Seals are barriers constructed in underground coal mines throughout the United States to isolate abandoned mining panels or groups of panels from the active workings. Historically, mining regulations required seals to withstand a 140-kPa (20-psig) explosion pressure. However, the Mine Improvement and New Emergency Response Act (“MINER Act”) requires the Mine Safety and Health Administration (MSHA) to increase this design standard by the end of 2007. This report provides a sound scientific and engineering justification to recommend a three-tiered explosion pressure design criterion for new seals in coal mines in response to the MINER Act. Much of the information contained in this report also applies to existing seals. Engineers from the National Institute for Occupational Safety and Health (NIOSH) examined seal design criteria and practices used in the United States, Europe, and Australia and then classified seals into their various applications. Next, the engineers considered various kinds of explosive atmospheres that can accumulate within sealed areas and used thermodynamic calculations and simple gas explosion models to estimate worst-case explosion pressures that could impact seals. Three design pressure-time curves were developed for the dynamic structural analysis of new seals under the conditions in which those seals may be used: unmonitored seals where there is a possibility of methane-air detonation or high-pressure nonreactive shock waves and their reflections behind the seal; unmonitored seals with little likelihood of detonation or high-pressure nonreactive shock waves and their reflections; and monitored seals where the amount of potentially explosive methane-air is strictly limited and controlled. Figure 1 is a simple flowchart that illustrates the key decisions in choosing between the monitored or unmonitored seal design approaches and the three design pressure-time curves. For the first condition, an unmonitored seal with an explosion run-up length of more than 50 m (165 ft), the possibility of detonation or high-pressure nonreactive shock waves and their reflections exists. The recommended design pressure-time curve rises to 4.4 MPa (640 psig) and then falls to the 800-kPa (120-psig) constant volume (CV) explosion overpressure. For unmonitored seals with an explosion run-up length of less than 50 m (165 ft), the possibility of detonation or high-pressure nonreactive shock waves and their reflections is less likely. A less severe design pressure-time curve that simply rises to the 800-kPa (120-psig) CV explosion overpressure may be employed. For monitored seals, engineers can use a 345-kPa (50-psig) design pressure-time curve if monitoring can ensure that (1) the maximum length of explosive mix behind a seal does not exceed 5 m (16 ft) and (2) the volume of explosive mix does not exceed 40% of the total sealed volume. Use of this 345-kPa (50-psig) design pressure-time curve requires monitoring and active management of the sealed area atmosphere. These design pressure-time curves apply to new seal design and construction.

One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications system which will allow surviving miners to make their circumstances known to rescue teams. At present, it appears that an electromagnetic system may be most practical. The development and design of an effective electromagnetic communications link for signalling between mine workings and the surface requires knowledge of pertinent physical properties of the rocks overlying the mine workings and the characteristics of the ambient noise against which a communications signal must be recognized. Knowledge of the overburden electrical transmission properties is useful not only for determining a practical operating transmitter frequency at a given mine, but also for ensuring the best possible electromagnetic coupling for routine or emergency communication purposes. Field studies of the electrical transmission properties of the overburden of coal mines in Colorado, Illinois, and Pennsylvania generally show that a rela- tively uniform and unimodal electrical conductivity distribution exists provided that the region has not been subject to considerable structural or metamorphic deformation such as that observed in the Gary District of West Virginia. Measurements of ambient surface electromagnetic noise levels at several mines in Colorado, Illinois, and West Virginia were taken and analyzed and are presented in the form of amplitude histogram plots both as a function of frequency and time of day. These amplitude histograms may be used in conjunction with overburden resistivity data in implementing an uplink communications beacon system which will yield a specified signal-to-noise ratio at the surface. Numerous C.W. field transmission tests were made in various coal mining environments with use made of either a buried vertical-axis transmitting loop or a short insulated grounded current line. These transmission tests were made from 20 Hz to 20,000 Hz in frequency and at several geographic surface receiving sites. The results of these field measurements show, in general, good agreement with theoretically calculated results. Since the produced surface magnetic field from a buried vertical-axis loop source or the produced surface horizontal electric field from a buried horizontal current line show better agreement with theoretical results, they could be used for beacon location system. One criterion would be in detecting the equatorial and polar null lines of the horizontal electric field component which is normal to the direction of emplacement of a buried transmitting line current source. A second criterion would be in the surface mapping of the maximum in the vertical magnetic field directly over a vertical-axis loop transmitter and the associated null in the vertical magnetic field at a horizontal offset distance which is about 1.4 times the depth of burial of the transmitter. Finally, a third criterion would lie in the surface mapping of the null in the horizontal magnetic field directly over the vertical-axis beacon and the associated maximum in the horizontal magnetic field at an offset distance from the transmitter axis of half the depth of burial of the loop transmitter. In mapping the vertical magnetic field over a buried vertical-axis loop transmitter, the size effect of the transmitter loop must be taken into account when the separation distances between the transmitter and receiving sensor are less than ten times the effective radius of the source loop; increasing the size of the transmitting source relative to the source-receiver separation distance shifts the null in the vertical magnetic field to greater offsets. In mapping either the vertical or horizontal magnetic field over a buried vertical-axis loop transmitter, care should be exercised in ascertaining that measured nulls and maxima are along radials through the axis of the buried source loop. For the main part, coupling experiments show that ambient electromagnetic noise in coal mining districts is less of a problem above 1000 Hertz. But secondary and perhaps undesirable maxima and null phenomena (as well as penetration problems) would occur in many coal mine provinces in the behavior of the surface horizontal magnetic field (over a buried vertical-axis loop transmitter) if transmission frequencies as high as 10 kHertz were used.

Copper, a versatile metal, has been vital to all civilizations from pre-historic times to the present. Its essential value in antiquity and until the nineteenth century arose from its malleability and ease of working, its corrosion resistance and durability, its attractive colors in alloyed and unalloyed forms, and, of course, its availability. The principal uses were for tools, utensils, vessels, weapons, pipe, statuary and other objects of art, and for building and architectural purposes where formability, permanence, and beauty were necessary qualities. Utilization of copper based on these physical and mechanical properties has grown tremendously for commercial, structural, mechanical, architectural, and art items; and its capacity for forming numerous alloys has led to a myriad of applications from miniature copper and brass eyelets to huge bronze battleship propellers. The early nineteenth century marks the epoch of the greatest use of copper, transmitting electrical energy. This particular property of copper is fundamental to the spectacular growth of the electrical industry and all associated industries relying on electricity for power, light, and heat. More than half of all copper produced is used for transmission of electricity.

"Purpose and Nature of Tests:The rapidly increasing use of motor vehicles and trucks in the United States is creating an entirely new problem in the proper ventilation of tunnels, subways and other confined spaces through which such machines must pass. This problem has become of immediate importance because a tunnel 3,000 ft. long is being designed to pass under the Hudson River between New York City and New Jersey. Another tunnel at Pittsburgh 5,700 ft. long through the South Hills, is already under construction, and a third tunnel, 6,000 ft. between Boston and Past Boston is proposed. It is probably that other tunnels will be started in various parts of the United States in the near future.The ventilation of such tunnels is a serious matter, on account of the poisonous nature of automobile exhaust gases. It not uncommon to read about finding a man dead in his garage. Generally this happens on a cold, winter morning, after he has been running the engine with the doors and windows closed."

Multiple-seam interactions are a major ground control hazard in many U.S. underground coal mines. In some U.S. coalfields, particularly in central Appalachia and the West, the majority of today’s mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously disrupt mining operations and threaten the safety of miners. In early 2006, a West Virginia coal miner was killed by rib roll that occurred in a high-stress zone beneath a remnant structure in an overlying mine. Fortunately, not every multiple-seam situation results in hazardous conditions. Indeed, the vast majority do not. For the past several years, the National Institute for Occupational Safety and Health has been conducting research to develop better techniques for predicting the location and severity of multiple-seam interactions. During this investigation, more than 50 mines were visited across the U.S. coalfields. Nearly 300 case histories were collected and analyzed using multivariate statistical techniques. The study also employed the numerical model LaM2D to estimate the multiple-seam stress, the Analysis of Longwall Pillar Stability (ALPS) and the Analysis of Retreat Mining Pillar Stability (ARMPS) programs to determine pillar stability factors (SFs), and the Coal Mine Roof Rating to measure roof quality. The study focused on the two most common types of multiple-seam interactions: • Undermining, where stress concentrations caused by previous full extraction in an overlying seam is the main concern; and • Overmining, where previous full extraction in an underlying seam can result in stress concentrations and rock damage from subsidence. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. For the first time, however, it was possible to quantify these effects in terms of the equivalent thickness of interburden needed to compensate for them. The study also found that pillar design is a critical component of multiple-seam mine planning. Many of the failed cases involved pillars whose SF seemed inadequate once the multiple-seam stresses were accounted for. Weaker roof was also found to significantly increase the risk of multiple-seam interactions. The most important result of the study is an equation that predicts the critical thickness of the interburden required to minimize the likelihood of a multiple-seam interaction. This equation was incorporated into a step-by-step methodology that allows mine planners to evaluate each potential interaction and take steps to reduce the risk of ground control failure. Such measures could include installing cable bolts or other supplemental support, increasing the pillar size, or changing the mine layout to avoid the remnant structure entirely. These Proceedings also contain several previously published papers that cover other facets of multiple-seam mining research. Two papers describe the LaModel family of software developed by Professor Keith A. Heasley of West Virginia University. The LaModel programs were designed for calculating the stresses and displacements in coal mines or other thin, tabular seams in layered media. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D, by contrast, implements a simplified two-dimensional model that is suitable for quick approximations of the multiple-seam stresses and strains. Three additional papers in these Proceedings describe the extensive multiple-seam experience of the Harris Mine, examples of extreme multiple-seam mining from the central Appalachian coalfields, and longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining.

If a conductor traversed by an electric current is broken, a conduction forms in the air between the two broken ends of the wire. This conduction manifests itself in an initial phase by an electric spark and, in a second phase, by an arc if the the circuit continues to supply sufficient power. This arc goes out when the distance between the two ends of the conductor becomes sufficiently large. If the break occurs in an explosive atmosphere, the energy contributed by the arc can cause an explosion. To avoid such accidents, electric circuits that may be utilized in hazardous atmospheres can be made "intrinsically safe". The investigation which we conducted is part of a research project on the intrinsic safety of arcs of high intensity but short duration, in the case of resistive circuits. We developed an electronic system which makes it possible to limit the duration of an arc at the level of the break of a conductor traversed by a current with a possible maximum intensity of 80 amperes. This experimental device for monitoring and measuring the parameters of the arc has shown that arcs of high intensity but with a duration limited to a few microseconds do not ignite an explosive methane-air mixture.

Systematic waterflooding was first tried in Washington County, Okla., in 1937, when a 40-acre project was begun in secs. 24, 29, 32, and 33, T. 27 N., R. 13 E., jointly by the Keener Oil Co. and the Phillips Petroleum Co. The property later was sold to Lee Morrison. A second project was begun in 1941 in sec. 14, T. 6 N., R. 12 E., by the Oklahoma Oil Corp. Both projects were abandoned by the end of 1942. A third project was begun in 1945 and the fourth in 1948, but 1949 actually was the beginning of intensive waterflooding development in Washington County. The results of previous waterflooding projects are described in Bureau of Mines Reports of Investigations.2 3 4/ Oil production in the county followed a similar trend, dropping to a low of 990,000 barrels in 1945, then steadily increasing until 1956, when more than 4 mil-lion barrels of oil was produced. Most of the increase in oil production is directly attributable to water injection.

This is one of a series of reports prepared by the Federal Bureau of Mines on mining methods, performance, and costs at individual mines in the United States. The primary purpose of these papers is to promote development and conservation of our mineral resources by disseminating technological information on methods, practices, and results that may be applied to the engineering analysis and solution of mining problems. This report discusses the highly selective mining methods of the Jaquays Mining Corp. at the Regal asbestos mine, 45 road miles northeast of Globe, Ariz. The milling method at the Globe plant is discussed briefly, and the extraction ratios of the various grades of fiber are tabulated. The proposed flowsheet of a new mill under construction is shown.

PRODUCTION of bituminous coal and lignite increased substantially in 1963 compared with 1962 figures. The major items of production, consumption, exports, and productivity increased. However, certain key items declined. For the fourth year there was no upward trend in mechanization; the percentage of total tonnage mechanically loaded remained the same as in the 3 previous years and the percentage of total tonnage mechanically cleaned was smaller than in the previous year. Furthermore, the percentage of total production mined by stripping and by augers increased. Most significant was the continued decline in average value and employment. Production.-The output of bituminous coal and lignite in the United States in 1963--459 million tons-was 9 percent greater than the 422 million tons produced in 1962. Production was greater in 1963, largely because of expanded consumption by the electric utilities and an increase in exports.

The real gross national product (GNP) advanced at a annual rate of 3.1 % during the second quarter, following a revised 3.4% increase in the first quarter (see table 1). Export growth continues to play an important role in the rising output. Combined with the decline in imports, it resulted in a noticeably improved trade position. Imports of consumer goods, including automobiles and food, fell while exports rose. Imported cars have been losing ground to domestic cars. The foreign car share of the U.S. market fell from 36% in October 1987, to 29% in May 1988. Business spending for new plant and equipment contributed strongly to the GNP increase. Equipment purchases, particularly of computers, rose at a 14.8% annual rate, following a large first-quarter gain. Purchases of structures rose 11.8%. The other key component of business spending, change in business inventories, declined from the first quarter. Inventory buildup in late 1987 had been considered excessive.

"Purpose and Origin of Investigation.For many investigations of mineral products such as metallic and ceramic materials, especially refractories, a knowledge of thermal conductivity and specific heat at high temperature is required. Such data have been needed by the Bureau of Mines for checking heat balances in kilns, and computing heat loss through furnace walls.Design of apparatus for thermal conductivity tests was undertaken by the Bureau early in 1922, an industry at that time indicated that no equipment intended for extreme high-temperature observations was elsewhere available or likely to be in the immediate future.The Bureau's investigation was begun by C. R. Greenslade, assisted by F. A. Hartgen, and temporarily discontinued owing to their resignations in the summer of 1922. The work was later turned over to the writers of this report, and has been carried forward at intervals, along with other problems."

The application of the microseismic method to one specific case, namely, that of predicting rock bursts in deep mining, has been described in two previous reports. 5/ 6/ Since the publication of these reports 5/ 6/ the method has been extended to other fields of mining, end it is the purpose of this report (Part I) to describe the general microseismic method, giving the empirical facts upon it is based, the different testing procedures, the method of recording and analzing the data, and the interpretations that can be obtained there-from. Part II will describe a series of laboratory experiments that were performed to give information on the origin of microceismims and the microseismic properties of various rocks. Part III will cover application of the method to specific mining problems together with a brief description of a number of investigations performed during, the last three years. Part IV will describe in detail the microseicmic equipment used in the various phases of these investigations."

A picture of the ceramic industrial potential of the Pacific Northwest States is presented by reviewing the present ceramic industries, raw-material resources, and current market demands. A resume is given of the industrial plants manufacturing ceramic ware as well as available information on raw-material resources. No attempt was made to prospect for new deposits but rather to evaluate, insofar as possible, those already known. Since much of the industry is concentrated on the Pacific coast, most of the information available on resources concerns deposits in that area. Large, undeveloped districts in Montana and Idaho, however, offer promise of larger reserves of ceramic raw materials. Average annual production, some operating costs, and annual power consumption are given for each of the plants. Production and some cost figures are listed to show the limited nature of the present industry and to suggest fields open for new development.

"INTRODUCTION The Mayfield manganese property is about 25 miles south of Van Horn, in Jeff Davis County, Tex. The ore deposit is developed by a large open-cut and a small stope.An 8-ton sample was received for testing; it was taker at random from material on the mine dumps and consisted of a mixture of manganese oxides, barite, and siliceous gangue minerals. The manganese occurred largely as hard, massive, crystalline psilomelane, with a small amount of pyrolusite. The gangue minerals consisted of intermixed iron-stained sand stone, quartzite, chalcedony, calcite, quartz, and barite. Chemical analysis showed 8.9 percent manganese, 3.3 percent iron, 38.4 percent silica, 6.6 percent calcium carbonate, 7.1 percent barium, 3.1 percent alumina, 0.09 percent phosphorus 0.01 tungstic oxide, and less than 0.05 percentAnalysis of selected clean pieces of manganese minerals, free of gangue, showed 48.1 percent manganese end 13.4 percent barium, of which only 0.2 percent was present as barium sulfate. This indicated a limit in concentration. Barium was also present in the gangue as a separate mineral, barite (BaSO4), which has approximately the same specific gravity as the manganese oxide."

"The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Projects were set up on only the most promising properties.A preliminary examination of the Mount Hope mine was made in January 1943 by the Bureau's engineers, who recommended exploration by diamond drilling.The mine is in the unsurveyed portion of T. 22 N., R. 1 E., Mount Diablo base and meridian, south-central Eureka County, Nevada, 25 miles by road north of the village of Eureka. A partly graded and Graveled secondary road connects the mine and Eureka on U. S. Highway 50.Extensive sampling was done by the Bureau in February. 1943. Core drilling from the surface was started on March 15, 1944, and completed on April 2, 1545. The 16 holes drilled totaled 7,215 feet. The mining company also did extensive underground core drilling from April 21, 1944, to January 4, 1945. This report gives the results of core drilling supervised by the Bureau of Mines.The drilling program was designed to explore for extensions of the mineralization exposed in the mine workings. As a result of drilling, additional ore was found, and it is believed that this project has fulfilled the purpose for which it was planned.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization, of our mineral resources to the end that they make the greatest possible contribution to na¬tional security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples of ore and performs beneficiation test. Both these branches are under the supervision of Dr. R. S. Dean, assists director.With respect to this report special acknowledgment is due to Charles W. Merriam of the United States Geological Survey for his interpretation of the Mount Hope mine Geology and his cooperation throughout the project; Col. Leverett Davis, former lessee of the property; K. In support of its objective to improve mine safety, the Bureau of Mines has searched for better materials and systems to anchor roof bolts. TIlis report describes a study on the effects of mine waters upon accelerated gypsum, one of the materials under consideration. The accelerated gypsuw dissolved at an appreciable rate relative to an assumed 10-yr life span of a roof bolt. Surface orientation, initial ion concentration of a dissolving solution, and flow rate of the solu-tion had substantial effects on the dissolution rate. Factors such as water-cement ratio, accelerator content, wax capsule additions to the gypsum in cartridge-installed bolts, surface area, temperature, and curing duration had little effect. In an actual roof-bolt environment, dissolution will occur in static solutions to the solubility limit of gypsum (~2 giL) and cease, result-ing in minimal damage; but in flows of unsaturated solution as slow as 1 L per month, a loss of up to 10 pct will occur in 2 yr. Since miners cannot readily measure the flow or ion concentration of static-appearing water at every roof-bolt site, all such water must be assumed to be pure and flowing. It is recommended that gypsum-bonded roof bolts be confined to dry roofs only.
