A survey of in-situ methods for determining bulk electric properties of coal is given. Largely because of the strong dependence of coals properties on operating frequency, different sensing methods have to be adopted for different applications. Evaluation of both established and feasible methods is made in this report from the viewpoint of physical set-up, probing depth, and the type of inversion involved.

Because the cutting and polishing of stones are parts of the work of the Bureau of Mines in its study of rocks and minerals and in the determination of specimens sent in for identification, it was decided that a circular covering the subject in a general way would be of practical interest. As several books and periodicals give details of the problems in cutting and polishing, this report will not duplicate their information more than necessary. The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled pre-dominantly by rising personal consumption expenditures as well as growing Government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the mineral-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

"This report presents the physical properties and related geological and petrographic data of some 84 rock types from operating mines, quarries, or blasting research test sites. These fundamental rock data were collected as a quantitative approach to underground mining problems, blasting research, or other related studies; however, the data are equally applicable to any problem wherein rock characteristics are important factors. Stress-strain curves are given where available, and the standardized procedure for determining elastic constants from static tension tests is described. Computed (laboratory) and measured (field) free-medium velocities are compared in those instances where such data are available. A chart is given showing both the optimum and minimum number of test specimens for the various core sizes employed in the Bureau of Mines standardized physical-property tests. Rock-type, geographical, and geological indexes are included to aid the reader in locating physical-property data in this and previously published Bureau of Mines physical-property reports.INTROD'OCTI ONThis report presents the physical properties of 84 rock types tested from 16 different projects (sections 37-52). Evaluation by the Bureau of Mines of published expansion values for magnesium oxide shows significant variation in values, which may be attributed to sample variables, experimental errors, or systematic differences between measuring techniques. To eliminate the sample variable in measuring expansion, thermal expansion characteristics of a high-purity polycrystalline magnesium oxide were determined by 21 cooperating laboratories using one or more of the following techniques; X-ray camera, X-ray diffractometer, dilatometer, interferometer, and telemicroscope. All expansion values were corrected by the author to a single reference temperature of 25° C. Linear expansion was expressed as a power series in the form of the following equation. Expansion (percent) = [[ A + B (?t) + C (?t)2] ?t 104] The constants, A, B, and C, were determined by least square techniques for X-ray camera, X-ray diffractometer, and dilatometer data separately, and for combined data of all five techniques. Expansion values are tabulated from 26° C. to 1,400° C. in 2° C. intervals using constants derived from X-ray camera data. Below approximately 500° C., expansion values obtained by dilatometric and interferometric methods are significantly lower than those by X-ray methods; above 500° C., this bias decreases rapidly. Comparison of results within methods showed the least variance for X-ray camera results; dilatometer and X-ray diffractometer results have about the same variance. The average deviations, in percent, between observed and calculated expansion values among methods were approximately 10 percent from 100°C. to 300°C., 5 percent from 300°C. to 500°C., and 2 percent from 500°C. to 1,400°C. Maximum deviations were approximately twice as large in most instances.

A series of economic evaluations of processes for producing metallurgicalgrade alumina from low- grade aluminous materials is being conducted by the Bureau of Mines to determine the relative processing costs . The two processes considered in this evaluation are concerned with the recovery of alumina from clay through the formation of ammonium alum . In the first process , dehydrated clay is leached with ammonium bisulfate solution ; in the second process , clay is baked with ammonium sulfate and then leached with water containing a small quantity of sulfuric acid . After the alumina is dissolved by either of these methods , the iron is reduced to the ferrous state to avoid crystallization of ferric sulfate with the alum . The recovery of pure alum requires two crystallization steps . The alum crystals are then redissolved and precipitated with ammonia to produce alumina hydrate , which is calcined to a - alumina . These evaluations are based on published work , and the proposed plants are designed for a capacity of 1,000 tons of alumina per day . The estimated operating cost per ton of alumina for the bisulfate leaching process is $ 117.06 , and for the sulfate baking process , $ 109.26 . Using a Marshall and Stevens chemical equipment index basis of 240.0 , the estimated fixed capital costs , in the same order , are $ 158 million and $ 146 million . Under current economic conditions , these two processes are not competitive with the Bayer process for the production of alumina from bauxite . Since small improvements will not reduce costs sufficiently to approach competitive costs , future research work with these processes should be confined to areas likely to result in major cost reductions .

In view of the developments and recent interest in recovering heavy oil, this report was prepared to present general information on more than 2,000 heavy oil reservoirs in more than 1,500 fields in 26 states. Information given on each heavy-oil deposit includes the following items: Field and formation, location, average or range of depth, average API gravity of oil, aver- age thickness of formation, areal extent of field, total productive wells drilled in field, discovery date of field, field status in 1963, cumulative production to Jan. 1, 1964, and all known types of secondary-recovery operations initiated (active and terminated) in the reservoirs. The geographical location of heavy oil accumulations in the United States is shown by a map, and a brief discussion of 14 different areas is given in the text. As of Jan. 1, 1964, 75 percent of the heavy oil reservoirs in the United States had produced more than 10 billion barrels of oil and are estimated to contain over 90 billion barrels of oil in place. It is also estimated that if the deposits which have had little or no production history, such as the one in Missouri, were included, the total remaining heavy oil in place would be in excess of 150 billion barrels. To find economical ways of recovering this vast reserve of heavy oil, industry is developing technology in several types of thermal-recovery methods. Some of the general considerations and more suitable limitations in selecting a prospect to study fur thermal-recovery techniques are: Lithology, depth, viscosity of reservoir fluids, gravity of oil, reservoir thickness, oil in place, and permeability and porosity.

This report presents the results obtained in a study of the technical feasibility of recovering a usable pig iron by pyrometallurgical treatment of typical copper reverberatory slags . The iron in the slag was readily reduced with carbon , but the copper and sulfur content of the metal was best controlled by a three - stage procedure comprising ( 1 ) melting the slag with pyrite to remove copper as a low- grade matte , ( 2 ) smelting the partly decopperized slag with fluxes and carbon to reduce the iron , and ( 3 ) refining the impure iron alloy from step 2 with a flush slag to remove sulfur and residual copper . Laboratory - scale tests demonstrated that washing with 8 wt pct of pyrite lowered the copper content of a typical reverberatory slag from 0.58 to 0.12 Subsequent smelting of a mixture composed of 70 pct decopperized slag , 25 pct lime , and 5 pct coke reduced 84 pct of the iron to metal containing 2.27 pct sulfur . This metal then was successfully desulfurized by treatment with a basic flush slag to produce a finished metal that contained , in percent , 93.5 Fe , 0.02 S , 0.26 Cu , and 4.9 C. Overall recovery of iron under the conditions of trial was about 80 pct . This could be increased if higher tolerances for copper could be accepted . Commercial processing would be accomplished in three furnaces with molten materials passing from one to another . Currently produced smelter slag could be treated fairly inexpensively , because the molten product would require only a little additional heat to produce an iron byproduct that undoubtedly would be attractive to local foundries .

This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

In its work under the Synthetic Liquid Fuels Program the Bureau of Mines has developed on a 6-ton-a-day-pilot-plant scale a continuous, gravity-feed retort far distilling oil from oil shale. The development work covered by this report was done from January 27, 1950, to January 26, 1952, at the ail-Shale Experiment Station near Rifle, Colo. Over 300 pilot-plant tests were made during the investigation. The basic retort developed has been named the Gas-Combustion retort. In this process, part of the heat for retorting of the shale is generated by burning recycled product gas in a combustion zone within the descending shale bad in the retort. Additional heat is supplied by combustion of the carbonaceous residue remaining in the spent shale after the oil has been distilled. Air for combustion is admitted through an air distributor in the center of the bed at about the mid-point of the retort. Hot gas rising from the combustion zone heats countercurrently the descending raw shale and liberated shale oil by pyrolysis of the shale. After passing through and exchanging heat with the incoming raw shale, the oil is condensed as a fog or mist in the gas, which is withdrawn at the tip of the retort. The cool gas is then piped to an oil-recovery system where the oil is separated from the gas in centrifugal separators or other types of mechanical or electrostatic separators. The hot, spent shale below the combustion zone is cooled by heat exchange with recycle gas, which is a portion of the effluent gas from the oil-recovery system.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

The Bureau of Mines estimated the potential availability of iron ore from 129 domestic and foreign mines and deposits in 25 market economy countries. The availability of four products on a total and regional basis was determined from demonstrated resources of 75.3 billion It. From the resources evaluated there are a total of 18.6 billion It of sinter fines, 4.9 billion It of lump ore, 14.7 billion It of pellets, and 820 MMlt of pellet feed potentially available at a 15-pct DCFROR, f.o.b. port. On a regional basis, at or below a total cost of $0.26 per iron unit there are 1.7 billion It, 2.8 billion It, and 186 MMlt of sinter fines potentially available from Brazil, Australia, and Africa, respectively. There are 825 MMlt of lump ore from Brazil and 1.4 billion It from Australia potentially available at or below a total cost of $0.24 per iron unit. There are 2.1 billion It of pellets potentially available from the United States at or below a total cost of $0.80 per iron unit, while 442 MMlt are potentially available in Brazil at or below $0.38 per iron unit. South America has 208 MMlt of pellet feed potentially available at or below a total cost of $0.28 per iron unit. While the resources of iron ore are more than adequate to satisfy demand, the future of the iron ore industry is very dependent upon changes in the world economy, and on the domestic scene, changes in the domestic steel industry and steel imports.

To determine the availability of manganese for metallurgical purposes from selected world resources, the Bureau of Mines evaluated the potential production of contained manganese in concentrates based on the demonstrated resources of 23 foreign and 8 domestic mines and deposits in 9 market economy countries. All but 2 of the 23 foreign deposits are operating mines; none of the domestic deposits are in operation. The demonstrated resources of the mines and deposits used in this study represent an in situ ore resource of approximately 2.2 billion tons," containing 780 million tons of manganese with a total recoverable production potential of 514 million tons of contained manganese in concentrates. The analyses of mines and deposits in this study indicate that about 213 million tons of the contained manganese (41 pct) is potentially available at a January 1981 constant dollar long-run total cost of up to $1.50 per long ton unit (22.4 lb, or 10.15 kg contained Mn), approximately 428 million tons (83 pet) is potentially available at a cost of about $1.75 or less, and 491 million tons (95 pet) is available at less than $3.30. The remaining 23 million tons, which is potentially available at much higher costs (about $8 to $35 per unit), represents the U.S. deposits. On an annual basis, with a cost range of up to $1.75 per long ton unit, the availability from currently operating mines would last at least 80 years based on 1980 world production data. Total manganese production costs are estimated to comprise mining-8 pet, beneficiation-3 pet, transportation-26 pet, and smelting-63 pet.

The Bureau of Mines conducted experiments using bench-scale apparatus to explore the effect of large changes in process variables on the yield and composition of the gases produced by passing 800° C steam through a fixed bed of Pittsburgh seam (hvab) coal. The total yield of combustible gases increased throughout the given range for the following variables: Superficial steam velocity increasing from 0.02 to 0.12 fps, pressure increasing from 1,000 to 6,000 psig, residence time increasing from 0 to 60 minutes, and temperature increasing from 800° to 900° C; however, a greater increase in the yield of hydrogen in comparison with the increase in yield of methane reduced the gross heating value of the gas to around 470 Btu per scf at conditions giving the maximum yield. Pressures of 1,000, 3,000, and 6,000 psig at 0.09 fps steam velocity, 800° C, and 60 minutes residence time, respectively, produced methane yields of 20, 24, and 22 percent, based on maf coal, with the gross heating value of the CO2-free gas decreasing from 552 to 520 and to 470 Btu per scf. Methane concentrations in the CO2-free gas were 26, 22, and 14 percent, respectively. Based on the gross heating value of the coal, the percentage of the heating value recovered in the gas was 60, 71, and 87 percent, respectively. The use of tungsten sulfide as a catalyst for converting carbon oxides and hydrogen into methane was explored briefly using both a sulfur-free gas rich in methane and a sulfur-bearing synthesis gas (3H2:1CO).

"IntroductionA study of 256 coal-mine explosions, which occurred during the period 1909-1924 killed 4113 men and injured 570 others, reveals the fact that there are the critical times of day when explosions are most likely to occur, and when corresponding care should be exercised to guard against disaster. Of these 256 explosions, 83 straight as explosions, 89 were straight coal-dust explosions, and 81 were mixed gas and dust explosions, while three were undetermined.It has been determined from the times given in these reports (in several cases no times were given,that the critical period in the morning ranges between 6 and 9 o'clock when 83 explosions took place with a peal. at 7;30 o'clock. Of these 55 were straight gas explosions, the remainder being either coal dust or mixed gas and coal dust explosions. The critical period in the afternoon or early ranges between 3 and 7 o'clock, when 113 explosions took place, with a peak at 6 o'clock. Of these, 87 wore straight coal-dust explosions the remainder being neither gas or mixed gas and coal-dust explosions. Between these morning and evening periods is one which might be called the noon period - that is, from 11m to 7. p. m. - when 26 explosions occurred while some of these were normal type of explosions - that is, as to causes - others were of unusual cause and character, and. are discussed later. A number of explosions (29 in all) took place during mid-afternoon, late at night, and early in the morning - that is, after midnight."
