This report and associated deliverables is the culmination of a comprehensive literature survey, data collection and identification of over 500 metal/nonmetal active mines/mills/smelters (over 50,000 tons per year, TPY, production) in the contiguous 48 states. The main purpose was to compile an inventory of the mine/ mill/smelter waste tonnages, thus forming a data base for future research and development in improving waste management and waste disposal techniques in the metal/nonmetal mining industry. The study specifically excluded sand and gravel, sulfur, granite and any commodity that leaves basically no waste when mined and/or milled. The coal waste inventory is the subject of another report. The study provided for locating, mapping. encodating and digitizing all the mine/mill/smelter information made available throughout the nation as well as the climatological, land use, topographical, ecological and vegetative data. Mine/mill/smelter information also included (where possible) acreage and/or volume, mining methods, primary ore and gangue minerals, waste composition and haulage methods and distance hauled. Finally, a discussion is provided concerning present and potential uses of various types of tailings, as well 8S recommending possible R&D in addressing problem areas in waste disposal techniques and management.

The microstructural relationships in dolomitic fluxed taconite pellets were studied. The influence of basicity (in the range 0.75 to 2.1) and firing temperature (to 1340°C) on the grain structure, macrostructure, and mineralogical phase relationships are described. Extensive slag bonding of hematite grains begins at temperatures between 1220 and 1230°C, and results in fundamental changes in grain structure. Successive temperature increases result in little change in grain structure until 1340°C, when extensive coalescence of the hematite grains begins.' Increasing flux additions have little effect on grain structure but greatly influence pore character. The compressive strength decreases with increasing flux addition, increases with increasing firing temperature, and is related to the macrostructure of the pellet. The compositions of the slag phases are represented on the CaO-Fe2O3-SiO2 phase diagram, and the compositional path of slag development is described.

This Bureau of Mines report describes a simple fire-retardant treatment for wood. The treatment involves preheating the wood surface at high heat flux (~0.6 cal/cm2 sec) to form an in situ surface char layer (~3 mm thick) on the wood. Laboratory-scale fire tests show that the precharring technique improves the fire-resistance of virgin wood by decreasing and delaying generation of volatile gases through thermal insulation effect of the surface prechar layer.

An inventory was made by the Bureau of Mines of wastes of mineral origin, water requirements, treatment of wastes, and water treatment practice of 163 industrial installations in the Lower Missouri River Basin. This is the second and concluding report on the survey, conducted in cooperation with the Missouri Basin Field Committee of the Department of the Interior as part of the Missouri Basin project. Principal industries covered by this second report are: Sand and gravel, coal, meat, ice, brewing, paint, petroleum, chemical, fabricated metals, and a number of industries having either no waterborne wastes, or none of mineral origin. Gravel, sand, and silt from 47 producers are the major wastes, totaling 6 million tons annually, Coal mine wastes in the form of slurried solids from washing crude coal are second in volume, totaling 100,000 tons per year. They contain an average of about 40 percent coal. Salt is the third largest waste, amounting to 28,000 tons per year, Next is calcium carbonate, most of which is formed in water treatments, Because of its high unit value, chromic acid is important, although the waste quantity is much smaller; cyanide wastes are also significant because large quantities of sodium hydroxide and chlorine are consumed in their treatments prior to disposal. The various industries discharging wastes use 38 billion gallons of water annually; the recirculation rate is 109 billion gallons per year. The plants discharging no waterborne mineral wastes use 2 billion gallons of water per year and recirculate more than 1 billion gallons. Sand and gravel plants use 13.5 billion gallons; petroleum refineries use 10 billion gallons in direct use and recirculate 82 billion gallons per year.

Technically competent, skilled and efficient people are often promoted into management and leadership positions, climbing through the ranks to senior positions without training or direction in soft skilling. These soft skills are what really motivate teams to achieve business goals. This paper looks at the three key soft skill areas that compel teams to follow leaders, namely manners, mentoring and motivation. Our manners control our behaviour and attitudes and operate at a subconscious level. The manners that æmaketh the manager worth followingÆ are discussed with the express purpose of bringing these to our consciousness. When we recognise those behaviours that alienate or inspire we can consciously behave in ways to lead our teams towards our goals. Our attitude to mentoring and developing people around us speaks of our commitment to our people and our industry. Surprisingly, the more we give the more we get. Mentoring gives us an opportunity to leave a legacy, inspire commitment and build support within the mining community. How do we as managers provide mentoring within our teams? What are the mentoring behaviours that inspire learning and commitment to a managerÆs goals? When managers can identify an individualÆs unique mix of motivational drivers, they can understand how to motivate them. And motivated people are more likely to be retained and work towards the managerÆs goals. The soft skills used to understand and motivate within the three core motivation drivers (competence, expression and treatment) are presented. This paper is designed to share straightforward soft skills for managers who have tread the technical route.

An electromagnetic (EM) system for the location of trapped mine workers at coal-mine (300 m) depths has been developed. The use of such a system in deep mines (1-km depth) requires transmission at extremely low frequencies (ELF) and a reduction in the effective noise level beyond that which can be obtained by acceptable Integration times. Automatic-noise-cancellation (ANC) techniques reduce the effective noise level by combining several received signals that contain correlated noise. Such signals can be obtained either from a remote magnetic antenna or a local electric antenna. During Phase III of this program, real ELF noise data were acquired and used to test the ANC algorithms developed during Phase II. The ELF noise data were obtained from analog recordings made by Develco under another Bureau-of-Mines contract. Digitization was accomplished by an ND converter that was added to a GMRR computer. Phase III tasks Included preparation of software for digitization, computer-computer communication, data processing, and statistical analysis. Useable data were obtained from eleven half-hour tapes containing noise from one axis of the primary antenna and three axes of the remote antenna. The overall average Improvement in SNR was 4.1 dB. However, the average Improvements for the Individual X, Y, and Z axes were 4.2, 11.9, and -1.9 dB, which roughly follow the observed noise power. Nonlinear processing was not effective with this noise.

The contract objective was to evaluate sources of airborne quartz and research control methods that would assist underground mine operators in complying with respirable dust standards which have been reduced because of quartz in the dust exceeding five percent. The work involved: Phase I -evaluate sources of quartz dust at the roof bolter work location; Phase II -evaluate the relationship between the quartz content of the coal and adjoining rock strata and quartz exposure at the roof bolter and continuous miner locations Phase III -conduct laboratory tests to determine performance parameters for roof bolter dust collector systems. The underground surveys for Phases I and II determined: (1) the continuous miner typically is the greatest source of quartz exposure for the miner and roof bolter operators when single-split ventilation is utilized, (2) a statistically significant relationship be­tween quartz content in face material and operator exposure was not determined and data suggested mining equipment and procedures may be more critical. The Phase III lab tests indicated the use of dust hog-type bits, filter cartridges, maximized collector airflow, and reduced bit rpm should be utilized to minimize dust liberation at the roof bolter.

The analysis of a machine-luminaire configuration is a time- consuming process requiring the construction of a machine mockup, installation of a designated lighting arrangement, and an extensive set of illumination measurements. This entire process, however, is well suited to computer analysis. By simulating the machine geometry and the characteristics of the desired luminaires, the incident light levels can be calculated at the required set of points. This Bureau of Mines paper presents a general description of the techniques involved in performing this simulation.

This final report describes the work accomplished under U.S. Bureau of Mines Contract #H0242011 - "Feasibility of Automated Rail Haulage Systems in Underground Coal Mines." The report outlines the base for the development and evaluation of automated rail haulage systems in terms of the service requirements for haulage systems in underground coal mines, and of the performance of existing haulage systems. A generalized automated rail haulage system concept is defined. A safety impact analysis of automating the mainline portion of the underground system indicates a 50% reduction in injuries and fatalities. A cost effectiveness (over the total life cycle) study for the system indicates a cost benefit can be obtained from implementing an automated rail system. The design specifications for the total automated rail haulage system - including subsystems and components -are developed, and the equipment types and general design approaches evaluated, with selections outlined. A detailed conceptual design for a prototype automated system is described. Conclusions and recommendations are presented, and a program plan devised for implementing a proto-type automated rail haulage system demonstration in an operating underground coal mine by 1980.

This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards. First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change In coal seam inclination. Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in. diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, production to 500,000 ton/yr can be achieved. The Miranda Pine Roadless Area Review and Evaluation (RARE II) study area (No. 5114) comprises 12,600 acres (5,100 ha) in Los Padres National Forest in Santa Barbara County, California, about 15 mi (24 km) east of Santa Maria (fig. 1). Mineral investigations are made by personnel from the U.S. Bureau of Mines on National Forest lands identified as Further Planning Areas in the RARE II program. The Bureau of Mines reviewed literature, mining claim records, and production files; examined the study area; and sampled mineral properties where appropriate.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. The Goat Rocks RARE II further planning areas contain no known mineral resources and have very low mineral potentials. County mining records show only one mining claim area; however, no mineralized material was found at the described location. Andesite suitable for building stone may be present, but similar material can be quarried more economically elsewhere. Several anthracite coal prospects are near the area, but the likelihood of finding an economic deposit of coal or other fuel is very low.

The metropolitan area of the Witwatersrand has grown up around the Witwatersrand gold mines. Most of the mines have now been abandoned, but deposits of waste material remain and have been surrounded, and in some instances covered, by urban and industrial sprawl. This paper describes the development of geotechnical measures for the abatement of air and water pollution from abandoned gold-residue dams in the Witwatersrand area. The measures include the stabilization of the surfaces of the dams to prevent wind and water erosion, the terracing of slopes to minimize erosion, and the construction of catchment walls and dams. The measures were developed in terms of the set of guidelines for environmental protection adopted by the Chamber of Mines of South Africa in 1979.

The U.S. Bureau of Mines conducted a laboratory study to determine what effect use of water-jet-assisted cutting has on frictional-ignition suppression. A single bit with a steel tip, installed on a rotating drum, repeatedly made 22-in-long cuts in a block of Berea sandstone. The drum was operated in an enclosure that contained an explosive methane-air mixture. High-pressure front-mounted water jets operating at 2,000 to 5,000 psig and low-pressure rear-mounted sprays operating at 80 psig were used; the number of ignitions that occurred with each type of spray was compared. The rear-mounted spray was more effective for preventing frictional ignitions than the front-mounted water jet.

"The Sangan iron-ore mines (SIOM) in Iran are located in a remote area, near the Afghanistan border. The deposit of SIOM is containing a geological resource of 1.2 billion tons of mostly magnetite with a Fe grade ranging from 27 to 61 %. The Iranian government plans a stepwise development of SIOM in cooperation with private companies to satisfy the growing demand of the Iranian steel industry. Sustainable development (SD) is an influential ethical concept in mining all around the world. However, a successful realization of a SD is not possible without a foundation on the core values and regarding the specific circumstances of the individual mining country. This paper introduces SIOM and describes SD activities undertaken during its development. From the early stages, these activities have been realized to secure the acceptance of the stakeholders in the region. To evaluate their effects, indicators could be filtered as the ones with the highest priority for the stakeholders. Moreover Islamic values and Iranian regulations and their influences on SIOM have been analyzed. Keywords: Iran, Sustainable Mining, SIOM, Evaluation, Islamic Values INTRODUCTION Mining Industry in Iran The Islamic Republic of Iran holds 68 types of minerals, including salt, sand and gravel, gypsum, chrome, lead, zinc, copper, coal, gold, iron etc., with 37 billion tons of proven reserves and more than 57 billion tons of potential reservoirs. Iran is ranked among the 15 major mineral rich countries (1). In accordance with the statistics published by Statistical Center of Iran (SCI), there were 5.316 active mines and 84.922 employees in the whole country in 2012-13 (2) and according to the statistics published by Central Bank of Iran (CBI) in 2011 the share of this sector in the Gross Domestic Product (GDP) of the country was 1.2 per cent (3). Sangan Iron Ore Mines (SIOM) The deposit of SIOM is one of the largest iron-ore deposits in Iran, also considered to be one of the Middle East’s richest deposits, which contains a total geological resource of 1.2 billion tons of mostly magnetite with a Fe grade ranging from 27 to 61%. It is located 300 km southeast from Mashhad, the capital of Khorasan-e-Razavi Province, and 18 km northeast of Sangan town, in Khaf County, at latitude N34°24’, longitude E60°16’ in the north-eastern Khorasan-e-Razavi Province, 30 km west of the Afghanistan border (4) (Figure 1). SIOM is owned by the Iranian Mines and Mining Industries Development & Renovation Organization (IMIDRO). IMIDRO intends to develop an open pit mine complex and supporting facilities in SIOM for the production of about 20 Mtpy of iron oxide concentrate and pellets in four developing phases (5)."

Results are presented of a census of the machines used in surface coal mines in the United States. The numbers of each machine type and model reported to be in use are tabulated for large and small mines in the Eastern, Central, and Western regions. Also tabulated are the average daily usage times of the major machine categories and the numbers of machines that have acoustical and other cabs. Projections of the total numbers of primary production machines are given. It is found that heavy tracked dozers and wheeled front end loaders constitute the most prevalent machine types, and that generally a very few models of machines made by one or two manufacturers constitute a major fraction of the population in each machine category. About 70 percent of all machines are reported to have some kind of cab, and about half of these are reported to be acoustical gabs; it is noted that acoustical cabs generally came into significant use since about the early 1970's. It is observed that the percentage-wise mixes of equipment types used in the various categories of mines differ significantly for only a few types of machines, notably for heavy dozers and loaders, and for haulers, highway trucks, and internal-combustion engine-powered shovels and draglines.

An overall summary and the individual reports of eight workshops to determine research and development needs in western mining ore presented. Problem areas are identified, and recommendations regarding priorities, funding sources, and prime movers are made. The objective of this contract was to identify research and development needs for advancing mining technology as well as health and safety measures for western U.S. Surface and underground mining. This was accomplished by convening a series of workshops where problems could be thrashed out by producers of trona, uranium, open pit copper, underground salt (from the Midwest and New York), underground metal and nonmetal, etc. In addition to problems, future priorities, funding, and the desicion as to who should be the prime mover on R & D were discussed.
