The Superconducting Super Collider (SSC) features two 20 TeV counter rotating proton beams which will be housed in 87 km (54 miles) of tunnel. Four additional lower energy particle accelerators will be housed in 26 km (16 miles) of tunnel and underground structures. Physics experiments will be conducted in two underground detector halls approximately 67 m (220 feet) deep with footprints measuring about 30 m (100 feet) by 100 m (330 feet). Definition and design of underground facilities is advanced with construction of approximately one-third of the SSC program underway. This paper presents an overview and status of the SSC project.

INTRODUCTION Caving Mine Drift Support Design The support of production drifts remains a high-cost item facing the developer or operator of an underground caving mine. Support costs are incurred well in advance of ore production, and there is a strong need to minimize these pre-production commitments of capital. Due to the extensive rock loads that normally develop during the caving process, the support used in caving mines is typically quite heavy and therefore costly. The process of designing this support increasingly makes use of basic tunneling principles, but is hindered by the still-incomplete state of knowledge of rock behavior in caving mines, and high variability of geological conditions in caving orebodies. Caving mines differ from tunnels in that the deformations and rock loads induced are transient and dynamic in occurrence, and are normally large in magnitude, often well in excess of rock mass strength. As opposed to tunnels, caving mine layouts are more intricate, and the methods and effects of construction ordinarily are not as closely monitored. Safety factors in mining tend to be lower and rock masses tend to he weaker. These aspects prevent strict application of tunnel design technology to caving mine drift support, with the result that mine drift supports are commonly designed chiefly on the basis of experience at other mines. Mining procedures at caving mines are evolved in response to site-specific requirements, to the extent that there are really as many caving methods as there are caving mines.

Diesel particulate filter (DPF) systems and biodiesel fuels are two of the most promising technologies available to the mining industry to reduce the exposure of underground miners to diesel particulate matter (DPM). A study has been conducted to estimate the potential of DPF systems and biodiesel blends to reduce DPM emissions from production vehicles. Results of testing three DPF systems in an isolated zone showed 88% to 99% reductions in elemental carbon concentrations. The test results also show that biodiesel blends, B20 and B50, reduced the elemental carbon concentrations in the mine air by 26 and 48 percent, respectively.

The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

The largest reserves of palygorskite in the world are located in Anhui and Jiangsu Provinces in East Central China. The deposits are Middle Miocene in age and range from 3 to 6 m in thickness. The deposits are the alteration product of basaltic volcanic ash. The Chinese Geological Survey estimates the palygorskite reserves are in excess of 200 million tons. The elongate particle shape results in unique colloidal properties. Large quantities are exported to Japan, Taiwan, Southeast Asia, New Zealand, Australia, and West and Gulf Coasts of the United States. The markets include agricultural carriers, paint, joint tape compounds, animal feed binders, catalyst support, drilling muds, and suspending agents for chemicals, pharmaceuticals, and medicines. The viscosity is high and the quartz content is generally 5% or less.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. The Climax Molybdenum Mine, located near Leadville, Colorado, is the site of a lengthy mining history spanning more than 80 years. In the 1960’s, extraction of molybdenum from oxide ore located adjacent to the massive molybdenite sulfide deposit resulted in the construction of an earthen core dam to impound fine-grained oxide tailing in the Eagle River Valley. Through recognized value of water storage and reclamation opportunities, a tailing removal project was initiated in 1993 to convert the impoundment facilities to a post-mining beneficial land use of developed water resources. An evaluation of the effect residual materials and lake dynamics would have on in-stream water quality was performed. Eagle Park Reservoir stands as a model for future reclamation efforts that involve water delivery to highly sensitive receiving waters. This paper provides a case study on project development, the evolution of water quality assessment, and the regulatory framework that contributed to this project’s success.

Potash is an important natural mineral used largely as a fertilizer in the production of food and fiber. About 93 percent of all potash consumed globally is used in agriculture as fertilizer. The balance is used to manufacture potassium chemicals. Most potash is extracted by conventional underground mining methods. Solution mining is used when underground deposits are irregular and very deep. The other main production method involves the evaporation of brines in shallow salt lakes, followed by the harvesting of potassium minerals.

As development in underground coal mines progresses away from the critical components of the ventilation system, including the main fans and ventilation shafts, resistance is markedly increased. This results in higher pressure and flow requirements from the main fan(s) to maintain adequate face ventilation, which often requires that the primary ventilation system is upgraded with additional shafts and surface fans. The use of booster fans underground is a potentially practical alternative. This study presents simulations of the use of booster fans in two underground ventilation scenarios, one longwall and one room and pillar. The booster fan effects on the power requirements of the ventilation systems are evaluated.

"Bi- and multilateral banks as well as export credit agencies in the OECD countries, but also numerous commercial banks, last year committed themselves to compliance with the World Bank’s standards. These environmental and social guidelines, also known as the Safeguard Policies, are the strictest international standards in the area of financing of major investment projects. The Safeguard Policies are procedural and quality guidelines by means of which socially and environmentally relevant impacts can be taken into account in the planning and implementation phase of a project. Objectives of the Bank Safeguard Policies are to ensure that environmental and social issues are evaluated in decision-making, to reduce and manage risk of projects and programs, and to provide a mechanism for consultation and disclosure of information. They are often referred to as the "10+1 Safeguard Policies," since ten of the guidelines address environmentally and socially relevant issues, while one guideline is exclusively concerned with public participation ("Public Disclosure"). In the presentation, the transparency of risk management measures and emergency response plans in pipeline projects will be discussed as an indicator of sustainability. The discussion is to be carried out on the basis of the results of an evaluation of several major pipeline projects, which have been financed at least in part by multilateral banks over the past few years. The controversies surrounding some of these projects due environmentally and socially relevant impairments connected with the investments have also been addressed by the Extractive Industry Report of the World Bank. Pipeline construction was the investment type chosen for the examination to be presented here, since pipelines frequently start in remote, unspoiled regions, and their routes often cross various natural zones and areas with various social structures. The question of safety during construction and operation of the line is always central to these projects; not only for the responsible authorities but also for other societal groups involved, such as environmental associations."

The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Several recent developments in fine screening technology have been implemented at the DuPont Starke, Florida plant allowing enhanced zircon recoveries while minimizing operator requirements and total operational costs. The total design concept came about through the efforts of engineers at Derrick Corporation (Buffalo, New York), DuPont Titanium Technologies (Starke, Florida) and Roche Mining (Carrara, Australia). The use of the Kelsey Jigs for zircon recoveries from the tailings stream requires two wet sizing functions in order to operate properly. The first wet sizing is required on the initial mineral slurry feed to the Kelsey Jig. This sizing is intended to protect the Kelsey Jigs internal screen basket from plugging with nearsize particles, thereby keeping production rates maximized. The second sizing function is intended to recover properly sized garnet ragging material, which inadvertently ends up in the tailings stream leaving the Kelsey Jig. The unique machine design developed by the three partners in this project incorporated both wet sizing functions (protection and garnet recovery) into a single patented high capacity wet screening machine fitted with patented screen surface technology. This screen surface technology allowed for high capacity slurry handling capabilities at separations as fine as 230 microns while experiencing no nearsize blinding and extremely long screen panel life. The high open area urethane screen surfaces utilized in the application typically last 20 to 30 times longer than stainless steel wire surfaces. The stacked machine design minimized total equipment requirements and screen footprint requirements, and reduced power consumption and overall installation costs.

Editor's note: This is the first of two articles on maintenance. Part two, "Effective maintenance downsizing techniques," will appear in the October issue of MINING ENGINEERING. Most mine managers are aware that the cost of maintenance rarely goes down unless work is done less often and with fewer people. Fewer people translates into downsizing and seldom means making maintenance more efficient. Even so, mines that have struggled unsuccessfully to improve maintenance and are now pressed to reduce maintenance costs may opt for downsizing. On the other hand, mines with an immediate need to reduce costs may be forced to downsize because they cannot wait for needed improvements to take effect. This can be bad news for maintenance. In any case, the mine must downsize correctly to ensure effective maintenance is sustained.

Three sulfide minerals, chalcopyrite, sphalerite, and pyrite, were leached using a bioleaching mode and an electrobioleaching mode. The former mode was used to leach the minerals with the bacterium A. ferrooxidans in a bioreactor. In the latter mode, the leaching of the minerals was performed in a combination of a bioreactor and an electrochemical cell. In this set-up, the solution was circulated between the bioreactor and the cathode compartment, the two reactors were in series, and the cell was operated intermittently. The mechanism is such that an increase in Fe(II) concentration, which is a nutrient of the bacteria, by electrochemical reduction of Fe(III) would increase the bacterial population and in turn would accelerate the leaching of the mineral. It has been found that the electrobioleaching of chalcopyrite is an improvement over the bioleaching with respect to the fact that leaching conversion is higher and a high level of Fe(II) concentration can be maintained. However, the electrobioleaching of sphalerite does not show any improvement over bioleaching. The electrobioleaching of pyrite is similar to that of chalcopyrite, and this has potential to be used in applications such as coal desulfurization and pretreatment of refractory gold ore in heap leaching where fine gold particles are entrapped inside pyrite particles.

Environmental regulation is an ever growing cost to the mining industry. Requirements for such items as air quality modeling, hazardous waste disposal, selenium concentration in water and sagebrush planting consume more of the mining industry’s resources each year. The mining industry is willing to make the necessary financial commitments to assure that the air, land and water resources are adequately protected and restored. However, it is sometimes difficult to explain to management and stockholders why money should be spent on a specific issue when science and common sense indicate it is being wasted. Common sense and sound science should dictate how mining is regulated.

The gold content of porphyry copper deposits ranges from less than 0.05 g/t to more than I g/t ((0.0017 to 0.035 oz per st) and the average is about 0.05 g/t (0.0017 oz per st) gold. Perhaps the highest grade mineralization found near a porphyry cop¬per deposit is the Ok Tedi Gold Cap ore body whose grade falls in the 2 to 3 g/t (0.07 to 0.1 oz per st) range. It is difficult to define a gold-rich por¬phyry copper deposit. All porphyry copper ore bodies contain some gold, but there seems to be a fairly sharp break in the gold content at about 0.1 g/t (0.003 oz per st) gold. There is also a problem in identifying dis¬seminated gold deposits that may have an indirect relationship to porphyry copper systems. This relationship is clear cut in deposits such as the Ok Tedi Gold Cap, the El Hueso deposit, the Fortitude and West de¬posits at Battle Mountain, NV, and the Sur¬prise deposit at Ely, NV. There are many other bulk disseminated, epithermal-type gold deposits - McCoy, NV, for example - that might be related to a porphyry system but where this relationship is remains very uncertain. In such places as the Goldfields and Tonapah district in Ne¬vada and in the El Indio, Chile district, there may be a vertically stacked ore deposit rela¬tionship between near surface epithermal deposits and disseminated molybdenite and chalcopyrite enargite mineralization at depth that may represent a deep porphyry system. This, however, has not been positively demonstrated. Most of the bulk epithermal gold deposits are probably not related to porphyry copper systems. Exceptions would probably be Ok Tedi, El Indio, El Hueso, Battle Mountain, and Lepanto where vertical or lateral zoning relationships are more apparent. This author believes that porphyry copper systems are related to a relatively unique type of intrusion that is probably distinct from, for example, the McCoy intrusivebody. For that reason, deposits such as McCoy, Chimney Creek, and the like will not be included in the definition of gold-rich por¬phyry copper deposits for this article. The interpretation of the origin of several of the deposits previously mentioned are subject to an unusual amount of contro¬versy. In the early 1990’s the British Columbia (Canada) mineral industry frequently discussed the need to participate in, and compromise with, public environmental interests in order to ascertain long-term stability. However, as the decade progressed the mineral industry withdrew from almost all meaningful public participation. As government protected areas policy in the past year has illuminated, there is a continued need for long-term land access stability. This paper historically analyses the public engagement policies of the British Columbian mineral industry while it participated in long-term consensus-based multi-stakeholder land-use planning processes. From this analysis the paper recommends that the mineral industry reengage the public and institute a new working relationship with environmental advocacy groups so as to ensure British Columbia becomes the most sustainable mineral producing jurisdiction in the world.

Life-of-mine process simulation is an interdisciplinary effort and a useful means of thoroughly evaluating mining and minerals projects. Communication between geologists, mine planners, miners, metallurgists, and managers not only benefits each discipline but facilitates design of an efficient operation and allows for accurate forecasting of productions and cash flow. By focusing on the key areas: geology; mine design; waste dumps; stockpiles; metallurgy; weather data; tailings disposal; using contours, block models, mine plans, process flowsheets, design criteria, operating and control strategies, maintenance schedules, and operating costs to perform detailed daily simulation from start-up to shut-down; a comprehensive understanding for all disciplines is achieved. Construction of a METSIM model that includes all test work and project data from drill holes through net present value calculations brings the pieces together to achieve optimum process design, minimize operating problems and eliminate the term ?black box? from project meetings and discussions.

Newcrest Mining is one of the leading independent gold producers in Australia thanks in large part to its Cadia Valley operations. It is the largest gold and copper producer in New South Wales and one of the largest in Australia. This year Newcrest will expand its operations with a A$545-million expansion in the area. The Cadia Valley is approximately 250 km (155 miles) west of Sydney. The province presently includes the Cadia Hill opencut mine and the Ridgeway underground mine. With a significant mineralized system to the east of Cadia Hill and a mineral resource below Ridgeway, Cadia Valley has the potential to underpin Newcrest?s production for up to 30 years. In 2007, total gold production for the company in-creased to more than 50 t (1.6 million oz) and cash flow increased by 47 percent, according to the company?s annual report. The history of mining in the area dates back to 1851, but Newcrest?s history is young. In 1990, Newcrest commenced activities in the Cadia Valley. In 1992, Cadia Hill was discovered, with the discovery of Cadia East (1995) and Ridgeway (1996) following close behind. In 1998, the Cadia Hill openpit mine was commissioned. In 2002, the Ridgeway underground mine was commissioned and in 2007 the company?s board of directors approved an A$545 million development of the Ridgeway Deeps. The Ridgeway underground mine is located adjacent to Cadia Hill. The Ridgeway orebody has no surface expression but lies approximately 500 m (1,640 ft) below the surface and resembles an inverted teardrop. It measures approximately 450 m (1,476 ft) by 250 m (820 ft) and extends in excess of 850 m (2,788 ft) in depth. Ridgeway is a sublevel caving operation. Crushed ore from underground is delivered by conveyor to a surface stockpile, adjacent to the Ridgeway concentrator. Using similar processes to the adjacent Cadia Hill concentrator, gold and copper are recovered in a conventional flotation circuit to produce a copper concentrate containing elevated gold levels.
