During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining I research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and, the results are described in this report.

"Abstract - A heavy mineral survey of beach and dune sands including geochemical analysis for trace elements was undertaken to evaluate the economic potential of the sands and to understand the nature and distribution of the heavy minerals relative to potential source rocks. Results indicate that heavy minerals are generally derived from outcropping volcanic rocks that comprise a proportion of the hinterland in the south part of our survey area. The most abundant minerals are magnetite and pyroxene. The morphologies of the heavy mineral grains are angular to subangular, suggesting that they were transported short distances from the source rocks. Factors controlling heavy mineral distributions include wave and wind action, proximity to provenance, the fluvial drainage network, and longshore currrents.The most economically important mineral is ilmenite. Zircon and rutile concentrations are relatively minor and thus have lower economic potential."

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Ground Penetrating Radar (GPR) is being investigated for the potential to determine roof hazards in underground mines. GPR surveys were conducted at four field sites with accompanying ground truth in order to determine the value of GPR for roof hazard detection. The resolution of the current system allows detection of gross roof fractures (>63 cm (s1/4 in) zone) or rider beds in coal measure roof. Data quality is not yet sufficient to detect small bed separations or subtle lithologic changes in the roof. Differences in data quality are discussed, as well as suggestions for collecting improved data.

THE furnace described in this paper was installed and has been used by the writer for the melting of rich gold-bearing material, and has given complete satisfaction. It may, therefore, prove of interest to other metallurgists who are faced with a similarproblem. A furnace of this type should be most suitable for the reduction of "cyanide preeipitate," "charcoal ash," "anode sludge," &c. formerly the melting was done in fire-clay crucibles, using coke or crude oil as fuel, but this method is costly, slow, and unsatisfactory. A small water-jacketed blastfurnace was also tried on this material after briquetting it, but was discarded in favour of the electric furnace. The furnace may be described as a simple form of the Heroult resistance furnace, with an adjustable upper electrode and a fixed bottom electrode. This is in accordanee with Stansfield's classification of electric furnaces. The heating is mostly due to the resistance offered the current by the molten slag. The melting chamber consists of a steel drum 14 in. in diameter and 21 in. high, and is lined with silica bricks specially made to fit the shell. The internal diameter is G in. The bricks contain 92 % silica, are made from calcined quartzite bonded with fireclay, and are similar in composition to those used for lining steel converters. They are set in a mixture of finely-ground quartzite and clay, and well dried out. The shell is bolted to a steel plate, which forms the decking of a truck running on rails, so that the furnace can be moved under ahood for carrying off the fumes. A cast-iron slag spout is bolted to the shell below the tapping hole, which is 4 in. from the bottom of the shell. This paper addresses the problem of designing a destress blasting procedure to reduce the incidence of rockbursting in hard rock mines. A review is made of the developed theory and practice of destress blasting in rockburst-prone ground. Specific reference is made to a recent survey of past and current practice with particular reference to Ontario mining operations. The need is identified for a more scientific basis for destress blast design and monitoring. Reference to developments in blasting technology as well as rock mechanics are then made to support a proposed, integrated design procedure and research strategy.

Stratabound copper ore bodies in thick Proterozoic metamorphosed sedimentary and volcanic rocks at the Tong Kuang Yu Mine in southern Shanxi Province of China were considered as possibly being amenable to block cave mining. Initial evaluation of caving characteristics was based upon old calyx drilling records, limited underground mining experience and geological mapping, a few diamond drill holes and measurements in surface subsidence features. Classification and mapping distribution of rock quality types aided in mine design, prediction of fragment sizing and explosive requirements, cave assist and ground support requirements. Comparison is made between early feasibility predictions and actual mine experience.

In overburden cast blasting the explosive energy is used to move a significant percentage of overburden from the high wall to the spoil pile thus reducing the amount of material to be handled by machinery. However, the obvious trade-off between the extra explosive energy in the cast blast versus reduced dragline effort is complicated by an increased risk of damage to the underlying coal. This damage may not be obvious but inevitably leads to reduced coal recovery and may negate much of the benefit sought from cast blasting.

Increased coal production, wider use of indiscriminate mining techniques, improved cleaning methods, and greater emphasis on clean fuels is increasing the rate at which wastes accumulate Over the next several years, Colorado Plateau underground coal production is predicted to increase. Currently, mine refuse is deposited in canyons or lowland areas near mines. This study presents information on the nature of coal refuse and disposal practices on the Colorado Plateau. Samples were collected and analyzed to provide information to help formulate alternative methods for reclaiming refuse piles. The analyses were based on determining the capability of unmodified refuse to provide a suitable medium for plant growth. Local topsoils which would be used in reclamation were used as standards. Potential environmental hazards were assessed also. A general cost analysis was done for both surface and underground disposal and the advantages and disadvantages of each were assessed. Several problems were identified which, if solved, would increase the effectiveness of state regulatory programs.

Where space is limited, as it is throughout most of the northeastern United States, new construction either takes place high above street level, or below it. In Lower Manhattan, NY both kinds of expansion can be found in abundance. That is good news for the nearly 200 attendees at the George A. Fox Conference, presented by the Underground Construction Association (UCA) of SME at the Graduate Center, City University of New York, on Jan. 30. Among the many projects taking place in Lower Manhattan?s massive trans-formation process, are expansions to the city?s vast underground network of subways and other tunnels. ?New Yorkers either live on the ground or below it,? said keynote speaker Charles J. Maikish while explaining how an attempt to build above street level walkways never caught on in the city. Maikish is the executive director of the Lower Manhattan Construction Command Center. His job is to oversee the $22 billion project that will transform the island by 2010. From the construction of Freedom Tower at the site of the fallen World Trade Center buildings, to the expansion of the Second Avenue Subway, the extension of the East Side Access, No. 7 line, the new trans-Hudson line and numerous waterway tunnel expansions, including City Water Tunnel No. 3, the task Maikish is charged with is a huge one. He is primarily responsible for coordinating the scheduling and staging of the overall rebuilding plan, along with the day-to-day coordination of construction work down-town. He places particular focus on mitigating impacts on the environment and mobility, maintaining and improving access and alleviating congestion of any kind related to construction. At the time of the Fox Conference, there were 59 projects under way in Manhattan. All of those projects need things like concrete and steel delivered to sites in very tight working environments. And some need the equipment in even tighter spaces. ?This is not just about the recovery of Lower Manhat-tan (from the 2001 terrorist attacks) but this is a plan to restore it and to maintain its integrity,? said Maikish. ?I think that is the appropriate response to the terrorist attacks.? When Freedom Tower is completed, it will stand 541 m (1,776 ft) about the skyline. That will be a strong statement to the world about America?s strength. But it is the work that takes place much lower that was of interest to the conference attendees. On this respect, Maikish said Manhattan?s efforts below ground aim to provide relief to the city?s street level congestion and to make sure Manhattan ? already essential to the economy of the United States and the world ? stays current by upgrading the existing telecommunications and technological network while also allowing room for growth in that area.

In the Bendigo district, with its large number of comparitively small leases worked by separate companies, we might naturally expect to find many different arrangements of winding machinery and, as a matter of fact, there are steam winches, old portable engines, single and duplex geared engines, twin engines on the first motion, and in one instance a single engine on the first motion, all employed for hauling purposes from depths of 1000 feet and over.It would be impossible in the compass of this paper to discuss at all fully the various arrangements of winding gear employed on the field the writer can simply refer to some of the more prominent features, in the hope that the information may prove of interest and benefit to the mining community. In criticising our machinery it must be remembered that when many of the plants in use at the present time were erected, they were not intended to wind from more than one third of the depths now common on the field; but so long as the machine could be made to haul a tank of water from the bottom of the shaft it has remained, the greater power required being obtained by increasing the piston speed and altering the gear wheels to suit. The consequence is, of course, that in some of our mines the speed of winding is painfully slow this feature, however, though certainly not consistent with modern ideas of economical mining, does not so seriously affect Bendigo as it would other fields, for the comparatively small quantity of stone to be raised from a given reef by some...

The Youga gold mine in Burkina Faso, West Africa, is scheduled to produce first gold in the third quarter of calendar 2007. The project is expected to produce 540 000 oz of gold over 6.5 years, from a conventional open pit carbon in leach mine. The direct capital cost of the project is US$47 M. Etruscan Resources Inc, a Canadian based gold exploration and development company, holds 90 per cent of the project company Burkina Mining Company SA (BMC). The state of Burkina Faso is free-carried for the remaining ten per cent of BMC. RMB Resources Limited, of Melbourne Australia, has arranged a US$35 M project finance facility for BMC (the Borrower) as the majority of funding for the Youga project development. The loan facility was provided by RMB Australia Holdings and Macquarie Bank Ltd (the Lenders) each as to 50 per cent in the lending syndicate. The Lenders also provided a gold hedging facility to guarantee a minimum price for the project's gold production. Burkina Faso is a francophone country, part of the Economic and Monetary Union of West Africa (UEMOA). The project financing is the first such facility to be arranged for a mining project in Burkina Faso, with little or no precedent available in other UEMOA countries. Therefore, while the Youga gold project is forecast to be a robust project applying conventional mining and processing methods, a number of legal, technical, commercial and social issues required identification, evaluation and resolution before the loan could be established. This paper describes that evaluation process and the resolution of these issues. In-house experience and expertise in both the Lenders' and Borrower's teams has facilitated a greater understanding and `ownership' of the issues and hence provided comfort with risks which might not normally be taken in conventional project developments and project financings. As a result, blanket external reviews were not required by the Lenders. A long-standing relationship between Etruscan and RMB Resources also facilitated solutions to a number of issues. Nevertheless, a degree of flexibility by the Lenders, the Borrower and Etruscan was required to successfully close the financing.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specificetiona that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, end that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions3/ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and "tipple" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered 1s a check on the practical results obtained in burning the coal.

Soil Nail walls, like any other structure, must meet high standards of design to be acceptable to the public and owners. On the other hand, the concept of soil nailing trails behind other structures in terms of defined design criteria that are commonly acknowledged. This is not to say that soil nail walls need to be less safe or less conservative than alternative more conventional concepts. Instead, the lack of established design criteria and design methodology entails that rules of thumb from past experience, overly simplified calculation assumptions, and the engineers' common sense judgement must substitute for a complex analysis of true stability and wall performance. Those "design approaches" must be conservative to ensure an adequate structure. Also, soil nailing may not be perceived prudent where site conditions are considered beyond past experience. For instance, site conditions may be perceived out-side the scope of soil nailing applicability where walls are very high, soil parameters variable or low, or nearby buildings close to the wall edge. This Bureau of Mines report describes calcination of kaolinitic clay in a direct-fired 2-1/2- by 24-ft rotary kiln at 750° and 775° C. Methods for preparing kaolin feed materials and characterization of calcined products are discussed. Approximately 99 pct of the alumina in a typical eastern Georgia kaolin was soluble in HC1 after calcination at either 750° or 775° C.

Ground Modification construction is rapidly evolving in the United States. An assessment of the construction status of Ground Modification methods with their dates of introduction and general acceptance in the United States is summarized. Seven of these techniques are discussed in depth with short case histories; namely, Dynamic Deep Compaction, vibro-compaction, vibro-Replacement, chemical grouting, compaction grouting, slurry grouting and jet grouting. Additional case histories are presented to illustrate the trend of combining Ground Modification techniques to solve specific site problems.

"The detection of leakage is a recognized problem in the safe and economic distribution and use of natural gas. Natural gas is practically odorless and therefore lacks he property of indicating significant leakage by the sense of smell, the means most widely used by gas employees and consumers for detecting leaks of the more odorous types of fuel eases. In view of the recognized value of the odor of gas for indicating leakage at the time of occurrence the Bureau of Mines has studied' the possibility of adding small amounts highly odorous substances to types of fuel gas (such as blue water gas and natural gas) that lack warning properties. These studies revealed that the mercaptans were promising substances to accomplish this purpose, not only for odorizing fuel gases but for other purposes° where it was desired to give warning through the sense of smell.Since completing the studies mentioned, the Bureau of Mines jointly with the American Gas Association has conducted further investigations dealing with the use of warning agents for fuel gases. The results of this work will be published later.The Bureau of Mines had been desirous of observing the practical use of ethyl mercaptan for detecting leakage of natural gas, particularly to determine whether the odor would permeate the ground and give indication of lea's in underground pipes. Opportunity for making these observations was recently given by E. A. Munyan, manager, gas department, Union Gas t Electric Co., who requested the bureau's cooperation in making leakage surveys of the company's distributing systems at Franklin and Middletown, Ohio."
