Processing of phosphate ore sample was investigated for increasing phosphate content and reduction of its gangue minerals such as carbonates and silicates. Experimental designs were per-formed using Taguchi method. Different flotation methods were investigated for Moundon phosphate ore sample and three methods were used as follow: direct cellophane flotation, reverse calcite flotation and reverse quartz flotation. Because of the sensitivity of cellophane flotation to slime content, prior desliming was carried out before the experiments. Direct flotation experiments carried out and a concentrate contained 23.80% P2O5, 6.88% SiO2 and 72.33% recovery were produced. The achieved P2O5 content in the produced concentrate from reverse flotation of calcite was 26.44% and the recovery was 82.56%. The concentrate products obtained at optimum conditions by direct flotation of phosphate and indirect flotation of calcite were subjected to indirect flotation of calcite and direct flotation of appetite and final concentrates with P2O5 grade of the order of 24.19% and 26.96% were obtained, respectively. It was concluded that one stage direct flotation is unavoidable to achieve a product with low SiO2 content.

Primary economical deposits of rare-earth elements (REEs) are exhausting all over the world, and it has become necessary to find new sources and methods for their extraction. In addition, increasing the application of REEs in modern technological society has increased its demand globally. One of the important movements to compensate for the future shortages of critical metals is the recovery of REEs from recyclable materials. This paper presents a review of the classification and extraction methods, as well as general applications of REEs with emphasis on secondary sources such as coal and coal byproducts, iron ore tailings, apatite, and phosphate byproducts. An overview of the current state of knowledge on the various methods of REE beneficiation and extraction is covered. These methods include physical separation, as well as hydrometallurgical and bio-hydrometallurgical techniques. The application of these REE extraction techniques for enhanced recovery has been driven primarily by the unique industrial application of these important elements. This paper further explores the existing and potential environmental challenges associated with REE extraction. The authors have presented a wide array of literature, in-depth discussion of the subject, and a succinct summary of processes and relevant case studies.

For a variety of reasons, the need for automation of underground mining equipment is growing dramatically, e.g., improved safety and health, availability of labor, deeper mines, and desire for more focused excavation. While there has been tremendous progress made in this direction, much needs to be done to reach the holy grail of an autonomous mining machine. This paper reviews a number of technological developments and presents research and development needs for future development. A report on our current project for the Western Mining Resource Center at CSM is included.

"AbstractThis paper reviews the progress made in the manufacture of hydraulic cement from iron blast-furnace slag by simply grinding the granulated material with other constituents. The influence of the chemical and mineralogical composition of the slag, the conditions of granulation, the manner of drying, and the fineness of grinding, on the hydraulic properties of the cement, is discussed. The effect of additions of lime, portland cement, and anhydrite, alone and in combination, on the physical and cementing qualities of the mortar and concrete made from Sydney blast furnace slag, is shown in tables of data and is reviewed in some de- tail. The work at the Nova Scotia Technical College has shown that a cement equivalent in every respect to portland cement can be made from basic blast furnace slag- by the us2 of certain quantities of portland cement as an activator.IntroductionBlast furnace slag is a potentially valuable material for the manufacture of hydraulic cement. It is a by-product of the manufacture of iron in the blast furnace, and is formed by the combination of the silica and alumina .of the iron ore with the limestone flux. The metallurgist terms a slag .acid or •basic according as the percentage of lime is less or greater than the percentage of silica plus alumina. The basic slags have the •more pronounced hydraulic properties."

Claims of 16 gold mining companies seeking damages from L-208 will be heard in Court of Claims starting Jan. 26. Earlier this year, judges ruled that 3 gold mining companies could sue for damages from the wartime order closing their mines. Congress later waived the statute of limitations thus permitting other gold miners to get in their claims. Despite power shortages third quarter production of aluminum exceeded that of the previous period by 2.2 pct. However, September production was 16 million lb less than in August. Hewitt-Robbins, Inc. dedicated a new $1 million addition to the company's Buffalo, N. Y. belt conveyor plant. New equipment, including a $220,000 press, will make belts up to 70 in, wide, compared with the former limit of 60 in. Charges of a tin cartel in Malaya are not backed up in the latest U. S. Government report according to the Malayan Tin Bureau. The U. S. mission reported that it "did not discover any evidence of curtailment of tin output by the mining and smelting industries." It noted that guerilla activity had halted exploration and expansion attempts by producers.

Epithermal gold-silver (lead-zinc-copper-manganese) mineralization on Misima Island is confined to steep and reactivated flat-lying normal faults in the upper plate of a major, shallowly dipping detachment fault. The hangingwall comprises an Eocene metavolcano-sedimentary sequence that has been extensively intruded byMiocene calc-alkaline granodiorite. It is unconformably overlain by Pliocene sedimentary and volcanic rocks. High-pressure amphibolite facies rocks dominate the footwall and have many characteristics of a metamorphic core complex. Mafic-alkalic lamprophyre dike swarms intrude the hangingwall and footwall sequences. Previous workers attributed the gold-silver mineralization on Misima to the intrusion of the porphyritic granodiorite (Williamson, 1984). This has been proposed for many tertiary gold deposits of the southwest Pacific(Sillitoe, 1989; Leach and Corbett, 1994).

Introductory The Alberta Provincial Government has contemplated a revision of the Mines Act for some time past, and it is understood that a definite decision has now been made to do this at the next session of the Legislature. The Operators' and Miners' organizations of the Province have been asked, or at least have been given the opportunity, to submit their views and ideas relative to the proposed changes. The operators have already drafted out a number of changes which they feel would improve the Act from the standpoint of safety and practicability, and this paper has been prepared so that the general membership of the Rocky Mountain Branch of the Institute, which is composed largely of the operating and certificated officials of the mines, might have an opportunity to discuss, criticize, and improve upon the suggested changes which the operators are putting forward.

This paper describes the analytical characteristics of Western subbituminous coal and the manner in which these characteristics apply to their use in a utility-sized steam generator. It compares these characteristics with those of typical Midwestern coal and Eastern bituminous coal. The paper also reviews in detail the design considerations that must receive attention when various blends of these three coals, or any combinations thereof, are planned to be used. This research paper describes variations in analytical and utilization characteristics when coals from different origins are blended in order to achieve a predetermined sulfur content for the purpose of predicting sulfur oxides emissions as they affect environmental regulations and the resulting alterations in utilization characteristics such blending would cause, and how such blends of coal would affect a utility-sized steam generator.

"1. INTRODUCTION- WHAT IS P3 OR PPP ?The Public Private Partnership (PPP or 3P) is a project delivery scheme based on the government providing land and/or a concession agreement, and on a private entity providing the design, construction, financing, operation and maintenance of the project for an extensive duration of time (up to thirty years). At the end of the operation-maintenance period, the project is turned over to the public entity, which fully owns the project at all times. While there are many PPP delivery schemes used around the world, for the present paper, we are going to analyze the impact of the Design-Build-Finance-Operate-Maintain (DBFOM) scheme on the deep foundation specialty subcontractor. There are couple of reasons that the PPP delivery system started to be used and implemented not only by developed nations (e.g. United Kingdom, USA etc.), but also by the International Development Bank for delivering major infrastructure projects in developing nations. From the point of view of government agencies, some of the reasons to use PPP are the following:??The primary use of private capital in an era where borrowing and/or supplemental taxation represents too much of a political risk. Budget deficits and taxation limits are extremely hot topics in every election (national or local) and the level of education of the electorate in this area is making it more and more difficult for politicians to use borrowed funds and additional taxation finance sources for public projects. At the same time, we see an increase in the social expenditures of the government in parallel with a needed increase in expenditures on infrastructure due to aging and neglect.??Bundling the construction risks with the operational and maintenance risks naturally pushes the private entity to increase the level of innovation and communications in the primary phase ( the construction phase) in order to develop future process based upon the innovation and communications utilized in the operation and maintenance phase of the project. This is true if contractual incentives are properly structured because “all revolves around incentives. In a world of ‘incomplete’ contracts, where it is difficult to foresee and contract about uncertain future events, it is important to get the incentive structure right” (Grimsey and Lewis, 2004).??The transfer of very expensive risks such as differing site conditions, schedule, design, construction, maintenance and operation costs from the public authority to the private entity.??The timespan of development and construction of a PPP project is usually shorter than the traditional procurement process (e.g. “ the I-595 P3 provided capacity improvements fifteen years sooner than a conventional plan would have offered. In Maryland, an innovative expansion of the Seagirt Marine Terminal in the Port of Baltimore was completed two years ahead of schedule due to the P3 model. As a result, the Port of Baltimore is only the second port on the US East Coast to have unrestricted access to both a fully functioning 50-foot channel and 50-foot berth.”)"

The Federal Bureau of Mines has obtained data by differential thermal analysis of the various minerals that represent the nation's resources in manganese. These data are supported by X-ray diffraction analysis, chemical analysis, mineralography, and optical mineralogy, and provide fundamental information on the response of each mineral to thermal treatment in oxidizing, reducing, and neutral atmospheres. The information can be applied advantage¬ously in the identification of manganese minerals. Its greatest potential value, however, lies in the application of the quantitative data on the reaction temperatures, rates, and products to the more efficient extraction of manganese from U.S. ores. Thermal analysis curves are presented for certain manganese minerals, namely hausmannite, bixbyite, braunite, pyrolusite, lithiophorite, cryptomelane, hollandite, manganite, rhodochrosite, and rhodonite. The original minerals and the products of their thermal decomposition were identified by X-ray diffraction analysis, supplemented by chemical analysis and mineralogical identification.

"Antioquia region, in Colombia, is considered one of the areas with the highest mercury contamination in the world due to its use in gold recovery through artisanal mining, emissions to the environment between 100 and 150 tonnes of mercury are estimated by year. Therefore it became necessary to develop a project in which it was proposed aim to empower traditional artisanal mining community, or in different areas, such as gold mining in the region of Antioquia, in the implementation of safe mining practices and environmentally sustainable, from the introduction of clean technologies, in order to prevent or mitigate the impacts generated by traditional mining on the environment and the communities involved. In order to achieve this training to traditional mining community developed and technical visits to artisanal mining were performed in order to optimize operating processes and promote safe mining practices. In the project more than 1400 artisanal miners were trained.INTRODUCTION In the developing world, a combined 30 million individuals extract more than 30 different minerals using rudimentary techniques. Gold is the preferred mineral extracted by artisanal operators due to its high unit value and its market price, which has increased almost sevenfold over the last decade (Veiga et al, 2014). The artisanal gold mining sector in Colombia has 200,000 miners officially producing 30 tonnes Au/a. In the Northeast of the Department of Antioquia, there are 17 mining towns and between 15,000 and 30,000 artisanal gold miners (M. Veiga, 2010) (Upme, 2014). This production, however, has caused environmental problems, including high levels of river siltation and mercury pollution (Veiga et al, 2014) (UPME, 2007) (Cordy et al., 2013). The mercury contamination in Colombia by artisanal gold mining has been recognized by a number of researchers and local authorities for over a decade estimated that the annual mercury emissions from artisanal gold miners in Colombia in 2007 were between 50 and 100 tonnes, however given recent gold value increases and gold rush activity, current mercury emissions are likely much higher. Colombia is likely the world's 3rd largest source of mercury emissions from AGM after China (240 to 650 tonnes of Hg/a) and Indonesia (130 to 160 tonnes of Hg/a) (Telmer and Veiga, 2008) and is the world's highest per capita mercury polluter (M. Veiga, 2010)."

This paper is the second of a series recording the results of tests made at various quarries throughout the United States to determine, (1) the relation between the size gradation of feed to, and product from, primary crushers; (2) the particle shape of crushed product; (3) the differences in gradation and particle shape produced by different tries of primary crushers; and ( 4) the differences in gradation and particle shape caused by crushing different kinds of stone. Primary crushing has received comparatively little attention in the technical literature in spite of tine fact that the design of the whole crushing plant should be correlated to the performance of the primary crusher.

The purpose of this study is to provide data that demonstrates that the Alcoa flash calciner design can be used for the decomposition of AlCl3?6H2O to A1203. Heat and material valance data for calcination provides data on the partial pressure of HCl in the off-gases. Experimentally determined data for the HCl partial pressure, over solutions expected in producing alumina from clay by the hydrochloric acid process, show that HCl can be absorbed from the off-gases into process solutions to effect crystallization of AlCl3?6H2O.

Application of dynamic simulation for a base metal processing plant is discussed. The plant receives ore of variable quality from two pits and blending had to be applied to maximise recovery. The plant employs multiple stage crushing, screening, dense media separation, two-stage milling, flotation and further filtration. Stockpiles and bunkers are used in the plant to cater for breakdowns and operating delays, the latter being appropriately incorporated in the model. A detail dynamic simulation model was constructed from the rock face to the filtration plant to assist the plant design, notably with definition of the ore blending method, sizing storage capacity and in-plant conveyors. The plant model was broken down to capital equipment items and various feed types and mass balances were tested to ensure that the production target is met. The dynamic simulation tested the proposed blending method, identified bottlenecks, produced risk profiles for all strategic storage facilities and overall helped minimise the project risks and improve confidence in the plant design. At the Hanna No. 4-A mine of The Union Pacific Coal Co. a new system of trackless mining is being utilized to extract a 26-ft coal seam. By using shuttle cars and a conveyor belt for haulage in the rooms and panel entries instead of pit cars and panel hoist a saving of 12 cents per ton is expected. Mining is conducted in a 26-ft coal seam laid down on a synclinal structure with active workings on a pitch of approximately ten to twelve degrees. The coal seam is interbedded between a shale bottom and sand- stone top. The coal is friable, high in moisture, and subject to spontaneous combustion. The mine is rated gassy by the State Coal Mine Inspection Department. Mining is conducted at the present time by unbalanced rope haulage an main slopes spaced on approximate 4300-ft centers with the three-entry system driven to boundary lines, strike entries being turned on approximate 1300-ft centers. Panels are driven to the rise between entries at approximately 750-ft intervals with panel rooms driven on the strike 500 to 600 ft long, leaving 150 ft of barrier pillar between each block of panel rooms.

Case histories were used to document and evaluate deficiencies in underground mine closures which have resulted in post-operation problems such as subsidence shaft failures, acid or toxic water drainage and others. Three different underground mining districts in the United States were investigated; 1) an iron mining district in Michigan 2) coal mining districts in eastern Ohio and southern Illinois and 3) three metal mining districts in central Colorado. Previous work in the Michigan district on problems with subsidence and acid water drainage provided the background from which the concept for this project was developed Student investigators working towards their MS degrees in Mining Engineering did the work on the eastern coal and western metal districts. The combined studies show that problems from acid water drainage, subsidence and inadequately protected mine shafts are the most severe and widespread. Suggestions of a technical nature are presented as partial solutions to some of these problems. It was determined that pre-closure evaluations could result in the identification of some potential problems that may occur after the mine is closed. Early recognition of these problems would be an advantage for at this time more options are available to the mine operator to either prevent them or to plan for their occurrence. Mine closure and reclamation should be considered as a part of mining and be incorporated in the mining plan. This would result in reduced environmental impact and would be achieved at a lower overall cost to the mining companies and to society. The role of water in the occurrence of several types of subsidence during mine flooding was significant at some mines in the Michigan district. These mechanisms which involve, friction reduction, gravity loading, overburden transport and hydraulic forces in a flooded mine probably have a broader effect than is currently recognized. Control of these processes may offer some interesting options during mine closure. It is recognized that technical solutions alone cannot provide all of the answers to problems associated with underground mines. Education, modified attitudes on the part of regulators and operators, and a more realistic perception of the importance and value of mining by the general public are also needed.

During the 1980s and early 1990s, the South African coal industry experienced a series of methane explosions in which well over 200 coal miners lost their lives. In addition, a fire and an explosion in the gold mining sector claimed a further 240 lives. These tragic incidents resulted in the establishment of a research facility at Kloppersbos dedicated to explosion and fires research and the funding of an extensive research program, and almost certainly influenced the government of the day in its decision to establish, in 1993, the Leon Commission of Enquiry into Mine Health and Safety. The results of this focused research program, the wide-ranging recommendations of the Leon Commission and the determination of the coal mining industry to improve its safety record all combined to result in the past 20 years without a major explosion.This paper lists some of the research outcomes and, through three case studies, illustrates what can be learnt from investigations following explosions. The paper concludes with an evaluation of some of the findings of the Royal Commission on the Pike River coal tragedy. Many of the Commission’s conclusions are pertinent and relevant to the coal mining industry worldwide and their implementation could significantly improve coalmine safety; however, a careful study of the available facts indicates there could well be an alternative explanation of the source of the methane, the location of the ignition and the size of the explosion at the Pike River coalmine.CITATION:Phillips, H R, 2015. Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. G.M. Philip and D.F. Watson The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write : "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accu¬mulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common. ? Kim Before replying to the comments by Philip and Watson, it is desirable to establish the original perspective of our paper, which was intended primarily for the practitioners of mining who possess a working knowledge of ordinary kriging. The paper tried to convey the following practical points: (1) there are circumstances in which one observes negative weights, (2) illustration of circumstances under which one can expect negative weights, (3) should one obtain a negative estimated grade, one can resort to elimination of negative weights using the technique outlined in the paper, and (4) one could normally select only the first layer of surrounding assays to estimate the block grade. Under such a perspective, most of the comments by Philip and Watson are irrelevant and misdirected. For example, the practitioners do not find it difficult to "interpret" the results of ordinary kriging, as evidenced by the fact that they have been using the results for nearly a decade. Nor are the practitioners concerned with discontinuities in estimated block grades due to changing neighborhood of assays during kriging. What matters to the practitioners is the fact that kriging does provide the best estimate among all the estimation tools available to them as of today. ?
