I work as the Bureau's Liaison Officer for Colorado and am one of 38 Bureau employees who are stationed, for the most part, in state capitals across the nation. These offices serve all 50 states and Puerto Rico--some being assigned more than one state. Our primary task is to seek ways to achieve a closer and more productive relationship between State agencies and the Bureau of Mines. In 1970, when the Bureau initiated this nationwide system, our activities were limited to mineral supply operations. The potential of the program was soon recognized and Liaison Officers became the personal representatives of the Director and responsible for con- ducting the business of the Bureau that is best handled at the local level. Knowledgeable in the total operations of the Bureau, Liaison Officers are a primary point of contact for the public and for you to obtain information and, again, for you to provide the government with insight into the difficulties you have in providing this nation with an adequate supply of industrial mineral materials.

The gradual depletion of high-grade sulphide mineral deposits has turned the attention of the mineral industry to the recovery of metals from the oxides and silicates. Anionic (fatty acid) and cationic collectors have in some cases made flotation of non-sulphides possible, although in general, flotation of oxide ores is not as yet an economic process. Consequently, many attempts have been made to sulphidize the surface of the relevant oxide mineral and thus make it amenable to flotation. (1) (2) (3) In recent years, Bautista and Sollenberger(4) have investigated the conversion of a number of oxides to sulphides by reacting them with molten sulpur. This paper presents the results of investigations carried out at the School of Mineral and Metallurgical Engineering at the University of Minnesota to study the flotation characteristics of some sulphidized minerals. It is divided into two parts; Part I describes the sulphidization of a number of oxides and a silicate, and Part II presents the flotation behavior of the products of sulphidization.

The rocks and minerals of the moon will be included among the raw materials used to construct a lunar base. The lunar regolith, the fragmental material present on the surface of the Moon, is composed mostly of disaggregated rocks and minerals, but also includes glassy fragments fused together by meteorite impacts. The finer fraction (i.e., < lcm) of the regolith, the soil, is probably the most important portion of the regolith for use at a lunar base. For example, soil can be used in bulk as insulation against cosmic rays, for lunar ceramic and abodes, or for growing plants. However, beneficiation of the soil can provide other feedstocks. For example, the soil contains abundant solar-wind implanted elements, as we1 1 as various minerals, particularly oxide phases, which are of potential economic importance. These components of the soil are sources of oxygen and hydrogen for water and rocket fuel, helium for nuclear energy, and metals such as Fe, Ni, Al, Si, and Ti. The uses of the lunar materials only await a fertile imagination.

The Homestake Gold Mine in Lead, South Dakota, commenced operations in 1876. As is the case with old, deep, continuously developing mines, a ventilation improvement is periodically required to maintain acceptable underground environmental conditions. Recent historical improvements at Homestake include a 5.2m diameter air shaft driven in the 1960&apos;s and a 2.1 MWR (580 ton) chilled water plant installed in 1978. By 1983, it became apparent that yet another ventilation upgrade would be needed to keep pace with accelerated development in the deepest mining sections. A study was therefore undertaken to project ventilation requirements for the next ten years and to select the method(s) most suitable to meet those requirements. The study called for a two-phase approach in which air flow and air conditioning were carefully balanced. Phase I, the installation of a new 2240 kW surface fan and several underground circuit changes, was completed in 1986. This paper describes Phase 11: the planning, design, installation and initial performance of the air-conditioning portion of the upgrade.

This paper investigates, through case studies on a porphyry copper and a coal deposit, the differences and relevances between an approximate production schedule approach, i.e., the best case and the worst case schedules and a practical production schedule approach. The comparisons were with regards to: 1) choosing an optimum ultimate pit size, 2) determining processing capacities, 3) selecting &apos;optimum&apos; cutoff grades, and 4) blending. The comparison criteria was to maximize the project net present value. Conclusions were drawn based on the study results.

Silicon dioxide, silica, is the most common oxide in the earth&apos; s crust. The health effects of silicon dioxide dust have been known since Biblical times. Agricola&apos;s book, published in the mid 1500&apos;s on occupational medicine, described a lung disease that afflicted miners. He observed a disease in miners that caused shortness of breath, coughing and wasting. Add fever, chest pains and fatigue and we have the current symptom complex of silicosis. As we approached the 21stcentury, the Labor Department began an aggressive campaign to combat silicosis-a preventable disease. Unfortunately, many publications do not clearly differentiate the polymorphs of silica known to mineralogists. Crystalline silica, i.e., alpha quartz, tridymite and cristobalite need to be considered differently from the amorphous forms of silica. Freshly fractured surfaces of the silica and host specific responses will be examined. Recent research focuses on the biologic interactions of free radicals generated by mineral particles. This results in cell injury and DNA damage, in turn leading to fibrogenesis and possibly carcinogenesis. In addition to particle-cell interactions, emphasis is given to lung defense mechanisms.

The amenability of column flotation for the beneficiation of fluorspar was investigated, and the overall performance of the column, flotation was compared to the performance of the existing conventional flotation cells at the plant. It was estab¬lished that improved grades and recoveries could be obtained by adopting column technology. Acidspar concentrates as¬saying 97% CaF2, suitable for HF manufacturing, can be produced by adopting two-stage column cleaning in place of multistage cleaning by conventional cells. Similarly, metspar concentrates assaying 90% CaF2, suitable for metallurgical applications, can be achieved in a single-stage cleaning by column flotation. This is an improvement over what is now being achieved using the existing conventional rougher and three-stage cleaning cells in the plant. The number of stages, i.e.,four in the acidspar circuit and four in the metspar circuit, including rougher stages, can be eliminated by adopting a three-column configuration. Thus, the cost of production, the complexity of the circuit and the power consumption can be effectively reduced with other attendant benefits.

A process for the recovery of nickel from ammoniacal leach liquor through an integrated solvent extraction-electrowinning (SX-EW) flowsheet was tested on a pilot-plant scale. The objectives of the test run were to assess the reproducibility of laboratory-scale data in a large-scale continuous operation and to study the build up of impurities in the system. The pilot-plant test was conducted under operating conditions that were established from the laboratory-scale experiments. Efficiencies of nickel extraction, nickel stripping and ammonia scrubbing were comparable to the laboratory-scale values, whereas the current efficiency during nickel electrolysis was observed to be less than the laboratory-scale values. The electrodeposited nickel contained some cobalt and iron impurities.

Horace Tabor. No 19th century Colorado mining man is better known but, unfortunately, probably less understood. He is little appreciated for his significant contributions to the industry and the state. A century ago, Tabor was headline news. The legend today, however, has become so all pervasive and so interwoven with fact that the two are hard to separate. For example, he never told Baby Doe on his death bed to hang on to the Matchless mine. Yet this has emerged as staple Tabor fare. So much attention has been focused on his matrimonial triangle that it overshadows the man. Symbol of mining&apos;s reward Tabor traveled west in the 1859 Pike&apos;s Peak gold rush. In the next generation, he came to symbolize the rewards mining might lavish on an individual. The Leadville Daily Herald (Sept. 10, 1882) could write, without exaggeration, that "the extent which the mining industry of Colorado is under obligation to Tabor cannot be easily estimated - what he has done for Leadville and Denver is patent to all." It had not come easily, nor had Tabor started out a success. His early placer mining at Payne&apos;s Bar, near present-day Idaho Springs, CO, had turned no fortune. So in 1860, he, his wife Augusta, and son went south to Colorado City, then over Ute Pass and up the Arkansas Valley to Oro City. Arriving soon after the initial discovery, Tabor staked a good claim. With a sharp eye, he and Augusta broadened their base by establishing a store. Both mining and business would pay dividends in the following years. By the season&apos;s end, though, Oro City was already declining. Always on the lookout for a richer district, Tabor and his family moved the next year across the mountains to promising Buckskin Joe. The familiar pattern followed, with the store and post office being the center of their attention. Mining investment and management now replaced the earlier physical panning and sluice operating. Seven years later, the Tabors abandoned Buckskin Joe and returned to Oro City. It had moved up California Gulch to be near the district&apos;s best mine, the Printer Boy. Middle class was not enough Middle class respectability, plus a steady income, was the Tabor&apos;s by the 1870s; fine as far as it went. But it proved far from the fortune Horace had always been seeking. Oro City languished in the backwash of Colorado mining and Tabor seemed like many men who had drifted around the Territory following the ebb and flow of mining. His faithful wife Augusta had been a steady factor in the success the family achieved. She helped year after year to operate the store and post office. Not simply the happy-go-lucky individual he has often been portrayed, Tabor was a hard working businessman/mine owner. An R. G. Dun and Company agent evaluated him in 1876 "Net worth $23,200. Is a very shrewd businessman and not liable to lose money, has a good chance to make money as he had no competition." Leadville: Tabor&apos;s silverlined-fortune After all those years on the Colorado mining frontier, in 1877, Lake County&apos;s wealthiest and most respected merchant made another move. It was short in distance, only 4 km (2.5 miles) down California Gulch, then a little north to a new mining camp. This new camp, soon named Leadville, gave birth to the Tabor fortune and legend. Middle-aged (Horace was 47), the Tabors once more set up their general store and found themselves in the midst of the open¬ing of a new district. This time silver beckoned and not the gold that had brought them West 18 years before.

In 1991, US mine production of barite decreased 3.4%. Barite consumption, sold or used by grinding plants, decreased by 11.7%. Imports also decreased by 15.4% over 1990. World mine production increased I%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, increased 3.3% according to the Bureau. The declared value c.i.f. US port of all imported crude barite during 1991 increased from $40.61/t ($36.84/st) in 1990 to $42.35/t ($38.42/st), the Bureau stated. Nevada was the leading producer of barite with 78% of the total, followed by Georgia and Missouri. It is estimated that 75% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 93% was used in drilling fluids. The remaining 7% was in the non-oilfield sector, including barium chemicals and fillers in paper, plastics and glass. Tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1990. The average number of rotary rigs operating was 860. That was 14.9% less than the 1990 average of 1010 in the US. Crude barite imports were 138 kt (152,000 st) less than 1990 or 15.4%. Imports accounted for 70% of the (ap¬parent) barite consumed in the US. During 1991, China continued to be the leading exporter of crude barite ore to the US with 85.1 %. India followed with 14.8%. About 97.5% of the imported barite ore was used in the oilfield sector. Ground barite imports decreased from 56.7 to 46.2 kt (62,500 to 51,000 st) 1991. Mexico was a major exporter to the US, accounting for 75.3% of the total ground barite imports. Canada shipped 23.7%, while other countries accounted for less than 1 %, primarily for the nonoilfield market. During 1991, the number of grinding plants supplying the drilling fluids market along the Gulf Coast was reduced from 12 to 10. The population of the Rhondda underwent a spectacular rise as energy requirements increased in the mid-nineteenth century. The rapid expansion in the demand for coal transformed the population from a few hundred sheep farmers in the eighteenth century, into a thriving coal-based economy of some 168,000 inhabitants in 1924. Cochrane (1958) put forward the idea that the differential migration of more healthy men from the Rhondda Fach during the period since the peak of population in 1924, had resulted in a respiratorily-impaired residual population. This idea was used to explain the reduced survival of miners & ex-miners aged 55-64 years from this valley as compared with a similar group from Leigh in England. Using the proportional hazards regression model of Cox (1972), a comparison is presented of the exact twenty-year mortality of migrant and non-migrant miners & ex-miners and non-miners from the Rhondda Fach. The analysis makes allowance for the pattern of migration throughout the twenty-year period and adjusts for the confounding influence of variables such as age, occupation, and category of Simple Pneumoconiosis. The results indicate that contrary to expectation, any effect of migration upon mortality is manifest only at higher ages. Furthermore, for these men, the migrants have worse survival than the non-migrants. Also, contrary to expectation in the light of work by the British Coal Board (Soutar et al, 1982) there is no evidence of increased mortality amongst men with category I simple pneumoconiosis. INTRODUCTION [The Background] In September 1950, the Medical Research Council&apos;s Pneumoconiosis Research Unit at Penarth in South Wales initiated a study of lung disease in the smaller of the two Rhondda Valleys - the Rhondda Fach. At that time, the primary interest was in assessing the possible role of pulmonary tuberculosis in the aetiology of the serious (complicated) form of coal-workers&apos; pneumoconiosis, i.e. Progressive Massive Fibrosis. The Rhondda Fach is situated in South Wales, some 25 km north-west of Cardiff. It is a narrow winding river valley about 12 km long, and approximately 1 km wide. The name means Little Rhondda; there is a corresponding Big Rhondda - the Rhondda Fawr. Together, these valleys make-up most of the Rhondda Municipal Borough. Following the initial survey in 1950-51, there have been several follow-up studies of this population. In addition, amongst numerous other investigations to unravel the aetiology of coal-workers&apos; pneumoconiosis, Medical Research Council teams studied various other (sample) population groups, particularly in the industrial areas of the adjacent Aberdare Valley, and in Staveley and Leigh in England. The agricultural areas of the Vale of Glamorgan in South Wales, and Annandale in Scotland were also studied.

Following the last Cholera Epidemic in 1872, resulting in approximately 400 deaths, the City Council of Munich decided to re¬place the former water supply system within the city limits by tapping new water supply areas outside of the city. Since 1883 Munich has been obtaining its water from the Mangfall River catchment located some 35 km to the south. Its most distinguishing characte¬ristics are as follows: 1) the water is free-flowing, i.e., a pumping system is not required as the catchment area is 100 m higher than the city; 2) the water does not normally have to be treated, meaning "spring fresh" tap water. On a daily basis, 300,000 m3 of water flow through the more than 100 year old pipes, accounting for 70% of the city&apos;s daily need. There was originally no requirement of a water tight system as strategically installed drain pipes prevented the build-up of exter¬nal water pressure on the lining. As the qua¬lity of today&apos;s water has become significant¬ly worse, the tunnels are now in dire need of restoration or replacement.

The six main drives needed to build 55 miles of 4.8 and 7.7 metre i.d. tunnels in 33 months called for careful co-ordination of the design of tunnel boring machines and linings. The implications of these requirements are discussed, with particular reference to the selection of tunnel liners. The solutions adopted are detailed and details are given of the specifications and procedures adopted. The design methods employed for liners are outlined. The construction methods are described and current performance figures given.

INTRODUCTION The process of predicting ground condition with exactitude and of ascertaining appropriate ground control measures is pertinent to each and every excavation. The control and support of soil and/ or rock during and subsequent to excavation is essential in order to overcome or avoid excessive movement, maintain stability or preserve integrity of the excavation, handle or prevent excessive water intrusion or hydrostatic pressure build up, and produce an excavation that is safe and suitable for its intended purpose. The design of support systems has primarily been, until recently, based upon experience and empirical or semiempirical guidelines, which do not lend themselves to thorough analytical calculations giving rise to the desired degree of confidence in design of such systems and consequently, several, if not a majority of support systems, no doubt, are overdesigned. The primary objective of this paper is, therefore, to briefly outline engineering considerations leading towards the design of ground control systems for near vertical excavations extending to shallow depths in metamorphic rock formations. Several engineering considerations including the selection of temporary support systems, technical aspects of design, and the sequence as well as details of construction, are briefly outlined. "The ways of the world be many and most of the ways be tried, you follow in the footsteps of others till you come to the great divide". These words, written by Robert Service a long time ago, come to mind when I think of our original attitude upon entering into a contract with the International Nickel Company to sink the deepest shaft in the world outside of the Union of South Africa. This shaft was to be sunk to a depth of 7,137 feet from surface, and while it was recognized by all concerned to be a somewhat unusual undertaking in our part of the world, the fact that quite a few shafts had already been sunk to this depth in South Africa probably gave us the feeling that we were following in the footsteps of others. In retrospect, because this shaft was being sunk under entirely different conditions than those existing in South Africa, we were in fact venturing into an entirely new area of endeavour without properly recognizing this fact. It has occurred to me that others considering a similar type of job could benefit from our experience, especially in an assessment of the risks involved and how they compare to those encountered in an ordinary shaft. For comparison purposes, I would define an ordinary shaft as being sunk to a depth of 5,000 ft or less, and a deep shaft as one being sunk to a depth of between 5,000 ft and 8,000 ft. "Health and Safety problems can make a mineral deposit or a portion of one, an operating plant, or finished product unprofitable or worthless. Therefore they need to be reviewed when reserves are established and yearly thereafter until the deposit is closed down. Health and Safety regulations serve as a guide, but I have always done more frequent checks, when adding new products with different specifications or during times of bad weather and crisis. Water quality and quantity are always in question. Health and Safety are quality of life issues which are at or near the top of priorities for communities, companies, employees, and government bodies. Georgia dropped from one to three in U. S. for business development due to “Quality of Life” issues. Remember crystalline silica is present in nearly all sedimentary and acidic rocks and basic igneous rocks are the perceived home of asbestos. These health issues, any other safety and health issues or perceived issues need to be resolved initially and any time they come up during life of deposit. When handled properly good safety and health programs add to the profitability of a deposit, not to the costs. Daily safety checks in operating plants and mines, and visual check of all drilling core with an eye for changes are a key to successful programs. Both plants I turned around had terrible safety records, too much airborne dust, and maintenance problems resulting in low productivity. In almost every case cost reduction was tied to eliminating maintenance and spillage problems which caused health problems and increased possibility of accidents. Implementation of these safety and health programs around 1970 starting prior to government programs, working with new MSA/MSHA regulations, working to improve the regulations as a president of a state mining organization, and maintain profits was a challenge, but very rewarding. Reducing time to make repairs and work simplification gleaned from observations and employee recommendations learned from making multiple daily inspections resulted in years without lost time accidents at two plants, reduced maintenance and 33-75 % improvement in cost per ton at A. P. Green Refractories Co. Eufaula Calcining Plant 1972-77 and Oil-Dri Ochlocknee plant and mine 1979-82. The Ochlocknee mine worked 1981-2007 without a LTA. The author participated in 16 acquisitions and new plant design projects. All of above reduced costs allowed mining deposits with higher overburden to be used and considered. Thereby increasing reserves considered in all operations."

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone&apos;s reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can&apos;t save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration&apos;s leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President&apos;s contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Since its introduction 40 years ago, the compartmental model of flotation has been used to predict the performance of mechanical flotation cells. However, it has found limited success for modeling dual-chamber machines and, as a result, engineers have adopted empirical correction factors usually derived from field audits of industrial cells to predict the performance of dual-chamber flotation cells. This paper introduces an extension of the compartmental model that applies to both single- and dual-chamber cells. The model is tested against pilot test work performed at Capstone’s Pinto Valley concentrator, and then used to evaluate the key operating and design parameters of dual chamber flotation cells. The results suggest that the design of the mixing chamber — for example, whether it is pneumatic or mechanically agitated — is not a significant contributor to overall machine performance. The work also suggests that the highest recoveries are achieved when the froth recovery is high, and longer separation chamber residence times and/or higher internal circulating loads are only beneficial when the froth recovery is low. Lastly, the results show that the single most important driver of the machine performance is the froth recovery of the separation chamber.

Wet kata cooling power (WKCP) measured using a kata thermometer is a well-known heat stress index in mining industries. Although over the years several researchers have proposed different heat indices and indicated the limitations of the kata thermometer, it is still being used in many areas, especially in the South African gold mining industry, mainly because of its simplicity and rapidity of assessment. This paper presents a comparative analysis of the newly developed empirical expression for WKCP, and some of the more prevalent empirical expressions. The analysis presented based on a regression technique aims to assess the disagreement between model predictions and actual measurements. It is found that the WKCP expresses bioclimatic interaction quite well under the specific parameter of interaction that explains the harsh thermal environment and air condition, such as metabolic activity, the person’s clothing, and the velocity of the air in which the person is working. The statistical analysis shows that the WKCP exhibits significant estimates to thermal stress under lower air velocities, light clothing, and higher metabolic activity rates.

In mining, which is one of the industries with the highest risk of occupational accidents, a primary goal is to enhance safety through the thorough investigation of accidents using reliable methodologies. In this research, the data from 13,653 accidents reported in the Karadon Hard Coal Enterprise between 2000 and 2011 were analyzed and compared using the life-table and Kaplan-Meier methods. Accident records were classified and analyzed into four categories: environment-related, equipment-related, person-related and other accidents. Findings in terms of survival time indicate that environmentrelated and person-related accidents had the highest risk in Karadon, with equipment-related accidents having the lowest. This study established the reliability of using survival analysis methods to investigate occupational accidents in the mining sector. Given that environment-related and person-related accidents occur in a relatively short period, such as one year after starting work, it is recommended that research be done to improve workplace and occupational safety measures and broaden the training given to miners. Additionally, it is determined that increasing the use of automation and mechanization in underground coal mines, combined with developing a thorough equipment safety training program to raise awareness of the danger, can help prevent person-related occupational accidents caused by the interaction between equipment.
