The leasing or tribute system has been an important factor in the development of our metal-mining industry, particularly in the gold and silver mines of the Western States. It has received its widest application in. the early history of many camps and in the last stages of many mines. The system is especially adapted to mining where the ore's occur in narrow veins or are erratically distributed in small bunches or pockets so that selective mining, hand sorting, screening, or hand cobbing is required to produce shipping or milling-grade ore. The leasing system is also applicable to the development of prospects where the owners are unable or unwilling to assume the risks of searching for ore. The virtue of the system lies in the opportunity it affords miners with little capital to get started; at the same time, it rives owners an opportunity to have their property developed at small cost.

"INTRODUCTION With the conclusion of the war and the ensuing readjustment of industry to peacetime conditions, the Bureau of Mines recognized that definite and complete figures on the reserves of zinc and lead ores in the Tri-State District would be needed for an evaluation of the problem of reconversion. In October 1945 its engineers began examination of all the mines and pros¬pects in the Tri-State area and assembling of the basic data for a complete detailed estimate of the reserves of the field. Six to twelve months will be required to complete the report with the personnel available; therefore, it has been deemed advisable to provide as much data as possible for imme¬diate use. Accordingly, a confidential report prepared in January 1944 for the use of and in cooperation with the War Production Board has been brought up to date to form the basis of this preliminary estimate of reserves.The 1944 report has been revised by first subtracting from the reserves then set up for each mill group the amounts mined and milled by those properties for 1944 and 10 months of 1945, with November and December estimated. These production statistics were taken from the monthly reports of the Metal Economics Division of the Bureau of Mines. The remaining reserves were then adjusted by additions of tonnages of new reserves disclosed by developments during the years 1944 and 1945. Such additions were based upon the data furnished by various operators, upon estimates supplied by the Federal Geological Survey District Office at Miami, Okla., and upon estimates of the engineers of the Bureau of Mines Joplin field office.It is apparent from the work so far accomplished in the detailed exami¬nations now under way that the final estimate of reserves will probably be somewhat greater and will differ to a certain degree from these preliminary totals, not only as to the tonnages of ere but also as to grades and distribution by areas. This is due to the fact that all the factors of development, exploration, and geology are being considered in the present examination and report for each individual mine and prospect, whereas the previous reports covered only the immediate development factors surrounding each mill group then in active operation or projected for operation at some early date in accordance with the possible needs for war production."

The Bureau of Mines, in cooperation with the National Oceanic and Atmospheric Administration (NOAA), has updated a 1977 NOAA report prepared by Dames & Moore entitled, "Description of Manganese Nodule Processing Activities for Environmental Studies." This updated report contains detailed flowsheets and descriptions of the five potential first-generation nodule recovery schemes now considered most likely to be used by industry; they are high-temperature gas reduction and ammoniacal leach, Cuprion ammoniacal leach, high-temperature and high-pressure H2S04 leach, reduction and HCI leach, and smelting and H2S04 leach. The first three processes are three-metal recovery schemes (Cu, Ni, and Co) with the option of Mn recovery from the tailings. The remaining two processes are four-metal (Cu, Ni, Co, and Mn) recovery schemes. All except the HCI process are assumed to use a nodule feed rate of 3 million tons per year (dry basis). Final metal products are Co powder and cathode Cu and Ni. A minor amount of Ni is also recovered as powder, and some Cu and Zn are recovered as mixed sulfides. Manganese in the four-metal processes is recovered as either manganese metal or ferromanganese.

"Distinction between Tripoli and Diatomaceous EarthMuch confusion exists both in the literature and in the trade as to the proper use of the terms tripoli, tripolite diatomeceons or infusoriai earth, and kieseigunr. All of these terms are often used synonymously by the trade and even in mineralogists and other reference books. Actually, tripoli is a ma- is a material of definite and distinct physical and chemical properties and all of the other terms belong to a different material with just as definite and distinct properties.Originally the term tripolite (loosely called tripole) was given to a diatomaceous cart from Tripoli in Northern Africa. Dena (J.D. Dana, A System of Mineralogy 6th Ed.) calls this material tripolite and gives no authority for the use of the terms tripoli. Between 1880 and 1890 the deposits near Missouri, were opened and the material placed on the market as ""Tripoli"" no doubt due to its resemblance in some respect to the original tripolite or diatomaceous worth from Tripoli. Since that time the term tripoli has with increasing definitenesss been reserved for the Seneca material and other siliceous of similar origin and physical properties, while all siliceous material of organic origin, containing dilators, has been called diatomaceous earth (or its synonyms infusorial earth, kiselguhr, etc.). Rottenstone is sometimes classed with tripoli."

"INTRODUCTION When tannin is present in a boiler water, it causes certain difficulties in many analytical testing procedures because of its colloidal action in interfering with the removal of suspended matter by filtration and also because of the color it imparts to the boiler water.For example, in any test for phosphate in boiler water the first step is to filter out of the sample all sludge and suspended solids. Calcium phosphate in the sludge would give high results if not completely removed. If tannin is present in the sample, the sludge and suspended matter tend to pass through the filter paper so that it is difficult to remove it all. It may even be that tannin makes some of the suspended material in the sample completely nonfilterable. If this is true, it would be necessary to destroy or remove the tannin from the sample before filtering to get complete removal of calcium phosphate from the sample. In addition, if the test used is a colorimetric one, the tannin causes interference by its own color.As the calorimetric phosphate test is so convenient for control purposes and the use of tannin for boiler water treatment has become common, it has become necessary to develop suitable methods for employing the colorimetric phosphate test for boiler waters containing tannin. In this paper three different methods for doing this arc described and studied."

"INTRODUCTION The Bureau of Mines undertook exploration in the Torlingua district, Texas, during June 1943, at a time when the demand for mercury for war industries was considerably more than the anticipated domestic production. In view of the impressive past production of the mines and the favorable geologic conditions in several underdeveloped areas in the district, the investigation was considered of immediate importance.Prior to initiation of the exploratory program, a preliminary examination of the district was made in August 1942 by A. B. Needham, an engineer of the Bureau of Mines. This examination was followed by a comprehensive geological study by the Federal Geological Survey 3/ and further investigation the Bureau of Mines."

Real economic growth for 1988 may fall short of the 3.3% projected by the U.S. Department of Commerce in August 1988 be-cause the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up com-pared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. [ ] Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those for the corresponding period in 1987.

The major fire and fire injury findings for all metal/nonmetal mining categories for 1990-2001 are shown in tables 64-65. Table 66, partly illustrated in figure 22, shows the number of fires, fire injuries, fire fatalities, risk rates, employees' working hours, and lost workdays for all metal/nonmetal mining categories by time period. For all metal/nonmetal operations (including stone and sand and gravel), a total of 518 fires occurred during 1990-2001; 296 of those fires caused 308 injuries and 4 fatalities (Ewhr = 4,012 x 106 hr, In = 0.015, LWD = 36,204). Thirty fires and 26 injuries involved contractors. The greatest number of fires and fire injuries occurred at surface operations; the highest risk rate values were also calculated for surface operations. The number of fires increased during the first four 2-year time periods (1990-1991, 1992-1993, 1994-1995, and 1996-1997), then decreased during the last two periods (1998-1999 and 2000-2001). The number of injuries showed a decrease throughout the periods, accompanied by an increase in employees' working hours. Twenty-five firefighting interventions by mine rescue teams in underground mines and at least 30 interventions at surface operations were required to combat these fires. However, 45 fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. Ninety-seven fires were detected late, and 30 fires were undetected. The ignition sources that caused the greatest number of fires were flame cutting/welding spark/slag/flame (169 fires or 33% with 137 injuries), hydraulic fluid/fuel sprayed onto equipment hot surfaces (89 fires or 17% with 46 injuries and 3 fatalities), heat source/explosion and flammable liquids/ gas/refueling fuel on hot surfaces (98 fires or 19% with 73 injuries), electrical short/arcing (51 fires or 10% with 16 injuries), and spontaneous combustion/hot material (46 fires or 9% with 17 injuries). The flame cutting/welding spark/slag/flame source caused fires usually involving welders' clothing or oxyfuel/grease and other materials (including chute and dust collector liners, flammable liquids, belt material, crusher, hopper and shaker deck materials, washer plants, equipment mechanical components, stampler breaker, hydraulic fluid, rubber tires and hoses, gear boxes, bin feeder, dump rope cables, screen liner and screen panel, kiln and shaft material, pipelines, liquor pumps, wood pallets, electrical junction boxes, handrails, grease, refuse, shop and wood). The spontaneous combustion/hot material and electrical fires were usually detected late due to lack of combustion gas/smoke detection systems. Objective To identify techniques to reduce the probability of gob gas explosions. Background In the last 6 years, seven explosions of methane and/or coal dust occurred within worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many mine seals and caused much damage external to the sealed area. Three of these gob gas explosions occurred in one mine in Alabama over a 3-year period. Fortunately, the explosion forces and the toxic gases that vented from the sealed gob area did not cause fatalities or injuries, but they destroyed several large seals. If miners had been inspecting or working near these areas, the potential for serious injury and/or death would have been high. The United Mine Workers of America and the Mine Safety and Health Administration (MSHA) requested that the National Institute for Occupational Safety and Health (NIOSH) help identify the mechanisms for lightning penetration into the gob and recommend ways to reduce the probability of occurrence of future explosions from such lightning penetrations into sealed areas of underground coal mines. Because three of the explosions occurred in a single mine, special attention was focused on these particular explosions. The first occurred in April 1994 in a sealed area, which enclosed about 1.35square miles of abandoned workings (gob). This explosion destroyed 3 of the 38 seals that surrounded the gob. These seals were less than 2,000 ft away from three 4.5-in-diam steel-cased test wells that extended from the surface into the mine entry. At the time of the explosion, the National Lightning Detection Network (NLDN)verified 12 lightning strikes within 10 miles of the mine, including several above the gob. After the 1994 explosion, the damaged seals were rebuilt using an acceptable seal design capable of with standing a 20-psi explosion, as required by 30 CFR 75.335. On January 26,1996, a second gob explosion destroyed five more cementitious pumpable seals less than 2,000 ft away from those destroyed in 1994and even closer to the steel-cased wells. The NLDN verified72 lightning strikes in the area of this second gob explosion. Compressive strength analyses of fragments from the destroyed seals showed that strengths ranged from 11 to 138 psi, with an average of83 psi. This is over 100 psi below the minimum 200-psi compressive strength requirement for cementitious pumpable seals. These seals were again replaced. On July 9, 1997, the third and most violent explosion occurred in the same vicinity of the last two explosions. Three more cementitious pumpable seals were destroyed, including one newer seal that exceeded the minimum 200-psi compressive strength requirement. The NLDN verified 695 lightning strikes above the mine during the time in which the explosion occurred. MSHA's

Any communication system requires at least three elements in order to function: a transmitting device, a receiving device, and a transmission line or propagation medium. Even the device children use, tin cans connected with string, consists or these three elements. One speaks into one can (transmitter), which vibrates at the same frequencies as the voice. The string (transmission path) picks up the vibrations of the can and carries them along its entire length. The other can (receiver) detects the vibration and reproduces the original sounds to a lesser extent depending on distance, tightness of string, type of string, etc. All communication systems depend on these three elements: transmitter, transmission path, and receiver. Communication systems can be divided into three fundamental categories: wired phone systems, radio systems, and carrier current systems. Sections 2.2, 2.3, and 2.4, respectively, describe these systems and explain the basic principles of how each works. Hybrid systems are those systems that use various combinations of the three basic communication methods. Hybrid systems are described in section 2.5. There are some other methods of signaling (stench warning, bell signaling, etc.) that can be used in underground mines to transmit or convey information. These systems, although they cannot be considered true communication systems since they do not provide voice or even two-way communication, are briefly described in section 2.6. 2.2 Wired Phone Systems Wired phone systems are all those that depend on a wire connection between phones with the wire carrying the voice signals. Figure 2-1 is a diagram of two typical wired phone systems.The top panel shows a simple single pair party line system. In this system each phone is connected to a common pair of wires, and a person speaking into one phone will be heard at all the other phones on the line. The bottom panel shows a multipair private line phone system. In this type of system, each phone is connected by its own individual pair of wires to a central switch or telephone exchange. To establish a call between two phones in this system, the lines between the two phones must be connected (switched together) within the telephone exchange. In early exchanges, the connections were made manually by an operator. These exchanges are called Private Branch Exchanges (PBX's). Today, equipment within the exchange can automatically connect each phone to any other phone in the system. These exchanges are called Private Automatic Branch Exchanges (PABX's). There are many different types of automatic exchanges. Some utilize switches to physically make each connection according to the number dialed. Other, more advanced exchanges are completely solid state and may even be computer controlled. [ ]

The Takilma-Waldo copper district in Josephine County, Oreg., was studied by the Bureau of Mines from September 1950 to April 1.951 and from December 1953 to April 1954. Funds for the investigation were provided by the Bureau of Mines and the California-Oregon Power Co., Medford, Oreg., on a cooperative basis. The copper mines in the district are credited with a total production of ore worth $1,700,000. Since 1933 the mines have been unproductive and, except for minor exploration, largely inactive. The history of the district indicates that the copper deposits were mined principally during periods of high metal prices.

The value of Alabama's nonfuel mineral production in 1978 and 1979 was 8831.8 million and $336.4 million, respectively. In 1978, nearly all commodities registered an increase in production and value; unit value increased for all commodities, with the exception of native asphalt and sand and gravel. Alabama led the Nation in the production of crushed marble and was second in bauxite, third in masonry cement, kaolin, native asphalt, and oyster shell, and fourth in bentonite, dimension marble, fire clay, and scrap mica. Trend; and Developments.-The Alabama State Docks at the Port of Mobile handled more than 10 million tons of bulk material in fiscal year 1978; volume dropped slightly to 9.8 million tons in fiscal 1979. Bulk materials comprise the major activity at the facility, with iron ore and bauxite being two of the major materials handled. The movement of these ores is vital to the operation of many heavy industries in the State.

Under the Bureau of Mines Research Contract Number H0252071, Foundation Sciences, Inc. has compared the relative effectiveness of roof bolts installed at an angle over the rib with that of bolts installed vertically at the rib side, The information gathered during this investigation was sufficient to supply supplementary information on the mechanics of roof support systems and the general acceptability of field instrumentation methods. During the 140 days of field investigation, 235 bolts were installed, 45 inclined and 190 vertical, in two adjacent intersections. Of these 235 bolts, 30 were in-stalled with load cells and 38 were tested for anchor capabilities. In addition to this instrumentation, the deformation of the opening was measured by convergence meter on 9 lines throughout the two testing areas, and a borescope and photo-elastic gauges were utilized to obtain information on the roof action beyond the surface.

Advanced communication and monitoring systems were developed and demonstrated in three underground mines representing different mining techniques, geographical areas, and material mined. The first mine was a large coal mine in western Pennsylvania that used room and pillar techniques and continuous mining methods. The system developed for this mine provided private telephone channels, environmental monitoring, and control of underground equipment, all on a single coaxial cable, with all system operations under the direction of a minicomputer. Many advanced features were incorporated into the system, such as paging of roving personnel, two-way section wireless, through-the-earth emergency communication, and redundant signal paths. Television was multiplexed into the system for underground equipment surveillance. A hoist radio system completed the complement of equipment at the mine. The second mine was a magnetite ore mine in eastern Pennsylvania that used block caving mining techniques. A radio system was developed that provided two-way communications between trackless vehicles and roving personnel. A unique system of uhf/vhf repeaters combined with a flleaky-feeder" transmission line offered operational and emergency features not previously found in mine communication systems. Evacuation alarming, personnel paging, fan-hole drill operator communications, and maintenance and safety vehicle dispatch were provided. The system required no dispatcher and operated during power failure. A hoist communications/shaft inspection system completed the installation. The third mine was a deep silver mine in the Cour d’Alene district of Idaho. The system developed for this mine utilizes a single wire pair to provide up to 14 voice channels. A unique combination of PBX, telephone carrier system, and intercoms offered private conversations, selective signaling, and emergency backup communications. Two hoist communication systems were installed to provide a voice link and in-cage belling signal between hoistman and cage.

A computer based accident cost indicator model (ACIM) for estimating tangible costs of occupational injuries, illnesses, and fatalities in the U.S. mining industry is described. Studies performed to expand the scope of the ACIM to all mining sectors are presented. Validation of ACIM cost element estimation algorithms with actual costs of mining-related injuries and illnesses are presented. A study of the effect of a fatal accident on production in surface coal and metal/nonmetal mines is presented. The study is based on a sample of 15 fatalities in underground and surface mines. Evidence of significant long- term decline in postfatality production at 6 of 8 underground samples is presented. The average loss is shown to be 1.8% of annual mine production. A study of accident costs in U.S. mining from 1975 through 1981 using the ACIM is presented. The study shows that total annual costs increased from $180,000,000 in 1975 to $379,000,000 in 1981, a 15% annual increase after adjusting for inflation, with mining companies bearing 45% of the total and expected wage losses to mining families accounting for 42%. The study shows total costs of $12,400 per accident and $674,000 per fatal accident for 1981.

From evidence made available during the investigation, it was concluded that the first of a series of explosions occurred at 1:15 to 1:20 p.m. September 21, 1951, in an underground vault that housed pressure regulators on the gas-distribution lines that served Brighten. This explosion damaged the pressure regulators and permitted high-pressure gas to enter the distributing mains and individual-service lines. As a part of the gas-distribution system was not provided with means for protection against such excessive pressures, gas gained access to the interiors of many residences in this area and caused a series of disastrous explosions and fires, which took place during a period of approximately 2 hours after the initial explosion in the pressure-regulator vault. Two persons were killed in the first explosion in a residence, and a third person died of a heart attack attributed to the excitement that prevailed during the explosions and fires, Twenty-three persons were listed as injured. Forty-one residences were either destroyed or damaged - 11 by explosion and the remainder by fires, which developed as a result of gas leakage into residences. Fifteen residences were listed as "completely down" or "gutted." Unofficial estimates of property damage ranged from $1,000,000 to $1,500,000. In view of observations made and information obtained during the investigation, recommendations are presented in this report relative to the natural-gas distribution system in Brighton, which may be helpful in the prevention of similar accidents in this and other communities.

"INTRODUCTION The method of differential thermal analysis suggested by Le Chatelier (1)1 in 1887 has recently emerged as an outstanding means of studying the constitution of various substances, particularly clays, soils, and miscellaneous hydrous materials (2). The literature ably discusses the applications and results obtained but has paid too little attention to specific details of construction of the apparatus. Knowledge of the apparatus is of importance to the experienced research man as is extremely useful to the novice v ho ventures into this field of analysis. Further, it is generally acknowledged that the variations in design and conditions of operation are one of the essential causes for differences in characteristic temperatures as reported by various investigators. A step forward in the elimination of such differences is the publication of the details of construction and operation of a simple and inexpensive apparatus that has proved useful at the southern Experiment station of the Bureau of Mines, where it was used in cooperation with the University of Alabama, Tuscaloosa, Ala."

U.S. Bureau of Mines (USBM) research has shown that fuzzy logic and genetic algorithms (GA's) have great potential for industrial process control. A technique has been developed by the USBM in which GA's are used to substantially reduce the time needed to design fuzzy logic controllers (FLC's).This technique shows promise as an efficient, robust approach to developing control systems. The research described in this report is twofold. First, the basic approach to developing an FLC using GA's is presented. The GA-designed FLC is developed for a specific physical system, a pH titration system. Second, empirical results are presented in which variations in the FLC implementation are compared. Specifically, the effects of altering five aspects of the pH FLC are considered: (1) membership function form, (2) number of fuzzy classes, (3) the center-of-area method, (4) implication operator, and (5) fuzzy rule form. Results indicate that (1) the technique in which GA's are used to design FLC's is effective, and (2) when this technique is used, variations in FLC implementation have little effect on FLC performance in a chosen control problem.
