THE Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the com-position as shown by proximate analyses. To these, when required, are added the fusing temperature of ash, Hardgrove grindability index, and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 4 issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of delivered coal and "tipple" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) are valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

During the past two years the Bureau of Mines has issued a series of mimeographed reports giving the results of research work and experiments conducted as part of its war minerals investigations. In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. Electric smelting of domestic manganese ores, by H. W. Gillett and C. E. Williams. 11. Use of manganese alloys in open-hearth steel practice, by Samuel L. Hoyt. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

The 53 countries that constituted Africa in 1992 accounted for a significant portion of total world output of a number of mineral commodities. However, the continent's total output for a number of major mineral commodities declined relative to the volume produced during 1991. (See tables 1 and 2.) The most conspicuous declines in mineral production from 1991 to 1992 were for cobalt and copper (declines of 28.6 % and 23.4 %, respectively), which could be partially attributed to mining and metal processing difficulties caused by political and economic disruptions in Zaire and for uranium (12 % drop), for which much of the continental production decline was ascribed to Namibian cutbacks in response to lower world prices. The severe regional drought also adversely affected the mineral industry in a number of sub-Saharan nations.

Dielectric constants and dissipation factors were measured by the Bureau of Mines for 13 simulated lunar rocks over the 20-to 100-megahertz frequency range by means of the susceptance-variation method. Measurements were made at room temperature and normal atmospheric pressure. Results are presented and some comparison is made with data reported by others. The rocks used include a broad range of physical characteristics and chemical compositions from the large areas of volcanism in Oregon and northern California, and two nonvolcanic types. These rocks make up a suite of rock standards used by a group of laboratories engaged in lunar research. The data presented will add to the basic scientific and engineering knowledge needed to utilize extra-terrestrial mineral resources for support of future space missions.

Low-enthalpy geothermal groundwater resources occur at relatively shallow depths in the Upper Cretaceous/1'ertiary sedimentary sequence in the on-shore Gippsland Basin. The main stratigraphic unit containing hot groundwater is the Latrobe Group. Groundwater temperatures in the range 30 to 70¦C have been recorded from depths between 500 and 1000 m. The hottest groundwater is in the Latrobe Valley and Lake Wellington depressions. Geothermal gradients in these areas range from less than 2¦C/100 m to over 10¦C/100 m (compared to a world average of about 3¦C/100 m). A number of theories have been advanced to explain the geothermal anomalies including exothermic reaction such as oxidation of coal, mixing with deeper, hotter groundwater and high geothermal fluxes along fault zones. Variations in geothermal gradients can also result from type and thickness (and hence thermal conductivities) of the sedimentary pile, depth to consolidated basement rocks, and influence of groundwater flow patterns including proximity to recharge zones. The hot groundwater in the Gippsland Basin has substantial potential as a source of energy for direct heat applications such as process heating, space and water heating for buildings, and agricultural and aquaculture. Geothermal energy has a number of environmental advantages over traditional sources of energy. It is clean, safe, causes minimal land disturbances and in most cases is naturally renewable.

"The technologies used in the mineral processing of ores are being increasingly applied to the identification and remediation of metal contaminated industrial, military and landfill sites. The objective of mineral processing treatment of contaminated site material is to restore the value of the land and to concentrate the contaminants into a very small volume of separated material which, depending upon its nature, can be further processed, marketed, or sent to a landfill. A systematic characterisation of the site material is first undertaken. Bench and pilot testing follows to evaluate criteria for metal separation. The testing may examine one or more physical or physico-chemical reprocessing methods, singly or in combination, for the remediation of the test samples. These mineral processing tests determine the % metal removal fiom the soil and the contaminants concentrated from the medium. The usefulness of mineral processing testing for site remediation flowsheet design and execution is illustrated by the case studies presented. This paper will present the test results of three case studies: an industrial site decontamination, the cleanup of a small arms firing range, and the reclamation of property within a landfill.INTRODUCTIONEnvironmental legislation and our society’s quest for a cleaner environment has led to the application of mineral processing expertise and technology for industrial site decontamination, military site cleanup and landfill reclamation. Although the required level of decontamination varies between jurisdictions, a site becomes a candidate for decontamination once the contaminant concentrations are found to exceed the Canadian Council of Ministers of the Environment (CCME) Interim Remediation Criteria for soil (decommissioning guidelines) or applicable provincial guidelines. The Galena mine is located astride the Polaris fault in the Coeur d'Alene district of northern Idaho. The surface installations are about a mile up Lake Gulch, the mouth of which is about 2.4 km (1 112 miles) west of the old town of Wallace. The mine had its beginnings when the first claims were located in the early boom days of the district in the 1880s and when the first underground ore bodies were opened up in 1917. During the ensuing 14 years, ore was mined from which were recovered 5.4 Mkg (12 million lb) of lead and almost 14.2 Mg (112 million oz) of silver. Workings consisted principally of a vertical shaft from surface to the 800 level and an offset underground shaft to the 1600 level, together with extensive lateral openings. High-grade silver-copper ore was discovered near the Silver Standard fault in the Sunshine mine, a few miles to the west, on the 1700 level in 1930. By 1937, the Sunshine and adjacent mines were producing silver-copper ore on a regular basis. In 1943 additional ore of a similar type was found along the Chester fault, to the east of the principal Sunshine workings. The interest of American Smelting and Refining Co. (renamed ASARCO in 1975) was aroused and the company's geologists determined that the Galena mine, idle since 1931, provided a geological environment in which similar ore might be found. After negotiations were initiated with the owners of the property, Callahan Zinc-Lead Co., the property in question was deeded to Callahan's wholly owned subsidiary, Vulcan Silver-Lead.

"The fly-ash problem of the smoke-abatement engineer - who now might well be titled, ""Smoke and Fly-Ash Abatement Engineer"" - starts with the necessity for him to know what fly ash really is, what plants really create it, and how much is being created. Fly ash in this connection may be defined as all solid particles emitted to the atmosphere as a result of the combustion of fuel.COMPOSITION OF FLY ASHMuch can be learned about fly ash by studying samples with a strong magnifying glass or, preferably, a high-power microscope. As an example, figure 1 is a photomicrograph of an underfeed-stoker fly ash weighing 23.7 pounds per cubic foot, which passed a baffle-type cinder catcher and was caught by a Cottrell precipitator. Figure 2 shows a similar fly ash made at a higher stoker rating and weighing 36.2 pounds per cubic foot. The lighter ash contains more light, unconsolidated ash than the heavier. In both instances some of the ash has been fused to a glass, as is indicated by the spherical particles resembling marbles; however, the heavier dust contains more and larger spheres. With the faster burning and higher air pressures occurring at the higher burning rates, more of the larger fused spheres reached the precipitator.Such studies of fly ash frequently make possible correct determination of its source. For example, the Supreme Court Building, one of the finest of the Federal buildings in Washington, was having considerable difficulty with fly ash from some outside plant. It was thought to come from a nearby apartment house. A fly-ash trap was installed there, and care was taken in the operation of their underfeed stokers. The fly-ash nuisance continued. Microscopic examination of the fly ash found about the building compared with samples taken from the stack of the apartment house showed to the surprise of the accusing building superintendent that the present source was elsewhere. By the same means, the source was found to be a plant about ore-half mile away."

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. Introduction Rock bolting is a general term that encompasses pinning, roof bolting, rib bolting, and cable bolting. Rock bolting contributes the highest nonproductive cost and is the most significant safety risk in mining today. Total installed bolt costs are now more than $20 per bolt. Rebolting or repair work doubles this. And bolting accidents account for about 30% of all fatal and nonfatal lost time accidents. It is only logical, then, for the mine operator to install the highest quality anchors possible. Every bolt on the market - tensioned, untensioned, full contact, or point anchor - has designed capabilities in axial, shear, and fluctuating ground conditions. Bolts will provide a designed support if material specifications and installation procedures fall within the manufacturer's recommendations. This also assumes that there are no unexpected geological or operational changes. Proper material specifications and installation procedures should guarantee the mine operator a quality anchor. To help assure this, the Mine Safety and Health Administration (MSHA), the US Bureau of Mines (USBM), and the AMC Manufacturers group developed stringent ASTM materials standards. These govern mechanical point anchor bolts and bolts using threaded and nonthreaded rebar. There are also minimum standards that suppliers must comply with in the manufacture of frictional bolts. However, most frictional bolt standards are based on the manufacturer's own specifications. It would be impossible to set uniform regulations on frictional bolts. Each bolt provides support in a slightly different manner and thereby requires different material needs. Quality Control In any case, material quality can generally be assured through tight order specifications and periodic quality control checks. The problem with installing quality anchors does not solely lie with the material. It includes all the events that occur from the time a bolt leaves a manufacturer to the time it is installed. The anchoring ability of any major type bolt can be affected by transportation, storage, mechanical performance of installation equipment, installation demands of the operator, proper drilling accessories, and local geology. Table 1 and Fig. 1 document the negative events that can affect each bolt and the degree to which it can be affected. Drilling a hole of oversized diameter, for example, is an operator controlled factor. It will adversely affect most bolts. An over-sized diameter reduces, or even eliminates, the anchorage capability of a mechanical shell. It will reduce the support capacity of a split set to nearly nothing. And it will cause a partial or incomplete grouting around the resin bolt. Frequently, due to bit wear, holes are drilled undersized in diameter and may not be properly cleaned out. In this case, it will be difficult for the operator to push the mechanical shell into the hole, thereby causing him to drill another hole. In cases where the bolt is obviously not providing anchorage, operators will probably drill another hole and place another bolt. Rock Bolt Regulations It is the situations where a bolt is improperly installed in the hole, but gives the appearance of a good bolt, that are frightening. In fact, some safety officials and engineers believe that only 50% to 60% of installed bolts are working. These bolts cause irregular ground load transfers in other bolts and overload them. This causes hazardous situations and overstressing. It is these bolts that fail prematurely 200 to 255 mm (8 to 10 in.) behind the face and possibly contribute to the high accident rate. The government and several manufacturers recognized the need to check the integrity of rock bolts. These programs are in different stages today. Four taconite plants were studied to establish the extent of hazard to plant personnel which exists based on long-term exposure to noise. The criteria for evaluation include the 90 dBA and 85 dBA summations of partial exposures. Data from extensive interviews were used to determine all work stations or locations which employees occupied and how much time they spent in ach location in a typical working day. Noise level measurements at every designated location were then made. By means of a computer program, these time and noise level data were us d to find the optimum noise reductions which would be required throughout each plant to meet both noise criteria. Subsequently, each plant was examined in detail so that the apparent sources of noise for each of the locations requiring noise reduction could be delineated. In tabular form, this report presents the hazardous locations for each plant, the existing noise level, the optimum noise reduction which would be required to meet the current and proposed laws, and the sources of noise which produce the existing noise level.

The Foundations of the Shear keys and alround cut off for Power House -IV of the Western Yamuna Canal Hydroelectric Project at Bhudkalan, Haryana were to be laid at a depth of 26M below the N.S.L and 24.4M below ground water table. The foundation of the drainage sump was to be laid at still higher depth, Viz 29.OM below N.S.L. The Sub soil at the site consisted of Gravel with some amount of sand. The laying of the foundation at such a great depth, at a large depth below the ground water table and that too under such difficult sub-soil conditions encountered a large no of Geotechnical problems-viz excessive seepage, side slope sloughing and sand boiling during excavation. Under the circumstances at the site, the modified foundation construction procedure i.e a battery of M. S. Troughs was placed in flowing water conditions and concreted thereafter, resulting in a sizable cut in dewatering and reducing a significant amount of time and cost of construction affecting a saving of crores of rupees at the state exchequer. Sheet Piling was used to prevent side sloughing in the foundation pit.

"The BHP Diamonds Inc. and Blackwater Group (Dia Met Minerals Ltd., Charles Fipke and Stewart Blusson) joint venture began production at Canada=s first diamond mine during the last quarter of 1998.Construction of the processing plant began in mid 1997. During the 1998 winter season, the heavy process plant equipment was delivered to the Ekati site, 300 km NE of Yellowknife, by the ice road. Towards mid 1998 the construction activities were complete and commissioning began. The mine officially opened in October 1998.Initial production of 9000 tpd kimberlite will be from the Panda pipe grading 1.09 ct/t at an average value of US$13O/ct.Processing starts with a gyratory crusher reducing the ROM kimberlite to 90% passing 15Omm before further reduction to minus 75mm in a WaterFlush crusher. The crusher product discharges into a 4m diameter x 7m long primary scrubber. After screening, the minus 75 +1 mm kimberlite is conveyed to a 250 ft feed bin ahead of the 1.7 m diameter x 1.1 m wide high pressure grinding roll. The HPGR produces 50% minus lmm in a single pass, the compacted flake product is dis-agglomerated in a secondary scrubber. The scrubber product is screened into a minus 25 +lmm heavy medium separation plant feed and conveyed to a 375t HMS feed bin ahead of two 150 HMS modules. Milled 270D ferrosilicon at a slurry density of 2.6 g/cc and HMS feed are pumped to three 420mm diameter cyclones. Heavy mineral concentrates, approximately 1 % of the plant headfeed, are pneumatically transported to the Recovery plant for final diamond recovery using wet high intensity magnetic separators and high intensity (attrition) milling prior to three stages of x-ray recovery. At full production, Ekati will produce approximately 2 kg/day of diamonds.This paper details the later commissioning phase and the first three months Oof operational activities during the build up to full production at the Ekati processing plant."

The report constituted a description and discussion of small-scale Preliminary studies. This great pyrrhotite or body has strategic value, inasmuch it contains considerable quantities of zinc, copper, and lead, as well as the iron rend sulfur. The recovery of the: copper, lead, and zinc, associated with certain of the pyrrhotite ore bodies, could augment our domestic supply of these metals.]

This paper presents the scientific framework underpinning the Resource Valuation and Optimisation Model (RVOM). The RVOM is a Real Options software package, which helps mine owners optimally plan their operations, understand their project risks, and make defensible valuations. This is achieved in the presence of both financial and physical uncertainty. The three key outputs from the RVOM are: Valuation, Optimal Decision and Probability of Decision, where a decision can include any combination of: normal operation, expanded operation, care and maintenance, and abandonment (and variants thereof). This paper presents a clear example of the RVOMs usage to a case-study gold mine.

"Co-rich ferromanganese crusts (Fe-Mn crusts) distributed on seamounts in the western Pacific are potential economic resources for cobalt, nickel, platinum, and other rare metals in the future. Evaluation and selection of a mining site can be established based on abundance and grade of Fe-Mn crusts in the site as well as topography that should be smooth enough for mining operations. Therefore, acquisition of shipboard echo-sounding and acoustic backscatter data are prerequisite to the selection of potential mine sites in addition to visual and sampling operations. Acoustic backscatter data can be used to locate crust-covered areas on a regional scale with the understanding of acoustic properties of crust through its correlation with visual and sampling data.During an expedition that took place from January to March 2014, KIOST collected geophysical and geologic data to assess the resource potential for Fe-Mn crusts on three seamounts (guyots) in the Western Pacific. In OSM11, one of the three surveyed seamounts, three camera tows were performed to observe the distribution of Fe-Mn crusts on the summit and slopes of the seamount. Although sediments of various thicknesses generally cover most of summit region of OSM11, several regions with high backscatter signals occur on the periphery of the summit. The occurrence of Fe-Mn crusts, observed during the camera tows, on those high backscattered regions suggests that the backscatter signals of shipboard multi-beam sonar can reflect changes in the geology of the seafloor from sediment layer to Fe-Mn crust deposits. The Fe-Mn crust deposited around the summit region is worthy of notice because of its topographic characteristics, including shallow depth, flat or gentle inclined surface, and smooth relief, which are more suitable for mining operation compared to the flanks of seamount."

A site-specific blasting model has been developed for the Asarco Mission mine. The main inputs to the model are the in-situ block size (F80), the post-blast fragmentation (P80) and the intact tensile strength (To). The output from the model is the specific blast energy (ESE). Modern techniques are being used to obtain the input parameters for the site-specific blast fragmentation model. In particular, image processing software is used to obtain both the in-situ block size and the post-blast fragmentation, and the Schmidt hammer is used to obtain the tensile strength at numerous locations throughout the rock mass. An initial model was developed using five test shots in one area of the mine that contains Argillite and is relatively homogeneous. This also included calibrating Schmidt hammer readings against actual Brazilian tensile measurements. The model for Argillite will be updated as more tests are conducted, and the model will be extended to the other four primary rock types at the Asarco Mission mine.

Three categories of cutoff wall and barrier construction technology (excavated cutoff systems, in situ techniques, and driven cutoff systems) are presented and parameters for evaluating their design and construction are discussed. The information presented was compiled from the opinions of practicing engineers and construction specialists from the DFI Slurry Wall Committee.

As part of the broad program to improve the safety of underground coal mines, the Pittsburgh Mining and Safety Research Center sponsored several detailed studies on the inhibition of coal dust-air explosions. The present study was one of these. The goal of the research was to advance the development of improved coal-dust explosion inhibiting agents by determining, on a laboratory scale, the basic chemical processes involved in the inhibition of coal-dust flames by dry-powder agents. B. Our Approach Neither the basic molecular processes involved in coal combustion, nor the molecular mode of action of dry-powder agents, are known with certainty. Our approach, therefore, involved the direct determination, by sampling techniques, of species behavior in small, aerodynamically simple flames. To further aid in separating behavior of coal and dry-powder inhibitors, the latter were studied in CH4-air flames.

Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.
