Morning Star Gold aims to enter the ranks of Australia's gold producers, revitalising the Eastern Victorian Goldfi elds in the second half of 2010 - the fi rst gold production in around 50 years from the Morning Star Gold mine, which was once Australia's largest under WMC. This presentation will outline the redevelopment of the Morning Star Gold Mine from exploration to production. Morning Star Gold NL's (MCO) key project area is centred at the historic mining town of Woods Point and nearby Matlock (to the southeast) and Gaffney's Creek (to the northwest), all of which are located in the lower part of the Victorian Alps roughly 60 kms south of Mansfield. Morning Star has literally numerous historic mines and gold bearing 'dykes' on its tenements, many with a rich production history of high-grade gold from quartz reefs and alluvial sources. The area encompassing the Woods Point goldfi eld and the multiple high-grade gold bearing dyke structures located north towards Jamieson and south towards Walhalla formed one of the most significant mining fields in Australian history. Historical gold production was at least 155 t or around six million ounces of over a century of mining with an average production grade exceeding 27 g per tonne. The bulk of this recorded production came from just a handful of mines and of those only three were mined to any great depth. One of the key historical production hubs in this area was the famous 'Morning Star' mine, which is situated adjacent to Woods Point township. The Morning Star mine produced almost one million ounces at 27 grams per tonne, operating fairly continuously between 1861 and 1959 with a break after Jan 1939 due to the devastating 'Black Friday' bush fi res across eastern Victoria. During the early 1940s, the Morning Star was Australia's biggest gold mine. The Morning Star mine along with Walhalla ensured that this goldfield was third behind Bendigo and Ballarat as Victoria's biggest hardrock gold production centre. Morning Star Gold has rebuilt its 100 per cent owned 'Morning Star' mine with a view to producing gold in the second half of 2010. Morning Star is exploring its regional dykes in order to estimate an overall gold endowment and rank local production sources to feed its proposed mill at the Morning Star mine site. Key initial targets (all within 11 kms of the Morning Star mine) are the Waverly, All Nations, Rose of Denmark, Hunts, Wallaby and Loch Fyne dykes, all of which historically produced high grade gold, much of it gained from only shallow workings above the water table in the weathered zone of rocks. Historically the Morning Star mine was developed over 24 levels to a depth of 940 m via one large vertical shaft and a smaller, deeper inclined shaft at the 1900 feet level underground. At present MCO has dewatered and completely refurbished all infrastructure to the ten level (~310 m below surface). MCO knows there are a number of substantially under-explored and undeveloped or partially developed but not stoped areas within the Morning Star mine. As a result, MCO has been carrying out extensive channel sampling and an underground diamond drilling program targeting areas of the mine that were largely unexplored and undeveloped by the last operators of the mine - Western Mining Corp Ltd (Gold Mines of Australia). Four thousand, fi ve hundred pages of archival WMC records have helped the cause significantly. The shaft refurbishment and reconstruction stage is complete. This has been a program that originally commenced back in 1993 and has cost around $22 M. This refurbishment paved the way for the extensive underground resource focused diamond drilling program, which MCO completed in 2008 with two company-owned and operated drill rigs from drill cuddies on level 9 (900 feet underground) of the mine. This drilling, which encountered some stunning grades intersections and multiple visible gold hits, has outlined further production opportunities including 0.4 m @ 1392 g/t Au (MS 410). Metallurgical testing conducted by Gekko Systems of samples obtained from the exploration program found gravity concentration and a leach circuit gave recoveries of ~95 per cent to 99 per cent, or ~92 per cent from gravity alone at a coarse crush (300 ¦m). Currently, the plan is to use gravity to fi rstly produce dore bars on-site from the free milling gold and secondly a saleable concentrate for CIL processing off-site. A purpose built 10 t/h (~80 000 t/a) gravity treatment plant was subsequently ordered from Gekko and is expected to be installed onsite and commissioned in the Q3 2010. The plant features fi ne crushing with a vertical shaft impactor, followed by gold concentration by inline pressure jig, inline spinner and Wilfley table. This is an ABSTRACT ONLY. High-volume, low-pressure water jets have been employed for erosion of loosely consolidated rocks for centuries. This excavation method finds application in specialized circumstances even today. The use of high-pressure, low-volume water jets for rock cutting is more recent and was made possible by the development of high-pressure water pumps. Despite the benefits often claimed for these systems, high-pressure water jets still have not found widespread application. In this report, the U.S. Bureau of Mines has reviewed the various methods that have been employed using water jets to break rock and has focused on one method, termed "jet-assisted cutting," which was determined to be the closest to commercial development. The current state of knowledge based on laboratory and field experiences using this cutting method is reviewed, and possible future developments for this approach to excavation are assessed.

The objective of this contract was to monitor operating conditions of, four flooded, fibrous-bed filter panels used during normal underground mining operation and to analyse clogging and structural problems. After observing structural and clogging problems and conducting laboratory and field tests, a final, Flooded, fibrous-bed filter design which minimizes clogging and structural problems was recommended to the Bureau of Mines. This report also describes the dust sampling procedures used to determine the dust concentration at the flooded, fibrous-bed scrubber intake duct.

SOMETIMES family backgrounds have a deep, if not direct, influence on a man's lifework. Dean Callen's paternal grandfather came from Wales and was a mine official in the Pennsylvania anthracite field: his maternal grandfather was a retail coal dealer. His father and uncle began their careers a. breaker boys but later completed their educational work and ended up in the professions. With that background, and with the slate region ( Pen Argyl, Pa.. July 1;. 1888) as his birthplace it is not strange that "Cope" Callen became a teacher of mining engineering. Graduating from Lehigh with an E.M. in 1909, lie taught there for two years while working for his master's degree. In 1911 he returned to teaching, going to the University of Illinois as instructor in mining engineering. In 1917, he was called to West Virginia University as head of the department of mining engineering and director of mining extension. The extension work was about dead. bus a new staff was built and the six-weeks' short course in coal mining was revamped into an attractive and efficient course which has grown in popularity with the years. Callen's work attracted the attention of the Federal Board for Vocational Education and in 1919 he was invited to serve that board as special agent for mining, taking a six-months' leave front the University.

"THE OBJECT of these notes is to initiate a discussion among the members of our Institution on the connotation of the term 'ore', and to arrive, if possible, at an acceptable definition of the term in the light of its current use by our leading mining engineers, metallurgists, •and geologists.The majority of •authors of well-known modern text-books on subjects dealing with mineral deposits define 'ore' in words which convey the meaning that it is an aggregate of minerals from which one or more metals can, under favourable conditions, be extracted profitably.Many eminent members of the Institution, and of mining and metallurgical institutions in other countries, consider that the term should not be restricted to metalliferous mineral •deposits but can also be applied correctly to certain non-metallic deposits. They believe that the growth, during the twentieth century, in the industrial importance of non-metallic minerals, and the progress made in the mining and the milling of deposits containing such minerals by methods similar to those used for metalliferous mineral deposits, no longer justify the academic restriction of the term to deposits worked for their metal content only."

In early 1970, General Mills Chemicals, Inc. announced the availability of en improved liquid ion exchange reagent, LIX® 64N, for the recovery of copper from various solutions, such as dump leach liquors. LIX 64N has been shown to be a considerable advance over LIX 64, and is presently in use in three commercial plants. Results have been very gratifying. For example, one of the plants was designed for operational production of 40,000 pounds copper per day, and in fact reached this output within the third week following startup of the plant. In addition to the operating plants, another is scheduled to come on stream this month with L D( 64N being used to extract and recover both copper and nickel. The chemical properties and operating characteristics of this reagent have been fully described in a previous paper. 1 LIX 64N is quite an effective and selective extractint for copper, even with copper contents as high as 15 g/l, but the reagent is somewhat limited in pH range, and loses some of its extraction efficiency as the pH drops below 0.8. Liquors derived from vat leaching, electrolytic tankhouae bleed streams, or some of the new leach schemes derived to solubilize copper from sulfide concentrates are examples of the liquors that present major problems when treated via liquid ion exchange. LIX 64N could extract some of the copper from such streams, but recovery was limited to about 75 percent. Also, in some parts of the world there are streams which are relatively low in copper (-5 g/l) but which are very high in acid (25-50 g/1 H2SO4). Again, LIX 64N can attain only about 75 percent recovery from such streams. I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. The Bentley underground mine, which is located 60km north of Leonora, Western Australia, is owned and operated by Round Oak Minerals Pty Limited. A high-grade Zn-Cu Volcanogenic Massive Sulphide (VMS) orebody, Bentley was discovered in 2008 with production commencing in 2012. Long-hole open stoping is employed to mine the steeply dipping ore body, and in recent years the Avoca method has been adopted. This requires all development in a particular area of the mine to be completed prior to stoping commencing in a bottom up sequence. Voids are commonly backfilled with loose Run-of-Mine (ROM) waste loose rockfill (LRF); or alternatively cemented rockfill (CRF) can be used. Stopes in the 3860 AOS and 3900 AOS panels were located below previously extracted Avoca zones, with LRF situated immediately above them. These high-grade stopes were originally designed with rib and sill pillars to maintain control of the existing backfill during extraction. Due to changing factors over time, including mining economics, alternative options to achieve full extraction of the stopes were reviewed, including: • Mining small successive full height stopes which would involve drawing a blanket of LRF down with the extracted ore (stoping under waste); • Stabilisation of the existing LRF above the stopes and implementing a primary/secondary stoping sequence, with the primary stopes backfilled using a cement fill. An assessment of these options was undertaken which determined that the second full extraction method was the most beneficial to the operation, and could be achieved using a cement grout (Minova’s FB200 grout) to stabilise the LRF in conjunction with implementing a sequence where the primary stopes would be backfilled with cemented aggregate fill (CAF). Footwall drives were developed adjacent to the rockfilled stopes, allowing for the installation of horizontal grouting conduits, as well as providing access to the top of the planned 3860 and 3900 level stopes for the placement of CAF. An interval at the base of the previously rockfilled stopes was grouted at multiple horizons to achieve the required thickness, with a comprehensive quality assurance/quality control (QA/QC) process undertaken. Primary stopes were CAF backfilled via an arrangement of downhole winzes, linking the top of primary stopes to cross-cuts developed off the associated footwall drives. CAF was delivered underground through an open reticulation network that was extended to the specific levels. Overall the successful implementation of the revised mining method effectively increased ore recovery while maintaining control of overbreak and dilution, providing significant financial upside. This was achieved while maintaining effective controls in light of the changes to the risk profile. Stabilisation of the existing rockfill has allowed the extraction of stopes to full height, including the originally designed sill pillars, representing an average 23% increase in ore tonnes on the initial design, with dilution from the stope crowns averaging less than 1%. The use of CAF in association with primary/secondary stoping, eliminating the need for rib pillars, has yielded an average 47% increase in ore tonnes compared to the base case mine design.

CLIMAX ore is an altered and highly silicified granite, about half of the gangue being quartz. Molybdenite is the only mineral recovered and most of it is intimately associated with the quartz in fine veinlets. Other minerals are molybdite, pyrite, and chalcopyrite. Although the molybdite may be readily extracted by hydrometallurgical methods, its content is too low to make this profitable. The pyrite ranges from 2 to 5 per cent and the chalcopyrite from 0.03 to 0.05 per cent. There is not enough copper to make its recovery attractive and one of the problems is its elimination, and that of pyrite iron, from the final product. On account of the high degree of dissemination of the molybdenite and the necessity of eliminating the iron and copper, fine-grinding followed by flotation is the only known feasible method of concentration. A primary goal of Ground Control Research, Bureau of Mines, U.S. Department of the Interior, is to develop information that can be used by the mining industry to reduce accidents and fatalities due to failure of mine roof. A specific research objective is to determine methods to detect hazardous coal mine roof. This paper reviews the existing and experimental techniques, and describes a recent Bureau of Mines contract research project that resulted in a simple technique and prototype instrument for evaluating mine roof competence.

"In this paper we present the results of a combined remote sensing - numerical modelling study to improve our understanding of groundwater seepage in open pit and natural rock slopes, and to investigate the interaction between groundwater, in-situ stress conditions and brittle fracture. The location of seepage is a key element in the characterisation of rock slope stability in open pits and natural slopes; definition of the fracture network geometry and its inter-relationship with seepage, however, remains a challenge in engineering practice. Current techniques used to characterize groundwater seepage locations require direct access to the rock slope for a detailed and exhaustive investigation, and can be severely limited due to access and the limited coverage of the survey methods both with respect to the height and length of the sampled rock slope. Herein, we describe remote sensing methods, which allow the collection of structural and seepage information over a wide spatial area. Remote sensing techniques are shown to have the potential to provide additional insights into the orientation and general connectivity of fractures that may play a major role in the general stability of a rock slope. A preliminary methodology for the use of remote sensing in the characterization of seepage zones in a natural slope through the application of ground-based LiDAR and Infrared Thermography (IRT) is presented.One of the most challenging problems in rock slope engineering is the realistic simulation of fluid flow through fractured and deforming rock slopes. Deformation and the development of brittle fractures can cause significant local changes in the permeability and strength of the rock mass, potentially affecting rock slope performance. Understanding fluid flow through fractured and deforming rock slopes, especially in highly-stressed environments is of great importance for slope stability analysis. Changes in the interconnectivity of fractures during slope failure are an important, yet are relatively unstudied in rock slope engineering. We present the results of hydromechanical UDEC-Trigon rock slope models focussing on the potential role of brittle fracture in rock slope failure, its interaction with groundwater pressures, and the influence of the assumed in-situ stress ratio. Damage intensity parameters are used to characterize damage within different regions of a biplanar slope failure."

Explosive pockets of methane-air mixtures accumulate in underground coal mines and, when ignited, produce an air-blast wave that can disturb combustible coal dust on the floor, roof, and ribs. To prevent explosions, the coal dust must be continuously diluted through application of inert rock dust, usually powdered limestone. Application of powdered dust process creates a respiratory nuisance downwind, where miners cannot work until the dust settles. Rock dust suppliers have developed wet and foam applied products to reduce the nuisance and limit the interruption to mining during dust application. To test the effectiveness of these alternative dust products, researchers at the Colorado School of Mines (Mines) have constructed a full-scale explosion test drift located at the Mines Edgar Experimental Mine (Edgar) to study the dispersibility of different rock dust applications. This paper examines the use of Pentaerythritol tetranitrate (PETN) detonating cord to produce controlled air-blasts that simulate methane-air explosions. The air blasts are generated with curtains of detonating cord that produce shockwaves with wind speeds between 30 to 70 m/s (100 to 225 fps) depending on the length of 5.3 g/m (25 grain/ft) detonating cord used. These velocities represent the minimum air speeds required to trigger propagating coal dust explosions. Researchers have conducted 40 test blasts with various lengths of detonating cord. Results show the two primary waves and two reflected waves each decaying into airblast waves with overpressures of 14 to 27 kPa (2 to 4 psi). Pressures were recorded with commercial piezoelectric transducers and custom-built, bi-directional probes to record the total and dynamic pressures of the wind generated in the explosion. Researchers were able to generate consistent and repeatable wind speeds and air-blast durations sufficiently similar to a methane-air explosion to study the dispersibility of various rock dust products and application methods

World cobalt production in 1987 was estimated to be about 26,600 metric tons (MT) of which Market Economy Country (MEC) production was estimated to be about 22,000 MT. Zaire and Zambia produce about 80 percent of the primary cobalt produced among Market Economy Countries (MEC). Production cutbacks. lowering cobalt grades and mining curtailments in Finland and Zambia in 1987, resulted in lower production than that of 1986. The trend is expected to continue through 1988. Cobalt production from Canadian ores and from Botswana is expected to increase significantly in 1988 as a result of increased nickel production. MEC production in 1988 is estimated to be 22,100 MT, only slightly higher than that of 1987. There are currently no primary cobalt mines. Virtually all cobalt is recovered as a byproduct of copper and/or nickel mining. Zaire, which produces cobalt as a byproduct of copper, is the worlds largest cobalt producer, with over 50 percent of total estimated world cobalt production and nearly 65 percent of MEC production. Zambia follows with about 14 percent and 17 percent, respectively. Zambia's cobalt production also results from copper production.

"The past demands for energy and the contributions by the major sources are shown for the world and regions, and for Canada. Three forecasts of future demand are presented. By the year 2000, the world will be consuming energy at a rate of 670-700 x 1015 Btu/year. Canada's rate is estimated at 20 x 1015 Btu/year. Electricity will increase its portion of energy from 7.5 per cent to 15 per cent, and more than 40 per cent of the primary energy w1ll. be required to generate 1t. World, regional and Canad1an forecasts are g1ven for total electricity generated and for electricity generated in nuclear stations. The integral world requirement for energy by the year 2000 will be over 12 x 10 18 Btu. Current recoverable fossil and hydro reserves are about 18 x 1018 Btu. The total reserves are estimated to be seven times greater.World production of electricity in nuclear stations by the year 2000 will be almost three times the electricity produced in the world today. The amount of fuel consumed in generating this electricity will depend upon the types and mix of reactors installed. The heavy water reactors, alone or in conjunction with fast breeders and liquid fuel reactors, are the most efficient users of uranium and thorium resources. The heavy water reactors are also the most efficient producers of plutonium which will be required as fuel for fast breeders."

Environmental Geochemistry International (EGi) and the Ian Wark Research Institute (IWRI) collaborated in a three-year Australian Minerals Industry Research Association (AMIRA) research project (Project Number P387A) focussed on the prediction and kinetic control of acid mine drainage. As part of this project, single addition, and sequential net acid generation (NAG) testing was carried out on sulfide mineral samples. The test samples comprised a range of synthetic waste materials prepared using a quartz bulk and controlled quantities of the commonly occurring sulfide minerals; pyrite (FeS2), pyrrhotite (Fe7S8), arsenopyrite (AsFeS), chalcopyrite (CuFeS2), chalcocite (Cu2S), covellite (CuS), bornite (Cu5FeS4), galena (PbS) and sphalerite (ZnS). NAG test results clearly show that there are significant differences between the acid forming potential of sulfide minerals. The NAG test results for each mineral were compared with theoretical acidity values (NAPP*). The NAPP* calculation was based on stoichiometric oxidation reactions assumed for each of the sulfide minerals. Sequential NAG values for pyrite corresponds closely to predicted NAPP* values, confirming the assumption that pyrite oxidation occurs according to the stoichiometry assumed. For the pyrite sample with 5 wt per cent S, two NAG stages were sufficient for all of the sulfur to be released to solution. Since sulfides in waste materials will generally be dominated by pyrite, results also confirm the validity of including NAG testing for ARD evaluation of most waste rock. NAG testing confirms that of the sulfide minerals examined, only pyrite, pyrrhotite, arsenopyrite and chalcopyrite are acid producing, ie able to produce leachate with a pH less than 4.5. In the case of sphalerite, galena, bornite, chalcocite and covellite the pH of the final NAG solution was greater than 4.5. The significant differences between the acid forming potential of different sulfide minerals could lead to overestimation of acid producing potentials based on NAPP values calculated from total per cent S alone, ie assuming all S is present as pyrite. The oxidation of galena during the NAG test resulted in the consumption of acid. The examination of the galena surface by X-ray photoelectron spectroscopy (XPS) after oxidation in peroxide solution indicated the presence of polysulfide. The reaction of sulfide to polysulfide is acid consuming, thus explaining the net acid consuming behaviour of galena in the NAG test. This reaction pathway may provide a possible explanation for the lower than expected acid production observed for some of the other sulfide minerals examined.

Enargite, known as one of the major arsenic containing copper minerals, with approximately 19% arsenic, introduces challenges to typical processing options. In most hydrometallurgical processing methods, arsenic remediation occurs after the copper recovery in an autoclave or in a stepwise neutralization process. In this study, the in situ precipitation of scorodite was investigated during an atmospheric leaching process in the presence of carbon-based catalysts and chloride media. The effective parameters of initial ferric addition, temperature, catalyst addition, and oxygen sparging rate were studied and the ferric behaviour was monitored during the scorodite precipitation. The most influential parameters on efficient scorodite precipitation are found to be: initial ferric addition, catalyst to concentrate ratio, and temperature. A 99% scorodite precipitation yield was achieved in this process.

The eastern third of Australia contains an unrivalled Phanerozoic rock record generated by the regional interaction of Gondwanaland with the Pacific and by the global effect of the 400 m.y. Pangaea - Panthalassa cycle. Between the latest Proterozoic (600 Ma) breakup of Proto-Pangaea and the mid-Carboniferous coalescence of the dispersed continents in Pangaea, the Lachlan and Thomson Foldbelts accreted to the craton by Mariana-type (backarc basin) and Chilean-type (continental margin) subduction from eastward jumps of the Palaeo- Pacific rim. Further jumps of the rim of the Permian and Mesozoic Pacific, now expanded to Panthalassa, accreted the New England Foldbelt to the craton. An Early Permian rift basin was succeeded by a Late Permian to mid-Triassic foreland basin which extended between the craton and the foldbelt behind the 10000 km Panthalassan rim, from the Bowen Basin of Queensland to South America, and was host to the productive coal measures of eastern Australia, as the succeeding Jurassic and Early Cretaceous foreland and epicratonic basins included the coal measures, hydrocarbon reservoirs, and aquifers of the Great Artesian Basin. The magmatic arc on the Australian margin ended after the mid-Cretaceous uplift along the Queensland coast that initiated southwestward drainage from the high Pacific rim. The Chilean-type subduction that had prevailed since the Devonian was superseded shortly afterwards by Mariana-type subduction with the successive generation of the back-arc basins of the Tasman Sea, Coral Sea, and other southwest Pacific basins by the migration of the island arc to its present position 2500 km eastward of Australia.

This paper describing the methods of dredging and treatment of gold-bearing gravels at the Lancha Plana Gold Dredging Co.'s dredge is one of a series of similar papers being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The dredge is located near the Mokelumne River, 12 miles west of San Adreas, Calif.; it is accessible by an improved dirt road from Jackson, which is about 20 miles distant.
