In his March 31, 1977 budget, Finance Minister Macdonald has attempted the delicate balancing act of stimulating the economy without reinforcing the inflationary pressures which Canada is continuing to experience. Several tax changes of benefit to the mining industry, as well as measures designed to encourage oil exploration in frontier areas, are among the budget proposals. Additional earned depletion of 66- 2 /3 %, which may be offset against income from any source, will be available on drilling costs in excess of $5 million incurred between March 31, 1977 and April 1, 1980 in connection with an exploratory well in Canada, including the continental shelf . Other changes include more favourable treatment of resource property dispositions, less restrictive rules r elating to "successor corporations" , increased capital-cost allowance on railway spur lines, the inclusion of certain production royalties in Canadian development expenses and the application of the lower "manufacturing and processing" tax rate to sulphur production. To encourage business capital spending, the 5% federal investment tax credit it to be extended an additional three years to mid 1980 and broadened to include spending on scientific research and development. The rate of credit will also be selectively increased on a regional basis, to 7.5 % in certain designated areas in Saskatchewan, Manitoba. Northern. Ontario and Quebec, and to 10% in the Atlantic provinces and the Gaspe.

"Abstract- The Laochang mine, located in the Sanjiang area of southwestern Yunnan Province of China, is a volcanogenic massive Pb-Zn-Cu sulfide deposit. It is hosted by a pyroclastic sequence of Barly Carboniferous age, namely the lower member of the Yiliu Group, which was intruded by syenite and rhyolite porphyry . The volcanic suite is basaltic or basaltic-andesitic in composition, has alkaline affinities, and is associated with the initial rifting along the margin of the Baoshan-Shanstate continental rnicroplate (Yang, 1989). The ores are typically Pb>Zn>Cu in composition, averaging 3.820Jo Pb, 3.51% Zn, from 0.01% to 1.85% Cu (0.107% av.), a high average content of Ag (113 g/t) and recoverable amounts of Au, Tl, Gd, Ga, Ge, In. A massive sulflde zone, in which lenticular and stratiform orebodies are localized in a sulflde-carbonate-silica shale unit or sulfldic tufflte horizon that usually overlies coarse-grained pyroclastic rocks, is underlain by a stringer sulflde zone developed in a subvolcanic intrusion or volcanic sequence. The sulfide mineral assemblages, from the top to the bottom of the deposit, are: realgar + orpiment - galena + sphalerite + pyrite- chalcopyrite + pyrite + pyrrhotite + arsenopyrite. Oxide and sulfate minerais occur rarely in the massive ores. The massive ores are generally fine-grained and banded, but coarse-grained ore, colloform and framboidal texture, and growth-zoned pyrite and sphalerite are common. Sedimentary features such as graded bedding, brecciated and deformed ore clasts, and chaotically emplaced blocks, are well preserved, indicating that the massive orebodies have undergone slumping and dis­ placement. Alteration is weak in the hanging-wall rocks, but strong in the stringer zone. Two dis­ tinctive alteration zones have been identified: the upper zone, characterized by an assemblage of quartz, carbonates, chlorite, albite, zeolite and sericite, and the lower zone containing diopside, trema­ lite, actinolite, gamet, clinozoisite, and epidote.The general features of the Laochang deposit are in accord with the descriptive mode! of VMS deposits (Lydon, 1984). However, it falls into neither the Zn-Cu group nor the Zn-Pb-Cu group chemically (Franklin et al., 1981). The depositional setting of the Laochang deposit is quite different from Cyprus or Besshi-type massive sulfide deposits. Laochang is hosted by alkaline lavas that were erupted in a submarine continental rift. Although some features of the Laochang deposit are similar to those of Kuroko-type deposits, there are remarkable differences in the alteration mineral assemblage, the proportion of ore-forming elements (lead enriched) and the amounts of oxides and sulfates. These suggest corresponding differences in ore fluid composition and the associated ore-forming environment. Thus, the authors suggest that the Laochang deposit may be a distinct type of VMS deposit."

Commercial tellurium commonly contains heavy base-metal impurities such as lead, copper, iron, etc., as well as selenium and oxygen. The base metals may be removed by vacuum distillation or by zone melting. Vacuum distillation is a convenient method for treating moderate quantities ( 100 kg.) for the production of a material having a total content of heavy metals in the 10-30 ppm range. By zone melting, it is possible to lower all the heavy metal impurities tm below the limits of spectrographie detection. Neither vacuum distillation nor zone melting is effective for the removal of selenium, but treatment of molten tellurium with hydrogen converts selenium to hydrogen selenide. This procedure is too slow to be considered except as an adjunct to zone melting. In the course of air-melting, many of the more easily oxidized impurities form a dross and may thus be readily removed. Substantial refinement with respect to iron, tin, chromium, aluminum, sodium, silicon, magnesium, calcium and manganese can be achieved in this way. Although tellurium can be electrodeposited from either acid or alkaline solutions of the dioxide, various factors militate against successful electro-refining, amongst which may be mentioned the brittleness of cast tellurium anodes and the tendency for the metal to be deposited in dendritic form, even at low current densities.

In the late 1960's concerns about the natural environment reached high levels within North America and provided activists with suitable platforms for exerting influence over the general public and politicians. In response a host of regulatory mechanisms were developed, statutes, voluntary measures, land grants, codes of practices etc. Emerging environmental awareness from the era provided impetus for rapid technological change that encompassed all industries, especially the base metal business. The resulting clean up impacted all aspects of copper production, dealing with issues such as waste disposal, water and air quality with specific impact on emissions of sulfur dioxide and particulate. This paper provides a perspective of these changes reviewing the macro-economic impact of environmental movement in mining with its specific implications to the copper smelting industry. The fundamental challenges that were faced by the old, but capital-intensive North American plants and the approaches taken to deal with the changing times are reviewed with special emphasis on the conceptual approach to smelter S02 abatement and different paths taken in the USA and Canada. The role of economics, sustainable R&D and presence of technical infrastructure that facilitated the change process is elucidated, and speculations are made about the future state of pyrometallurgy and the natural environment. WESTERN CAN ADA'S coal industry has experienced a serious set-back since 1949, following a pattern well known to its counterpart in the United States. The loss in coal markets in Western Canada has been particularly severe as the discovery of large reserves of oil and natural gas and the subsequent construction of re-fineries and pipelines roughly coincided with the dieselization of both main railways. While the coal industry will have to face a further decline in markets of long standing, others with a large growth potential can be se-cured if present marketing methods are changed where needed and if fundamental and applied research programmes are actively pursued. The energy and chemical potential of Western Canada's coals will eventually find their place in the ever-growing needs of industry and electric power producers. Electric power generation would appear to offer the largest and most immediate market for coal. If the coal industry is to serve this market adequately and gain as much of it as possible, coal operators ? must have a good knowledge of certain characteristics -of the electric utility industry and its fuel requirements. This paper is prepared primarily to set out some of these characteristics, but also discusses other probable markets for coal.

Among the many interesting problems of the pre-Cambrian of the Canadian Shield is that of the origin of certain types of gneisses which are intimately associated with the granites on the one hand and with the metamorphic rocks of known sedimentary origin on the other. The observations recorded in this paper on the structure and composition of these ancient rocks found in a small part of northern Quebec may help to lead to a clearer understanding of the way in which they were formed and also constitute a contribution to the regional geology and petrography of a district for which little detailed information is available. The area considered is located near the Ashuapmuchuan, or Chamuchuan, river about 180 miles north-northwest of the city of Quebec, and therefore well within the Canadian Shield. Although most attention was devoted to the rocks along this river from the 57th to the 70th mile above its entrance into Lake St. John, a few observations on other localities to the north and northwest of that lake will be included. The field work was done in the summer of 1924 in cooperation with L. W. MacNaughton, E. S. Roberts, and B. M. Shaub, all of Cornell University. The party ascended the Ashuapmuchuan river by canoe and spent about a month near the mouth of Stacker, or Brochet, river, the outlet of the lake of the same name, returning by way of Mikoasas river. The writer wishes to express his obligation to his associates for their co-operation in the field and for their permission to publish the results. He is especially indebted to B. M. Slurry flow, including flow through the charge, through the discharge grates, along the pulp lifters and its discharge from the mill is an important contributor to the efficiency of the grinding process within a SAG mill. Poor transport of finer ground material can adversely affect grinding leading to excess energy consumption and over-grinding of fine material. This paper extends a 1-way coupled DEM-SPH method to three dimensions and applies it to a 1.8 m diameter by 0.6 m long AG/SAG pilot mill. This provides detailed information on the internal flow of slurry within a SAG mill, including the prediction of dry regions and of slurry pooling. Full 3D analysis also allows the pulp flow patterns into and out of the mill via pulp lifter chamber to be investigated.

"IntroductionSULPHUR is a constituent of many industrial products. It is part •of almost anything we eat, wear, or use. In fact, sulphur is so important that there has been an increasing tendency in recent years to measure industrial growth in terms of sulphur consumption.The uncertainty of obtaining adequate supplies •of elemental sulphur from the Frasch-mined domes. of Texas and Louisiana in the United States led all countries in 1950 to seek alternative sources of supply of this necessary element.Canadian industry has been supplied, for many years, with most of its sulphur requirements by United States Frasch-mined sulphur. World demand for this sulphur has necessitated the imposition of controls on its distribution, as production has not kept pace with demand. Until the third quarter of 1950, Canadian manufacturers of pulp and paper, heavy chemicals, explosives, and textiles •experienced little difficulty in obtaining their needs of elemental sulphur from the United States. However, at that time, low producers' stocks and declining reserves threatened to reduce shipments from producers, with the prospect of a continuing shortage for some time. These conditions, together with higher prices, stimulated the search for alternative sources of supply in Canada."

Many non-commercial operators are currently faced with the need to operate fleets of legacy gas turbine engines. How long such engines can be kept in service safely, without replacing a significant portion of their aging structural components, has become a growing concern to engine life-cycle managers, due to uncertainties in the remaining lives of critical components of these engines. This paper describes the application of the damage tolerance methodology to predict safe inspection intervals (SII) for critical components of gas turbine engines, using components of a turboprop engine for a transport aircraft as examples. High temperature components of this engine are made of advanced aerospace alloys. The methods of predicting three-dimensional fatigue crack growth at the critical location of turbine discs and spacers using both commercial and in-house developed algorithms are presented. Sensitivity analyses are performed to determine the effect of variations in material parameters on the predicted safe inspection intervals. In addition, spin rig tests performed for both turbine discs and spacers are described. Finally, crack growth rates predicted by numerical analyses are compared to those obtained from spin rig testing and the damage tolerance of the turbine components is assessed.

"AbstractThis paper discusses the methods of handling air in a large asbestos mill presently being completed at the Jeffrey mine of the Canadian Johns-Manville Company in Asbestos, Quebec.The mill, being the largest single asbestos producer in the world and capable of handling over 14,000 tons of ore per day, requires vast quantities of air. A minimum of 2,500.000 c.f.m. is required or about 10 tons of air for each ton of ore milled.Short descriptions of the process and systems requiring this air are given, followed by details of the fans and filters which make up the heart of the mill.This 'draw through' system, located on the top or 12th floor, is an automatically .controlled volume-pressure system creating the required suction to draw .air throughout the mill building and its numerous air systems.The dry mechanical method of milling develops enormous quantities of airborne dust and fibre. A section of this paper is devoted to a description of the multiplicity of dust systems within a system to control, filter, and remove this dust.Finally, the paper describes the method of returning the filtered air to the• working floors or to the outside, with some notes on heat, humidity and dust counts.IntroductionGeneralTHE discussions in this paper deal only with operations where air movement is involved. "The carbothermic reduction of chromite ore to produce high carbon ferrochromium is among the most energy intensive metal extraction processes performed, due not only to the highly endothermic nature of the reduction reactions but also the very high operating temperatures required for the smelting operation to separate the chrome-containing alloy from the discard slag.KWG Resources and XPS have collaborated over the last 3 years in developing a patented (Winter) processing alternative to the traditional smelting operation in which all processing takes place in the solid state at temperatures many hundreds of degrees lower than those required for liquid processing. Amongst the attractions of the process are much lower capital costs, as well as reduced operating costs, particularly of energy.A techno-economic study on the new process identifies a reduction in overall energy consumption of 70% against conventional processing and approximately 40% lower than the current best practice. By utilising more natural gas than coal based energy sources, the KWG process is able to show an overall 50% reduction in greenhouse gas emissions compared with the most energy efficient current practice. The impact of the new process on future processing is therefore regarded as highly significant, with global energy reductions equivalent to the effect of completely eliminating energy demand from a country the size of Italy.The study concluded that the potential for this process to completely revolutionise the global ferrochrome industry should not be underestimated. Its impact reaches far beyond exploitation of a regional natural resource."

The role of biomass char in blast furnaces has been re-examined by scientists worldwide, as a feasible option to reduce the carbon intensity of ironmaking. This contribution makes a technical and economic analysis of the ferro gusa industry in Brazil, with the last 172 charcoal-Blast Furnaces operating in the world. A key strategic question is presented: what is the current status and future prospects of biomass use in Blast Furnaces? Findings provide significant implications to metallurgists: while ferro gusa from charcoal is regarded as carbon neutral iron with low impurities, there are limiting factors that hinder the further proliferation of charcoal-BFs: biomass generation requires vast extensions of arable land and aggregates have low production capacity. Additionally, most of the charcoal is presently generated in beehive kilns with low yields. These elements combined make charcoal-hot metal expensive in price. With respect to the future prospects of biomass, the injection of small biochar particles through the PCI rigs in BFs (here coined Bio-PCI) and iron ore sintering may offer a practical alternative to significantly reduce the CO2 emissions in the ironmaking process.

This paper presents a general re-view of the various methods of briquetting coals, with and without the aid of a binder, with special reference to the production of a suitable briquette from Nova Scotia 'fines' for re-blending with industrial coal. From the economic and technical viewpoints, either small stoker-sized briquettes made with about 4 per cent asphalt in standard low-pressure double-roll presses, or briquettes made without binder in high-pressure double-roll presses, appear to be the most reasonable solution at present.

"IntroductionIN THE COURSE of. a spectrographic investigation of the platinum metal .content of various minerals in sulphide ores, the use of • fire-assay beads dissolved in gold-amalgam ( 1) was found suitable for the quantitative determination of palladium and platinum. Later work on platinum and bismuth-rich beads showed however, that these could not always be readily mixed uniformly in the amalgam. Accordingly another technique was sought which would allow the simultaneous determination of gold, silver, palladium, platinum, rhodium, and bismuth, the last .a common contaminant in fire-assay beads. The method evolved, which consists of dissolving fire-assay •beads in .lead, resembles in several respects the method of Scobie (2) in which silver was used. It has equally good sensitivity arid reproducibility, and allows the determination of silver as well as the other metals mentioned. The 'mutua1 standard' method of calculation (3a) is used to determine actual quantities present. This method has been applied to sulphide and arsenide minerals and •ores• of nickeliferous and non-nickelferous deposits• of both pre-and post Cambrian age, and, following a suggestion by Dr. G. S. Hume and the late Dr. H. V. Ellsworth, Geological Survey of Canada, has also been used for a peculiarly rich platiniferous uranium oxide ore from the Nicholson property, Lake Athakaska, Sask. More recently, the method has been .tested for the determination also of iridium and ruthenium and results indicate it may be applied, as• well to osmium."

Caland Ore Company Limited, a subsidiary of Inland Steel Company of Chicago, Illinois, leased an iron ore deposit from Steep Rock Iron Mines Limited on January 1, 1953.. This deposit lay underneath a lake and was covered with 161,000,000 cubic yards of Jake bottom material, mainly silt. Removal of this material was done on a contract dredging basis. This contract was divided into a plant phase and an operating phase. The plant phase consisted of supplying two cutter-type suction dredges, each with two booster pumps in the discharge lines. All six pumps were centrifugal, had 36" discharges and were powered by 10,000 horsepower electric motors. Peak demand was 59,157 kilowatts. One hundred and forty miles of steel tower line were built to bring power to the site. The balance of the plant consisted of tugs, 12 miles of discharge line, varying from 36" diameter to 42" diameter and attendant land-based equipment. A number of interesting dams were constructed

"AT ANY TIME, it is a pleasure to me to be invited to address The Canadian Institute of Mining and Metallurgy because it represents an industry and men with whom I have been happily, if peripherally, associated continuously for forty years. This year, it is a particular pleasure because I believe that an important subject has arisen which I propose to discuss.This is a major discovery in the earth sciences, first fully revealed this winter, but already widely accepted. The basis of this revolution, for it is no less, is that measurements of three different features of the earth all change in exactly the same ratios. These ratios are the same in all parts of the world. The results from one set are thus being used to make precise numerical predictions about all the sets in all parts of the world. No such accurate correlations and predictions have ever been found before in geology or areal geophysics. The whole subject of earth science has thereby been radically altered.The first of these measurements is that of the direction of magnetic polarity in lava flows. When piles of young lavas are examined with the aid of a pocket compass, it is noted that some flows are magnetized in the direction of the earth's field and some in the reverse direction (Figure 1). By accurately dating enough flows, a time scale of the dates of reversals has been established. During the past four million years, nine reversals have occurred synchronously all over the world (Cox, Darymple and Doell, 1967, McDougall and Chamalaun, 1966) (Figure 2). It appears that the scale can be extended back to Precambrian times (McMahon and Strangway, 1967). This time scale is the first of the 'three identical ratios."

"The outlook for supplying the world's metal needs in the next twenty-five years is good, although in several cases basic costs are likely to increase with rising demand. Metal prices calculated at a constant dollar from 1900 to the present show that for nickel, copper, silver, lead, zinc and tin, prices -and presumably production costs -fell from 1900 to the early 1930s. Since then, they have generally risen, apparently reflecting some depletion in relation to demand. This tendency has been accentuated since the post-World War II adoption of managed, full-employment, growth economics, which have resulted in a sharp escalation in world demand for metals. (Abandonment of such policies, apparently now under consideration in North America, would, of course, affect the pre-dictions of this paper.) Nevertheless, metal prices generally are still below those prevailing in 1900. Exploration potential exists for disseminated ores of many metals still thought of as characteristic of lode and vein deposits. These include uranium, silver, gold, tin and nickel and, to a lesser extent, lead and zinc. Considering the discovery potential for some principal metals in relation to expected demand and prices, I would tend to rate them as follows: molybdenum, zinc, lead, uranium, silver, gold, tin, nickel and copper."

In this paper, the argument is put forth that the codes used for public reporting of mineral resources and mineral reserves have some significant limitations with regard to the information provided to investors on the short- to medium-term value of mining properties. Such limitations include a) failure to explicitly incorporate a time element and b) failure to state explicitly the quantity and quality of mineral product that will be produced for sale. A time-value framework for reporting mineral assets is proposed in order to overcome these limitations. The proposed system is based on two classification axes: a) an X-axis representing time in years during which the value of the asset is likely to be realized and b) a Y-axis representing the value identified by a mining or exploration company\u2019s activities. The potential benefits of this system are discussed, including the ability to incorporate factors, such as permitting and construction times, directly into the magnitude of the reported mineral assets. The proposed framework would assist in the standardization of mineral assets reporting in such a manner that they could eventually be more readily included in financial statements. This work reports on applying iron oxide coated sands media in an experimental permeable reactive barrier to remove uranium species from uranium containing water. A field experiment was conducted at the legacy Gunnar uranium mine & mill site that was abandoned in the 1960s with limited to no decommissioning. The flooded Gunnar mine pit presently contains about 3.2 million m3 of water contaminated by dissolved U (1.2 mg/l), Ra-226 (0.4 Bq/l), and minor concentrations of other contaminants (As, Se, etc.). The water is seeping over the pit rim into Lake Athabasca posing environmental and health concerns. Iron oxide coated sands can be used to immobilize uranium species through an adsorption process. Methods for preparation of hydrous ferric oxide sorbents and their supported forms onto silica sands are described. Fourier transform infrared spectroscopy (FTIR), and powder X-ray diffraction (pXRD) were used to characterize the physical-chemical properties of the sorbent. The monolayer uranium uptake capacity (Qm) was estimated through the Langmuir adsorption isotherm. Adsorption kinetic experiments were performed in a lab environment before moving to a field trial. Based on these lab results and the input on field-scale appropriate geometries, a pilot permeable reactive barrier was fabricated and a field test conducted near the Gunnar pit in June 2019. This pilot test provided technical data and information needed for designing a full-scale permeable barrier based on the iron oxide coated sands, which may be applied for in-situ water treatment at Gunnar and other legacy uranium sites.

THE object of this paper is to present the various facts that l1ave been revealed during lengthy investigations into the performance of all types of ropes on different hoisting installations. It then goes on to suggest means by which most of these findings could be usefully employed to obtain more economical rope lives with increased safety.
