Preliminary design is underway for a new Southern Nevada Water Authority (SNWA) project that will ensure one of America’s most reliable water systems by providing continued, reliable water service to existing and future customers. The Horizon Lateral is a $1.6 billion water transmission pipeline that includes 7–10 miles of 108-inch finished diameter rock and soft-ground tunnels. The tunnels will traverse volcanic rock in or around the McCullough Mountain Range and the surrounding alluvial basin. The tunneling community will find relevance in hearing about this critical infrastructure project from a leading wholesale water utility owner with a proven track record for on-time, collaborative projects.

Unrecognized roof beam failures resulted in 69% of the falls of ground injuries occurring in underground U.S. stone mines from 1990 to 1996. Field investigations at 45 underground stone mines suggest that excessive beam sag or deflection is the principal unstable roof behavior characteristics associated with miner injuries. Laminated roof structures, common in most underground stone mines, allow the immediate roof to separate into distinct beams. The timely determination of roof beam deflection could provide stone miners with advanced knowledge of potentially hazardous roof. Existing methods to assess roof conditions consist of observational and monitoring techniques. Observational techniques include open drillholes, sounding, wedging, and borescopes. Monitoring techniques include scratch tools, extensometers, telltales, Miners Helpers, and Guardian Angels1. Miners have difficulty utilizing these techniques because roof beams are located an average of 8 m(26.5 ft) above the miner’s head in environments that are dark, dusty and noisy and these deflections are measured in millimeters of movement. To help mitigate the potential for falls of ground injuries to underground stone miners, the National Institute for Occupational Safety and Health (NIOSH) has developed the Roof Monitoring Safety System (RMSS) to aid in monitoring dangerous levels of roof beam deflection. If enough site-specific information is collected and placed on highly visible maps, individual mining operations could establish general guidelines for responding to specific roofbeam deflection occurrences. This would help in implementing a pro-active, comprehensive roof control plan for reducing falls of ground injuries.

The world class iron ore mines at Mt Whaleback, Tom Price and Paraburdoo located in the Hamersley Province of Western Australia must mine the Mt McRae Shale to obtain high grade ore from the Dales Gorge Member of the Brockman Iron Formation. The Mt McRae Shale contains a Black Pyritic Shale lithology that reacts with Ammonium Nitrate based explosives. This paper provides an overview of the problems associated with mining this reactive rock type as well as the development of a comprehensive procedure to safely and efficiently blast, excavate and dispose of this material.

A mineral processing facility near Montreal, CEZinc, Noranda Inc., has recently implemented a leading-edge intranet solution for monitoring the performance of plant operations, and providing condition-based maintenance. This innovative multi-faceted software implementation incorporates: web-delivered plant information systems; area-wide control loop performance assessment (using sophisticated algorithms to evaluate poorly performing controllers); and integrated alarm management functions.The system has enabled a project to improve plant operations through better process control. Maintenance technicians, engineers, supervisors and managers all can see the performance of the controllers, and the performance of the plant itself, through webdelivered graphics and reports. Information is combined from many sources, real-time, historical, relational and analytical, to provide a complete picture of plant operation.The web-based solution centralizes the administration of user access, and simplifies the deployment of several different kinds of information to many desktops. It is an extensible system that allows users to create and share their own web pages and data views.The paper will discuss the solution architecture and the improvements the IT, operations, maintenance, and engineering groups have experienced, and overall benefits to the facility.

"Once all the hullabaloo about Finance Minister Wilson's April 27 budget died down (or was it an April 26 budget?), the pain of the budget papers began to sink in. Individuals and corporations will have to dig deeper and pay more taxes - and government will continue to dig deeper and spend more. The irony of the situation is that higher tax rates actually make flow-through shares more attractive as a tax-deferral investment - a bittersweet ""bravo"" for the mining industry.INTRODUCTIONFor the first time in Canadian history, a major budget address has taken two days to deliver. Of course, it's not a case of long-windedness, but rather a case of a hastily called press announcement on April 26 in response to a budget leak, followed by a formal budget speech on April 27.The general reaction of the business community to the budget was to the effect that the tax hikes are acceptable, but the government's failure to curb spending is less than acceptable. Mr. Wilson's reported response indicated that the government had never promised to cut spending, and that increased government spending would actually benefit the country. That age-old debate will doubtlessly continue for generations.In any event, three noteworthy components of the budget papers are:• Personal income tax rates increase effective July I, 1989;• A ""large corporations tax"" (in effect 'a corporate ""minimum tax"") is effective July I, 1989; and• Federal sales tax increases are effective from June 30, 1989, to be replaced by a national sales tax in 1991.A brief overview of these and other budget proposals follows."

The influence of wastewater containing benzene from chemical industry by technology combined blow-off with Fenton reagent oxidation was experimentally studied. The present results suggest that the technology combined blow-off with Fenton reagent oxidation can effectively remove benzene pollutant in wastewater. The main factors that influence the removal benzene such as temperature and blowing time and volume, pH and reagent dosage of H2O2 and Fe2+ are studied and the optimal experimental conditions are as follows: time 20min, temperature 40i, air-blowing volume 0.4L/min, pH value 5, and H2O2 and Fe2+ dosage 2mL/L and 200mg/L respectively. Under the above conditions, benzene pollutant can be removed up to 97%. Compared to other removal ways of wastewater containing benzene, the technology combined blow-off with Fenton reagent oxidation is more effective and has the advantage of high speed.

The value of Alabama's nonfuel mineral production in 1980 was $328.6 million, a decrease of $7.8 million from 1979. Cement, crushed stone, lime, clays, and sand and gravel continued as the major commodities produced. Alabama led the Nation in the production of crushed marble; was second in bauxite; third in native asphalt, ferroalloys, kaolin, and oyster shell; fourth in dimension marble, masonry cement, and bentonite; and fifth in fire clay and lime. Alabama ranked in the top 20 States in total value of non-metallic minerals produced. Adverse economic conditions in the construction and metals industries impacted on the minerals industry in Alabama. Mineral producers supplying raw or finished materials to these industries experienced periodic reductions in sales during the year. Unit price increases did not keep up with inflation.

"The smoke nuisance, like many other undesirable and longstanding features in our present civilization, is still with us. On reviewing the situation we are astonished to find no authentic record of a major smoke-abatement campaign that has succeeded in eliminating a smoke nuisance, in spite of the fact that the problem has been with us since the use of bituminous coal began. We might well ask ourselves where the trouble lies; is the problem impossible of solution? We can not blame the average citizen for harboring this thought as a conviction. He has been urged for so long but sees so little evidence of progress. He has repeatedly been assured by the scientist and the engineer in most convincing terms that smoke. is unnecessary, that it can be avoided; small wonder is it that he is beginning to distrust so-called authority on the subject.On the other hand, the scientist and engineer are entirely within their rights. We all know that even high-volatile coal can be and is now being burned with no visible smoke. We know that even small domestic heating furnaces, with favorable conditions and with proper care, can be fired by hand without producing much smoke. And we know that when such equipment is fitted with suitable stoking devices, little or no smoke results. What, then, is the answer?Perhaps we may learn something from a critical examination of a typical smoke-abatement problem. Probably one of the most enlightening campaigns that has been waged in the United States is that of Salt Lake City, Utah; therefore, the purpose of this paper is to discuss the important aspects of this particular case."

The Mineral Industry of Canada in 1951 Continuance of the remarkable, successive increases in the value -of Canada's mineral production, chief basis of the nation's post-war expansion, was one of the highlights of Canadian development in 1951, when, according to the preliminary estimate is-sued by the Dominion Bureau of Statistics and reported in the BULLETIN for February, 1952, mineral output for the year reached a new high of $1,228 millions. This marked an increase of 17.5 percent over the previous year, which was the first in which the billion dollar mark had been reached, and an increase of 143.7 per cent over 1946, when production was valued at approximately $503 millions. While higher prices for the principal base metals accounted for a large part of the 1951 increase, quantity gains were made by copper, nickel, zinc, asbestos. lead, cement, and strikingly important. by petroleum, the value of which exceeded for the first time that of coal production. Gold was an exception to the general trend, being lower in both quantity and value than in 1950. For the first time nickel .came within $9 millions of surpassing-gold as the leading mineral product. Metals and Fuels The value of all metals, estimated at $733 millions, was 18.7 per cent more than in the previous year. Nickel advanced 11 per cent in volume and 34 per cent in value. Copper was up 2.4 per cent in quantity and 21 per cent in value, zinc rose 6.6 per cent in quantity and 35 per cent in value, and although the volume of lead produced was lower by 8 per cent, its value increased by 17 per cent. The tonnage of iron ore was 31 per cent higher than in 1950.

"The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank.Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTIONWater spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles."

A shield on a tunneling machine has two basic purposes. Firstly to provide temporary support in unstable ground, maintaining the integrity of the bore and protecting the operators, and secondly, in conjunction with other sealing devices, to prevent the ingress of water. In any specific tunnel, unstable ground and water may or may not occur together. Further, there are a number of different ground behaviors that may be termed unstable and these must be defined in order to determine the most suitable type of machine. Beyond the shield itself, the cutterhead and the mucking system design are critical in successfully traversing difficult geology. In any but the shortest tunnels, variations in the geological conditions and the requirement of an acceptable advance rate can impose increasing degrees of sophistication in the machine design. In this paper we will review current designs of shielded type machines and their application, and discuss new developments which blend hard and soft ground tunneling technology. We will also indicate that in some conditions, although first impressions seem to favor a shielded machine, in fact an open gripper TBM may be the wisest choice.

On July 24, 2002, a nonfatal entrapment accident occurred at the Quecreek #1 Mine, Black Wolf Coal Company, when an active mining section inadvertently cut into a flooded abandoned mine. This incident, and the dramatic rescue which ensued, brought national attention to a common problem in the coal mining industry. Since 1995, there have been more than 100 inundations at coal mines in the United States. Unavailable, inaccurate, or incomplete mapping of older abandoned mines is typically responsible. Serious problems associated with accidental discharges of fluid mine waste material (slurry) and water from coal refuse disposal facilities have resulted from similar causes. Recent problems related to the inaccurate location of old abandoned mine works have increased the interest in the use of conventional and emerging drilling and geophysical techniques for detection of air-filled and water-filled cavities. The United States Congress has committed significant funding toward investigating the applicability of these technologies. MSHA actively promotes the use of the best available technology to minimize the significant adverse safety and environmental consequences associated with unplanned breakthroughs and inundations. This paper provides background information and a general summary of the MSHA-sponsored field demonstration projects which are currently in progress. Potential benefits and limitations are discussed. The need for field verification/ground-truthing is emphasized. Under appropriate conditions, geophysical methods can be effectively integrated into a comprehensive field exploration program.

In 1981 the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the Pyramid RARE II area (No. 5023) covering 23,500 acres (9,500 ha) of E1 Dorado National Forest and 7,900 acres (3,200 ha) of the Lake Tahoe Basin Management Unit (fig. 1). The Bureau of Mines investigation did not reveal mineral deposits in the area. Samples taken from silicified and limonite-stained metasedimentary rocks and aplite dikes were void of precious or base metals or uranium. Placer samples from stream gravels contained no gold values. Molybdenite occurs in quartz stringers within quartz monzonite near Grass Lake, adjacent to the area; no extension; were found in the area.

Innovative solution management is being used at Coeur-Rochester Inc. to increase bullion production and decrease overall costs. New operating programs call for reduced solution application rates to the heap that increase pregnant stream values at a lower and less costly plant flow rate. Silver and gold extractions are equal regardless of leach solution application rate. Solar heating is used in the summer months to increase the core temperature of the heap for use in the winter months to enhance the silver extraction rate. The Coeur-Rochester silver and gold mine, located in central Nevada, is an open pit, heap leach operation that has been in production since late summer of 1986. The facility produces about 15.4 kt/d (17,000 stpd) of -13 mm (-0.5 in.) ore to a leach area consisting of more than 37 hm2 (4 million sq ft) of 80 ml HDPE liner. Crushing is accomplished with a 1220x 1520-mm (48- x 60-in.) jaw crusher. This is followed by a single 2.1-m (7-ft) standard cone crusher and is completed with four 2.1 m (7 ft) short-head cone crushers. Agglomeration is not required for the crushed ore, which contains less than 10% -75. µm (-200 mesh) material. The ore contains 53 g/t (1. 55 oz per st) silver and 0.377 g/t (0.011 oz per st) gold. It is end dumped over previously leached material, leveled, and then ripped with a bulldozer. Drip emitters at 810 mm (32 in.) spacings on 910 mm (36 in.) centers are used to apply barren solution to the heap. A portion of the emitter lines are buried I m (3 ft) deep during the winter months and are placed on the surface the remainder of the year. The leach solution contains 0.75 g/L (750 ppm) sodium cyanide solution at a pH of 10.5 - 11. Dissolved oxygen averages 8 ppm in the pregnant solution. Cyanide consumption for the ore to date is just under 0.2 kg/t (0.4 lb per st). The pH control is accomplished by adding I kg/t (2.0 lb per st) 0-10 mm (-0.4 in.) pebble lime to the ore at the tertiary crusher. The pregnant solution is processed by a conventional closed circuit Merrill-Crowe system. The pregnant solution is clarified through three 158 L/sec (2500 gpm) US Filter Auto-jet clarifiers. (San Francisco Meeting, October, 1911.) THE first successful bucket-elevator dredge to operate in California was put in commission at Oroville in March, 1898. There had been numerous previous attempts at dredging, but none of the earlier boats proved a success. The gold-miners in California early conceived the idea of a machine to dig gravel from the beds and bars of auriferous streams that were inaccessible by the methods then employed, and it was only a few months after the discovery of gold in California that such a machine was. shipped around Cape Horn from New York to San Francisco. This was, however, but the forerunner of many failures in gold-dredging, and was soon at the bottom of the Sacramento river. During succeeding years many other unsuccessful attempts were made, and it was not until 1897 that a dredge of the single-lift bucket-elevator type was floated on the Yuba river. This dredge was built by the Risdon Iron Works for R. H. Postlethwaite, and would probably have been a success if it had been operated on some of the rich Oroville ground instead of in a turbulent stream, where the dredge was wrecked during a flood, and was not repaired. Fig. 1 is a sketch-map of California, showing gold-dredging areas. It is not my intention to narrate in detail the history of the early failures in gold-dredging, and the various steps in the development of the modern boat, but merely to touch upon this in a general way, and to call attention to the wide difference in capacity and operating-cost between the first successful dredge, with an actual capacity of 600 cu. yd. per day-though its rated capacity was in excess of this-and the present modern dredge with 15-cu. ft. buckets, and an average capacity of 250,000 cu. .yd. per month. Introduction Some interest is being shown in Canada in underground gasification of coal and, as developments have now taken place in several countries of the world, it is thought that a review of progress, particularly from the viewpoint of a mining engineer, may be of interest. The literature on the subject, and notably that of Russian origin, is already very voluminous. The various methods of underground gasification of coal have evolved from initial attempts to employ underground workings as gasifiers of previously fragmented coal or to use some method that involves little or no preparatory work underground. The 'stream' method, shown schematically in Figure 1, has been the only one used in tests to date in countries outside the U.S.S.R. Other methods, involving preparatory work underground prior to gasification, are the early 'chamber' method, where fragmented coal was gasified in rooms between inlet and outlet entries, and the underground borehole' method, illustrated in Figure 2, where gasification is developed in a succession of boreholes which are temporarily sealed and then abandoned in turn after gasification. The stream method appears. to be particularly suitable for pitching seems as it is claimed that the pitch prevents ash accumulation or serious blockage from roof falls, and it also aids the circulation of the stream. As a considerable proportion of Canadian medium and high-rank coal seams are inclined, it would seem that, at least at the outset, the stream method or a modification thereof would be the one most applicable to all but the Saskatchewan lignite fields and the flat domestic-coal fields of Alberta.

Results of linear correlations of two to four variables by the least-squares method are presented. The variables include 63 parameters representing coal composition, coal plasticity, and coke strength. The composition parameters are on chemical analyses; the plasticity parameters, on three plastometer and dilatometer tests and four miscellaneous tests; and the coke-strength parameters, on three ASTM indices. Seventy-two to eighty-four plastic coals were used in the plasticity and carbonization tests, which together form the basis of this report; 43 nonplastic or weakly plastic coals were used in the coal-band studies. Plots of relations between volatile matter, carbon, and oxygen contents of 1,860 U.S. coals and the 84 coals used are shown. Similar plots between volatile matter and hydrogen or atomic H/C of the 84 coals are also included. Significances of regression coefficient signs for coal composition parameters in the significant correlations found are discussed. Based on these significances, the following relations are shown: (a) coke strength versus average aromaticity, or mineral matter content, of the parent coal; (b) characteristic temperatures of the plastometer and dilatometers, the free-swelling index, or the Gray-King type versus average hydroaromaticity of the coal; and (c) nontemperature parameters of the plastometer and dilatometers versus the physical properties of a certain group of compounds from thermal decomposition of coal. Similarly, significances between the positions of coals in the coal band and the aforementioned relations are also discussed. A structural theory of coal plasticity is proposed. Applications of the correlation results are discussed. Composition parameters, such as carbon, atomic H/C, and calorific value may be used as a basis for selecting coking coals for stronger coke. Plasticity parameters, such as the end temperatures of the plastometer and dilatometers and the free-swelling index, may be used for the same purpose. Based on the best correlations found, coke-strength indices may be estimated to within 4 to 8 units of the observed values; the end temperatures of the plastometer and dilatometer tests, 5° to 10° C.; and the free-swelling index, within 1 unit. Accuracies of all these estimated values are examined, based on the experimental errors of the data involved. Finally, estimations of plasticity parameters from one test with those from others are shown.

The Nonmetals Division studies problems relating to the use of minerals, many of which are important to national defense, for purposes other than the: extraction of metals. In fact, virtually all of the work of the division has been diverted to investigations pertaining to better use of the Nation's natural nonmetallics is resources as weapons of defense. The experiment stations of the division are at Norris, Tenn.; Tuscaloosa, Ala.; Seattle, Wash.; and College Park, Md. Studies involving the application of electric power to the nonmetallic minerals are conducted at the Electrotechnical Laboratory at Norris, and investigations on mineral-dressing treatment are conducted mainly at the Southern Experiment Station at Tuscaloosa. The cleaning and preparation of coal are studied at both Tuscaloosa and the Northwest Experiment Station Lit Seattle (other projects relating to utilization of coal are conducted by the Coal Division of they Bureau of Mines). Problems covering the use of minerals and fundamental problems as to their properties are studied at College Park.

A quantitative model based on strain accumulation in multi-pass rolling is developed to overcome a large critical strain for dynamic recrystallisation in a Nb microalloyed steel with high Mn content (HTP steel). The larger the critical strain for dynamic recrystallisation, the finer is the dynamically recrystallised grain size. The initial mill trial showed that it is feasible to achieve ultra-fine grain size by dynamic recrystallisation but the prevention of static recrystallisation in between passes is identified as an essential condition to suppress mixed grain size. The data-base on static softening kinetics at short interpass time was experimentally determined on WUMSI and incorporated in the model. The model is used to optimise the strip rolling schedule to prevent static recrystallisation in the interpass time. The rolling simulation of strip rolling schedule has validated the model prediction that it is possible to obtain a uniform ultra-fine ferrite grain size of about 1-2 micrometer diameter in final ferrite microstructure for industrial rolling parameters. A user friendly software package has been developed to apply the model for off-line control of mill processing parameters, i.e., time-temperature-deformation schedule of finish rolling in order to accumulate large strain to overcome a large critical strain for dynamic recrystallisation. The model is a powerful predictive tool for grain size control in multi-pass rolling.
