"The El Dorado copper mine is situated in the foothill copper-zinc belt of California, which traverses the western slope of the Sierra Nevada with unusual persistence from Butte County to Kern County, a distance of more than 300 miles. Although this area contains such important past producers as the Penn mine, Union, and others, a great part of the current production has been derived from smaller properties, which depend largely on premium metal prices for economical operation. The El Dorado mine is in the latter group, which constitutes an important source of metal in a national emergency.Exploration by the Bureau of Mines by means of eight diamond-drill holes Indicated narrow, intermittent lenses of copper ore along structures boo feet in length. The copper occurs in massive sulfides composed of chalcopyrite, pyrite, pyrrhotite, and minor quantities of bernite. The sulfides have evidently replaced tuffs, which are interbedded with the Mariposa slates and shales.H. A. Weiler and Hal T. Hall, owners of the El Dorado copper property, requested an examination by the Bureau during the latter part of 1914. In December of that year an engineer of the Bureau of Mines visited the mine and recommended the project work undertaken. The purpose was to aid the owners in bringing the property into production of copper and zinc, which at that time was critically essential to the war industries.Complete factual data obtained by the exploration are embodied in this report.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G, Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.Acknowledgment is made to A. O. The Mesabi iron district of Minnesota has a potential production of over 50 million tons of iron are annually. The large shipments of ore each year are gradually depleting the reserves, and if the present rate of production is to be maintained there must be a growth in the present available ore supply. Growth is a natural course. The growth of a city may be affected by the addition of city blocks or by the improvement of utilities necessary for its betterment. These may go on in the order named or concurrently. The city-block type of growth of the Mesabi has been tremendous, and the "betterment" type has followed in due course. Probably the former has reached its limit, and if so, more time will be allotted to the latter. It is not the in¬tent of this paper to present either a eulogy of the wonderful mining methods or a history of the milling, but it is pertinent to say that if the lean-ore area continues to produce, the continuance will be more the result of further improvement of milling methods non well under way than of extension of boundaries by the city block plan of growth.

In recent years various modifications in the methods of blasting have been tried as a means of increasing the production of cod and of reducing mining costs. Following an investigation by the Bureau or Mines, authorization was granted to increase the charger limit for permissible explosives par shot hole from 1.5 to 3 pounds under contain conditions; this greatly facilitates the blasting of coal in some cool fields the practice has gradually evolved of simultaneously charging several shot holes in a face and then firing the charges singly without inspecting for gas after each blast. This practice is disapproved by the Bureau of Mines. In other coal mines the explosive chews in several adjacent shot holes are fired simultaneously. This form of shooting is claimed to increase the rate of production, generate smaller volumes of noxious gases, promote the health and safety of workers by eliminating the need of inspection of the face after each charge is fired, produce less float dust, and require less explosive than single shooting. However, simultaneous blasting may have a more harmful effect on the immediate roof strata; in some instances it leads to wedging of the broken coal, thereby making the coal more difficult to load out; it makes misfired shots more difficult to detect and possibly increases the chances of misfires. This lacy be duo to variations in the characteristics of detonators, because of more stringent requirements for adequate firing current, to the need for better electrical connections in the shot-firing circuit, and partly to the inadequacy of present permissible multiple blasting devices.

A series of tests were performed to determine the flammability limits of mixtures of oxygen, ammonia, steam and nitrogen, over a solution, in a sealed autoclave. The partial pressures of ammonia and oxygen in the vapour space were varied by adjusting the character of the solution and by adjusting the oxygen concentration in the oxidant gas respectively. The data shows that flammable conditions can be minimized by controlling the operating temperature, reducing the ammonia content in the solution, increasing the concentrations of Ni, Cu and Zn in solution and keeping the % oxygen in the gas phase less than 15.5. Observations were also made that suggest that the presence of an aerosol in the vapour space may hinder ignition.

In 1980 Pancontinental Mining Limited decided that while the Jabiluka uranium project was still a major focus of the company's efforts some diversification was necessary. At this time it was decided to include precious metals in Pancon's exploration and acquisition objectives. As a result the now Paddington Gold tenements were acquired, explored and developed. Today, it rates as the 6th largest gold mine in Australia and at an expanded throughput of 1.2 million tonnes per year of ore it will produce about 110,000 ozs of gold per year. Following extensive exploration activities by Pancon's Exploration Division the Operations Division continued with development drilling finally proving up a reserve of about 8.4 million tonnes at an average grade of 3.2 g/t. An in- house preliminary feasibility study was followed by a two phase feasibility study by Davy McKee. This resulted in a recommendation to the Pancon Board of Directors to develop Paddington with an annual throughput capacity of 875,000 tonnes. This Bureau of Mines study estimates the number of major pieces of coal- mining equipment that will be required to produce 950 million tons of marketable coal in 1980 and 1.2 billion tons in 1985. The coal tonnages were projected in the intermediate coal supply scenario of Project Independence Blueprint (PIB). The equipment projections were determined by consideration of historical trends and by evaluation of information from equipment manufacturers and mining companies. The ability of the manufacturers to meet the projected equipment demands was also determined. It was concluded that equipment supply offers no presently discernible constraint to mining 1.2 billion tons of coal in 1985. A shortfall in projected production for the intervening years, however, is probable owing to anticipated shortages of draglines.

"INTRODUCTION Limestone (which consists essentially of calcium carbonate) and dolomite (calcium magnesium carbonate) occur widely in the United States. Their presence is of vast economic importance, because they are used much more extensively than any other form of rock. In 1945, limestone (which, broadly, includes dolomite) was quarried in every State except Delaware, New Hampshire, North Dakota, and Rhode Island, and also in Hawaii and Puerto Rico. Total production (including that used in cement and lime manufacture) exceeded 151,700,000 tons, or 79 percent of the quantity of all kinds of stone sold or used during that year.Important well-known uses of limestone are as concrete aggregate, road material, railroad ballast, for liming the land, for cement manufacture, as riprap for shore protection, harbor work, and spillways at dams, and as building stone.. None of these uses, however, are considered herein. The purpose of this paper is to discuss the industrial and chemical uses that are less widely known and yet are of tremendous importance in a great variety of processing industries. Important examples are dolomite as a refractory furnace lining and limestone as a fluxing agent in blast furnaces, and as a raw material employed in sugar, paper, glass, and alkali manufacture.PRIOR REPORTIn May 1941, the Bureau issued a report 4/ that described these uses in some detail. As new and important developments have taken place during the ensuing years, a revision and representation of the salient features of these uses seem desirable. Asphalt filler and mineral wool uses included in the earlier report are omitted from this paper because they are identified more closely with the highway and building industries, respectively, than with the industrial applications."

There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. It's been an embarrassingly long time since I was a college student. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. I refer you to a number of bills before Congress that would permit the EPA to ban any product if it is determined that its

"What is Due Diligence?Within the mining industry the term “due diligence” is used to describe a detailed data review, generally in connection with the purchase or sale of a mineral property, the approval of a large capital expenditure, or the borrowing of a large sum of money.The term originates in the requirement of the board of directors of a corporation to “act honestly and in good faith ... and exercise the care, diligence, and skill that a reasonably prudent person would exercise in comparable circumstances” (OBCA, 1994). Furthermore, the law assumes that a corporation (or its board) will have exercised due diligence in the acquisition of an asset and, therefore, knowingly (in the absence of fraud or deceit) will have taken on the liabilities and obligations associated with the asset (Nelson, 1994). This is the familiar “Buyer Beware”.Directors are liable for their decisions except “if the director relies in good faith upon financial statements of the corporation represented … by an officer of the corporation or in a written report of the auditor, or a report of a lawyer, accountant, engineer, appraiser, or other person whose profession lends credibility to a statement made by any such person.” (OBCA, 1994).Hence the importance of reports prepared by professionals. They provide confirmation that the directors have exercised due diligence in the performance of their duties. For this reason these reports are referred to as due diligence studies"

Construction workers may be exposed to hazardous dust containing silica when working in enclosed cabs during construction activities. The National Institute for Occupational Safety and Health (NIOSH) found that equipment operator exposure could be reduced by retrofitting air pressurization and filtration systems on existing cabs, using sweeping compounds on soiled floors, and implementing a dust control program.

In a search for improved methods of upgrading tar obtained by low-temperature carbonization of coal, monoethanolamine (MEA) was found to be effective in extracting tar acids from coal tar distillates derived from a subbitunwous and a lignite coal. Patch extractions showed that both yield and purity of the extracted acids improved with increasing volume ratios of monoethanolamine to tar acid, varied from 1:4 to 8:1. Yield improved, but purity decreased as the concentration of monoethanolamine was changed from 30 to 70 volume-percent, and as the concentration of tar acid in distillate was increased ad from 14 to 45 percent. In a continuous countercurrent extraction employing a double solvent (monoethanolamine and hexane) approximately 80 percent of the tar acids was extracted from 170° to 350° C. tar distillate when using 1.6:1 volume ratios of amine:tar acids. Tar acids isolated from his extract, although of improved purity, contained appreciable quantities of neutral oils and some tar bases. Aqueous monoethanolamine was not effective for extracting the last 10 to 15 percent of tar acids in 170° to 350° C. distillate oil from lignite coal. The highest yield of isolated tar acids and the best recovery of monoethanolamine were obtained by diluting the extract with water and saturating with C02. Some losses of solvent were encountered when aqueous monoethanolamine solutions were heated through decomposition of the amine with the liberation of ammonia.

It is usually assumed that chemical specifications are sufficient for steel to be used for case carburizing, and if the steel analyzes within the ordinary limits specified for steel for this purpose, no difficulty traceable to the steel used should be encountered in obtaining satisfactory results in the case carburizing and hardening. Much work has been done to determine the effect of various alloying elements on the rate of carbon penetration, etc. but, to our knowledge, little if anything has been published in regard to the effeet of the quality of the steel on the final results in the hardening of case-carburized steel parts. The writers believe that the structure of the case both before and after quenching is greatly affected by the actual condition of the steel itself as made, and that for good results in the case-carburizing and hardening departments, the steel should be of the best possible quality as regards non-metallic impurities. It is the purpose of this paper to prove that the presence of excess dissolved oxides in the steel, as made in the melting furnace, affects permanently the results obtained in carburizing and hardening and that it is possible that the presence of dissolved oxide call result in total unfit-ness of low-carbon steel for case hardening purposes. When races and rolls for roller bearings are made from a low-carbon steel, case carburized and hardened, it is of primary importance that the results of this treatment be of the highest quality. It is necessary, therefore, that in the case-carburizing work each detail be rigorously checked to avoid any defects which would cause the loss of much time and material. The case carburizing with which this paper deals was done in under-fired oil furnaces. The temperature of each furnace is controlled by means of a platinum platinum-rhodium thermocouple, in connection with a potentiometer indicator and potentiometer recorder. The temperature of each furnace is registered every 15 min. by an operator, who is continually checked by the automatic recorders.

The Stillwater District is located in south central Montana approximately 75 miles southwest of Billings, the state's largest city. It lies along the northeast front of the Beartooth Mountains and is within the boundaries of the Custer and Galatin National Forests. The first white visitors in the district were the early trappers, who were soon followed by the prospectors. These early prospectors were drawn to the area by gold and silver discoveries at Cooke City in 1870 as well as by the large gossan formation in Verdigris Creek near the west bank of the Stillwater River and by several scattered smaller gossan exposures throughout the area. The first patented mining claims were recorded in September, 1886.

"The magnesite flotation operation of Magnesita Refractories, in Brumado – Brazil, has four parallel ball mills working in closed circuit with hydrocyclones to grind the ore for the reverse flotation of silicates in mechanical cells. The modification proposed here opens the circuit for three of the ball mills so that their products are collected together to feed a high frequency screen. The oversize of the screen feeds the fourth ball mill in closed circuit for secondary comminution. The product reports to dewatering and flotation. The undersize undergoes desliming and subsequent flotation operation. According to pilot tests performed, the modification on the magnesite flotation operation will promote a 20% increase in the productivity, 8.5% increase in mass recovery and a 26% reduction in water consumption. The gains are due to the fact that the silicates in the feed are concentrated in the smaller particles (<100µm) with over grinding in the existing closed comminution circuit, making it impossible to take advantage of this natural selectivity. The combination of open circuit, more selective milling, and the high frequency screen, ensures high efficiency particle size classification. This renders the process more effective, both to the screen undersize with its high contents of silicates and fines, and to the screen oversize, which is almost without fines and has a higher magnesite grade. This situation allows for the setting of specific parameters for the flotation of both the primary milling undersize and the secondary milling product.INTRODUCTIONMagnesita Refractories, with its operations site in Brumado, is the largest producer of high purity dead burned magnesia (DBM) in Latin America. The magnesite ore is extracted from an open pit mine, named Pomba, after which it is crushed and handpicked. Due to the presence of disseminated silicate the ore has to be ground and concentrated by means of reverse flotation, before feeding the high temperature kilns for sintering and conversion to DBM.The magnesite flotation unit has an impact crusher to reduce the size of the feeding ore, which is transported to the mills by conveyor belts. The milling operation is composed of four ball mills in closed circuit with hydrocyclones. The closed circuit generates a high circulating load with excess fines, which is detrimental to the selectivity of the desliming and flotation operations, reducing both mass andmetallurgical recovery.In the current scenario, the capacity of the flotation plant is insufficient to meet the demand of the DBM kilns, forcing the operation to work with high purity ores in order to attain the highest possible mass recovery in the concentration process. This is not an ideal situation as it requires the mining site to work with higher stripping ratios.The objective of this work was to improve the magnesite flotation unity to increase its productivity. After a detailed analysis, the milling was identified as the limiting process, which made the authors to focus on this operation."

Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1991-92 year followed by a brief profile. All winners were present as guests of the Institute at the June convention in Durango, Colorado to receive recognition at the Institute Awards Luncheon Monday, June 29, 1992. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Matthew Hrebar, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. A mident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the member state. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholar- ship program and the various vice presidents con- tribute the travel expenses to convention for these outstanding young collegiates. Mark is an excellent student and active in the student chapter of the Society of Mining Engineers. He has worked at a gold mine in Montana, in the Earthquake Studies Office at Montana Tech, and a volunteer on the Neversweat and Washoe Railroad.
