DESTRUCTION of the plants, machines, utilities, tools, materials, and other essentials for peacetime living penalizes not only the owners of the materials destroyed, but the world as a whole. Specifically, the fundamental fallacy of any proposal for the in- discriminate destruction of the German industrial system is that it fails to differentiate between the wartime and the peacetime economy of the Reich. We are for one simple, clear objective-an effective industrial means to keep Germany from starting another war. This objective should not be con- fused, especially before the war is even won, with the appropriate punishment of Germany or with the international arrangements for the long future to be made around the peace table by the representatives of the Allied Nations after victory is achieved. This paper, therefore, does not deal with broad, complex postwar questions of diplomacy and international policy. "Unconditional surrender" implies disarmament of the German armies, the surrender of all arms, munitions, air- planes, and other ordnance material in stock piles or in process. It also should include the elimination of all German war production facilities, such as ordnance plants, munitions plants, and submarine works, and the control of raw materials required by war industries.

WHILE some of the mining companies have been pumping a small amount of water for some time, it is only in recent years that large quantities of water have been encountered in the Tonopah district. The water appears to be in different zones or belts so that the draining of one property does not necessarily affect the one adjoining. Consequently, each company has its own pumping plant and its own conditions. The companies panes handling the largest amount of water are the Tonopah Extension Mining Co., Halifax Tonopah Mining Co., West Tonopah Consolidated Mining Co., and Great Western Consolidated Mining Co. The Halifax shaft is on the eastern end of the district and the other three properties on the western. The ore-bearing formation occurs at greater depth on -the eastern and western ends, hence the water problem in these properties.

PRESIDENT SCOTT TURNER officiated as chairman of the opening session on mining methods, Monday morning, Feb. 15. The first paper was that of Max H. Barber on open-pit mining in the Lake Superior district, read by C. F. Jackson. W. L. Taylor stated that liquid-oxygen explosive had been tried but that the operators are satisfied with the explosives used; lb. of dynamite breaks one ton of rock. Although black powder is considered the most effective explosive, the factor of safety has decided in favor of high explosives. Lucien Eaton told of the Michigan Lime and Chemical Co.'s large L. 0. X. plant at Rogers City, Mich. Mr. Turner referred to this plant, also said that the Bureau of Mines is shortly to issue Bulletin 349 completely covering the use of L. 0. X. from its inception. W. D. B. Motter, Jr., gave some items concerning Chuquicamata, Chile. Twelve years ago the blasts moved 850,000 to 1,000,000 tons, but average shots now move 250,000 to 300,000 tons. One pound of L. 0. X. breaks 3.7 tons, against 3.1 tons by dynamite. Another speaker told of some large dynamite blasts in open pits, one of 360,000 Ib. in March, 1931, and another of 430,000 lb. to be shot in 1932. Tests have been made to determine the effect of large shots on the surrounding country. Mr. Taylor said that 4- and 5-yd. shovels were preferable to those of 8 yd.; their performance is better and cost is lower.

TO all Mineral Dressers, but particularly to those in the Coal and Industrial Minerals Divisions: Ted Counselman, retiring after two years at the helm of the Milling Committee, pointed with pride to the continued growth of that committee, and sang the swan song "Why ain't we a Division of Mineral Dressing?" Our genial Secretary pointed out, handily, that, you see, the way the Institute is divided there are several blocks running across this way here, and one running all the way down here, and another running part way down here, and they all cut across each other like this, and anyway the miners want to be a Division now, so why not you Mineral Dressers be good and not upset the big Institute organizational chart? And anyway again, Divisions have vested interests, and a Division of Mineral Dressing would take something away from Coal and something from Industrial Minerals, and any good institutional man can see that a Division would never give anything up. It was all quite confusing, and apparently not too convincing, because then the Milling Committee went ahead and voted unanimously it is a good idea, let's see what the other fellows think about it as well.

NO thought had been given to deep level mining at the Alaska Juneau mine prior to 1930, but in that year a prospect winze was started and continued for 1000 ft. vertically below the main haulage or adit level. The point at which this winze was started was selected entirely by the prevailing physical conditions, such as proximity to established workings, convenience, and the presence overhead of a substantial pillar of dimensions sufficient to lo¬cate the sheave wheel and loading pocket. It was, therefore, with some surprise that the unusually high-grade ore found just below the collar of the winze persisted, with certain vari¬ations, to a full depth of 1000 ft. vertically. Likewise this unusually high-grade ore was found to persist on the various crosscuts driven on levels at 200-ft. vertical intervals. To be brief, this deep level work found richer ore than any yet found in the mine over like areas, and inasmuch as the area was sufficient to plan for extensive deep level mining, plans for such work were given extended consideration.

PRESIDENT BASSETT'S gavel called the Annual Business Meeting to order shortly after 10 a. m. on Tuesday. On motion of Eugene McAuliffe, reading of the minutes was dispensed with and Mr. Bassett read his annual report of the year's activities as follows : During the year I have visited eighteen of the twenty- seven sections, making an average of GG 2/3 per cent. The invitation to come again has always been extended, but in only one case have I been able to visit the same section twice. Chicago entertained the president twice during 1930. Mrs. Bassett accompanied me on visits to ten sections. Everywhere we have found the most cordial hospitality and a gratifying enthusiasm for the Institute. If anyone had fault to find with the management or felt dissatisfied with what was being done, it was carefully concealed. I am happy to report to you an agreeable, helpful and progressive spirit in each of the sections visited.

CERRO'S power system consists of three main hydroelectric plants and one steam-electric plant. These are located on the eastern slope of the main Andes range at altitudes between 12,000 and 13,000 ft. The hydroelectric group utilizes the watershed which extends for about 150 kilometers south from Cerro de Pasco, divided into two catchment areas which lie adjacent. The northern area serve,, the medium-head plant of Mal¬paso. while the southern area provides for the high-head plants at Pachachaca and Oroya. The rainfall, as registered at the rain gauging stations of the three hydroelectric plants, averages 33 in. per year; all these stations are subject to the same hydrological conditions, and the bulk of precipitation occurs between October and March. Rainfall during the dry season, April till September, has no appreciable effect on the total annual runoff. Table 1 shows the storage capacities of the main reservoirs of the hydroelectric group. NUMEROUS requests for the suspension of publicity make difficult the preparation of the annual review of copper metallurgy for 1934. In the United States, sales allocations indirectly have set restrictions on the scope of activities of producers and refiners, and necessitated closer cooperation between secondary and primary producers. However, the feeling exists that preparations for a return of intense competition should not he neglected, and careful investigations are being conducted for ways and means of improving industrial positions and production methods. In all probability, efficiency in technique and equipment will prove of far greater importance in the near future than production capacity, and many important developments in copper metallurgy later will be found to have been born during the current year.

THE following paragraphs comprise such information as the Secretary has been able to obtain concerning the members and associates whose deaths have been reported. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. Pat Doyle was born in 1849. At the age of fifteen he entered the Civil Engineering College of Madras, India, and left it at seventeen, having achieved special distinction in mathematics, chemistry,. and geology. Before be was eighteen years old he was in charge of two of the most important Sub-Divisions in the Madras Presidency, where he had ample opportunities for acquiring a preliminary knowledge of his profession, which was his chief object in joining the Public Works Department. In 1867, his energetic measures saved the island of Seringham from disastrous inundation. At this period he began contributing to the press ; and after a varied practical experience he came into public notice again in 1876, with an article in the Colliery Guardian on Indian Mines and Mining. In 1877 he became a Fellow of the Statistical Society of London. He was a founder of the Straits Branch of the Royal Asiatic Society and a life member of the parent Society of Great- Britain and- Ireland, as well as a member of the Independent Asiatic Society of Bengal. In 1878-9 he was Chief Superintendent of the Public Works of Perak; was active in having the Associate Member Class added to the Institution of Civil Engineers; and became a member of the Society of Engineers of London and of the North of England Institute of Mining and Mechanical Engineers. In 1880 he went to the Southern Colonies and held several appointments in Australia, where he became a member of the Johnsonian Club, Brisbane, and the Queensland Philo-

THE object of a technical paper is to communicate new technical knowledge, the paper being the vehicle of communication and the existence of new knowledge its reason for being. It follows that the development of information worthy of communication, the criterion being novelty, is prerequisite to exercising the privilege of communication. The act of communication is achieved when the reader perceives the nature of the new knowledge, i.e., when he understands it. A paper achieving this objective is an acceptable technical paper. Development of new knowledge has as one of its purposes the increase of the existing state of knowledge and the enjoyment of the benefits derived therefrom. Technical knowledge is a collection of facts so ordered as to make apparent, relations existing between the facts. When the interrelations have been exposed the facts have been interpreted or explained Three broad, overlapping categories of technical papers may be recognized: papers consisting of (a) a report of facts, (b) an explanation of facts, or (c) a combination of a report and an interpretation. Ideally a technical paper should belong to one of the last two categories but current practice is to accept papers belonging to any of the three categories. Based on a small sample drawn from the scientific and engineering literature, the relative frequency of the three types is a: b: c:: 20:1:14. THE resolution presented at the Annual Meeting of the A.I.M.E., calling on Congress to provide now for postwar accumulation of mineral stock piles under Government control, expresses, I think, the nearly unanimous view of the mining industry. As a result of the trying experiences of the first World War, Mr. Baruch, in his report of Dec. 24, 1919, to the President, urged that steps be taken at once to ensure adequate supplies of raw materials for future emergency. In the twenty years that followed, the same program was vigorously urged on Congress by many individuals and agencies, public and private, including the Secretaries of War and Navy, many members of Congress, the Bureau of Mines, the Planning Committee for Mineral Policy appointed by President Roosevelt, the A.I.M.E., the Mining and Metallurgical Society, and others.

It is both an honor and a pleasure for me to be the keynote speaker for the Paul F. Kerr's Symposium on Applied Mineralogy. Professor Kerr was a man for all seasons to his students, and he treated all students as distinct individuals. Philip Bethke in his memorial to Dr. Kerr summed up our remembrance best by stating that "We have lost our most successful educator-administrator-scholar, who was our steadfast teacher-counselor-mentor-friend." His unique trait was the ability to bring out the best in a variety of individuals In order that their performance was at the peak of quality.

SUDBURY ore processed by International Nickel Co. of Canada Ltd. was recovered for many years as two mill concentrates, one primarily of copper, and the other mixed pentlandite-pyrrhotite, But, Since iron content of the nickeliferous pyrrhotite concentrate was ten times its nickel value, capacity of smelting was limited by the need for slagging the excess iron. A process for recovering the iron con- tent was developed after some years of research and a $20-million plant was constructed to employ the new method. Built near Copper Cliff, Ont., the plant started operation early in 1956, scheduled for separate treatment of 365,000 tons of pyrrhotite each year. It is only the first unit of an installation which will have a capacity of more than 1 million tons per year of pyrrhotite. By early 1958, production totaled more than 200,000 long tons of 68 pct Fe pellets containing 0.003 pct P, 1.5 pct SiO2, 0.01 pct S, and 0.15 pct Ni.

(communication to the Secretary): Mr. Rothwell's condemnation of my paper on the International Correspondence Schools as not giving an impartial view of the whole field of such enterprises, because it was confined to the description of a single one, might be legitimate if I had undertaken or professed to do anything else than that which I was requested by the Secretary of the Institute to do—namely, to give an account of this particular institution. This is a sufficient answer to all his direct or implied criticisms upon my omission to mention either persons or organizations outside of the special limits set for me. Recognizing fully that personalities have no place whatever in the Transactions, I regret the necessity of making the following statement in answer to Mr. Rothwell's charge that I omitted to give due credit to Mr. Ewald, a former principal of the International Correspondence Schools. The Colliery Engineer School of Mines was started in 1891, and its first student was enrolled October 16, 1891. During the fall of the same year the mine-mechanical course was laid out along the same general line that had already been followed in the mining course. This mine-mechanical course was the foundation from which sprung the later developments of the several mechanical courses. Temperature distribution as well as position of the solidified front is solved by means of "heat balance integral", for the case of freezing a slab with time-dependent surface temperature. Numerical solutions for the cases of linear variation and exponential decay for surface temperature are given. Application also includes solidification of casting. An increased interest in the heat-transfer problem involving a change of phase has been developed in recent years. Practical problems include solidification of a casting, freezing and thawing of soil, ice formation, and others. Despite the importance of the topic, a literature search reveals relatively few solutions which may be extended to practical problems. Due to mathematical complexity, which comes from the nonlinearity of governing differential equations, exact analytical solutions which have been published are limited to a few cases with simple boundary conditions. Although numerical solutions of these problems have become available after highspeed digital computers were introduced, lack of simple and general methods of programming for computation makes this approach impractical. The case of the semi-infinite slab with constant surface temperature was solved in the 19th century. In honor of Neumann, who first found an analytical solution, this kind of problem is generally referred to as the Neumann solution. As has been shown in Fig. 1, the problem to be analyzed is the freezing of a semi-infinite region (x > 0) which is initially liquid at the melting temperature with the surface (x = 0) maintained at time-dependent temperature. This analysis can be applied to the study of many casting processes where most of the heat removal is essentially unidirectional. "Heat balance integral" which has been used by Goodman1 is employed in this analysis. The concept of "heat balance integral" is to define a quantity, d(t), called the thermal layer. Beyond this thermal layer, for all practical purposes, there is no heat transfer, and the region is at the equilibrium temperature. "Heat balance integral" is obtained by integrating the conduction equation with respect to the space variable over this thermal layer d(t). Choosing some plausible temperature distribution, usually a polynomial or a finite trigonometric series in the space variable, this integral equation becomes an ordinary differential equation, with time as the independent variable, which can be solved by classical methods. The thermal layer and "heat balance integral" are equivalent, respectively, to the boundary-layer thickness and the momentum integral in hydrodynamics. A modern account of Prandtl's concept of the boundary layer and von Karman's momentum integral may be found in Ref. 2. Although the problem considered here has been limited initially to uniform melting temperature, the present method is equally applicable to the case with arbitrary temperature distribution in the liquid. STATEMENT OF THE PROBLEM The physical situation and coordinate system used in the problem to be analyzed are shown in Fig. 1. Notations used are listed in the table of nomenclature. DURING the closing month of 1929, Walter Douglas found his health impaired by the strain of many difficult years of alternating prosperity and depression, and in April 1930 resigned the presidency of Phelps Dodge. Douglas was succeeded by Louis S. Cates. The choice broke a tradition that had been held inviolate for almost a hundred years. For the first time in its long history, the direction of the company's policies and operations was entrusted to a stranger without previous Phelps Dodge background, training, experience, or tradition. But the choice was wisely made. For a time at least, the path of Phelps Dodge was to run through rough and dubious ground, and no man in the United States was better qualified to blaze that trail than Louis Cates. After graduating from the Massachusetts Institute of Technology, Cates had served a rough and financially un- profitable apprenticeship at one of the century-old mining camps of Chihuahua, Mexico. Following his return to the United States and a brief interlude as assistant to the president of the National Steel and Wire Company, he had resumed his mining career, first as timekeeper, then as

Safety work in mining at the Andes Copper Mining Company, Potrerillos, Chile, is divided into three parts: (1) accident prevention, (2) fire prevention and protection, and (3) silicosis prevention and control. In the company's operations a steady campaign has been waged to reduce accidents and silicosis, and to prevent fires. In the following pages the safety record for the past twelve years will be examined and the methods explained by which the accident rate was reduced. Table 1 contains yearly data pertaining to the scale of the mining operations and the accident record. Block caving is used for all ore production and the tonnage mined has averaged 30,000 short tons per day for the past seven years. Table 2 classifies 44 fatal accidents which have occurred since 1935. The leading causes of accidental death are transportation of ore and use of explosives, followed in order by persons falling, falls of ground, and by asphyxiation. In the case of serious accidents, however, the greatest cause is falls of ground, followed, in turn, by ore transportation, persons falling, explosives, and asphyxiation. Accident Prevention The improvement of the safety record was obtained by a combination of many factors. In surveying the results at Andes for the past twelve years, it is possible to select some features of the present operation which have contributed to the accident record. The most important of these are: (1) good staff planning, (2) good equipment, (3) an alert safety organization, and (4) education and selection of the workmen. GOOD STAFF PLANNING As a result of good staff planning, the mine has good working conditions, namely, good ventilation, moderate temperatures and humidity, and good lighting. These factors not only reduce accidents but also improve efficiency. In haulage work, accidents have been reduced by having traffic move in a forward direction only. The latter makes possible a one-man train crew. Trains are centrally dispatched from loading drifts which are interconnected by signal lights, so that when a train in a lateral drift is given permission to move into a main line drift, a red light signals in all other lateral drifts in that area. Good track is maintained, and safety niches are required at all switch throws. Since safety niches were provided there have been no fatal or serious accidents at such points. All main line haulage drifts are illuminated by electric lights. Haulage drifts are kept clean. Adequate clearance has been provided between cars and between cars and the sides of the haulage drifts. The 4 1/2 ton Cranby type cars are equipped with roller bearings, and the 10 ton loconlotives with trolley shoes instead of wheels. These two features are responsible for improved ore haulage conditions and contribute to greater efficiency and safety.

DURING the past several years of diamond drilling in Washington County, Mo., the St. Joseph Lead Co. has discovered a concentration of commercial lead-zinc ore at four different points within an area of 36 square miles. The largest and to date the most promising group of these orebodies is located in the Indian Creek area. It was considered to be of sufficient value to warrant development.
