A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

The text shows a study of sulphur distribution in the pellet, emphasizing the importance of this distribution in relation to the liberation of sulphur during the reduction. Pegasus Minera de Chile, Ltda. is completing three phases of metallurgical evaluation on the Pullalli project to develop a preliminary process flowsheet. A project feasibility study is in progress. The feasibility study includes a proposed process flowsheet designed based on results from the multiple stages of metallurgical evaluation. Phases I and II of metallurgical evaluation included laboratory scale heap leach and milling cyanidation testwork on multiple drill core composites and bulk ore samples from the Pullalli Project. Phase Ill included pilot scale milling/cyanidation testwork on Pullalli drill core composites. The proposed flowsheet includes selective mining and separate processing of low grade and high grade ores. Low grade ore will be crushed and heap leached. High grade ore will be milled leached for 12 hours in an agitated cyanidation circuit. After 12 hours of leaching, sands and slimes will be separated and the sands will be washed using a counter current cyclone (CCC) circuit. Partially leached and washed sands will be added to the crushed low grade ore for heap leaching treatment and permanent placement. Partially leached slimes will be thickened in a high capacity thickener and will be processed in a CIP circuit. Leached slimes will be placed in a tailings impoundment.

Understanding constraints within the raw battery material supply chain is essential for making informed decisions that will ensure the battery industry’s future success. The primary limiting factor for long-term mass production of batteries is mineral extraction constraints. These constraints are highlighted in a first fill analysis which showed significant risks if lithium-ion batteries are used to fully support vehicle electrification and intermittent energy storage. Nickel, lithium, cobalt and graphite reserves risk 100 percent depletion with significant consumption of known resources. Furthermore, more than 700 new critical mineral mines will need to be developed to meet the required production rates for decarbonization by 2050. Demand for critical minerals will outpace mine development timelines even as improvements are made to battery energy density and compositions. Governments and the private sector need to align themselves on decarbonization goals to establish cooperative agreements on the critical mineral supply chain by reducing the barriers to entry and increasing exploration efforts. Additional measures must also be taken to reduce the demand for critical minerals. Policy such as incentivizing public transportation and biking infrastructure can be exploited to drastically reduce the mineral demand placed on the mining industry.

The liberation and exposure of valuable mineral grains in ore particles are of significant importance in understanding the efficiency of flotation separations. A flotation feed sample from the Kensington concentrator was scanned by micro Xray computed tomography (micro-XCT), to determine the liberation and exposure of auriferous pyrite grains. The analysis results suggest a satisfying extent of liberation for particle sizes smaller than 212 μm. Theoretical flotation recovery of pyrite for selected particle size fractions was predicted from the three-dimensional liberation and exposure analysis. The plant flotation tail was also characterized by micro-XCT to identify liberated and partially liberated pyrite particles that might not be collected into the concentrate. However, liberation analysis of the tail sample revealed that the majority of liberated pyrite was recovered in the plant flotation circuit. Trainable Weka, a machine learning segmentation approach, was compared with the Watershed thresholding segmentation for the 106 × 45 μm particle size fraction scanned at a voxel size of 1.85 μm. Improved segmentation of small particles was found using the machine learning method.

"Atmospheric monitoring systems (AMS) have been widely used in underground coal mines in the U.S. for the detection of fire in the belt entry and monitoring of other ventilation-related parameters such as airflow velocity and methane concentration in specific mine locations. In addition to an AMS being able to detect a mine fire, the AMS data has the potential to provide fire characteristic information such as fire growth (heat release rate) and exact fire location. This information is critical in making decisions regarding fire-fighting strategies, underground personnel evacuation, and optimal escape routes. In this study, a methodology was developed to calculate the fire heat release rate using AMS sensor data for carbon monoxide (CO), carbon dioxide (CO2), and airflow velocity based on the theory of heat and species transfer in ventilation airflow. Full-scale mine fire experiments were then conducted in the Pittsburgh Mining Research Division (PMRD) Safety Research Coal Mine using an AMS with different fire sources. Sensor data collected from the experiments were used to calculate the heat release rates of the fires using this methodology. The calculated heat release rate was compared with the value determined from the mass loss rate of the combustible material using a digital load cell. The experimental results show that the heat release rate of a mine fire can be calculated using AMS sensor data with reasonable accuracy. INTRODUCTION Fires at different stages generate different gases and smoke toxicity hazards. When fires occur in underground mines, a significant amount of toxic gases and smoke enter the mine ventilation system and are carried throughout the mine ventilation network, increasing the hazard potential for personnel even if far away from the actual fire. Although fires that develop to the point of rapid flame spread pose imminent hazards, fires in their smoldering, pre-flaming stages can also contaminate the mine atmosphere with debilitating levels of smoke and toxic gases. The most important parameter for evaluating the fire hazard in mines is the heat release rate (HRR), which is directly related to the rate at which heat, smoke, and toxic gases are produced and transported by the ventilation system, and provides an indication of the time available for escape or firefighting [1]. The HRR is also an important input parameter to mine fire simulation models. Measuring the HRR of an actual fire can be a difficult task. Early experimental measurement of HRR focused on the heat output as represented by the temperature of the product gases. In ASTM E1321 (LIFT test), an array of thermocouples was positioned in a duct which captured all gaseous combustion products to measure their average temperature. This approach assumed the flow is adiabatic, which is never a reality. Significant progress on measuring HRR was made when Huggett showed that, for most common materials containing C, H, O, and N, the average heat release per unit mass of oxygen is 13.1 MJ/kg O2 [2]. Thus, the oxygen deficit is a measure of the HRR in the flow that the duct captures. This approach is termed oxygen consumption calorimetry (or the oxygen consumption method), and is widely used in the fire protection community."

"Diesel particulate Matter (DPM) is a byproduct of fuel combustion in diesel engines. It is classified as a carcinogen, with associated respiratory and cardiovascular health effects. The composition, size, and concentration of DPM is dependent on factors such as engine type, loading and fuel composition. Though a number of DPM abatement and control strategies currently exist, particularly in underground mining environments, occupational exposures remain a serious health concern. As a novel abatement approach, DPM scavenging by fine water or “fog” droplets has been proposed and a laboratory set-up has been built to test the efficacy on engine exhaust. Here, we describe a series of tests that varied engine load, system flow rate and fog drop number density. While none of these factors had overwhelming effects on the results within the ranges tested, the improvement in DPM mass removal attributed to the fog treatment was about 45% on average in comparison to no treatment. INTRODUCTION Diesel engines have seen widespread use for well over a century due to their relatively high thermal efficiency and fuel economy1. More recently, however, adverse health risks of diesel exhaust have become increasingly clear. Many of these risks are associated with the physical and chemical properties of exhaust components1–3. The term diesel particulate matter (DPM) is used to refer to the solid components of diesel exhaust, which are a mixture of elemental and organic carbon (EC and OC) and minor constituents including sulfates and metal ash3. The OC fraction of DPM results from unburned fuel and lube oil, whereas EC or soot is formed during the combustion of locally rich regions within the fuel. DPM is classified as a carcinogen6,7 and epidemiological studies have demonstrated a positive correlation between long-term exposure to DPM and other combustion-related fine particulate and increased cardiovascular and pulmonary diseases8,9. Diesel engines operate in relative fuel rich/oxygen lean conditions and are characterized by relatively high emissions of particulate as compared to spark-ignition engines2,3,10. Typically, these emissions range from 107 – 109 particles/cc and cover two primary size ranges: the nuclei mode where particles have diameters less than about <50 nm, and the accumulation mode where diameters are from about 50-10,000 nm. Most OC resides in the nuclei mode as semi-volatile compounds, while most EC is in the accumulation mode3. The physical and chemical properties of DPM vary with the type of engine, fuel (e.g., petro- vs. bio-diesel) and operating conditions such as loading (i.e., a function of torque and rotational speed)2,3,9,11,12. Loading is a particularly important factor with respect to DPM toxicity9,13,14, and on the effectiveness of after-treatment technologies2,3,15. Engine load alone can affect the EC/OC ratio, and the size distribution and number density of DPM. For diesel engines, the load is roughly proportional to the equivalence ratio3, defined as the actual fuel/air ratio over the stoichiometric fuel/air ratio for complete combustion. Light loads generally favor the formation of OC and small particles. As load is increased the volatiles are oxidized leading to larger soot particles (i.e., EC), but lower total number density of DPM. With further loading, the formation of soot offsets the decrease in volatiles, resulting in increased DPM mean size and number density3."

The Don River & Central Waterfront Coxwell Sanitary Bypass Tunnel (CBT) Project in Toronto will extend approximately 10.5 km and be lined using a precast concrete segmental tunnel liner with an internal diameter of 6,300 mm and external diameter of 6,900 mm. The CBT liner was grouted through ports drilled in the segments. The Westerly Storage Tunnel (WST) in Cleveland will extend approximately 2.93 km long and will be lined by using a similar precast concrete segmental tunnel liner with an internal diameter of 7,620 mm and external diameter of 8,230 mm. The WST liner was grouted using both grout ports built into the tail can of the TBM and through segments. Each tunnel was mined primarily in shale with varying levels of weathering and both tunnels had dry and wet sections. This paper will document the means and methods for grouting in each tunnel as well as the methods utilized to proof grout and the results found.

This paper reviews the impact of the idler set on the performance of belt conveyors. Idler rolls as part of the load support system and their interaction with the conveyor system will be discussed. in particular, the rotating performance of the individual idler roll concentrating on the rotating resistance and life of the bearing and seal design are addressed in detail. A basis for the development of performance specifications for use in conveyor design that takes advantage of the idler manufacturers design and manufacturing expertise is discussed.

Using neural networks for plant control is challenging. The objective was to show how to make a neural network effective, even with noise, lag times, and unmeasured disturbances in the plant. The procedure was to evaluate the neural network in a laboratory flotation vision system and in a plant refractory gold autoclave system. Although the resulting neural network easily conquered simple laboratory data, the noisy plant data was much more difficult, and adaptive linear models were equally effective. We concluded that the neural network needs support by combining it with other tools found in the best control packages.

A spherical agglomeration process for the separation of scheelite fines of less than 30 µm in very low concentration of 0.04% WO3 in a binary mixture with quartz fines of less than 30 pm has been described. A concentrate containing 14% WO, with more than 90% recoveries could be achieved by means of anionic sodium sulfo succinate collector at pH 3.5 and also with commonly used anionic sodium oleate at pH 10.5 as per the conceptual flowsheet suggested. Such a process is envisaged as commercial potential for the recovery of fine-grained scheelite present in the tailings of gold plants as found in India.

This paper describes the underground work associated with the North Fork Stanislaus River Hydroelectric Development currently being constructed by Sierra Constructors for the Calaveras County Water District in California under a turnkey contract. Sierra Constructors is a joint venture of the Guy F. Atkinson Construction Company (sponsor) of South San Francisco, and the Harrison Western Corporation of Denver. Notable features of this project include the exceptionally high performance achieved by the 5.5m diameter Robbins tunneling machine and the 675m deep shaft pilot hole which was successfully realigned using oilfield directional drilling techniques. Other features include 3.7m and 4.3m diameter machine-excavated tunnels and various conventionally excavated tunnels constructed over a wide geographical area and diverse climatic conditions.

Barrick Goldstrike Mines Inc.’s Betze open pit is located at the north end of the Carlin Trend, in Eureka County, NV. Ten open pit gold mines exist on the trend, which strikes northwesterly, through the north end of Eureka County and into Elko County (Fig. 1). The final pit will be about 2440 m long x 1550 m wide (8000 x 5100 ft), elongate in a west-northwesterly direction and about 425 m (1400 ft) deep. The pit straddles the Barrick-Newmont Gold Co. property boundary. History The first hole at the Goldstrike Mine was drilled in 1962. Between 1963 and 1964, 17 shallow holes were drilled with little encouragement, in view of the price of gold at $1.12/g ($35/oz). From 1962 to 1975, several different companies explored the Goldstrike property. In 1975, Pancana Industries acquired the property. The Coastal Water Authority&apos;s 2,740mm/2,590mm (108 in./102 in.) pipeline, known as the Northwest Lateral Project, will transport raw water from an existing pipeline over 14.3 km (8.9 miles) to the City of Houston&apos;s East Water Purification Plant. The new pipeline crosses under Houston Ship Channel and Greens Bayou in tunnels at approximately 30.5m (100 feet) and 25.9m (85 feet) depths, which present unique experiences in tunneling under open bodies of water in the Gulf Coast&apos;s soft ground conditions. An earth pressure balance TBM is being used for the deep tunnel sections where the ground demonstrates high overload factors and variable conditions ranging from clays to silty sands. This paper discusses the design approach for the tunnels and shafts, ground conditions, constructability, and selection of the primary lining system.

The barite industry shares with its associates in the minerals industry the impediments of excessive federal and state regulations. We have learned to exist with the Organic Act of 1976, the Mine Safety and Health Act of 1966, and the Multiple Use Act of 1955. I do not mean to imply by the above that all aspects of mining legislation have been detrimental, however, each of you has been subjected to interpretative restrictions by federal or state bureaucrats. As frustrating and costly as this is to the barite industry, it is not the primary problem facing our segment of the industry at the present time. Our major difficulty today deals not with too much government regulation, but with the lack of a cohesive and consistent government energy program. This administration and those that have preceded it have dealt with intermittent energy crises on an emergency basis. If we remove the political rhetoric which has surrounded each of the more recent major crises, we can liken the action of our federal government to that of a rural volunteer fire department which devotes its entire efforts toward extinguishing existing fires rather than the developing of programs designed to prevent future fires. The lack of a comprehensive energy program has created an environment in which long range planning is extremely difficult, if not impossible.

Within the national and international strategy of the German based construction company HOCHTIEF, the majority of its business units is equipped with the comprehensive software package ARISTOTELES. This software is a powerful business information system for all accounting and controlling related processes in medium-sized and large construction and other related companies. Due to the complexity of the software, time constraints, and limited financial resources an implementation of this software package requires thorough project management. In this paper the relevant elements of project management are outlined based on practical experiences gained during this international IT - implementation project. Special emphasis is directed to the identification and management of potential risks. In this case particular acknowledgement was given to the multinational nature of the project and modernization of the business. This includes thorough reorganization of the company, significant changes of job requirements, and substantial trainings for its employees. At the same time key success factors like knowledge transfer, adoption of Czech legal requirements, commitment of management, networked thinking, and integrated project planning come into play. The costs for implementation had to be carefully evaluated because the software was implemented in a country with a considerably low cost I price level. All these impacts to the business had to be managed within the scope of transformation of business and political environment from socialist to market driven economy.

Fire development and spread along conveyor belts in ventilated ducts were investigated experimentally and theoretically. Various types of conveyor belts used in mining applications were ignited and burned in a full-scale gallery under various flow conditions. The flame spread rates depended strongly on the ventilation air speed. The time-temperature traces of gas and belt obtained at 12 feet from the entrance show that a rapid belt surface temperature change takes place prior to a change in the gas temperature, indicating that radiative heat transfer from the flame to the belt surface plays an important role. Further, anomalies in the flame spread rate in the vicinity of 1.5 m/s air speed (i.e., much greater rate than that observed at either higher or lower speeds) can be explained through the mechanism of flame tilt and the resultant view factor between the flame surface and the belt surface. In order to correlate the fire spread with material properties of the conveyor belts (such as the specific heat, the thermal conductivity, and the pyrolysis temperature) and the fire environment (such as the gas temperature and the ventilation air speed), a theoretical model has been developed. This model is based on the experimental observation that the radiative heat transfer is the dominant mode of energy transfer ahead of the flame front. Agreement between the theory and the experimental results is good.

Steady-state material balances calculated from data measured at various locations around process units are useful for many purposes, such as metallurgical accounting, on-line control, and the development of mathematical models. Often it is possible to calculate material balances by several independent procedures when excess measurement information, i.e., redundant data, is available. Clearly, if the data were collected without measurement errors, a theoretical condition never found in practice, all material balances calculated from redundant data would be in agreement. The real situation is that error exists in practical measurements, so that the results of material balances determined from available optional procedures differ. Consequently, best fit computational procedures to improve the material balances by taking measurement errors into account have been formulated. Such procedures can be used also to judge whether measurements are grossly in error due to either faulty observations or defective data sensing devices. A variety of mathematical techniques are available which serve to adjust raw data. The adjusted data permit mass balancing that does not depend on the computational method. To illustrate the need for an adjustment procedure, Table 1 shows a raw data set acquired around the Brenda Mines Ltd. No. 4 grinding circuit shown schematically in Fig. 1.
