As a result of concern for the citizens of the State of Illinois who owned structures above underground mine workings, the Illinois State Legislature passed House Bill 158 in 1978. This bill amends the Illinois lnsurance Code and creates the Mine Subsidence Reinsurance Fund which is an insurance pool that is to receive a state appropriation of $500,000 as "start-up" money. One hundred thousand dollars has been paid to the fund as of October, 1982. The Fund is to return this appropriation to the State and is to remain self-supporting from premiums. The Fund utilized a pre-existing institution, which also was an insurance pool, the "Fair Plan Facility" and its governing Board, consisting primarily of insurance executives, to administer the program. The Mine Subsidence lnsurance Act went into effect October 1, 1979, and the bill provides that property owners in the State of Illinois may purchase up to $50,000 of mine subsidence insurance which is attached to their fire insurance policy. The deductible is normally 2%, but cannot be less than $250 or more than $500. The annual rate structure for residential structures in 1981 for $50,000 coverage is $10 (frame), and $12 (masonry). The rate structure for commercial buildings is based on the value of the building and the rates for $50,000 maximum coverage is adjusted upward. The insurance was mandated by the State Department of lnsurance and rolled onto the insurance policies of the homeowners in 34 counties which had been recognized as having sufficient exposure to subsidence damage to be covered by the Act. One percent or more of the land surface is undermined in each of the 34 counties. In the other counties undermined in the State of Illinois, insurance is available to the homeowner upon request to the private insurance carrier.

A common assumption in determining the shear strength of a rock joint using a direct shear test is that the surfaces undergoing relative shear are in complete contact. Furthermore, the limiting displacement associated with the residual strength values is obtained based on engineering judgement through visual inspection of shear force versus displacement curves. This study proposes a systematic way of determining the residual shear strength of rock joints by evaluating the limiting displacement leading to a minimum cohesive strength value and taking the true area of contact into account. The results of the study indicate that there is a limiting displacement associated with the residual shear strength, and some rocks may have an inherent interface residual cohesive strength different from zero. When the cohesion is different from zero, the residual shear strength is likely to be underestimated if the true area of contact is not considered. In the case where zero calculated cohesion is obtained, the area of contact has no bearing on the shear strength equation because the frictional force depends only on the normal load.

Improvements which have been made in commericial flotation systems during the past fifty years have resulted more from trial and error methods in the mill than from research in the laboratory. Research has often provided explanations of why mill changes have improved the metallurgical process. Hopefully, in the next fifty years, changes in mill flowsheets will come about, primarily, as a result of research work. However, since minerals, in their infinite variety, cannot be reduced to a standard state, research on commercial ores will have only a local utility, and research on pure minerals will have little commercial application. What will emerge from research on pure systems are mechanisms of adsorption, and this in turn may throw some light on the very much more complex adsorption processes taking place in the pulps of commercial ores. Quartz, without a doubt, has been the subject of more research effort than any other mineral, but we are still a long way from completely understanding its behavior in flo¬tation. Hematite and calcite have received considerably less attention. Ores containing a mixture of all three minerals, however, are commercially important, and the iron deposits in Alabama have been extensively studied by the United States Bureau of Mines (1). The literature reveals no reports of research on synthetic mixtures of all three.

Ventilation is necessary in coal mines to supply fresh air to the working faces for the health, safety, and comfort of the miners, and for the circulation of air to the extent that it will dilute, carry off, and render harmless the noxious or dangerous gases generated. Adequate ventilation depends upon good face control, as well as upon a well designed and properly controlled overall ventilation system. Generally, this includes fans, airways, overcasts, air locks, regulators, checks, and canvas or plastic stoppings near the working places to prevent short circuiting of air, and effective bleeders to maintain a continuous flow away from the working places along the pillar lines at all times and to prevent diffusion of methane back to the pillar line in case of temporary interruptions in ventilation. In the development of a new mine, or the virgin area of an old mine, the main headings should properly be considered a construction project, designed with, only the number of permanently supported (roof) headings required to conduct the necessary air volume to and from the major panels in which mining is conducted by room and pillar or longwall methods. Although subject to hazards from methane quite frequently and requiring constant and careful attention at all times, development of headings has some built in safeguards which make it a less difficult problem in control of methane than exists in pillaring.

INTRODUCTION Run-of-mine (ROM) coal generally falls into two major groups: that from underground mining (continuous mining machines) and that from strip mining. Continuous miners produce a finer product and strip mining a coarser product that is crushed to produce the desired size. Further size reduction depends on the proposed use or uses for the coal. For example, for pulverized coal power plants as a rough general rule, the coal is ground or pulverized to 80% less than 200 mesh (0.075 mm) before it is blown into the boiler furnace as a coal-air suspension. For solvent-refined coal processes, the desired size is about <30 mesh (< 0.60 mm); in fluidized bed uses, the coal is typically < 8, in. (< 1.6 mm); for Lurgi pressure gasifiers, the desired size is 1 to 2% in. (25 to 63 mm). Coal preparation plants typically work with a coarse size fraction of 6X 1/14 in. (150X32 mm). The past decades has shown a steady increase in the tonnage of coal cleaned, 1 but it seems probable that the next decades will produce much wider applica- tion of deep coal cleaning before use and that the stages of crushing and pulverization from ROM coal to end use will be integrated with coal cleaning processes. Since different cleaning processes work better with different ranges of coal size and the degree of cleaning possible is intimately connected with the size of coal, a systems design engineer will need as much information as possible concerning the size distributions produced by different types of machines and how these can be modified by different ways of operating the machines. In general, the following questions will be of concern: 1.What type of crusher or grinder is best, or most satisfactory, for reducing a given feed size and type of coal to a desired product size? Frequently, the desired product is smaller than some nominal size, but with as few fines as possible, or the fraction in some size range has to be as high as possible. 2. How big does the machine have to be for a given throughput rate? 3. How much electrical energy (or its equivalent) is required per ton of product? 4. How does the size distribution vary with change in throughput rate, and is a control scheme necessary or desirable? 5. Can the size distribution be readily varied if desired? 6. What is the optimum way to operate a machine in a given system? This section will emphasize certain general principles which guide us in answering these questions. The purpose of this paper is to investigate trends in exploration expenditures of a selected group of mining companies for the interval 1968 through 1971. The paper also compares these trends with other financial factors that are associated with various groups of companies and comments on the implications of these trends. Although a four-year interval is hardly enough time to establish a long-range set of trends from which operating rules can be derived, the fact that the four years selected are in the immediate past gives some sense of relevance to the matter of exploration expenditures at the present time and in the near future. The sample under study here consists of 21 mining companies. Of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the extraction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining; for example, from oil and gas sates, Also, no companies which can be considered strictly as exploration companies are included in this study. Although this definition held up fairly well when studying this list in 1968, the strict application of this definition became more difficult through the years up to the present time. Under the Solid Waste Disposal Act, the Bureau of Mines initiated several accelerated in-house research programs to develop new and improved methods of proper and economic solid waste disposal. The program being conducted at the Bureau&apos; College Park Metallurgy Research Center is concerned with eliminating the current waste of valuable materials in municipal refuse by developing low-cost methods for reclaiming and recycling the metal and mineral values contained in incinerator residues. Each year the United States must collect and dispose of in some manner or other, about 150 to 200 million tons of municipal solid wastes. The monetary output for this service ranks third among public services, exceeded only by the costs for schools and roads based on population growth projections and materials use patterns, the quantity of refuse generated by the early 1980&apos;s may approach 300 million tons annually. Currant estimates indicate that only 10 to 20 percent of the total municipal refuse generated is disposed of by incineration. If all refuse were properly incinerated the residues would contain more than 11 million tons of iron and nearly a million tons of mixed nonferrous metals including aluminum, copper, lend, zinc, and tin.

During the past decade many U.S. industries have realized the importance of a total loss control program; the bituminous coal mining industry is no exception to this trend. Oftentimes, we realize that the circumstances surrounding a "near miss" (an incident which does not result in personal injury or property damage) are practically identical to those associated with a fatality, disabling injury, or major property damage. And, many organizations suffer enormous financial losses in cases where no one is injured or property damaged but costly delays in production result. Detailed analyses of both injury and non-injury cases can provide valuable input into those engineering, behavioral, and management controls that are necessary to prevent their recurrence. The purpose of this paper is to describe a comprehensive loss control surveillance system (LCSS) that will enhance management control in preventing personnel, property, and production losses, thereby, maximizing profit. The next section describes the components of this LCSS. Then, we present one practical example of how this valuable management tool can be used to minimize loss through safety and training programs.

An atomic force microscopy (AFM) has been applied to study the adsorption of collectors on mineral surfaces in a copper/molybdenum flotation system. AFM images show that collectors absorb on chalcopyrite surface in patches at pH 11. A study of temperature effect on surface morphology excludes the possibility that these patches are nanobubbles forming on hydrophobized mineral surface. Hydrocarbon oil absorbs on molybdenite quickly, while KEX (potassium ethyl xanthate) has little affinity for molybdenite. Pyrite is much more reactive in water and its surface is easily coated in Ca(OH)2 solutions at pH 11. Based on the obtained AFM images, the adsorption of chemicals on mineral surface and its impact on copper/molybdenum flotation were discussed.

INTRODUCTION The scope of mineral finance extends beyond the economic aspects of property evaluation to all of those activities involving acquisition and utilization of funds with an objective to optimize the value of the firm. It must, therefore, en- compass consideration of the overall financial goals of the firm, decisions involving external versus internal growth and domestic versus foreign investments, management of working cap- ital, efforts to minimize the cost of capital, and decisions with regards to the instruments of long- term debt and equity financing. The scope of this section is limited to considerations of special interest to the mineral or petroleum engineer, which include the following aspects of mineral finance: (1) The technical aspects of mineral or coal property or oil and gas reservoir evaluation which provide the basis for estimation and forecasting of revenues and costs. (2) Estimation and forecasting of costs and prices in a inflationary economic environment. (3) Calculation of cash flows which model .. , the investment in minerals, coal or oil, and gas. Such models require assumptions as to the timing of cash flows, escalation of capital and operating costs, base prices, and escalation, the tax regime, royalties, division of profits and the economic aspects of loans. (4) The role of discount rate in the economic analysis of an investment which requires consideration of the opportunity costs of the firm, cost of capital, risk premiums. (5) Risk analysis including application of the concepts of conditional net present value, expected value, and risk preference as well as the application of the techniques of sensitivity and simulation. (6) Selection of application criteria for in- vestment decision making. (7) Capital structure with particular reference to the effect of debt financing. (8) Consideration of sources of funds utilized by the minerals industries. (9) Long-range planning including portfolio analysis. This section is limited to principles, methodologies, and trends in mineral investment, finance, and long-range planning in the United States with a perspective from the year 1984. Consideration of the key concepts is supplemented by case examples of investment risk analysis and financial structure. Important factors affecting mineral investment evaluation during the 1980s include volatile metals prices, cost inflation, and the introduction of techniques requiring the computer and its capacity for improved technical and economic analysis into the hands of those who know most about the industry. The personal computer is replacing the calculator on the desk of the individual analyst and is rapidly becoming a required tool for the study of engineering and economics. Examples of change brought about by the micro-computer include greatly improved techniques of cost estimation, wider application of the computer for project analysis, computer graphics, reserve estimation, geostatistical analysis, mine design and other techniques that capitalize on the ability of the computer to handle

During the past ten years we have experienced a period of rapidly-changing ground rules for the mining industry. Domestically we have had to contend with numerous new regulations controlling the impact of mining-related activities on the environment. However, for the purposes of this presentation we will assume that in the United States, after a certain amount of compromise on all sides, the industry will be able to work within the framework of the new regulations, and therefore we will concentrate on offshore developments. Due to the limitations in time and scope, this paper will be directed primarily toward the metal mining industry. We contend that the U.S.-headquartered mining company should remain active, and even expand its interests in foreign countries in the future. This is our feeling in spite of recent setbacks and the low return on investment experienced in recent years by some of the metal mining companies in their foreign operations.

1. Introduction Laboratory and industrial grinding tests have shown that the process of size reduction can be significantly influenced by chemicals added to the powder or slurry being ground. The terms grinding aid or grinding additive refers to a substance which when mixed into the mill contents causes an increase in the rate of size reduction. The increased rate can be used to grind a higher feed rate to the desired product size or it can be used to produce a finer product size at a fixed feed rate. Whether the use of a grinding aid is justified in any given situation depends on the cost of the substance versus the improvement of output or product quality obtained with its use. Obviously, an expensive chemical must be effective in very small concentrations if it is to be economically justifiable; the cost criteria is calculated on the basis of the cost of the grinding additive per ton of material ground. Although there is direct experimental verification of the advantageous effect of grinding additives, no sound scientific explanation has yet been offered which explains or predicts the general behavior of additives. Rose and Sullivan have summarized most of the work undertaken prior to 1950 and Hartley, Prisbrey, and Wick have recently prepared an updated synopsis of the grinding additive literature. Many of the studies reported consist of subjecting materials with simple geometric shapes to some type of hardness or controlled single fracture test. On the other hand, a number of the studies were carried out on operating industrial scale mills, with little control or precise monitoring of the effect of the additives.

With a view toward increasing its product competitiveness in the foreign market, SAMARCO MINERACAO S/A has developed high MgO type pellets at its pilot plant for performing direct reduction simulation tests. Additives such as dolomitic lime and magnesite were used for increasing pellet MgO content. Comparative direct reduction simulation tests were conducted both in SAMARCO and foreign laboratories. The test results showed that it is possible to produce direct reduction type pellets with satisfactory metallurgical properties, which can be successfully processed at increased temperatures in direct reduction furnaces.

The bioleaching of mineral sulfide pulps in a bench-scale rotating drum reactor has been studied. The reactor includes horizontal paddles in the inner wall for lifting of the mineral pulp. The performance of the reactor was tested in the bioleaching of a refractory pyritic gold concentrate in the presence of pure Thiobacillus ferrooxidans strain (ATCC 19859). The concentrate was efficiently bioleached at 50% pulp density with the drum operating at 0.5 -1.0 rpm Attempts of bioleaching the concentrate at the same pulp density in conventional stirred reactor showed severe inhibition of bacterial activity. The results demonstrated that the drum reactor allows to operate at much higher pulp densities than the conventional stirred tank reactor. This behavior is explained in terms of an improvement of the bacterial activity due to a better control of the attrition of the mineral particles.

Throughout the 1960&apos;s and 1970&apos;s world trade grew rapidly, reaching a peak of USS1.8 trillion in 1980. Since then the world recession of the early 1980&apos;s shrunk trade to about US$1.6 trillion. The reduced cash flow to developing economies made it difficult to service their huge international debts, Nowadays lenders are reluctant to grant Third World countries additional credit. The shortage of export financing, plus trade barriers set up by developed countries, is further inhibiting international trade. Therefore, countries are turning to new and creative alternatives to financing imports of consumer as well as of investment goods. Non-cash transactions, including different forms of countertrade, are rapidly growing alternatives to traditional trade financing patterns. In 1983 about 30% of international trade, or close to US$600 bill ion, were presumably done by non-cash transactions, up from barely 2% in 1976. By year 2000, half the world trade is likely to be conducted on basis of barter. As of mid-1984 some 88 nations used countertrade regularly and Governments of at least 15 Latin American countries had arranged or mandated commercial countertrade.

Everyone forms his own mental picture when the subject of copper is mentioned. To an architect, copper is a warm, enduring metal with a quiet beauty; to the historian, man&apos;s first metal; to the product engineer, the best electrical and thermal conductor of all commercial metals; to the investor, a volatile stock; to the speculator, the daily price quotation; to those in the mining industry, the challenge of producing copper for rising needs in the face of rising costs and lower grades of ore. At this meeting, we will look upon copper as a key raw material in industry, in national defense, in technology, in world trade, and as a principal commodity in the economies of several developing countries. As miners, and most of us here are miners, we are prone to view our role as suppliers of copper. We locate, mine, smelt and refine the metal. In the complexities of today&apos;s world, however, following a period of the longest domestic copper strike in history which caused critical world-wide shortages and widely fluctuating prices; it becomes necessary for all of us to concern ourselves with the whole spectrum of copper affairs -"from mine to consumer " But first we need to look at the miner&apos;s side of the picture -- capacity and production. We will examine these functions in terms of the whole world -- not simply the free world. Nature did not endow all regions of the earth equally, and copper in world trade has a way of ignoring political boundaries. Science and technology, as well, know no national boundaries. It is said that the "Engineering & Mining Journal" has as many readers in the Communist World as in the Free World. Nor is this a one-way street. We presently have available to us in the. U.S., cover-to-cover translations of many Communist World mining and metallurgical journals.

The industrial grinding process has undergone changes to better address the market and economic needs. Fine grinding of dry materials has developed to the point where classifying linings and fine ball charges improve mill efficiencies. Roller mills as well have wide acceptance due to their power efficiencies. The mill, by its nature, cannot provide the specific particle size or range of sizes which are required for further processing or final use. Therefore, various separators are operated in conjunction with the mill to control particle size. The sizing device helps minimize over grinding and control top size. Rising energy costs combined with increasingly tighter quality specifications have led to increasing study of the grinding and separation process.

The adsorption behavior of sodium oleate on brucite, Mg (OH)2, has been studied by Fourier transform infrared spectroscopy. Both internal reflection and diffuse reflection (DRIFT) methods were used to characterize the adsorbed oleate on brucite. DRIFT measurements were shown to be quantitative, and an equilibrium adsorption isotherm was obtained. The conformational behavior of the adsorbed oleate was investigated as a function of adsorption density. It was found that at sub-monolayer coverage the alkyl chains of the adsorbed oleate had more ?gauche? character than at multi-layer coverages. Also, DRIFT spectra revealed that the adsorbed species were magnesium dioleate. For internal reflection measurements single crystals of MgO were hydrolyzed to form a thin Mg (OH)2 layer.

Subsidence resulting from mining operations, has been the object of sporadic study for many years. Reports have shown that subsidence has ranged from minor settlement detected only by precise measurements to great slips where buildings are destroyed, roads disrupted, and large fissures opened at the surface. For years, a controversy has raged over the question of whether there is a positive or negative angle-of-draw. None of these questions can be given a flat answer for the variables controlling, subsidence are infinite. Generalizations can be made for various situations and areas but some means of control must be executed.

An open pit production planning method for stage mining is presented in this paper. The method brings solutions to the four most important parameters in stage mining : 1) the number of stages, 2) the size and geometry of each stage pit, 3) the mining sequence of the benches in the stage pits, and 4) the time of transition from one stage to the next. The method can also simultaneously optimize the ultimate pit, mine life, and production rate in each stage.
