The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased or decreased), and provides a bridge where possible from the old Schedule A classification sys tem to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

DURING the past two decades considerable progress has been made in the art of manufacturing heater alloys. The conventional iron-chromium-nickel alloys have been improved by the addition of small quantities of other elements. Up to the present time, to our knowledge, there has not appeared a systematic study of these alloys where the newer tools of investigation have been brought to bear on the problem. It is not yet clear what roles the additional elements play in increasing life time in usage. As a first approximation one might guess that elements such as manganese, silicon, zirconium, calcium and aluminum would aid in the formation of a protective film on the alloy surface, thus retarding the oxidation rate and increasing lifetime. If these additional elements do form protective oxides in the outer surface of the oxide film, it may be possible to identify them by means of reflection electron diffraction. It is also possible that the additional elements may not diffuse to the surface but may remain at the interface between the oxide and the metal. Then, too, the major elements in the alloys undoubtedly form oxides which are stratified on the surface. If the minor elements concentrate in a layer in contact with the substrate where they undergo oxidation and if this oxide film offers resistance to the diffusion of iron, chromium and nickel ions, then the lifetime of the heater element might be expected to increase. It is also possible that preferential reduction in the diffusion rates of the several ions may Occur to such a degree that oxides may form in the body Of the film and On the outer surface which are different from those that would normally form if the additional elements were not present. The use Of transmisson electron diffraction may aid us in jnterpreting these phenomena. UP to the Present time all Of the factors which influence the lifetime of a given heater element are not definitely known. Among these are: (I) The rate of oxidation of the alloy. This may be dependent upon the composition and the physica1 state of the "alloy. (2) The stability of the structure of the coating which forms. Transitions from one structure to another or solid phase reactions resulting in a change of composition may occur. The tendency of the film to adhere to the substrate when heated and cooled successively will be important. (3) The evaporation of various constituents from the alloy such as the remova1 of carbon by Oxygen in a decar-burization reaction. With these possibilities in view, an electron diffraction study of the oxides occurring on six different nickel-chromium alloys was undertaken with the hope that the results of this study could be correlated with oxidation rate studies as determined by means of the vacuum microbalance method1 and with lifetime tests carried

Novel flotation reagents were developed to improve the flotation of coarse particles. Laboratory tests conducted on an anthracite coal sample from Kyung-Dong Coal Company, Korea, showed that the reagents can successfully clean 2?3 mm top-size materials. Pilot-scale tests conducted on a 1.41 mm x0 coal gave substantially better results than those obtained using kerosene as collector. The pilot-scale test results were used to develop a flowsheet, in which the 1.41 mm x0 fraction is cleaned by flotation and the 4 x1.41 mm coal is cleaned by single-stage spirals. The performance of this circuit was compared with another flowsheet, in which the 0.5 mm x0coal is floated using the conventional flotation reagent, with the 4 x0.5 mm material being cleaned using two separate spiral circuits. The performance of the two flowsheets was compared by computer simulation. The results showed that the flowsheet consisting of the coarse particle flotation circuit can give substantially higher yield sat a given product grade. Lightning Ridge, Australia, is the largest opal producing area in the world. Most opal is mined from shallow underground mines by individuals or small partnerships with the industry having been protected from large-scale development to date. The safety performance of opal mining has lagged both general mining industry standards and community expectations. The application of geotechnical analysis to the opal fields has the potential to considerably reduce injuries and fatalities. With consideration of the local culture, preliminary geotechnical analysis has been applied to some current methods of work utilised at Lightning Ridge. Practical solutions have been advocated and are presented in this paper. Improvements to safety generated by these practical solutions indicate that further geotechnical research at Lightning Ridge is warranted and would be beneficial.

The paper deals with the technologies required for opening up anew idealized ultra-deep level mine. First the overall philosophy of accessing ore at ultra depths is discussed. Then the individual technologies which will be required are explored. Finally a detailed overview on one of the key technologies, namely tunnel support, is given. Because this project is still in its infancy, few definitive answers are provided; instead each of the envisaged technologies are briefly discussed, with emphasis on those which require the element of speed for rapidly accessing the ore body.

Low displacement fault zones often comprise a mesh of interlinked faults, extensional-shear and purely extensional vein fractures. Hydrothermal mineralisation localised around such structures testifies to their importance as conduits for fluid flow. Mesh structures are most commonly developed in situations approximating bulk pure shear but predominantly simple shear meshes also occur. They appear to develop through the infiltration of pressurised fluids into a heterogeneous rock mass with varying material properties. In some circumstances, mesh formation appears to be a precursor to the development of major through going faults. Mesh formation generally involves hydrofracturing (Pf > s3, at least locally) and the condition Pf ~ s3 to be maintained for the mesh to remain a high permeability conduit, requiring fluid over pressuring at other than shallow depths in extensional-transtensional regimes. The volumetric character of earthquake swarm activity appears to result from the passage of hydrothermal fluids through mesh structures, representing a form of distributed fault-valve action along suprahydrostatic hydraulic gradients arising from magmatic intrusion, compaction overpressuring, metamorphic dewatering, etc. Fluid redistribution in the crust is influenced by maximum hydraulic gradient (not necessarily vertical), by existing permeability anisotropy arising from bedding and other forms of crustal layering, and by structural permeability developed under the prevailing stress field. Strong directional permeability develops in the s2 direction, parallel to fault-fracture intersections within the mesh and orthogonal to fault slip vectors. In particular tectonic settings, stress-controlled permeability allows strongly focused flow through fault-fracture meshes with high potential for mineralisation. Favoured localities for mesh development include short-lived link structures along large-displacement fault zones such as dilational jogs, lateral ramps, and transfer faults.

X-ray Computed Tomography (CT) is a nondestructive imaging technique, and its efficiency is widely recognized. In the present paper, X-ray CT is successfully applied for the visualization of water permeation process in rock. A new experimental technique using a tracer, which mainly consists of Potassium Iodide (KI), is proposed, together with the analysis method of the velocity field. The permeation process and the velocity field in rock are concretely visualized and analyzed by considering the conservation of mass of the tracers. La tomographie calculée aux rayons X est une technique de la prise d'images non-destructive et son efficacité est largement reconnue. Dans le présent exposé, la tomographie calculée aux rayons X Radio est appliquée avec succès à la visualisation du procédé de perméation de l'eau dans la roche. Une nouvelle technique expérimentale, se servant d'un identificateur principalement constitué d'iodure de potassium (KI), est proposée avec la méthode de l'analyse du champ des vitesse. Le procédé de perméation et le champ des vitesse dans la roche sont visualisés concrètement et analysés en considérant la conservation de masse des identificateurs. Röntgen-Computer-Tomografie (CT) ist eine nicht-destruktive Bildverarbeitungstechnik, deren Effizienz weit anerkannt ist. In der vorliegenden Arbeit wird Röntgen-CT erfolgreich für die visuelle Darstellung des Wasser-Durchdringungsvorgangs im Fels eingesetzt. Eine neue experimentelle Technit mit einem Tracer, der hauptsächlich aus Kaliumiodid (KI) besteht, wird vorgeschlagen, zusammen mit der Analysemethode des Geschwindigkeitsfelds. Der Durchdringungsprozess und das Geschwindigkeitsfeld im Fels werden konkret visualisiert und analysiert, wobei die Bewahrung der Masse des Tracers berücksichtigt wird.

The Dundee Precious Metals Tsumeb Smelter has evolved over the last decade to meet the challenges and opportunities brought about by a changing copper concentrate market, technological advances, environmental legislation as well as social and political changes. The paper discusses some of the challenges, successes and lessons learnt through the expansion and modernization of its smelter complex. It considers the details and impact of the transition from slag granulation to that of slag slow cooling as well as the improvement program that was implemented to more than double the refractory campaign life of the Ausmelt furnace from around 6–9 months to 15–18 months. In addition, given the evolving world we live in, it considers the challenges that the smelter faces today, not the least of it being how to remain relevant in an age of digital and other 4th Industrial Revolution disruptions. INTRODUCTION Dundee Precious Metals Tsumeb (DPMT) Smelter is located just outside the town of Tsumeb, in the Oshikoto region of Namibia. It is the largest town in the region with a population of approximately 45,000. The smelter was built in the early 1960s to treat concentrate from the nearby Tsumeb copper mines. Construction of the site was completed in 1962 and the smelter was officially commissioned in 1963 by Tsumeb Corporation Limited (TCL). At the time the smelter consisted of a lead section (including a refinery), a copper section and plants that produced cadmium, sodium antimonite and arsenic trioxide. Production commenced in early 1964, with 3,500 tonnes of copper and 6,000 tonnes of lead being produced per month. TCL was acquired by Gold Fields South Africa in 1988, and a few years later the lead section was shut down due to reduced lead content of the mined ore. In mid-1996, all mining and smelting operations were halted due to labour strikes. Ongopolo Mining and Processing Limited (OMPL) re-opened the mines and the smelter in 2000, only operating the copper section of the smelter. At the end of 2008, all mining operations were halted by the new owner of OMPL, Weatherly Mining International, while the smelter continued to operate. The closure of the Weatherly owned mines in Namibia, the primary feed source to the Tsumeb Smelter, meant that the smelter had to transition its business model from operating as a ‘captive smelter’ to that of a ‘toll smelter’. Its Ausmelt Top Submerged Lance (TSL) smelting technology and various ancillary plants made it especially suitable for accepting and treating complex concentrates that were available on the global market.

The exploitation of stone (trachyte) at the ?Srebro? open pit mine, located on the northern slopes of the Fru?ka Gora National Park (Serbia) central area begun in 1964. Stone exploitation in this locality does not endanger the environment in an ecological sense, does not pose a threat to plants and animals, and apart from the terrain configuration changes, it did not leave behind permanent consequences to the environment. Projects for permanent cessation of mining operations and for land reclamation and spatial arrangement were completed in these circumstances. The paper gives a short review of the condition at the open pit mine; furthermore, the key problems and basic demands are presented, together with a concept of technical and biological land reclamation and the spatial arrangement of the mining complex. Estimates for South Africa?s coal recoverable reserves made in 1999range from nine to 59 billion tons; latest estimates by the Minerals Bureau suggest that 33 billion tons is a more likely figure. As much as 70% of that coal is located in the Waterberg, Witbank, and Highveld coalfields, as well as lesser amounts in the Ermelo, Free State and Springbok Flats coalfields. However, the Witbank and Highveld coalfields are approaching exhaustion (estimated 9 billion tons of recoverable coal remaining in each), while the coal quality or mining conditions in the Waterberg, Free State and Springbok Flats coalfields are significant barriers to immediate, conventional exploitation. New extraction technologies, technologies exploiting the energy content of the coal in situ, as well as suitable uses and markets for low-grade, high-ash coal are required before the country can utilize its admittedly vast coal resources. Major challenges for exploiting some Limpopo province coalfields are severe water shortages, insufficiently developed infrastructure, fragile environments and poor roof conditions due to the depth and complex geology. In the Central Basin (Witbank, Highveld and Ermelo coalfields) technical innovations for thin seam extraction, economic mining of both pillar coal and intrusion-fragmented resource blocks and the utilization of lower-grade coals are required. The success of the fluidized bed combustion technology is necessary to utilize the low-grade coals of the Free State and Molteno coalfields, while environmental exemption for past problems, together with strategies for mining small, disjointed thin-seam resource blocks, is required in KwaZulu-Natal. Clean coal technologies, coal cost and quality, environmental considerations, sustainable development, the growth of the South African economy and Government?s regulation of the electricity industry are the main challenges to the continued use of coal as South Africa?s primary energy source.

Strata III is a full-spectrum roof control system which provides the mine operator the ability to upgrade his roof control in place. The procedure is easily adaptable with current roof bolting techniques. To use the system, the operator starts by installing a special hollow core mechanically anchored roof belt during the roof bolting cycle. This bolt can be upgraded to a fully grouted tensioned rebar bolt by injecting StrataGee G-300, a special polyurethane grout, around the bolt through an injection port in the roof plate. This same bolt can then be used to inject RokLok binders for roof consolidation by pumping the binders through the core of the bolt. This concept in roof control was developed to provide the mine operator a flexible way to maintain roof control in areas which deteriorate over time, or must be kept open for long periods of time. Possible locations of use would be: longwall set-up rooms, recovery rooms, headgates, intersections, and belt entries.

Because of their chemical reactivity and affinity for oxygen, rare-earth elements are difficult to extract, and due to their close chemical similarity, it is an exacting task to separate one from the other. Nevertheless, these same characteristics can be used to benefit other metals by enhancing their resistance to high-temperture oxidation/corrosion and by inhibiting their corrosion in aqueous environments. This paper gives an overview of the use of rare-earths: [a] as alloy additions, [b] in coatings, and [c] when added to hostile environments, to retard rates of high- temperature oxidation and inhibit aqueous corrosion.

A gravimetric method for measuring rates of capillary rise in powders was explored. Methods to improve reproducibility and consistency of the results were investigated. In particular, the effects of particle size and packing uniformity were addressed. Studies of the wetting behavior of both spherical glass beads and irregularly shaped synthetic graphite particles by various organic liquids were carried out. Standardized procedures for bed preparation are described. The applicability of the Washburn equation for surface energy evaluation in such systems is discussed.

Paper written on project work carried out in partial fulfilment of B. Tech (Mining Engineering) degree The purpose of this study is to establish whether to mine the Bottom of Pit (BOP)/TOB 4 reserve before the commencement of the Block Cave or whether this should be disregarded and the reserve be extracted at the end of the life of the Cave. The primary goal of this report is to investigate and propose a practical mining method to safely extract the reserve given the set constraints. This report quantifies the additional revenue the TOB 4 will contribute to Finsch?s overall NPV thus enhancing Finsch?s business case and strategically enhancing the SBP. Several underground mining options have been investigated. The proposed mining method includes the installation of a series of extraction tunnels below the TOB 4 reserve from 53 level, with a slot access tunnel system. Ground will be loaded by LHDs from the draw points and tipped into 50-ton dump trucks at a transfer point, from there the ground will be transported to 53 level No. 1groundpass where it will join the existing ground-handling system. Primary development is scheduled to begin October 2002 and last for a period of approximately 7 months until early April 2003.The production is broken into 4 phases. Phase 1 is scheduled to begin mid-April 2003. The final production phase will be completed by November 2005. The production scheduling has been designed in order to remain ahead of the Block 4 undercut in order to ensure stability and safety. Due cognisance was taken of the health and safety of all employees concerned during the design of the mining and ground-handling processes for the Bottom of Pit. As far as is reasonably practicable, the BOP was designed and will be constructed and equipped to provide conditions for the safe operation of machinery and a healthy working environment for people underground. Relevant requirements of the Mine Health and Safety Act regulations pertaining to mining operations have been identified and adhered to during all phases of the design process.

This study deals with the presentation of the mechanized longwall mining project introduced some years ago to increase productivity and output of Aegean Lignite Establishment (ELI) owned by Turkish Coal Enterprises (TKI.) and the comparison of this method with a planned alternative new mining method called ?shortwall mining? where continuous miners will be introduced as primary coal excavation machines. Following the planning phase, production costs have been calculated for both mining methods on the basis of a panel having a height of 7.5 m. In addition to cost analysis, both methods have been evaluated using ?the multi-dimensional objective system?. In this evaluation the value synthesis has been carried out according to scoring models. Lastly, the advantages and disadvantages of both production methods have been stated by analysing them according to related criteria. In the light of outputs gathered from the analyses, it has been determined that the shortwall mining method will out perform the longwall method. "The operations of Bethlehem Copper are situated in the south-central interior of British Columbia at an elevation of 4900 feet above sea level. Main road and rail transportation systems pass through Ashcroft in the Thompson Valley, which is 28 miles by road from the minesite. The operation was the first low-grade open-pit porphyry copper mine in British Columbia.The minerals are chiefly chalcopytite and bornite, while the rock is principally feldspar and quartz. In the outer fringes of the orebodies some pyrite is present. Average grade of mill feed is 0.55% copper.History of Milling Operations Production commenced in December 1962 at a rate of 3,000 tpd in a plant that comprised two-stage crushing followed by rod and ball milling. Production ratings were increased to 6,000, 10,000 and 12,000 tpd by the addition of a further stage of crushing and more rod and ball mills. When the last expansion was completed tonnage throughput exceeded the 12,000 ton designed rate and was stabilized at 15,500 tpd.However, recovery did not meet expectations at the expanded rate because of coarse flotation feed. Capacity in the rod mill circuits exceeded the subsequent fine grinding capacity, resulting in poor liberation. Studies were initiated to improve recovery without decreasing throughput.Description of Operation Prior to Pebble Milling Crushing with primary, secondary and a closed tertiary stage proceeds at a scheduled 20.5 shifts per week. Fine ore screened on 1/2"" x 4"" apertures is stored in a 30,000-ton bin ahead of two 12.5' x 15' rod mills. Rod mill discharge joins secondary ball mill (one 10.5' x 14' and one 11' x 14') discharge for classification in a single 50"" cyclone which closes the secondary mills. Overflow from this cyclone is split between three third-stage ball mill-pump-cyclone circuits (two 11' x 14' and one 12.5' x 15'). Prior to addition of the two pebble mills the flotation feed was produced by this three-stage grinding system. Grinding criteria are shown in Table I."

A mathematical model for bioleaching at the agglomerate scale is developed. The agglomerate is defined as a unit volume of a heap which contains a solid phase (a size distribution of ore particles), a liquid phase (stagnant and flowing leaching solution) and a gas phase (flowing air and air pockets). Leaching at the level of an ore particle is modelled using a diffusion-reaction equation, and oxidation by attached and detached microbes is treated separately. With the aid of the mathematical model, the effect of particle size distribution on the bioleaching of an ore containing a mixture of chalcocite and pyrite, and a culture of iron oxidizers, is investigated.

This paper deals with the concept of a Quality-Assurance Manual, to the ISO-9001 Level, for quarry blasting in the urban environment. A case history of the incident, which led to its development, is presented in addition to three other case histories. These case histories are related to the potential effectiveness of a well thought-out and applied Quality-Assurance Manual in the conclusions. The basic principle, behind the development of a Q-A manual, is to supply a maximum of quality assurance with a minimum of disturbance to the operation of the quarry. This requires that every intervener in the quarry blasting operations, from management to labourer, be made responsible for the quality of their work. This basic goal can be achieved with a minimum of paper work and added bureaucracy. The manual respects the ISO principle that: Q-A Manuals are not recipe books and should allow for continuing technological developments.

In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10?40 km in length. These road networks are often not optimally designed and maintained and as a result, identifying and remediating road functional defects is problematic. Most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. This paper presents a haul road maintenance management system which utilizes an assessment of rolling resistance based on a functional performance evaluation of a haul road, together with mine haul truck operating cost models to derive the optimal frequency of road maintenance. A typical application is presented which illustrates the potential of the technique to manage maintenance as and where needed with resultant reduction in total road user costs and an improvement in service provided for the road user.
