1. A NEW CONTEXT FOR METAL INDUSTRY Producers and owners of industrial extractive sites are living hard times due to Environmental pressure and liabilities. This is valid whatever the region in the world, it is just a question of time. On one hand, the normative environmental pressure is increasing through more severe regulations and controls on all pollution sources and production materials. [ ] Furthermore, more impurities are extracted and captured, more the volume of the related wastes is increasing. But disposal costs are increasing, disposal areas for wastes are restricted, markets for wastes are limited and technologies for waste treatment are, most of the time, not available. On the other hand, for most of the extractive industries, the costs required to get access to refine primary raw material are killing the profitability of the industry. Definitively, a technological and economical breakthrough is ongoing: extractive industries have to increase their feed from secondary material and to be involved more and more with the recycling business.

After a five year period representing the strongest resource and commodity rally ever experienced, we are now faced with a subdued recovery following the global financial crisis. This renewed economic growth will be steady but eventually attain levels that reignite export demand out of China and other emerging nations, which are now reliant on increasing domestic demand to support their economies. This backdrop of weaker share prices and less available investment capital creates a greater imperative for company management to ensure that its share price is fully valued. The mining geologist plays an important role in achieving this outcome through direct estimation of asset value (resources) but also in strongly communicating the æupsideÆ value opportunity in both mine site and adjacent brownfields exploration and an efficient and technically sound mining operation. The contribution of mining geologists to assist in conducting analyst site visits should not be underestimated, particularly with reduced analyst coverage of the resources sector and some simplification in company analysis through ranking companies on Reserve and Resource positions.

The Mining Foundation of the Southwest (MFSW)promotes public understanding and education related to the mining industry. Towards this goal, the Foundation has funded several projects from donations and fundraising activities. The MFSW was incorporated in 1993 by combining the Mining Club of the Southwest and the Mining Club of the Southwest Foundation. The Mining Club began in 1971 as a social organization. It provided members of the mining community an opportunity to meet. The club also provided a means for public education about mining. In the early 1990s, the club’s efforts were directed mainly toward educational activities. And in 1992, discussions began concerning incorporation into a non-profit foundation to further the public understanding of mining. In 1983, the American Mining Hall of Fame was inaugurated to honor significant contributors to the industry and profession. The Hall of Fame serves to educate people about prominent persons associated with the mining industry, present and past. The honorees number 75. Plaques commemorate their induction and are on display at the Arizona Historical Society’s Museum in Tucson, AZ. The combined honors ceremony and banquet have remained one of the fund raising activities.

GENTLEMEN, lt is with much pleasure I meet you tonight at this the second meeting of the Australasian Institute of Mining Engineers, held in Western Australia, and I sincerely thank you for the honour you have conferred upon me in electing me as your President. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. I have also to thank the Mayor and Councillors of Kalgoorlie for the courtesy and hospitality given to our members, which is much appreciated.I assume you want me to follow the time-honoured custom of giving a Presidential address...

"Kiena has been committed to developing a fresh management and employee relations approach since the commencement of production in 1981. The functional organizational structure encourages joint participation and commitment on the part of all employees to common goals in safety and production. The results over the last four years have been extraordinary. Kiena won the John T. Ryan Canada Trophy for 1983 for its safety record and has experienced a steadily increasing productivity through the application of new mining equipment and technology in the hands of a well-trained and motivated team of employees.This paper serves to highlight the fact that productivity, safetyand technical innovation are closely linked to employee participationand involvement which are likely to be the key to theCanadian mining industry's survival in the years ahead.This presentation follows up on an earlier unpublished paper, given at the 84th Annual Meeting of CIM in Quebec City in April, 1982, which discussed the philosophy and the planning which took place before implementation of the management and employee relations system at Kiena. This present paper reviews and expands on material given in the earlier work. IntroductionThe mining industry, which has always been considered as rather conservative in its approach, has experienced with some regularity, cyclical periods related to metal prices. These cycles, previously foreseeable to some extent have become less coherent over recent years during which time the industry has had to face fierce international competition. The issue to productivity is without doubt the major concern of the mining industry in Canada today and it represents the greatest challenge facing us during the present decade. Developments that have been made in mining technology over the precious two decades have failed to completely produce the significant advancements in higher over-all productivity that were expected."

This paper presents pile tension and compression load test results for the Southern Freeway Viaduct (North) pile load test site. The testing program represents a collaboration between California Department of Transportation (Caltrans), Federal Highways Administration (FHWA), and a group of pile manufacturers and construction firms. The participating manufacturers included Fundex, Halliburton, Monotube, and Nicholson, with each firm supplying proprietary pile systems. The field test program measured and will allow the direct comparison of the tensile and compressive capacity of nine common and proprietary pile systems installed in nearly identical soil conditions. Data reported here-in details pile compression and tensile load-deformation measured at the pile head. Cursory data regarding pile installation details are included to aid in data interpretation.

INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

Advanced optimizing control of the fluidised bed zinc roaster has been in use for an extended period at Boliden Kokkola and the implications are seen as extended bed stability, increased throughput and far better on-line availability. The roaster furnace control system developed is based on a dynamic and predictive furnace model, with parameters determined experimentally at the site. The controller maximises the concentrate feed and keeps the furnace operational parameters inside limits given by raw material mix and equipment constraints. The products of a zinc roaster, calcine, sulphur dioxide and the side products, such as mercury, meet gradually more stringent requirements, in particular as to their assays and total recoveries in the process chain. The end users of sulphuric acid in northern Europe, among others in the pulp and paper industry, require mercury levels much less than the conventional 0.2-0.4 ppm Hg. Therefore, secondary de-mercurising circuits have been used over the last five years for further cleaning the SO2 stream allowing production acid grades with less than 0.08 ppm Hg.

Catastrophic failures of dams and tailing storage facilities (TSF) have triggered the development of integrated ground monitoring concepts for hazard assessment, risk management and public safety. These concepts are based on knowledge and expertise of persons technically responsible for TSF. The aim is to combine this implicit and explicit knowledge with the data of in-situ- and remote sensors. Risk management for TSF must include a comprehensive monitoring program that integrates data from ground based-, air-borneand satellite-based sensors. Researchers at Technical University Georg Agricola (THGA) in Bochum, and EFTAS, Muenster, Germany, are fusing a variety of sensor data to enhance the capability and performance of TSF monitoring to ensure public safety downstream of TSFs. This paper describes the variety of sensors implemented in numerous research projects. It gives an outlook in terms of planned satellite missions with innovative equipment like hyperspectral sensors. The implementation of the data of these sensors in the analysis will increase the understanding of spatio-temporal impacts of mining activities. Future opportunities are explained by a datacube approach.

RIGHT OF LIFE TENAN1' TO OPEN MINES. The common-law rule that a life tenant was not permitted to open or share in mines does not prevail in Michigan; but a life tenant by dower right is permitted to share in the royalties, as the strict common- law rule is not in harmony with the spirit of our institutions and the policy of our law and would often result in defeating the purposes of dower statutes. Poole v. Union Trust Co. (Michigan), 157 Northwestern 430, p. 432, March, 1916. SALE AND CONVEYANCE. PURCHASE OF ENTIRE ESTATE--FRAUD. A purchase of land where no exceptions or reservations of minerals were made and the land was bought as property, when nothing is excepted and no qualifications or reservations are embodied in the agreement, was presumptively and by common understanding a purchase of the property in its entirety; and the insertion in the deed of a reservation of mineral rights in violation of the contract of purchase and without the grantee's knowledge or consent was fraudulent. Mtynarczyk v Zyskowski (Michigan), 157 Northwestern 566, p. 569, March, 1916. RESERVATION OF MINERALS--EXTENT AND EFFECL A reservation in a conveyance of land excepting and reserving to the grantor all coals and mines beneath the surface with the sole right and privilege to remove the same, is not as broad as the grant itself. A contract for the purchase of a mine recited that a deed had been executed by the owner and placed in escrow to so remain until the sum of $30,000 should be paid. The contract provided that $1,200 of the purchase price was to be paid in cash, $800 in 60 days, and the remainder out of 20 per cent of the gross output of the mine, such per cent to be paid in five years unless the vein and value of ore should not continue in depth, in which event the purchaser was to have two years longer to complete the payment of the purchase price. The contract contained other covenants to the effect that the purchasing corporation would fit up a certain specified mill and would continue development work at such rate as to keep the mill in operation if ores sufficiently valuable should be found and in the absence of unavoidable accident. The contract also provided 1/ that abandonment of work for a period of six months at anyone time, except as above, on said property," should operate as a forfeiture of the purchaser's right. In an action by the vendor to quiet the title to the land and to have the contract declared void, the court found that the purchaser failed to perform the work on the property and failed to place thereon the improvements as required by the contract and permitted debts to accumulate against the property, taxes to be levied thereon, and that for more than a year the purchaser had not done any work or labor of any sort upon the mine or premises, and that the contract contemplated development work from the time the purchaser took possession of the property, or at least promptly thereafter, and the fact that no machinery was in place for a year or more after the execution of the contract was a breach of the covenant of continued development, and that the clause in the contract" except as above" does not contemplate a delay in the development resulting from a failure to install machinery, but it means that unless prevented by unavoidable accidents the purchaser shouLdhave no valid excuses for neglecting the work for a period of six months or more.

This paper is one of a series on mining methods being published by the Bureau of Mines. It describes briefly mining practices at the Sunrise iron mine of the Colorado Fuel & Iron Corp., Platte County, Wyo. The Sunrise mine is in the Hartville iron district in east-central Wyoming (fig. 1). The district covers part of the Hartville Mountains, a region of moderate relief in which erosional features have been formed by the dissection of a low plateau. Altitudes vary from 4,300 feet along the North Platte River to 6,000 feet in the uplift. The climate is semiarid, with hot summers and winter temperatures below zero for short periods. Grasses, cacti, yucca, and low desert shrubs grow at lower elevations. Cottonwood and boxelder trees and willows grow along permanent streams; juniper and coniferous trees are confined to the higher elevations.

"During the past three years the Bureau of Mines has carried on an extensive research program at the Rolla Laboratory for the beneficiation of low-grade Arkansas baixites by ore dressing methods. As a result of this study a 50-ton pilot mill was designed and constructed at Bauxite, Arkansas, by the Bureau to continue the investigation on a semi-commercial scale. The built both to reduce the experimental work to practice and to obtain operating data that cannot be determined by laboratory or small scaleTen samples of bauxitic material were mined and stockpiled at the plant site to ensure an ample supply of material for milling in the pilot plant. These samples were obtained from various bauxite deposits in Saline and Pulaski Counties, Arkansas. The deposits were selected as typical of a wide range of bauxitic material which would necessitate treatment under different conditions and by various concentration methods. All of the samples contained a higher silica content than permissible in Bayer-grade bauxite and several contained so much iron oxide that the available alumina content of the ore was mate¬rially lowered. From data obtained by milling operations on these ten samples, milling characterietics of most of the ores in the district should be predictable. This paper summarizes the results obtained in the laboratory testing of representative samples of each stock pile, and the results of small scale continuous testing of the composite sample of the ten stock piles in the gravity-flotation pilot plant at the Rolla Laboratory."

"AbstractIn driven piles, the gradual dissipation of excess pore water pressure and consequently the soil setup significantly contribute to increasing the pile capacity with time. The question is risen that how the scale differences affect the stress state variations around the pile shaft and at the pile tip? Would the CPT predictions better correlate with End-Of-Drive (EOD) or Beginning of Restrike (BOR) conditions? On the other hand, are the proposed a and ß parameters for clayey soils mostly predicting the EOD or BOR situation? The main objective of this paper is to back calculate the a and ß parameters from CPT profiles, pile Dynamic Load Tests (DLT) at the EOD and BOR as well as Static Load Tests (SLT) and evaluate how they compare with those suggested in literature. Four precast 400 mm square concrete piles driven in North Azadegan Oilfield in Khuzestan Province were selected for the comparisons. CPT test results were available from the extensive geotechnical investigation at the study site. DLT tests using PDA were carried out at EOD, 1 day and 14-day BOR on all the 4 piles. All the piles were SLT tested as well. The UniCone software was used to estimate the tip and shaft resistances using 4 methods including the Dutch, Eslami & Fellenius, LCPC and Schmertmann. The results indicate that the a-method based on the proposed values in literature has predicted a shaft capacity of 90% of the 14-day BOR. This is while the ß-method has predicted a shaft capacity equivalent to 1-day BOR results only. Therefore, both methods have under-predicted the shaft capacities compared to real capacities measured after the significant soil setup in the study area. Two of the CPT methods have underestimated, one has overestimated and one has matched the estimated 60-day capacity."

3900 Yonge St. was not a typical site on which to build a condominium apartment. A steep hill covered the majority of the site. In order to use as much of this site as possible, the rear of the building was to have nine stores cut into the face of the hill. A permanent shoring system was required as the building structure was not designed to provide sufficient stabilizing elements to support the total earth pressure. The total excavation depth required was 36 m (120'-0") with the upper 12 m (40'-0") to be backsloped. The vertical face of soil to be supported was 24 m (80'-0'). The shoring system originally designed by the Structural Engineer was to support this face by installing soldier piles and inclined earth anchors. During bid preparation it became evident to us that the system as designed would be difficult and expensive to install due to wet soil conditions. An innovative design was required to overcome these problems. Anchor Shoring hired John Stephenson Consultants Ltd. to aid them in accomplishing this goal. After extensive investigation together with The Trow Group, a unique design was proposed which provided a practical solution to the shoring problem.

Blasting in the heart of the historic Byward Market District of Canada’s capital, Ottawa, presents a unique set of challenges. The obvious difficulties arising on projects requiring blasting within 3 m (10 ft) of 125 year old buildings in various states of disrepair have been encountered and successfully dealt with countless times before. The complexities increase exponentially when tenuous property boundaries, unknown structural details, litigious histories and the need for encroachment agreements lead to individuals with competing interests all able to impact the same operation. Blasting on three projects in the Market was started in early 2005 after months of negotiation. Ultimately, the potential for the projects to proceed hinged on the ability to successfully disseminate blast data to the various stakeholders. As part of the agreements drawn up, property owners demanded immediate notification of the measured vibration levels with contract provisions including clauses such that any exceedance of the USBM criteria immediately triggered project shut down and complete blasting program redesign, and approval by all parties. With stakeholders located in various cities and, in some instances, on various continents, a conventional attended monitoring strategy would not satisfy the requirements. In response to the critical reporting need, Explotech Engineering Ltd. installed unattended monitoring stations around the sites, all incorporating wireless telemetry. After each blast, data was automatically transferred from the monitoring stations to a web-linked server via the wireless network, where it was immediately available to project stakeholders through a password protected website. The solution required a unique blend of data acquisition, telemetry, database, and security technologies, all married to produce a reliable system that was easy to maintain and use. While these types of systems were originally developed for use as permanent monitoring networks in operating mines and quarries, monitoring professionals are increasingly benefiting from the technology on temporary building projects that have typically been the realm of attended monitoring strategies. Globally, this has emerged as a solution to provide more timely access to data for stakeholders, and to minimize the legal exposure from multiple violations of vibration limits. As this trend is likely to continue, the regulated vibration control industry is likely to see a continued shift in technology development to leverage wireless networks and the Internet to continue to improve data transfer, archiving and distribution.

In December 2009, the Italian High Speed Rail Network AV began running over the full 1000 km system length from Turin, at the foothills of the Alps to Salerno, on the seacoast south of the volcano Mt. Vesuvius. It runs through Alpine rivers, highly seismic active zones, mountains, river plains, and through some of the most densely populated areas in Europe as well as some of its most expensive real estate. The Italian High Speed Network?s technical/economic constraints and its regulatory/socio-environmental concerns well may mirror similar obstacles set to confront the nascent California High Speed Rail Program. The two types of constraints must be dealt with together to reach the best construction solution. It is estimated that more than 20% of Italian High Speed Rail Network costs were spent on ground engineering including over 150 km of tunnels, 200 km of viaducts and bridges and 650 km of embankments and trenches. However, it also is estimated that 25% of costs were spent on social and environmental integration of the new rail lines including over 6 square miles of green offsets, 160 km of anti-noise walls, and 300 agreements for socio-environmental work. This paper will look at four examples of innovative ground engineering solutions, each with its own intricate set of constraints: ? Historically, as for most reagents used in flotation, the wide-spread use of dialkyl dithiophosphinates as collectors in practical applications has preceded a detailed scientific understanding of how they work. Dialkyl dithiophosphinates are a technologically and commercially important class of collectors used in the flotation processing of Cu-Au, complex polymetallic, and precious metal ores. Plant usage has demonstrated that dithiophosphinates exhibit higher selectivity and flotation rates for Cu sulfides, galena, and precious metal values in the presence of other gangue sulfides, than the traditionally used collectors such as dialkyl dithiophosphates and xanthates. They also have an attractive health, safety, and environmental (HSE) profile. Although dithiophosphinates received little attention in the past in the flotation research community, recently, there has been significant interest in this chemistry, and numerous studies have been conducted to understand the fundamental interactions of dithiophosphinates with several base metal sulfides and precious metals. A critical overview of fundamental studies, laboratory ore flotation, and plant practice of dithiophosphinates is given in this paper. The findings from these studies are rationalized and explained by drawing on concepts and insights from coordination chemistry. A comparison between the interactions with various minerals and metals of dithiophosphinate and dithiophosphate analogues brings out some of the subtleties that seemingly minor changes in collector chemistry can make. The critical overview and analysis given here is useful in identifying gaps in knowledge regarding this important class of compounds. This in turn can provide a basis for the design of studies to advance our understanding of dithiophosphinate flotation performance.
