The objectives of the Continuous Shaft Lining (CSL) System are to reduce the costs, safety hazards, and time currently required in lining mine shafts with concrete. The CSL will line machine bored shafts downward from the shaft collar on a continuous basis using an inverted, pressurized slipforming technique. The technique for slip-forming downwards has been demonstrated and refined under this program. The approach taken involved laboratory scale testing of key features of the CSL concept. These feature tests included concrete distribution, concrete sealing, concrete slipforming and development of a reliable concrete mix. Based on these results, a full scale above-ground test facility and CSL were designed and fabricated. The objectives of these tests were to demonstrate the viability of the basic concept; to establish operating limits; and to provide input data and information for the design of a second generation shaft lining system. The results of the program have led to a CSL design and operational philosophy which will need to be tested in an underground environment before industry will accept the technology. However, the next generation CSL promises to meet all the original program technical objectives.

"Measurements obtained during load testing of two steel H-piles driven at a site in Northeastern Mississippi are discussed. The general site conditions, equipment used, testing procedures and results of the pile load tests are presented. Both piles were tested in compression and one of the piles was subsequently tested in tension. The piles were instrumented with strain gauges and extensometers to measure the mobilized soil resistance and pile movement. Three different “zero strain” conditions were used to determine the mobilized soil resistance and residual loads due to driving or a load cycle. It was concluded that the effect of residual loads on driven piles could be significant. Driving residual loads influenced the magnitude and distribution of the load transfer curves more than those due to a load cycle. Results of the tension test were impacted by the residual loads from the previous compression test performed on the same pile.INTRODUCTIONSeveral factors affect the performance of a deep foundation system including the subsoil conditions, loading settings, pile type and installation method. Residual stresses develop in piles particularly due to pile driving, but they are typically not accounted for in the analysis (Fellenius 2002). Siegel and McGillivray (2009) presented an assessment of residual loads measured during load testing of instrumented auger-cast-in-place (ACIP) piles. The magnitude and distribution of residual stresses along the pile shaft and toe depend on the pile installation method, previous load cycles and time effects. Poulos (1987) reported that residual load due to driving at the pile toe is independent of pile driving equipment and may significantly affect the results of a pile load test. Hunter and Davisson (1969) reported results of pile load tests performed in compression on fully instrumented piles driven in cohesionless soils along with a discussion of the effects of residual loads. Tension loads of about 445 kN (100 kips) were measured at the pile toe after driving. Unloading residual compression load at the toe was detected as “apparent” tension since the instrumentation was zeroed prior to the test. The researchers suggested a graphical approach to obtain the “corrected” load distribution curves considering that residual load will dissipate following the tension test. Holloway et al. (1975) conducted a study on the effect of residual stresses due to pile driving and developed a computer software that accounts for residual loads. Briaud and Tucker (1984) suggested a method to account for residual loads based on the results of 33 pile load tests performed in mostly cohesionless soils."

This report describes the results of a 2-year investigation of extensible face ventilation techniques and systems for use at the working face in underground coal mines. The goal was to provide a safe and convenient method of maintaining the extensible system within 10 feet of the face, thereby ensuring good ventilation. A summary of approximately 20 extensible ventilation systems proposed or tried in the past is included for reference, together with a detailed description of the design, construction, and underground testing of a new extensible brattice panel and a new fiberglass duct system. The extensible brattice system utilized a special panel which could be pushed forward as the miner advanced. Brief testing in three mines revealed some conflict with the mining cycle and led to recommendations for two improved designs. The extensible duct system was designed for a Goodman borer and utilized a telescoping tube on the left side of the roof, so that it could be extended without interfering with the miner operator. For mine sections with right-hand return ventilation, a special flat tube section is used to cross over the entry. Underground testing showed substantial improvement in face ventilation without interfering with production.

Since the promulgation of the MINER Act and the follow-up changes to the regulations governing mine seal construction and maintenance, mine operators must be acutely aware of the atmosphere in sealed mine areas and prepared to deploy control technologies when the conditions are warranted. On Site Gas Systems1 in Newington, Connecticut was awarded a contract by the National Institute for Occupational Safety and Health (NIOSH) to construct a novel in-mine nitrogen (N2) generation plant using pressure swing adsorption (PSA) technology. PSA technology utilizes carbon molecular sieve material and pressure to adsorb oxygen (O2) molecules while allowing N2 molecules to pass through the sieve material. The prototype PSA unit was tested at the NIOSH Safety Research Coal Mine (SRCM) where a 62,000 ft3 area of the mine was rendered inert during a series of two tests. The resultant data were then used to construct a CFD simulation of both injection tests. In addition, O2 depletion and gas leakage rates were quantified in the model and were compared to actual values. Once the model was calibrated, the sealed mine area was doubled and simulations were made with various injection rates and injection site locations to determine the impact on the time needed to render this area inert. This paper presents an overview of the PSA plant, the details of the gas injection tests and CFD modeling work.

In 1944, the 78th congress of the United States enacted Public Law 290, which directed the Secretary of the Interior, acting through the Bureau of Mines, to furnish industry with basic information and cost data for the development of a synthetic liquid fuels industry. Recently published information with respect to the cost of synthetic liquid fuels processes indicates a wide variation in estimated results. To clarify the results and inconsistencies for the hydrogenation of coal, the Bureau of Mines has prepared preliminary designs and calculated detailed investment costs from which the operating costs to produce 30,000 barrels per day of liquid products, mainly gasoline, by coal hydrogenation were obtained.

Cumberland Resources Ltd. is currently planning to develop the Meadowbank Gold Project located some 70 km north of Baker Lake, Nunavut in the eastern Canadian Arctic region. The Meadowbank Gold Project currently consists of up to 6 main gold bearing deposits within relatively close proximity to one another which are planned to be mined primarily as a truck-and-shovel open pit operation and using conventional gold milling and extraction. The mining plan indicates that approximately 20 million tonnes of ore will be mined over a mine life of 8 to 10 years. The operation will generate approximately 160 million tonnes of mine waste rock and about 20 million tonnes of tailings. The site is located in an area of continuous permafrost with mean annual average air temperature of -11 °C and average annual precipitation in the range of 100 to 200 mm. Lakes cover a large portion of the site, including some of the ore deposits. The location of the site, and the physical environment, pose challenges to development. This paper presents some of the designs considered to effectively manage and utilize the waste products of mining at the project.

Many, if not most, of today's pollution liability claims are related to events ("occurrences") that happened in the past. This fact creates an opportunity to obtain a large amount of insurance coverage at essentially no cost. Furthermore, in many cases, this insurance coverage is readily available. Scenario #1 For some 15 years, an underground gas tank has had a slow leak. The leak has now been discovered because the gas has contaminated nearby wells. As a result, an expensive $1 million cleanup is required. In addition, a liability suit has been filed for damages due to the contamination of nearby wells. Consequently, legal expenses are being incurred. Are all of these actual and potential costs insured? Obviously, if you have a pollution liability policy in place, the above costs will probably be insured. I say probably because business liability policies are not uniform. But, what if you don't have a pollution liability policy and what if your current general liability policy excludes all pollution liability (as most of them do today)? Under these circumstances, it first appears there is no insurance for this $1 million cleanup and liability suit. But this is probably not the case. You may well have insurance coverage, and you may well have much more insurance coverage than you ever expected. And, the insurance that I'm referring to is already in place. You simply need to find it and learn how to use this insurance - I'm referring to your old policies. In many cases, old liability insurance policies provide coverage for claims made today, because these policies were written on an "occurrence" basis of coverage. In fact, most still are written this way. This means that the insurance policy covers bodily injury or property damage liabilities (as defined in the policy) arising out of' "occurrences" or accidents that happen during the policy period regardless of' when the claim for damages is made. Therefore, for insurance purposes, the key question is: when did the "occurrence" take place? If someone falls and breaks a leg, that is clearly an "occurrence." The broken leg occurrence is, therefore, insured by the liability policy that was in existence at the time of the fall - regardless of when the claim or suit is filed, if ever. However, the answer to this question is seldom an easy one when you are looking at a pollution claim. In our scenario, the tank had a slow leak over 15 years, but property damage was not discovered until now. The question of when the "occurrence" (as defined in the insurance policy) took place has been litigated and continues to be litigated in many courts across the country. But, most often the answer has been that, for insurance purposes, the "occurrence" is the entire period that the tank was leaking (15 years), even though the contamination to the water was not discovered until 1987. This means that the person or company that is insured can potentially use all of its general liability policies (if they are "occurrence" policies, and most were), which were purchased during the 15 years from 1972 until 1987. And, these policies will potentially insure all of the claims and related exposures that arise out of this leaky underground gas tank. Scenario #2 In our first scenario, the claims and expenses were insured by past general liability policies because the claims arose out of events in the past, which, in turn, caused damage. Let's look at another example. In this scenario, Company XYZ has received a request to help clean up a landfill site because 10 years ago, XYZ dumped some toxic substances at the site, which was totally legal at the time. XYZ has not dumped anything at the site since this time. Nevertheless, XYZ is now being required to contribute $2 million to the cleanup of this site. In this scenario, if you had purchased "occurrence" general liability policies 10 years ago, these 1977 policies would (potentially) apply to the current $2 million cleanup claim. And, the reason is that the "occurrence" leading to the 1987 claim took place in 1977.

The purpose of this study was to determine mine workers' state of fie-fighting preparedness and the technology being used to detect and respond to underground coal mine fires. To investigate this problem, 214 underground coal miners were interviewed by U.S. Bureau of Mines researchers. Frequency distributions of workers' responses are presented in this report, along with segments of narrative accounts, to profile miners' fire-fighting capabilities. The data indicated that much variability exists from mine to mine and that there are several important changes operators may undertake in order to make miners better prepared to deal with fire underground: select appropriate sensors, establish and test a warning and communication protocol, construct a system capable of delivering hundreds of gallons of water per minute for sustained periods, institute formal fire preparedness audits, develop case studies of events that occur at an operation to use as teaching and assessment tools, and provide structured practice that can be incorporated into fire drills.

During the latter part of 1937 consideration was given to the construction of a; local smelting plant for producing blister copper. Previously copper concentrates had been shipped to the United States of America. The proposition had the advantages of a saving in cost of realization, quicker financial return and reduced dependence on overseas shipping.The smelter was designed by the existing staff, who had difficulty in obtaining data on small plants, particularly on the reverberatory furnace. Construction was started in March, 1938, and the reverberatory was blown in on January 16th, 1939. One roaster had been operating for several weeks prior to this date.While results and operating technique on this new departure in small-scale smelting are barely beyond the experimental stage, it is felt that the experience gained to this time should be recorded to help fill the obvious gap in published information covering plants of this type.At present there are three copper smelters operating in Australia; the other two plants are equipped with blast furnaces.LOCATIONThe new smelter is situated in a position convenient to the concentrator and to the power plant. "A colorimetric technique, originally developed for methyl iso butyl carbinol (MIBC) based on the Komarowsky reaction, has been extended to a wide range of common mineral flotation frothers. The procedure, which is briefly described, is shown suited to on-site determination in a series of industrial campaigns. Some frother observations are described, including: concentration evolution down a bank, distribution between pulp and froth phases, and a mass balance around a circuit. Minute amounts of frother in recycle water were also measured.The contribution of frother and alcohol by-products in the analysis was generally additive for plants using aliphatic alcohol type frothers and decoupled for systems using glycols. Typically, U250C (polyglycol) was used at higher concentration (>10 ppm) than MIBC (aliphatic alcohol) (<10 ppm) or F-150 (polyglycol) (<3ppm).The ability to monitor frother easily will help interpret gas dispersion behaviour and should permit further optimization of flotation cell hydrodynamics and chemistry. The capability to directly measure should help optimize the type, amount and location of frother addition, and to assess frother recycled with reclaim process water.INTRODUCTIONOwing to the lack of analytical methods, the task of determining frother concentration in plant flotation circuits is not routinely performed. Industrial sites seldom outsource analyses that are both costly and inconvenient, due to the necessity of shipping freeze-dried samples to remote testing facilities. A more direct colorimetric method has recently been demonstrated for the laboratory characterization of common industrial frothers (Gélinas and Finch, 2004). The approach, based on the Komarowsky reaction (Penniman et al., 1936; Coles et al., 1942; Duke, 1947), was previously described by Parkhomovski et al. (1976) for methyl iso butyl carbinol (MIBC). The reaction involves the interaction of the OH group of a higher alcohol, concentrated sulphuric acid, and salicylaldehyde, to yield coloured solutions with intensities that can be analyzed by UV-visible spectrophotometry."

With the launch of Immersive Technologies&apos; next generation of Advanced Equipment Simulators for the mining industry, correlating and influencing safety, productivity and maintenance with operator competency improvements is now made even more effective. In early 2008, Immersive assembled a project team to investigate the potential linkages between operator competency and performance. Advanced Equipment Simulator Users with a range of sophistication were interviewed and consulted. The result was new and enhanced &apos;value realisation&apos; programs to directly assist mine sites to deliver the expected return on investment (ROI) from simulators and operator competency development. In just over one year, 29 mine sites around the world have benefited from 34 completed programs. Case studies have been compiled to demonstrate the impact of the implementation of this approach, including at the following operations: Anglo Coal - Callide (Australia), Freeport McMoRAN - Grasburg (Indonesia), Equinox Minerals - Lumwana (Zambia), Peabody Energy - Cabllo (USA), and Xstrata - Lomas Bayas (Chile). Significant performance improvements have been achieved including: reductions of 47 per cent in gear shifting and 37 per cent in over speed errors, improvements of 68 per cent in park break errors and 12 per cent in spotting time, and increase of 54 per cent in passing emergency fire handling competency tests. This presentation draws on these case studies to clearly demonstrate the linkage between improved operator competency through the implementation of training programs tailored around Advanced Equipment Simulators and production performace measured by a range of standard metrics at mines around the world.

The mineralogy of the Avalon Nechalacho deposit is complex with significant fractions of HREEs, Zr, and Nb found in refractory minerals such as zircon and fergusonite. Sulphuric acid baking followed by water leaching can be used to extract REEs from flotation concentrates, but acid baking does not completely "crack" the zircon and fergusonite, so the extractions of Zr, Nb, and HREEs are not high. An alternative flowsheet has been developed that is able to obtain significantly improved extractions of HREEs, Zr, and Nb from flotation concentrates or acid bake residues. This is accomplished by cracking the zircon and fergusonite minerals with caustic soda at high temperatures, followed by water washing to recover excess caustic soda and soluble sodium silicates and phosphates. REEs, Zr, and Nb in the solid residue can then be solubilized with HCl or H2SO4. This paper highlights some of the findings from an extensive laboratory program and discusses several flowsheet implications.

"SGS implemented two rules-based fuzzy logic expert applications on two grinding circuits operated by Peñoles Group in Mexico. Both expert systems are based on control strategies that push against process constraints to improve throughput. Based on proven methodologies, the projects also required some new approaches that led to permanent changes to the mill control strategy.This paper provides descriptions of the implementation, operation and performance of both expert systems. It also reviews how improved production rates were achieved through the use of a common set of expert technology tools. An overview of the resulting control strategies implemented on the two circuits is presented. The paper also discusses the identification of the process constraints within each circuit and how these constraints are used within the expert systems.INTRODUCTIONMexico-based mining company Peñoles Group and the Advanced Systems group at SGS, formally known as MinnovEX Technologies Inc., collaborated on the implementation of two expert systems in two grinding plants, both located in Northern Mexico.The primary objective of the expert systems was to increase throughput whilst still maintaining the cyclone overflow product size within an acceptable range. The secondary objective was to achieve a high level of utilisation of the expert technology.In order to achieve these objectives, SGS proposed a proven methodology which leveraged the existing operating and technical expertise at site through the client’s involvement in the design and implementation stages. The in-house operating and technical expertise of SGS was also brought to the project and implemented with the client’s approval at all stages. At both sites the final acceptance was defined upon meeting both process and utilization parameters.The development and deployment of rules-based fuzzy logic applications has matured as a technology and consequently, clear definition of process states and their place in the logic structure to control a given circuit are now transferable. The key to the robustness of the control logic depends on selection and tuning rules for maintaining stability and optimizing a given circuit. Application integrators need to have a standardized approach for timely integration and deployment; a critical component to avoid the common critiques that expert applications are idiosyncratic and difficult to maintain."

After scoping out the objectives of this general report, the report reviews the three assigned main themes addressed by the papers submitted to the session: pile monitoring, testing, and data processing. It focuses on later developments and on issues requiring clarification, thereby identifying topics for potential discussion. Pile Monitoring does not bring much novelty, except for the integration of IT on construction sites. As far as testing, new developments focus on internal pile loading procedures while more confidence is being gained with dynamic and kinematic load tests. Significant advances are noted in the interpretation of data, where variability of results are coped with, loading rate effects are being better addressed, and more routine use of Finite element analyses are observed. Several many older problems remain while new issues emerge from more recent technologies and approaches.

The risk from fire remains one of the most serious of underground mine disaster scenarios. The impacts of mine fires on the underground ventilation system and the production of toxic gases have been difficult to model and therefore assessments have relied largely on empirical data, historical precedent and subjective opinions. Underground fire modelling software has had limited availability and been technically challenging and time consuming to use especially for routine mine investigations. There has also been no well-accepted set of assumptions for fire modelling in mines, which has resulted in a lack of confidence in adopting its use more widely. This paper describes modelling of three critical fire scenarios in underground hard rock mines: a fire (LHD) in an underground diesel refuelling facility, a fire in an underground explosives magazine and a fire on an underground ore transport conveyor. Modelling was undertaken using VentsimÆs VentFIREÖ fire simulation module. It describes the basis of design, the key assumptions, the methodology used and provides examples of the outputs, conclusions and recommendations. It reviews the impacts of these fires on egress and entrapment strategies in the mine. Some general principles regarding improvements to ventilation circuit design based on this analysis are also recommended. A modified factorial experiment was used to determine the effect of operating factors in hydraulic mining of anthracite. Seven basic factors at various levels were considered. The significant factors were found to be pressure-volume, pattern, and jet traverse speed. Mining data were programed for computer, and a prediction equation was determined from printout information based on the hydraulic "jumbo" operating parameters and characteristics of anthracite, The source of error is discussed. The prediction equation is general in nature and might be useful in delineating performance characteristics in the design of equipment and/or more effective utilization in a medium with characteristics similar to those of anthracite.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations&apos; call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth&apos;s resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth&apos;s natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

Stress analysis programs such as MULSIM/NL, LAMODEL, MinSim 2000, and EXAMINETAB are used in the mining industry to analyze stresses and displacements in coal mines, platinum mines, gold reefs, and tabular-type deposits. These relatively simple numerical models can efficiently simulate yielding and failure of a rock mass near a mine opening and subsequent stress transfer. The main input parameters for these models are a family of nonlinear stress-strain curves for the in-seam material. For many applications of these models, such as in coal mining, extensive field measurements and observations exist from which to estimate these stress-strain curves and calibrate the numerical models; however, such measurements are lacking for other types of mines. A three-step method is presented to determine nonlinear stress-strain curves for boundary-element (BE) programs used in many mining applications. The method requires a suite of laboratory-scale strength tests at various confining pressures. Note that this analysis uses laboratory-measured strength and modulus properties of alluvium. The dependency of the mechanical properties of alluvium on scale has not been established, although more tests are being planned. However, it is believed that the relative comparisons performed are valuable regardless of scale effects. First, the FLAC2D computer program is used to model the laboratory tests and determine cohesion (c) and friction angle () for a Mohr-Coulomb material model. Second, another FLAC2D model uses the c and values to calculate vertical stress and strain around a single opening in the rock mass. This model calculates the stress-strain path of points at various distances from the opening boundary. Finally, based on these stress-strain paths, the stress-strain curves needed for a BE analysis are derived. This three-step method was demonstrated in a large, flat-lying underground test facility in very weak rock. The BE analyses agreed well with observations of failure at the test facility and provided a basis for evaluating the behavior of alternative layouts.

Its authoritative, comprehensive data and pioneering research have contributed significantly to a strong U. S. mineral position in the world.
