The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

The number of fatalities from mine explosions for the fiscal year 1945 dropped below that of the year before; continued improvement over the record of the years from 1940 to 1945 is hopeful, but the number of reported explosions has increased rather than diminished, and the number of victims claimed by explosions is often more definitely a factor of chance than forethought. Mine fires and explosions can be eliminated through the methods now well-known to those well-informed in matters pertaining to safety in mining but ignored by many coal-mine operators and employees who follow procedures of the past or their own short cuts, regardless of disasters that may result: Tried and proved safety measures for preventing mine fires and explosions have been recommended to the mining public repeatedly, yet only a relatively small but far-sighted minority have adopted these measures and made them a part of operating practice. That far more explosion disasters did not occur in 1945 is fortunate. In 1945 a coal-mine fire of electrical origin caused heavy loss of life, while several others from the same cause were controlled with but few fatalities; this hazard is now being curbed temporarily to some degree after the bad record of the two preceding years, but a real solution of the problem has not been reached, although cooperating committees trying to produce at least some answer have made progress.

This Bureau of Mines report describes the preparation characteristics of the significant coalbeds of Clay, Gilmer, and Lewis Counties, W. Va. In 1966, almost 1.3 million tons of coal was mined in these counties, of which more than one-half was from the Pittsburgh coalbed. Washability analyses were made of 16 coalbed samples. Of these, only 11 samples could be upgraded to metallurgical quality. For steam or power generation five of the coals were of low sulfur content as received. The remaining samples were generally of medium sulfur content even after upgrading.

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

The Mi Vida mine , Big Indian district , San Juan County , Utah , is in an ore deposit of uranium and vanadium minerals disseminated in certain sedimentary beds of the Triassic Chinle formation . Statistical analysis of assays of samples taken from the ore body affords an estimate of the grade of the ore body and provides a prediction about the direction of best mineralization beyond the sampled area . The basic data analyzed are assay results for uranium ( Uз Og ) , vanadium (V₂O ) , and lime (CaO ) from 225 channel samples cut at 79 sample points . Through the use of appropriate statistical methods , particularly regression analysis , the grade of ore may be estimated more precisely than by conventional means , and the most favorable direction to extend the mine may be predicted . Frequency distributions of assay residuals for uranium , vanadium , and lime are compared to frequency distributions of assays without regard to trend . Correlations among these variables are obtained and interpreted . The statistical methods employed illustrate certain techniques that may be used to analyze assay data from ore deposits in general .

During the period 1937-40 and until peacetime research was superseded in 1941 by wartime activities , the junior author was engaged in studies regarding the relative efficiency of operating methods in quarries producing crushed stone for mineral aggregates . The results of some of these studies were published as reports of investigations in 1939 and 1940 ; / others were discontinued due to war demands on personnel and time . The published reports discussed the efficiency of particular quarry operations with respect to the time consumed and without reference to costs or mechanical factors . • At the time , the field data were collected for the published reports other data were collected relative to the relationship of the numerous variable factors inherent in the operation of a churn drill to the ability of the drill to produce blast holes . The churn drill is essentially a crusher and depends. for its performance upon the foot-pounds of energy it can impart to the cutting edge of its bit . The gravity stamp mill , so well-known in western gold mines , is essentially the same type of crusher . The ratio of foot- pounds necessary to crush the rock , to the total theoretical energy developed by the falling churn- drill tools , affords a good means of evaluating the efficiency of the tool . This does not include to tal over-all efficiency involving the mechanical equipment of the drill itself or its power unit .

An analysis of three 1-1/4-diam manufactured wire ropes of 6x19 classification was done to identify and describe reference conditions of new rope. Reference condition is of value when examining tested or retired ropes. Measurements of strand and rope pitch and of wire and rope diameter confirmed adherence of all ropes to those construction specifications. Mechanical properties of strength and ductility were determined by accepted methods for the ropes and wires from the ropes. Individual wires from one rope failed to meet minimum wire ductility values. Wire chemical composition varied in average carbon levels, from 0.70 to 0.78 wt pct, and in manganese content, from 0.45 to 0.80 wt pct. One manufacturer's product contained 1 to 3 wt pct Ni and Cr. Heavily wrought pearlitic steel microstructures were porous and contained inclusions. Cold work variations were evidenced by wrought grain width. Recorded anomalies reflected the condition of the manu-factured products. The report provides data that compare the three wire ropes studied, but cannot verify the effects that these conditions or anomalies have on rope service life.

The Bureau of Mines is studying cupola ironmel technology with the objectives of conserving high-quality raw materials through substitution and productivity. In the research re-ported here, a ize was modified by a gas-fired melting and/or ing chamber into the stack above the level of the coke bed, for study as a prototype for a coal-fired melting chamber. The modified cupola, in which natural gas was used to partially replace foundry coke, was evaluated in several trial runs. Data were obtained on furnace performance, metal and slag chemistry, and scrubber waters as particulates. Results of the modified ion were compared to those of conventional cupola operation. Although this research was preliminary--since the ultimate goal is to use pulverized coal instead of yielded ample evidence that the melting rate of a cupola can be icantly increased with less than a increase in energy input. Other evidence suggests that melting of low-density scrap can be enhanced and that scrap containing undesirable and/or oxidizable elements can be appreciably upgraded. This work is continuing and will include the use of pulverized coal of low rank to assist in melting.

The thermodynamic properties of hedenbergite, of composition [(Ca0,9516) (Mg0,0583Fe2+0.7134 Fe3+0.0934 Mn0,1366) (Si206)], were experimentally determined at the Bureau of Mines. The standard enthalpy of formation determined by hydrofluoric acid solution calorimetry is AHf298 = -680.96±0.855 kcal/mol. The standard enthalpy of formation from the oxides is AR-96 = -24.55±0.485 kcal/mol. Low-temperature heat capacities were determined by adiabatic calorimetry from 12.3 to 300.1 K. The derived standard entropy is S-98 - 41.218±0.148 cal/mol-K. High-temperature heat capacities were measured with a differential scanning calorim¬eter from 397 to 1,147 K. These experimentally determined data were combined with data from the literature to calculate the Gibbs energies of formation and equilibrium constants of formation over the temperature range of measurements. Standard enthalpies of formation are given as a function of temperature. The standard Gibbs energy of formation at 298.15 K is AGf298 = -641.90±0.86 kcal/mol.

"The increased costs of exploration and drilling of new oil fields and the continued success of water flooding in nearly depleted oil fields have created a demand for information on the results obtained from individual projects. The Bureau of Mines has published several reports concerning water-flood activity in the Midcontinent area and at the request of the industry has continued to collect and disseminate this information. This report was written in response to these requests. It describes in detail the water-flooding projects in Anderson, Franklin, Linn, and Miami Counties, Kans., and includes methods of water treating and the results obtained. The production histories of each county and many water-flood projects are shown graphically from the date of the first development. Maps of most of the major projects, showing their status as of January 1, 1953 are presented also.The practice of injecting water to stimulate oil production was legalized in Kansas in 1935, and the first water-flooding project authorized in this four-county area was initiated by the Texas Co. in December 1935 in Linn County. Forty-nine projects2/ initiated in the area to January 1953 are estimated to have recovered approximately 10 million barrels of oil that would not have been produced by methods used previously. About 7,900 productive acres had been, or are, flooded by these projects, and approximately 136 million barrels of water had been injected.These four counties in the eastern Kansas shallow production area3/ were an important factor in the early history of the Kansas oil and gas industry. This position has been maintained from the very beginning through the early period of vacuum and air injection and into the era of water flooding. The location of the area and the relative position of the four counties and water-flooding areas in each are shown in figure 1.The first drilling for oil in this area in 1860 resulted from investigations of the existence, and use by the Indians, of so-called tar or oil springs. The first wells drilled were nonproductive, and the impending Civil War caused the search for oil to be discontinued. In 1884 a few shallow oil wells were drilled near Paola, and completion of several gas wells near that city led to subsequent drilling of an oil well, which was completed in June 1885, having an initial flow of 10 barrels of oil daily.In 1904 the original Paola gas field became a good oil-producing field. In 1905 the Rantoul field in Franklin and Miami Counties was opened; and drilling activity spread throughout the adjoining area, resulting in development of several shallow oil pools in Linn and Anderson Counties. The first ""shoestring"" pool in eastern Kansas to produce oil was probably the Paola or Pressonville shoestring, which was discovered in 1917. The rate of oil production from the area declined until 1919, when the Centerville shoestring pool was discovered. Discovery of the Colony gas field in 1921 was followed within a few months by drilling of the Garnett and Garnett and bush City shoestring pools. The Schermerhorn pool (now part of the Centerville field) s discovered in 1927, and the Kincaid shoestring pool was first drilled in 1931. Although the Shafter district of Presidio County, Tex., is principally renowned for silver production from the Presidio mine, the occurrence of lead-zinc ores in the western part of the district has been known for at least 50 years, and there has been some production. An area of about 3 square miles in the vicinity of an extending westward from the Presidio mine was investigated in detail by C. P. Ross of the Federal Geological Survey in 1934. In the fall of 1943, A. B. Needham, an engineer of the Bureau of Mines, called the attention of the Geological Survey to the area west of that included in Ross's map, and requested a detailed investigation of that area by the Survey in advance of development by the Bureau of Mines. After a brief reconnaissance by the Survey in the spring of 1944, detailed studies were made by Federal geologists in the summer of 1944, during which about 450 acres were surveyed, on a scale of 1 inch to 100 feet. Recommendations for the exploration of certain parts of the area were made in the accompanying report.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much infor- mation was collected on the salt resources and industry of the United States. The more important features of the information thus gath- ered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geologi- cal Survey, which will supplement this report, relating to salt- making processes, and will describe comprehensively the salt resources of the United States. Persons desiring a copy of that report should apply to the Director of the United States Geological Survey, Wash- ington, D. C. In addition to the discussion of processes, this report gives a brief description of the more important sources of salt in the United States. This description has been abstracted from the much length- ier description contained in the report to be published by the Geo- logical Survey.

The Bureau of Mines measured fiber dimensions on crocidolites (riebeckite-asbestos and magnesioriebeckite-asbestos) from the world's four crocidolite mining regions. The objective of the study was to determine whether there are measurable morphological differences between crocidolite fibers that correlate with the high reported incidence of mesothelioma in miners and mill employees in the Cape Province of South Africa and Western Australia, as compared with little or no reported incidence of this cancer in the Transvaal Province of South Africa or Bolivia. Fiber dimensions measured with the scanning transmission elec-tron microscope showed that crocidolites from Western Australia and the Cape Province have more thin fibers than crocidolites from Bolivia and the Transvaal Province.

The U.S. Bureau of Mines (BOM) constructed the Hydraulic Transport Research Facility (HTRF) to investigate the hydraulic parameters relating to the transport of coarse coal. To achieve these goals in a timely and efficient manner, the Bureau contracted to Boeing Services International, Inc. (BSI) the responsibility of operating the HTRF and providing technical support. This data report is a summary of the testing and data results for the period from 16 September to 1 November 1983. The testing covered herein is for coarse 2-in by a (minus 50 mm) Pittsburgh Seam coal in a 12-in (3 00 mm) pipeline, at velocities ranging from 5 to 18 ft/s (1.5 to 5.5 m/s) and at concentrations ranging from 15 to 55 pct.

This publication contains routine analyses and related source data for 374 natural gas samples from 24 States and 5 foreign countries. These samples were collected during calendar year 1966 as a part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses of foreign samples contained in this publication represent the first samples received as a result of this expanded program. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Eight previous publications have been made to present the results of 7,244 gas analyses made? by the Bureau of Mines Helium Activity prior to 1966.
