin Marietta acquiring Morton Salt?s Specialty Magnesia Group; Bomex entering the market through Calmag (now Bommag); LWB acquiring Magnesita; and Magnezit?s pursuit of Slovakian magnesia, with Slovmag aboard while currently wooing SMZ. Interestingly, RHI has gone ?the other way?, and has invested in a state of the art joint venture operation at Dashiqiao, Liaoning, with which it aims to secure high quality feedstock for its Chinese refractory plants. Tata Refractories Ltd has announced intentions to follow suit, and other majors, such as Qmag are known to be interested in seeking options. Naturally, there is now renewed interest from several parties in the idled 50,000 tpa DBM/10,000 CCM Jormag facility, Jordan, and the commercially undeveloped Zhargat project, Saudi Arabia. Elsewhere, there will no doubt be suitors for stakes in SMZ, in Slovakia, and Magnohrom, in Serbia, whose respective ownerships are on the block. THE ?CHINA FACTOR? The ?China factor? has been key to magnesia?s market change, and has significantly influenced prices and availability of material to global markets. Resources & production China hosts the largest share of the world?s magnesite deposits, accounting for 26% or 3,319m. tonnes of predominantly sparry magnesite (followed by North Korea, 24%, and Russia, 22%; Wilson 2008). China accounts for 44% of total world magnesite mined (19m. tonnes in 2007) and 50% of the total world magnesia produced (8.2m. tonnes CCM, DBM, FM; Wilson 2008). Russia follows China at 13% of magnesia supply, illustrating China?s dominance of magnesia production. Apart from one producer in Shandong province, central eastern China, the country?s magnesite resources and production are concentrated around the cities of Haicheng and Dashiqiao in Liaoning province, north-east China. Although there are also producers in the Xiuyan district of south-east Liaoning, the Haicheng-Dashiqiao Magnesite Belt hosts the majority of producers. In total these may number 200-300 of large,

The Construction Institute of the American Society of Civil Engineers recently published the second edition of a 1997 publication on geotechnical baseline reports. The new publication, called Geotechnical Baseline Reports for Construction, Suggested Guidelines, represents a 2-year effort that adds three new chapters to the original publication, as well as capturing practitioner commentary through two industry workshop sessions. The paper will overview the contents of the new publication, particularly the three new chapters.

Traditionally (with a few exceptions) tunnel boring machines (TBMs) have been utilized on tunnel projects where the risks associated with deep tunnels (rock burst, squeeze, etc) are low (or expected to be low). This has generally been due to the extremely adverse consequences of entrapping or damaging a TBM under such conditions; but also due to the relative difficulty of dealing with these ground conditions in the confined working area of a TBM, in comparison to a drill and blast heading. This paper review the constraints of operating a TBM in a deep tunnel and discusses related project experience, particularly recent and current experience with TBMs in the deep Alpine Base Tunnels. Potential future applications of TBMs in the development of large, deep underground mines are also discussed.

Golden Sunlight Mines Inc. operates an open-pit gold mine and cyanidation plant about 11km (7 miles) northeast of Whitehall, MT. Golden Sunlight is a subsidiary of Placer Dome US Inc. Mining is accomplished with conventional open pit drilling, blasting and hauling methods. The mining rate is about 102 kt/d (113,000 stpd). Gold occurs as fine-grained disseminations in a pipe-shaped breccia and in immediately adjacent country rock. The ore body is low grade, averaging 2 g/t (0.059 oz per st) of gold. The metallurgical plant uses conventional carbon-in-pulp (CIP) technology. Daily throughput averages 6.5 kt (7000 st). Recoveries are enhanced through a sand tailing retreatment facility while a preaeration process reduces operating costs. The low grade ore dictates that maximum mill throughput at the desired grind size be maintained. Therefore, in October 1988, an Armco Autometrics (now Denver Autometrics) particle size monitor (PSM) 400 was commissioned. The PSM 400 is an on-line instrument. It measures particle size and percent solids in a slurry stream. The PSM pulls its own sample, deareates the sample and passes it through diametrically opposed ultrasonic sensors. The unit uses ultrasonic sound to measure the deareated slurry stream's particle size and percent solids.

"INTRODUCTION The Shatin to Central Link (SCL) is a new rail line being constructed by the MTR Corporation for the Government of Hong Kong to cater for the growing passenger demand between the North-East New Territories and the urban areas of the city. Contract 1103, which will provide the 4 km of running tunnels between the new Hin Keng and Diamond Hill Stations, was tendered in a design-build framework and awarded to Vinci Construction Grands Projets (VCGP) in October 2012, with Arup as Vinci’s lead designer. One of the most challenging pieces of work on the contract involved the construction of 133m of SEM mined tunnel on the northern end of the project. The Northern Mined Section (NMS) is an undrained, twin-track, single bore profile, broken out through the southern pipe pile wall of the Hin Keng Station cut-and-cover box, Figure 1. The tunnel has maximum excavated dimensions of 14.5m span x 12m height, with track spacing of 6.175m. The general excavation sequence consisted of 3 stages; a 6m high top heading (73.1m2), followed by bench (27.3m2), and invert (26.7m2). A risk-based approach to the design was taken given the large variation in rock level, cover, and an active stream course above tunnel crown. Ultimately, six different temporary support types were utilized in order to optimize the construction process through continually changing ground while maintaining a safe and stable excavation. Three main support types were developed during the initial design phase, along with a “contingency” case, which utilized a partial heading excavation sequence and enhanced face support. The purpose of the contingency support type was to have a robust, engineered design available for immediate implementation should unexpected ground behavior develop, leading to the breaching of instrumentation trigger levels. This support type was never implemented on site. Drill- and-blast tunneling commenced once 6m of rock cover was verified through forward probing. A robust instrumentation and monitoring scheme provided valuable data throughout excavation and the means to carry out a geotechnical back-analysis of the ground behavior and support performance."

The quality of water in mine pit lakes depends in part on the physical limnology, including such factors as thermal and chemical stratification, turnover and the development of anoxic conditions with depth. Limnologic data collected from four existing pit lakes in Montana and Saskatchewan indicate that pit lakes develop a thermocline (temperature stratification) in the upper 10 to 30 m (33 to 100 ft) of the water column. Two o f the pit lakes, 26- and 55-m (85 and 180 ft) deep, undergo seasonal turnover of the entire water column, whereas two deeper, pit lakes, 110 and 240-m (360- to 790 ft) deep, undergo seasonal turnover of only the upper portion of the water column. In the deeper lakes, seasonal mixing does not extend through the entire water column, and a distinct chemocline develops with depth.

This study proposes a methodology for dewatering of mine waste using a multistage process, combining geotextile tubes and anionic polyacrylamide (PAM), which accelerates the recycling process of water for aggregate mine waste facilities. For this purpose, waste from a rock quarry located in Istanbul was investigated. Flocculation tests revealed that the use of anionic PAM at an optimum dosage reduced sedimentation time and decreased turbidity. The compatibility of geotextiles and mine waste conditioned with different dosages of the effective PAM was evaluated by rapid dewatering tests, considering the water content of the filter cake, amount of infiltrated solid content, and rate of filtration. Geotextile dewatering tests were also performed on PAM-free and conditioned suspensions. The dewatering process was optimized by the use of a geotextile tube in two stages: (i) on the unconditioned suspension and (ii) on recovered PAM-conditioned leachate. Directing PAM-free non-hazardous soil-based material obtained in stage i to alternative beneficial uses is suggested, to minimize the volume of waste. Furthermore, recycling of the effluent obtained at the second stage of the proposed method will ensure more efficient water reuse

Strabag, in partnership with Arup, is constructing the Advance Tunnel for the Scarborough Subway Extension (ATSSE); a project by Metrolinx and Infrastructure Ontario (Sponsors). The 10.7 m internal diameter single bore tunnel represents a significant departure from the traditional arrangement of twin subway tunnels in North America. ATSSE is the first-time steel fibers are used to solely reinforce a tunnel of this size in Eastern Canada. This paper discusses the challenges with design and acceptance of SFRC segments and the state-of-the-art numerical models employed to check the joint performance. The advance procurement approach for TBM and PCTL’s procurement to accelerate the project schedule is also presented.

The market for titanium feedstocks (ilmenite, rutile,synthetic rutile and slag) is driven primarily by offtake from the titanium dioxide (TiO2) pigment industry. The pigment sector depends on the performance of the global economy. Titanium sponge is the first stage of titanium metal manufacture. It constitutes a minor component (3 percent) of overall demand for titanium feed-stocks. Production and consumption TiO2 pigment consumption in 2004 was estimated to be 4.63 Mt (5.1 million st), up 7.6 percent from 2003. It was driven by strong demand in most regions. In the United States, apparent TiO2 pigment consumption rebounded by 5.4 percent (highest growth rate since 1997) to an estimated 1.12 Mt (1.23 million st), following the decrease in demand during 2003. Chinese TiO2 pigment consumption continued its strong upward trend, increasing by 10 percent to 598 kt (659,000 st) in 2004.

Most mineral processes currently in use, such as flotation, spirals, gravity concentrators, etc., are only effective over a small range of sizes, hence the upstream need for technology to accurately classify fines by size. The Pansep’s design is revolutionary. Slurry is fed onto connected mesh sections that move without bending or vibration, in a circular motion. Both sides of the screen mesh are utilized, so Panseps are self-cleaning and has half the footprint of other mesh-type screens. Developed in South Africa in 1997, the Pansep has proved itself very effective as a wet fines screen to effectively classify fine mineral fractions from 50 to 2,000 micron (325 to 10 mesh).

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. This study provides an effective determination process of the interface microstructural parameters in the numerical modelling of the mechanical interaction between two different geomaterials involved with frictional-bonded interfaces, such as the interaction between backfill columns and the surrounding rocks, or the soil-structure interaction, by using the coupled finite-difference and discrete-element (FD-DE) method. Three-dimensional numerical direct shear tests were conducted on the coupled FD-DE model of the combined rock-cemented rockfill (R-CRF) specimens with the frictional-bonded interface. With the microstructural parameters determined, the macro-mechanical properties of the interface of the coupled model were calibrated to well fit with the theoretical values of the combined specimen under the direct shear condition assumed according to the Mohr–Coulomb strength criterion. Evident elastoplastic shear behaviour was observed on the interfaces, and excellent agreement was attained between the shapes of the theoretical and simulated shear stress-displacement curves of the coupled models at different servo-controlled normal stresses. Particulate-scale force chains inside the DE model of the CRF specimen were highly consistent with the force contour on the FD model of the rock specimen, demonstrating the shear stress evolution of the coupled model at different shear displacements. Parametric studies verified the effects of the deformation properties of the interface parallel bonds on the shape of shear stress-displacement curves of the coupled models. The test results validated the feasibility and rationality of the coupled FD-DE method for modelling the combined specimens with frictional-bonded interfaces or joints. Furthermore, this study provides valuable numerical modelling experience for investigating the shear behaviour at the interface between cemented backfill columns and surrounding walls by using the coupled FD-DE method.

Most mines are large producing 0-25 mmt annually. The coal is mine.) at depths ranging from .0-150 m 120-500 ft mining at 300 m .(,1000 ft) depth is anticipated in the future. Single and multiple seams ranging from 3-12 m 10-40 ft) in thickness are mined. Most overburden is unconsolidated and consists of sands, and sandy or silty clays. The stripping ratio (volume of overburden to volume of coal mined) varies from 3-L. The overburden and coal is mined in benches 8-12 m -(24-40ft) high; the high-wall angle is about 45 degrees. Bucket wheel and bucket chain excavators are commonly utilized for overburden and coal removal, Some of the large overburden stripping machines nave capacities. Ranging from 4400-10,000 bank cu ( 6000-14,000 BC) per hour. The overburden from the upper benches is transported around the pit using the trains and belt conveyors. It is deposited in the spoils using large stacker-conveyor systems capable of handling 2550-7300 cu m/hour (7500-10,000 cu yds/hour). The overburden from the bottom two or three benches is transported across the pit using the conveyor bridges which are computer controlled. Conveyor bridges capable of handling overburden up to 60 m (200 ft) high are currently in use; a 60 a (20e ft) high conveyor bridge has a capacity of 85 x 10 cu ( 118 x 10 cu yd) annually. The coal is loaded in the trains directly and shipped to power plants or coke oven plants.

The unutilized iron ore fines (IOF, − 10 mm, 45% to < 60% Fe(T)) left at various mine sites during blasting and processing are rich in goethetic-hematite associated with high clay and considered a potential iron ore resource. The variation of loss on ignition (LOI) from mines to mines is based on the goethite and clay mineral content. The clay containing below 45 μm is mostly brittle, causing beneficiation problems. The IOF has an LOI of 7.83%, with high silica (5.52%) and alumina (4.57%), and 57.17% of Fe(T) subjected to both conventional deep beneficiation (CDB) and magnetization roasting using high-ash non-coking coal to adopt the suitable upgradation process. The CDB and magnetization roasting concentrate has 62.61% and 67.58% Fe(T) with 64.69% and 85.19% yield, respectively. However, the presence of 6.40% LOI in CDB makes the ore challenging for pelletization. Characterization like X-ray diffraction(XRD), scanning electron microscope(SEM), and chemical analysis was used to assess the concentrate quality and potential industrial application.

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. S.L. Barua and Y.C. Kim M. Armstrong&apos;s paper is very interesting and can be regarded as a pioneering work of applying geostatistics on washed coal. The density levels used in her study are uniformly spaced, which facilitated curve fitting through a proper experimental design. Most of the existing coal washing plants in the US, however, gather washability data at non-uniform intervals which, in turn, affects the goodness of curve fitting. We would like to emphasize the importance of having a proper experimental design, if a similar geostatistical application is to be conducted on washed coal. We, at the University of Arizona, tried the variogram on recovery (Kim, Barua, and Baafi, 1982, SME preprint 82-143) which showed a similar pattern as Fig. 4 of Armstrong&apos;s paper. In both cases, the first experimental variogram value is invariably and inexplicably higher than the second variogram value. Although Armstrong ignores the first point because of "small number of sample points," we did not do so because there were 17 sample pairs. As a consequence, we concluded that the obtained experimental variogram was unsatisfactory and that further research is warranted. In other words, this disagreement in variogram interpretation between M. Armstrong and the University of Arizona begs the question whether the experimental variogram of Fig. 4 truly reflects the spatial correlation in washed coal, assuming there is such a correlation. Finally, we wish that Armstrong could have done a similar study on clean sulfur, which is a vital interest to the coal mines in the US. Her implied remark on sulfur in the concluding section of the paper may turn out to be incorrect because our experimental variograms on clean sulfur at different density levels were even less satisfactory than those on recovery.

One of the first things we tell a potential new client is that they have only one chance to make a first impression with an Aboriginal community; all future communications and engagement will be predicated on that first impression. The key components of this most critical meeting are not your power point, your maps, or your draft plan for development ? they are instead a genuine, evident and clear demonstration of a sincere desire to develop a positive relationship that is based upon respect, and consideration and understanding of local communities and their interests, needs and desires. Relationship building is the foundation of proactive and positive consultation and accommodation with Aboriginal communities and the tone is set with the first meeting. C3 has refused more clients than we have accepted due most often to the fact that relationships between the company and the Aboriginal community have already devolved into a tense and toxic scenario. Land access and tenure certainty for exploration and mine development is critical to the foundation of a healthy, sustainable and environmentally and economically sound mineral exploration and mining sector. Without certainty confidence to invest in mineral exploration will be severely eroded. We all understand that substantive investments in exploration are required to increase the possibility of discovering, defining and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by Aboriginal Peoples and the mineral sector can provide the required business certainty and deliver social and economic benefits for local Aboriginal communities.

Groundwater control is generally an important consideration and significant source of risk during most tunneling projects. Proper baselining of groundwater conditions requires: 1) a thorough understanding of the geological environment; 2) a focused site investigation; 3) identification of construction and adjacent property damage risks associated with inflows and short and long term piezometric level changes; and 4) consideration of contractual issues including restrictions on means and methods and pay items for associated work. This paper provides an overview of groundwater baselining issues and risks based on selected design studies and construction case histories.
