The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. The widespread adoption during the past decade of the dense-medium process for cleaning coal increases the need for technologic studies of the process. Such studies provide information that will insure maximum usefulness of this process in its present form and may well lead to substantial improvements in design and opera¬tion. The Bureau of Mines has published the results of cleaning trials on a wide variety of coals in two dense-medium pilot plants5/ and reported the recovery of coal from waste by dense-medium treatment.6./ The present report deals with the viscosity of magnetite dense medium, an important subject about which virtually nothing has been published. Specifically, the report concerns methods for measuring viscosity, the influence of various medium contaminants on viscosity, the effect of viscosity on cleaning results, and the influence of viscosity on consumption of medium. Cleaning trials on four coals of varied density composition in a pilot plant, using mediums of different viscosities, showed a steady reduction in cleaning efficiency with increasing viscosity in every instance. However, the behavior of each coal in a viscous medium was distinctly individual. With one, an increase of only 1 centipoise in viscosity caused a reduction in recovery efficiency of 7.7 percent, whereas the same increase in viscosity with another reduced recovery efficiency only 2.7 percent.

This report is the first substantial description of the carbonizing process and the details of experimental work conducted at the Denver laboratories under a coopeative agreement between the Bureau of Mines and the Texas Power & Light Co. It presents the results of tests on several Texas lignites and other typical western coals that have been processed in the first pilot plant operated at Denver. Investigations on drying fine coal in the entrained and fluidized state have been under way at Bureau of Mines Denver laboratories for several years. Reports on this work were published in 1949 and 19505/ describing the theory and practice of re-moving inherent moisture from the lower -rank coals. The investigation did not include a study of the removal of surface moisture from fine fuel. Private industry in Canada became interested in the possibilities of drying fine coal, employing the closed-circuit system and techniques recommended by the Bureau. Large, commercial-scale drying units were built by a Canadian company, which successfully demonstrated that surface moisture could be removed from fine coal at high efficiency and capacity ill drying units similar in design to those developed by the Bureau.

Aluminum Production. -By October 1, Aluminum Company of America will restart a 35,000-ton-per-year unit at its aluminum smelter at Rockdale, Tex., restoring that facility to its full capacity of 325,000 tons annually. Primary Ingot Price Increase. -Most U.S. aluminum producers in mid-September were quoting a price of 72 cents per pound for primary aluminum ingot. On September 19, Kaiser Aluminum & Chemical Corp. announced that it would increase the price of primary aluminum ingot 4 cents to 76 cents per pound.

With a return to coal as a major energy source for many companies, more emphasis is being placed on recovery of coal from areas that were formally considered uneconomical to mine. Increasing emphasis is being placed on production from low coal (seam height 48 inches or less) as high coal seams are depleated. Mining in restrictive spaces requires unusual work postures that can turn easy jobs into demanding ones. The objectives of this research were: (1) to evaluate the job demands associated with low coal mining, (2) to survey the anthropometry, strength, and aerobic capacity of low coal miners to determine if they differ from the U. S. population, and (3) to recommend, on the basis of available information, optimal job and work station design for low coal mining. This research effort was supported by the U. S. Bureau of Mines. The male and female anthropometry with the exception of weight and circumferential dimension, was quite similar to the comparison population. Back strength for male and female miners was significantly lower than the industrial worker population. This can be one of the contributing factors of low back problems in mining. Shoveling, timbering, and helpers tasks were physiologically demanding activities. However, due to the frequent stoppage of work, adequate rest was usually available. If work stoppage is corrected, then better work/rest schedules are essential.

In 1900, as far as available records show, there were only two producer-gas power installations in the United States. In June, 1915, the number probably exceeded 1,000. Of this number, some 84.5 per cent comprised small plants using anthracite, and only about 15 per cent of the total number utilized bituminous coal and lignite. In addition to these, two plants used wood, and three or four used oil. In the main, however, the larger sized units are operating on bituminous coal and lignite.

"Contained in this chapter is a listing of the publications and reference books which have come about as a result of respirable dust research performed by faculty, staff and graduate students in the Generic Mineral Technology Center for Respirable Dust at The Pennsylvania State University, West Virginia University, University of Minnesota, Massachusetts Institute of Technology, and Michigan Technological University. These publications have appeared in scientific journals, proceedings of the national and international symposiums, and professional meetings. Complete citations of the publications can be found in Volumes 3 through 6 and Volume 8 of this series. The agenda of the last annual GMTC seminar, held at West Virginia University on February 1 - 2, 1988, follows. The project presentations are organized under the five research areas. All projects currently active were presented to the Advisory Committee. New project submissions were not. The authors were allotted thirteen (13) minutes for their presentations; the remainder of the twenty (20) minutes allotted for each project was used for introductions, transitions, and questioning by the Advisory Committee. Each author used a standard format for presentation of his/her materials for review; handout materials were distributed to the Advisory Committee for reference. Opening remarks were made by Dr. Richard Bajura of West Virginia University and Dean Robert L. Frantz and Dr. Raja V. Ramani of The Pennsylvania State University.The Generic Mineral Technology Center for Respirable Dust is funded by the U.S. Bureau of Mines through the Mining and Mineral Resources Research Institute Program. In 1927 the Carbonization Committee of the American Gas Association proposed cooperation with the Bureau of Mines in the development of suitable methods for determining the carbonizing properties of American coals. It was further proposed to apply these methods in the testing of representative coals and to make the information obtained available to the public through Government publications. A cooperative agreement was signed whereby the Gas Association contributed part of the funds necessary for beginning the project and appointed a committee to consult and advise the Bureau in the work. The Advisory Committee has been reappointed each year, and the Bureau has had the benefit of its advice. The composition and carbonizing properties of 33 coals previously tested have been given in technical papers of the Bureau of Mines and in short reports published for the most part in the Proceedings of the American Gas Association. A complete list of publications on the work previous to 1937 is appended to this report. The present report gives the composition and carbonizing properties of seven additional coals from West Virginia. The data include results of blending tests in which Beckley led low-volatile coal was used with all the high-volatile coals except the Alma coal, with which Pocahontas No. 4 coal was used.

This report presents experimental work conducted on a number of coals found within the boundaries of the Missouri River Basin, which were, to an extent, a selection of coals typical of that region. In the min, the laboratory work falls into three general classifications: (1) Laboratory distillation assay of coal to establish yields on carbonization; (2) chemical analyses of the coal samples before drying or carbonization; and (3) chemical analyses of the products of carbonization. It will be seen in the following discussion that these data derived from the small-scale laboratory apparatus are useful in predicting yields from pilot plants or industrial units. Coal is produced in about 48 general areas or mining fields in the Western States, of which approximately 18 fall within the limits of the Missouri Basin.3/ Beginning with the Northern Colorado field, through the Central and Western Wyoming fields, the coal is principally bituminous and subbituminous rank. The western Montana coals are also of these ranks. Progressing northeast from central Wyoming the coal decreases in rank, as shown by the subbituminous C coals of the Gillette field in northern Wyoming and the lignites of eastern Montana and North Dakota.

Discarded automobiles represent the greatest single resource of reusable metals, plastics, and rubber in the United States. This report presents results of Bureau of Mines research, conducted from 1965 to 1983, on separating and recovering useful materials from the scrapped hulks, using old and new metallurgical techniques combined with standard scrapyard methods. The Bureau determined the materials composition of three composite cars designated as circa 1960, mid-1970's, and early 1980's, and used these cars to study smokeless incineration and hand-sorting techniques. In studies on treating rejects from automobile shredders, the Bureau designed a process that included air classification, water elutriation, magnetic separation, handpicking, and heavy-medium separation, and also investigated cryogenics and liquation. Complete recovery of cop-per and other metals was economically made by hand and tool dismantling, leaching, or selective melting of starters and generators. Techniques are also discussed for plastic recovery and waste tire treatment.

This report summarizes the research and technologic work of the Bureau of Mines on coal and coal products from July 1, 1947, to July 1, 1948. It is the thirteenth of a series presenting resumes based largely upon publications issued during the year . In some instances , research and testing results , not otherwise available in published form , are presented . The individual publications given as footnote references herein will provide further detail to the interested reader . The period covered by this report was marked by an ever -mounting concern for the adequacy of the Nation's fuel resources and for fuel shortages arising from an increasing demand for fuels at home and abroad . Several reports appeared which delineated the place of synthetic liquid fuels in the future fuel technology and economy of the Nation , emphasized the fact that eventually the principal raw material for the production of such fuels will bet,5,6 coal, and described the progress made by the Bureau of Mines in developing processes for the production of synthetic liquid fuels . heard testimony along similar lines . Increased awareness of the fuels problems confronting the Nation led to an authorization by the 80th Congress for the erection of an anthracite research laboratory at Schuylkill Haven , Pa . , to house expanded Bureau of Mines research on anthracite . Design of the structure was well under way by the end of the fiscal year . ( See fig . 1. ) Looking forward to expansion of Bureau research on lignite , the 80th Congress heard testimony on the problems and programs of lignite research10, 11 as a prelude to authorizing the construction of a lignite research laboratory in North Dakota .

This report presents the results of tests conducted by the U.S. Bureau of Mines to determine the transport characteristics of highly concentrated paste backfill mixes made from dewatered total mine tailings. The slurry concentrations of the mixes were all above 78 pct by weight with slumps ranging from 6.4 to 16.5 cm (2.5 to 6.5 in). Laboratory material property tests and full-scale pumping tests were conducted using pipe diameters of 102, 128, and 154 mm (4, 5, and 6 in) and a positive-displacement pump. The results indicated that the tested backfill mixes can be successfully transported as a stiff paste and identified the influence of and the interaction among the various mix and system variables.

Reconnaissance investigations were made of 129 iron occurrences in Arizona to determine their extent, attitude, and potential; character samples were analyzed to determine their quality and impurities; and pioneer metallurgical investigations were made on character samples to present their metallurgical problems. Some factors influencing past and potential western iron markets are discussed. The location, features, qualities, extent, and potential of iron occurrences and some associative resources--limestone and dolomite, coal, petroleum and natural gas, power, and water are discussed. The most abundant iron minerals are magnetite and hematite. The higher grade deposits are extensive contact-metamorphic or pyrometasomatic replacements of calcareous Paleozoic to Proterozoic rocks associated with intrusives. Large low-grade deposits of great potential are present as Precambrian taconite, semitaconite-, and jaspilite-like iron formations of magnetite-hematite. Iron occurs also as low-grade concentrations of magnetite in extensive alluvial deposits. Nonferrous metallurgical slags, nearly 100 million tons, are considered a potential source of iron. Various accessory elements are associated with the iron minerals and these pose metallurgical and economic problems.

This publication contains routine analyses and related source data for 295 natural gas samples from 18 States collected during calendar year 1963 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Five previous publications have been made to present the results of 5,998 gas analyses made by the Bureau of Mines Helium Activity , prior to 1963. The first three , Bulletin 486,5 Bulletin 576,6 and Bulletin 617,7/ contain analyses and source data on 5,214 gas samples collected from 1917 to January 1 , 1961. The fourth and fifth publications , which are published as Information Circulars , supplement the three Bulletins and contain 784 analyses of samples collected during 1961 and 1962. The present Information Circular is the third annual publication supplementing the three Bulletins .

Domestic nickel resources are costed to develop a contingency supply curve of U.S. nickel availability at various costs. It is estimated that 4.3 billion pounds of nickel is potentially recoverable from 698 million tons of ore at prices ranging up to $6.36 per pound of nickel. Over 95 percent of the total is estimated to be available at a price of less than $4.00 per pound.

Alluvial cassiterite concentrations are widespread in river gravel and high level terraces within the Ray River watershed. The area lies in unglaciated terrain of Alaska's northern interior. Cassiterite originates from several calc-alkaline plutons of the Ruby batholith. Extensional stresses resulted in graben-like Tertiary basins that were flooded by a 200 ft thick section of mid-to late- Tertiary basalt flows. Basalt blocked local drainages, and 50- to 100-ft of terrace gravel was eventually deposited on top of the flows. Further downwarping and eventual fluvial downcutting of the flows resulted in cycles of accelerated sediment transport, deposition, and reconcentration. Repeated erosional cycles concentrated heavy minerals and resulted in development of tin placers. Preliminary resource estimates of contained tin in Recent alluvium range from 62 to as much as 172 million lbs-Sn in 300 million yd3. Grade of about 90% of the gravels is estimated to range between 0.2- to 0.5- lbs-Sn/yd3. Associated gold and rare earth elements (REE) in monazite and xenotime may be recoverable. Most of the tin is considered a subeconomic inferred resource, though, at least some of the gravels contain 2-to 6-lbs-sn/yd3. Estimates are projected on the basis of surface sampling and several auger drill holes and are provided for the purpose of land-use management planning.

Much has been written of the changes undergone by coal in storage and the deterioration of coal through exposure to the weather. In order to obtain definite information for the benefit of the Government departments and of all who store coal in large quantitieS', a series . of tests was begun in the fall of 1909 under the supervision of tT. A. Holmes, then chief technologist of the United States Geological Survey, and was continued by the Bureau of Mines after its establishment in 1910. The tests were confined to determinations of the loss in heating value of the coals and did not include a study of other deterioration; for exaIp.ple, in coking quality or the yield of by-products in coking. The Bureau of Yards and Docks of the Navy Department cooperated in tests of New R~ver (W. Va.) coal, a variety largely used by the Navy. A preliminary report presenting a brief account of the early results of these tests has been published by the Bureau of Mines as Technical Paper 16.a The detailed report is presented in this bulletin, which gives a fu11 account of the tests and the analytical data covering a period of five years' storage. Data of somewhat similar experiments for shorter periods with gas coal from the Pittsburgh bed, with Pocahontas coal on the Isthmus of Panama, and with Sheridan, Wyo., subbituminous coal, which is used for railroad and other purposes in the West, are included. The tests of New River coal, in cooperation with the Navy Department, were undertaken to determine the advantage to be gained by storing coal under water, and particularly under salt water. Small lots were used in order to make the tests of maximum severity, and parallel experiments were made with run-of-mine and crushed coal under one-fourth inch size. All of the small lots tested under the different conditions (except those tested near Key West, Fla.) were taken as representative portions from one large original lot. The tests of Pocahontas coal, which, like the New River, is semibituminous, were undertaken chiefly to determine th.e effect of the tropical conditions in Panama. They were made on an outdoor pile of 100 tons of run-of-mine coal. Pittsburgh gas coal, a high-volatile, bituminous type used at gas and by-product coke works, was exposed for test at Ann Arbor, Mich., in cooperation with the University of Michigan. The university agreed to make tests at successive intervals of storage to determine, in its illuminating-gas experiment station, the yields of gas and byproducts from the coal. The coal, screened lump, was stored in about 4-ton lots out of doors in open bins. Subbituminous coal, which is mined in Colorado, Wyoming, and other States, and is known also as "black lignite," is commonly supposed to deteriorate rapidly in storage, especially by "slacking" or crumbling of the lumps. The tests herein described were undertaken at Sheridan, Wyo., in cooperation with the Chicago, Burlington & Quincy Railroad Co., in order to determine the extent of this slacking and the accompanying loss of heat value. The tests were in open bins holding 4 to 12 tons.
