This report presents findings from a Bureau of Mines study on barriers that may prevent miners from correcting and avoiding groundfall hazards. Such barriers stem from four basic types of problems: (1) inability to recognize groundfall hazards, (2) inability to correct groundfall hazards, (3) lack of motivation to search for groundfall hazards, and (4) lack of motivation to correct groundfall hazards. Data are presented that summarize the views of miners, section supervisors, and mine inspectors about the contribution of these barriers to groundfall accidents and what they think should be done to reduce the frequency of injuries sustained by falls of roof and rib. The report also includes a summary of miners' responses concerning their recent experiences with groundfall accidents, along with industrywide statistics on accidents and injuries caused by ground falls in underground coal mines.

For nearly a score of years the American petroleum industry has faced the problem of maintaining its economic structure while oil -producing potentialities greatly exceeded the increasing market demand for oil and its products . However , the combination of maximum civilian demand with rising defense requirements caused an all - time peak in crudeoil production in the latter half of 1941 , with a daily production (as estimated by the Bureau of Mines ) of 4,139,000 barrels in December - an increase of 16 percent over the daily production of 3,573,000 barrels in December 1940. In the event of a long war , a continuing , steady, and adequate supply of petroleum and its products for military and required civilian needs is essential, and the efficiency of recovery of oil from natural underground reservoirs will have to be maximum. Whereas it may not be possible to increase production in some fields , the output from others may have to be drawn at a much faster rate than formerly . More than 10 years ' experience in operating oil fields under proration control has demonstrated to petroleum engineers that some of the efficiency of recovery of oil from reservoir sands and rocks is sacrificed if the oil and gas are withdrawn at too . rapid a rate . As petroleum is an irreplaceable natural resource for which suitable substitutes probably will not be available in desired quantities for many years , any producing method that jeopardizes the quantity of oil that may be recovered from underground reservoirs must be considered at this time of declared war against aggressor nations as conflicting with the best interests of national defense . At best, the efficient recovery of oil is a complex problem . It involves not only a knowledge and application of the fundamentals of fluid flow through porous mediums, but the sources of energy responsible for the movement of oil and gas through reservoir sands and porous rocks to wells must be known to determine the best practices for extracting these hydrocarbons . Reservoir energy is of two kinds - (1 ) water under hydrostatic head underlying the oil in the extraneous parts of the reservoir system and ( 2 ) natural gas under pressure as "free " gas in the reservoir or in solution in the oil . Inasmuch as the efficiency of oil recovery depends largely on the manner in which reservoir energy is used to move oil through reservoir sands and porous rocks to wells , optimum practices for withdrawing the oil cannot be determined until it has been established that the oil in the reservoirs is being forced to wells by an internal gas expansion, by a natural water drive , or by a combination of gas expansion and water drive . There is a fundamental difference in the performance characteristics of gas - expansion and water - drive reservoirs . In a strictly gas - expansion reservoir the energy available to move oil and gas through the porous formations to wells results solely from gas pressure , which is maximum when the reservoir is tapped by the first well . Pressures decline as oil and gas are withdrawn ; consequently, the energy available for moving oil and gas through the oil - bearing formations to wells decreases with production . Curtailing the oil - production rate or shutting in gas - expansion reservoirs entirely will not act to replenish energy previously used in the production of oil and gas ; in their operation , therefore , it is especially important not to waste reservoir energy - the production of oil with high gas : oil ratios will be reflected in lower ultimate recoveries of oil .

The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

About 24 per cent of our total production of bituminous coal is used in industrial power plants. As regards fuel conservation, therefore, the recovery of unburned fuel from furnace refuse presents interesting possibilities. Considerable attention has been given to this problem in the past, but because of the comparatively low initial cost of power plant fuel in the pre-war period little progress, has been made in this direction in the United States. Because of the higher price of coal in Europe more attention has there been given to the problem. In Germany a process has been developed for separating unburned coal in refuse by using an electromagnetic separator In the United States the use of mechanical stokers enabled low-priced screenings of high ash content to be used, so that even with relatively high percentages of combustible material remaining in the refuse, the loss in money is not excessive. If the price of screenings returns to the pre-war level around $1.00 per ton the process proposed here will probably not be especially interesting, except where the freight charges are very high. However, if the price of delivered coal continues high, such a process should result in considerable saving. The cost of continuous operation of such a refuse treating plant should not exceed 75 cents per ton of fuel recovered.

"These proceedings consist of papers presented at a Bureau of Mines Technology Transfer Seminar on postdisaster survival and rescue research. Several seminars are held each year to bring the latest results of Bureau research to the attention of the mining industry as quickly as possible.INTRODUCTIONThe postdisaster research program is directed toward research and development of technology and equipment that increases the chances of a miner surviving or being rescued after an underground mine disaster. A disaster is an accident of major proportions, and it may result in the entrapment of miners whose normal egress from the mine is cut off. This often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. The Bureau is currently pursuing research to develop the technology that will enhance the ability of miners to survive such an occurrence. The research is divided into two basic problem areas, survival and rescue. Both areas are concerned with the inability of miners and rescue teams to cope with the postaisaster environment, such as toxic gases, unstable roof conditions, water flooding, and lack of oxygen. In addition, research is also conducted to find ways of locating and quickly reaching trapped miners. Most of the research conducted by the Bureau has been directed toward the postdisaster problems associated with coal mines. However, most of the research results are also applicable to noncoal mines as well.The papers presented in these proceedings address some of the recent research conducted by the Bureau of Mines that has been directed toward the postdisaster problems outlined above. The topics covered range from an overview of the technology developed for oxygen selfrescuers to training programs for mine rescue. Any questions or comments pertaining to this research are encouraged and appreciated. Excellent gold recovery was demonstrated in a laboratory-scale leaching test on waste material from an open-pit mine in northeastern Nevada. An injection system of leaching was applied in which the sodium cyanide solution was introduced into the interior of the dump at selected points. Dissolution of gold from the waste material, which assayed 0.06 ounce gold per ton, was readily achieved because the gold occurred as submicroscopic particles in a porous host rock. Gold recovery of 80 percent was obtained in 11 days from material crushed to 1 inch in size, and recovery was 90 percent after 21 days.

In 1985 at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 9,400 acres of the 10,005-acre Duncan Creek Wilderness Study Area (ID-111-78) in order to evaluate the mineral resources. The study area is located in Owyhee County, 10, about 36 miles southwest from Bruneau, ID. No mining districts are in the study area, nor were any mines or claims recorded or found. The southern half of the area was covered by oil and gas lease applications, all of which were cancelled prior to June, 1985. No economic concentrations of minerals were found in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Duncan Creek study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

The Bureau of Mines developed a new method for the determination of oxides of nitrogen in diesel exhaust gas. The procedure, a modification of the Saltzman method, uses a NO2 absorbent for the diesel exhaust gas; the colorless absorbent becomes purple on contact with N~. When used properly this procedure gives satisfactory results in 2 hours, whereas the standard phenoldisulfonic acid method required approximately 8 hours. The new method is not satisfactory for determination of oxides of nitrogen in the overrich fuel to air ratio range.

The National Institute for Occupational Safety and Health conducted a study to determine the effects of selected, state-of-the-art emission control technologies on the ambient concentrations of particulate matter and gases emitted by underground diesel-powered mining equipment. Tests were conducted in an isolated zone of an underground mine to evaluate the effectiveness of alternative fuel formulations, namely, water-fuel emulsions, blended biodiesel fuels, ultralow sulfur diesel fuel, and #1 diesel; and selected exhaust after treatment devices, namely, diesel oxidation catalysts (DOCs), diesel particulate filter (DPF) systems, and filtration systems designed around high-temperature disposable filter elements. The results showed that using a cold-weather and warm-weather water-fuel emulsion formulation reduced mass concentrations of elemental carbon (EC) by about 70% and 85%, respectively. The 20% and 50% soy biodiesel blends reduced EC by 49% and 66%, respectively. The reductions were slightly less pronounced for the 20% and 50% yellow grease biodiesel blends—33% and 56%, respectively. EC concentrations were unaffected by using ultralow sulfur diesel in place of #1 diesel. Use of the reformulated fuels did not substantially alter the concentrations of nitric oxide and carbon monoxide. However, a measurable increase in the nitrogen dioxide (NO2) peak concentration was observed during the biodiesel tests. The ArvinMeritor (AM) fuel-burner DPF system with a palladium-catalyzed DOC reduced EC concentrations by 92%. The diesel filter elements from Donaldson Co., Inc., and Filter Service & Testing Corp. reduced the EC concentration of the mine air by 92% and 70%, respectively. When the palladium-based DOC was used with the AM DPF, it raised the average and peak downstream NO2 concentrations by a factor of three. Tests of the AM DPF system with a platinum-catalyzed DOC and CAP/ETG catalytic particulate oxidizer system had to be terminated because the elevated NO2 concentrations threatened to overexpose the operator. The tests with only a selected DOC also resulted in increased NO2 concentrations in mine air.

In 1979 and 1980, the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the 20,500 acre Black Butte RARE II area (No. 5102) in the Los Padres National Forest (fig. 1). The work by the Bureau of Mines indicates that the potential tor mineral resources in the area is low. Samples of outcrops and stream channels contained no economic minerals. A mercury deposit near a granodiorite-sedimentary rock contact occurs 2 mi northeast of the study area, but similar deposits have not been discovered within the area. Geothermal potential exists near Tassajara Hot Springs, but no thermal springs occur in the area; nor have oil, gas, or coal resources been found.

Domestic production of lithium minerals, source of the lightest metallic element, has increased from an average of 1,327 short tons of concentrate in the 1935-39 period to approximately 37,830 short tons in 1954. This rather phenomenal growth in production and use reflects growing industrial interest in the metal and its salts. This information circular has been prepared to summarize for the casual technical reader the reserve, mining, processing, and consumption situation pertaining to the mineral spodumene - the principal source of lithium. A relatively complete bibliography is included for those who may need more detailed information.

The Skene mine, in the Elizabeth District, Illinois, produced lead are from 1901 to 1907. Three exploratory holes drilled just north of the mine were said to have penetrated 40 feet of good zinc are. During the summer of 1944, the Bureau of Mines drilled check holes close to what appeared to be two of the three old holes. They also drilled two holes to the south of the mine and one into the core of the deposit. Results of the investigation are given in this report.

[The legislation in many States against the present method of producing carbon-black by the incomplete combustion of natural gas, and the continually increasing demand for gas for otter purposes, indicates that the supply of carbon-black may Gradually be decreased and that new methods for its production, utilizing a greater parentage of the carbon in the has should be developed. In the course of investigations of the effects on hydrocarbons of high voltage discharges, it was noted that under certain conditions natural gas could be decomposed and that carbon-black could be produced. The effects of several tyres of electrical discharges on natural gas have, accordingly, been studied' in order to find out the fundamental factors underlying the reactions and their possible influence in the recovery of a greater part of the carbon content of natural gas than is now possible. Present commercial plants using natural gas for the manufacture of carbon-black recover from 0.9 to 1.5 pounds of carbon-black per thousand cubic feet of gala consumed, or less than 5 per cent of the total Gabon in the gas: It should be noted, however, that the, present methods involve heating the gas to incandescense by burning it as a luminous flame, and a considerable part of the gas is thus consumed as a source of hest. If this heat can be supplied from some other source, or if a more efficient method of applying the energy con. tamed in part of the gas, to the decomposition of the rest of it, can be worked out, then a greater yield of carbon-black per thousand cubic feet of gas care be expected. The Bureau of Mines conducted laboratory-scale beneficiation tests on a sample of corundum gneiss from Montana to devise a method for beneficiating corundum for use as a substitute for refractory-grade bauxite. A flotation process utilizing petroleum sulfonate as the collector in an acid circuit was devised. Results showed that two flotation schemes each produced a concentrate exceeding the national stockpile specifications for calcined bauxite. From a feed containing 28 pct corundum concentrates containing up to 92.5 pct alumina (A1203) were produced with a corundum recovery of 78.5 pct.

During 1990-1999, a total of 458 fires occurred in all coal mining categories; 157 of those fires caused 164 injuries and 2 fatalities. The greatest number of fues and fire injuries occurred at surface mines, whch also had the highest risk rate values. A total of 66 fuefighting interventions were required. Of these, there were 25 mine rescue team interventions in underground mines, including 5 mobile equipment firefighting interventions, and 41 fire brigade and fire department interventions at all surface operations, including 19 mobile equipment interventions. In all, 50 fires destroyed or heavily damaged equipment (including 16 pieces of mobile equipment) because of failure of other firefighting methods, late fire detection, undetected fires, or fire size. A total of 1 14 fires were detected late by smoke, and 42 fires were not detected.

The first thought in the case of an accident or contagious disease is naturally that aroused by our humane instinct , how serious is the case and will the person recover ? The economic effects of such cases , owing to their many ramifications , are seldom realized either by those directing mining operations or those engaged in the labor of producing . This paper is based on the accident experience of the State of Utah and the number of cases of two well known preventable diseases , typhoid fever and smallpox , in that State for the fiscal years 1917-1918 , 1918-1919 , 1919-1920 , and 1920-1921 . The data and figures presented are from coal -mining camps only . W. W. Adams , mine- accident statistician of the bureau, contributed valuable corrections and suggestions . The economic results of accidents are considered first , and those of the two preventable diseases later .

The mining ordinance of Costa Rica dates from 1830. In spite of the numerous attempts to enact a new ordinance , it has been so much amended and reamended during the hundred years of its existence either expressly or , more often , by implication , and sometimes by Executive Decrees of which the validity has been called in question - that in most cases no one but a lawyer thoroughly conversant with Costa Rican mining practice could properly advise with reference to it . The present attempt at a digest of these laws is based on the 1929 edition of Bolandi and Johanning - the only source available in Washington . Apparently this edition has no official character , and the editors themselves often made surmises although one would think that definite facts would be available in Costa Rica where it was published .
