Mining did not contribute significantly to the economy of Benin, a small country on the coast of West Africa, during 1978-79. During these years, Benin continued to be rated by the United Nations as one of the 25 least developed countries in the world; its gross domestic product was under $200 3 per person per year. Salt from seawater, sand and gravel, bricks, and imported clinker for cement were the only minerals which contributed to the economy. Minerals were not expected to play an important role in the commercial sector of Benin's economy during the next decade. Joint projects included infrastructure development to create a coordinated road and rail system between Niger and Benin that was begun in 1960 as ?Operation Hirondelle." In 1976, an agreement for the construction of a rail link from Niamey, Niger, to Parakou was signed. At Parakou, the rail line would join the existing line to the port at Cotonou. Construction of the rail line was expected to take 6 years, and the cost was estimated at $287 million in 1979. During late 1979, the Federal Republic of Germany granted Benin a loan of $12 million for reconstruction of the port at Porto Novo. Benin and Nigeria were discussing a joint adventure in crude salt exploitation.

Under the procedure of the American Standards Association, with the American Society for Testing Materials as sponsor, the Sectional Committee on Classification of Coals has arrived at the classification of coals by rank as shown in Table 14/. The standard explains the term "agglomerating" used for classification under physical properties, as follows: Agglomerating Index. - Coals which in the volatile-matter determination produce either an agglomerate button that will support a 500-g weight without pulverizing, or a button showing swelling or cell structure, shall be considered agglomerating from the standpoint of classification.***. Pending the adoption of a method by the American Society for Testing Materials, the coke-button grading test5,/ afforded by the examination of the residue in the platinum crucible incident to the volatile matter determination, shall be used.

Demand for arsenic trioxide exceeded supply in 1978 and 1979, and the major domestic and foreign producers allocated available supplies to customers. Major demand has been from the cotton-growing and wood-preserving industries. Ample supplies of arsenic metal produced in the United States and Sweden were available in 1978 and 1979. Major demand for metal was from the automobile battery industry in Japan, Europe, and the United States. Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA), promulgated the final standard on the occupational exposure to inorganic arsenic, effective August 1, 1978.2 The need for the standard was a result of OSHA's conclusion that inorganic arsenic is a human carcinogen. The purpose of the standard was to minimize the incidence of lung cancer among workers exposed to inorganic arsenic. The maximum exposure to arsenic was lowered from the previous ceiling of 500 micrograms per cubic meter of air to 10 micrograms per cubic meter over an 8-hour time period. OSHA had originally recommended a ceiling limit of 4 micrograms per cubic meter in January 1975. Provisions of the new standard require exposed employees to wear respirators and undergo continuous medical monitoring. Other provisions establish regulated areas limited to authorized employees and require the construction of special lunch-room and worker hygiene facilities and the posting of signs and labels warning of the presence of arsenic. The new arsenic standard will have a significant economic impact on copper, zinc, gold, and lead smelters as well as consumers of arsenic trioxide. A number of copper companies have joined together to contest the standard in court. However, measures to comply with the standard have been initiated by ASARCO Incorporated at its Tacoma, Wash. plant.

The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

A general description of the activities and results of bauxite investigation by The Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations No. 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the fourth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on Figure 13 in Volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township-is given with the discussion covering that area.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. from 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig. 1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig.2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91 %, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from 1990 to 1996.

The value of nonfuel mineral raw materials produced in the United States in 1978 was $20 billion. In 1979, total value increased to an estimated $24 billion, up 20% from 1978. Of the principal metallic ores produced in 1979, about half showed increased quantitative output and all showed increased value per ton compared with that of 1978. Most nonmetallic commodities showed increases in quantitative output and in average value per ton. Because of its decreasing share of the world market, the domestic mineral industry's concerns were the increasing costs of capital, labor, and energy; withdrawals of public lands from mining; and the increasing cost of environmental regulations that tended to deter or delay investment in the Nation's capacity for producing essential minerals.

"INTRODUCTION The Rodessa oil field in Marion and Cass Counties, Tex., Miller County, Ark., and Caddo Parish, La., was discovered in August 1930, when a well drilled to a depth of 5,506 feet in Caddo Parish, close to the surface trace of the Rodessa fault, produced gas in commercial quantities. During the next 5 years 21 gas wells were drilled, and a large reserve of natural gas was developed in the high part of the Rodessa structure underlying the Massive Anhydrite member of the Glen Rose formation.In July 1935 oil was discovered on the flank of the structure when a well drilled to 6,048 feet also in Caddo Parish, was completed as an oil well. The discovery of oil in the Rodessa structure initiated art intensive development program of more than usual interest to geologists, engineers, and operators in the petroleum and natural-gas industry. The complex nature of the different reservoirs, the large volume of ""free"" gas under high pressures and temperatures in the upper part of the reservoirs, and the high gas:oil ratios of some of the wells during the early production of oil presented many problems the solution of which taxed the ingenuity of those responsible for the development and exploitation of the Rodessa field.Early waste of gas and resultant dissipation of reservoir energy led to State intervention, which brought about effective regulation of the quantity of gas blown to the air. Oil production from wells producing more than 2.000 cubic feet of gas per barrel of oil was restricted, and oil allowables generally were based equally upon acreage and upon reservoir pressures. Consequently, oil-production statistics of the field are closely associated with gas:oil ratios and reservoir pressures.The primary object of this report is to present factual and statistical data on well performance in the Rodessa field and to show established trends under certain operating methods and practices in high-pressure gaseous reservoirs, which have been carefully developed and outlined by modern technique and exploited under close engineering supervision.The large size of the Rodessa field, it’s fairly well defined gas caps, and a somewhat definite water table in a part- of the oil- and gas-producing region are of special interest and importance in a study of the fluid and energy relationships in reservoirs. Consequently, the results of much of the authors' work in collecting and compiling date are presented in the form of tables, maps and cross sections to show the relative thicknesses of the different oil-and gas-producing members and their permeability and porosity relationships, and, when possible, the variations in stratigraphy are exhibited in cross sections. Results of a detailed analysis of cores from a number of wells also are presented in tabular and graphic form."

The petroleum sector continued to dominate Ecuador's economic activity in 1978, accounting for nearly 10% of the gross domestic product (GDP) and 42% of total export earnings. In 1978, a more flexible petroleum export price was adopted which permitted an expansion of foreign market opportunities. During 1979, Ecuador took advantage of disruptions in the world petroleum supply and renegotiated existing export contracts to accomodate the rapidly escalating world market price. Petroleum sales on the spot market were maximized, and prices reached unprecedented levels. By taking royalty payments in-kind, Ecuador increased its volume of petroleum available for term and spot sales. Although the volume remained about the same as in 1978, the total value of 1979 petroleum exports increased to about $920 million, reflecting a 76% increase over the $523 million received for 1978 crude oil exports. Concerned about its steadily decreasing petroleum reserves (recently estimated at about 1.1 billion barrels), rapidly increasing and heavily subsidized domestic consumption, and the prospect of having to import substantial amounts of petroleum by 1983, Ecuador announced plane which it anticipates will double reserves within the next 5 years. The Government plans to spend $1 billion over the 5-year period. Plans include drilling 325 exploration and development wells and establishment of a secondary recovery program for the Sachs and shushufindi fields. Some exploration wells are expected to reach a depth of 17,000 feet. It is thought that substantial reserves exist in the southeast Amazon region. Late in 1979, it was announced that some 10 million hectares will be available for exploration tenders-probably in blocks of about 200,000 hectares each-in the Amazon jungle of the Orients and in the coastal and offshore regions. The Government planned to commission a private, independent analysis of Ecuador's petroleum reserves that would also include recommendations on efficient production levels.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because this condition can result in failures of ground that lead to both injuries and death. Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health studied two methods for identifying stress in rock. A seismic tomographic survey, finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology were integrated to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. Electromagnetic (EM) emissions were also investigated in the Galena Mine, a deep underground mine in Idaho, in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results of this research indicated that (1) seismic tomography appears to be a useful tool for determining relative stress in underground pillars, while (2) EM emissions do not appear to be significant precursors of impending catastrophic ground failure.

This report on water requirements for the New Mexico mineral industry includes data on industrial operations closely related to mineral production. It contains general information concerning public water supplies at five principal cities and a short discussion of water needs for agriculture. Background data are presented regarding the geography, hydrography, and water laws of New Mexico, as well as precipitation and evaporation characteristics of the State. Most of the information on source, quantity, distribution, cost, and treatment of water was obtained in interviews with company representatives. Water systems at 46 operations are illustrated by schematic waterflow diagrams. The study revealed that the New Mexico mineral industry in 1962 used about 16 billion gallons of new water and reused 152 billion gallons, a total usage of 168 billion gallons. Consumption amounted to 7.6 billion gallons. Of the 16 billion gallons of new water, 11.9 billion gallons was "self- supplied" from ground water sources, and 2.6 billion gallons was self supplied from surface sources. Approximately 1.5 billion gallons was purchased. Some of the water from company-owned wells is piped as far as 30 miles. Reported costs of the self-supplied new water range from 1 to 20 cents per 1,000 gallons and average 8 cents per 1,000 gallons for power and maintenance. Inadequacy of the supply of new water at many operations necessitates large-scale recirculation. Reported costs for recirculating water (power and maintenance) average 1.8 cents per 1,000 gallons. For the entire New Mexico mineral industry in 1962, the value of product was $42 per 1,000 gallons of new water intake and $88 per 1,000 gallons consumed. Analyses of 40 water samples, listed in the appendix, show the wide range in water quality at plants throughout the State. Projection of the 1962 water requirements of the mineral industry indicate that the total demand for new water will increase from the 16 billion gallons used in 1962 to 24 billion gallons in 1980, a 50 percent increase; and to 36 billion gallons in 2000, which is 125 percent more than the 1962 intake of new water.

The Brenneman oil field in Grant District, Hancock County, W. VA., was selected for study by Bureau of Mines engineers because it was typical of many of the smaller petroleum reservoirs in the Appalachian region. In 1906, E. W. Marland & Co. discovered the Brenneman field by drilling a well that readied the oil-bearing .Berea sandstone at a depth of 750 feet and initially produced 200 barrels of oil a day. Most of the oil-productive area (348 acres) of the field was developed in a comparatively short time, and the initial daily production rates of some of the wells were as high as 1,000 barrels of oil a day. Although the field was a prolific producer of oil for several years, it was abandoned in 1923 when the production rate was less than 1,000 barrels of oil a year and 705,000 barrels of oil had been produced. Secondary-recovery operations were started in the Brenneman field in 1927 after useable old wells had been repaired and unsatisfactory wells had been plugged; drilling of new wells was started in 1929. The peak of the redevelopment program was reached in 1942 when 92 oil-producing wells and 26 injection wells were in use; both air And mixtures of air and natural gas were used for injection purposes. It is estimated that approximately 357,000 barrels of oil, equivalent to 1,030 barrels per acre, 105 barrels per acre-foot, 8.5 percent of the total pore volume, or 11.9 percent of the original oil in place will be produced as a result of gas-injection secondary-recovery operations. Engineers of the Bureau of Mines Petroleum Field Office, Franklin, Pa., are studying secondary-recovery projects in the Appalachian region as a part, of the Bureau's secondary recovery research and are reporting these studies so that others: can profit by the experience gained from the operations. In common with most of the other Appalachian oil fields, there was no natural water drive in the Brenneman field. The estimated oil saturation in the Brenneman reservoir at the end of economic gas-injection operation indicates that additional oil might be recovered economically by water flooding and that a pilot flood would be warranted.

This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine. We Americans fondly believe that ours is the greatest , most progressive and most civilized country in the world , but the cold statistical facts reveal that we apparently have little appreciation for the lives of those whose efforts of various kinds give us whatever greatness we have . The latest available statistics indicate that the annual death rate per 100,000 persons , from accidents is nearly 80 , or far higher than that of any other country in the world ; it is more than double the rate in Denmark , Belgium, Netherlands , France , Sweden , Italy , Ireland , Germany , Norway, and Austria; it is practically double the rate in England and Wales and in Japan , and is from 25 to 60 per cent higher than the corresponding rate in Scotland , New Zealand , Australia, Switzerland , and Canada . And added to this is the fact that of the main industries of the United States mining has by far the worst accident record , viewed from either the frequency or the severity basis . The National Safety Council's latest figures for 27 of the country's main industries give mining the highest or worst accident frequency rate, 74.43 in 1929 ; meat packing comes next with 55.94 , and construction third with 50.41 . In accident severity in 1929 mining also was the worst offender , with a rate of 9.99 ; quarrying is second with 6.11 , and construction third with 4.62 . Metal mining's frequency rate in 1929 was 52.16 , as against 69.25 for bituminous coal mining ,99.68 for anthracite mining, and 74.43 for the entire mining industry ; accident severity for metal mining in 1929 was 5.99 , as against 11.69 for bituminous coal mining , 10.87 for anthracite mining , and 9.99 for the mining industry as a whole . Although this figure indicated that metal mining is on a much safer plane than either bituminous or anthracite coal mining, the frequency rate of 52.16 for metal mining was higher in 1929 than the frequency rate of all but one of the other 26 industries about which data are available ; the metal mining severity rate of 5.99 , while much better

ALTHOUGH the element titanium was discovered by William Gregor in 1790, over a hundred years passed before it was put to commercial use. The first commercial application of titanium was as an alloy additive to iron and steel, and the first ferroalloys were produced domestically in 1906. Titanium pigments were developed somewhat later and have been produced in the United States since 1918. The use of titaniferous material in welding-rod coatings first gained acceptance ill the mid-30's. The metal titanium has only had commercial importance since 1948; domestic production for that year was 10 tons. The relative importance of these major uses of titanium in various forms may he gaged by the consumption of titanium dioxide (Ti02) for these purposes in 1954. Of a total of 440,000 short tons of Ti02 consumed in 1954, 95 percent of the total was consumed for pigments; 2 percent for welding-rod coatings; 1 percent for non-titanium-base alloys and carbide; and 2 percent for miscellaneous uses. The titanium-metal industry is in its infancy, but it has more than doubled its output every year from 1948 to 1954, reaching 5,370 short tons in 1954.

"The development of certain mines in the East Tintic mining district, Utah, has been hindered considerably by the presence in the rock strata of heavy irrespirable gases which at times flood the lowest working places, as well as by abnormally high rock temperatures in the lower horizons. A study of these features was completed in the spring of this year, and the information obtained is summarized here.Heavy gases.Only four mines have been affected to date by the presence of heavy gas, and only one of these is producing lead-silver ores in quantity. These four embrace a territory extending about three miles north and south and about two miles east and west, while both within and fringing on this territory are a number of prospects which have not been affected.Thus far no fatalities have resulted from gas inflows, but a number of men have been temporarily overcome, and a few have had narrow escapes from death by suffocation. That the record is not more serious is mainly due to the fact that the gas inflow, as a rule, is relatively slow, mining operations have been quite carefully conducted, and the presence and extent of a gas inflow can be easily determined by its extinguishing action on the flame of miners' lights.When first encountered, about 1910, gas inflows occasioned much lost time. In some months the lost time averaged as much as ten days, while one mine cites for a certain month a maximum of 26 days lost out of a possible 28 working days. With improvements in mechanical ventilation and the passing of time, interference with work from the presence of gas has gradually lessened. During the last few winters, the main trouble has been with the mines being flooded with gas overnight when fans were not operated, although men have been driven out of the lowest development openings several times each winter with fans operating. At present, the main danger is in the lowest development openings having only one exit, wherein men might be trapped and possibly suffocated during an unusual and extremely rapid inflow of gas, or during an ordinary inflow, should the one source of power for the fan be disabled."

Coal-haul and mine access roads are defined as any road constructed, improved or used by the operator (except public roads) that ends at the pit or bench. These roads constitute approximately 10% of the total area directly disturbed by the surface mining operation(l). In some cases, the land disturbed by haul roads exceeds the area included in the mining operation. Studies (2 and 3) of the U. S. Forest Service in eastern Kentucky show that typical contour mining roads exhibit poor alignment, excessive grades, insufficient strength and durability, and poor drainage. Mine roads in other Appalachian- States, particularly where contour mining is practiced, appear much the same as those in Kentucky. Access roads(4) were also found to be a large source of sediment. It is possible that of the sediment that finds its way into the streams as much (or even more) originates from the haul roads as from the mining operation. Most roads are built as cheaply as possible, and good road-building design and practice are ignored. Maintenance schedules are generally inadequate, and upon completion of mining, haul roads are usually abandoned, with little or no attempt made to bed them down(5 ) . Such roads deteriorate very rapidly (Figure 68). Area mining, which is practiced in flat to gently rolling terrain, presents fewer haul road related environmental problems. These roads through necessity are generally well engineered because of the heavy equipment using them, such as 240 ton (217 metric ton) haul trucks. They must have wide beds, good alignment, and adequate drainage to permit coal haulers to run at top speed during all seasons of the year. Excessive dust can be a public nuisance and a driving hazard, and it is hard on equipment. Calcium chloride and sodium chloride have proven to be effective materials for controlling dust. Two applications during the summer when the ground surface is moist at the rate of 1/2 pound per square yard (.26 kilograms per square meter) (3 1 have been suggested. Th4 most common procedure is to keep the roads wet by using water trucks. Sediment that reaches the streams can be traced to one or more of the following five basic phases of haul-road life:
