The Freeport McMoRan El Paso Refinery uses co-generation to produce some of its electricity and all of its steam. This paper will cover the operation of the co-generation plant natural gas turbine at a fixed RPM for blade longevity and energy output. The by-product heat from the turbine passes through boilers with additional heat from a duct burner to produce steam for the Tank House and auxiliary operations. The steam demand varies dramatically throughout the day based on unloading activities in the Tank House. The use of an automated steam control system within the El Paso Refinery will help stabilize line pressure by incrementally controlling steam consumption based on electrolyte temperature. This will minimize steam line pressure fluctuations. INTRODUCTION In the mid 1920’s the Nichols Copper Company of Laurel Hill, New York recognized the need for a modern copper refining facility in the southwest. Due to the many railroad heads, affordable power and abundant labor supply, and the close proximity to regional copper smelters in Mexico, Arizona, and New Mexico, El Paso became the logical location. In December 1928, ground was broken for the joint venture refinery between the Nichols Copper Company, Phelps Dodge, and the Calumet and Arizona Mining Company. In September 1930, Nichols Copper Company became a part of Phelps Dodge Corporation after a stock exchange. In July 1938, Nichols Division officially became Phelps Dodge Refining Corporation. In March 2007, Freeport McMoRan Copper & Gold acquired Phelps Dodge. Energy costs (electrical and thermal) are critically important in the viability of modern copper electrorefineries. The El Paso Refinery produces electricity and steam through its cogeneration system. The El Paso cogeneration facility is a natural gas, 15-megawatt facility containing five turbine generators and associated waste heat recovery boilers. The facility is divided into two phases. Phase I consists of two Allison 2.2-megawatt turbine generators. Phase II consists of three Solar Taurus 3.5-megawatt turbine generators. Presently three units in Phase II are operated. The Phase I units were purchased and installed in 1986 and the Phase II units in 1992 (Solar 1991). The facility operated at full capacity until 2003 when steam demand was significantly reduced due to decrease in cathode production and closure of the copper sulfate and precious metal operations. Phase I units were taken out of service and put on care and maintenance status.

The Richmond-San Rafael Bridge was built in the early 50s' and was first opened to traffic on August 31, 1956. Among California's longest steel bridges, it spans more than 21,000 feet across the northern portion of San Francisco Bay. It is one of six toll bridges currently undergoing seismic retrofit in the Bay area. Current retrofit criteria require the structure not to collapse in a Magnitude 8.3 earthquake lasting 45 seconds on the San Andreas Fault. The earthquake epicenter is 10 miles to the west of the Bridge, near the mouth of San Francisco Bay. Another major fault is the Hayward Fault, with a potential of a 7.5 magnitude earthquake. It is only 4 miles east of the eastern end of the bridge. The retrofit criterion is that the structure survives these earthquakes without collapse or loss of life, and that they are capable of repair within a period of one year. Therefore an energy absorbing, ductility and nominal resistance based approach to the retrofit design have been adopted for the retrofit of this bridge. Foundation Retrofit The foundation retrofits were designed to satisfy of drift criteria of 6 inches at the base of the footings, and to keep the existing H-piles from experiencing unacceptable levels of permanent soil displacement and /or structural rupture. Full-scale structural lateral load testing of BP14x89 piling, to rupture, has helped to determine the drift criteria. However recent non-linear analytical results, have led to a redesign, which may allow for 12 inches of drift. The as-built analysis of the Micropile piers determined that those piers would not exceed the 6-inch drift criteria so lateral resisting shear piles were not needed at those piers.

"Ore mineralogy and texture are primary variables controlling mill recovery efficiency in flotation plants. However, tracking daily variations of key mineralogical characteristics such as species-by-species liberation is not possible with current on stream analysers and assay lab techniques. In addition, traditional plant mineralogical analysis limited by long data turn-around times from central analysis laboratories typically provides only a time-averaged view of mill performance, e.g. by means of monthly composite feed, con or tailings analysis.This paper presents the results of a development and first field test of an on-site Automated Mineralogy solution (MLA or QEMSCAN) with the specific goal of monitoring recovery variation, ore quality and flotation performance on a mineral species-by-species and day-by-day basis, from up to twelve million direct particle observations per month. The trial was performed at a Pb/Zn-Ag operation in the US from November 2012 to April 2013. The focus of the study was three-fold: to validate the robustness of equipment and operational procedures for daily use by mine site technicians at a remote mine site to develop a methodology to boil down hundred-thousands of Automated Mineralogy particle data from size-by-size con and tailings samples to a couple of numbers meaningful to chief metallurgists to monitor recovery trend changes and correlate these to changes in the feed properties and/or flotation efficiency.The study focused primarily on the Pb/Ag rougher-concentrator circuit. Ten polished blocks of two and three size fractions of con and tailings were prepared by mine site technicians during a daily twelve hour shift. Eight hours of daily measurement time by the instrument revealed an estimate of the dayÆs recovery performance, ore quality and flotation performance for Freibergite (Ag-species) and Galena (Pb-species), within 36 hours from initial sampling. Data quality was assessed by means of calculated versus measured assay reconciliation. Cumulative sum curves of recovery performance, ore quality and flotation performance reveal trend changes with a frequency of 1 to 4 weeks. These were correlated to cumulative sum curves of e.g. locked and slimed particle classes of the mineral species of interest, attempting to identify a possible root cause of recovery performance trend changes. Modern mining consistently faces controversy. Public sentiment impacts the permitting and development of mines, so a quality public relations (PR) program for mining companies may improve society’s impression of the mining industry. Developing mines face more permitting challenges than operating mines, which stems from a lack of societal trust given the history of mining and its impact on the environment. Two case studies were selected based on the type of public controversy they face to demonstrate how pervasive permitting issues are in industry. Both Pebble Mine, owned by Northern Dynasty Minerals (NDM), and Black Butte, owned by Sandfire Resources America Inc (SRA), experienced difficulties with their water permitting due to potential risks their mine developments posed to local fish populations. Pebble has, to date, failed in all of their attempts to become permitted due to concern for the water and the fish. Black Butte dealt with the same problems, on a smaller scale, but was able to become permitted. These two mines will be discussed in detail including local history, mine setting, mining history in America, prevalent culture groups, technology development, and intercultural communication competence (ICC). The mining industry needs to evaluate its ICC skills since ICC directly determines the effectiveness of PR. Based on Barna’s Stumbling Blocks for intercultural communication, methods for improving the mining industry’s PR will be suggested in the hope of easing the permitting process for future mines by developing ICC.

There was a time when an occasional failure of a tailings embankment was considered an acceptable risk associated with mining activities. This is not the case anymore. A major tailings failure today could result in the indictment of mine officials, huge fines and a possible site closure due to the loss of operating permits. As a result of this changed operational environment, tailings disposal facilities must be operated with these potential consequences in mind. Physical controls for tailings embankments are prohibitively expensive. However, the nuclear industry has developed a system of administrative controls as an alternative to physical controls. Administrative controls may be defined as control of actions, through organizations and management, using written procedures, record keeping, review and audit to assure operation of a facility in a safe manner (10 CFR 50). Administrative controls can reduce the cost of operating tailings impoundments, as well as increase the level of confidence in these facilities.

A Bureau of Mines investigation identified no mineral deposits in the Lost Creek RARE II area. Sand and gravel has been mined from alluvial flood plain deposits just outside the RARE II boundary. An oil and gas lease application which includes the eastern portion of the RARE II area is pending. Abundant basalt in the area can be crushed and used as aggregate; but it could not compete with similar deposits in more favorable locations, or with cheaper substitutes such as volcanic cinders or sand and gravel which are available outside the study area closer to major markets. No indication of coal or geothermal energy resources was found. INTRODUCTION Location and Access The Lost Creek RARE II area encompasses 8,300 acres (3,400 ha) of Lassen National Forest in north-central California, about 20 mi (30 km) north of Lassen Peak. The closest city is Redding, California, 50 air mi (80 km) southwest. Peripheral access is provided by State Highway 89 passing near the western RARE II boundary (fig. 1). The Pacific Crest Trail traverses the western margin of Hat Creek Rim adjacent to the eastern boundary of the area.

The report of work accomplished on the United States Bureau of Mines' bauxite project in Pulaski and Saline Counties, Ark., is presented in this volume and in a series of Reports of Investigations immediately following this volume. This first volume covers the project as a whole, whereas the subsequent volumes contain maps of local areas and deposits developed, together with logs of the drill holes and descriptions of the separate deposits. The Arkansas bauxite project was initiated in December 1941 and continued for 4 years. The first 5 months were spent in studying the problems presented and in geophysical exploration, Core drilling began in May 1942 and ended in May 1945. The project was one of the larger and more important of those undertaken by the Bureau of Mines for the purpose of developing domestic sources of supply of critical and strategic minerals necessary for National defense and for the successful waging of modern mechanized warfare. Some of the results of the Bureau's bauxite exploratory work have been made available to the public through the medium of press releases, transactions of technical societies, and government publications. More information has been supplied to government agencies upon request and to land owners and mine operators of the deposits concerned in the form of maps showing locations of all holes drilled on the property and logs with chemical analyses of' all cores recovered. In October 1946, the factual data were made avail-able to .the public in manuscript form in an-"open file" at the office of the State geologist, R. B. Foxhall, Little Rock, Ark., and at the office of the. Bureau of Mines in Washington. For the purpose of providing a background for the presentation of the factual data obtained, the history of bauxite is reviewed briefly. Information relative to past production and reserves of bauxite in Arkansas also is given. A resume of the development of the industry in Arkansas, the exploration and mining methods employed, the various uses to which the bauxite is put, and a brief outline of the geology of bauxite in Arkansas complete the -background.

Test equipment has been developed to record automatically both the displacement of the pile head and the load applied during a conventional maintained load pile test. Some systems also have, in addition, been fitted with the facility for maintaining the applied load, as set by the operator, at very constant levels. The advantages are both commercial and technical, but a well trained operator has to be in attendance to control the test. Since typical test specifications in the UK require more than 19 hours to complete, it became inevitable that at least one equipment operator remained on site to expedite the test for its duration. Although electronic measurement and data logging of load tests may be more safe than previous direct observation of dial gauges. A single person remaining on a construction site alone is not to be recommended, even if they are just supervising the test. Further development of the testing system produced equipment which will perform the entire test specification as required without operator intervention. To achieve this, full automation is employed. The patented method particularly addresses the safety requirements and by using additional sensors, detects any uncharacteristic behaviour of the pile under test or of the reaction system and the equipment takes appropriate action in a controlled and safe manner. The quality of test data returned from these automated systems is a key element when analysing pile behaviour with models such as CEMSOLVE? and TIMESETTM. These analysis methods often indicate ground disturbance resulting from installation technique and have allowed pile design to be optimised using actual field data rather than theoretical considerations alone. An additional feature is remote access, this allows the data recorded to be transferred and the progress of the test to be viewed from practically any location. This permits experts to view the data 'live' and allows rapid diagnosis of any problems with the expected pile behaviour.

One of the biggest challenges for the mining industry is, quite literally, how to the keep the equipment rolling. There is a limited amount of companies that manufacture the 4.2-m- (14-ft-) tall, 5,670-kg (12,500-lb-) tires needed for the haul trucks that are approaching the 362 t (400 st) pay-load class, such as Terex?s MT6300-AC and Caterpillar?s 797F. And, while these might be the most impressive tires, they are not the only ones that are in short supply. The shortage of tires has affected just about every kind of machine, and the demand for those tires has been extremely high for more than five years with no end to the shortage in site. American Tire Corp. (www.americantire.us) is one of the companies working to supply tires to the mining industry. It announced that the demand for its 1.6-m (63-in.) tires that have a zero failure history globally is great and that the company signed contracts worth more than $500 million at MinExpo. INTRODUCTION THE Argosy Gold Mines, Limited, which joined the ranks of active Ontario gold producers during the summer of 1936, holds a group of 21 claims on Casummit lake, in the Patricia portion, district of Kenora, northwestern Ontario. The Company is developing and mining goldbearing quartz veins that occur in a series of greywackes and slates of probable Keewatin age. The writer made a geological examination of the property and the surrounding area for the Ontario Department of Mines during the early part of the field season of 1936. This paper is a report on the general geology, structure, and ore deposits at the mine and is based almost entirely on data compiled during the examination. HISTORY Mineralization was first discovered on the property in May, 1929, by A. F. Hewitt, who, with J. A. Borthwick, decided that the country had prospecting possibilities and commenced work in April. Mr. Hewitt staked, and with his partner, J. Ziyone, still holds the group of claims lying immediately east of the present Argosy holdings. Mr. Borthwick staked six claims, K.R.L. 9,681 to 9,686, inclusive, adjoining Hewitt's on the west and later added claims K.R.L. 9,733 to 9,740, inclusive, to his holdings. F. Fiskness, who was also prospecting in the region, discoveted No. 1 vein on Borthwick's claims, and with his two partners, L. Parth and H. Jones, staked claims K.R.L. 9,758 to 9,763, inclusive, to the northwest of Borthwick's and Hewitt's ground. In July, 1929, the Casey Mountain Operating Syndicate, which held ground to the northwest, secured an option on Borthwick's claims. The Fiskness-Parth-Jones property was added in January, 1930, to protect the west dip of the veins. During the winter of 1930-31, the veins were explored by diamond drilling, No. 2 for a length ?of 900 feet and a vertical depth of from 51 to. 375 feet? and No. 3 .t~ a slope depth of 175 feet. I~ August, 1.931, after the msrallat10n of a miming plant, the Casey Summit Gold Mmes, limited, was incorporated to take over the property from the Syndicate. The Maple leaf Mines optioned a controlling interest in the stock in August, 1933, and on September 17th, 1934, brought a 50-ton amalgamation mill into production. From early in October to December 27th, 1934, when the mill was closed down, 4,094 tons of ore were treated to yield 887.89 ounces of gold and 87 .26 ounces of silver( ! ).

Since its inception CEMI (Centre for Excellence in Mining Innovation) has focused on facilitating innovative solutions to the mining industry in six strategic research areas; GeoRisk, ConstructMine, ValueMine, FindMine, SustainMine and MineTech (visit www.miningexcellence.ca for details). This paper focuses on CEMI?s largest project to date, Ventilation on Demand (VOD). Energy consumption in mines can account for upwards of 40% of a mines operating cost, with a significant portion of this been consumed by the ventilation requirements. VOD provides a significant opportunity to reduce overall mine ventilation requirements and subsequently energy costs, while potentially increasing mine productivity. CEMI is currently in year 2 of an assessment of VOD, focusing on the financial, physical and equipment viability of utilizing such systems in both new and existing mines. This two year program, to be completed by March 31, 2011, is designed to systematically assess such a system to determine if and when it could effectively be applied in underground mines. The paper will describe the process by which the project was initiated, the demonstration projects established to capture data, the means to interpret the data and the modelling developed to calibrate and predict ventilation system requirements.

The U.S. Bureau of Mines, in cooperation with the Iron Range Resources and Rehabilitation Board, investigated the potential of using northeastern Minnesota papermill waste sludges as a binder for Mesabi Range iron ore (taconite) concentrate. Sludges from five different commercial papermill waste treatment operations were evaluated in laboratory tests. Except for the coarsest sludge, all were fairly easy to blend with the taconite concentrate using conventional mixing methods. The coarsest sludge had to be reslurried at 2 pct solids before adding it to the concentrate in order to obtain pellets without visible sludge clumps. Drying and grinding the sludges made them less effective as binders because of a lower degree of rehydration. On a dry weight equivalent basis, twice as much raw sludge binder was required to obtain similar pellet physical properties as with bentonite; however, the pellets made with raw sludge had superior metallurgical properties. Over 30 pct higher reduction rates and over 1500 C higher softening temperatures were obtained with sludge binder than with bentonite. Sludge D, which had the lowest fiber and the highest alkali metal content, resulted in the lowest reducibility enhancement. Even though more raw sludge was required than bentonite, the sludges have virtually no value, and therefore may provide a cost-effective additive binder for producing improved metallurgical-quality pellets. Large-scale testing has not been done to confirm these laboratory results.

"Investigations of flotation characteristics of Lumwana and Kansanshi ores using formulated frothers were carried out. Of the six frothers tested, two came from the alcohol family, two from the glycol family and last two were formulated products. The initial work involved determining the optimum mesh of grind and frother dosage for Lumwana and Kansanshi ores. Further work involved carrying out surface tension, bubble size and froth stability measurements. Finally, water recovery tests were conducted at Lumwana and Kansanshi mine sites. For froth stability tests, six frothers were tested on a two-phase (water–air) system using the Bikerman column flotation cell, while water recovery tests were conducted using a total of seven frothers, including the standards for each plant. The results of the testwork showed that (i) although a stable froth is essential for optimum recovery of valuable minerals, a higher molecular weight frother, like Dowfroth 250, caused poor selectivity when used on fine ores and (ii) a lower molecular weight frother was suited for Lumwana ore, while a mid to higher molecular weight formulated product was suitable for Kansanshi sulphide ore. Firstly, froth stability tests were conducted using six frothers, two from the glycol family (Dowfroth 200 and Dowfroth 250), two from alcohol family (MIBC and pine oil) and other two from the formulated family (Betafroth 20 and Betafroth 245), at the University of Cape Town’s Centre for Mineral Research (CMR) laboratories. Froth formation and stability measurements were conducted using the Bikerman column flotation cell."

This paper presents an algorithm for optimizing the classification of surface mine material subject to excavating constraints. High-resolution expected profit models are input and optimized to classification maps subject to site-specific rectangular excavating constraints. This optimization problem defies traditional closed-form analytical solutions; a practical heuristic algorithm has been developed to quickly determine the optimal final destination for the material subject to realistic constraints. The optimization is fast and generates results that achieve up to 98–99% of the total expected profit achieved with free selection. This algorithm provides a fast viable option for practical application in short-term grade control and in managing multiple realizations in long-term resource estimation.
