In the search for the development of more "environmentally friendly" and more intensive waste disposal approaches to meet more and more stringent environmental regulations, thermal plasma-based processes? are considered one of the most promising alternatives to well-established technologies such as incineration. This paper presents an overview on the research and development status of thermal plasma-based waste remediation technologies. The properties of thermal plasma are described. Due to its unique feature of high-energy intensity and super high temperature, thermal plasma is particularly capable of destroying organic-containing wastes. Its potential and promising application to waste remediation may include: treatment of incinerator ashes; metallurgical dusts (especially, electric arc furnace dust); medical wastes; radioactive wastes; and other Resource Conservation and Recovery Act (RCRA) listed hazardous wastes. Many research institutes and vendors have been involved in the development of thermal plasma-based waste treatment-technology encouraged by the cleanup programs supported by the Environmental Protection Agency (EPA), the Department of Energy (DoE) and the Department of Defense (000). More recently, thermal plasma-based waste treatment technologies (sometimes called plasma-enhanced pyrolysis) are focused more and more on not only just destroying organic wastes but also on how to practically, and economically recover energy contained in the organic waste materials in addition to the recovery of metals in order to offset the high operating costs.

"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). Policies for reducing NOx emissions have led power plants to restrict O2, resulting in high-carbon fly ash production. Therefore, some potentially useful fly ash, such as the economizer fly ash, is discarded without a thorough knowledge of its composition. In order to characterize this type of fly ash, samples were collected from the economizer of a Portuguese power plant burning two low-sulfur bituminous coals. Characterization was also performed on economizer fly ash subsamples after wet sieving, density and magnetic separation. Analysis included atomic absorption spectroscopy, loss-on-ignition, scanning electron microscopy/energy-dispersive X-ray spectroscopy, optical microscopy, and micro-Raman spectroscopy. The prevention of accidents is considered a necessity at all branches and divisions of the Phelps Dodge Corporation copper-producing operations, and since there is a continual exchange of data on safety accomplishments between the various units, their safety programs are fundamentally similar. Variations in accident-prevention methods result from a difference in emphasis rather than from a difference in the elements themselves. The main copper-producing operations of the corporation ore conducted in Arizona and distributed as follows: Copper Queen Branch, mines division, Fisbee, and smelter division, Douglas, Aria.; Morenci Branch, mines division, Morenci, and smelter division, Clifton, Ariz.; New Cornelia Branch, Ajo, Ariz.; and United Verde Branch, mines division, Jerome, and smelter division, Clarkdale Ariz. As it is not feasible to describe here the safety programs of all branches and divisions, the program at the Clarkdale smelter has been selected for discussion. The United Verde Brach includes the mine and smelter purchased by the Phelps Dodge Corporation in February 1935 from the United Verde Copper Co. The mine at Jerome and the reduction works at Clarkdale are designated, respectively, as the mine and smelter divisions.

"The People's Republic of China could very well be considered the largest untapped mineral and metal resource in the world. The proven reserves of antimony, barite, bauxite, fluorspar, graphite, lithium, magnesite, mercury, molybdenum, phosphate, pyrite, rare earths, talc, tin, titanium, tungsten, vanadium and zinc are among the largest in the world.Any company involved in the purchase or supply of industrial raw materials has undoubtedly followed the phenomenal growth of some of the Chinese mineral commodities, where growths in production of more than 200010 have occurred during the past ten years, for commodities like barite, cement, gold, gympsum silver and talc. Others, like bauxite and phosphate, experienced production increases in one year alone of over 45%, from 1986 through 1987!A popular rationale in the United States during the past two years has been the acknowledgment by Professor David Calleo, of Johns Hopkins School of Advanced Studies, that ""America is not sinking-the rest of the world is rising"". While we recognized this rise to be that of economic power for Japan, Korea, Brazil, Taiwan and, more recently, the newly-combined Germanies, China has also successfully completed her own modern five year development binge. But with each boom there is also a bust, and the start of the 1990sfor China shows signs of economic distress. China posted a budget deficit equivalent of US$1.9 billion in 1989 coupled with official inflation at 18010. Projections for 1990 are for US$1.8 billion deficit and inflation as high as 24%. However, government spending in the first seven months of the year climbed 16.4%, outpacing an 11.6% rise in revenue. Spending increases have been related to the government policy to keep prices on domestic goods artificially low, through subsidies, and to bailout inefficient state companies."

I welcome this opportunity to speak before the Coal Division of the AIME in such an attractive setting as the Pacific Northwest. With the development of the Centralia project, the Pacific Northwest will have its first major coal-fired thermal electric generating plant. This State has a long history of coal mining that diminished with the passage of coal-fired steamships and locomotives but is now reviving with the growth of electrical power demand. Because this 1,400 row plant is to be supplied with surface-mined coal, it is particularly appropriate that this area be the setting for a talk on factors influencing the growth of surface coal mining in the West. During the course of my talk, I will touch on a number of factors including electric power demand, coal resources, production trends, environmental considerations and trends in State and Federal activities that I feel will influence surface coal mining in the West. Total electric power consumption by the year 2000 is expected to reach 9.4 trillion kilowatt-hours. Predictions of total coal consumption for electric power generation by that year range from a low of 845 million tons to a high of 1,520 million tons, or 2.6 to 4.7 times the amount used for this purpose in 1970.

The basic objectives of current EU waste policy are to prevent waste and promote re-use, recycling and recovery to reduce negative environmental impact (2008/98/EC). In this paper, we focus on drivers and barriers for sustainable development by decreasing amount of waste and increasing material efficiency. Main target is to understand what are the most efficient drivers for environmental friendly decision making for reasonable consumption and use of raw materials. Environmental control instruments usually mean those actions the regulatory authority uses to control and limit environmentally harmful behavior of companies. A major change in the environmental control system took place in the 1980s with the focus moving from specific environmental issues to the environment as a whole. The environmental control system i.e. the legal (administrative), economic and informative instruments focuses on prevention. Before and still, the legislation is one of the main drivers in improving material efficiency. In this paper, we focus on drivers and barriers for effective industrial material use, and mainly on drivers. The objective of this study is to analyze how the drivers are working and are there any possibilities to influence on those. Our aim is also to introduce few examples of the existing supply chains and the drivers for better environmental performance and material efficiency. These examples are also compared with ideal reference scenarios. Our main research question in this article is: ?Are the financial issues the most important driver for environmental friendly strategic decisions?? In addition, retell the story from another perspective: ?The most important barrier for environmental friendly innovations seem to be the investment cost, the high risk involved in committing capital to unproven technology.? Other drivers, like the corporate social responsibility, stakeholder pressure, and general public pressure, will also affect the final decision. PURPOSE: Evaluate practical technological advances in hearing protective devices for use in different mining environments RESEARCH SUMMARY: Previous NIOSH research shows that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and sex. As described in the National Occupation-al Research Agenda, problems created by occupational hearing loss include(1) reduced quality of life due to social isolation and unrelenting tinnitus,(2) impaired communication with family members, the public, and coworkers, (3) diminished ability to monitor the work environment (i.e., warning signals, equipment sounds, etc.), (4) lost productivity and increased accidents resulting from impaired communication and isolation, and (5) expenses for workers? compensation and hearing aids.

The principal official test performed by the Bureau of Mines to determine the permissibility of coal-mine explosives, commonly referred to as the gallery test, has been in use at the Bruceton station for many years (2, 16).4/ In this test the explosive under study is loaded into the borehole of a steel cannon and fired into a flammable mixture of natural gas and air or natural gas, air, and coal dust. To meet the requirements for permissibility, the explosive must not ignite the gas mixture under the conditions of the test. There is little doubt that these tests have succeeded in the main objective, namely, to screen the relatively safe from the relatively hazardous explosives. It has been generally conceded that adoption of permissible explosives by the coal-mining industry in the United States has substantially reduced the frequency of disastrous underground explosions caused by blasting. In recent years, however, research workers planning programs for improving the safety of coal-mine explosives have felt the growing need of a more quantitative method for measuring the incendivity of explosives based on a better understanding of the role of the important variables in the gallery tests, Accordingly, it was decided to apply certain statistical methods and techniques to the gallery test to develop it into a more precise tool for evaluating permissible explosives. One of the first and more important methods applied for this purpose was the up-and-down technique (6,7,17), It was demonstrated (14,15) that the weight of the explosive charge directly affects the ignition probability of the natural gas-air atmosphere and that the curve of ignition probability versus charge weight is a cumulative normal curve. Following these experiments, a program, still in progress, was set up to study how the addition of sodium chloride to various permissible-type ex-plosives affects their incendivity. An innovative separator known as the HydroFloat cell has been developed specifically for the upgrading of coarse particles that are difficult to recover using conventional flotation cells. The novel characteristic of this separator is the formation of a hindered teeter-bed of fluidised solids into which small air bubbles are injected. The air bubbles selectively attach to hydrophobic particles and form particle/bubble agglomerates that segregate atop the teeter-bed due to their lower apparent specific gravity. The low-density agglomerates are eventually carried into the product overflow launder by the rising current of teeter water. Hydrophilic particles remain in the teeter-bed and are discharged to underflow as a high solids content tailing. Benefits of this hybrid flotation-density separator include enhanced bubble-particle contacting, increased particle residence time, and very low air demand. Test data indicate that significant improvements in the recovery of coarse particles can be achieved using this innovative technology. This article describes the theoretical basis for the development of the HydroFloat cell and provides an overview of recent pilot-scale tests conducted for the phosphate industry.

The Safety Pays in Mining v2.0 web application, developed by the National Institute for Occupational Safety and Health (NIOSH) Mining Program, helps mines determine the potential costs associated with mining injuries. This web app categorizes injury cost by part of body injured, by the cause of the injury, or by the nature of the injury. When the user selects one of over 150 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, Safety Pays in Mining v2.0 will estimate the total costs of the selected injuries and the estimated impact of total injury costs on mining company profits and will provide some examples of services and personal protective equipment on which companies could spend the savings that result from the prevention of injuries. This paper reviews the Safety Pays in Mining version 2.0 web application by discussing the development and updates to the app, how it is used to show the true costs of mining injuries, and how mines can benefit from using this app.

It is proposed to give, first, a description of the works; second, a report of the first six months of the present blast; and third, such improvements as have been suggested by the practical working. The site selected for this furnace was, at the time of commencing work, October, 1872, entirely covered by the navigable waters of Lake Champlain. A coffer-dam was first built of cribs of round timber filled with stone, forming three sides, while the shore answered for the fourth. Considerable excavating was done with a steam-dredge, a hole being left for it to pass out. The opening was then built up, and the cribbing banked up with blue clay from the bottom of the lake, to render it water-tight and the dam pumped out; the remainder of the excavating being done by hand. All of the foundations, with the exception of the elevator-tower, and fifteen feet of the east side of hot blast, rest on the Potsdam sandstone, which forms the shore line, dipping into the lake at an angle of fifteen degrees. "Helical piles are deep foundation elements that resemble, and are installed like, a large steel soil screw — they have a slender steel shaft with one or more round helix bearing plates welded to the shaft to provide support to the structure they hold. Helical piles are rotated into the ground with a large torque motor and provide support through soil bearing on the helix bearing plates and along the shaft. The piles are available in many lengths and, due to their small footprint along with their ability to create minimal disturbance to surrounding structures, they are often used in urban settings for foundation repair, retrofitting existing buildings and for new construction projects. Helical piles are routinely installed as foundation elements in seismically active areas, such as New Zealand, Japan and the U.S.Anecdotal observations (e.g., from New Zealand, Japan and the U.S.) have shown that piles with a comparatively small cross-section and high anchoring capacity, such as helical piles, are beneficial for seismic resistance. This is presumably due to the pile’s slenderness, higher damping ratios, ductility and resistance to tipping uplift. In New Zealand, it was observed that helical pile foundations fared much better than driven and drilled concrete piles after the 2011 Christchurch earthquake. In a personal communication, Woods (2016) described that, out of the 300 structures in center city Christchurch that were supported by helical piles, fewer than 10 structures suffered significant structural damage. However, many structures supported by driven and drilled concrete piles were damaged to such an extent that they were condemned and subsequently demolished."

]The Virginia Department of Transportation (VDOT) and the harbors on the James River routinely use precast concrete piles founded in the Yorktown formation to support bridges and other coastal structures. However, axial pile resistances for large diameter piles in this area have been historically overestimated on past projects. This may be due to a common assumption that very large unit end bearing resistance will be developed for a large diameter displacement pile that is driven a significant depth. This assumption is integrated in the Nordlund (1963; 1979) method which is commonly used to estimate axial pile resistance for bridge foundations. A static and dynamic pile load testing program was implemented as part of the Hampton Roads Bridge and Tunnel Expansion project in Norfolk, VA in the James River. A primary objective of this program was to calibrate an axial resistance calculation method against the measured load test results. A method developed by Eslami and Fellenius (1997) that uses CPTu data directly was effective at calibrating to the measured load test results, and allowed for clearer interpretation of the unit resistance values than indirect, semi-empirical methods that require interpretation of soil friction angle and undrained shear strength.

The Hawkesworth detachable drill steel shank and bit were invented by A. L. Hawkesworth, while he was a mechanical foreman for the Anaconda Copper Mining Co., at Butte, Mont. Mr. Hawkesworth died on June 16, 1925, at the time that his invention was practically a proved success. The first application for patents was made by him in November, 1918, and the bit is now being manufactured under patents issued in 1922 and 1923. The credit for its development in the early stages belongs to A. L. Hawkesworth, Roy S. Alley, Harry A. Gallwey, E. J. Bowman and various officials of the Anaconda Copper Mining Co. Later improvements, manufacturing problems and the direct usage in the mines were originated and perfected by the mechanical department under C. D. Woodward, E. R. Borcherdt, head of the Rock Drill Equipment Department, Robert E. Kelly of the Mechanical Department, and various operating department heads of the Anaconda Copper Mining Co. The author wishes to acknowledge the assistance of these officials in the preparation of this paper. Comparison of Costs Using Regular Drill Steel and Detachable Drill Steel In 1922 production was satisfactory and sufficient enough to warrant a complete installation in an operating mine. The study and tests were made at the Badger State mine, the production of which averaged 1200 tons of ore per day. E. R. Borcherdt, head of the rock drill equipment department, was in direct charge of the trials, installation, operating problems and records during the entire .period, arid still continues in that position. This mine is a typical Butte mine, operated through a standard four-compartment shaft, served by a double drum hoist and an auxiliary hoist. Under compuision of the present urgency to implement the President's promise to make the United States the arsenal for the democracies there is a tendency to demand a relaxation of restrictions on hours of labor and to speed up all industrial processes. The pressure is the more insistent with growing realization of the importance of the time factor in the success- ful prosecution of the war effort and the lack of skilled workers due to (2) operation of the draft, lack of an apprentice system in industry, and loss of skill by workers unemployed for long periods during the depression. With "total" war such as it is today the probabilities are that everyone will be required to exert greater effort (in many instances in activities to which they are unaccustomed) for longer periods than ever before has been necessary. The question arises, "What will be the aftereffects as well as the immediate effects on health, safety, and efficiency?" A review of the literature leaves the impression that this question has not been an- swered completely, especially as regards the ultimate effects. Mechanization, speeding up of industrial processes, mass produc- tion, and the small industrial concerns present many problems to indus- trial medicine. Does the tendency to expect the worker to produce at full speed all the time he is on the job decrease the effectiveness of the shorter working hours and cause undue fatigue, loss of efficiency, and increased accident proneness? The answer is important as this condition is likely to be intensified by the exigencies of the present emergency. According to Viteles (1)3, The increased tension under such conditions of work appears to offset the savings in muscular force made pos- sible by the machine. The tension, the speed, the subject- tion to specialization of work and a rhythm uncontrolled by the individual promote fatigue, characterized by a "decrease in the power to work, a decrease in pleasure taken in work, and a decrease in the enjoyment of the hours spent away from work."' The crowding of workers in temporary structures without proper provision for comfort and health may add greatly to the general fatigue factors already present in many industrial establishments. In 1932 Lockhart (2) stated that the production and maintenance of a healthy, satisfied industrial population is the most urgent necessity, involving problems so serious as to constitute a national task too great economically to be relegated to industrial concerns. If this was true in 1932, it must be doubly so today.

In the paper, the recovery technology of gallium from zinc-leaching residue by cold-bonded coal-based direct reduction process following magnetic separation was developed. The results show that the scattered metal Ga can be concentrated obviously after the reduction of zinc-leaching residue briquette and magnetic separation of reduced product. At the same time, the volatilization of Zn in the residue is enhanced during the reduction. When the residue, bear¬ing 18.60% Zu.21.18% Fe and 527 g/t Ga, was reduced with coal at 1100°C for 150 min, the results of Zn volatilization of 9842% and Ga recovery of 89. 10% were obtained in reduction. After magnetic separation of the reduced product, the concentration of Ga in sponge iron is 2164 g/t, and the separation recovery of Ga reaches 92.42%. The enriched mechanism of Ga during reduction -separation process was studied by using electron microscope, scanning elec¬tron microscope, energy spectrum and mineralogical analysis. The investigations show that there is no formation of independent phase of Ga during reduction process. The Ga occurs mainly in metallic iron phase (the concentration of Ga in metallic iron phase is 0.04%-0,4%), in addition, there exists a little Ga in poorly crystalline sulphide (o.08%-0./5Y& Ow). But Go does not exist in most of glass and silicate phase. The affinity of Ga for metallic iron is the enrichment basis of Go in reduction, and it is also in favor of recovering Go during magnetic separation. As a part of a study of iron are resources in the Appalachians, 9 diamond drill holes aggregating 1,580.7 feet were drilled in a portion of the Butt Mountain area of northeastern Giles County, Virginia. Three hematitic sand-stone beds were intersected in the Clinton formation but only one was consistent in thickness and grade in all 9 drill holes. This bed averages 18.9 percent iron over an average thickness of 24 feet. The drill cores were logged and chemical analyses were made on 161 individual samples and 22 composite samples. Beneficiation studies were made of three composite hematitic sandstone samples each representing a separate bed containing 14.6, 19.8 and 20.0 per-cent iron. Major mineral constituents of the samples were hematite, quartz, and sericite.
