Blasting related indices were developed to quantify variation in rock strength and structure for each stope, and for each lift of each stope, as part of a Mine to Mill study at an underground open stope mine. The indices were derived from combinations of data from underground diamond drilling because the simplifying assumptions contained in the block model prevented sufficient differentiation in rock mass characteristics to enable adjustments to the blast design.Application of combinations of blasting related indices enabled the identification of stopes with a high potential for inconsistent and oversize fragmentation, underbreak and overbreak. The indices also fragmentation outcomes to deliver increased material flow within stopes, better digability and predict indicative mill throughput. The stopes with issuesCalibration of the results enabled adjustments to the blast design based on the rock mass conditions and accordingly improved the blast outcomes. This enabled improved productivity by reducing underbreak and overbreak, having a more appropriate fragmentation, which reduces unplanned rock handling and improves bogging. The reduction in recovery drilling creates huge opportunities to improve output by reducing production delays and decreasing the overall cost per tonne. By understanding the explosive performance and blast energy distribution in relation to rock mass blastability poor, performing designs in blind upholes and convex stopes were identified.The conclusion of the work is that value improvement, regarding increased revenue and reduced costs, can be achieved across the whole underground Mine to Mill process chain by developing stope based indices from the existing geological information to correctly tailor the blast design to the rock within, and surrounding, the stope.CITATION:Jackson, J and Sellers, E, 2017. ACCIDENT prevention as we know and understand it today is of comparatively recent origin. As a matter of fact, the Industrial Accident Prevention Association of Ontario, which is the oldest organization of its kind in the Dominion, celebrated its thirtieth anniversary only this year. On the other hand, one could say that the history of accident prevention is almost the history of mankind itself. In a general sense, every forward step that man has made throughout the centuries has been largely due to two things: (1) a desire for increased comfort, and (2) the need for safety; and, always, the need for safety has taken precedence over the desire for comfort. While it is true that hundreds of volumes have been published, dealing with the many aspects of accident prevention work, you cannot go to a library and pick out a book that has all the answers in it. Such a book has never been published-we are still looking for some of the answers. However, a good deal of real progress has been made.

"Sub-standard practices and their adverse impact on safety performance remain a challenge in the South African gold mining industry. The purpose of this study was to investigate the root causes of sub-standard practices and the effect on safety performance in South African gold mines. The focus of the study was on the underground production operations at a gold mine in the Free State. The study consisted of three parts: a personal investigation into the causes of sub-standard practices at the mine, a comparison with the results of a cultural study performed at the West Wits mines, and a behavioural survey.The studies described in this article yielded similar results in terms of the key drivers behind sub-standard practices. It was found that substandard practices had a number of causes, and the origin lies within the habits, attitude, and behaviour of employees. Current methods of addressing sub-standard practices and improving safety performance were found to discourage employees from performing work safely and according to procedure. It was concluded that the lack of critical behavioural habits for the given work environment and job title could possibly be the primary reason for the occurrence of sub-standard practices. IntroductionSince the implementation of the Mine Health and Safety Act, 1996 (Act 29 of 1996) and the Mine Health and Safety Regulations, the South African mining industry has been striving to improve health and safety performance and has placed great emphasis on adherence to mine standards.The Act requires employers in the mining industry to report accidents, incidents, and dangerous situations to the Regional Principal Inspector of Mines in their area. The data provided by employers is captured and analysed by the South African Mines Reportable Accident Statistical System (SAMRASS) and made available for public viewing (Department of Mineral Resources, 2011).A review of the national mine-related accident statistics shows clearly that the South African gold mining industry has improved its safety performance markedly over the past decade, but is still facing major challenges (Figure 1). These include meeting the Mine Health and Safety Milestones (Department of Mineral Resources, 2011)."

Abstract. The shaft was drilled on U.S. Government land in the Piceance Creek Basin and was funded by the U.S. Bureau of Mines. It was drilled to 723 meters (2 371') to provide access to rich deposits of oil shale, nahcolite and dawsonite for geotechnical test work and environmental mining research. Rotary drilling and dual string, reverse-air, jet-assist circulation methods were used. Drilling required 8 months. Site preparation, running and cementing the casing required another 4 months. A 2.44-meter (96-inch) ID steel welded casing, 5.1 cm (2 inches) thick was installed and 2 700 tonnes (63 000 sacks) of cement were slurried and pumped into the annulus.

DESPITE the fact that, after oxygen and silicon, aluminum is the most abundant and widely distributed element in the earth's crust, it is, commercially, a modern metal. Attempts were made by Sir Humphrey Davy and other chemists to decompose alumina, the oxide, into its elements, but with unsatisfactory results, and it was not until 1827 that Wohler succeeded for the first time in isolating the metal in pure form. Some thirty years later, commercial production of aluminum was started in a plant near Alais, France, using a process developed by Deville which was a modification of that of Wohler. It was not, however, until around 1886 that possibilities of low-cost production were realized. Hall and Heroult discovered, independently, the now famous process for extraction of aluminum by the electrolysis of alumina (Al,O,) dissolved in fused cryolite. This discovery, with its subsequent effect in reducing the price of the metal, was perhaps the greatest single factor contributing to the remarkable growth of the aluminum industry. But only in the years following the Great War did aluminum begin to attain equal importance in many fields with other non-ferrous metals. Numerous factors, political and economic, in the past decade have had a profound effect on the industrial history of the metal. At present, systematic substitution of aluminum for other base-metals is proceeding at a rapid rate in such countries as Germany and Italy with a view towards 'economic self-sufficiency'. Quite naturally, ?the economic depression started extensive research and experiment in various industries in an attempt to improve efficiencies and lower costs. Partial answers have been found in the extended use of aluminum and its alloys. Even against the background of tremendous technological advance that has marked the past fifty years, the rise of the aluminum industry must necessarily stand out conspicuously.

For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. The Metro Sports Facility is currently under development in Christchurch, New Zealand and is a key Anchor Project in the city’s post-earth quake recovery. When completed it will be largest indoor sports and swimming pool complex in New Zealand, with a building footprint in the order of 22,000m2. The site is underlain by poor performing soils comprising interbedded layers of soft compressible silts and loose liquefiable sands to over 20m depth. The site is typical for Christchurch with a shallow groundwater table and artesian conditions. The site performed poorly during the 2010-2011 Canterbury Earthquake Sequence with extensive liquefaction, and associated ground damage. To provide a resilient and economical foundation system for this key development project, deep ground improvement comprising of a uniform grid of some 7,200 stone columns in conjunction with robust shallow foundations has been adopted. This paper discusses the geotechnical site constraints, and ground performance under earthquake loading and describes the various options considered for the development. The foundation option selected, the design considerations of the adopted stone column ground improvement, and foundation solution are described in detail, as well as, construction observations. The paper aims to provide insight into an urban large-scale ground improvement project for the engineering practitioner.

THE second session on geophysical prospecting at the February meeting of the Institute was a discussion of the mining law and the bearing of the new method of search on location of claims and assessment work thereon. Allen H. Rogers was chairman of the meeting, which he opened by reviewing the present law and the proposed changes. W. R. Ingalls commented (by letter) on the Arentz bill, as introduced into the House of Representatives in 1921 and the need for revision of the present mining law. L. W. Douglas explained (by letter) the bill that he introduced and which has been passed by the House. SAMUEL S. ARENTZ, Nevada: It is my opinion that if the American Institute of Mining and Metallurgical Engineers is to sell this proposition to the people in the West, they have to sell it to the lawyers, because, after all, they are heard loudly when it comes to speaking in Congress. One man tells the other, "This thing is a vicious piece of legislation"; it might not be, but they will pass it on if it affects them. If the Institute would impress on the people affected that we need a re-codification of the mining law and that such is necessary along certain lines; that things have changed during the past decade or two, so today instead of doing our prospecting alone through the sinking of a shaft, through a discovery that may be seen, we are now moving on to more modern means of discovery through geophysics, through the churn-drill, through geology, through geological inference, I think we could get somewhere.

The Government or Jamaica has just completed agreements with four of the five bauxite/alumina companies operating in Jamaica. These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.

This paper is one of a series covering the mineral resources of the Nation. It briefly describes most of the known tungsten deposits of New Mexico. Most of the descriptions are from field examinations by the senior author. Reported tungsten occurrences that were not visited are listed below: Colfax County: Occurrences of ferberite in thin veins in Willow Creek near Elizabethtown.4/ Dona Ana County: Small, low-grade occurrences of scheelite near the summit of the Organ Mountains about 15 miles east of Las Cruces. Hidalgo County: Scheelite reported in the Daisy mine 7 miles southeast of Hachita. Ores are carbonates containing copper, gold, silver, and bismuth.5/

In February 2010, Teck?s newest Concentrator at Mina Carmen de Andacollo (CDA), Andacollo, Chile was commissioned. The Concentrator is a single line configuration, comprising of one 36 ft diameter x 20 ft long SAG mill driven by an 18,000 hp gearless drive. The SAG mill feeds two ball mills each 25 ft in diameter x 40.5 ft long, each driven by a total of 19,000 hp through dual pinion drives. A series of four phases will be reviewed from operational readiness, mechanical completion, commissioning, and ramp-up. Also, now after 6 months of operation, this paper will review the significant steps taken during ramp-up enabling the announcement of commercial production, in October 2010.

"Of the 135 current or past-producing 'gold-only' mines in the Superior Province of the Canadian Shield which have produced more than 100,000 tons of ore, the 33 mines which have produced one million ounces or more of gold have accounted for over 84o/o of the total production of 137 million ounces. The published literature on these 33 deposits was reviewed in order to determine the geological setting of the mineralization on a regional (mining camp) and local (mine) scale. The dominant rock types underlying the mining camps are mafic, variolitic, tholeiitic volcanic rocks with a significant ultramafic (komatiitic) component, and clastic and/ or exhalative sedimentary rocks. Felsic volcanic rocks are generally subordinate. Most mining camps are located at or near the top of the mafic-ultramafic sequence, and generally there is a major sedimentary-volcanic contact present which may be 1) a stratigraphic superposition of volcanic and sedimentary units, 2) a rapid, along-strike gradation from dominantly volcanic to dominantly sedimentary units due to facies change, or to the formation of structurally controlled sedimentary basins during volcanism, or 3) frequently (at 40o/o of the camps) a juxtaposition of sedimentary and volcanic sequences across a major fault zone or 'break', which in many instances may represent a reactivated, syn-volcanic basin-margin fault.In contrast to the regional setting, on a local or mine scale over 90o/o of the 33 mines contain felsic intrusions and/ or extrusions within mine workings. The felsic rocks may be quartzbearing (commonly quartz-feldspar porphyries) or dominantly quartz-free (commonly feldspar porphyry syenites or monzonites), and appear to have been emplaced in two different depth-zone environments: an epizonal intrusive environment, and a volcanic vent environment. Although the distinction between epizonal intrusive and volcanic intrusive-extrusive rocks is uncertain in many deposits, the two are tentatively separated on the basis of the grain size of the rock matrix (medium to coarse grained vs aphanitic to fine grained), homogeneity (multi-phased and/ or compositionally zoned vs compositionally homogeneous), and the shape and relationship to stratigraphy of the igneous body (circular or oval in cross section, and cutting the stratigraphy at a low angle vs lenticular and either stratiform or cutting the stratigraphy at a high angle). In addition, felsic intrusions of the volcanic environment commonly grade into tuffs or breccias of extrusive origin, whereas epizonal intrusions do not.Stratiform ore zones of possible exhalative sedimentary origin appear to be confined to deposits in which volcanic felsic rocks are present, and are absent from deposits in which only epizonal felsic intrusions are present. Pervasive carbonate- rich alteration, commonly in roughly stratabound zones of regional extent, and carbonate-rich chemical sedimentary rocks are present in over three-quarters of the deposits containing quartz-bearing felsic volcanic rocks, but are much less common in deposits with quartz-free felsic volcanic rocks. The host sequences of epizonal felsic intrusions which are quartzfree are more commonly sedimentary than those of quartz-bearing epizonal felsic intrusions.Quartz, carbonate minerals, arsenopyrite, scheelite, tourmaline and Cr-muscovite ('juchsite') are the most common mineralogical associates of gold. Arsenopyrite is essentially restricted to the volcanic environment, occurring in about twothirds of the deposits with quartz-bearing felsic volcanic rocks and less than half of the deposits with quartz-free volcanic rocks. Tourmaline, on the other hand, is almost ubiquitous in deposits associated with epizonal intrusions and also occurs in about two-thirds of the deposits associated with quartz-bearing felsic volcanic rocks, but in only one of the eight deposits associated with quartz-free felsic volcanic rocks. This paper describing the mining practices at the Chino mines at Santa Rita, Grant County, N. Mex., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Nevada Consolidated Copper Co., Chino mine's, operates an open-cut copper mine at Santa Rita, Central mining district, Grant County, N. Mex. This mine is located about 16 miles east and slightly north of Silver City, the county seat. The ore is-transported in standard railroad cars by the Atchison, Topeka & Santa Fe Railway Co., approximately 10 miles to Hurley where it is milled. The concentrated are shipped approximately l'70 miles over the same railroad to the smelter of the American Smelting and Refining Co., at El Paso, Tex. (fig. 1)

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. For example, something approaching 7,000 mi of stream in Appalachia alone are continuously or significantly affected

The final session of the meeting was preceded by a movie, "Contact That Kills," which was a color film clearly pointing out various causes of electrical accidents in mines and how such accidents could he prevented. This film was made underground and produced by the U. S. Bureau of Mines for use in teaching accident classes. President R. R. Williams, Jr., called the meeting to order and introduced Mr. Leif Arentzen of the Lee-Norse Company, Charleroi, Pennsylvania, who spoke on "Coal Mining in Australia." The text of his address is as follows: "I arrived in Australia in February of this year-my father sent me over there for an installation. He preceded me as he does in most things, and set up a showing of our machine in Australia. We had 200 of the top level coal mining men visit this showing. They were interested in what the Americans are doing and what the American manufacturer had to offer them. Conditions in Australia are very similar to our mining conditions in the United States and they have looked to us, the coal industry in general, because we have the know-how in answering some of their problems. They feel that European methods and their type of machines are too inadequate to cope with their conditions. My visit was to South Wales, 60 miles south of Sidney. Their mining operation resembled mining coal in Florida. The work is on about a 500-ft. elevation about three miles from the ocean and when you turn around and see about 30 miles of beach, it is quite a picture - the Pacific Ocean is so blue. The coal seam is about ten feet of relatively clean coal. Labor relations are very, very taught right now. They are agitated by a strong Communistic influence and their weekly publication is known as the ?Common Cause,? which is against mechanization of coal mines." Mr. Arentzen enlarged on the fact that America was the example they held before them and described the Australian coal men and their character.

In designing and operating underground room-and-pillar coal mines, it is always difficult to achieve a good balance between preventing surface subsidence and achieving high recovery ratio. In this paper, a design methodology applying the pressure arch theory is proposed, and the principles and mathematical models involved are detailed. A computer program was developed to carry out the design optimization process and was applied to the examination of a documented case in which a massive cascading pillar failure had occurred over a large area in a shallow coal mine. The results indicate that the proposed design method can be applied to prevent subsidence while achieving reasonably high recovery ratio for roomand- pillar mining operations.

Various metallurgical residues from iron and steel making processes have been treated by chlorination in excess air with hydrogen chloride gas generated from the combustion of scrap polyvinyl chloride (PVC). The residues include dust from both the electric arc and blast &maces, hydrocyclone overflow, zinc - lead blast furnace slags and dust rich in zinc and copper from copper refining. Chlorination is achieved either directly by mixing the residues with scrap PVC or indirectly in a two furnace system. In the latter, scrap PVC is combusted between 523 and 573 K in a horizontal furnace and the resulting gases are then reacted with metallurgical residues in a vertical furnace at 1166 to 1329 K. Gas chromatography, thermogravimetric measurements, XRD and AAS have been utilised to study the reactions. The recovery of non ferrous metals is as high as 80 to 90 % and only a negligible amount of iron is carried over. The optimum temperature for combustion is between 518 and 573 K. Above 600 K, the evolution of HCI is so fast that sufficient chlorination is not achieved. Analysis showed that no dioxins were present in the gases, the residues or the chlorides.
