Physiol. 11): L365–L374, 1994.—Although integrity of the alveolar basement membrane may influence progression of lung injury induced by inhaled particulates, little is known about direct effects of coal dusts on the alveolar epithelium or its extracellu¬lar matrix (ECM). Effects of dust on synthesis of cell and ECM proteins by type II cells (T2P) was thus investigated. Three coal dusts (anthracite no. 867; bituminous no. 1451 and no. 1361) and mine dust MIT-3, of respirable size, were studied as a function of dose and time over 3 days of primary T2P culture. On day 1, 750 µg/ml of 867 were required to increase relative synthesis of ECM proteins (ECM/cell). MIT-3, 1451, and 1361 were without effect. By day 3, 867 or MIT-3 increased ECM/ cell 60-100% at 300 µg/ml; 1451 produced modest, dose-dependent stimulation, whereas 1361 remained without effect. None of the dusts caused significant cytotoxicity. The results show dose- and time-dependent effects of well-characterized coal and mine dusts to modify partitioning of newly synthesized proteins into the ECM and suggest that coal dust exposure may modulate structure or function of the subepithelial basement membrane.basement membrane; cell culture; inorganic dust; lung injury; extracellular matrix deposition; pulmonary epitheliumCHRONIC EXPOSURE to coal dust may be associated with development of pulmonary fibrosis and consequent loss of normal lung function (see Ref. 26 for review). Al¬though the pathways of inorganic dust-induced lung injury are recognized to involve an inflammatory re¬sponse, the underlying pathogenic mechanisms are not understood in detail. Acute and chronic responses to dust exposure involve a variety of interacting cells of the immune system, including macrophages, T cells, and B cells, along with pulmonary fibroblasts. These responses reflect direct effects of the dust particles, as well as indirect effects mediated by soluble factors, including cytokines and eicosanoids (see Ref. 41 for review).Studies of pulmonary macrophages and fibroblasts following silica exposure suggest that dust-induced damage at the airway surface may involve cellular injury through oxidant-mediated pathways. Coal dusts and related inorganic particulates can activate the alveolar macrophage (42) to produce fibronectin (15) and cytokines, such as interleukin-1 or tumor necrosis factor (4) and/or other soluble products which act locally (29) to cause acute cellular injury and to initiate the progression of fibrotic lung damage (16). Type I epithelial cells are typically more susceptible than type II cells to oxidant injury. Type I cell damage and subsequent death leads to denudation of the subepithelial basement membrane (2, 21) and can be associated with leakage of plasma constituents from the pulmonary vasculature into the alveolar compartment (13)."

With continually increasing energy prices, the mining industry has been on the search for new energy optimization technologies. One area that is garnering great interest is Ventilation-On-Demand (VOD). Prior to selection and implementation of a VOD solution, it is important to fully understand the mine requirements as well as its existing infrastructure and the interaction with other automation in place at the site. With this information, a business case can be generated including a cost versus benefit comparison for various control strategies. To assist in the development of the business case, this paper will identify key areas for consideration and recommendations for an implementation plan.

Results are presented for the first phase of an experimental program to study the feasibility of using acoustic velocity for predicting the state of stress in a rock mass. Compressional wave velocities were determined axially in cylindrical samples during uniaxial compression for several rock types conditioned in dry and water-saturated environments. Results indicate that in rocks containing compressible voids or cracks, substantial velocity change occurs with the application of stress in the lower (below 100 MPa) stress regime. The effect norm- ally is nonlinear, however, and diminishes to asymptotic values when cracks or voids become closed or with saturation. Empirical prediction equations were derived for each rock type by linear and nonlinear regression analyses, and correlation coefficients were calculated to determine the equations that best fit the stress- velocity data. The operational range for predicting stress using compressional-wave velocity appears to be within the range of vertical stress expected in most shallow to intermediate depth mining operations (less than 1,000 m). Based on the experimental results to date and theoretical considerations, it appears that the technology can be advanced to predict in situ stress based on acoustic P-wave velocity determinations in most mining situations.

INTRODUCTION The LG-2 project is one element of the La Grande Complex, an integrated development of hydro-electric potential being constructed in north-western Quebec by the James Bay Energy Corporation. The project is located on the La Grande River about 65 miles east of Fort George on the James Bay coast and 600 miles north of Montreal. It comprises a 525 foot high dam, 81,000 feet of dykes, spillway and river diversion works and a 16 unit underground powerhouse that will have an installed capacity of 5,328 MW. The power installations at LG-2 represent approximately half of the total potential for the complex. When completed in 1982, LG-2 will rank as the largest underground powerhouse in the world. Studies and site explorations for the project were begun in 1971, construction commenced in 1973 and the roll date for the first machine is scheduled for February, 1980. GENERAL ARRANGEMENT OF POWER INSTALLATIONS As shown in Figure 1, the power installations are located on the south bank of the river about 4 miles downstream from the main dam. Correct ventilation of underground workings whether in coal or in metal mines consists in establishing such control of air currents that the miners may work in safety, with maximum comfort and efficiency, and without impairment of health; also in controlling the air flow so that the mine workings may at ordinary times be kept reasonably free of harmful gases or dusts, and so that in time of emergency, as when a fire or an explosion occurs, there may with minimum delay be maintained as much or as little air flow as is desired throughout the mine in its entirety or in certain parts of the mine. Control of air flow is the essential point of any mine ventilating system, and is obtained only by the installation of mechanically operated fans, and other ventilating devices such as doors; overcasts, regulators, etc. Every mine, large or small, coal or metal, should from the outset be equipped with a fan. Much has been written about natural ventilation, and many claims have been made that in specific mines or parts of mines there is sufficient natural air flow. As a matter of fact, there are actually very few if any mines, coal or metal, where natural ventilation creates atmospheres anything like adequately safe or healthful for underground workers even at ordinary times or under ordinary. conditions; and at the time of a fire or an explosion mines depending upon natural ventilation are practically helpless, and are decidedly dangerous for the unfortunates forced to be in them either at the time of the disaster or afterwards when trying to handle conditions arising from the emergency.

A list of permissible mine equipment approved by the Bureau of Mines prior to January 1, 1940, was published as Information Circular 7207.3 Three supplements published as I. C. 7240,4 I. c. 7283,2/ and I. C. 73166/ completed the list of equipment available to January 1, 1945. The present list is a revision of the previous lists, together with the additional equip- ment approved from January 1, 1945, to January 1, 1947. In preparing this list, certain items have been omitted, either because the manufacturer is no longer in business or manufacture was discontinued several years ago. However, some discontinued equipments that are still in service and for which repair parts are available are marked with an asterisk to indicate their limited status. The remaining obsolete equipments are listed in tabular form in Appendix 1. Appendix 2 lists seven satisfactory fuels available for use in permissi- ble flame safety lamps and shows where the fuels are available. The equipments listed were approved only when inspection and tests showed that they met the minimum standards of safety as outlined in "schedules" based upon laboratory tests as well as on performance underground. This circular is published so that users and potential users may be in- formed of the many types of permissible equipment available for reducing hazards incidental to coal mining and as an aid in identifying the equipments.

Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to increase. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining; 4) Surface mining normally recovers a- much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining [ ] methods because of geologic reasons such as the nature of the roof or bottom, thickness of the seam, multiple bedding, etc.

Workshops were held in eight states during the period from December 12. 1975. through June 25, 1976, under U. S. Bureau of Mines Contract to the University of Missouri-Rolla. The workshops were designed to help define the Bureau's research and development priorities. At each workshop a summary of the current Bureau mine reclamation research was presented which was followed by identification of problems associated with mine land reclamation in the state where the meeting was being held. Discussions included the seriousness of problems locally and how the Bureau could best undertake research to assist the state in solving the problems identified. Participants included representatives of state agencies, educational institutions, and companies involved in surface mining. Attendance at these workshops totaled 201 persons who displayed a wide variety of opinions and ideas as to what should be done In government research and development efforts. A breakdown of these attendees is as follows: 91 state and Federal employees; 69 mine operators, equipment manufacturers and consultants; 33 educators and researchers; and 8 others representing such varied interests as environmental and conservation groups, news media and students .

"Originally developed in 1993, LaModel has aided mining engineers and researchers alike in improving the design and safety of underground single- and multiple-seam mining operations (Heasley, 1998). Through the years (Heasley, 2011), the use and capabilities of the LaModel program have grown immensely while adapting to ground control concerns and problems within the mining industry. Presently, MSHA specifically mentions the use of LaModel for the analysis of, “complex non-typical roof control plans,” defined as either room-and-pillar retreat mining greater than 1000 feet, bump- or bounce-prone mines, or other criteria considered unusual by the District Manager (Stricklin, 2013).With an ever increasing number of users and an increase in available solution options and complex analyses, there is now a significant demand for better education and training in the practical application and detailed analysis using LaModel. This paper presents the development of an electronic user’s manual and comprehensive online training course created in an open online learning environment in order to better inform and train industry professionals as well as engineering students and new users. The development of both the user’s manual and online training course will ultimately increase the ground control design effectiveness of mining engineers, leading to safer and more productive mine designs.INTRODUCTIONOver the past 20 years, mining engineers and researchers have used the LaModel program for improving the design and safety of single- and multiple-seam mining operations. LaModel uses a laminated, displacement-discontinuity, boundary-element method which simplifies the overburden into a stack of frictionless homogeneous laminations and limits the detailed analysis to the seam itself. This approach is fundamentally simpler than either finite-element, finite-difference, or discrete-element approaches; and, therefore, the program provides a significant reduction in computational time and efficiently calculates the displacements, stresses, pillar safety factors, multiple-seam interactions, subsidence, etc. for thin-bedded deposits such as coal, salt, potash, limestone, etc. (Heasley and Salamon, 1996; Heasley and Agioutantis, 2001). The laminated overburden model in LaModel is different than previous homogeneous elastic formulations and more realistically represents the natural flexibilities of the stratified sedimentary overburden typically associated with coal seams (Heasley, 2008)."

This Federal Bureau of Mines report presents information on the accumulation and distribution of helium in U.S. natural gas reservoirs. The investigation concerns the relationship or association of helium with geographic location, geologic age, reservoir depth, nitrogen, carbon dioxide, and argon. Although helium is a minor constituent in natural gas, these data show that certain conditions make some reservoirs statistically more favorable than others for the accumulation of helium. The report is based on gas analysis information collected-by the Bureau from 1917 to 1974 from 10,086 gas samples, representing 6,455 reservoirs in 35 States. The occurrence of helium in the reservoirs was 11.5 percent with less than 0.005 percent of helium, 70.9 percent with 0.005 through 0.29 per-cent of helium, and 17.6 percent with 0.30 percent or more of helium in the gas. Results of the various correlations are presented in tables and charts. Relationships have also been determined quantitatively by measures of correlation. The statistical data can be used to determine the environment under which reservoirs with high-helium contents are most likely to occur. These data can be used with other information for predicting the future helium resources of the United States.

Bureau of Mines Information Circular 16, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants, was published in October 1949 as an aid in making estimates of investment and operating costs of processes for manufacturing synthetic liquid fuels. Development of such processes by the Bureau of Mines was authorized by Public Law 290, 78th Congress. This bibliography included refer¬ences to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. Publications in this field have been numerous since compilation of the above bibliography, and the present report was prepared to cover the field from September 1948 through June 1952.3/

AT its meeting on May 21, the Board of Directors approved the recommendations submitted by President Lovejoy and named a nominating committee for the year that is especially well distributed as to major technical interest and as to geography. As may be seen from the list published herewith, two come from the East, two from the Midwest, and three from the far West. Mr. Linton, the chairman, has been a valued member of the Institute for 36 years. A memorandum drawn up by Paul D. Merica, representing the A.I.M.E., and W. R. Barclay, representing The Institute of Metals of Great Britain, setting forth a reciprocal plan for special memberships in each Institute for members of the other, was discussed. Both societies already have formally approved the plan in principle and Dr. Merica was clothed with full authority to agree on a few small details that have not been settled, and conclude the arrangement in behalf of the Institute.

ONE of the fundamental principles of efficiency is the use of adequate and permanent records. The rapid increase in the manufacture and use of recording pryometers is a proof of the appreciation of efficiency principles on the part of the manufacturers engaged in the various technical industries. Where recording pyrometers are not employed in an industry in which temperature measurements are necessary, one will generally find that a printed form is used upon which is written, periodically, the temperatures measured by an indicating instrument. It is no serious condemnation of the workman to state that such records are often "doctored," but it is rather a reflection upon the executive who puts such temptation in the way of a workman. One of the well-known "tricks of the trade" is to "force." a furnace so that it will be at the proper temperature during the periodic trips of the foreman or other official. Indicating instruments and recorders may be used together to great advantage. The recorder furnishes .a printed record and a check upon the operator of the furnace, and a record of value in correlating properties of the finished product with the heat treatment. The indicator should be of assistance to the operator in controlling the furnace or oven. Modern practice requires a temperature-recording instrument that is as simple as possible, rugged, reliable, and sufficiently accurate. Of these qualifications reliability is paramount, particularly in cases where the recorder is used for controlling the temperature automatically. By a reliable instrument is meant one that will run continuously with little attention and with a consistent degree of accuracy. That is, if it is in error by 5 per cent. one day, it must be in error by a like amount on any other clay, and not by 2 per cent. or 10 per cent. The earlier forms of recorders were complex and delicate, or mechanically unsatisfactory and inaccurate, and required considerable attention to keep them in operation. Within the past few years, however, the development in the manufacture of temperature recording devices has been highly satisfactory and many excellent instruments are now available. .

"New tax rules that can apply to the repayment, extinguishment, or other settlement of a company's debt are finally taking shape. These new rules are far-reaching in their application, and can affect mining companies in a serious, negative way.IntroductionIn his February 1994 budget, Finance Minister Paul Martin announced changes to the Income Tax Act that could have an adverse impact on a company that restructures its debt. Since then, the new rules have undergone considerable transformation during their fetal stage: draft legislation was introduced in July 1994; revised draft legislation was introduced December 1994; and a third version of draft legislation was introduced February 1995. It seems that the new rules have now been pretty well finalized, and they contain some serious traps that the unwary could fall into. The new rules are of particular importance to mining companies, because a mining company's resource pools will be caught under the new rules, whereas these pools escaped the wrath of the old rules. The following commentary summarizes the new rules that are generally referred to as the ""debt forgiveness"" rules."

Exposure to airborne respirable crystalline silica dust can lead to silicosis, a debilitating lung disease. On surface coal mining and construction sites, blast hole drills are notorious sources of airborne respirable dust that may contain significant amounts of silica. The drill operator and drill helper usually receive the greatest silica exposure compared with other occupations. As a result, many drilling operations have been, and still are, on more stringent dust standards. Drilling through various rock formations naturally presents a strong potential for silica dust generation for several reasons. First, drilling is a pulverizing process that generates large amounts of very small dust particles. Second, the bailing air used to flush cuttings from the hole leaves the hole at a very high velocity and can be difficult to contain. Third, many fixed shrouds used to enclose the area beneath the drill deck have a significant amount of leakage due to 1) gaps between the shroud and ground created by raising/leveling the drill, 2) gaps in the corner seams, and 3) tom deck shrouds. CONTROLS A dry dust collection system is typically connected to the drill deck to collect dust as the bailing airflow transports the cuttings (and significant amounts of airborne respirable dust) out of the drill hole. Deck shrouds are installed in an attempt to enclose the volume around the drill steel and prevent dust escaping. However, most deck shrouds are rectangular and constructed of four separate pieces of rubber belting attached to the deck. Because of this design, there is usually a significant amount of dust escaping from the open seams as well as the open area between the shroud and the ground. This dust can be a significant source of silica exposure to drill operators as well as other personnel downwind of the drill.

An atmospheric acid leaching process for leaching nickel and cobalt from highly-serpentinized saprolitic fractions of nickel laterite deposits has been developed and patented [I]. The process involves leaching the highly-serpentinized saprolitic portion of the nickel laterite ore profile in strong sulphuric acid solutions at atmospheric pressure and temperatures between 80°C and 100°C, essentially autogenously, to extract over 85% of its contained nickel content and a large proportion of its cobalt content after leaching times of about one hour. The amount of sulphuric acid used in the leaching process is between 80% and 100% by weight of the finely ground highly-serpentinized saprolite ore on a dry weight basis. Summarized Foreword This paper is one of a series arranged by Institute Divisional Committees for the Fiftieth Anniversary Meeting, reviewing the experience of the major mining and metallurgical industries during the life of the Institute. The viewpoint is national and broadly technical. Geology is stressed on a continental scale without regard for provincial boundaries. The boundary between Canada and the United States is, however, so decisive a factor in our coal-mining economics and our political evolution that mention of its implications cannot be avoided. The Laurentian Shield in Canada makes the occurrence of coal deposits a geological impossibility between the St. Lawrence Lowlands and the Great Plains. All but five per cent of Canadian coal resources occur west of Winnipeg. The utilization of this ninety-five per cent of our coal wealth has to date been a consequence of transcontinental railways' development, and the small fuel needs of thinly populated wheat farming and cattle-raising territory, in what- to judge from the development of mixed farming and greater population density of Manitoba- is merely an initial stage of agricultural intensification and accordant population growth. There is no useful purpose in measuring coal resource against consumption rate in the West as a whole, because the resource is but partially known, and it is difficult to believe that industrialism based upon coal utilization is in any but its infant stage of growth. Canada west of Winnipeg possesses, moreover resources of petroleum and natural gas, which, together with the power-potential in the long watershed of the eastern slope of the Rocky mountains, give to population centres such as Calgary and Edmonton a choice of energy resources that is almost an embarrass des riches.
