The site of the First Quality Tissue plant is located on a previous paper production facility in Lock Haven, Pennsylvania. The new development, which included the construction of a tissue machine building, baled building, converting building, various storage buildings and an electrical switchgear building, required the use of deep foundation systems to transfer loads below compressible fill and alluvial soils. Loading details provided by Jacobs Engineering, the project structural engineer, detailed braced steel frame buildings with typical column loads ranging from 75 to 150 kips and slab live loads of 250 to 300 psf. As an exception to this, however, the tissue machine and stock preparation building, which had a roof height ranging up to 85 feet, had column loads ranging up to 800 kips in addition to high dynamic loads. The First Tissue plant is located in a river valley in the hills of Western Pennsylvania. To evaluate the proposed site conditions and to formulate recommendations for the structure foundations, a geotechnical study was performed by the owner. Approximately 30 borings were advanced to bedrock, with wire-line coring performed in the tissue machine building. The borings disclosed a soil profile comprising of the following:

Any effort to improve the metallurgical control of industrial furnaces employed in the primary extraction of high carbon ferroalloys are bound to fail unless the variability of the melt is not fully accounted for. A number of sampling campaigns were performed on both 3phase AC submerged arc and single phase DC open arc furnaces at different smelter sites in South Africa where High Carbon Ferrochrome is produced. It was found that the heterogeneity between multiple samples during a single taps were much higher that for heterogeneity found within a sample. Moreover, this heterogeneity (as quantified by the relative standard deviation per tap) varied with the operating conditions of the furnace, the element monitored and the type of furnace. A relationship was found between the relative standard deviation of certain elements and the degree of subcooling of the melt.

In connection with its renewed study seeking solutions to problems created by release of acid water from bituminous coal mines, the Bureau of Mines recently surveyed reports already written on the subject. This publication is based on that search. The Problem Poor distribution of water is evident on an ordinary geographic map of the United States. The more abundant supplies of surface water appear to be centered in the northeast, the southeast, and the central humid areas of the country. It is in the midst of this abundant surface water, in the Ohio River Valley, that most of the bituminous coal is mined. Varied industry has located in the valley to use the coal and the river. The coal is a source of power and o raw material. The river provides transportation for raw and finished materials; equally important, it provides the water that is used for cooling and processing in manufacturing. It also serves as a vehicle for the disposal of waste.

The Bureau of Mines conducted an investigation to more exactly define the influence of some end conditions on the laboratory-determined uniaxial compressive strength of rock samples. Limestone, marble, sandstone, and granite were used to provide a range of specimen modulus of elasticity from 2.7 X 106 psi to 10 x 106 psi. Four variables were studied: Nonparallelism and surface texture of specimen ends were the specimen variables investigated; the end platen size and the adjustable or spherical head friction were the machine variables studied. It was concluded that the loading ends of small laboratory models and samples should be prepared with surface irregularities that do not vary from a plane surface by more than 0.001 inch. It was also concluded that nonparallelism of the specimen ends should not exceed 8 minutes for a rigid head load or 15 minutes for an adjusting head load. The measured compressive strength of specimens prepared with these tolerances will be statistically the same with any diameter or thickness of platen and any degree of head friction if initial alinement of the specimen is assured.

This is the detailed evaluation of the establishment and implementation of an ‘oil recycle plant’ located on site at Boggabri Mine NSW, (Australia); its production, its use and its value. Also discussed in detail is the quality of the raw material produced, and the process and initial application of this raw material generated as well as the analysis of such, as a component within bulk explosive as applied to the mining industry as compiled during analysis. Laboratory analysis prior to field testing is also discussed including independent external laboratory analysis as well as the environmental benefits and a business case for recycled oil in blasting. This paper includes technical details of the product including densities, velocity of detonation and other associated key performance indicators. The intention is to off-set the amount of Distillate (Diesel) utilised as a component of bulk explosives, with a raw recycled oil and thus reducing both the environmental carbon footprint as well as production costs with regard to introduced petrochemical production and utilisation; an oil that is an existing recourse of controlled waste not only difficult but expensive to otherwise dispose of, whilst keeping the entire process ‘on-site’. Though recycled oil in blasting is not an entirely original idea, the key feature of this paper is the ability to complete the entire process on-site.

Detailed landform designs were completed for six (integrated) iron ore waste rock dumps at a Western Australian iron ore mine site to meet closure objectives and to optimise material movements for closure. The designs were based on specific physical and geochemical properties of waste material and the design was undertaken to enhance long-term stability of the dumps and optimise material movements, and therefore minimise closure cost. Construction of the re-shaped waste rock dumps have been completed. Following construction, surface material characteristics were found to deviate from those used in the design assessment. Materials present at surface following re-shaping were generally finer textured than those sampled for modelling. It is anticipated that the embankment slopes may experience increased rates of surface erosion compared to the rates predicted from modelling and used in design. The finer textured material is thought to be generated from exposing finer material that has migrated into the coarser matrix over time or that was not present in the sampled top surface of the landforms. This is due to armouring processes over time and this phenomenon is likely to recur following further wet seasons. The majority of the waste materials present in the waste rock dumps were subgrade banded iron formations (BIF) and chert, which are generally competent and geochemically inert. Some waste material was known to have an elevated risk of erosion but present in relatively small quantities. The presence of a large number of dolerite dyke swarms indicates appreciable volumes of dolerite were produced as waste from the pits. This material has an elevated risk of being highly erodible/dispersive. Clays and shales are also likely to be present in the dumps and are considered to be less competent material (relative to the BIF/chert). Although water quality predictions are often made in Environmental Impact Statements (EIS's) as part of the National Environmental Policy Act (NEPA), comparisons between predicted and actual water quality conditions are rarely reviewed. A comprehensive review of predicted and actual water quality conditions was conducted for a number of large U.S. hardrock mines with EIS’s. For mines with large differences between predicted and actual conditions, factors responsible for the deviations, such as characterization and modeling errors or engineering failures, were identified. Recommendations are made for how the NEPA process could be modified to better predict water quality at hardrock mine sites.

The Bureau of Mines estimated the cost for ,3 uranium ion-exchange recovery system using five grades of 17.0, leach solution producing 815,570 pounds of U 0? per year from an ammonium bicarbonate in situ leach solution. The system flowsheet consisted of four unit operations: (1) Multiple-compartment ion-exchange (MCIX) absorption; (2) MCIX elution; (3) precipitation of the uranium as yellow cake, filtering, calcining, and packaging; and (4) waste disposal. The total fixed capital cost of a system treating 2,000 gallons per minute of 0.1-gram-per-liter-U308 leach solution was estimated as $6,888,000. For n basic case of an MCIX system depreciating in 9 years, unit production cost of U308 was $3.51 per pound. A decrease in feed solution grade from 0.[4] to 0.03 gram per liter increased the production cost exponentially. Shorter depreciating periods significantly increased the production cost particularly for the lower grade feed solutions.

Cold hole expansion on base metal, weld metal and heat affected zone of 6061-T6 aluminum alloy welds was simulated by means of finite element method. Three dimensional compact test models with a previous fatigue crack length with a relation of ??= a/W = 0.3, were used to analyze the hole expansion process. Considering the local mechanical properties for each zone of the welded joint, the optimal expansion degree (1.64 to 2.46 %) was determined. The residual stress field, through thickness, after the expansion process in all welding zones, were correlated with the crack opening displacement obtained by finite element analysis. It was observed, that compressive residual stress fields for a post-expansion, in different crack lengths, provided a crack closure mechanism for base metal, weld metal and heat affected zone. Contrary, the crack remained open when residual stresses are positive. The results are given as tangential stresses versus distance from the edge of the cold expansion and crack opening displacement as a function of applied load.

In 1937 the employees of the Hollinger Consolidated Gold Mines Ltd.. at Timmins. Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only—the provision of medical services, including the accessory services such as hospitaliza-tion, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee—mother, father, or other relative—who are declared by the employee to be wholly dependent upon him must be examined. Three types of X-ray analytical instrumentation were compared for applications in the secondary brass and bronze industry. The instruments were a conventional X-ray spectrograph, a portable X-ray spectrograph, and a radioiso-topic X-ray analyzer using balanced filters. The following two general applications were considered: Rapid identification for sorting scrap metals and quantitative analyses to provide guidance in the melting and casting of alloys. Twenty-three analyzed copper-base alloys were used as standards. Although the alloys varied widely in composition, matrix correction procedures were not necessary except for copper. The conventional X-ray spectrograph provides positive identification of the alloys and quantitative values for the six elements investigated--aluminum, copper, iron, lead, tin, and zinc. Equivalent results were obtained with the portable X-ray spectrograph for those elements whose characteristic X-rays are in the wavelength range of the instrument. The radioisotopic X-ray analyzer distinguishes certain groups of alloys and provides quantitative determinations for copper, lead, tin, and zinc. The sensitivity of the analyzer was marginal for the determination of small concentrations of elements of atomic number 26 or lower.

"With ever decreasing feed grades, finer mineralogy and increased demand for product, it became obvious that a major step in equipment performance was required to reduce operating costs and increase production. Offsite testwork indicated that a Centrifugal separator was capable of recovering fine tantalum and that the newly developed C Series Falcon concentrator would be capable of replacing many pieces of aging equipment and provide improved performance. The Embankment Place office development over the platforms of Charing Cross Railway Station in London has presented many interesting and unusual problems to the engineers involved with the project. The main structure is supported on widely-spaced columns which penetrate the station platforms and underlying vaults, calling for high capacity foundations built in severely restricted spaces. Hand-dug underreamed piles were chosen. Whilst a conventional design approach was taken to size the piles, a detailed appraisal of ground movements was made to explore the effects of the new building loads on the existing foundations, not only beyond the site perimeter but also those amongst the new foundations. Before construction of the pile proper could take place, it was necessary to sink a caisson through the upper unstable and water-bearing soils. This being identified as a high-risk item, a full-scale trial was carried out prior to embarking on the main works. The twenty-one hand-dug piles were 2.5m diameter, over 30m deep and belled out to between 4.5m and 6.6m.

Low-cost hydroelectric energy in the Pacific Nortnwest has been an important factor in the development of a ferroalloy industry. Eleven companies, employing approximately 1,000 persons, produce about 116,000 tons (1954-58 average) annually of ferrosilicon, ferrochromium, ferromanganese, ferrophosphorus, silicomanganese, and ferronickel. About 7,500 tons (1954-58 average) of these ferroalloys is consumed in the Pacific Northwest States of Washington and Oregon; the rest is used principally in other western and mid-western markets. In 1959, the Bureau of Mines began a study to determine the current status and to evaluate the potential of the ferroalloy industry in the Pacific Northwest. The Bureau gathered information from operating alloy plants in Oregon, Washington, Idaho, and Montana; from published materials; and from consumers of ferroalloys.

Numerical models play a significant role in the design of safe underground mining excavations and support systems. Advances in the capabilities of numerical modeling software, together with ever increasing computational speeds, have made it possible to investigate the very nature of the large-scale rock mass and its response to mining excavations. The improved understanding of the rock response obtained from modeling enhances our designs, resulting in greater stability and safety of the mining excavations. To help advance the state of the art in this field, the National Institute for Occupational Safety and Health organized the International Workshop on Numerical Modeling for Underground Mine Excavation Design. The workshop was held in Asheville, NC, on June 28, 2009, in association with the 43rd U.S. Rock Mechanics Symposium. The proceedings include 10 papers from leading rock mechanics and numerical modeling experts in the United States, Canada, Australia, and Germany. The papers address a wide range of issues, including various numerical modeling approaches, rock mass modeling, and applications in coal and metal mines.

Facts obtained by the Bureau of Mines on the dust-explosion hazard in air of materials used in the plastics industry are presented for 313 samples studied in the laboratory. Information is given on ignition temperature of dust clouds and layers, minimum explosive concentration, minimum energy required for ignition, explosion pressure and rates of pressure rise, amount of inert dust required to prevent ignition and flame propagation, and, in some instances, on the limiting oxygen concentration in an atmosphere to prevent ignition by spark and by heated surface. The effects of particle shape, additives, and resin structure on explosibility are discussed. Relative explosibility of the materials is related to the ignition sensitivity and explosion severity and is denoted by an empirical index. Recognition of the degree of hazard will facilitate adoption of adequate measures for preventing ignition and explosion during manufacturing or processing.
