The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice and the Australian VALMIN Code to a complex mineral property appraisal assignment. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others, and information and statements needed from the client. The exercise also highlighted many positive features of both documents. Some conflicts were found between the two documents. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed.

Proper illumination is critical to a miner?s ability to detect hazards in underground mines. Moving hazards are often located in the miner?s peripheral field-of-view, while slip/trip/fall hazards are often located in the forward field-of-view. The objective of the research described in this paper was to determine if light-emitting diodes (LEDs) improve visual performance as compared to traditional incandescent (INC) cap lamps. The research presented focuses on comparative studies of a National Institute for Occupational Safety and Health (NIOSH) prototype LED, a commercial LED, and an INC camp lamp. Thirty subjects participated in these studies; ten subjects in each of the age groups: 18 to 25 years, 40 to 50 years, and 51+ years. Visual performance was quantified by the subjects? speed and accuracy in detecting hazards, while visual performance for disability glare was quantified by the use of contrast sensitivity tests. Results suggest that LEDs with a visible spectrum containing a higher concentration of the shorter wavelengths can enable visual performance improvements with respect to disability glare, the detection of moving hazards in the peripheral field-of-view, and the detection of floor hazards in the forward field-of-view. The NIOSH prototype LED cap lamp provided the best visual performance improvements for the older age groups in every test. The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modifying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel, et al., 1997) to: identify and quantify operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project was completed in 1998.

In 1982 this borer provided new and particularly interesting information In the field of hard rock boring. The abrasive quartzltes traversed proved to be a challenge to the cutter manufacturer and the project team. This paper examines the problems faced, the solutions found and the lessons learnt.

The liquid membrane separation process was first patented in 1968 for separating hydrocarbons.(1-4) This stimulated many researchers to join in the area of separating organic compounds. l Since then, its applications have been extended to the removal of contaminants from waste water,(12-33) encapsulation of enzymes and/or microorganisms for reaction and/or separation, (24-28) oxygenation of blood (artificial lung),(19) removal of toxins from blood (artificial kidney)(26,20) and metal extraction.(31-63) This paper discusses the possible process schemes for using liquid membranes to separate and concentrate copper ion from its acidic leaching solution.

INTRODUCTON James Howden first secured an order for two Service Tunnel Boring machines in November 1986. These Tunnel Boring machines were 5.7 and 5.4 metres in diameter and the full length including back up was 215 metres. Manufacture commenced in December 1986 at the Glasgow factories of James Howden & Company with the deliveries to site of the machines in September 1987 and March 1988 respectively. In December 1987 two further orders were secured for the land running tunnels at 8.7 metres diameter. This paper presents some of the challenges in building tunnel boring machines for the Eurotunnel project between Britain and France. The general specifications of the Tunnel Boring machines and length of drives are shown in Appendix 1. DESIGN PARAMETERS The specification given by the Consortium TML on behalf of their client Eurotunnel cleary indicated that cutting of the face should be concurrent with the building of the precast concrete lining rings. In order to do this a telescopic machine was thought to be the best solution. Ground conditions were described as chalk marls of homogeneous nature with the possibility of friable areas and some revelling. The Lewis Street CSO Tunnel is an important element in the efforts of the Metropolitan Government of Nashville and Davidson County (Metro) to improve the treatment of waste-water in the area. The tunnel is approximately 1,675m (5,500ft) long with a finished diameter of 2,600mm(102inches). 116m (380ft) of tunnel was constructed in soil with the balance being in lime-stone rock. Excavation was with a 3,700 mm (12ft) diameter Jarva hydraulic shield in soil and a Jarva Mark 12 TBM in rock. The permanent lining of the tunnel comprised concrete pipe with steel end-rings and a vinyl liner. This paper describes the construction of the project with particular emphasis on the excavation and lining of the tunnel.

Laboratory column leach tests are used routinely to evaluate gold and silver ores for heap leaching. The tests are fairly straightforward. The ore to be tested is placed into an appropriately sized leach column. Then an alkaline cyanide solution is applied to the ore and the effluent solutions are collected. The effluent solutions are then put through a column of activated carbon to recover the gold and silver in solution. Zinc precipitation may also be used for silver ores or if the ore contains a significant amount of soluble silver in addition to gold. The length of the leach time in the tests is mainly a function of how quickly the precious metals are recovered from the ore. At the completion of the tests, the tailings are assayed and the recoveries determined from the calculated head grades. The amount of ore to be used for a test is partly a function of its crushed size. The coarser the size, the larger the sample size for the column. A typical small-scale laboratory column test on ore crushed to -12 mm (-0.5 in.) would usually be conducted in a 100- to 150-mm-diam (4- to 6-in.-diam) column 2 m (6.6 ft) in height, containing about 20 to 45 kg (44 to 99 lb) of ore. A comparable test on the same ore crushed to 50 mm (2 in.) would be conducted in a 200- to 300-mm-diam (8- to 12-in.-diam) col¬umn 2 m (6.6 ft) in height, containing about 80 to 200 kg (176 to 441 lb) of ore. Background Increasingly complex geological conditions, with the presence of high ash binders in the mining horizon were encountered at the A.C. I. Dugout Mine near Price, Utah. This led to the production of high ash coal from the Dugout Mine during 2003 and 2004. This material had poor marketability and posed operating issues for the utilities burning the coal. Ash levels increased from typical levels in the 9-12% range to between 15 and 25%. etween 15 and 25%. Reviews of the mine plan and expected geological conditions indicated that further periods of high ash production could be expected. Action Plan Detailed sampling of the mine high ash production was carried out. The majority of the coal from the Dugout Mine is trucked to the Savage Coal Terminal (SCT) at Wellington, Utah where it is stored in multiple piles by quality. Coal at the mine is segregated by a CoalScan 2600, on-line analyzer into high ash, low ash and rock chute (waste material). From these piles, the material is crushed prior to shipment to SCT. The samples obtained from the various high ash piles were subjected to detailed sizing and washability analysis. Once this information was obtained, alternative circuit configurations were evaluated to process this material into a salable product. Water supplies in the arid terrain where the plant is located are scarce. This factor played a part in the final circuit design.

INTRODUCTION Caving Mine Drift Support Design The support of production drifts remains a high-cost item facing the developer or operator of an underground caving mine. Support costs are incurred well in advance of ore production, and there is a strong need to minimize these pre-production commitments of capital. Due to the extensive rock loads that normally develop during the caving process, the support used in caving mines is typically quite heavy and therefore costly. The process of designing this support increasingly makes use of basic tunneling principles, but is hindered by the still-incomplete state of knowledge of rock behavior in caving mines, and high variability of geological conditions in caving orebodies. Caving mines differ from tunnels in that the deformations and rock loads induced are transient and dynamic in occurrence, and are normally large in magnitude, often well in excess of rock mass strength. As opposed to tunnels, caving mine layouts are more intricate, and the methods and effects of construction ordinarily are not as closely monitored. Safety factors in mining tend to be lower and rock masses tend to he weaker. These aspects prevent strict application of tunnel design technology to caving mine drift support, with the result that mine drift supports are commonly designed chiefly on the basis of experience at other mines. Mining procedures at caving mines are evolved in response to site-specific requirements, to the extent that there are really as many caving methods as there are caving mines.

This paper presents preliminary test results obtained with a 0.38 kg/s (3000 lb-hr) beta prototype MagMill™. In processing Upper Freeport coal the beta prototype recovered 82% of the weight of the feed and 91% of the heat content while reducing the potential emissions of sulfur, kgSO2/GJ(lbSO2/MBtu), by 61%. Pyritic sulfur in the MagMill™ product was reduced by 78% compared to that in the feed. For all runs, the mill product was controlled between 70 to 80% finer than 74 µ particle size. Recoveries of mercury, arsenic, and selenium ranged from 35 to 45% of that in the feed. Power draw was reduced by 26% and mill throughput was increased by 9% compared to the pulverizer operating with no magnetic separator attached.

The largest reserves of palygorskite in the world are located in Anhui and Jiangsu Provinces in East Central China. The deposits are Middle Miocene in age and range from 3 to 6 m in thickness. The deposits are the alteration product of basaltic volcanic ash. The Chinese Geological Survey estimates the palygorskite reserves are in excess of 200 million tons. The elongate particle shape results in unique colloidal properties. Large quantities are exported to Japan, Taiwan, Southeast Asia, New Zealand, Australia, and West and Gulf Coasts of the United States. The markets include agricultural carriers, paint, joint tape compounds, animal feed binders, catalyst support, drilling muds, and suspending agents for chemicals, pharmaceuticals, and medicines. The viscosity is high and the quartz content is generally 5% or less.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. The Climax Molybdenum Mine, located near Leadville, Colorado, is the site of a lengthy mining history spanning more than 80 years. In the 1960’s, extraction of molybdenum from oxide ore located adjacent to the massive molybdenite sulfide deposit resulted in the construction of an earthen core dam to impound fine-grained oxide tailing in the Eagle River Valley. Through recognized value of water storage and reclamation opportunities, a tailing removal project was initiated in 1993 to convert the impoundment facilities to a post-mining beneficial land use of developed water resources. An evaluation of the effect residual materials and lake dynamics would have on in-stream water quality was performed. Eagle Park Reservoir stands as a model for future reclamation efforts that involve water delivery to highly sensitive receiving waters. This paper provides a case study on project development, the evolution of water quality assessment, and the regulatory framework that contributed to this project’s success.

Potash is an important natural mineral used largely as a fertilizer in the production of food and fiber. About 93 percent of all potash consumed globally is used in agriculture as fertilizer. The balance is used to manufacture potassium chemicals. Most potash is extracted by conventional underground mining methods. Solution mining is used when underground deposits are irregular and very deep. The other main production method involves the evaporation of brines in shallow salt lakes, followed by the harvesting of potassium minerals.

As development in underground coal mines progresses away from the critical components of the ventilation system, including the main fans and ventilation shafts, resistance is markedly increased. This results in higher pressure and flow requirements from the main fan(s) to maintain adequate face ventilation, which often requires that the primary ventilation system is upgraded with additional shafts and surface fans. The use of booster fans underground is a potentially practical alternative. This study presents simulations of the use of booster fans in two underground ventilation scenarios, one longwall and one room and pillar. The booster fan effects on the power requirements of the ventilation systems are evaluated.

"Bi- and multilateral banks as well as export credit agencies in the OECD countries, but also numerous commercial banks, last year committed themselves to compliance with the World Bank’s standards. These environmental and social guidelines, also known as the Safeguard Policies, are the strictest international standards in the area of financing of major investment projects. The Safeguard Policies are procedural and quality guidelines by means of which socially and environmentally relevant impacts can be taken into account in the planning and implementation phase of a project. Objectives of the Bank Safeguard Policies are to ensure that environmental and social issues are evaluated in decision-making, to reduce and manage risk of projects and programs, and to provide a mechanism for consultation and disclosure of information. They are often referred to as the "10+1 Safeguard Policies," since ten of the guidelines address environmentally and socially relevant issues, while one guideline is exclusively concerned with public participation ("Public Disclosure"). In the presentation, the transparency of risk management measures and emergency response plans in pipeline projects will be discussed as an indicator of sustainability. The discussion is to be carried out on the basis of the results of an evaluation of several major pipeline projects, which have been financed at least in part by multilateral banks over the past few years. The controversies surrounding some of these projects due environmentally and socially relevant impairments connected with the investments have also been addressed by the Extractive Industry Report of the World Bank. Pipeline construction was the investment type chosen for the examination to be presented here, since pipelines frequently start in remote, unspoiled regions, and their routes often cross various natural zones and areas with various social structures. The question of safety during construction and operation of the line is always central to these projects; not only for the responsible authorities but also for other societal groups involved, such as environmental associations."

The Superconducting Super Collider (SSC) features two 20 TeV counter rotating proton beams which will be housed in 87 km (54 miles) of tunnel. Four additional lower energy particle accelerators will be housed in 26 km (16 miles) of tunnel and underground structures. Physics experiments will be conducted in two underground detector halls approximately 67 m (220 feet) deep with footprints measuring about 30 m (100 feet) by 100 m (330 feet). Definition and design of underground facilities is advanced with construction of approximately one-third of the SSC program underway. This paper presents an overview and status of the SSC project.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration. Diesel particulate filter (DPF) systems and biodiesel fuels are two of the most promising technologies available to the mining industry to reduce the exposure of underground miners to diesel particulate matter (DPM). A study has been conducted to estimate the potential of DPF systems and biodiesel blends to reduce DPM emissions from production vehicles. Results of testing three DPF systems in an isolated zone showed 88% to 99% reductions in elemental carbon concentrations. The test results also show that biodiesel blends, B20 and B50, reduced the elemental carbon concentrations in the mine air by 26 and 48 percent, respectively.
