ABSTRACT The Saskatchewan Ministry of Environment recognizes the importance of environmental protection as an important contributor to Saskatchewan’s economy, with the environmental performance of industry closely monitored. Unfortunately, environmental regulation is often accompanied by significant process that does not always add value to environmental protection activities. The Saskatchewan Ministry of Environment has embarked on a visionary restructuring of its regulatory framework from conventional command and control regulation to a results-based regulatory framework. This new regulatory framework will provide for establishing clear environmental protection and resource management objectives; streamlining the environmental acts and regulations; developing an environmental code of practice; relying on qualified persons; enhancing compliance and enforcement tools; eliminating of many permits; and developing greater certainty in environmental assessment decisions. Results-based regulation promises to deliver enhanced environmental protection with less process. The uranium industry in Saskatchewan will be used as an example of the potential effects of results-based regulation.

The Proceedings of the above Symposium have been edited and published by the Symposium Committee. The Symposium was sponsored by the Australian Coal Association, the Joint Coal Board, and the United Nations Economic Commission for Europe. The Symposium was very well attended, with presentations from fourteen countries, including all the major coal-producing countries of the world. The Proceedings are presented in two parts: the Symposium Part and the Workshop Part. The Symposium Part deals basically with the theoretical aspects of outbursts and high-gas emissions in mines, while the Workshop Part is more practically oriented and describes case studies, and the management systems, and drilling technologies used in underground mines.

"In the mining industry time is critical as production depends on the speed of the mining cycle. During the mining process, the time required to re-open access for the next phase of an underground heading is a key point that strongly depends on the ability of the selected ground support technique to promptly ensure the safety of workers. Fiber reinforced dry-mix shotcrete has been proven to be an efficient and well adapted technique, able to produce a ground support material with the required energy absorption or flexural toughness in a single application phase. In this context, this paper demonstrates the possibility of significantly speeding up the mining process by using a new fiber reinforced dry-mix shotcrete. The new fiber reinforced dry-mix shotcrete is capable of developing flexural toughness in only 24 hours that is equivalent to what is typically achieved after 28 days using current fiber reinforced drymix shotcrete technology.INTRODUCTIONShotcrete is often used for ground support when using the drill and blast method or other tunnelling methods. But before re-opening access for the next phase of the underground heading, the applied shotcrete is required to reach a minimum compressive strength and in case of fiber reinforced shotcrete, a minimum flexural toughness (energy absorption) in order to ensure the safety of the workers going into the heading. Combined with bolts, the use of conventional fiber reinforced shotcrete becomes an interesting method for ground support as it is applied very soon after excavation and works to stabilize ground movements (Bernard E. S., 2009). In this case, the toughness development of fiber reinforced shotcrete becomes an important feature of the material when looking to speedup the mining cycle. However, early re-entry criteria in underground openings are difficult to ascertain as the load carrying capacity of fiber reinforced shotcrete is usually assessed after 7 or 28 days. For this reason, re-entry criteria varies from one mining area to another and are usually based on compressive strength requirements. For example, in northern Ontario, Canada, one of the current practices in the mining industry consists of allowing safe re-entry once fiber reinforced shotcrete has developed a compressive strength of higher than 4 MPa (Dufour, O’Donnell, & Ballou, 2003). Flexural toughness requirements on fiber reinforced shotcrete are also typically based on evaluation after 28 days."

This study tries to predict blast-induced flyrock using intelligent modelling techniques. Flyrock is a site-specific phenomenon. Design variables and rock properties highly influence flyrock throw distance. Site investigations were conducted in a sandstone quarry. Fundamental operational parameters, blast dimensions, bench face condition, and rock mass structure were monitored. Stepwise regression technique was applied for variable selection. Burden–hole diameter ratio, in situ block size, and powder factor were determined as the most significant parameters. Considering output of stepwise regression, artificial neural network, ANFIS, and Gaussian process regression techniques were applied to predict flyrock throw. A comprehensive validation was performed using twelve different performance indices. Pre-determination of input parameters supported development of successful soft computing applications. Rock block size was found to be an appropriate input variable for flyrock modelling. In addition to classical performance indices, standardized and symmetric accuracy metrics were quite useful in model validation process. The intelligent models predict flyrock range with an error less than 6 m. The mean percentage errors are lower than 10%. ANFIS seems to be the best model for flyrock prediction. The calculated mean absolute error is 5.36 for ANFIS model.

Construction workers may be exposed to hazardous dust containing crystalline silica during site preparation when drilling systems are used. The National Institute for Occupational Safety and Health (NIOSH) found that drill dust could be decreased by using wet or dry dust reduction engineering controls, enclosed cabs, and implementing a dust control program.

The surface-to-inseam (SIS) directional drilling technique has been utilised at Oaky Creek Coal for more than a decade to predrain both the Oaky No 1 and Oaky North mining areas. The cumulative drilling program constitutes a total of 140 lateral and 200 vertical holes, and 405 km of lateral drilling.The use of SIS gas drainage has been successful with the following site-specific benefits being recognised:ability to drain German Creek seam gas contents to residual gas levels of new mining areas within an 18-month period from commencement of well productionstructural geological verification of the mine design well in advance of development mining occurring in an areaability to conduct successful predrainage of the overlying Aquila seam to reduce subsequent goaf emissions.Appropriate and up-to-date geological knowledge during the design and drilling process is a significant influence to achieving success. Vertical production wells need to be located in a position that is most effective to remove water from hole. The lateral hole should not include intersections with significant geological structure.SIS drilling provides continuous seam roof/floor data to help define seam geometry and locate geological hazards with high accuracy. In faulted ground and with variable seam gradients, SIS data can resolve geological ambiguities from seismic sections and enhance seam correlation that would otherwise be available only from discrete and closely-spaced infill vertical exploration drilling.Here, we review some examples of SIS configurations and practice to highlight key learnings in drilling long inseam holes (up to 1900 m per arm) ahead of development and mining. "Ore morphology plays a vital role during the milling and liberation of minerals. This study was carried out to understand the role of mineral crystallography and mineral interfaces on the milling and liberation processes. Data related to mineral crystallography, Vickers Hardness Number and beneficiation processes were collected from literature, and detailed statistical analysis was conducted to relate these parameters. Review of the crystallographic information of minerals present in ores indicates that molecular weight and cell parameters significantly affect milling and liberation characteristics. Mineral interfaces were classified into the three categories of coherent crystals, semi-coherent and incoherent crystals, and breakage behaviors were studied. The studied cases revealed that these material interfaces control the micropore properties that play a vital role in the initiation of intergranular and intercrystalline fractures which occur in siliceous manganese ores and dolomite as a result of thermal treatment. In contrast, banded hematite jasper and coal exhibited a much more complex fracture pattern due to their coherent interfaces and finer physical associations. This study explains the effect of the various types of interfaces on milling, and the approach can be helpful in developing a methodology to enhance mineral liberation with minimum energy consumption.IntroductionComminution is a vital unit operation in the mineralprocessing, cement-making, power-generation and pharmaceutical industries. Its importance in mineral beneficiation operations is increasing every year as a result of the growing need to exploit lower-grade ore bodies and process reject materials (Blazy et al., 1994; DOE, 2005). Low-grade ores require significant energy during grinding to liberate the valuable minerals, which are further separated from the gangues by various beneficiation methods. Various attempts have been made to enhance mineral liberation during grinding to minimize energy consumption. Most of these studies focused on the analyses of the compression mechanism, chemical additives, thermal treatment, microwave treatment and electric disintegration (Klimpel and Austin, 1982; Norgate and Weller, 1994; Bearman et al., 1997; Kumar et al., 2010; Wang et al., 2011; Singh et al., 2012). However, many of these efforts had limited success, and there is a need to see the problem from a fresh perspective."

"The effectiveness of reagent adsorption onto hematite ore particle surfaces is critical during beneficiation to promote effective selective flocculation and dispersion and increase iron oxide recovery. The relationship between aqueous calcium in the process water and the effectiveness of common iron ore dispersants has never before been studied. The nature of common dispersants was studied in the presence and absence of calcium in the process water. The settling behavior of hematite-rich iron ore at pH 11 was assessed in the presence of calcium and inorganic dispersants: sodium silicate, sodium tripolyphosphate (STPP), sodium hexametaphosphate (SHMP) and organic dispersant ethylenediamenetetraacetic acid (EDTA). It was found that inorganic dispersants are ineffective at a pH of 11 without activating the surface sites of the ore particles with calcium. Organic dispersants, however, were found to be effective with and without surface site activation.IntroductionThe United States produced 54 million metric tons of concentrated iron ore in 2011 (Jorgenson, 2013). Over 8 Mt were produced using a process known as selective flocculation and dispersion (CCI, 2011). The grade of this ore is slowly depleting, making it imperative that processing efficiency improves. To increase processing efficiency, a complete understanding of the effects of chemical reagents in the process must be acquired. This process relies heavily on dispersants to disperse iron oxides from gangue minerals in settling processes. The mechanism that these dispersants use to disperse the ore and its relationship to calcium in the process water has never been studied. The following extended abstract summarizes the relationship between aqueous calcium in process water and the effectiveness of common iron ore dispersants at dispersing hydrated hematite ore. These tests were carried out at a pH of 11, as this is a typical pH used to ensure dispersion in selective flocculation and dispersion processes."

Dams and highways were built to keep up with the growth of towns and cities, which were bursting at the seams, not just from the returning soldiers settling down with their families but also from the many waves of refugees from war torn areas around the globe.The demand for electricity generation and distribution required for the growing population sparked the expansion of the national power grid with new high-voltage transmission towers appearing across the landscape. However, with an original design life of 50 years, those transmission lines constructed in the 1950s are nearing, or are at the end of, their anticipated service life.In recent years, the Australian power distribution network has changed from a period of high construction activity in greenfield high-voltage lines to a period that is now focused on reducing cost and maintaining existing assets. Replacing aboveground structural members and electrical components is relatively simple even under live conditions. However, the replacement or repair of tower foundations, many of which are in remote locations, has been a problem that has caused difficulties for power utilities trying to operate on a budget while also avoiding costly and unpopular power outages.With thousands of miles of aging transmission lines needing life extension work, Piling & Civil Australia (PCA) has developed a patented system of upgrading the foundations with micropiles while under live-line conditions without requiring costly outages. The system is seen as revolutionary by power utilities, allowing the utilities to extend the life of their existing assets until demand increases to warrant the construction of a new line. PCA has been working on a potential solution with Powerlink Queensland for the past 5 years to develop a quick and cost-effective foundation replacement system that can extend the life of its existing asset base anywhere from an additional 5 years to 50 years.With design support from Quanta Subsurface, USA, PCA recently completed the foundation replacement of 26 lattice tower foundations in the Townsville region of North Queensland. Using a steel bracket (patent pending) to connect hollow bar micropiles to the lattice towers, the installation techniques that were developed enabled the micropiles to be installed within a tolerance of less than about 3/8 in (10 mm) through the existing steel grillage foundation while maintaining live line conditions. The project was an Australian first and a trial by Powerlink for wider use within its network, and it was delivered on time and within budget at one tenth of the cost of traditional methods."

It is a truism that in the design of pile foundations one must consider both capacity and settlement. As to capacity, most basic text books contain simple methods of design of capacity of single pile. More sophisticated methods are the subject of many journal papers. However, methods for design considering settlement of pile foundations are scarce. (Most confuse settlement with the movement due to load-transfer?the transfer of load from the pile to the soil). Furthermore, for both capacity and settlement, most methods include several simplifying assumptions regarding soil layering and neglect the effect of the frequently occurring fill and excavations, as well as changes of the groundwater table and pore pressure distribution. Therefore, the methods may provide qualitative results, but not quantitative. Because of this situation, pile design often appears as somewhat of a guessing game and a very subjective?and risky?occupation. This need not be. Pile foundation design is controlled by three factors: capacity, strength, and settlement requirements and these have been combined in a method called "the unified design of piles and pile groups considering capacity, settlement, and negative skin friction" (Fellenius, 1984; 1989), which method is summarized in this guide.

"The mining industry is currently facing significant challenges to identify and adopt sustainable collector chemistry that effectively recover value minerals in difficult-to-process low-grade resources. These are typically characterized by complex mineralogy and the presence of significant amounts of penalty gangue sulfide minerals, especially pyrit which is a challenge to separate from value minerals at many major mine operations. Three chemical strategies for dealing with gangue sulfides and penalty elements are: a) selective flotation of value minerals while rejecting penalty minerals in the whole circuit, b) rejecting penalty minerals in an appropriate part of the circuit using selective depressants, c) using a combination of selective collectors and depressants in appropriate parts of the circuit. This paper will evaluate different strategies for dealing with those penalty elements and propose the most efficient alternative. New products and application technologies have been developed in the past 25 years by Cytec for implementing these strategies as dictated by the particular needs of a given plant. However, in recognition of the growing interest in meeting the sustainability challenges, Cytec Research and Development have been focused in the development of greener products (collectors, modifiers and frothers) and processes using FLOTATION MATRIX 100TM approach used to develop the optimal collector system for each specific ore. An overview of these new developments is given in this paper using case studies of application of selective collectors and polymeric modifiers including the newer, greener chemistries."

Large scale surface coal mining will be required to fill future energy demand in the United States. In realization of this long-term commitment to coal resources, the U.S. Energy Re-search and Development Administration sponsored a study to determine the costs and problems of large-scale surface coal mining. As a result of this study a series of computer models were developed that can be used by government and industry to: 1) facilitate mine design and equipment selection, 2) provide detailed analyses of mining and processing costs. Two types of models were developed: detailed simulation models, which provide detailed information on mining systems and equipment to assist in mine design and equipment selection1 and broad models, which provide a first-order evaluation of deposits and new ventures for an entire mining complex. The complete model series permits examination of surface coal mining under a variety of terrain conditions. Six different mining methods were analyzed and documented during the overall project: 1) Area stripping with draglines, 2) Area stripping with draglines, extended bench, 3) Contour stripping with draglines, 4) Area stripping with shovels (loaders) and trucks, 5) Mountain top removal with shovels (loaders) and trucks, 6) Multiple dipping seam mining with shovels (loaders) and trucks. Each major operation in the coal mining pro-cess is represented in these models so that the best methods and equipment may be selected and 50 that the impact of such selection will be reflected in estimates of capital investment, operating costs, and coal price. Individual models allow the user to separately analyze overburden removal, overburden drilling and blasting, coal drilling and blasting, coal loading and hauling, coal preparation and handling, land reclamation, and premining, facilities, and administrative expenses. Because it is impossible to cover all the models in this paper, only the detailed simulation models representative of the technique "area stripping with draglines," are described. The Fort Union Strippable Coal Resource Region, one of eight test cases, is used as an example to describe the models.

O presente trabalho estuda os parâmetros de permeabilidade de hidrogênio de um tubo API 5L X80, e uma chapa de aço grau X80, onde a principal diferença está na composição química, o primeiro contém 0,07%C e 0,04%Nb e o segundo 0,04%C e 0,102%Nb. As amostras foram cortadas com espessura de aproximadamente 1 mm, lixadas e recobertas com um filme de níquel, em uma das faces. Nos ensaios de permeabilidade foi utilizada uma célula modificada tipo Devanathan-Stachurski, com a solução A da norma NACE TM0284, com injeção de H2S no lado de geração e 0,2M NaOH no lado de detecção. As curvas de corrente em função do tempo obtidas passaram por tratamentos matemáticos (método tlag), permitindo a obtenção dos parâmetros de difusividade aparente, concentração máxima de hidrogênio e número de traps (sítios de ancoramento). Tais parâmetros mostraram-se iguais para os dois materiais. As curvas foram normalizadas e modificadas de maneira a eliminar o efeito da espessura das amostras. Estas novas curvas foram comparadas com o modelo teórico da segunda lei de Fick. A comparação evidenciou que o procedimento inicial para a obtenção dos parâmetros de permeabilidade mostra-se eficiente e vantajoso por apresentar maior praticidade. Pôde-se concluir que a semelhança no comportamento dos parâmetros de permeabilidade foi devida às similaridades nas suas microestruturas. Os resultados obtidos no presente trabalho evidenciam que o tipo e quantidade de traps nestes materiais são determinados pela microestrutura.

The Masbate gold deposits are situated on the island of Masbate, 350 km south of Manila. A new plant was commissioned in April 2009. The grinding circuit consists of one semi-autogenous (SAG) mill Ø9.75 m × 4.27 m, two ball mills Ø5.6 m × 7.1 m and a pebble crushing circuit, which is usually called a SAG-ball mill-crusher configuration. The SAG mill was originally equipped with radial pulp lifters. The mill runs at fixed speed of 10.9 rev/min, which is approximately 80 per cent of critical speed (per cent CS). Due to the high speed of the mill the original radial design pulp lifters presented a high volume of recirculating load inside the chamber and consequently heavy wear on the outer circle (bottom pan).In order to address the high wear on the pulp lifters a number of avenues were considered in early 2011. The chosen solution was to change the geometry of pulp lifters from radial to curved design. The pre-existing drilling pattern on the discharge end of the mill was a major constraint. A number of designs were considered. The selection of the most suitable option was to be made based on 3D discrete element modelling (DEM) and smoothed particle hydrodynamic (SPH) simulations.The original radial design and two potential solutions for curved pulp lifters were simulated with 3D DEM and SPH software. The main three objectives were predicting the charge dynamics, the expected wear patterns and discharge efficiency. One of the solutions was chosen and implemented during 2012.Observations carried on after installation of the curved pulp lifters have confirmed, as expected, a reduction in wear intensity on the outer pulp lifters. In addition to this, at early stages of operation with curved pulp lifters, the mill operator noticed a reduction in energy consumed by the mill with no detrimental effect on mill performance.This paper is intended to further study the effect of curved pulp lifters on mill energy consumption.CITATION:Ciutina, S and Soriano, R J, 2014. AT the end of September, ' the metal-producing industries were almost prostrate, the production of fuels was largely curtailed, there was a fair degree of activity in general manufacturing, while retail trade was moderately good. Looking at industry on the whole, there was a large percentage of unemployment, the degree of which has increased, progressively, month by month since the beginning of 1921. There is the prospect of much destitution and misery this winter; yet while' in some, quarters, idle workers are already being fed from, commissaries; in other quarters profligacy; in "spending continues, unabated. Amid this confusion in conditions there is;' much that appears paradoxical, but in fact it is not so and indeed everything is running pretty true to form: Such activity in production as there is to be seen is mainly in textiles; - leather goods, foodstuffs, etc., i.e., consumption goods for immediate use. Even in hard times 105,000,000 people must buy a good deal of clothing and food. Besides this there is indispensable repair work and- maintenances. Thus, the good business of the year in white lead for painting. The chief uses for the metals, however, are in the production of capital goods, and except for occasional and special reasons nobody in his senses is capitalizing anything at present prices for labor. Hence several millions of men are idle. The impoverishment of Europe and the exhaustion of her credits adds to this by curtailing our export trade.

The economic success of cave mining projects is significantly influenced by the secondary fragmentation size distribution of the caved orebody and making the fragmented ore available for extraction. If the cave does not propagate as predicted, it may lead to stalled cave growth and/or localised preferential caving. This can cause significant ore loss and the inclusion of excessive waste in draw columns, both of which damage the economic value of the project. Uncontrolled caving can have severe consequences for the safety and economics of mines. Such safety risks include air blasts due to the formation of excessive air gaps and damage to infrastructure due to surface subsidence. Monitoring the cave-back delivers critical feedback that is required to exert control over its propagation and reduce the likelihood of adverse consequences. Current methods for monitoring cave propagation include access through open holes, microseismic monitoring systems, time domain reflectometers and extensometers. All of these monitoring systems rely on stable holes for installation and ongoing data collection. However, cables in holes often get sheared due to ground movement in the seismogenic zone well ahead of the cave front, rendering the systems useless. To resolve this issue, Elexon Mining, with the support of Rio Tinto, developed the Networked Smart Marker system, which is based on Elexon’s Smart Marker technology. This system provides a more robust and versatile alternative to other cave monitoring systems as the data is transmitted wirelessly through rock, and thus is not vulnerable to hole shearing/dislocation experienced with current cave monitoring systems. Installations at the Argyle block cave have proven that the Networked Smart Maker system can continue to provide information on the cave-back’s location long after all conventional monitoring systems have failed. The adsorption process, density and structural property of the oleate layer adsorbed onto a hydroxyapatite (HAP) surface at six different concentrations and three pHs (pH 8, 9 and 10) have been studied using the technique of quartz crystal microbalance with dissipation (QCM-D). The present study demonstrated the versatility and accuracy of the QCM-D for surface adsorption characterization. The real-time measurements of frequency and dissipation shifts with a hydroxyapatite-coated sensor revealed changes in the hydroxyapatite surface during the entire adsorption process. Chemisorption and surface precipitation of sodium oleate were also observed on the surface of hydroxyapatite through the use of Fourier Transform infrared spectroscopy(FTIR). Chemisorption dominated at low concentrations and high pH values and formed a rigid and thin adsorption layer. Surface precipitation of calcium oleate and micelles dominated at concentrations higher than critical micelle concentration (CMC) and lower pHs and formed a thick but dissipated adsorption layer with a high hydration level. Three distinct adsorption behaviors were identified from the different slopes of ?D-?f plots. The adsorption density was less than a monolayer at concentrations <0.164 mM, but increased significantly at concentrations higher than 0.821 mM at all three pHs. The critical concentration at pH 8 was 0.33 mM, which was lower than at pH 9 (0.821 mM) and pH 10 (3.3 mM).

A cost analysis for two alternative contour mining methods is performed to compare their results. The methods evaluated are: 1) Front-End Loader/Truck Haulback and 2) Scraper Haulback. Before performing these analyses, output requirements and equipment needs are found based on integrating geometric limitations with material properties. The final geometric design establishes limits on clearances, congestion problems and grades (with associated running surface materials). All calculations are kept practical, with assumptions clearly stated. The cost analysis is a unique, easily utilized compilation of several different approaches incorporating cost engineering principles. The strengths of each are welded into a cohesive entity once again aimed at practical application. The results are presented in tabular form.
