This is the first in a series of studies commissioned by the European Environment Agency that aim to raise awareness of the use of economic instruments and assess their effectiveness. The emphasis is on sharing good practice and increasing knowledge and understanding across European countries in this emerging policy area. A methodology for evaluating the effectiveness of economic instruments has been developed and this will examine whether the inclusion of economic instruments in complex policy packages can improve the overall performance, particularly as a prevention tool in terms of resource use and waste generation The focus for this initial study is the use of aggregate taxes in four EU countries which include the Czech Republic, Italy, Sweden and the UK so that a range of experiences (e.g. geographical, political etc.) can be included. The findings will be used to inform and influence future policy development in other EEA countries. The methodological approach is divided into two main sections: - Technical analysis, which covers quantitative and qualitative analysis. - Process design, i.e. who should be involved when, where and how. Process design is essential if the full learning benefits are to be gained from the technical analysis, which is the ultimate objective of these evaluations.

The objective of mine ventilation is to provide suitable environmental conditions in working places at an economical cost. Maintaining a stable air flow, i.e., a flow quantity and the direction, is of vital importance. In practice, however, air flow quantity in underground openings varies continuously. Therefore, the stability of air flow means relative stability that is the flow in a branch moves along a certain direction while the variation in air quantity stays within acceptable limits. Many underground mines have low stability of mine air flow because almost all types of ventilation systems involve complex diagonal branches through which air flow quantity and, more importantly, the air flow direction may change easily. This creates extremely hazardous, unstable conditions, especially during emergencies. This paper deals with the directional stability of air flows in underground mines in single or multiple fan systems. It examines the rules of directional changes of air flows in diagonal branches, and proposes a method of calculating the stability conditions. It provides a criterion that may be used in designing new mine ventilation systems to ensure a desired degree of stability or in improving the existing systems.

A large portion of the energy consumed in copper concentrators is used to reduce the particle size of the feed by crushing and grinding. The cost of metal production could be reduced if low-grade particles of centimeter size were removed prior to further processing. Two copper sulfide ore samples (3 × 1 cm) from Arizona were analyzed by micro X-ray computed tomography (Micro-XCT) to determine the grade of copper sulfide in each particle. For copper ore sample A, a significant number of particles contained very low amounts of copper, while some particles had copper sulfide grains of millimeter size. Based on Micro-XCT, it was expected that 85 percent of copper for sample A could be recovered at 65 percent of mass rejection during preconcentration by sorting. However, in sample B (a different copper ore), distribution of copper sulfide was dispersed primarily in each ore particle, so for the particle size class of 3 × 1 cm, liberation of copper sulfide and gangue minerals was not significant. In view of the XCT results, dual-energy X-ray radiography was used as a basis for sorting. Pilot-scale X-ray sorting of sample A (10 × 1 cm) showed 31 percent rejection of a 0.08 percent Cu gangue product with a corresponding recovery of 90 percent copper.

The adsorption of silver on activated carbon from cyanide solutions was studied as a function of concentration, ionic strength and pH. In cyanide solutions, silver exists mainly as the linear Ag(CN)2 complex and adsorbs on activated carbon following the Freundlich isotherm. The uptake and rate of adsorption increase with the addition of KC1 and KNO3 but changes only slightly with pH. In contrast, the adsorption of Cu(I), Zn(II), Cd(II), and Hg(II) shows marked changes with pH, closely following the predominance profiles of their neutral and singly-charged cyano complexes. Clearly, multicharged negative complexes are repelled by the negatively-charged carbon surface. This sensitivity of activated carbon to the charge of the adsorbing species indicates that silver adsorbs as an anion, not chemically bound to the co-adsorbing counterions. For the same reason, activated carbon is selective to metals that form neutral and Singly-charged cyano complexes, namely gold and silver.

Reflected light microscopy was used to study the mineralogy and textures of experimental reactions of a nickel concentrate with a slag. Such an interaction is an important step in the bath smelting of nickel sulphide concentrate. Concentrate particles in the central portions of the pellets are rounded and develop vermicular S02 gas porosity. In the outer portions of the pellets, the original minerals of the concentrate, i.e., pyrrhotite, pentlandite, pyrite, chalcopyrite and violarite, have agglomerated and reacted to form two intergrown phases: pyrrhotite solid solution (FeO.75Ni0.18Cu0.01S) and pentlandite solid solution (Fe0.58Ni0.51Cu 0.03S). Magnetite formed euhedral crystals, skeletal crystals and dendrites at the margins of the matte. Prismatic, ferrohypersthene and octahedral Mg-Al-Fe spinet crystals and dendrites are present in the glassy slag. Three types of flotation columns were developed with a column dia of 8.0 cm and a length of 160 cm. The first type consists of an ordinary column fitted with a porous plate at the bottom. The second type consists of two electrodes at the bottom to obtain very fine and uniform bubbles generated electrolytically and the third is a combination of first and second types, i.e. to get both electrolytic bubbles and air from the compressor through porous plate. Three different ores were tested-gold tailings for recovery of scheelite, copper tailings (chalcopyrite) and oxide copper ore. In the case of scheelite and copper oxides, good results were obtained with the first type of column itself, whereas the third type column was found fairly effective in the recovery of chalcopyrite. The variables like the effect of reagent concentration, column height above the feed point, feed flow rate, current density, air flow rate, particle size etc. were examined.

This paper re-examines the mixing conditions in the collection zone of flotation columns. These have in the past been characterized with a single uniaxial dispersion coefficient, E. The relationship between E and column diameter, Dc, is examined based on residence time distributions (RTDs) in columns of Dc ranging from 5.lcm to 184cm. Results agree with published correlations in chemical engineering, i.e. E a Dc '" , Data explain why pilot columns display significant upgrading between the feed level and the interface, whereas plant columns do not. It also suggests that, for plant columns, the full collection zone (up to the interface) can be considered when calculating the residence time. A mathematical model considering two regions of different mixing was compared to the single E model. Both models adequately fitted measured age distributions inside the column and overall RTDs. Measured and simulated mixing characteristics are compared to those of flotation banks, using a tanks-in-series approach; banks of comparable mixing to columns are identified.

Large volumes of slags, with varying mineralogical and geochemical characteristics, are produced annually by the ferrous and nonferrous metallurgical industry. Most of them are considered as potential secondary resources and may be valorized, following the principles of circular economy, for the recovery of critical elements, including energy transition metals. Apart from the economic benefits, valorization of slags may contribute to the competitiveness of the metal industry and the conservation of natural resources. Valorization also results in minimization of environmental impacts on soils and waters in slag disposal areas, due to the prevention of solubilization and subsequent migration of potentially hazardous elements. The present study utilizes ferronickel (FeNi) slag for the production of alkali-activated materials. The effects of the main experimental parameters, including sodium hydroxide (NaOH) molarity, silica/sodium oxide (SiO2 /Na2O) molar ratio in the activating solution, precuring and curing time, curing temperature and aging period on several properties of the final products, are assessed.

INTRODUCTION Cancer of the lung in uranium miners has been reported by many authors. In fact, it has become a most popular subject for comment by environmentalists, health physicists, and newspaper writers. I believe it appropriate for me to discuss cancer of the lung in uranium miners in a general way commenting briefly on etiology, incidence, tumor cell types, and particularly, tumor development and treatment. Cytological development of cancer in its incipient stages, particularly the in situ stage, relates to potential cure with photoradiation, early diagnosis, and treatment. Our observations of the cytological response to this modality of diagnosis and treatment will be discussed briefly since this area will also be covered by Doctor Balchum. The cause of lung cancer in uranium miners is primarily due to two carcinogens; cigarette smoking and radon daughter radiation. Cigarette smoking has continued at the same intensity over time among uranium miners; about 60% of the miners are cigarette smokers and 40% are non-smokers. Radon daughter exposure to the uranium miner has varied from mine to mine, but over the last 20 years has been reduced to a minor fraction (.3 WL) of the level that prevailed in many of the mines during the 1950-1960 era when many of the miners were exposed to more than 10 WLM. Sputum samples have been examined on as many uranium miners as responded on the Colorado Plateau since 1956. Autopsy studies were done whenever this was permissible. In some instances, only tissue from a biopsy of a node or lung was available for study. Smoking histories were also taken. Approximately 200,000 sputum samples were examined and histological examinations of lung lesions were made from 312 cases. METHODS The method of sputum cytological collection and preparation was reported previously. I The lungs were fixed with formalin and prepared for sectioning by Dr. Oscar Auerbach with his block-section method. RESULTS Three-hundred-twelve lung cancers from uranium miners were examined. The tumor types and the age at death for each type, smokers and non-smokers, are given in Table #1. The incidence of the tumors in the smokers and non-smokers is given in Table #2. The incidence of small cell carcinoma of the lung has decreased from an incidence of 76% of all the lung cancers found in uranium miners to 22% of these lesions (Figure #1). The decrease in incidence of this tumor is probably due to decreased exposure to radiation in the mines.

This study aims to investigate the effect of combined mechanical and ultrasonic milling on the size reduction of talc. First, the talc sample was wet-ground in a stirred media mill for five different lengths of time (30, 60, 90, 120 and 150 min), and the optimum result was subsequently achieved with treatment by ultrasonication. The effects of amplitude (20, 35 and 50 µm), solid ratio (2.5, 5, 7.5 and 10 percent), and sonication time (60, 120 and 240 min) on the sizes of the final product were investigated. The pre-milling by wet grinding caused a decrease in the grinding resistance of talc. Sequential ultrasonic treatment, which was applied to the talc sample, generated smaller particles in comparison to those acquired by stirred media milling alone. Experimental results were assessed based on the product particle size (d10, d50 ), reduction ratio and specific energy consumption. Submicron particles prepared by ultrasonic treatment were highly stable compared to stirred media milling alone as investigated in terms of particle size. In addition, the effects of mechanical and ultrasonic milling on the structural properties of talc particles were characterized by X-ray diffraction (XRD) analysis.

For some time a need had existed in the minerals processing field for a relatively efficient separator that would treat high tonnages of particles in the intermediate size range, i.e., those particles too large for froth flotation and too small for conventional gravity-type separa¬tors. Among those devices developed to meet this need are the centrifu¬gal specific gravity separators. These devices employ centrifugal acceleration to assist gravitational acceleration in separating light¬density minerals from heavy-density minerals. In the category of centrifugal specific gravity separators are the heavy-media centrifugal separator and the water-only cyclone. The two major centrifugal heavy-media separators, i.e., the heavy-media cyclone and the DynaWhirlpool, as well as the water-only cyclone, are discussed in terms of: design features, operating variables, operat¬ing data, and flowsheet design criteria. Examples of plant applications are given in the field of coal processing as well as the processing of other minerals such as iron ores, potash, and tin. Finally, the subject of the staging of centrifugal separators and their use in combination with other separators is discussed. PRINCIPLES For coarse sizes of minerals, efficient specific gravity separations have been possible for many years with open-bath vessels using the natural settling velocity or buoyancy of the particles. These bath ves¬sels process ore by utilizing micron-size solid particles suspended in the slurry fed to the separator. The inclusion of these particles in the slurry increases the effective density of the separating fluid to allow particle separations to be made at densities greater than that of water. However, if vessel size is to remain within economical limits, the particles processed in the bath vessel must have high settling rates in a IG gravitational field. Because of this requirement, heavy¬medium bath vessels are usually restricted to processing +V4-in. sizes. To extend efficient specific gravity separation to smaller sizes, the gravitational acceleration of particles is replaced by centrifugal acceleration. The settling of a small particle in a fluid in a centrifugal force field is similar to that found in a static bath except that the acceleration due to gravity, g, is replaced by a centrifugal acceleration where v, is the tangential velocity at radius r: V=kdm(P-P,), V'. (J) µ In more practical terms where the particles settle in a suspension of finer particles comprising the heavy media and with an effective suspension density p" V = kdm' (P P ) . v'. (2) U r To date the most effective use of this principle has been obtained with devices that rotate a liquid or suspension within a stationary enclosure in order to create centrifugal force. Cyclones are the most common devices used for this purpose, because they generate centrifu¬gal forces far greater than the force of gravity and therefore not only have high capacities but can treat finer sizes than bath-type vessels can. The two main types of cyclones used by industry are the heavy-media cyclone and the water-only cyclone. Also quite widely used is the DynaWhirlpool, which, though based on the same princi¬ple, differs in design from the conventional cyclone. HEAVY-MEDIA CENTRIFUGAL SEPARATORS Like the bath vessels, the heavy-media centrifugal separators em¬ploy media composed of micron-size particles suspended in water. However, the centrifugal force generated in these separators accentu¬ates the difference in settling rate between particles of different density and thus makes possible separations of finer size particles than can be treated in bath vessels. The two most common heavy-media centri¬fugal separators are the heavy-media cyclone and the DynaWhirlpool. Heavy-Media Cyclone Although cyclones were originally developed for use as classifiers or thickeners, it was later found that they could also effectively serve as heavy-media separators.63. 64, Design Features Fig. I I is a schematic of a typical cyclone developed to serve for any one of the following purposes: as a classifier, thickener, or specific gravity separator. The cyclone consists of a cylindrical section joined to a conical section, usually having an included angle of between 14° and 25°. Feed enters the cyclone tangentially through an orifice attached to the cylindrical section. The overflow orifice is located in the base plate of the cylindrical section. The vortex finder, a tube attached to the overflow orifice, extends into the cyclone from the base plate of the cylindrical section. The underflow orifice is located at the apex of the conical section. As some medium together with mineral particles is fed through the feed orifice, a vortex with a hollow air core extending from the overflow to the underflow orifice forms in the cyclone while hollow spray discharges form at each of these orifices. Under the influence of the centrifugal force, high specific-gravity particles move through the medium to the wall of the cyclone and descend in a spiral flow pattern to the underflow orifice. Those particles in the feed stream, lower in specific gravity than the feed medium, follow the major portion of the flow to the center of the core where they are caught in the high-velocity upward central current and are carried out through the overflow orifice. Fig. 12 shows a family of curves that illustrates how materials of varying specific gravity are recovered by a cyclone. Since the specific gravity of the medium is 1.40, the particles of 1.40 sp gr actually act as part of the medium and, regardless of the particle size, split between the underflow and overflow of the cyclone in proportion to the volume split of the medium. Particles higher in specific gravity than 1.40 are recovered in the underflow of the cyclone at increasing rates as the difference in specific gravity increases and the particle size increases. Particles lower than 1.40 in specific gravity are dis¬charged through the overflow orifice at increasing rates as the specific¬gravity difference increases and the particle size increases. However, all the curves originate at the fluid-flow ratio point for the finest particles of any gravity. This study was carried out in Ichadih to map the sulfide/gold mineralization using combined electrical resistivity tomography (ERT) and self-potential (SP) methods. No geophysical analysis has been carried out to delineate such ore deposits in the area. Thus, the study provides a different approach for approximate location and extension of the quartz reef associated with sulfide/gold mineralization. It also provides the elementary idea for further detailed subsurface investigation in terms of geological and geophysical approach.

The Great Lakes Water Authority (GLWA) operates the largest regional water authority in the State of Michigan. Two of the tunnels supplying raw water to the system from the Detroit River are the Springwells and Northeast Tunnels. The existing 70- to 90-year old concrete lined tunnels have experienced distress and cracking over their life requiring non-structural repairs to sections of the tunnels. For the repair, an interior stainless-steel segmental liner plate system has been designed to restore the watertight capacity of the tunnel liner and resist the exterior hydrostatic groundwater pressure in a dewatered condition. The team is utilizing a “wet repair” approach to perform the necessary repairs while the tunnel remains fully flooded and operational. To test and validate the tunnel repair approach, a full-scale mock-up of the proposed repair has been performed using underwater equipment and divers.

Until recently, the general expectation among mining compa­nies and financial analysts has been that the price of gold would remain on a generally upward slope. The recent drop in the price of gold has caused many people to re-think the issue. Of course, the price of gold is singularly difficult to predict, so it is difficult to tell which concept is correct. In the present financial situation, however, many junior gold companies are faced with the reality that money is hard to raise, and many senior gold companies find that they are facing a period of corporate losses even though they own solidly producing mines, As engineering consultants, Kappes, Cassiday has recently received several requests to review conventional milling projects to see if heap leaching is a more viable option. In regard to straight financial criteria such as return on investment and net present value, the question is usually fairly easy to answer. However, corporate decisions must often be based on less definable criteria. For instance, new stock issues tend to be more successful if they are larger, which tends to favor milling operations over heap leaches. The corporate issues are often subjective and difficult to generalize about, so I will con­centrate in this paper on a few financial concepts.

Geothermal sources are exploited in two basic forms, i.e., the primary form of thermal energy and that converted into electrical energy by using an adequate thermodynamic cycle. There is a possibility of applying several processes for the conversion of thermal into mechanical or electrical energy, which depend on the thermodynamic characteristics of the geothermal water. Geothermal sources in Croatia do not contain steam of relatively high temperature, like in Italy, although both countries are nearly in the same position with respect to geothermal belt. Geothermal sources in Croatia are mostly so-called low-temperature geothermal sources with water temperatures lower than 100°C (Cubric and Jelic, 1993). A few of them have been exploited, although the percentage of utilization of their available power is still very small. The low-temperature potential is a major disadvantage when it comes to power generation, since state-of-the-art geothermal power plants require reheated steam or hot water to operate. There is a common belief that the optimum way of exploiting low-temperature geothermal sources is heat generation. Therefore, this analysis is especially aimed at potential users and showing the technical and economical possibilities of using low-temperature sources for conversion of thermal energy into mechanical work and electrical energy.

Appalachian coal mines include operations in eastern Kentucky, Maryland, Pennsylvania, Virginia and West Virginia. During 1994, they produced a total of about 342.5 Mt (377.6 million st) of bituminous coal. This figure represents 37% of the total production from the United States. This region contains nearly all of the nation's coking coal reserves and high-quality compliance steam coal that will be in demand after the turn of the century as utilities comply with phase two of the 1990 Clean Air Act Amendment. Figure 1 shows the location of the study area and the general regions that supply various coal types. Data for the study reviewed here were compiled and interpreted from Mine Safety and Health Administration (MSHA) production reports, Federal Energy Regulatory Commission 423 reports, King's Export database and additional data from the US Department of Energy's (DOE) Energy Information Administration (EIA). Table I is an overview of the total production from Appalachia and the delivered tonnage to various sales categories.

Gravity gold recovery can be of significant economic importance for gold copper ores that cannot be directly cyanided. Gravity is typically followed by flotation to produce a smeltable copper concentrate. Flotation tails gold values are often too low to justify a cyanidation circuit. Given this typical scenario, a very effective gravity circuit can yield higher overall gold recoveries (i.e. gravity + flotation), and also improve the NSR of gold. Typical scoping work, whilst well suited to investigate the downstream circuit, be it flotation or cyanidation, often overestimates ore variability to gravity recovery and fails to yield the data needed to predict plant gravity recovery and design the optimum gravity circuit. This presentation examines why typical scoping work fails to address gravity recovery adequately and shows how a standard test to characterize gravity recoverable gold (GRG) can provide the missing data. Case studies are presented and used to illustrate the concepts of recovery effort and aggressive gravity recovery.

Naumannite (Ag,Se), a silver selenide mineral, was first discovered in 1828. This study investigates the structure, morphology, chemical composition, and leaching kinetics of naumannite. Mechanical activation in a planetary ball mill increased its specific surface area, enhancing the leaching rate of silver in nitric acid (HNO3). The study found that mechanical activation significantly improves silver recovery.

On August 3, 1987, a hearing was held by the House Subcommittee on Energy and the Environment to commemorate the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). Four panels of environmental/citizen group representatives went before the Subcommittee to report on the state of affairs (from their perspective) of the coal industry and the Office of Surface Mining, Reclamation and Enforcement (OSMRE) As expected, these groups had little positive news to report and continued to focus on glaring deficiencies within the surface mining program. They indicated that gross abuse of SMCRA has continued over the past ten years and the states have performed poorly. Congressman Udall's opening comments perhaps best characterized the mood of the group with his statement that "The Act has not accomplished what I or the people of the coalfields had hoped." and " ? a segment of the coal industry has continued in its bitter and implacable opposition to the most basic of environmental controls."
