"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ No reports were made on motor gasolines Bold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 6/The present report presents analytical data for 1,499 samples, representing the products of approximately 105 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gaso¬line are not considered adequate to represent this type of motor fuel, data for these analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows; Regular-price, 872 samples, 266 items, and 83 brands; -premium-price, 584 samples, 217 items, and 72 brands; third-grade, 43 samples, 32 items, and 21 brands. An address before the Meeting of the New York Section, Nov. 4, 1914. As life advances one is inclined to look backward instead of forward, and the vista over which my memory carries me has been filled with such a shifting panorama of changes in metallurgy that the whole practice of the art seems to have been re-created. The first cupola furnace that I saw in operation was at one of the group of mines at Capelton, Quebec, from which the Nichols company still draws some of its sulphur supply. At that time it was operated by a Hartford, Conn., company, under a General Adams. When its small brick furnaces made a campaign of a week and smelted 10 tons a day, the feat redounded to the credit of the operator. The introduction of the water-jacketed cupola dates forward to the next decade. I was using one in Pennsylvania, making copper matte, to the horror of a noted metallurgist, who could not conceive it possible that you. could bring fused sulphides in contact with steel without rapid corrosion. In our ignorance we were doing what seemed to be an impossibility, and it is just that recklessness and disregard for precedent which has characterized so much of the work of American metallurgists, and carried us forward at such headlong speed. Once the water jacket was accepted as the type of the. copper cupola, its almost unlimited expansion in length, but not in width, was a matter of convenience rather than of skill. In Butte the cupolas have been enlarged by adding furnace to furnace. The first reverberatories which I saw in operation were those in Professor Hill's Black Hawk establishment, where the concentrates from the Gilpin County gold mills were run down into matte for separation in England. Sixty dollars per ton was the usual deduction in those days before gold and silver was paid for. Smelting was done with wood as fuel, and the capacity of the furnace was about 10 tons per diem. Shortly after this Professor Hill formed an alliance with Richard Pearce, who was running what, if I recollect aright, was called the Swansea Works, at the bend of the river approaching Georgetown.

Following considerable experience with the beneficiation of Wabana iron ore by standard methods, a study was made of the benefits to be obtained by semi-reduction. The basis of the laboratory program was an extensive mineralogical and liberation investigation which guided subsequent work. Partial reduction and beneficiation on a laboratory scale was carried out on lump ore and fines. The reduced ore was magnetically concentrated and the concentrated fines were briquetted. Data are presented on reducibility, sizing vs reduction rate, magnetic cobbing and separation, and the elimination of phosphorus. Past work is reviewed briefly and comments are made on the relation of laboratory to pilot-scale tests.

Present-day interest in the question of "dirty steel" has arisen primarily from the increasingly rigid specifications on various grades of steel and from the growing conviction that non-metallic inclusions are the source of many of the difficulties in meeting these specifications. The importance of inclusions has unquestionably been over-emphasized in many cases, but on the other hand many unpublished instances could be recorded where all evidence pointed to inclusions as the primary cause for the failure of steel in rolling or in service. The solution of the problem of dirty steel is not a matter of a few years. There are almost numberless types of inclusions. They segregate in steel ingots in an entirely different manner from other impurities, and, at best, only a start has been made in developing correct analytical methods for their determination. Most of the writers in the field have expressed opinions rather than given facts, and so many variables enter into the manufacture of steel that a study of plant conditions is difficult unless definite facts on certain phases of the inclusion problem are available. This statement is not intended to convey the idea that little work has been done on this problem. On the other hand, the number of investigations has been large, but in most cases too many variables have been present to allow definite conclusions to be drawn. In the body of the text, reference to previous investigations is made at suitable points. Rather than burden the reader with a lengthy review of the literature on the general subject of inclusions, reference to the particular works pertinent to the subject matter of the bulletin has been discussed. INTRODUCTION This submission was made to the Royal Commission of Inquiry into uranium mining in British Columbia. It discusses the stability of waste rock piles that might be developed in conjunction with uranium mining and the control of leachates that might be generated within these waste rock piles over the short and the long term. Short term refers to the interval during which a waste rock pile undergoes either continuous, or alternatively intermittent development, and in general can be considered to extend over the operating life of the mine. Long term refers to the postmining period, i.e. after the ore-body has been exhausted, and mining operations have ceased. Two major classes of waste material are generated in the course of mining and milling operations. Tails, which are the solid waste materials produced by the milling operations commonly exit the mill in slurry form and are stored in tailing retention ponds. Management and control of these slurried wastes are the subject of other papers to the Commission and this conference. In the course of the mining operations, it may be necessary to remove rock materials that are below cut-off grade. That is, ore concentrations within some of the mined rock may be lower than the concentrations which on the basis of economic considerations justifies milling the material. Rock which is removed in the course of the mining operations, but which is below cut-off grade is referred to as waste rock. This waste rock is commonly consigned to a specific area for disposal where it is placed in a mound or pile, i.e. a waste rock pile. Ore concentrations within the waste rock may vary from zero to just below cut-off grade. Since an increase in the market value of uranium could at some time in future result in reduction of the cut-off grade, it follows that waste rock containing ore concentrations slightly below today's cut-off grade could become ore grade rock at some time in future. For this reason, the mine operators may deem it advisable to separate waste rock according to grade, and to consign the waste rock to two or more individual waste rock piles. For purposes of clarity and simplicity, this submission treats the stability of waste rock piles and leachate control in a manner which assumes that these potential problems are isolated and separate from other aspects of the mining and milling operations. For many site specific cases, the problem of potential leachate control might be integrated with the tailings management aspect of the project, thereby realizing economic benefits while at the same time reducing the potential for adverse environmental impact.

Introduction Flame shots are of very infrequent occurrence in the coal mines of Nova Scotia. Probably not more than one is recorded in three months. Many shot-firers have never experienced one, and many never will. As a consequence, although all such occurrences are very carefully investigated, information concerning the cause of flame shots is somewhat meagre. In the course of the years, however, something has been learned of the practices and conditions that are responsible for them. During the past ten? years, over seventeen million shots were fired in the coal mines of Nova Scotia and only fifty-two faulty shots were reported or investigated during that time. In thirty-nine of these, flames were reported; in five, sparks only; and in eight, smoke only. In eight of these occurrences, unburned explosive was found after firing. In one of these eight, flame was seen in the back part of the hole, and an accompanying hissing sound pointed to burning explosive. In four of them, there was no evidence that gas was not ignited. All samples of explosives from these faulty shots which were submitted for analysis were found to be normal, except two, in 1937, which contained excessive moisture. These two samples were from two following shots in the same room on the same day. The initial cause of trouble with all eight shots was one or several of the following: explosives in poor condition, separation of cartridges, incorrect priming, shot hole in poor condition or not properly cleaned. In the case of sixteen or seventeen of the thirty-nine shots which flamed, data are insufficient for conclusions to be drawn as to the cause of the flame.

On August 4th, 2014, a breach occurred in the Perimeter Embankment of the Tailings Storage Facility (TSF) located at the Mount Polley Mine, releasing approximately 10.6 million m3 of supernatant water, 7.3 million m3 of tailings solids, 6.5 million m3 of tailings interstitial water and 0.6 million m3of construction materials. A Temporary Upstream Rockfill Berm was constructed between August 2014 and February 2015 within the area of the tailings dam failure in order to retain the remaining tailings solids during the low flows of the winter season. The Temporary Upstream Rockfill Berm was constructed as part of the initial response phase, with the primary objective to abate the flow of tailings into the receiving environment. A secondary objective of its construction was facilitating the required investigation works downstream of the tailings dam failure. The selection of the coarse grained material used in the construction of the Temporary Upstream Rockfill Berm was based on the availability of the material (timeliness of construction) and the non-water retaining design of this initial response phase. Consequently, an alternative method was required in order to prevent further loss of mine-affected water and tailings from the TSF, as well as to provide short-term contingency water storage, during high flow conditions expected in late spring. Golder Associates Ltd. designed the 2015 Freshet Management Embankment, a deep mixing cut-off wall, to meet these site requirements, which was constructed by Mount Polley Mining Corporation and Golder Construction Inc. between December 2015 and April 2015. The works included 132 soil cement panels constructed to depths of up to 27 meters. This aspect of the works was completed using an RG25S Bauer CSM rig on a 24 hour per day, 7 day per week schedule. The cut-off wall specifications included a target unconfined compressional strength (UCS) of between 1 and 2 MPa, a maximum hydraulic conductivity of 1x10-6 cm/s, and a ductility to enable the soil cement to undergo a minimum of 5% strain without a reduction in strength or increase in hydraulic conductivity. In order to control and assure the quality of the soil cement, 2553 wet grab specimens were retrieved from the fresh soil cement panels using a project-developed sampler. Four of the soil cement panels were cored with a mud-rotary drill rig and optical and acoustic televiewers were placed into the boreholes in order to log several relevant parameters, including image, texture, relative hardness, borehole-shape, and temperature.

The Virginia copper district is situated in North Carolina and Virginia. It contains many mines and prospects that were active at the turn of the nineteenth century. The Bureau of Mines, as part of the strategic-minerals program, began a project in September 1942 to investigate and explore the most promising of the mines in the district. The Seaboard, High Hill, Durgy, and Blue Wing mines were the sites of the main project activity. This report deals principally with these four mines. Drilling did not discover any new ore shoots but indicated the persistence of known ore shoots in depth. There appears to be no indication of impoverishment of copper with depth.

"INTRODUCTION This is the second report of investigations describing tests in full-scale commercial heats of steel-using electrolytic manganese having a purity of about 99.95 percent, produced in the Bureau's pilot plant at Boulder City, Nev. The first report dealt with tests in cooperation with two companies can the use,of electrolytic manganese in the manufacture of stainless steel. 3/ Plans aril cost estimates for reasonably large commercial, electrolytic plants based upon pilot-plant experience, as well as the comments of a number of concerns where electrolytic manganese has been tried, are contained in another publication.4/ The tests in cooperation with industry are part of the Bureau of Mines program of investigations of methods of utilizing low-grade domestic manganese ores, thereby the United States leas dependent upon foreign sources of manganese for metallurgical use. The Boulder City pilot plant already has demonstrated the feasibility of producing electrolytic manganese from several of the most important reserves of low-grade manganese ore. As the ferromanganese normally used by the steel industry represents the bulk of the Nation's manganese requirements, the usefulness and possi¬ble advantages of electrolytic manganese in the manufacture of steel must be established if electrowinning from domestic ores is to become an important factor of manganese supply.Preliminary arrangements for the cooperative tests at the Atlas Steel Casting Co., Buffalo,. N. Y., were made with E. L. Altenburg, vice president and general manager of the company, by A. A. Dow. 5/ The data on the tests at the Atlas plant presented herein are based upon reports of E. L. Altenburg and information obtained by the author during a visit to the plant to observe the initial trial heats with electrolytic manganese in the open-hearth and the electric furnace."

MR. A. D. BADOUX: I have listened to Mr. Gordon's excellent paper with great interest, as I personally have gone through some of the experi­ences he has so clearly depicted. In particular, there were a good many times when we were greatly exercised in our minds as to whether we were justified or not in closing-off certain sections in the Allan mine. The difficulty in these cases arose from the fact that a peculiar smell could be detected in these sections but at the same ti me there was no positive evidence of spontaneous combustion either from heat being apparent or from the possible indications of fire getting any worse. It was suspected that the small percentage of -carbon monoxide that could be obtained by analysis in the air in these sections, and also the peculiar odour, were emanating from the coal itself, and, in order to verify this, bore-holes were drilled in the coal and the gases released from these bore-holes were analyzed. They were found to contain carbon monoxide. After quite a considerable length of time this contained carbon monoxide gradually diminished and finally could not be detected when analyzing such samples of gas. It was our intention to follow this matter up further, as such an occurrence of carbon monoxide is practically unknown, but the sections in which these occurrences were found had to be abandoned. Mr. Gordon referred t0 a case of spontaneous combustion in the Allan . mine, and I may say that, although the section in which that occurrence took place was travelled and carefully examined every day by the colliery officials, yet nothing unusual was noticed until the fire actually took place. This tire was the cause of a slight explosion.

Considerando os efeitos do desgaste nas válvulas e flanges, este trabalho tem como objetivo avaliar o efeito da temperatura de revenimento na microestrutura e dureza do aço. Amostras submetidas à têmpera a 860°C e ao revenimento na faixa de 380 a 630°C proporcionaram resultados que mostram uma microestrutura predominante de bainita após têmpera e redução da dureza com o aumento da temperatura de revenimento devido ao alívio de tensão.

Numerous researchers have addressed the complexity of the direct flotation separation of apatite from low-grade phosphate ore. The majority of these studies were limited to the micro-flotation scale. In fact, there is no warranty that a reagent scheme that showed a direct flotation of apatite at a micro-flotation scale on pure minerals would automatically replicate the same expected results on the natural ore in the mechanical flotation cell and so was the case for the phosphate ore studied. The overall trend was concentrating apatite in the non-float product. This study aspired to thoroughly assess the flotation performance of this never-exploited low-grade sedimentary phosphate using design of experiments (DOE). Unveiling new insights on such a strategy twist, various parameters and operating conditions, namely, desliming, type of collector and depressant, reagents dosages, conditioning times, flotation time, and pH, were addressed by multiple-factor screening using asymmetrical fractional factorial design followed by statistical interpretations. The collectors tested were the sodium oleate and a fatty acid mixture (FAM). The depressants tested were sodium alginate (NaAL), corn starch, carboxymethylcellulose (CMC), and sodium silicate. The results of the multivariable analysis revealed that desliming, pH, collector dosage, and flotation time significantly influenced the flotation process. Desliming was beneficial for the yield, P2O5 recovery, and SiO2 removal; however, there was still a compromise between grade and recovery. A strongly alkaline pH value of 12 stood out from the whole range. P2O5, CO2, and SiO2 grades of the products and flotation recoveries were improved, except for P2O5 recovery, which was negatively affected. A collector dosage between 2000 and 3000 g/t increased the P2O5 grade and reduced CO2 grade and recovery, enhancing the apatite/carbonates separation. A flotation time of 15 min was significant for P2O5 grade and CO2 recovery, nevertheless, at the expense of yield and P2O5 recovery. The products having initial concentrates of 28.08% P2O5 with a recovery of 88.96% and 29.41% P2O5 with a recovery of 62.71% were obtained using 25 g/t of NaAL and 2000 g/t of the collector FAM and sodium oleate, respectively, at pH 12.

THOUGH recent months have seen a rapid decline in lead-smelting activity and consequent uncertainty as to the future, the first half of the year showed progress in keeping with similar activity in other metals. Demand for scrap increased and various lead-bearing materials found their way to plants producing secondary lead. Some of these materials introduced complications into normal smelting procedure and were the cause of many conferences among plant officials attempting to find the most satisfactory method of treatment. If a blast furnace is to do itself justice it must be run with an open charge. Troubles inevitably result when materials are added to a charge which tighten it up and pre- vent free burning of the coke and con- sequent rapid smelting with a clean hearth This fact has long been recognized by plants producing primary lead, but only recently only it received the attention it deserves.

WHEN 60:40 brass is heated to 825° C., given a drastic quench to obtain the beta solid solution, and reheated, various changes take place in the structure. Reheating at 200' C. causes a fine, granular, sorbitic structure to appear which has been considered alpha solid solution. These particles coalesce at higher temperatures of reheating, and at 470° C., the alpha forms twins. A further study of these transformations was considered worth investigating.

"Abstract- The Jasper Gold mine in northern Saskatchewan produced a total mill feed of 140 127 tonnes at an average grade of 19.0 g/t Au. Both diamond drilling and chip samples from under­ ground workings returned extremely high values, up to 12 851 g/t (375 oz/I) Au over 0.10 meter from a chip sample. In the presence of such extremely high grades, the accurate estimation of reserves is a major problem.ln the first part of this study, production data from the mine were used to evaluate the results of a variety of reserve estimation techniques in this environment. In two out of three cases studied, indicator kriging with assays cut to 342.9 g/t (10 oz/I) gave extremely good results. In the third case, however , indicator kriging gave unacceptable results. Instead, lognormal kriging of uncut data gave the best results.Secondly, from the same database, a number of drill-hole spacings were simulated, and reserves estimated from the simulations. As may be expected, the results of this analysis show increasingly better results with tighter drill-hole spacing. However, even with a 5 m by 5 m spacing the variation from actual grade was quite large. This is not a systematic under- or over-estimation of grade, rather a random scatter of results .The results of this study show very clearly the problems of deriving good estimates of reserves when extremely high-grade samples are encountered. There is a high degree of randomness to this database, so reserve estimation in this situation will remain a high-risk operation."

Process performance can be significantly influenced by proper design of hydrometallurgical reactors. Optimal reactor configuration is case specific and depends on process requirements such as reaction rate limiting factor and particle size distribution. Choice of materials and manufacturing methods also play important roles in highly corrosive and abrasive environment often involved in hydrometallurgical industry. In this paper performance of different reactor designs has been compared in some typical hydrometallurgical applications. Results show that significant improvement in energy consumption, gas utilization efficiency and equipment lifetime can be achieved with process specific reactor design.

"INTRODUCTION The investigation of the general hazards of combustible gases and vapors in manholes owned by the Edison Electric Illuminating Co. and the study of methods for eliminating these hazards, conducted by the Bureau of Mines, the Edison Electric Illuminating Co. of Boston, and the Boston Consolidated Gas Co. since 1929, was continued during 1933.From May and through December 1933 these tests were supplemented by a study of the manholes of the New England Telephone & Telegraph Co. The test crew was under the direct supervision of John Campbell, superintendent of the Special Service Department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Boston Consol¬idated Gas Co.The procedure of sampling manhole atmospheres and of shipping the samples to Pittsburgh was the same as that used heretofore. In previous reports the relative explosibility of the samples was calculated by adding the percentages of the illuminants, hydrogen, carbon monoxide, methane, and ethane, dividing the total by 6.5, and multiplying by 100. Experience has shown that the factor 6.0 is more nearly correct; therefore, this has been used in calculating the relative explosibility of all the samples listed in appendix A and B of this report. If gasoline vapor is present a smaller factor must be used.ACKNOWLEDGMENTSThe cooperative investigation was arranged through the interest and effort of W. C. "Quartz and silica not only occur in diversified forms in nature but find a multiplicity of uses in industry. The purpose of the present paper is to assemble brief summaries of the many widely differing industries engaged in the production and preparation of these minerals in their principal commercial forms. Due to the scope of the subject it was though advisable to divide the paper into three parts. Part I deals with the subject of quartz and silica in general. It also contains a flow sheet of silica from deposit to consumer (fig. 1). Part II covers the uses and other economic factors of quartz, quartzite, and sandstone, the varieties of silica found in consolidated form. Part III deals with sand and miscellaneous silicas such as tripoli and diatomite. A chart showing the major ramifications of these industries is presented herewith as an introduction to the more detailed discussion that follows.For a more intensive study of many branches of the quartz and silica industries the reader is referred especially to Bulletin 263 of the United States Bureau of Mines, Technology and Uses of Silica and Sand by W. M. Weigel. For annual statistics relative to silica and its products in the United States he is referred to the annual chapters of Mineral Resources of the United States, entitled ""Silica,"" ""Sand and Gravel,"" and ""Abrasives."" With respect to diatomite reference is made to Diatomite, by Paul Hatmaker, recently issued by the U. S. Bureau of Mines as Information Circular 6391. The name quartz is an old German word of uncertain origin used by G. Agricola in 1529.Silica or silica dioxide (Si02) either free or in combination with other elements constitutes 59.08 per cent of the lithosphere, and quartz alone represents fully 12 per cent` of all rocks. Next to the feldspar group quartz is the most abundant mineral in the earth's crust; and it appears in a greater number of varieties and modes of occurrence than any other mineral. Silica or quartz occurs in crystalline, cryptocrystalline, microcrystalline, and amorphous forms. The most common, however, is the crystalline form, which occurs as three minerals, quartz, tridymite, and crystobalite, and of these three tridymite and crystobalite are quite rare in nature."

Benchmarks of mine equipment involved in the excavation process of coal mines would suggest that such equipment is not always operating at an optimum level. Dragline operations and truck/shovel operations rely on efficient use of their plant in order to maintain high mine throughput. The first process which affects the material to be excavated is the drilling and blasting process. Drilling and blasting delivers a fragmented material with a given disposition ready for excavation by mine equipment. As mine operators demand more productivity from their major excavating equipment, many sites are considering the use of productivity monitors to measure their outputs. Some of these productivity improvements will be directly related to the drilling and blasting process, so that as the monitoring systems improve, the opportunities to evaluate all drilling and blasting variables will also improve. This paper reviews current and newer methods for monitoring equipment productivity in mines. These include simple time and motion studies obtained by either manual timing of processes or by automated data collection equipment being adopted by the industry. Case studies for truck/shovel operations are discussed and the productivity improvements are compared with typical industry standards. These improvements relate specifically to parts of the load, haul and dump cycle and the potential for significant improvements are identified. Particular opportunities for drilling and blasting improvements are also presented.

INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA's National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.
