Coalmines, like any other mine, generally involve the classic three-staged approach to mining studies; namely concept, pre-feasibility study (PFS) and feasibility studies (Cusworth, 2012). Subsequent to these studies, and in instances parallel to these studies, the commitment to an environmental impact statement (EIS) is made in order to secure both state and federal development consent. In recent times, the sentiment to both mining and coal is changing whereby the traditional approaches to mine planning and economic evaluation is complicated by evolving environmental legislation, expectations and time frames. It is all too common to take shortcuts in the development of projects in order to create the perception of cost savings and expediting the delivery timeline. Atkins (2016) points out that: boards of so many small to mid-tier mining companies, and a few majors, focus on relentless project delivery too early in the project process, with so little time and effort applied to risk analysis and option development. Unforeseen risks can cost any timeline or budget far more than the effort required assessing and mitigating these. Industry has a very special request to make. Environmental issues must not be allowed to become a factor of competition so that nations or individual industries can gain economic advantages for themselves by encroaching unduly upon the environment. An international harmonisation of the demands imposed on specific industries and industrial plants where discharges are concerned is therefore essential. The same applies to any to any action contemplated against noxious products. An important step towards that goal is no doubt represented by the United Nations Conference on the Environment scheduled for 1972. Conclusions: Australia must recognise its responsibilities in an inter- national movement to control pollution. It must react on a national scale to a problem which is threatening our whole national environment. To gather, collate and coordinate the information needed to ensure policies which strike a balance between conservation and development, we must look towards the Commonwealth to coordinate the activities of its own instrumentalities and those State and independent bodies working in the area. Financial aid must be provided to stimulate research and later to ensure that environmental protection policies are observed. These policies will be founded on social economic theories which will be both practical and sound, The United Nations conference on the Environment is scheduled for 1972 and in this is the opportunity for international cooperation. Cooperation in the field of controlling legislation and the collection of much needed data. There is an imperative need to assemble facts for world use - an international know-how bank which acquires the most sophisticated technology of process design and waste purification. Arising out of this Conference, is it too much to expect that there could be established an international authority for environmental control, whose activities are governed on a multi-national basis? Such an organisation would have as its primary concern the collection and classification of official regulations, as well as the sheer collation of data to permit economic evaluation of the costs of conservation of the environment. There is an international scope with different factors involved, including industrial technology: in other words, the concrete measures taken against industrial pollutants ought to be more or less identical for similar industries irrespectives of the countries in which they operate. The assembling of an international common foundation of knowledge is imperative so as to acquire the most sophisticated technology of process design and waste purification available for all who are interested.

The philosophy and detail of mill design in developing countries, where it is frequently difficult to obtain experienced, qualified supervision to operate the plant, are discussed. The resulting design suggests the desirability of simple units, with maximum visibility of equipment operation and material movement, which allow the minimal technical supervision to see the plant conditions prevailing. Information on plant conditions during periods of lesser supervision can be provided by the use of simple, low-maintenance recorders. Where the mill is intended for operation in a developing country, it is insufficient for the flowsheets and plant layouts merely to be drawn: the process metallurgist must pay meticulous attention to details that could ordinarily be left to the design detailing group. The design of this type of mill requires a knowledge of human engineering—of the type of individual who will operate and supervise the plant; probable changes in personnel should be taken into account. Details are suggested for coarse-ore handling, screens, feeders, secondary and tertiary crushers, conveyors, dust collecting, fine-ore feeding, grinding mills, conditioners, flotation, thickeners, filters, reagent systems, sand pumping, sampling, instrumentation, safety and construction

Last time there was a Take Five in these pages, it dealt largely with the matters considered by your Board of Directors at the meeting on October 20, 1970, in St. Louis, Mo. It was impossible to cover all the points worthy of discussion in the space available. So, at the end of the Take Five in the December issue of [i=], I promised to continue in the next installment. Unfortunately, I was unable to keep that promise. On December 2 your humble servant joined the ranks of those who have suffered a coronary occlusion. While I was away from the office, the very excellent SME staff team that we have built up over the years kept things going without bothering the "old man" unnecessarily. Assistant Executive Secretary, John V. Beall, Mrs. Lillian E. Donaldson, Assistant to the Executive Secretary, Mrs. Ruth Orologio, Administrative Assistant, and Mrs. Alice Ruiz exceeded even their usual dedicated efforts. As a result, the SME came up to the Centennial-Annual Meeting in great shape.

During longwall mining, the ability to reliably estimate the height of longwall mining-induced fractures is critically important in order to effectively manage mining-induced water inflows and aquifer interference. The extent of mining-induced subsurface deformation, fracture, surface subsidence and aquifer interference is largely controlled by local lithological conditions, mining methods and mine layouts. Therefore for the purpose of quantifying mining impacts it is imperative to incorporate the local geology and mine plan parameters in a mine scale model. Two different numerical models based on 3D continuum (Finite Element Method) and 2D discrete (Discrete element method) domains, respectively, are developed to incorporate the mine site parameters of a study site in Australia. Both the models are calibrated and validated with measured mine data. The continuum numerical modelling method is used to investigate the change in permeability of the overburden strata due to underground extraction considering the full 3D nature of geology and mine layout. The discrete element modelling method is used to simulate the initiation and propagation of fractures, allowing the caving of overburden strata to be represented in a realistic manner, and the permeability enhancement of the strata overlying the goaf to be calculated from first principles. Permeability enhancement in the discrete element model is a direct function of the fractures induced in the deformation/caving process; fracture location, extent, aperture and connectedness. From the numerical modelling under the simulated condition for the mine studied here, it is predicted that the permeability of the caving zone from the goaf to five times the mining height increases by almost six orders of magnitude. In the fracture zone to approximately ten times the mining height, the change in permeability is predicted to be around two to three orders of magnitude. At the height of more than ten times the mining height the magnitude of permeability increased is predicted to be one to two orders of magnitude. Recovery of tin from tinplate and production of good-quality detinned-plate for further processing in ironworks has been the subject of interest for many years. Tinplates are mostly used for production of tin containers for food industry and consumer goods. The research carried out so far included determination of the parameters of dissolution of tin from tinplates by alkaline solution of NaOH and electrochemical recovery of tin from the alkaline solutions. During leaching, NaNO3 and methanitrobenzoic acid (MNBA) as oxidants were studied. By leaching the waste tinplate which contains 0.31 % of tin with a solution of 1.12 mol/dm3 NaOH, 0.26 mol/dm3 Na2CO3 and 0.09 mol/dm3 MNBA at temperature of 70°C for 60 mm, a degree of tin leaching of 97 % was attained. MNBA facilitates oxidation of Sn2+ into Sn4+ suitable for obtaining compact, and not spongy, Sn cathode deposit, as it was the ease earlier. Recovery of tin by electrolysis from solutions obtained by leaching was studied to determine the effect of electrolyte composition on the quality of cathode deposit and the degree of electric current efficiency. Experimental results obtained at a laboratory level were checked on an enlarged laboratory set up where continuos leaching of tin from waste tinplate and its electrolytic recovery from the solution obtained were carried out. The experimental set-up -operated under semi-industrial conditions, and about 500 kg of waste tinplate was processed yielding about 1.160 kg of tin (99 % Sn).

The Gosowong epithermal quartz-adularia vein, in the Halmahera magmatic arc, is a new discovery in an area of primary tropical rain forest with no history of gold mining or mineralization. The newly recognized mineral district also contains a number of other epithermal vein systems, two centres of porphyry Cu-Au mineralization, and a number of argillic and advanced argillic alteration zones that may be related to underlying mineralization. Gosowong was discovered and tested through the application of basic exploration techniques including drainage sampling, soil sampling, trenching, magnetics, IP, and diamond drilling. Lapse time from the initial reconnaissance discovery of a stream sediment anomaly to the release of inferred resource estimates of approximately 1.0m ounces was just over 3 years.

Diatomite deposits, the skeletal remains of tiny aquatic plants called diatoms, are found in many parts of the world. Only a few of these de- posits are of commercial value. Open pit mining is used in nearly all deposits now being worked. Processing methods range from simple drying, crushing, sizing and packaging to carefully controlled and highly sophisticated calcining and air classification procedures, employing the latest control and testing techniques. The major uses of processed diatomite are in filtration as filter aids and fillers and extenders.

This paper presents a kinematic approach for blast modeling with examples of blast models that were developed previously. A kinematic approach was applied successfully in developing blasting models that can simulate all blast design parameters for field applications. Several applied blasting models have been developed and applied widely in the world. A kinematic approach to blast modeling refers to using measurements of kinematic quantities such as the velocity, strain, or displacement and well-established assumptions to model blasting phenomena, rather than being restricted to use first principal of physics, such as, the stress- and material-constitutive relations. The kinematic quantities are easy to measure in the field. Due to the complexity and inhomogeneity of rock mass properties, using first principles of physics, many parameters of rock and explosive properties must be involved, which are hard or impossible to quantify. This creates a major impediment when trying to simulate the total process of blasting based upon first principles of physics. The 3D kinematic model for muckpile formation was developed and applied to open pit blasts. The multiple blasthole fragmentation model developed during recent years has been applied successfully to many mine sites around the globe. These models are typical examples of blast modeling using the kinematic approach, which enables the models to catch major trends of the blasting process and explicitly simulate full blast design parameters and complex geometries. Blast modeling using the kinematic approach results in easy model calibration and validation against field measurements and effective applications to practical problems. Using kinematic models of the muckpile formation and the multiple blasthole fragmentation model, this paper demonstrates the merits of the kinematic approach for blast modeling. New developments of the models were also presented in the paper, which illustrate the potential of the kinematic modelling approach.

Blasting accident data over a 30-year period (1980-2010) are summarized and presented for all types of surface and underground mining operations in the USA. The historical record of injuries from blasting accidents in all types of mines continues to show a significant decline. The overall decline in mine blasting injuries in the U.S.A. has resulted from advancements in blasting technology, training and improvements in blasting products and blasting processes. Some of the technology advancements such as safer blasting agents and computerized bulk vehicle loading, electronic detonators and remote operated blasting systems, and computerized blast design have and continue to significantly contribute to improvements in the historical blasting safety record. Also, the progress of significantly improving the safety of mine blasting has resulted from the combined efforts of miners, mine companies and operators, miners, unions, explosive and blasting product manufacturers, associations such as the International Society of Explosives Engineers and the Institute of Makers of Explosives and various government agencies.

The U.S. Bureau of Mines (BOM) constructed the Hydraulic Transport Research Facility (HTRF) to investigate the hydraulic parameters relating to the transport of coarse coal. To achieve these goals in a timely and efficient manner, the Bureau contracted to Boeing Services International, Inc. (BSI) the responsibility of operating the HTRF and providing technical support. This data report is a summary of the testing and data results for the period from 16 September to 1 November 1983. The testing covered herein is for coarse 2-in by a (minus 50 mm) Pittsburgh Seam coal in a 12-in (3 00 mm) pipeline, at velocities ranging from 5 to 18 ft/s (1.5 to 5.5 m/s) and at concentrations ranging from 15 to 55 pct.

The 1954 field tests consisted of six experimental shots in relatively deep holes in a sandstone similar to many oil-bearing sandstones. Water-injection measurements were made before and after each shot to establish the change in conductivity of the fluid caused by the shot. The pressure pulse produced by the shot was recorded in nearby holes to monitor the shot and to determine if any relation existed between the change in conductivity and the nature of the pressure pulse. The results of water-injection tests showed the range of conductivity of fluid before and after shooting with two different types of explosives. Because of the large spread in data for similar shots, not enough information was available to evaluate the differences in increased conductivity produced by the two explosives or any relation between the increased conductivity and the nature of the pressure pulse. However, these results, with the results of other tests involving explosive shots in rock, provide guidance for future research on the oil-well-shooting problem.

"Mining companies are under constant pressure to reduce their cost structures to sustain profitability. In mines using an open stoping mining method, dilution often has a significant effect on profitability. At Target mine in South Africa, dilution in some open stopes was found to exceed 10%, falls of ground being a major contributor to the problem. This dilution can reduce the recovered grade from 5.5 to 4.5 g/t, resulting in a potential loss of about R21 million per month based on a gold price of R240 000 per kilogram. In addition to the cost of dilution, the cost of damage to, or loss of, trackless equipment as a direct result of falls of ground in open stopes is significant. Other associated costs include transport, hoisting, secondary blasting, milling, and plant treatment of waste material. Stable open stopes are essential in order to reduce falls of ground. Back-analyses of stope instability at Target mine have indicated that conventional rock mass failure criteria are unsuitable for stope design. An alternative strain-based criterion has been developed, and has proved to be very successful, allowing the stability of open stopes to be calculated reliably. Since its implementation in 2010, dilution and equipment damage have decreased markedly, creating value for the mine. IntroductionMines that make use of an open stoping mining method aim to extract only the ore, leaving the waste behind. Many orebodies have well-defined boundaries between the ore and the waste rock. In such orebodies, the introduction of waste into the ore due to overbreak dilutes the grade. In massive disseminated orebodies, dilution is less problematic. Overblasting, falls of ground, or other causes may result in dilution. A study undertaken in Canada (Pakalnis et al., 1995) found that approximately 51% of all underground metal mines utilized open stoping mining methods and, from surveys conducted at these mines, open stoping operations experienced dilutions of up to 20%, and occasionally more. Dilution of this magnitude has a significant economic impact on any mining venture. Research carried out in Australia by Capes (2009) came to the same conclusion."

An effective way to decrease the dephosphorization burden in the current vanadium extraction-steelmaking process is slagging with CaO in vanadium extraction step. The phase composition of vanadium slag with different basicity and the regularities distribution of elements have been investigated by X-ray diffraction analysis and scanning electron microscopy combining with energy disperse X-ray spectrometry, respectively. The results indicate that V mainly concentrates in the spinel phases; Ca and P are rich in the silicate phases. Fe2SiO4 transform to CaFeSiO4, while the basicity of vanadium slag is 1.3. With further increase of basicity, 2CaOSiO2 could form in the silicate phases. Moreover, the phosphorus-containing phase will transform from Ca3(PO4)2 to Ca3(PO4)2-nCa2SiO4. With the increase of P2O5 content, the crystallization rate of spinels decrease obviously. Furthermore, the peak temperature for crystallization of spinels decrease 5 K with the P2O5 content increasing 1 wt%.

"Remediation for Perris Dam has been proposed in response to deficiencies identified in a seismic stability study prepared by the California Department of Water Resources (DWR) in 2005. Lenses of potentially liquefiable soil have been identified within the dam foundation which may lose strength during a seismic event. The remediation was designed primarily to limit deformation of the dam. Nineteen construction methods were compared and evaluated for the remediation. The final decision was to use cement deep soil mixing (CDSM) to strengthen the foundation and to construct a downstream berm to stabilize the dam. The entire CDSM treatment will cover over 4,000 linear feet of the downstream toe of the dam. Over 300,000 cubic yards of CDSM will be used to strengthen the foundation. The construction of the project started in Fall 2014 and is anticipated to take approximately 3 years. This paper describes the design aspects of using CDSM to treat the foundation, including laboratory testing, investigation of overstressing/cracking, extent of treatment, effect of CDSM on pore pressures under the dam, and the results of a full-scale CDSM test section.INTRODUCTIONPerris Dam is a zoned earthfill dam with a length of 2.2 miles, a maximum height of 128 feet, and a capacity of 131,450 acre-ft of water. The dam is located in Riverside County, California at the terminus of the East Branch of the State Water Project. The embankment was constructed between 1971 and 1973 over an alluvial deposit between the Bernasconi Hills to the South and Russell Mountains to the North. A rock outcrop divides the dam into left and right reaches when viewed from the reservoir looking downstream. The embankment soil was obtained from a borrow source at the North end of the reservoir. The dam has a sloping sandy clay core (Zone 1) with a 10-foot deep cutoff trench and a silty sand shell (Zone 2) with a downstream chimney and blanket drain (Zone 3 and Zone 4) as shown in Figure 1."

Every underground coal mine in the United States must deploy and operate a wireless communication and tracking system. This paper addresses the reliability and availability of an installed tracking system and the communications infrastructure that supports it. A particular interest is the requirements for the systems to operate continuously without failure after a mine disaster for 96 hours, and the requirements in the MINER Act for the tracking systems to be ?calculated to be serviceable? and the communications systems ?redundancy?. These requirements imply a certain reliability and availability. This paper describes a quantitative way to assess these systems requirements, using the tools that are available and commonly used by the Reliability, Maintainability, & Availability community.

Magnesium hydroxide is used in a number of industrial applications, from the neutralisation of acid effluents to the production of pharmaceuticals. High-quality magnesium hydroxide powders can be produced by hydrating slow-reacting magnesia in dilute magnesium acetate solutions. The process of magnesia hydration shows many similarities with a typical hydrometallurgical leaching operation; however, its kinetics are crucial not only for process design and control, but also for the production of powders with a desirable particle morphology. This article shows the results of an experimental work whereby industrial heavily-burned magnesia powders were hydrated in 0.01 to 0.1 mol/L magnesium acetate solutions at temperatures ranging between 333 and 363 K. Examination of the magnesium hydroxide produced and the analysis of the kinetic data suggest that the hydration of heavily-burned magnesia in magnesium acetate solutions is a dissolution-precipitation process controlled by the dissolution of magnesia particles. The activation energy was estimated to be 60 kJ/mol, while the reaction order with respect to magnesium acetate concentration was found to be about one.

CHAIRMAN LITTLEJOHN: We have with us this afternoon, Mr. D. W. Rockey, of the Industrial Educational Organization, who would like to occupy a few minutes of our time. There is still an hour left, and there is a lot more talking to be done, and when the time is up you can go. D. W. ROC'KEY (U. S. Vocational Training Bureau, N. M.) : Mr. Chairman and Gentlemen: I am sorry to say I am not more closely connected with the coal mining game. I am interested in it because I am interested in a great deal of educational work being done in New Mexico. Two years ago, this Institute appointed an Educational Committee to investigate the opportunity for education in coal mining, and you have the report of that committee; it was issued in May 1924. Mr. Littlejohn, Mr. Moorhead of the Phelps-Dodge Corporation, Mr. Dickinson, and Mr. Miller, I think, of the C. F. C I., and Mr. Pryde, were members of that committee. They investigated the work being done in Safety, Training, First- Aid, and other topics, and made a general survey of the educational problems that might be said to be of benefit to the coal operators and to the coal miners. I believe, if I understood Mr. Moorhead correctly, while this report was accepted the committee was not discharged; but everyone seemed to be a little in doubt as to whether this activity should continue. My plea here directly is, of course, to ask that they be made a permanent committee, and asked to report to you at the next meeting in February on what has been accomplished in carrying out the program that was advised by the various companies, and what success, from a standpoint of improved work and financial return to the company, has been had. I believe that the whole trend of your discussion here has shown the need or the opportunity for improved production through education. For instance your mechanical loader the need of men who are experienced along mechanical lines, rather than the old pick and shovel methods, and the need of better understanding of your problems, just as in your safety lamp discussion that came up in the report of your Safety Committee. We have also developed a new phase, a new may of getting at some of your problems at Dawson this year, that has not been covered previously. I want to ask Mr. Holman here to tell you what is being done as a starter. Remember, we have not worked this out. He will tell yon how we are making a preliminary start in training inexperienced miners with the idea of cutting the accident record and keeping the production of inexperienced men at a higher level. If you are interested in that, I would like to suggest that this committee be requested to investigate some of these things very carefully. The State of New Mexico was willing to put five hundred or a thousand dollars into this training program as an experiment. We are willing that the Institute should have the credit for it, but we want it carefully surveyed so at your next meeting or some subsequent meeting, they can say this has been a feasible project and worthy of consideration. Mr. Holman, will yon tell us a little about this? (Applause.) MR. HOLMAN: We had an idea that by putting a green man in the mine with an experienced miner, the green man would probably learn something, and not get into trouble, etc. We decided to take a certain portion of one of our best mines, cross entry room work, and establish an underground school. We picked one of the assistant foremen who was well trained in our particular mining methods, and any green man who was employed was put into this school. He was paid a salary and he trained each and every man. Each man or two men world be working in a room and we paid them the regular contract price; they were trained how to shovel coal, pick waste and various other things. Elevated concentrations of copper, cobalt, and arsenic within the Panther Creek Basin sediments in north central Idaho prompted an evaluation of the sources of the metals. Potential tailings and waste rock source samples collected at the head of Blackbird Creek were compared to sediment samples in the Panther Creek Basin using electron microprobe techniques. The mineral types, degree of alteration, and the morphology of the metal-bearing sediment grains within Blackbird and Panther Creeks were found to consist of copper-, cobalt-, and arsenic-bearing sulfide minerals.

In view of the necessity or increasing production of metallurgical fluorspar to satisfy wartime demands, 0, M. Bishop, former district engineer of the Bureau of Mines, L. W. Carrier and. J. S. Williams, senior geologist of the Federal Geological Survey, and E. H. Dawson, mining engineer of the War Production Board made a joint survey of the Illinois-Kentucky fluorite district in July 1942 to determine what steps should be taken to increase production. As part of their recommendations, a program for exploring the idle Klondike mine in Livingston County, Ky., was outlined. All the ore produced at the Klondike mine was mined above the 325-foot level, where some tonnage remains. Factors that influenced selection of the Klondike mine for exploration were favorable geological conditions, the state of mine development and the availability of pumping equipment and some usable mine and mill equipment. In December 1942, the Metals Reserve Co. leased the Klondike mine from the Salem Fluorspar Co.
