In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

THE development of the power of the Tennessee River at Muscle Shoals has become a matter of political interest as well as engineering possibility. The controversy over it has been so active that the facts have been obscured, the possibilities exaggerated. Although the members of the American Institute of Mining & Metallurgical Engineers are not generally specialists in hydroelectric development, those who visited Muscle Shoals in October, following the Birmingham meeting of the Institute, were interested, and many of them surprised to learn the actual conditions. These have long been familiar to those who have studied the matter through the reports of the U. S. Engineers on the subject. The approved plan contemplates three dams-No. 1, a low dam close to the City of Florence, planned in the interests of navigation, since the construction of the other dams has rendered impossible the use of the river without it. No. 2-named the Wilson Dam is now under construction. Concerning it political argumentation has waged. No. 3 Dam-much smaller, is planned to be erected several miles above No. 2.

THE Workmen's Compensation Ace defines Silicosis as "a fibrocic condition of the lungs caused by the inhalation of silica dust sufficient co produce a lessened capacity for work". This fibrocic condition muse exhibit a specific appearance in the X-ray picture of the chest-an appearance which is not characteristic of several lung conditions which can cause lessened capacity for work and which are not due co silicosis. The layman is sufficiently familiar with this subject co know chat, as far as our knowledge goes, quartz is one of the principal objectionable factors in the production of this condition. He should also know that silicosis respects neither geographical nor industrial boundaries. It is as much a factor in some industrial processes (e.g. foundry work, sandblasting) as it is in mines handling ores containing quartz. Its development co a recognizable stage is usually a matter of many years. As yet, its cure is unknown. Its prevention is possible in varying degrees. The layman should also know that the development of fibrosis may be accelerated by breathing in, or living in, any atmosphere containing dust. Few normal adults, particularly those above a certain age, have clear lungs, and fibrosis in varying degrees is noted in the farmer, the steel worker, the clerk, and many others in varied occupations. It is not restricted to miners. Medical and industrial journals, and at times the press, are crammed with data pertaining to this subject, much of which is misinformation. This is particularly true of certain !laces where the preventive and compensation measures for the good o those earning their livelihood in an industry in which silicosis may be contracted are not so far advanced as in our own Province. A great many of these publishings are alarming to the layman. They leave him with the impression that he is taking his life in his hands if he elects to work underground, particularly in a gold mine-that he has at once sold his heritage of health and chat sooner or later he will succumb to the ravages of this ailment. Nothing could be farther from the truth. Actually, under present conditions in Ontario mines, a very small percentage of the men employed ever become impaired by silicosis to the extent chat they must withdraw from the industry. I propose to tell you briefly something of this subject as it affects our mines.

A model of ore value distributions is presented that is the culmination of a statistical approach rather than simply a model that has been successfully applied to the evaluation of ore reserves. Detailed geological and physical observations based on large sampling data sets have been used to support the statistical modelling. Fundamental to the modelling process is the concept that the occurrence of a given grade value in space is a function not only of the presence of the mineral but also of the fact that it is associated with a specific trapping mechanism. The Bureau of Mines conducted studies to determine if phosphogypsum, a waste material from the processing of phosphate rock, contains hazardous toxic materials as defined by the Environmental Protection Agency (EPA) and whether leaching of these toxic materials and radium may occur. Samples of the phosphogypsum stockpiled material were evaluated using the EPA extraction procedure, atomic absorption, neutron activation, x-ray diffraction, and chemical and physical means. Radiological tests performed used both the germanium-lithium and emanation methods. The data show that the phosphogypsum stockpiles are not hazardous toxic waste as defined by EPA criteria. Trace elements and radium are not leached from the phosphogypsum stockpiles. Absorption of trace elements and radium by phosphogypsum is the major reason for their not being leached. The standard error of measurement of radium concentrations was 4.7 pCi/g.

Not only do epithermal gold deposits provide many challenges in estimating mineral resources, the complexities of these deposits also provide technical challenges in assessing appropriate mining and processing strategies, as well as social and environmental planning and management. The characteristics of epithermal gold deposits include being highly variable with respect to geometry and gold grade distribution, the presence of other economic contributors, mineralogy, texture, rock strength, weathering and alteration overprint. These characteristics influence the economic value of mining projects in an interlinked manner. Consequently, successful exploitation of epithermal deposits requires a holistic approach, coupled with the effective integration of geological data to meet all aspects of mine development decision-making. This paper presents examples of the key technical challenges encountered in estimating and mining epithermal deposits. The use of activated carbon for extracting gold and silver from pregnant cyanide solution and pulp has been investigated many times. The primary advantage of this use of activated carbon is that .the dissolved values can be recovered from slimy ore pulps or from slime portions of ore without settling and thickening or filtering. The loaded carbon is removed from the barren pulp, and the pulp can then be discarded. Activated carbon has been used recently in treating gold ores containing very little soluble silver. When the carbon was loaded with a suitable amount of gold, the silver load was negligible. The remaining problems concerned the removal of the gold from the carbon, the recovery of the gold as bullion, and the reuse of the unloaded carbon. As described in a recent report, a method that solved these problems was developed. The gold-laden carbon was leached with caustic sodium sulfide solution and the gold simultaneously recovered by electrolysis. Both the carbon and the spent solution can be reused. That process was applicable to gold-laden carbon only. It was not applicable to carbon carrying silver, because sodium sulfide does not leach silver from carbon but "fixes" it. It has been necessary, therefore, to develop a modified process for the removal or desorption of both gold and silver from loaded carbon. This modi¬fied process permits the use of activated carbon for extracting both gold and silver from gold ores carrying enough silver to have economical interest or in which silver may be the predominating value.

The Tifalmin porphyry copper district is located in the Star Mountains roughly 35 km north-east of the Ok Tedi mine. The district is a cluster of temporally and geochemically related porphyry copper deposits and their associated skarns. It covers an area of roughly 10 × 6 km and comprises at least three intrusions (Olgal, Futik and Kum Kom) where drilling has demonstrated the presence of porphyry copper mineralisation, and another three intrusions (Rattatat, Unfin and Pad 48) where porphyry copper mineralisation is strongly suggested by surface investigations and geochemical or geophysical signatures.Copper and gold mineralisation was first discovered in the area in the 1960s as part of the regional exploration program by Kennecott that located Ok Tedi. The mineralisation is associated with poly-phase porphyritic diorites, quartz diorites and tonalites that intrude the Upper Eocene to Middle Miocene Darai limestone and underlying Cretaceous to Eocene Feing Group. Radiometric K-Ar and U-Pb zircon ages cluster between 4 and 2 Ma for both the mineralised and post-mineral intrusions. In addition to porphyry-type mineralisation, variable amounts of calc-silicate and/or magnetite skarn occur near the contact of most of the intrusions. Mineralisation in the Olgal and Futik porphyries occurs as chalcopyrite replacement of mafic minerals and in a stockwork of micro-veinlets. Mineralisation mostly occurs in the intrusions but is also observed in hornfelsed siltstones and sandstones of the Feing Group on the southern margin of the Olgal intrusive body. Quartz veining is uncommon. Secondary magnetite is commonly associated with the highest copper and gold grades. Sericitic alteration is most prominent in the mineralised hornfels. Structurally, the area is dominated by syn- to post-mineralisation thrusting from the north. At least one of the deposits (Olgal) appears to be truncated at depth by a thrust fault.CITATION:Queen, L D, 2015. Introduction For several reasons the accident history of Flin Flon has been quite unlike that of any other mine in northern Canada, and very much unlike that of the average American metal mine. Towards the end of 1928, the mining project that is now Flin Flon, and that is now in the very: forefront of Canada's big producers was launched; but, metaphorically, it was launched in a tempest of mining troubles. Each branch of the mammoth enterprise was beset with extraordinary difficulties, and the Safety Department had its relative share. Difficulties in Accident Prevention The unusually rugged contour of the plant site made roads, and even moderately safe pathways, out of the immediate question. The project established an industrial outlet for depression-stricken areas which hitherto had been essentially agricultural; but through that outlet poured labour whose working atmosphere had been the bald prairie, labour that knew nothing of safety consciousness, labour that had to be moulded to industrialism, labour in the raw. A considerable length of the ore-body lay under the eastern section of Flin Flon lake. Open-pit methods were adopted to work the upper limits of the ore-body, and consequently the eastern section of the lake had to be dammed and pumped dry. The subsequent difficulties and hazards created by silt deposit cannot be fully visualized. And, finally, there was a geographical hindrance: the ore-body was partly in the Province of Manitoba and partly in the Province of Saskatchewan. The workmen's compensation problem became intricate. Insofar as accident prevention is concerned, Flin Flon's young industrial life may be conveniently divided into three distinct periods, namely: (a) Construction (Nov. 1928-June 1930) (b) Tuning up, and production till the strike (June 1930-June 1934) (c) Production from the strike till the present time At the peak of construction, due to the usual labour fluctuations of big jobs, there was a weekly turnover of about a hundred men. A very large percentage were Central Europeans, most of whom could neither read nor write English. Consequently, an organized safety programme was out of the question.

"INTRODUCTION As a small amount of manganese was produced from the Lake Valley mining district of Sierra County, N. Mex., during the First World War, the district was reexamined in March 1941 by John H. East, Jr., an engineer of the Bureau of Mines, as a possible source of manganese for use during the Second World War. Preliminary examination indicated a substantial reserve of 25 percent ore, so it was recommended that an exploratory program of mapping and sampling be undertaken by the Bureau.The program was started in the fall of 1941 and was completed the middle of 1942. The project 3/ was divided into two parts: The first, an underground sampling program, formed the basis for the second, or churn-drilling program. Mapping and sampling of old underground workings were begun in October and finished in November 1941, whereas churn drilling was begun in February and completed in June 1942."

The Ashanti mine is located within the Lower Proterozoic Birimian of Ghana, and covers a concession of 474 square kilometres at its Obuasi operations which comprise large scale underground, surface and tailings treatment facilities. The mine had operated for a century at the end of 1997 and had produced nearly 25 million ounces of gold, a significant proportion of which came from the underground operations. This paper covers the strategy under which exploration for both surface and underground mineral resources was instrumental in enabling the expansion programme to go ahead together with the methodologies and results that have developed in the exploration area over the last five years. Within capital expenditure constraints, the objective on surface is to replace oxide depletion with a secondary objective of discovering new sulphides in areas other than the main trend. In the underground, the exploration strategy is directed at replacement of both underground and surface sulphide depletion, minimising finding costs and assisting the development of long lead time infrastructure. The exploration application describes the methodologies in use for both surface and underground exploration that have been developed in recent years in conjunction with a description of a major review conducted in 1995/96 of the exploration database using an integrated approach, geochemistry, geophysics, remote sensing and structural geology. A revisit of soil geochemical data in particular, and modification of exploration methodology led to the success in finding relatively significant new oxides in 1997.

"Slope failures that occurred in 2008 and 2009 at the Pikeview Quarry in El Paso County in Colorado in the United States were investigated using three-dimensional discrete element modeling methods. Large-scale block sliding failures occurred along weak bedding planes that dip steeply into an excavation located at the toe of the slope. Several mining sequences at the toe of the slope were simulated to evaluate the effects of various degrees of extraction and backfill on slope stability. Slope stability back-analysis was conducted using prefailure and post-failure conditions to determine the joint shear strength properties. Laboratory testing was also conducted to determine intact rock properties. Three-dimensional discrete element analysis was uniquely applicable to this evaluation because it allowed representation of shear stress of the basal sliding surface and afforded evaluation of several scenarios of extraction and backfill at the toe of the slope. IntroductionThe Pikeview Quarry is an aggregate quarry located approximately 8 km (5 miles) northwest of Colorado Springs in El Paso County, CO, USA. The quarry has been operated by several owners since the early 1900s. According to the U.S. Mine Safety and Health Administration (MSHA, 1986), the quarry has been a major source of construction aggregate for the Colorado Springs area for many years. In the 1950s, the site was mined by Peter Kiewit and Sons to provide limestone for the construction of the nearby Air Force Academy.A large-scale slope failure occurred on Dec. 2, 2008, which stopped mining activity at the Pikeview Quarry. A second, related slope failure occurred on Sept. 13, 2009. The second slope failure was located immediately adjacent to the initial December 2008 failure.The objective of this paper is to discuss the three-dimensional slope stability evaluation. The causal relationships of slope instability are not within the scope of this publication. However, omitting the precursors to slope failure would limit understanding of the nature of the slope stability evaluation. The regional and local geology and the history of slope instability at the Pikeview Quarry aid in understanding these precursors. Two main failure mechanisms were hypothesized during the failure investigation to explain the triggering of the 2008 and 2009 large slope failures at the Pikeview Quarry, and both of these mechanisms were given equal credence in the present study. Quarry excavation and backfilling was a key factor in the slope instability for both failure mechanisms. The excavation was backfilled in stages in an effort to provide slope support. The objective of the three-dimensional model was to evaluate the effects of extraction and backfill at the toe of the slope with respect to slope stability."

The Experimental Coal Mine of the Bureau of Mines has served principally as a valuable and unique testing laboratory for studies of the explosibility of coal dust and mine gas; studies of the numerous complex and interrelated chemical and physical factors that govern the ignition of coal dust and the propagation of mine explosions; and studies designed to develop measures for preventing explosions or reducing their destructive effects. These researches, coupled with educational efforts by the Bureau of Mines and enlightened safety consciousness in the mining industry, had fruitful results. This is evidenced by the remarkable reduction in the frequency of major coal-mine explosions and the number of fatalities from explosions since the Bureau of Mines was established. Despite this progress, further important unresolved problems arise; these are due in part to changes in mining conditions and methods, which have brought about increased production of fine coal dust in highly mechanized operations. To solve the new problems, research must be continued without interruption. The results of many very recent and current studies in the Experimental Coal Mine are summarized briefly, and pertinent studies by European mine-safety-research organizations are listed.

The copper deposit at White Pine, Michigan, from which a little more than 5 per cent of United States primary copper currently is produced, is a large stratiform orebody, 4 to 25 feet thick and several miles across. The present ore column, containing about 1.2 per cent copper as chalcocite and native copper, is confined to the basal beds of the Nonesuch Shale. This upper Keweenawan (Upper Precambrian) formation is a distinctive gray siltstone unit, about 600 feet thick, overlying and overlain by thick red-bed sequences. All these rocks contain abundant volcanic debris, but the latest known igneous activity within 50 miles antedated the Nonesuch Shale. The rocks are unmetamorphosed and only moderately deformed, mainly by tilting and faults. Pyrite, presumably syngenetic, is the only prominent sulfide throughout most of the Nonesuch Shale. The basal beds of the formation, however, contain disseminated copper minerals instead of pyrite and constitute the cupriferous zone. On a regional scale, the top of the cupriferous zone cuts across bedding, and ranges from an inch or so above the base of the formation in some areas to more than 50 feet in others. However, within the cupriferous zone the distribution of copper shows remarkable stratigraphic control. Certain beds are copper-rich compared to the beds that lie between them and the differences persist throughout the White Pine region. Several darkgray thinly laminated beds in the lower 10 to 25 feet of the Nonesuch Shale are rich enough and sufficiently close enough together to constitute a mineable thickness where they lie within the cupriferous zone. Pyrite is the characteristic sulfide of the Nonesuch Shale as a whole. The principal sulfide mineral of the cupriferous zone at the base of the formation is chalcocite. The succession of minerals outward and upward from the center of the cupriferous zone is native copper-chalcocite-bornite-chalcopyrite- pyrite. The bornite and chalcopyrite are confined to a narrow fringe at the margin of the cupriferous zone. This pattern of mineral zones is believed to represent reaction between syngenetic pyrite and introduced copper. The main copper mineralization is independent of structure and apparently antedates deformation. Details of the geometry of the cupriferous zone indicate the possibility that copper was introduced from the underlying sandstone prior to lithification. The source of the mineralizing solutions and their copper is not known.

Surface coal mining in the Appalachian region consumes a significant amount of energy in the form of diesel fuel and blasting agents. emission of oxides of nitrogen (Nox) from these sources represents an environmental challenge to the mining industry. this paper presents the results of research work related to determination of Nox emission of mining equipment and blasting agents, which is part of a broader industrial project conducted by the Appalachian research Initiative for environmental research (ArIeS). Data for this project are collected from an operating surface coal mine in West Virginia. the research work presented here may be used by mining professionals to aid in quantifying Nox emission and determine strategies for reducing its overall environmental impact.

An image analysis program can search for gold minerals in polished sections by scanning about 100 x 100 back-scattered electron images at a magnification of x400, allowing gold grains as small as 1 micrometre in diameter to be detected. Typically, a c.15 h overnight search of a product smaller than 45 micrometres will scan c.1 500 000 particles, providing data that are not easily obtained through manual operation of an optical microscope. The program locates grains of the correct brightness, acquires gold X-rays from them by wavelength-dispersive spectrometry, filters the data to remove artefacts and record the images and stage locations for subsequent retrieval. At the end of the run, the program allows the operator to verify and identify the grains found. Industrial studies at Canmet have included determining the nature of gold in cyanidation tailings, checking the mineralogy and size of gold grains in samples from an Indonesian Cu-Au concentrator and locating and measuring gold liberation and grain sizes in an ore

"INTRODUCTION The tests described in this publication were planned to provide information on the explosibility of metal-powder dust clouds. This subject has become increasingly important because of the large quantity and variety of metallic powders now used for military and industrial purposes. To provide the increased amounts of metallic powders needed in the manufacture of munitions and to supply the demand created by the rapid growth of powder metallurgy, existing metal-powder plants have been enlarged, production schedules accelerated, and new plants erected. In some cases new methods of producing metal powders have been developed. This increased production and the development of new manufacturing methods have caused an increase in the number of metal-powder fires and explosions, with accompanying heavy loss of life and property. These have emphasized the need for information on methods of providing protection against hazards inherent in the production and handling of powdered metals. This paper gives results of laboratory inflammability and explosibility tests made to April 1, 1943, and is a progress report. Many descriptive details have been omitted purposely; they will supplied in a later publication, expected to be a Bureau of Mines bulletin."

A mineral survey of the Rough Hills WSA (Wilderness Study Area) in northeastern Nevada was done by the U.S. Bureau of Mines in 1985 at the request of the Bureau of Land Management. The WSA is comprised of 6,685 acres of mountainous, desert lands within the Elko District of the Bureau of Land Management. The survey entailed investigations of prospects or mineral occurrences to provide information on possible resources within the WSA. No mineral resources were identified in the WSA. The only historical mining activity was for placer gold at the Prunty prospect at the confluence of Copper Creek and the Bruneau River. Total gravel at the prospect is about 6,500 cubic yards; however, the survey showed significant gold values (greater than $0.10 gold per cubic yard) only in the southwestern portion. There, however, the gravel averaged less than $1.00 gold per cubic yard, and only about 3,000 cubic yards are present, a grade and yardage insufficient to be of commercial interest. The occurrence, however, may have value for recreational mining by hobbyists.
