For research and test data to serve a useful purpose, it is essential that it be derived from some known standard test procedure that allows for comparative analysis as well as independent replication and verification. Fan performance data provided by manufacturers is not absolute, and is influenced by the geometry of the test installation. For these reasons, fan test standards have been prepared in order to establish a clearly defined test procedure that allows for comparison of different fan designs, and also allows for the independent verification of test data. Internationally recognized Standards such as BS848, ISO5801, and AMCA 210 etc. are highly prescriptive, and precisely specify test duct configurations, measurement procedures, measurement planes and instrumentation to be used. Provided the laboratory tests are conducted strictly in accordance with the relevant Standard, the performance data will accurately reflect fan performance within the appropriate tolerances for efficiency, pressure and flow when tested in the defined configuration. Major differences in performance exist between a fan tested in accordance with a Fan Test Standard, and an identical fan installed in a mine ventilation system. The aerodynamic performance of any fan will be influenced by the quality of the fan manufacture, the flow system within which it is operating, the location of measurement planes, and the system stability. The flow distributions present in a standardized Laboratory test are unlikely to be repeated in mine ventilation systems, and this will also disadvantage fan performance. Unless the fan supplier takes all of these influences into account, there will an inevitable reduction in fan aerodynamic performance, and the end user will experience a shortfall in expected flow through the mine. The effect on fan performance can range from minor inconvenience to catastrophic fan failure resulting in major rectification costs and significant loss of mine production.

University research in the U.S. consists of three components; faculty, funding, and graduate students or postdoctorals. Individual faculty is the unit area of research that is not limited, although faculty normally performs research in their areas of expertise. Faculty can and often do join with other faculty in multidisciplinary research. Faculty research achievements or reputation reflects the standing of the program and university. Therefore, research is highly encouraged and regarded within the university community. Graduate students are the work force of faculty research and doctoral students are preferred for high-quality products. The federal government provides the majority of funding sources, with the remainder coming from industry, state government and others. Compared with other engineering majors, the mining engineering programs in the U.S. are unique in that they: ? Are small in terms of the number of programs, and number of faculty and students in each program. ? Serve a single industry (i.e., mining) and are thus cyclic, reflecting the up and down economic state of the mineral industries. Enrollment statistics during the past 70 years show that a cycle consists of approximately 30 years with the first 10 years up, followed by 20 years down. ? Have curriculum designed to emphasize and thus serve for either the coal, hardrock or industrial minerals industries. These unique features make mining engineering programs hard to manage in university environments. Funding for mining research has relied primarily on the federal government, i.e., the former U.S. Bureau of Mines (USBM) and currently the National Institute for Occupational Safety and Health (NIOSH). The mining industry does not directly perform, nor sponsor research projects. Federal funding provides primarily in-house research. In the last four decades, federal extramural funding was only available when Congress appropriated extra funding in response to mine disasters. For instance, a string of coal mine explosions in the mid to late 1960s prompted Congress to enact the Coal Mine Health and Safety Act of 1969. It provided massive research funding from 1970 to 1983 covering all mining-related subject areas. From 1984 to 1995, federal extramural research funding was minimal, through two generic mineral technology research centers for selected mining engineering programs. In 1995, Congress closed the USBM and transferred the health and safety of miners program to NIOSH. Federally-funded extra-mural research practically stopped from 1995 to 2006. In 2006 and 2007, in response to a series of disasters, including those at Sago, Aracoma, Darby and Crandall Canyon, Congress again appropriated funding for short-term re-search in selected subjected areas such as underground tracking and communication, mine seal and ventilation, and deep cover pillar extraction. Therefore, to develop a meaningful academic mining research program during the past three decades, funding needed to be drawn from other sources such as the mining industries. A ?meaningful? program requires a sufficient amount of consistent funding in order to produce effective results. A review of federally funded extramural research pro-grams shows that a great majority of contractors/grantees are private entities, involving few mining engineering faculty. This, in part, is due to the fact that mining engineering involves so many different subjects. Therefore, a small mining engineering program can only have resources to cover teaching in the core subject areas (i.e., extraction, ground control, ventilation and material handling), at best. In this respect, a successful and meaningful academic mining re-search effort requires strong supporting programs such as geology/geophysics, structural (applied) mechanics, material sciences, compute/software application, etc. Therefore, academic mining research had to rely on private sources such as coal companies, in the author?s case, for sustained funding in the past three decades. Relying on funding from coal companies presents several problems. The projects were small and considered routine consulting projects requiring practical answers in a very short time frame. This is not really suitable for academic research, for which the major goal of research is the training of graduate students. These short-term projects vary with time and mines, most of which are driven by U.S. Mine Safety and Health Administration (MSHA) or U.S. Office of Surface Mining (OSM) regulations. So sustained funding under such condition requires broad experience of coal mining operations, which is also not well-aligned for academic research where faculty tends to specialize in a narrow field. Consequently, under such a funding environment, it is important to keep in mind how to develop long-term academic research objectives from conducting small short-term consulting projects that require quick solutions. In other words, how to look beyond the quick answers and to develop broader and more fundamental theories applicable to other situations that advance the-state-of-the-art. In order to achieve this objective, faculty must act as the connecting link because graduate students come and go. Faculty must know the detail of each project such that they know what are the important unsolved problems, what to assign to specific graduate students and how to guide the next group of graduate students to continue the development and advance the mining science. Under such funding environments, the most effective way to conduct academic mining research and ensure quality products is to maintain a research group consisting of postdoctoral, PhD, and MS students of various rankings such that the senior ranks can assist in guiding the junior ranks, especially the senior PhD students who are experts in their dissertation research areas. A weekly meeting should be scheduled for the group in which problems encountered in the research are discussed or individuals take turns presenting the progress of their projects. During each meeting, the importance of open discussion on scientific issues must be emphasized. Thus, opinions are encouraged, debated, and rejected or accepted. Students are encouraged to listen to and analyze other points of view. In addition to training of this thought process, the meeting also helps identify the strengths and weakness of each individual. As the subject of research expands over time, the group?s and, thus, the faculty?s research experience broadens. With this approach, companies can get the quick answer they desire from expert research experience and the faculty can engage in meaningful applied and basic research that is most relevant to routine mine operations. The end result is that companies will have a high regard for academic mining research.

During the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed and who has performed the research have all changed. Although there are a lot of subjective ideas and anecdotal "analyses" concerning these changes, there has been no actual study of these trends to verify the facts. This study was divided into six five-¬year periods for the purposes of comparison. Some of the trends analyzed are co-authorship, research areas, research sponsors and cooperative efforts. In today's research arena, 30 years is a long time. Technology has advanced more rapidly than in any time previously and that pace continues to increase. There are more researchers, more tools for research and an increasing number of companies, agencies and institutions engaged in research. The pace of change and its impact is often discussed and debated at professional meetings and in institutions that engage in research. These conversations will often influence the research decisions of the participants in directions to take or subjects to pursue.

Interpretive geotechnical investigations were performed for the construction of approximately 15,250 m (50,000 ft) of wastewater interceptor tunnels in Austin, Texas. Subsurface materials consist of claystone (or clay shale), siltstone, altered volcanic tuffs, chalk and limestone. Special conditions include multiple crossings of Onion Creek with cover ranging from about 1/2 to 3 m (2 to 10 ft.), and the potential for mixed-face conditions consisting of water-bearing gravels overlying clay shale or siltstone. The methods and results of the geotechnical investigations are discussed and the inferred construction conditions are compared to those encountered during tunneling. A suggested format is presented for interpretive geotechnical reports for underground construction projects.

Most of us are aware of the ever increasing use of underground space. At the Advisory Conference on tunneling in Washington, D. C. in June of 1970, the demand for construction oriented tunneling during the 1970s was estimated at some 21,000 Km of length with an excavation volume of 675 million cubic meters. Of this total, 11 million cubic meters were forecast for underground parking. Though this is a small portion of the total, it is significant to note it represents a 280% increase over the previous decade. Other areas of unusual increase were railroad tunnels, 150%, and rapid transit tunnels, 160% (1). Faced with this increasing demand, the need for improved excavating efficiency is obvious. Great strides have been made. In Japan, for example, several new long tunnels have been driven parallel to old existing ones at costs as much as 50; under those of the original tunnels (1). This is an impressive achievement. I am certain, however, that we would all agree that even greater improvement is required. Great emphasis is being placed upon sophisticated systems which include among others, mechanical borers, thermal fracturing, and various methods of rock weakening and softening. However, in hard rock excavation the fact remains that the drill-blast method continues to be the most widely used system. Undoubtedly it will continue to be one of the most important techniques in the forseeable future.

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. Mine operation managers are constantly tasked with identifying new ways to produce more, while using less. Mine effectiveness and reliability is the foundation of improving operational performance. Timely decisions need to be made in order to identify production waste. Intelligent data needs to be visualized in real-time. Operational events need to be captured with impacts quantified and root causes identified. Unfortunately, complex information technology solutions often have a very poor success rate, with some reports suggesting 30 percent of complex projects are canceled before completion.

Costs of complex/underground projects have been consistently underestimated and delivery on time and on budget has been problematic. This has been attributed, to inadequate cost estimates and unidentified and/or insufficiently managed risk. Use of probabilistic cost estimates like the Washington State Department of Transportation?s CEVP® process (developed by the author and others) has produced more realistic cost estimates, explicitly identified and quantified risk (as input to risk management plans) and early awareness of key project issues. This paper updates previous work (NAT 2004), adds implementation detail for probalistic cost estimating as used by WSDOT, FHWA and other agencies and will address key issues in risk management, as related to probalistic cost estimates.

Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. Selective flocculation and dispersion processes for the concentration of hematite ore are strongly dependent on the ionic content of the process water. It has been noticed that magnesium ions are more detrimental to iron recoveries during desliming and flotation processes than calcium. This phenomenon was studied by measuring the zeta potential of hematite ore at various concentrations of magnesium, calcium, strontium and barium at a pH of 11. Results show that zeta potential inverts from negative to positive at very low concentrations of magnesium ions in the solution. It takes a significantly higher concentration of calcium, ions to achieve the same effect. This difference may be attributed to the ability of magnesium ions to adsorb to all surface hydroxyl groups, whereas calcium, due to their larger size, can only adsorb to every other hydroxyl group. This hypothesis was confirmed by results similar to those seen with calcium when this test was repeated with strontium and barium ions. The tendency for calcium ions to adsorb to every other surface hydroxyl group causes higher concentrations of calcium to be less detrimental to hematite concentration processes than magnesium.

The Bond grindability testing procedure has been standardized to measure the same grindability values, i.e. Bond work index (BWi), for the same ore when tests are performed in different laboratories or by different operators. This is accomplished by the standardization of mill dimensions, tumbling speed, grinding ball charge weight and distribution, sample ore charge weight in the mill and operating practice. The results of this investigation reveal that the Bond work index grindability values may differ substantially with different standard Bond ball mills. This paper will review the results.

Mine planners must select a single pit for design with the knowledge that the grades on which this selection is made are uncertain. This uncertainty is often ignored through the use of deterministic models of grade. This makes the mine planner?s job simpler but does not necessarily lead to the ?correct? or ?best? selection. Grade uncertainty is typically modelled with conditional simulation which generates multiple possible realisations of grade that are equally probable (or improbable) to occur. Methods for incorporating grade uncertainty into mine planning to date have either been perceived as being too complicated, not accessible or too time consuming. This paper proposes a simple and efficient modelling approach to incorporating conditional simulation into pit optimisation, which would be able to be applied in currently commercially software. An example for Resolute Mining Ltd?s Syama Gold Project in Mali shows the range of ore, grade and value outcomes associated with generating pits through a variety of methods.

Deep open-pit mines are becoming increasingly common in the highly mineralized arctic and sub-arctic regions. Air inversion is a frequent occurrence in these regions, and is exacerbated by the natural topography of an open-pit mine. Due to such inversions, the air quality in open-pit mines deteriorates very rapidly. Transport of gaseous pollutants under arctic air inversion is complex and involves an interaction between flow, thermal and convective transport systems. This paper discusses the construction and validation of a three-dimensional model that simulate the flow of air and the transport of gaseous contaminants in an arctic open-pit mine and the effect of low influent velocity and large gust velocities on the contaminants profiles in the mine. It was found that while higher velocities may remove contaminants from the pit bottom, they may not remove the contaminants from the pit entirely, necessitating artificial mitigation measures.

Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China's future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang's Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m. Several common ratios used for determining spontaneous combustion activity rely on comparing the amount of various products of oxidation with the amount of oxygen consumed to produce these products. As coal gets hotter, oxidation reactions become more efficient meaning more products produced for less oxygen consumed. There are many problems associated with accurately determining the true amount of oxygen used. These problems relate to the monitoring technique (and its associated uncertainties) used to generate the results, deficiencies in the established equations utilized in calculations, dilution with other gases and other sources of oxygen depletion. Typically the oxygen deficiency is over estimated, resulting in the under estimation of the indicating ratio. For this reason the use of ?one off? calculations to determine the status of the underground environment is not recommended. Instead trends of these ratios should be used to identify increases which indicate an increase in oxidation intensity. This paper outlines problems associated with the monitoring techniques and equations used to determine the oxygen deficiency.

Over the last fifty years, the treatment of enargite concentrates has not received much attention primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid-bake leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400 ºC) sulfuric acid baking of an enargite concentrate followed by water-leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase for baking at 400 ºC. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400 ºC, sulfuric acid amount of 0.5 mL/g of concentrate, and 2 h baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). XRD analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in similar fashion.

Ion flotation shows great promise for recovering and removing metal ions from dilute process streams, either for environmental compliance or to recover values. This technique uses an ionic collector to concentrate non-surface active colligend ions of the opposite charge from a bulk solution at the solution?vapor interface. With a sufficiently large solution?vapor interfacial area (provided, for example, by sparging gas through the solution), the colligend can be concentrated and removed along with the collector in a foam phase. A key limitation on using the technique in the minerals industry, where many process streams contain a variety of ions and have relatively high ionic strengths, is the need to control which ions are interacting with the collector. Here the effect of three different chelating agents, namely dodecyldiethylenetriamine (Ddien), ethylene diamine tetraacetic acid (EDTA) and triethylenetetraamine (Trien), on the selectivity of copper, nickel and cobalt, or copper and alkaline earth metal ions, is reported. The results are discussed in terms of their implications for adoption in the minerals industry.

INTRODUCTION The Premise Not much time has to be spent in a tunneling project to realize the tremendous interdependence that exists among the various unit operations. The research that is to be described attempts to examine one set of these linked operations, namely, the effect of cutters on muck handling properties. All too often research focuses on too minute an aspect of a problem for the results to be of much immediate, practical use. The goal of this research is to avoid this specificity. Apologies are tendered if this goal is missed. It is known that the mode of flow of bulk solids under the influence of gravity -- emptying a bin or hopper -- is dependent on several basic parameters. The size of the particles and the distribution of sizes (consist) determine whether the solids will first flow out of a given aperture; the cohesion of the solids will determine if flow will continue after the bin is opened; and the angle of internal friction determines the size of the flow regime (1,2,3). It is well understood that the latter two parameters affect the behavior of bulk material on a conveyor belt. Cohesion of material to a belt is always an undesired problem. Heaping of material on a belt depends on the material's internal friction. It is also known that varying the particle size, and the packing density of the material can affect the material's angle of internal friction (4,5). A part of the East Bay Municipal Utility District?s Folsom South Canal Connection Project, 430 feet of raw water pipe was installed using micro tunneling beneath the Mokelumne River. The access shafts for this crossing were constructed 50 and 35 feet deep through very dense sands and soft sandstone and siltstone. High groundwater and the immediate source of recharge from the river required watertight shaft construction methods. The shaft contractor, Drill Tech of Antioch, CA, used a brand new Bauer cutter-soil mixing (CSM) rig to construct the large shafts. The structural concept is similar to secant piles, but instead of creating cylinders of soilcrete, the CSM rig creates interlocking rectangular panels. This technology has been used previously in Europe, Asia, and Canada, but this was the first project to use CSM technology in the United States. Cutter-soil mixing technology has other applications beyond shaft construction, including retaining wall construction and levee reinforcement.

During early stages of the detailed design for Detroit?s Upper Rouge CSO Tunnel Project, a Value Engineering Recommendation suggested the design team investigate alternative concepts to the usual cast-in-place or precast concrete lining system for the Project?s many smaller diameter Deaeration Vent Shafts. The resulting design investigation produced not only an alternative lining system, but lead to a proposed non-conventional approach to shaft installation means and methods through soil and rock necessary to construct the permanent shaft lining system. This paper will outline and summarize the technical issues, contractual restrictions, and cost considerations that eventually lead to the final shaft design
